MANILA, Philippinesâ€"Another victim of Senior Police Officer 4 Jose de la Peña has lodged criminal charges against the policeman, who allegedly tried to extort money on a false “necking and petting” charge inside a parked car last May.

The 25-year-old sales executive formally filed a robbery complaint before the Quezon City Prosecutor’s Office, with the help of the Quezon City Police District.

The victim requested anonymity, citing the sensitivity of his job with a private company.

Chief Inspector Rodelio Marcelo, head of the Criminal Investigation and Detection Unit, said the charges were lodged Monday after the complainant positively identified De la Peña as the one who tried to allegedly con him on the night of May 21.

The complainant said he thought he was De la Peña’s only victim until he heard that the son of the new National Capital Region Police Office director, Chief Superintendent Leonardo Espina, was also victimized allegedly by the same policeman.

In the complaint affidavit, the victim said he and his girlfriend were talking inside his Nissan Murano parked outside a bar on Panay Ave.

At around 9 p.m., a flashlight was trained on them and a man wearing a white shirt and blue pants accosted them.

The supposed offense? Grave scandal, which supposedly carries a P10,000 fine for each offender.

The complainant told the apprehending cop he did not have that kind of money but that the policeman allegedly insisted on taking over the car’s steering wheel, with a police car trailing them.

“He told me that he would bring me to the police station, and we were driving toward Edsa,” the victim told reporters in an interview.

During the drive, the policeman allegedly threatened to call more mobile patrol cars, which he said would cause more trouble.

The complainant insisted that he didn’t have that kind of money with him, but was forced to give P7,000 to the police officer before they were let go somewhere along Edsa near the GMA 7 MRT station.

Before dawn the next day, the victim went to Camp Crame to report the incident and was able to identify De la Peña.

In June, Chief Supt. Mario de la Vega, the QCPD director, forwarded the administrative complaint of this incident to the NCRPO for summary dismissal proceedings. De la Vega transmitted the case to the NCRPO because the penalty for the administrative offense of grave misconduct, under which robbery extortion falls, is beyond the QCPD director’s powers.

It was for personal adornment that man carried this plant around the world.  Dutch traders brought quantities of the seeds of Abrus precatorius to Europe and America in the sixteenth century to be used as beads.   Women in Holland made chains of the seeds, sometimes with pearls, to wear as necklaces.

This woody vine is native to the tropics and probably originated in southeast Asia.   It is now widely naturalized throughout the tropics and subtropics of the Old and New Worlds.  Oblong pods to one inch or more in length contain glossy, scarlet, extremely poisonous seeds, which are black at the base.  The Indians of Brazil gave the name jequirity to the seed.  When the Catholic missionaries began using the seed in their prayer beads it became known as paternoster pea or rosary pea.

Like the seeds of the red sandalwood, Adenanthera pavonina, these seeds are also known as saga, the Arabic name for goldsmith, and were used as jewelers' weights in Africa because of the consistent weight of each seed. The Koh-i-noor diamond, now one of the British Crown jewels, reportedly was weighed using these seeds.  Jewelers ground the seeds and used the fine powder to increase adhesion when soldering delicate ornaments.

In parts of Africa the pulverized seed is added to women's traditional eye makeup.  In Sierra Leone the seeds feature in the puberty ceremonies of girls. In the Obeah religion of West Africa the seed is linked to witchcraft, perhaps because of the black spot on the seed which resembles an eye.   It was believed that wearing the seeds would make one invisible to the evil eye.  Because of this potential to protect against evil spirits, beads of Abrus were often worn by slaves during their voyage from Africa to the New World. Natives of the Fiji Islands and India coat sacred objects by gluing the seeds on them.

Landscape with the Fall of Icarus is a painting in oil on canvas (73.5 by 112 centimetres (28.9 × 44 in)) long thought to be by Pieter Bruegel, although following technical examinations in 1996, that attribution is regarded as very doubtful, and it is now seen as a good early copy by an unknown artist of Bruegel's original, perhaps painted in the 1560s.

In Greek mythology, Icarus succeeded in flying, with wings made by his father Daedalus, using feathers secured with wax. Ignoring his father's warnings, Icarus chose to fly too close to the sun, melting the wax, and fell into the sea and drowned. His legs can be seen in the water just below the ship. The sun, already half-set on the horizon, is a long way away; the flight did not reach anywhere near it.

The ploughman, shepherd and angler are mentioned in Ovid's account of the legend; they are: "astonished and think to see gods approaching them through the aether", which is not entirely the impression given in the painting. The shepherd gazing into the air, away from the ship, may be explained by another version of the composition; in the original work there was probably also a figure of Daedalus in the sky to the left, at which he stares. There is also a Flemish proverb (of the sort imaged in other works by Bruegel): "And the farmer continued to plough..." (En de boer ... hij ploegde voort") pointing out the ignorance of people to fellow men's suffering. The painting may, as Auden's poem suggests, depict humankind's indifference to suffering by highlighting the ordinary events which continue to occur, despite the unobserved death of Icarus.

A heartbreaking story out of Kazakhstan: According to reports, a dog was killed while trying to save its owner from an oncoming train.

The suicidal owner had passed out on the train tracks after drinking a bottle of alcohol. According to Russian news site Ria Novosti, the man told authorities that his dog dragged him to safety. The dog wasn't able to avoid being hit.

"Upon seeing the train, the dog started pulling its owner away," said Aida Muldashevam, who investigated the incident. "When train drivers saw the dog on the rail tracks, they used the emergency brake."

Unfortunately, it was too late. The dog was killed instantly, while the owner was taken to the hospital. He had two broken ribs and an injury to his shoulder.

Dogs have a well-deserved reputation for loyalty.  At a funeral for a Navy SEAL who died in Afghanistan in 2011, dog Hawkeye lay by the casket during the memorial service. And in a small village in China last year, a dog remained at its owner's grave for weeks. When villagers took the dog back to town, the dog returned to the grave. Villagers eventually decided to build the dog a kennel near its departed friend.
