The 12 mother tongues that will soon be harnessed for classroom use are Tagalog, Kapampangan, Pangasinense, Iloko, Bikol, Cebuano, Hiligaynon, Waray, Tausug, Maguindanaoan, Maranao, and Chabacano.  The mother tongue of a given region will be employed in all learning areas, except in the teaching of Filipino and English subjects.  Filipino will be introduced during the first semester of Grade 1 to develop oral fluency, while English will be offered as a subject in the second semester of Grade 1.  I am not familiar with the specifics of the program, but I expect that provisions have been made for those schools in which most of the students come from migrant families whose mother tongue is different from that spoken in the region.

The DepEd says: “Local and international studies have shown that using the language used at home (mother tongue) inside the classroom during the learners’ early years of schooling produces better and faster learners who can easily adapt to learn a second (Filipino) and third (English) language.”  This is an insight that has long been documented by teachers at the University of the Philippines Integrated School.  But it has taken a while for it to gain traction in an educational system that remains bonded to the English language.

The return of the mother tongue

Something is about to happen in Philippine education that may have a deep and enduring impact not only on the intellectual development of Filipino children but on their relationship with their communities as well.  The Department of Education announced recently that from June this year, when the new school year opens, any of 12 major local languages spoken in different regions of the country will be taught as a subject and used as a medium of instruction from kindergarten to Grade 3.  This crucial shift, known as “Mother Tongue-Based Multi-Lingual Education” (MTB-MLE), is part of the K+12 basic education reform program. The new scheme has yielded positive results in 921 schools across the country where it has been piloted.

...The creams are intended primarily for “skin lightening” and anti-aging and include Stillman’s skin bleach cream, Diana skin lightening formula, and numerous products with labels in Chinese, Hindi, and other languages.

If you’ve been using a lightening skin cream that’s imported from China, India, Mexico, or some other exotic locale, check the label for mercury.  But be aware the ingredient might also be listed as  “mercurous chloride,” “calomel,” “mercuric,” or “mercurio.”  If there is no list of ingredients, don’t use the product.

5. Mineral Makeup

Often considered a natural alternative to makeup, mineral-based products often come in the form of powders.  The problem results because the particles of minerals such as mica are so small, they float through the air and can be inhaled into the lungs.  (Consider this: When construction workers use spackle and other products containing mica, they wear masks to avoid breathing them in.)  There hasn’t been any warning issued for mineral makeup yet, but some experts, such as pulmonologists, are warning women that lung damage could result from frequent use.

Dying For Straight Hair â€" Brazilian Keratin Hair Straighteners

Brazilian keratin hair straighteners are the rage but they neglect to tell you most contain “hazardous ingredients” such as formaldehyde, paraformaldehyde and ethylene oxide.

FDA has not limited the amount of formaldehyde in hair straightening products.  However, products with this ingredient have been recalled in Australia, Ireland, Canada, France, Germany and Cyprus but not America?  The Obama administration is designating formaldehyde as a, “know human carcinogenic.”

#35218
4. Formaldehyde in Hair Straighteners

Despite label claims of being “formaldehyde-free”, many keratin-based hair straighteners, when tested, were found to contain formaldehyde, a known carcinogen.  The levels of formaldehyde found were fairly low, and shouldn’t pose a hazard if you’re only straightening your hair a few times a year, but more often than that isn’t a great idea.  And stylists, who use the products on their customers regularly, are at risk.

those mascara-laden eyelashes may carry bacteria
#35220
Bacteria in Mascara?

Yes, this can happen too, but it’s the result of keeping mascara too long.  The microbes don’t arrive in the mascara itself.  According to a study in Optometry, bacteria that are naturally present in the eyes can be transferred into mascara via the wand.  When the researchers tested mascaras, microbes were present in 33 percent of the products tested.

And these weren’t innocent little beasties; in most cases the bacteria were found to be staphylococcus or Streptococcus.  Fungi were also found.  Mascara contains preservatives that prevent bacteria from breeding. Typically, mascara is considered to be safe for three months, the amount of time the preservatives are designed to last.  However, the Optometry study tested mascara samples that were less than three months old.

An additional warning for all of us who keep our mascara in our purses; heat will quickly degrade the preservatives, allowing bacteria to proliferate faster.  A few tips for mascara safety:

Store mascara in a cool place.
Toss mascara after a few months and replace.
When applying mascara, stop at two coats. (Multiple layers can plug the oil glands along
the edge of eyelids, causing sties.
Don’t ever apply mascara in the car; according to opthalmologists, you’d be surprised
how many women arrive in their offices with scratched (and possibly infected)
corneas from poking themselves in the eye.

These three hazards are certainly the top three beauty concerns today.  However, there are a few other concerns to be aware of.

Maybelline, L'Oreal and the Cover Girl earned a dubious place in top-ten lipsticks with regards to lead content. About 400 lipsticks were found to contain a slightly-more-than average amount of lead, according to a Food and Drug Administration survey.

http://www.ksee24.com/
#35222
Lead in Lipstick?

Once considered an “urban legend,” the rumor that some lipsticks contain lead turned out to be deadly true when the FDA tested hundreds of lipsticks following an alert issued by the Campaign for Safe Cosmetics.  Two consecutive FDA investigations found lead in 100 percent of the lipsticks tested.  And the amounts of lead found aren’t small.  The first FDA test revealed lead levels up to 3.06 ppm (parts per million), and the second FDA test â€" scheduled for publication in the May/June 2012 issue of Cosmetic Science â€" found lead levels up to 7.19 ppm.

The brands that tested positive for lead levels  included well-respected national brands including L’Oreal, Revlon, Avon, and Cover Girl.  And high-end brands like Dior and M.A.C. weren’t exempt either.  Five of the ten most contaminated lipsticks were manufactured by L’Oreal USA.  Perhaps most disturbing, in some ways, is that even the “natural” brand Burt’s Bees had one lip shimmer that tested in the middle range for lead.  (Stay away from Toffee if, like me, you love these products.)

I’d like to hear from the chemists at L’Oreal formulating these products as to what purpose the lead serves, and which shades of lipstick are most likely to contain lead.  If the lead is getting into the products accidently, for example via dyes, I’d like to know why they can’t make ingredient changes to banish the lead.

Consider that there is no safe level for lead (in other words there needs to be zero lead in order for a product to be considered safe) and you can see we’ve got a serious problem here.  Then consider that the FDA issued a consumer Q&A concluding that the lipsticks posed no danger if used correctly and you can see we’ve got another more serious problem here.  In other words, gals, don’t lick your lips, eat anything while wearing lipstick, or kiss anyone and everything’s fine.

Dangerous Beauty: 5 Scariest Beauty Products

Are We Poisoning Ourselves With Beauty?

Chemicals, heavy metals, bacteria, and other hazardous ingredients are turning up in makeup, skin creams, and hair styling products.  Here, the latest and most dangerous beauty alerts, and how to protect yourself without compromising your beauty routine.

Mercury in Skin Creams?

That was the headline-grabber last week, when an FDA investigation found imported skin creams may contain toxic levels of mercury and other heavy metals. The risk is serious; people are actually getting sick from mercury contamination from these products.

The list of dangerous skin creams is fairly long, but â€" so far at least â€" contains only products you’d purchase from an import store or Latino, Asian or Middle Eastern market, and no American-made brands or products.  The creams are intended primarily for “skin lightening” and anti-aging and include Stillman’s skin bleach cream, Diana skin lightening formula, and numerous products with labels in Chinese, Hindi, and other languages.

Symptoms of mercury poisoning include tremors, memory problems, irritability, and changes in vision or hearing.  The creams have turned up in seven states so far, and several cases of serious mercury poisoning have been reported.

'Examine chemicals in beauty products'

By Sheila Crisostomo
The Philippine Star
March 14, 2012

MANILA, Philippines - A visiting American expert yesterday sought stricter enforcement of regulatory standards on beauty products and other cosmetics to prevent contamination with toxic substances.

Ann Blake, a member of the Green Ribbon Science Panel of California’s Environment Protection Agency, said major chemicals that may be found in cosmetic products are dangerous to one’s health.

These include heavy metals like lead in lipstick, mercury and hydroquinone in skin whiteners, coal tar derivatives in dark hair dyes, hormone disruptors in fragrance products, and formaldehyde and paraben preservatives in numerous personal care items.

“Cosmetic ingredients are ubiquitous in our bodies and the environment. The impacts of long-term, multiple chronic exposures are unknown, but recent science indicates cause for concern, particularly around heavy metals, persistent and bioaccumulative ingredients, and hormone-disrupting chemicals,” she said in a statement released by EcoWaste Coalition.

Blake spoke about “Women, Cosmetics and Toxic Chemicals” in a forum held at the Food and Drug Administration in Taguig City yesterday.

She noted these “chemicals are of particular concern for women, who have both higher exposure and higher accumulation of contaminants, as well as for fetuses and children at critical windows of development.”

Blake said that even men are exposed to chemicals, particularly from products that are applied daily to the body.

“While men are exposed on average to six products a day versus 12 products for women, they are still exposed to some 80 unique chemicals from personal care products such as soap, shampoo, shaving cream, fragranced after shave, etc. Some male-specific health effects include exposure to Di-Ethyl Phthalate (DEP), a hormone disruptor, that impact on sperm quality and motility,” she added.

Long exposures to toxic substances can damage the central nervous system leading to autism, attention deficit hyperactivity disorder, learning disabilities, Parkinson’s disease, Alzheimer’s disease and other diseases such as juvenile diabetes and obesity.

#35250
it's more of our government's lookout, kun akoy pasultihon.  imbis unta ang atong congress mang-impeach o mang-usab ug street name, would that they study long and hard the possibilities of improving the coverage of our health and welfare services.  "in aid of legislation", they could very well go to other countries to study firsthand such countries' social services system.

ang private hospitals sa ato (or sa cebu, specifically, kay wa ko kahibawo sa ubang dapit) nitagam man god pod kay di pod baya sila kawad-an ug mga abtik nga pasyente, mokalit rag kahanaw way bayad-bayad, kalma nga mogawas sa hospital, anamon ug dala ang mga butang aron di klaro.  matian pod ang mga suweldo sa staff ug maintenance sa hospital.

Nagging is a form of pestering, or otherwise reminding an individual of previously discussed dictates or advice, usually from a perspective of superiority. The word is derived from the Scandinavian nagga, which means "to gnaw".

***
Psychotherapists such as Edward S. Dean have reported that individuals who nag are often "weak, insecure, and fearful... their nagging disguises a basic feeling of weakness and provides an illusion of power and superiority".  Nagging is sometimes used by spouses of alcoholics as one of several "drinking control efforts", but it is often unproductive.  Psychologically, nagging can act to reinforce behavior.  It was found in a study by the University of Florida that the main factors that lead a person to nag are differences in "gender, social distance, and social status and power".

According to the Daily Mail, 87 percent of women admit that they nag their partner to do something whereas most men say that women never admit that they are naggers.  And 83 percent of men surveyed admit that their partners are right to nag them.  Nearly half of the men surveyed give up if the argument continued more than an hour.

kugihan uroy...  maybe they don't have the time to study all the existing laws or they only wish to upgrade these antiquated laws?  or they want to leave an imprint of their supposed usefulness?  it looks like if they're not legislating to impress, they are investigating or impeaching.

at least, one of our own was in the news before, when he proposed to rename edsa to cory aquino avenue.  what a legislation, that one.

perhaps there's some truth to what senator miriam had said about the bumbling corona impeachment prosecutors from the lower house... they want to become senators.  i still remember the media mileage chiz escudero and alan peter cayetano had when they moved to impeach former chief justice davide.  how the television lights shone on them.  and presto!  they're now senators, thanks to name recall.

OT: someone i know who had met briefly with escudero opined that he's very arrogant, he may as well be a diva.  take note; he's humble when he campaigns for votes.

This is debatable. Drinking/drugs have time and again kept relationships intact...

no it's not.  it erodes a partner's self-esteem at the very least and leads to violence and abuse at worst, be it physical, emotional or psychological.

there must have been an existing law against theft of government property, otherwise, if a similar law never existed, why entitle this thread as 'redundant laws in the philippines' at all?

how depressing.  i read today about the possible financial parameters that prudentialife planholders may find themselves in with the firm's proposed rehabilitation.

a pension planholder may get P46,394 while an education planholder is expected to get P25,168.  i am a holder of the former while our youngest daughter is a holder of the latter.  after paying for 4 years without fail (i didn't want to pay the interests on late payments) for the two plans for a sum total of six figures, we get back only this amount, if at all?  i want to cry.

maayo pay namaligya na lang kog tocino ug corned beef.

malooy ko ni banana republic kay hilom ra tawon.  salamat nga wa ko basula kay ako ra ba gyoy gapatoga anig palit, huhuhu.

Harris was a longtime alcoholic until he became a teetotaler in 1981, although he did resume drinking Guinness a decade later.  He gave up drugs after almost dying from a cocaine overdose in 1978.  A memorable incident concerning his massive alcohol consumption was an appearance on The Late Late Show where he recounted to host Gay Byrne how he had just polished off two bottles of fine wine in a restaurant and decided that he would then be going on the wagon: "And I looked at my watch and it was... Well isn't that spooky!  It was the same time it is now: 11:20!"

Harris is also attributed with an anecdote in which he was found lying drunk in a street in London.  A passing policeman asked him what he was doing, and he replied that the world was spinning.  The policeman inquired as to how lying in the street was going to help, and he said, "I'm waiting for my house to go by."  In a 1994 appearance on The Late Show with David Letterman, Harris said he had his driver's license permanently suspended for knocking over a double-decker bus in Dublin, Ireland.

Harris died of Hodgkin's Lymphoma on 25 October 2002, aged 72, two and a half weeks before the American premiere of Harry Potter and the Chamber of Secrets.  Harris was a lifelong friend of actor Peter O'Toole, and his family reportedly hoped that O'Toole would replace Harris as Dumbledore in Harry Potter and the Prisoner of Azkaban.  There were, however, worries of insuring O'Toole for the five remaining films in the series, and he was ultimately replaced as Dumbledore by the Irish-born actor Sir Michael Gambon.

For years, whenever he was in London, Harris resided at the Savoy Hotel.  According to the hotel archivist Susan Scott, as Harris was being taken from the hotel on a stretcher, shortly before his death, he warned the diners, "It was the food!"

Harris's remains were cremated, and his ashes were scattered in The Bahamas, where he had owned a home.

Richard Harris, Personal life and death

In 1957, he married Elizabeth Rees-Williams, the daughter of David Rees-Williams, 1st Baron Ogmore.  Their three children are the actor Jared Harris, once married to Emilia Fox, the actor Jamie Harris, and the director Damian Harris, once married to Annabel Brooks and now partner of Peta Wilson.  Harris and Rees-Williams divorced in 1969, after which Elizabeth married Sir Rex Harrison.  His maternal niece is actress Annabelle Wallis.

Harris's second marriage was to the American actress Ann Turkel, who was 16 years younger than he.  This marriage also ended in a divorce.

Despite his divorces, Harris was a member of the Roman Catholic Knights of Malta, and was also dubbed a knight by the Queen of Denmark in 1985.

Harris often told stories about his haunted London home, The Tower House, which was sold later to the musician Jimmy Page of Led Zeppelin.  According to Harris, the tower was haunted by an eight-year-old boy who had been buried in the tower.  The boy often kept Harris awake at night until he one day built a nursery for the boy to play in, which calmed the disturbances to some extent.

Harris was a vocal supporter of the IRA from the early 1970s until they carried out the Harrods bombing in 1983, after which he disavowed them.
