oh-oh.  it was well within philippine waters and time was needed to identify it?  does it mean that foreign ships that travel within the country's territory can do so without permit or proper identification?  i smell something...

HK bulk vessel suspected

MANILA, Philippines - The only ship within the vicinity when a Philippine fishing boat was rammed by a larger vessel last week was a Hong Kong-registered bulk carrier operated by an Australian company and with 29 Chinese crew members, the Philippine Coast Guard (PCG) said yesterday.

The PCG is investigating if the M/V Peach Mountain was the ship involved in the collision in waters off Bolinao,Pangasinan, which killed one fisherman.

The PCG said that based on initial investigation, only the Peach Mountain was monitored in the vicinity at the time of the collision. The ship reportedly has 29 Chinese crewmembers.

A Chinese naval or maritime vessel was earlier thought to be the culprit in the collision, which took place amid the raging territorial row between the Philippines and China over Panatag (Scarborough) Shoal.

The shoal is 124 nautical miles from Zambales and is well within the country’s 200-mile exclusive economic zone.

But PCG commandant Vice Admiral Edmund Tan called Wednesday’s incident an “ordinary maritime accident” not related to the dispute at Panatag.

Who's the culprit? Sea mishap probe on

LA TRINIDAD, Benguet, Philippines  â€" A deeper investigation is needed to determine the identity of the foreign vessel that rammed a Philippine fishing boat near Panatag (Scarborough) Shoal last week, President Aquino said yesterday.

The incident, which occurred north of the shoal, left one Filipino fisherman dead and four others missing. The Philippine fishing boat came from Bolinao, Pangasinan.

“We are not accusing anybody at this point in time. So ngayon, huwag muna tayong magsabing kasalanan ni Pedro, ni Juan, ni Maria, kung sinuman habang walang ebidensya (So let’s not put the blame on Peter, John, Mary or whoever until there is evidence),” Aquino told reporters in a chance interview at the Benguet State University here.

He said appropriate charges would be filed only after “necessary evidence” has been gathered.

There were also others who have placed their billboards near the project site, prompting the agency to come up with other directives such as banning political billboards 100 meters within the project area and within the right of way.

As 2013 polls draw near, politicians post ads at road project sites

Evelyn Macairan
The Philippine Star
June 26, 2012 12:00 AM

MANILA, Philippines - With the midterm elections drawing near, an official of the Department of Public Works and Highways (DPWH) yesterday said that politicians have placed their posters at road project sites.

Undersecretary for regional operations Romeo Momo said the DPWH has received reports that some politicians have placed their names and faces not only on project billboards or within the project site, but also attached their mugs on the contractor’s equipment used in road repair works.

Momo said they would meet with these erring local officials to remind them about the department order prohibiting the posting of political advertisements on DPWH projects.

“We will talk with the local officials and show them the department order. The DPWH district engineers will explain to them that they should not put their self-advertisement in project billboards,” Momo said.

But he admitted that monitoring these political advertisements is easier said than done since the politicians or their allies would remove their posters when these are discovered, only to put them back once inspection is over.

There were also others who have placed their billboards near the project site, prompting the agency to come up with other directives such as banning political billboards 100 meters within the project area and within the right of way.

Momo said some of the violations were reported in Nueva Ecija, Bohol, Maguindanao, Basilan and Tawi-Tawi.

DPWH contractors who allow political ads within the project perimeter would also be sanctioned.

“We could bar them from further participating in public works biddings due to non-compliance,” Momo said.

Job Opportunity / Re: UK Job Scam
June 24, 2012, 04:34:27 AM
i know someone who just came from working abroad and who was raring to go out again when she found out that her husband failed to save her remittances.  she was interviewed by a potential uk employer online, on webcam,  complete with two smiling kids in the background.  the terms: she pays for her trip and visa first and she'll be reimbursed when she gets there.  i smelled a rat at once.  visas are granted right at the embassies in manila as you may know from your experience when you went to other countries, i said.

usa ra akong pangutana niya when she asked my opinion.  nganong mangita pa man ug direct from the philippines nga naa may daghang ready nga tua na didto nga di pa siya makagasto ug plane fare?  the would-be employer trusts someone direct from the philippines more, she answered.  now i smelled a rotten rat.  too much in a hurry to employ someone he doesn't even know, and trusting her?  talking dog...

i will always doubt a potential employer who asks for money up front from a potential employee for whatever reason, i told her.

pero nakamatikod pod ko nga bahin na gani aning mga butanga, ang desidido di gyod kapugngan.  those who want it so much are always full of hope, one can almost smell it.  that is the tragedy.

luckily, this friend is educated, a bona fide college graduate.  when she tried remitting money for her visa through a bank transfer, she noticed that the bank account number she was supposed to send money to is located in cavite.  she at once cancelled everything, including the would-be employer's contact number, but not after sending a terribly insulting message herself.  she's one of the lucky ones.

The origin of the croissant is one of the great food legends of all time. The Larousse Gastronomique offers this explanation regarding the origin of the croissant:

“Croissant…This delicious pastry originated in Budapest in 1686, when the Turks were besieging the city. To reach the centre of the town, they dug underground passages. Bakers, working during the night, heard the noise made by the Turks and gave the alarm. The assailants were repulsed and the bakers who had saved the city were granted the privilege of making a special pastry which had to take the form of a crescent in memory of the emblem on the Ottoman flag.”

To celebrate their victory, several bakers in Vienna made a pastry in the shape representing the Turkish crescents they had seen on the enemy’s flags.

They called this new pastry the “Kipfel” which is the German word for “crescent” and continued baking if for many years.

The issue behind this story is there are too many versions of it. Some versions take place in Vienna while others appear in Budapest at different times. As well, the story is often intertwined with Marie Antoinette as being the main influence to bring the croissant to France.

Most food historians confirm that crescent-shaped pastries were baked in Vienna during the 17th century and that they migrated to France soon thereafter. They recount, but do not confirm or deny the story of the brave bakers who supposedly created the first croissants.

The Battle of Vienna

The Battle of Vienna is perhaps the most famous and widespread story surrounding the croissant.

In 1683, Vienna was under siege by the Turks. After several months of trying to starve the city into submission, the Turks attempted to tunnel underneath the walls of the city. Bakers hard at work in their underground kitchens heard the sounds of the Turks digging and alerted the city’s defenders. This advance warning gave the defenders enough time to do something about the tunnel before it was completed. Soon afterwards, King John III of Poland arrived at the head of an army that defeated the Turks and forced them to retreat.

The croissant is one of the most famous foods in the world yet it’s also has a very disputed history.

There are countless stories and legends about where this pastry originated and how it was made. However, there is still little evidence to support its true origin.

A croissant (/krəˈsÉ'ːnt/ or /kwÉ'ːˈsÉ'n/; French pronunciation: [kʁwa.sÉ'̃]) is a buttery flaky viennoiserie bread roll named for its distinctive crescent shape. Croissants and other viennoiserie are made of a layered yeast-leavened dough. The dough is layered with butter, rolled and folded several times in succession, then rolled into a sheet, in a technique called laminating. The process results in a layered, flaky texture, similar to a puff pastry.

Crescent-shaped food breads have been made since the Middle Ages, and crescent-shaped cakes (imitating the often-worshiped Moon) possibly since classical times. (wikipedia)

Bradbury explored both outer space and inner space.  To him they were the same thing.  He wasn't a prophet of the future.  He never even learned to drive.  "I don't try to describe the future," he said more than once.  "I try to prevent it."  We thank him for saving us from the futures he prevented--- and for giving us the ones he made.

Bradbury, who was 91 when he died on June 5, never went to college, but he read and absorbed everything from Shakespeare to Heinlein.  His masterpiece, The Martian Chronicles, published in 1950, is about human colonists who land on Mars only to find a world that's a reflection of their own dark, unconscious landscape.
#32837
Though best known for science fiction, he wrote in every genre and form, from fantasy to poetry, and he wrote beautifully enough for adults and clearly enough for kids.  He faced up to parts of human nature most people don't see, even in their nightmares.  His advice to writers was as follows: "You've got to jump off cliffs all the time and build your wings on your way down."
#32838
A tribute to Ray Bradbury by Lev Grossman:

Like so many great writers, Ray Bradbury was utterly without fear.  He wasn't scared of optimism or innocence or sentiment.  He didn't give a damn if the literary lions accepted him, though they did.  "If I'd found out that Norman Mailer liked me," he once said, "I'd have killed myself."

I have never listened to anyone who criticized my taste in space travel, sideshows or gorillas. When this occurs, I pack up my dinosaurs and leave the room.  -Ray Bradbury

If we listened to our intellect, we'd never have a love affair. We'd never have a friendship. We'd never go into business, because we'd be cynical. Well, that's nonsense. You've got to jump off cliffs all the time and build your wings on the way down.  -Ray Bradbury

Ray Douglas Bradbury (August 22, 1920 â€" June 5, 2012) was an American fantasy, science fiction, horror and mystery fiction writer. Best known for his dystopian novel Fahrenheit 451 (1953) and for the science fiction and horror stories gathered together as The Martian Chronicles (1950) and The Illustrated Man (1951), Bradbury was one of the most celebrated 20th-century American writers. Many of Bradbury's works have been adapted into television shows or films. (wikipedia)

Incorruptibility is a Roman Catholic and Eastern Orthodox belief that supernatural (or Godly) intervention allows some human bodies (specifically saints) to avoid the normal process of decomposition after death as a sign of their holiness. Bodies that reportedly undergo little or no decomposition, or delayed decomposition, are sometimes referred to as incorrupt or incorruptible.

Safe cooking

    Use a meat thermometer
    Cook ground meats to 160 F (71 C)
    Cook ground poultry to 165 F (74 C)
Cook beef, veal, and lamb steaks, roasts and chops to 145 F (63 C)
Cook all cuts of fresh pork to 160 F (71 C).
Whole poultry should reach 180 F (82 C) in the thigh; breasts
    170 F (76.6 C).
Keep hot foods hot and cold foods cold.
Never leave food out more than two hours (or more than one hour in
    temperatures above 90 F [32 C]).
Bacteria that cause food poisoning grow rapidly at room temperature.
Use cooked leftovers within four days.

Safe food preparation

    Keep everything clean!
Wash hands before and after handling raw meat and poultry.
Sanitize cutting boards often in a solution of one teaspoon chlorine bleach in
    one quart of water.
Do not cross-contaminate. Keep raw meat, poultry, fish, and their juices
away from other food. After cutting raw meats, wash hands, cutting board,
knife, and counter tops with hot, soapy water.
Marinate meat and poultry in a covered dish in the refrigerator. Discard any
    uncooked/unused marinade.

Thawing food safely

Refrigerator: Allows slow, safe thawing. Make sure thawing juices do not drip
    on other foods.
Cold water: For faster thawing, place food in a leak-proof plastic bag and
    submerge in cold tap water.
Microwave: Cook meat and poultry immediately after microwave thawing.

Food Poisoning Prevention

Safe steps in food handling, cooking, and storage are essential to avoiding food-borne illness. Bacteria cannot be seen, smelled, or tasted, and they may be on any food.

Follow the CDC food safety guidelines to keep contaminants away.

Safe shopping

Buy cold foods last during your shopping trip. Get them home fast.
Never choose torn or leaking packages.
Do not buy foods past their "sell-by" or expiration dates.
Keep raw meat and poultry separate from other foods.
Pregnant women should avoid foods that can carry Listeria and should
discuss healthy foods during their pregnancy with their OB/GYN physician.

Safe storage of foods

    Keep it safe; refrigerate.
Unload perishable foods first and immediately refrigerate them. Place
raw meat, poultry, or fish in the coldest section of your refrigerator.
Check the temperature of your appliances. To slow bacterial growth, the
    refrigerator should be at 40 F (4.44 C) , the freezer at 0 F (-17.7 C).
Cook or freeze fresh poultry, fish, ground meats, and variety meats within
    two days.

Food Poisoning Medical Treatment

The main treatment for food poisoning is replacing fluids into the body (rehydration) through an IV and by drinking. The patient may need to be admitted to the hospital. This depends on the severity of the dehydration, response to therapy, and ability to drink fluids without vomiting. Children, in particular, may need close observation.

Anti-vomiting and diarrhea medications may be given.

The doctor may also treat any fever to make the patient more comfortable.

Antibiotics are rarely needed for food poisoning. In some cases, antibiotics worsen the condition. Only a few specific causes of food poisoning are improved by using these medications. The length of illness with traveler's diarrhea (shigellae) can be decreased with antibiotics, but this specific illness usually runs its course and improves without treatment.

With mushroom poisoning or eating foods contaminated with pesticides, aggressive treatment may include intravenous (IV) fluids, emergency intervention for life-threatening symptoms, and giving medications such as antidotes, such as activated charcoal. These poisonings are very serious and may require intensive care in the hospital.

Food Poisoning Treatment

Food Poisoning Self-Care at Home

Short episodes of vomiting and small amounts of diarrhea lasting less than 24 hours can usually be cared for at home.

Do not eat solid food while nauseous or vomiting but drink plenty of fluids.
Small, frequent sips of clear liquids (those you can see through) are the best way to stay hydrated.

Avoid alcoholic, caffeinated, or sugary drinks. Over-the-counter rehydration products made for children such as Pedialyte and Rehydralyte are expensive but good to use if available.

Sports drinks such as Gatorade and Powerade are fine for adults if they are diluted with water because at full strength they contain too much sugar, which can worsen diarrhea.

Home remedies to treat nausea or diarrhea such as tea with lemon and ginger can be used for relief from symptoms. There are no proven herbal food poisoning cures. Consult a health care practitioner before taking any natural food poisoning remedies.

After successfully tolerating fluids, eating should begin slowly, when nausea and vomiting have stopped. Plain foods that are easy on the stomach should be started in small amounts. Initially consider eating rice, wheat, breads, potatoes, low-sugar cereals, lean meats, and chicken (not fried). Milk can be given safely, although some people may experience additional stomach upset due to lactose intolerance.

Most food poisonings do not require the use of over-the-counter medicines to stop diarrhea, but they are generally safe if used as directed. It is not recommended that these medications be used to treat children. If there is a question or concern, always check with a doctor.

Food Poisoning Symptoms

Symptoms of food poisoning depend on the type of contaminant and the amount eaten. The symptoms can develop rapidly, within 30 minutes, or slowly, worsening over days to weeks. Most of the common contaminants cause:

    nausea
    vomiting
    diarrhea
    abdominal cramping
    fever

Usually food poisoning is not serious, and the illness runs its course in 24-48 hours.

Viruses account for most food poisoning cases where a specific contaminant is found.

Food Poisoning Causes

More than 250 known diseases can be transmitted through food. The Center for Disease Control (CDC) estimates unknown or undiscovered agents cause 68% of all food-borne illnesses and related hospitalizations. Many cases of food poisoning are not reported because people suffer mild symptoms and recover quickly. Also, doctors do not test for a cause in every suspected case because it does not change the treatment or the outcome.

The known causes of food poisoning can be divided into two categories: infectious agents and toxic agents.

Infectious agents include viruses, bacteria, and parasites.
Toxic agents include poisonous mushrooms, improperly prepared exotic foods (such as barracuda - ciguatera toxin), or pesticides on fruits and vegetables.

Food usually becomes contaminated from poor sanitation or preparation. Food handlers who do not wash their hands after using the bathroom or have infections themselves often cause contamination. Improperly packaged food stored at the wrong temperature also promotes contamination.
