Kaliwat jud diay mo anang hawud manayaw BNC. Currently one of the leading choreographers in Bohol is surnamed Corbeta, a resident of Tubigon.

best movie ever for me is the tin man. i can really relate this story to what we are facing today. oppression, ridicule and taking advantage over the weak.

I really loved this scene, Capoeira vs Muay Thai. Tony Jaa having a hard time fighting Lateef Crowder, a Capoeira fighter in Ong Bak 2.
dili ni siya scene sa ong bak 2 kun dili sa tom-yum-goong also titled as warrior king in the UK, the protector in the US, as thai dragon in Spain and as revenge of the warrior in Germany. in ong bak 2, his fiercest and toughest bout/fight was against the crow ghost potrayed by dan chupong. he is set appear again with tony jaa in the sequel, ong bak 3 where they will continue what they didn't finish in ong bak 2.

gukdon man jud ka sa utang diri. ika guol jud ang utang diri. i dont know unsay silot kay wa man ko kasuway ug pangutang.
maayo diay diha sa US kay gukdon ang nangutang sa giutangan aron pabayron ug kundili kabayad, priso. diri pinas gukdon lagi tuod pero nagdala man ug sundang ang naggukod or di gani kutsilyo ug pusil kay patyon nalang kay aron kabayad. di man gud mapriso sa utang ang mga pinoy.

it's really hard to tell but if the weight of the counterfeit and genuine coins are given. take 1 coin from one of the bags an weigh it and see what's the weight. if the weight matches one of the coins then it's easier for you to identify which is genuine and which is counterfeit. it will take 1-3 weighing.

im facing the same dilemma karon. do i have to buy a new set of wheel rims and tires while my car is not in good condition or just use the old set tires for the meantime and have the car checked by a mechanic and have it properly conditioned? there is good offer from a dealer friend wherein he's offering me a brand new set of wheel rims and tires plus accessories (4 tires, 4 mug wheel rims, 16 stud bolts and nuts) for 10k although it's made from china but the design and quality is good which made the offer so enticing and hard to refuse. and then lately our sala set got wasted by the kids as they vandalized it when they got hold of a pen. so there is a need to replaced it also. and then my sons birthday is fast approaching too and the spare 10k that i have with me which is enough for the tires and rims could be a fitting value for his birthday. i've been thinking about whether to buy the tires, fix the car, fix the sala set or spend the money for my sons  birthday. me and my wife eventually decided to fix the sala set first then set aside the remaining money for our sons birthday and will settle with the others later.

So, siya diay ang nag sponsor sa bill converting CVSCAFT into a state university.

Actually my father is Caucasian so meaning tisoy ko. Well, sa among work station kay daghan bayang na crush daw nako pero di nako patulan and they know nga mosakay ra ko sa ilang joke.

Maingon ta, Papa Joe, nga okay akong life in general but my problem is somehow sa akong physical. Kuan man gud ang akong armas is way too small sa akong size and sa akong kaliwat.

I thought nga gigantic ning akoa kay lagi half Kano ko og kaliwat just like what you see sa mga x rated film and this pisses me off kay sa tanan tanan kini pa gyud. And you know na sa akong work na medyo Westernized ang mga tawo.

And some girls go gaga talking about boys physique mao nga medyo uncomfortable ko mo patol og girls basin kataw an ra ko nila ug ipanabi. Honestly there are times nga kon mag tight fit ko og jeans kay ako sapawan og kanang gamay nga face towel to make it appear bulky. Such a liar gyud akong feeling, makasapot.

Papa Joe, does this thing really matters sa girls? Another confession. I am still a virgin kay hadlok lagi ko ani.

Please advice me what to do. Is there any enlarger gadget nga pwede gamiton? Waiting.

kani ang opposite:

DEAR Noy Kulas,

Kining akong problema personal kaayo.

Ingon ani man gud ni, Noy.

Dear Noy Kulas,

Good day. Please, I need your advice. Dugay nako ani ganahan mo email nimo but I’m so scared

This is my first time. I was confused and by the way I’m sorry about my problem and medyo ma i-laborate ko ni.

Sun.Star accepts donations for victims of Typhoon Ondoy

My problem like this. Just call me Mr. Big, 25, nag-work sa call center before then right now having my owned business agency.

Ani man gud ni siya, Noy Kulas. My penis is too big or oversized. If di siya mo strong. Gi-try nako og measure, ang size 7 inches. Kana laging barkada sa una pag college curious mi sa mga porn videos, exotic bars, scandals then after ana mag-contest mi sa akong mga barkada kinsay pinakadakong bunal.

Even di pa mo strong ang bunal, 7 inches naman ni Noy Kulas then kung mostrong na gani 9 and half inches almost 10 inches shock akong mga barkada kay why perting dakoa nga ako man kinagamyan nga height nagstand rako 5’6" tall akong mga college barkada mga 5’9" an above mao to, Noy Kulas. Ila kong tawgon og big batuta, big o.

Bitaw, Noy Kulas, akong kalibugan when I was a college until now every time naa koy ma one night stand or makig sex ko, ma shock sa kadako. Then bisan di na virgin mopiyait man gihapon ang girl ug mag-bleeding. Maora man og na-virginan og balik. And naa man sad koy looks. Good looking man sad ko so dali ra ko maka bira og girl.

Then masakitan inig sulod then inig sex namo di ra ba full masulod tungod sa kadako. Even sa akong GF before mahadlok na makig sex nako after nakatilaw sa akong bunal.

I’m really confused. Ingon sila basta gamay nga penis wa daw lami makig sex then kon dako pud kaayo imong penis mahadlok man.

Unsa kaha ka tinuod ani, Noy Kulas? And also inside the campus ilado ko nga BIG O mao maulaw ko. Naa pud to 1 time nga muse sa HRM department or na MISS HRM schoolmate nako kay iyang BF varsity sa other school then nagstand 6’2". Na curious siya unsa jud kadako akong bunal classmate mi sa 1 minor subject naa time iya ko gihagit unsa katinood kay atik ra daw ang chikka2x.

Iya kong gihagit. I thought nagbinuang ra siya. Serious man diay si MS. HRM then after sa class adto mi sa gubaon nga C.R. Mao to ni arouse and seduce pud siya. Nag-sex mi. Pwerteng piyaika na pud. Hapit gud mi sakpi sa C.R.

Then after sa hitabo namo mahadlok naman siya.Di niya kaya daw sa gidak-on. (sumpayan pa)

In Manila, millions of residents now live in a world of mud. Torrential rain over the weekend triggered the worst flooding the Philippines' capital has seen in over four decades, submerging more than 80% of the city, killing at least 246 people and displacing hundreds of thousands more. By Tuesday, the water had receded in many places, but it left behind ruined homes and swept-away neighborhoods, and according to health officials, it disabled the majority of Manila's medical facilities. Debris, sewage and abandoned vehicles that were tossed around by gushing currents now litter the notoriously polluted capital; aid workers warn of water-borne diseases. The government has placed the area around Manila under a "state of public calamity."

In an appeal for assistance, Philippine President Gloria Macapagal-Arroyo described Tropical Storm Ketsana, which hit Manila on Sept. 26, as a "once-in-a-lifetime typhoon." A month's worth of rain deluged the city in the space of 12 hours. "The system is overwhelmed, local government units are overwhelmed," said Anthony Golez of the state's National Disaster Coordinating Council at a press conference on Sept. 28.

Yet many in the country are pointing fingers at its politicians for failing to predict the scale of the disaster or lessen the damage it caused. Manila, they say, was always bound to face such catastrophe, and more should have been done to help its millions of residents prepare. A recently published study by the Economy and Environment Program for Southeast Asia (EEPSA), a research group based in Singapore, ranked metropolitan Manila as one of the provinces in Southeast Asia most vulnerable to flooding. The capital region is perched on a marshy isthmus that is crisscrossed with streams and rivers. An ever-growing population - Manila is now a sprawling mega-city of some 12 million people, larger still when factoring in the day-worker population - and the lack of infrastructure to accommodate it left swaths of the city exposed. "What we are seeing is a phenomenon that will affect many major cities in Asia," says Neeraj Jain, country specialist for the Philippines at the Asian Development Bank (ADB), which is headquartered in Manila. "Urbanization has been so rapid, yet the planning processes have lagged."

Last weekend's flood was in large part the result of the capital's poor drainage and sanitation systems, which have been neglected by several successive administrations in power. As Ketsana rained down upon Manila, sewers that were clogged up by plastic bags and other refuse led to roads becoming rivers and gardens lagoons. Video images of desperate people riding floating pontoons of garbage down inundated streets were a sign not just of the consequences of the flood, but also its causes. Many impoverished Manila residents live in makeshift settlements by rivers and creeks - the source of their drinking water - that overflowed and carried off their homes. "People have always been living on the edge," says Carlos Celdran, a popular Manila historian and performing artist. "It's amazing the city has actually managed to make it this far."

The Spanish seized Manila from its Muslim rulers in the 16th century and set it up as their colonial seat in Asia. The city was a flourishing, elegant entrepÃ"t for centuries, but in recent times civic planning has been more haphazard as the population has boomed. Lambert Ramirez, executive director of the National Institute for Policy Studies, a Manila-based think tank, says much of the blame for poor urban management ought to be leveled at the government. "There's no coordinated policy for cleaning up garbage. There's no political will to get even simple things done," he says. Ramirez spoke to TIME while salvaging appliances and valuables from his own flooded home.

Jain of the ADB says the leadership in Manila, faced with elections in the coming months, is indeed thinking of long-term solutions to its infrastructure woes. Plans have been afoot to improve sanitation and also relieve the population burden in metro Manila by shifting certain businesses and government offices to areas outside the dense capital region. But the challenge facing the Philippines and other poor Asian countries is one of resources. Most Southeast Asia nations budget around 2% or 3% of their GDP for infrastructure development. To fend off such disasters in the future, Jain says that figure ought to be closer to 5% or 6%. It's a deficit that few governments can afford to make up overnight.

But given the looming specter of climate change, they may have to find a way sooner rather than later. The prospect of another typhoon this week underscores environmentalists' concern that shifts in global temperatures may mean increasingly extreme weather patterns for coastal cities like Manila. "[Ketsana] was a startling, unique event," says Herminia Francisco of the EEPSA in Singapore. "But then I think this is going to happen more and more frequently in the future."

For today, as international aid pours in from organizations like the Red Cross and the World Food Program, Manila residents are slowly retrieving their homes and livelihoods from the mud. Thousands of volunteers have donated food and rushed to help those who were worse affected. "Filipinos are used to crisis," says Celdran. "We've gone through a lot over the years, but we've managed. We're a resilient people."

A mentally deranged man on Tuesday morning beheaded his parents and cooked his father's head in a frenzied attack in the central Philippine province of Capiz, police said.

Fernan dela Vega, 25, "hammered, hacked, and stabbed" his father, Federico and mother, Edita, using an ax, a sugar cane bolo (machete), and a knife at about 7 a.m. in Barangay Linampungan, Pontevedra town, said police officer Reyann Ampusos of the municipal police station.

Edita’s body was found inside their house with a broken head, while the headless body of Federico was found in the kitchen. Ampuyos said Federico's head was cut and cooked with seasonings.

Investigators SPO1 Leony Dalibas and PO3 Romeo Dalibas said the motive behind the attack was insanity.

The victims' bodies now lie at a nearby funeral home. Fernan, meanwhile, is now under the custody of the police. - GMANews.TV

According to reports from a Panamanian news company, a group of teenagers in the small town of Cerro Azul have killed a mysterious beast that crawled out of the lake as they played at the waterfront on Saturday.

Reports state that the beast, described by local as ‘Gollum’ emerged from the lake and headed towards the teenagers “as if to attack them”. The four teenagers aged between 14 and 16 threw rocks at the beast to kill it before running away. They later returned to take pictures of it, which they passed onto Panama’s Telemetro television station.

The strange hairless beast has already been likened to the ‘Montauk Monster’ an unidentified creature that washed up on a Long Island beach last year.

'Sang saglit ng ubod-tagal
Unang halik ng 'yong mahal
Isang saglit lang nang matikman
Isang saglit lang parang walang hanggan
'Yan ang iyong unang halik

Kailan ba 'yon, kay tagal na
Ngunit tamis naroon pa
Tuwing ang mata'y mapipikit
Bakit tamis kusang nagbabalik
Kukupas pa ngunit hindi
Ang alaala mo ng una mong halik

REFRAIN
Puso mo'y maghahanap
Muli at muli kang magmamahal
Lahat ay malilimot mo
Ngunit hindi, ngunit hindi ang...

Iyong unang halik
Unang tibok ng pusong sabik
Isang saglit lang nang matikman
Isang saglit lang, parang walang hanggan
Limutin mo man, mahirap gawin
Dahil damdamin mo sumisigaw
Mapipi man ang 'yong bibig
Kay tamis ng una mong halik

Technology / YouTube signs deal to bring back music videos
September 17, 2009, 10:41:27 PM

Video streaming website YouTube has signed a new deal with the Performing Right Society (PRS) to once again feature music videos on their site. This new deal ends a dispute between the two parties, which saw UK users unable to watch thousands of music videos on YouTube.

The original licensing agreement ended in December and after failing to reach an agreement, YouTube, which is owned by Google decided to block thousands of music videos to UK users.

The PRS, which has now been rebranded PRS for Music, collects and pays royalties to its members when a piece of music is sold, broadcast or performed in public as well as being made available online.

Google has agreed to pay the PRS a large lump sum, which will be backdated to January and cover official music videos as well as user generated content and music played in the background on TV shows.

A spokesman for YouTube said that the blocked videos will start to appear again in the next couple of days.

Technology / Subtitling (Finally) Comes To The Web
September 17, 2009, 10:40:06 PM
Until fairly recently, the deaf were the forgotten users of the web. By contrast, great hullabaloos were made over the course of the last decade and a half about the needs of the visually impaired. Browser software began to enact zooming features and on-the-fly text-size alteration, and screen readers such as Jaws have been undergoing steady development for years.

If you’re looking for information about ‘accessibility’ for the internet then chances you’ll find that most information is about the needs of those with visual problems â€" closely followed by those with motor difficulties. As a result, there are a raft of conventions and technologies out there for anyone wishing to make their content accessible to the blind, and almost nothing about the deaf.

At first pass, you could be forgiven for thinking that the internet is actually the perfect medium for deaf people. Largely based on textual communication, there seemed to be little requirement to take into account the needs of the deaf.

But that was the old web. The web of usenet and forums and blogs. The web where the word was king. But today, streaming media has finally become reality. From YouTube to Spotify, Joost to Hulu, content is increasingly being served as audio and video. The attractions are manifest and obvious. We do our best communication face to face, and the nuances of extemporised speech make points in a way that only the best of writers can emulate in text. When Google decided to start answering questions from its users, the format it chose was spoken-to-camera video on their popular Webmasters YouTube channel. And when President Obama called Kanye a ‘jackass’ the story only really went into hyperdrive with the release of the audio which turned dry reportage into something real and immediate.

Suddenly, a new frontier in web accessibility is opening up â€" and the deaf are on the wrong side of that gulf.

Does the answer lie with the BBC?
Currently, there is very little in the way of provision for the deaf to interact with video content in particular. As video blogging takes off, the problem is only going to get greater. Whilst lip-reading on television or in person might be second nature to many deaf people, the relatively poor resolution of much video content makes it unclear how well this ability will help deaf listeners. And of course in the case where voiceover narration is used to contextualise the imagery, lip-reading will be no use at all.

Now the BBC has announced that it’s own in-house video player â€" the iPlayer â€" will be almost fully subtitled by the end of this year, with further improvements mooted for 2010. This includes live streaming content. The aim is ambitious, as the Beeb concede:

“Improved live subtitle synchronisation â€" live subtitles on iPlayer, at present, are based on those from broadcast TV and we are still working on ensuring that the time-lag between speech and subtitles, which is a limitation of the current live subtitling broadcast process and the current online repurposing process, is reduced as much as reasonably possible to improve the experience of watching live subtitles online”

Now this technology is proprietary and currently only available to UK television license payers who watch BBC TV, but an important watermark has been reached: it is technically feasible to bring video content to deaf people online.

Will this cross over into the mainstream and become an automated service on sites like YouTube? The answer is probably “yes”, but not for a long time. Deciphering audio into text has proven to be a very difficult hurdle for technologists to bridge, although there are plenty of companies developing solutions as we speak.

So while the gulf has finally been acknowledged, and technology is coming up to speed in some ways, but we are a long way from utopia. But with the weight of organisations like the BBC behind it, the solution is tantalisingly close to making a truly accessible web for all.

The AFP news agency has confirmed that the EU is investigating reports of iPhones exploding or cracking spontaneously. iPhone users from all over Europe including the UK, Sweden, Holland and France have reported similar problems, prompting the EU investigation.

Apple, who manufactures the iPhone confirmed that they are aware of the reports and are waiting for the faulty devices from customers so they can test them. Head of European Communications for Apple, Alan Hely said, “We are waiting to receive the iPhones from the customers,”

Adding that: “Until we have the full details, we don’t have anything further to add.”

It has been reported that the cause of the problem could be the devices lithium batteries, which could overheat.

Last week, a 26 year old security guard from France claimed he was hit in the face and eye with glass when his iPhone screen cracked when he was using it. The unnamed man has said he will seek a full refund and sue for damages.

Apple has sold over 26 million iPhones worldwide since its release in 2007 from its exclusive network deals, which can be obtained straight from the network or through mobile phone comparison sites.

A family in China has been left marooned after they refused to move for a government project. Their house and car have been left in the lurch after government workers started digging around their possessions. The car now sits on a 50ft high column of earth in the mountainous Hanjiagen Village in northern China.

The government project is levelling several hills in the area to pave the way for new homes, but when Qu Liming and his family refused to leave the workers dug round them. Talking to the Chineese press, Mr Liming said; “My son drove his car in front of the house to stop the bulldozers from digging the soil, but unexpectedly, they dug out all the soil around the car, leaving the car perched on top of an isolated island”.

The family cannot move their car and have to climb a vertical cliff to reach their home. Mr Liming added, “Each day we really have to climb into the house, since the soil has been removed, and it’s a vertical cliff for us”.

The project owners and village officials have refused to comment on the situation.

Philippine Business News / Pensioners admit shop robbery
September 17, 2009, 10:27:24 PM

Two old age pensioners have admitted robbing more than £2,000 worth of goods from a newsagents in Glasgow. 72 year old James Adams and 70 year old Richard Mulhearn are believed to be Scotland’s oldest thief’s after admitting to raiding MK & Co newsagents on Glasgow’s Byres Road last October.

Glasgow’s Sheriff Court heard accounts on how Mr. Mulhearn distracted the 57 year old shop assistant as Mr Adams made off with cash, mobile top-up cards, stamps and electricity cards. The shop assistant had been working on her own when Mr Mulhearn entered the shop asking for help in purchasing light bulbs that were situated at the rear of the shop.

Mr Adams then entered the shop and removed the goods while the assistant was distracted. The shop assistant later called the police when she realised that the goods were missing. Police later found £700 cash and mobile phone top-up cards in Mr Mulhearn’s living room.

The two pensioners have been released on bail awaiting sentence.

Philippine Business News / Lakas-Kampi picks Teodoro
September 17, 2009, 04:41:53 AM

MANILA, Philippines - Defense Secretary Gilbert Teodoro, as expected, was chosen yesterday by the Lakas-Kampi-CMD leadership as the administration’s standard bearer for the 2010 elections in a swift decision that could also lead to a split in the ruling party.

The administration party also selected Interior and Local Governments Secretary Ronaldo Puno as vice presidential bet following a four-hour meeting of the National Executive Committee at the Edsa Shangri-la Hotel in Mandaluyong City.

The meeting started at 10 a.m. and was presided over by Lakas-Kampi-CMD president Executive Secretary Eduardo Ermita.

President Arroyo, party chair, was not present as she left for official visits to Turkey, London and Saudi Arabia.

Also conspicuously absent was former President Fidel Ramos, whose exact title within the party has yet to be resolved. Ramos has refused to serve as chairman emeritus of the party, whose merger he has not recognized.

The meeting began with the two aspirants â€" Teodoro and Metropolitan Manila Development Authority Chairman Bayani Fernando â€" trying to convince those present why they should be selected as the party’s standard bearer.

Fernando, however, questioned the committee’s authority to select its standard bearer and asked the governing body to postpone its announcement and let all the voting party members to directly choose their presidential bet.

The two presidential aspirants took turns answering questions on their respective positions on issues, including the Mindanao peace process, communist insurgency, climate change, youth, housing, agrarian reform, and graft and corruption.

“In the end, however, one man alone had to be chosen as standard bearer to lead the party in the elections of 2010 and, with God’s grace, to lead our country to its rightful place of dignity, unity, peace and prosperity,” Presidential Adviser for Political Affairs and Lakas-Kampi-CMD secretary general Gabriel Claudio said in announcing to the media the selection of Teodoro.

Preordained
While the National Executive Committee refused to disclose the results of the vote, sources said Teodoro received over 40 votes out of the 55 members who attended the meeting. The committee has 64 members.

Claudio and Ermita claimed that the decision was reached through an “overwhelming” consensus, but party sources said a secret balloting was held among the members present to make the decision unambiguous.

Ermita said the decision of the ruling committee would have to be ratified during a national convention to be called by the Lakas-Kampi-CMD leadership. He, however, admitted it was unlikely that the decision of the national executive committee would be overturned.

Ermita and Claudio said the party was not worried over Teodoro’s low ratings in the presidential surveys.

Claudio said the prospect of Teodoro facing off with his cousin, Senator Benigno Aquino III, in the debates would be “interesting and exciting.”

“Gibo will be campaigning on the strength of his own merits and qualifications,” he said, adding that Mrs. Arroyo did not express her preference between the two aspirants and wanted to leave the matter to the party.

Claudio said the President would be immediately informed of the decision.

While the party leadership went through the motion of listening to the two aspirants, it appeared that the members of the committee had already made up their minds.

Teodoro’s speech was interrupted at least twice by applause by the members of the committee and audience, who remained silent when it was Fernando’s turn.

Present during the event was a member of the committee who is also the president of the League of Provinces of the Philippines (LPP), Misamis Occidental Gov. Leo Ocampos. The LPP earlier endorsed Teodoro as the party’s presidential bet.

The questions also appeared to be tailored to bring out Teodoro’s strengths as a lawyer and an expert in security matters as issues on the communist insurgency, Mindanao peace process, agrarian reform, and Charter change â€" his advocacy â€" were raised.

Bayani might still run
Fernando, a member of the national executive committee, also got some applause for some of his responses during the grilling.

When asked by Pampanga Rep. Juan Miguel Arroyo on whether they would abide by the party decision, Teodoro replied in the affirmative while Fernando said he was keeping his options open.

After the question-and-answer, the two aspirants left the room. Teodoro declined to give interviews, but Fernando was already telling reporters that he might push through with his presidential ambitions as an independent.

“As I said before, I’m desidido, pursigido at diretso (I’m decided, determined and direct).”

When asked to comment on observations that the selection process was just a formality for Teodoro, Claudio said: “That’s a matter of speculation, that’s a matter of interpretation.”

He pointed out that the national executive committee represents “the broadest possible cross-section of the membership of the party” including local government executives, members of Congress, and members of the Cabinet.

“They (members of the committee) were here to express not only their preference but having made consultations (with their) respective groups, they did in fact manifest the sentiments of those groups,” Claudio said.

Puno, on the other hand, thanked the party leadership for declaring him its “preferred” candidate for vice president and expressed optimism that the “Gibo-Ronnie” tandem will be the team to beat in next year’s polls.

Another Arroyo in the making
But the militant group Bayan warned that a Teodoro presidency might be another six years of the Arroyo administration.

“No other presidential aspirant has so passionately defended the VFA (Visiting Forces Agreement) and the presence of US troops in the country than Sec. Teodoro. We should be wary of his apparent poor track record in asserting national sovereignty. His rise to the presidency may further erode whatever gains we had when the Senate kicked out the bases,” said Bayan secretary general Renato Reyes Jr.

Regardless of his chances of winning the presidential derby next year, Bayan said militant groups remain wary of Teodoro.

The Trade Union Congress of the Philippines (TUCP), meanwhile, called on all presidential aspirants to present concrete plans to combat the country’s unemployment.

“They should clearly present to the workers, who comprise a large part of the voting population, how they intend to help workers secure decent jobs,” TUCP assistant general secretary Alex Aguilar said.

Let’s get it on
Right after Teodoro and Puno got the nod, Palawan Rep. Antonio Alvarez urged all presidential aspirants to immediately start a series of debates among themselves so the people would know their respective programs of government.

He said an unscripted question-and-answer format would allow the public to know more about the aspirants and their programs.

“Forget about Pacquiao and Cotto. I am more interested in the intellectual mano-y-mano between Gibo and Noynoy (Sen. Benigno Aquino III), or Sen. Manny Villar versus Sen. Francis Escudero,” he said.

Alvarez said politicians who have the guts to aspire for the presidency “should be gutsy enough to debate with their probable opponents.”

“Now that the standard bearers of the different political parties have been identified, except for the NPC, the candidates can now expound on their platform of government and the different issues affecting the people, Quezon Rep. Lorenzo “Erin” Tañada III, who leads the Liberal Party in the House, said.

Alvarez stressed that those who would shy away from public debates have no right to aspire for the highest office.

He also called on universities and business groups to sponsor more forums where aspirants can talk about their programs of government.

He cited the presidential primaries in the United States where then candidates Barack Obama and Hillary Clinton tussled in more than 100 meetings and debates.

“What we need is our own presidential primaries where the candidates will appear before the people to bare their programs,” he said.

Alvarez noted that at present, handlers of candidates are staging “antiseptic affairs” where the sound bite and the photo of the day are determined in advance “when what the people need is the aspirants’ unplugged moment.”

“It’s hard to gauge the candidates in cut-and-dried 30-seconders. It increases recall and visibility but does nothing to improve voter education,” he said.

Teodoro and Aquino, who is the Liberal Party standard-bearer, are cousins. They are both Cojuangcos on their mothers’ side.

The defense chief earlier said politics would not destroy his blood relations and friendship with the only son of the late President Corazon Cojuangco Aquino.

“There will be no mudslinging between us during the election campaign,” he said.

CEBU, Philippines - After learning of the massive cutting down of mangroves at the Banacon Mangrove Forest, the Provincial Board of Bohol during a joint committee hearing last Friday pushed that all those caught inflicting any more damage to the said coastal forest shall be dealt with according to the existing applicable environmental laws.

“A clear damage has been done. This committee recommends the filing of appropriate charges against those who are caught cutting up mangroves in Banacon (Mangrove Forest),” said Bohol PB member Alfonso Demalerio upon learning of the reports of the Community Environment and Natural Resources Office in Talibon and of the environmental group Knight-Stewards of the Sea, Inc. or Seaknights.

The Bohol PB Committees on the Environment headed by Demalerio and on Peace and Order headed by PB member Mafe Camacho-Lejos called on a joint committee hearing late last week after The FREEMAN published a report last August 25 on the damage made to Asia’s largest coastal forest in Banacon.

Edgar Ricafort of the Office of the Protected Area Superintendent, which is under the Department of Environment and Natural Resources tasked to monitor the Banacon Mangrove Forest in Getafe town, said that in their latest survey of the area, they observed “overharvesting” of the supposed protected area of mangroves.

The Banacon Mangrove Forest is considered the biggest in Asia for covering 600 hectares in size based on the DENR record. But because of the alleged “illegal cutting of mangroves,” about 200 hectares of it are now “patches” along the corridor where local and foreign tourists pass through to get a view of this eco-tourism attraction, said Alejandro Estopa, also from the DENR.

Engineer Romeo Cabading of the Seaknights, who also carried out an ocular inspection in the area, said that inner parts of the forest are also balding, as “cutters would opt for a portion to hide their crime.”

The cut mangrove trees being hardwood are made as foundation support for the increasing seaweed production in the area, and for house construction. These are also highly preferred for fuelwood and charcoal because of their very high heating values comparable to that of coconut shell charcoal.

Moreover, mangrove trees are popular for their high strength and durability. In fact, according to a DENR primer on values of mangroves, the latter exceed the strength requirements for class C1 of Philippine timbers; hence, are suitable for structural purposes. In coastal villages, mangrove trees are generally used for posts, for skeletal framework of small houses and for poles of “baklad” or fish fence.

Ricafort said that the Banacon Fisherfolks and Mangrove Planters Association, which was issued the Community-Based Forest Management Agreement for the entire Banacon Island of which the forest is included, by the DENR in 2002, was supposed to be “capable enough to manage and protect,” as it was under evaluation prior to the issuance of the contract, and that its officers and members committed to protecting the forest before they signed the agreement.

But Dioscoro Canlobo III, president of BAFMAPA, said that not all the planters are BAFMAPA members. And if they are, they can not stop them from cutting mangroves, as once they do, they would only reason out that they plant those mangroves hence they have the right to cut them.

Canlobo also said that a large part of the plantation, which is divided into several blocks, is allegedly owned by Cebuanos like a certain lawyer named Democrito Mendoza, businessman Peter Yu, among others.

These “big-time Cebuanos” reportedly have “people under them” who actually “man their own shares” of the forest, Canlobo further said.

But Ricafort said that based on their records, the entire forest is still under the stewardship of the BAFMAPA, and that no private individuals could own such being inalienable in nature.

Of the many suspects, so far a certain Jason “Siwik” Torion was apprehended last month.

Demalerio said that Torion should be charged criminally for violating environmental laws so such would serve as a lesson to the other illegal cutters.

But Canlobo said that Torion is just a small part of the big problem; that if the government would pin him down, it might create a chaos in the area, especially that the people in Banacon still largely depends on the mangroves.

Lejos, for her part, said that the people still do not see the importance of mangroves to the ecosystem, hence, they must also be informed first; otherwise, there would be bigger and deeper conflicts ahead.

For his part, lawyer Raul Barbarona of the Environment Legal Assistance Center said that the “owners” should be organized and that the CBFMA should be reviewed, and if BAFMAPA is still capable of managing the forest.

Barbarona said he believes the cutting down of mangroves is not just a small trade.

He cited that last month, they intercepted a delivery of 10,000 cut mangrove lumbers being delivered to Hingutanan town. Each tree is sold for P2. They were told that those were from Inabanga, another town of Bohol near Getafe. But Barbarona said that some of those, if not all, were from Banacon, being the largest plantation of mangroves in the whole of Bohol.

NEW TWIST IN RECENT SHOOTOUT

Provincial Director Edgardo Ingking of the Philippine National Police (PNP) yesterday reacted sharply to the stinging tirades of Doloriech Dumaluan after the former Panglao mayor was barred from making a prison visit to his alleged assailant as a result of a shooting incident last August 25 where the doctor was wounded.

The former mayor used the facilities of the two city radio stations in heaping verbal attacks to the PNP director as his reaction when he was refused to be allowed a visit to Teodulo Macalandag, the suspect in the shooting incident that wounded Dumaluan.

Macalandag is detained at the PNP lock up jail. While in prison, Dumaluan sought permission from Police Senior Supt. Ingking to visit the suspect but the later refused.

The former then went on air and lambasted Ingking for his refusal to allow him to visit the detainee.

Macalandag is one of the respondents in at least four criminal complaints for attempted murder filed by the doctor as a result of the recent shootout near the Dumaluan Beach Resort in Bolod, Panglao town. The suspect was also wounded in the incident.

In explaining his side of the controversy, Ingking said the prohibition on Dumaluan to grant him the detainee's visit, was based on standard operating procedure.

The provincial director said the Camp Dagohoy detention building is not an ordinary government facility.

He said it is a vital government installation which houses the headquarters of the provincial police and a detention cell for suspects under custodial investigation.

According to Ingking, security of the camp and all persons inside is the primary responsibility of the provincial director.

He added as the prisoners are under the custody of the police, it is very important that all measurers should be undertaken to ensure their protection and treatment in accordance with the United Nations' Standard for Treatment on Inmates. For this reason, Ingking said, visitors may be denied access or entry.

Citing a basic provision of the SOP, Ingking said this pertains to the refusal of visitation by victims to the suspects who are responsible for the crime committed against them, especially if the crime involves taking or attempting to take the life of the victim.

Ingking said this was based on the premise that victims, as human nature dictates, have the tendency to retaliate to the person responsible for shooting him.

In the instant case, Ingking added, this was the primary reason why Dumaluan was not allowed to visit Macalandag who is the person suspected to be shooting him.

At the same time, Ingking took exception to Dumaluan's accusations that he was bias to the other party in the shooting incident.

Ingking said when the report of the shooting reached the Tourist Police Office, police officers immediately responded to the crime scene and a series of actions were carried out by the police to ensure prompt and systematic investigation of the case.

According to the provincial director, he cannot understand why he was accused of bias when police officers, after gathering enough evidences, filed at least four criminal complaints against Macalandag and several others.

Col. Ingking formed a task force headed by Police Supt. Abner Catalla to look into the alleged shootout.

The same task force also filed a criminal complaint, this time, against Dr. Dumaluan for illegal possession of firearm. A cal 9mm Glock 26 pistol was found in the crime scene and subsequent investigation showed that it was registered in the name of Dumaluan. Recovered in the crime scene, the firearm although licensed, its registration was found to have expired last January 26, 2009.

In the same press statement, Ingking also mentioned that this was the second time that a firearm owned by the ex-mayor was confiscated.

On September 26, 2007, a similar complaint was filed involving an AK 47 rifle licensed to Dumaluan which was confiscated by the police from Gregorio Dafeles, a person employed by Dumaluan as personal bodyguard.

Records show that at the time of the arrest. Dafeles was already a wanted person who evaded his sentence for homicide covered under a Arrest Warrant by RTC Branch 91 of Quezon City dated Auguit 14, 1992. The criminal case is still pending in court. Dafeles is still detained at the PNP jail.

Two other security guards employed by the former mayor were also facing illegal possession of firearms charges after they were found to have possessed shotguns not registered in their names.

Governor Erico Aumentado who was recently installed regional chairman for Central Visayas of the administration party Lakas-Kampi-CMD chose the turf of Cong. Roberto "Ondoy" Cajes as the venue where he announced the lawmaker's bid for vice governor.

The announcement virtually shattered once and for all the rumors and speculations about the governor's choice for vice governor although in some instances the provincial executive was also heard rooting for either Provincial Administrator Tomas Abapo, Jr. or Board Member Concepcion Lim, 'depending on the audience' ,he was in.

Aumentado's proclamation in favor of the second district solon was made during the 62nd town anniversary celebration of Trinidad in front of hundreds of Trinidadnons last September 1.

Cajes gladly accepted the governor's pronouncement while recognizing Aumentado's magic touch that convinced him to enter politics almost 17 years ago when he ran and was elected as board member in 1992.

While reliable sources reported that Aumentado's choice for provincial chairmanship of Lakas-Kampi-CMD was Cajes, this was reportedly turned down by the legislator to pave way for the administration's gubernatorial candidate to assume the chairmanship left vacant by Aumentado's promotion.

The course of Cajes political journey was marked with a single defeat in 1995 elections but he regained victory in 1998 elections for his second term as board member.

In 2001 elections, it was also Aumentado who encouraged Cajes to run for representative in the second district of Bohol where he emerged victorious in a dramatic one-on-one fight for congress between Cajes and former Inabanga mayor Jose "Boy" Jumamoy.

The Bohol Polls 2005 conducted by the Research Center of Holy Name University revealed that most of the constituencies of Cajes have come to know the solon's projects not from newspapers, radio or television but from actually seeing and experiencing them.

In the 2007 elections, Cajes leadership and strategies in the political arena were proven impressive in his capacity as chairman of the second district Lakas-Kampi-CMD. His leadership led to the victories of 13 mayors out of 14 mayoralty candidates. It was a victory that was not seen in other congressional districts in Bohol.

Cajes leadership was recognized nationally as early as his first term as congressman. He was among the few neophyte who earned the respect of his colleagues leading to his appointment as Senior Vice Chairman of the Committee on Transportation and Telecommunications-a seat that is rarely given to neophyte solons.

In his second term, Cajes became the Chairman of the Ethics Committee. During his chairmanship, the committee had caught media mileage as it delved national issues that shook the country and even affected the economic activity to include the controversial alleged wealth of the First Family in a German Bank.

In his service to the people, he earned several citations such as one of the most Outstanding Neophyte Congressman of the 12th Congress, the Legislator par Excellence of the year 2002, Congressman of the Year being awarded by the Philippines Media Enforcers, Inc., Public Servant of the Philippines for 2002; and the Development of the Filipino Youth Inc. as an Outstanding Congressman of the year 2002.
