Happy and Ginger;

John,

Politics is an art... so they say. But it is normal for people who are engaged in politics to be bias in their individual political principle. In reality, politics is a war of political principles. It is this art in politics that is what we call as an alternative to a civil war. In the absence of politics a civil war will takeover.

The U.S. government is my prime example. The government is divided into 3 branches. Example... during the presidential election of Al Gore of the U.S. Democratic party versus George W. Bush Jr. of the Republican party, there was these hotly contested 13 counties in Florida.

This is the explanation;

Is the U.S. Supreme Court bias in their decision not to recount the votes in the 13 counties of Florida? The answer is, no! The Supreme Court just followed what is mandated by law. Those bias political followers of the Democratic party... did they accept the decision of the Supreme Court. Yes of course because it is inherent in the American people in their respect of the rule of law.

Karon John atong balikan tong imo pang giingon. Ang sulti nimo mao ni; "Even if we've know that we are in the wrong direction but we close our eyes and we wrap our ears, why?" Tinood ning imong gisulti. Kini hitabo ni sa Pilipinas. Because in the Philippines we are not yet politically matured people. Pananglitan kana si Ex-CJ Hilario Davide Jr.. Kini siya schooled in one of the most prominent schools in the Philippines, sa U.P.. But even how learned you are, once partisan politics will invade your inner senses you will become a stupid person.

OK. We all know who he was and what he did for the Philippines/ and or to the Philippines. However whenever I talk to my pinoy friends and their parents they have very different conflicting views of Pres. Marcos. I know my family--specially my dad's side of the family who hail him as one of the greatest presidents of the Republic--and there is my mom's side who like him because of his electricity program to Bohol--and his Machismo-esque ordered society. Then there are other Filipinos like my friends' parents who hail from other parts of the Philippines and have very negative views of Marcos. They point out his corrupt flaws and  his anti-democratic ideologies--and talk of him being an embodiment of a cruel/ruthless dictator similar to those of the likes of Fidel Castro, Sadaam Hussein, Pol Pot, Mao Zedong, Sukarto and Sukarno.

What are your views on this man?? Any personal experiences at all?

Lorenzo,

This is your premise; "We all know who he was and what he did for the Philippines/ and or to the Philippines." This has something to do with politics and this is abstract and debatable. I'll give you something that is tangible and definite and everybody knows that it's there and it is still working for the Filino people until now. Here are the following Marcos accomplishment during his presidency;

a) To attract investments, he established, under PD 66, the Export Processing Authority and enacted Investment Incentives Act under PD 485.

b) He established the Department of Energy and its subsidiaries and affiliates to address the sourcing, supplying and distribution of oil requirements.

c) To develop and promote agricultural products, he created the National Irrigation Administration under PD 552.

d) Since coconut is a major export product, he established the Philippine Coconut Authroity under PD 232 to address the problems of the coconut industry.

e) as an alternative source of revenues, he planted the seeds for local and foreign tourists by establishing the Philippine Tourism Authority under PD 564.

f) As an alternative source of revenues, he established Pagcor to operate gambling under PD 1869.

g) To upgrade the banking system and invite foreign banks to do business in the Philippines under certain incentives and guarantees, FM caused the establishment of Offshore-Banking System in the Philippines under PD 1034.

h) To legalize the Filipino trait of gambling through horse racing or cockfighting, he caused the establishment of the Philippine Racing Commission under PD 420 and the Cockfighting Law under PD 1140 to govern and regulate the same.

i) to ensure that the deposits of small depositors will not be deprived of their deposits by bank runs or closure of banks, he caused the establishment of the Philippine Deposit Insurance Corp. (PDIC) under PD 1094 insuring the liabilities of the banks/

j) The Philippine Retirement Authority under E.O. 1037, series of 1985.

k) The Movie and Television Review and Classification Board under PD 1986.

(l) Philippine Estates Authority under PD 1084.

Marcos all together of course with the aid of experts in law in his government issued 7,800 presidential decrees, letters of intruction, Letters of Implementation,  General Orders, executive orders, proclamations and some more. Of all of these only one/tenth is being repealed or abolished and all the rest is functioning smoothly in our government today. If Marcos had not done something for the good of the people everything he established in government should have been abolished. Shakepeare once said; "The evil that men do lives after them; the good is oft interred with their bones."

Grazie7y,

Oi maayo pung adlaw nimo diha!

Ngano man?

Grazie7y and Happy,

Sa French constitution mao tong 'Rights of Man'.

Happy.... Kaning parliament nagagikan sa Monarchy sa England. Tinood nang imong sulti. Nganong moingon man ka nga; 'Diri bitaw naay Paliament ug government.' Saa man diay ka? Elizabeth II. So technically they are not an independent country. Makalibug no? Mao ni gitawag ug culture of tolerance.

Maga rebolusyon! Naunsa na man ni?

Grazie7y,

I have no explanation to you that there is no solid proof either that gas emmissions, a human activity, can not cause climate change. I am only relying on the conventional wisdom that climate change or global warming is caused by the weather condition of our planet. Aside from that any other reasoning saying that human activity causes climate change is an extremist view, in my opinion.

I'll give you an example that leftist view is wrong in their prediction. They said that because of global warming the ice cap in the North Pole will melt making the polar bears' health deteriorate and all the glacier from the mountain will flow down into the sea and inundate the Florida everglades, some parts of Europe and our very own 'sayantis' in the Philippines not to be outdone said low lying places like the city of Manila will be inundated by the rising sea. Joe Espiritu, a Jagna based writer also conformed to this doomsday scenario.

If you are aware now at this present moment the ice cap and the glacier in the North Pole is already melting. Full navigation of the sea between Canada and the North Pole is already open. A ship from England can reach Japan in two weeks through the North Sea compared when they sail through the Panama Canal which will take them months to reach Japan. Canada is asserting sovereignty of the newly open sea as well as the U.S. in the Bering Sea. Canadian scientists are glad that that the melting of the ice offered them a treasure trove of scientific data under the sea never been seen and studied by man since the history of the world. But they did not see that the health of the polar bears is deteriorating nor they say that low lying Canadian islands in their Northern Territory is inundated by a rising sea.

Lorenzo,

I agree to your opinion about the electoral college system of voting in America. If you have noticed and according to you; "The United States itself is having its own discourse in either ridding of the electoral college or maintaining it." So what happen? The result is still the American people maintained the electoral college system even if it is undemocratic. Why? Because they woke up to that system and it is good for them and still they called themselves as the 'champion of democracy' in the world. This lead to my hunch that, giving full democracy to the people is not politically and economically effective. Answering the point asked by Mr. Sigbin as; "What electoral reforms do you suggest?"

Of course not only democratic government has loopholes but every government in the world cannot escape its political infirmities. Democracy has a different meaning to different countries in the world. As what I said... even if America has the undemocratic system of voting we still revered them as the champion of democracy. England who inherited the tyranny of their kings and hide their brutal past is at ease to be called a democracy. Australia who grew up under the shadow of England called themselves democratic even if in Australia some laws are created by the police and decided also by the police. Mind you these nations I am mentioning are more than a hundred years old and still refrained their people to exercise their right to a full democracy.

The question raised here is, what electoral reforms does the Philippine needs?

Some people has the idea of reforming the electoral system by stopping the corruption in the Comelec, stopping vote buying, not voting actors and actresses into office, no to political dynasty and so forth. But all these things are part of growing up to be a fully democratic country. This cannot be avoided! But to avoid this is to restrict a little the democratic rights of the people. In America by restricting the people's full right to vote, the founding fathers of America wrote the provision in their constitution that an electoral college in every state should have the final verdict in an American presidential election. Therefore the popular vote is being screened by this electoral college. Kung pananglitan modaug didto sa state of New York by popular vote ang usa ka tawo nga mura ug kalidad lang ni Erap, the electoral college which composes intellectual Americans will screen the choice of the people.

Contrary to your opinion that a parliamentary system is too chaotic... I think you miss the point a lot. Clinton retrenched his WH staff because the opposition republicans in congress did not approve the government's budget. Today G.W. Bush Jr., a republican president has a hard time convincing the majority party in the senate who are democrats, to fund the war in Iraq making the winnability of the US troops put into a slow down. But still the government is intact because as what you said; 'The government of America is aged-time-tested system.' But if this happened in the Philippines the government won't last long. A coup d'etat will take over. And as what you said since we are still a young democracy we need guidance. Ug sa ato kinahanglan agakon una. Paluma-luma ka ug lakaw ikaw ra usa matumba ka.

But in a parliamentary system at the time of its foundation like the system in England and Australia is fully guided which right now it is a strong government with strong leadership. Technically members of parliament are not elected individually but they are elected by block voting. Meaning the people vote for a political party. You remember the election of 1978 in the Philippines? That was block voting. Once a party is put into parliament it is easy for legislation to pass because it is a caucus government. The majority party will decide in a caucus first before they will put a resolution in parliament for a debate with the opposition.

This is also the beauty of free expression bisan ug asa lang ta maghinagbo. Hehe... Aw! In my obsrvation in the running of governments of nations [old and new] all over the world, not a single country develop economically because their people is enjoying full democracy. Sa mga bag-ong powerful nation karon like England and the U.S. it's not full democracy sa ilang electoral process.

I think other nations have nothing to do if who is sitting as president in our country. For them that is how our politics is run by the people and it's none of their business. The important thing is that the business of diplomacy should run smoothly. The question of legitimacy is within the bounds of the system of laws only in our country. I think there is no international law recognizing who is legal or illegal president of a country or nation.

Boot pasabot nga they presume guilt on Erap kay wa man gyud silay prueba nga siya si Jose Velarde. Kadtong iyang pirma wa man pud to mosud sa bangko as a legal document kay diha na may pre-arrange meeting between Dichaves and the bank officials.

Kung way newspaper o reporter ba nga dapig ni Erap then.... This is what we call a 'trial by publicity'.

Kadtong impeachment trial dili kadto trial nga criminal kundi trial nga political kadto. A criminal trial is presided by a judge but an impeachment trial is presided by politicians.

Kini ako ra ning opinion bahin ining Kyoto Protocol. Kining Kyoto Protocol dili man ni unnecessary. I have not seen a modern coal power plant but according to some people who came from abroad, a modern coal power plant has no black, orange or white smoke. Kining England, Japan ug mga membro sa E.U. hingpirma sila tungod kay ang ilang industriya gasalig man sa oil ug nuclear power which are cleaner form of energy compared to coal. As far as I am concern Britain has the cleanest atmosphere all over the world. Ngano man?

Pananglitan kanang dagat between Bohol and Mindanao ilang gibaoran ang mga mangingisda diha nga dili na managat ug sanga. Ilang gitagaan ug puhunan nga mag-negosyo catering to tourists or work as tourist guides. These leftist activists want to change the culture of the people by making them entrepreneurs overnight. I think that is impossible. One Bohol town  has a council ordinance prohibiting the fishing of sanga. Ang mahitabo ana nga illegal na ang pagpamilak ug sanga and that will lead to corruption because I believe the eating and fishing of sanga is unstoppable.

Matud pa sa judge; 'His ideas of the environment is not yet proven conclusively.'

Dennis,

We have also pork in Philippine congress. It's the same system. My understanding is, pork is money budgetted by the administration to buy the opposition in congress. And in your analogy of our transport system superior to that of the US. is amazing. If it's true... Are the U.S. legislators sleeping on this? After the war we bought all those GI surplus jeeps to be used in our transport system and until now we are still using them without any sign of development. In your country they use buses and taxis for the comfort of the American commuters and you are telling us that your surplus jeeps we are using here in the Philippines today are a superior means of transportation.

The president of France can also intrduce laws to parliament. This is the type Marcos copied during Martial Law.

Ang ilang constitution unwritten. Unsa may boot pasabot ining unwritten constitution?  Ang boot pasabot ini nga traditional o namat-an. Kay kini ilang balaod nagagikan sa hari. Mga pung sa hari maoy balaod. Sa sinultihang inglis mao ni; 'The spoken words of the king is the law.'

I'm glad you admit not to know all the circumstances that led to his conviction, pero kadtong Jose Velarde case mao to'y giingon nga diha'y sagul pulitika sa ilang paghusga. Ngano man???

GMA never have been the legal president. She became the president by force. Kadtong kaguliyang sa EDSA maoy naka presidente niya. Illegal man to. Ang legal mao ang eleksyon. You said it! That... "we Pinoys should not make it a habit of putting a new president by ousting another president". Boot pasabot ini nga wa diay ka mahiuyon sa ouster of Estrada through the rule of the mob... Kinahanglan rule of law gyud, sakto ba? Kini pung imong giingon nga 'unfit to be a president', mo-uyon ko nimo ini kay pareha ta ug opinion o panghuna-huna bahin ini, pero kung gipili si Estrada sa 'majority of the Filipino people'... ang atong duhang opinion mopailawom gyud sa tingog sa katawhan. Mao nay gitawag ug demokrasya.

Si Tabaco cannot be indicted even if the people can show hard evidence against him. Erap was convicted under abnormal circumstances.

Quote from: Happy on October 21, 2007, 09:22:03 PM

There was a war between the parliamentarians against the king's loyalist.

Sa katapusan sa ilang kagubot namugna karon sa hari ang 'parliament where the common people airs their greivances against the monarchy and they have the right to enact laws for their benefit'. They called the house in parliament the 'House of Commons'. They are elected by their constituents. Mao ning 'House of Lords'. So... the parliament has two houses. Diha makuha ang panultihon sa media nga; Judge, lawmaker and executioner rolled into one... the king.

Pero karon gi-usob ning sistemaha sa American and the French revolutions.

Kining 'parliamentary form of government' ato na ning nakaplagan panahon ni Marcos. Usa niya ni gamita sa atong pang-gobierno, iya unang gimugna kadtong gitawag ug 'Interim National Assembly'. Interim meaning temporary. Ngano man? Boot pasabot ini nga si Marcos.... He did not ram through the throat of the Filipinos a parliamentary form of government which is still strange to the people. What he did... he let the late senators Emanuel Pelaez, Arturo Tolentino and Blas Ople studied different kind of parliaments all over the world. Ang nagustuhan nila mao tong French style with a strong president. Please take note that a parliamentary form of government has all the trimmings of a dictatorial government. All the changes that Marcos did was also changed when Cory Aquino came to power.
