New LPA may intensify into a storm - Pagasa
By: Jaime Sinapit, InterAksyon.com
August 24, 2013 9:50 AM

State weather bureau Pagasa on Saturday said the Low Pressure Area (LPA) spotted east of Mindanao may intensify into a storm anytime between Saturday evening and Monday.

"It may strengthen into a storm as it's still out at sea," where it can gain energy, said forecaster Aldzcar Aurelio. For the moment, however, the LPA is still not affecting the Philippines.

If the LPA becomes a storm it will be named "Nando".

As of 4 a.m. Saturday, the LPA was around 630 kilometers east of Davao City.

Eastern Visayas and the provinces of Surigao were forecast to have cloudy skies with moderate to ocassionally heavy rainshowers and thunderstorms on Saturday. Authorities warned that oncoming rains may trigger flashfloods and landslides.

MIMAROPA and the rest of Visayas and of Mindanao will have cloudy skies with light to moderate rainshowers and thunderstorms. Metro Manila and the rest of Luzon will be partly cloudy to cloudy with isolated rainshowers or thunderstorms.

Moderate to strong winds blowing from the southwest to south will prevail over Luzon and its coastal waters will be moderate to rough. Elsewhere, winds will be light to moderate coming from the southwest to west with slight to moderate seas.

Meanwhile, the lingering southwest monsoon will continue to affect the western section of Luzon, Pagasa said.

Ang LPA sa east of Mindanao has i tensified intto a Tropical Depression and was named NANDO. Mag update ko unjang taud taud. Habhab sa.

Malacañang suspends classes, gov’t in Metro Manila, 12 provinces

MANILA, Philippinesâ€"Malacañang on Monday announced the suspension of classes and work in government offices except those involved in disaster risk reduction and management in Metro Manila and 12 Luzon provinces following the incessant torrential rains since Sunday night.

Besides Metro Manila, Executive Secretary Paquito Ochoa Jr. ordered the suspension of classes in all levels in Pangasinan, Benguet, Bataan, Zambales, Tarlac, Pampanga, Bulacan, Rizal, Laguna, Cavite, Batangas and Occidental Mindoro.

Manuel Quezon III, undersecretary of Presidential Communications Development and Strategic Planning, also posted in his Twitter account earlyMonday the suspension of classes and work in government offices in the affected areas.

Presidential spokesperson Edwin Lacierda said that the suspension of classes and work was recommended by the Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) as tropical storm Maring continued to pummel Metro Manila and the  12 provinces.

The state weather bureau earlier re-issued the red rainfall alert in Metro Manila and the affected provinces in Luzon, expecting severe flooding due to heavy to intense rains.

Several schools in Metro Manila and some provinces as early as Sunday announced the suspension of classes due to the rains.

1 killed in Benguet landslide; Kennon Road closed

(Updated 4:18 p.m.) One person was killed in a landslide blamed on Typhoon Labuyo (Utor) in Benguet province, the Office of Civil Defense in Cordillera said Monday.

OCD Cordillera director Andrew Alex Uy also said bad weather conditions forced the closure of Kennon Road, which many motorists take when heading to Baguio City.

"(May) lalaki naglilinis ng kanal at tinamaan ng landslide," Uy said in an interview on dzBB radio.

Citing initial information reaching the OCD, Uy identified the fatality as Jomar Salicong, 22.

In a text message to reporters, Supt. Davy Vicente Lim-mong, spokesman of the Cordillera regional police, said the incident happened around 8:30 am at Km 14, Kabuyao Poblacion, Tuba, Benguet. Salicong was rescued by his companions and brought to the hospital but died while being treated.

A separate report on dzBB said a second landslide occurred in Benguet but there was no initial report of casualties.

Uy said Kennon Road was closed to traffic due to powerful winds. "Open ang Marcos Highway (pero ang) abiso namin kung maaari huwag muna mag-travel," he said.

He also said at least 71 families or 841 people in Cordillera were evacuated. He added some parts of Baguio City are without electricity, with business establishments using generators.

Missing fishermen

Meanwhile, the National Disaster Risk Reduction and Management Council's (NDRRMC) noon update said 42 of 51 fishermen earlier listed as missing in Catanduanes had returned home safely.

However, this left nine still missing, even as 14 were still missing in Camarines Norte, the NDRRMC added.

In Pangasinan, at least 25 fishermen, on board three boats, have been reported missing since last week.

Senior Insp. Ryan Manongdo, spokesman of the Pangasinan provincial police, said the nine crew of boat Bon-Bon and 10 crew of boat Super Boy left Brgy. Cato in Infanta on August 5 and 8 respectively.

He said there was still no sign of Typhoon Labuyo (Utor) when the fishermen went to the sea. The 19 fishermen, however, have yet to return as of this date.

Also, six fishermen from Bolinao have been reported missing.

As of 8 a.m. Monday, the NDRRMC said Labuyo affected 244 families or 1,003 people in Central Luzon and Bicol.

As of 8 a.m. Monday, 8,927 people were stranded, along with 34 vessels, 669 rolling cargos and 10 motor bancas, the NDRRMC said.

A blackout was also reported in Aurora, where Labuyo made landfall.

PAGASA had said Typhoon Labuyo is expected to exit the Philippine area of responsibility early Tuesday.

The Canadian government noted cyclones can "result in significant loss of life and extensive damage to infrastructure, and can hamper the provision of essential services." â€" with Amita Legaspi/KBK/RSJ, GMA News

Armed men torched 11 buses in Pagsanjan, Laguna before dawn Monday, police said.

Senior Superintendent Pascual Muñoz Jr., Laguna police director, said some 10 to 15 armed and uniformed men barged into the garage of HM Transport Inc. and told the guards they were conducting an anti-illegal drug raid.

However, the suspects suddenly splashed gasoline onto the buses and set them on fire.

Pascual suspects the the armed men were communist rebels involved in extortion

Lami ra ba sakjan ning ubang bus sa HM kay hinlo ug hanloy. Kasayang! Unta ug masakpan ang mga nagpasipa!

Typhoon Labuyo isolates northern Aurora

After making landfall over Aurora before dawn Monday, Typhoon Labuyo (Utor) isolated the province's northern part by knocking out its communications and electricity.

Strong winds brought by Labuyo blew away roofs of houses and other structures including that of a local police station, radio dzBB's correspondent Ronald Leander reported.

Mobile phone networks bogged down as of 8 a.m. in northern Aurora, while the entire province was without power, the report added.

The province was briefly cut off from nearby Nueva Ecija after a landslide occurred at a road in Pantabangan town in Nueva Ecija, though the road was passable as of 8 a.m.

Disaster management officials could not immediately get further information about the extent of the damage to Aurora due to the failure of communications there.

The only method of communication as of Monday morning was via two-way radio, the report said.

Initial information cited by the dzBB report indicated the Dinalungan covered court was washed away while the local police station's roof was blown away.

Many houses also had their roofs blown away, the report said. â€"KG, GMA News

Salamat, Bay Tigbao. Mura man ug kusog-kusog ning bagyoha.

Hang jamo ning bagjoha kay labuyo man.
