A [similar] statue stands in Hachikō's hometown, in front of ÅŒdate Station.  In 2004, a new statue of Hachikō was erected on the original stone pedestal from Shibuya in front of the Akita Dog Museum in Odate.

The exact spot where Hachikō waited in the train station is permanently marked with bronze paw-prints and text in Japanese explaining his loyalty.

Bronze statues

In April 1934, a bronze statue in his likeness was erected at Shibuya Station, and Hachikō himself was present at its unveiling.  The statue was recycled for the war effort during World War II.  In 1948 The Society for Recreating the Hachikō Statue commissioned Takeshi Ando, son of the original artist, to make a second statue.  When the new statue appeared, a dedication ceremony occurred.  The new statue, which was erected in August 1948, still stands and is an extremely popular meeting spot.

The station entrance near this statue is named "Hachikō-guchi", meaning "The Hachikō Entrance/Exit", and is one of Shibuya Station's five exits.

Death

Hachikō died on March 8, 1935, and was found on a street in Shibuya.  In March 2011 scientists settled the cause of death of Hachikō: the dog had terminal cancer and a filaria infection (worms).  There were also four yakitori skewers in Hachikō's stomach, but the skewers did not damage his stomach or cause his death.

Hachikō's stuffed and mounted remains are kept at the National Science Museum of Japan in Ueno, Tokyo.

He returned frequently to visit the dog and over the years published several articles about Hachikō's remarkable loyalty.  In 1932 one of these articles, published in Tokyo Asahi Shimbun, threw the dog into the national spotlight.  Hachikō became a national sensation.  His faithfulness to his master's memory impressed the people of Japan as a spirit of family loyalty all should strive to achieve.  Teachers and parents used Hachikō's vigil as an example for children to follow.  A well-known Japanese artist rendered a sculpture of the dog, and throughout the country a new awareness of the Akita breed grew.

Eventually, Hachikō's legendary faithfulness became a national symbol of loyalty, particularly to the person and institution of the Emperor.

Publication

That same year, one of Ueno's students (who developed expertise on the Akita breed) saw the dog at the station and followed him to the Kobayashi home (the home of the former gardener of Professor Ueno â€" Kikuzaboro Kobayashi) where he learned the history of Hachikō's life.  Shortly after this meeting, the former student published a documented census of Akitas in Japan.  His research found only 30 purebred Akitas remaining, including Hachikō from Shibuya Station.

Hachikō attracted the attention of other commuters.  Many of the people who frequented the Shibuya train station had seen Hachikō and Professor Ueno together each day.  Initial reactions from the people, especially from those working at the station, were not necessarily friendly.  However, after the first appearance of the article about him on October 4, 1932 in Asahi Shimbun, people started to bring Hachikō treats and food to nourish him during his wait.  This continued for nine years with Hachikō appearing precisely when the train was due at the station.

Life

In 1924, Hidesaburō Ueno, a professor in the agriculture department at the University of Tokyo, took in Hachikō, a golden brown Akita, as a pet.  During his owner's life, Hachikō greeted him at the end of each day at the nearby Shibuya Station.  The pair continued their daily routine until May 1925, when Professor Ueno did not return.  The professor had suffered from a cerebral hemorrhage and died, never returning to the train station where Hachikō was waiting.  Every day for the next nine years the dog waited at Shibuya station.

Hachikō (November 10, 1923 â€" March 8, 1935), known in Japanese as chÅ«ken Hachikō ("faithful dog Hachikō" ['hachi' meaning 'eight', a number referring to the dog's birth order in the litter, and 'kō', meaning prince or duke]), was an Akita dog born on a farm near the city of ÅŒdate, Akita Prefecture, remembered for his remarkable loyalty to his owner, even many years after his owner's death.

The Human Rights Watch, meanwhile, urged the high court to "strike down" the new cyber law.

“We commend the Philippines Supreme Court for issuing a temporary restraining order against the Cybercrime Prevention Act. The court should now go further by striking down this seriously flawed law," the group said in a statement.

It added: “Congress, if it still wants to have a law governing online activity, should ensure that such a law will not infringe on civil liberties, human rights, the Constitution and the Philippines’s obligations under international law." -with Camille Diola and Cheryl M. Arcibal

First victory

Senator Teofisto Guingona, one of the petitioners of the new law, said that the SC's unanimous decision on the issuance of the TRO "is a strong message of its belief that the dangers and fears of the people are real and must be addressed."

"A TRO against the Cybercrime Prevention Act of 2012 is the first victory of the people and of freedom of expression... With this TRO, the tyrannical powers granted by the law are effectively clipped. However, the fight is not over," Guingona said.

Guingona and the other petitions particularly questioned the new cyber law's provision on online libel.
#29023
Meanwhile, Sen. Miriam Defensor-Santiago, in a statement posted in her website, said she predicts that the SC will "strike down Cybercrime Act as unconstitutional."

"In my humble opinion, the law as presently worded is unconstitutional.

"The Cybercrime Act is a law that dangerously limits the growth of the marketplace of ideas.  Therefore, it is presumed to be unconstitutional.  But in addition, the law is unconstitutional, because it uses language that is overbroad, and language that is too vague.  In other words, it violates the overbreadth doctrine and the void for vagueness doctrine in constitutional law," she added.

First cyber case

Sy said that the first case filed before the DOJ under the new law involves the sex video of a 17-year-old girl, who was first abused when she was 15.

"The video is all over the internet. The permanence is there. She can no longer face anyone. Can we stop the videos? No. What we can do is to provide counselling to the woman, change her identity and to have her relocated. This case validated 10 years of work of frustration. So long as we can help one Filipino and one vulnerable [person, this is worth it]," Sy said.
#29025
The TRO's issuance came as the Department of Justice (DOJ) was holding a cybercrime forum in its office in Manila.

At the forum, DOJ Assistant Secretary Geronimo Sy said that the law will not target bloggers and social media users. He said what the law is seeking to after are the "most pernicious" crimes.

Sy also said that the DOJ is uninterested in personal communications among social media users, belying claims that the law would hamper free speech on the internet.

He added that the DOJ would not allow any politician to use the law to get back at his critics.

SC issues TRO on new cyber law

The Philippine Star
October 09, 2012

MANILA, Philippines - The Supreme Court (SC) on Tuesday issued a temporary restraining order (TRO) on the implementation of the Cybercrime Prevention Act.

The SC magistrates unanimously voted for the issuance of the TRO.

Fifteen petitions have been filed before the Supreme Court questioning the constitutionality of the new cyber law, which President Benigno Aquino III signed last September 12.

Fighting spirit

In an earlier interview, the veterinarians said that months after the accident, Kabang showed them a “fighting spirit”.

“For a pet that has gone through so much, he has no fear and anger,” Unson said.

Kabang’s story has tugged at the heartstrings of animal lovers in and out of the Philippines.

“If Japan has Hachiko, we have Kabang,” said Mona Consunji, external affairs coordinator of the Animal Welfare Coalition.

Kabang’s travel and that of the accompanying veterinarians to the United States will be shouldered by Philippine Airlines.

The team helping Kabang also tried to raise money for Rudy Bunggal, Kabang’s master, so he could go with his dog to the United States. But Ibay said Bunggal and his wife had no identification papers, like birth certificates, which they needed to secure their passports and US visas.

Overwhelming support

He said public support for Kabang had been overwhelming. Donations kept pouring in.

“The donations have exceeded both our target and the surgical cost, which is $20,000,” Ibay said, adding that the excess amount would be used for the dog’s recovery and adaptation.

Ibay said the special surgery, which requires expertise and equipment not available in the Philippines, would close the wound of Kabang and even prolong her life.

“Kabang will be treated by foreign veterinarians. Our resident veterinarians, Dr. Anton Lin and Dr. Edgardo Unson, will observe the medical procedure so that in the future, the surgery can also be done here,” Ibay said.

Team Kabang

Since the December accident, a group of veterinarians and animal welfare advocates, called Team Kabang, has been supporting the Filipino dog.

The group asked for financial help to fund the dog’s facial surgery at Veterinary Medical Teaching Hospital in the University of California Davis.

Kabangâ€"touted as the Philippines’ Hachikoâ€"became popular after the media published the story of how she saved two girls from being hit by a motorcycle in Zamboanga City in December last year.

In saving the two girls, Kabang suffered injuries that disfigured her face.

Hachiko was a faithful dog in Japan that continued waiting for his master at a train station every day for nine years even if the master had already died.

Kabang’s BFF

“Bantay,” also a dog and the veterinary office’s official mascot for the animal welfare campaign, graced the event.

“Bantay accompanied Kabang, his BFF (Best Friend Forever),” Manalastas said in jest.

Kabang’s veterinarians said the heroic dog could not stay longer at the party because she might catch various illnesses. The dog had been in the city for a month for a stem cell treatment at the Makati veterinary clinic to boost her immune system before her flight to America.

Vivien Manalastas, head of Makati’s veterinary office, said her office organized Sunday’s event because “we recognize the heroic acts of pets like Kabang, which displayed loyalty to her masters when she saved their lives.”

Like a VIP

Kabang’s special day coincided with the observance of World Animal Day and World Rabies Day, an annual event where the Makati City government through its Veterinary Services Office lines up activities for pets and pet lovers.

Like a true VIP, Kabang left immediately after the 7 a.m. Mass officiated by a priest and attended by the 300 pets and their owners.

A female aspin (asong Pinoy) that lost the upper portion of her snout to save two girls from being run over by a speeding motorcycle, Kabang is leaving for the United States Monday for “a much-needed” facial reconstruction surgery.

“It was both a despedida and a blessing for Kabang. Tomorrow (Monday), a motorcade will send her off to the airport,” Dr. Van Joe Ibay, executive director of the welfare coalition, told the Philippine Daily Inquirer.

Ibay said it was Filipino tradition to bless someone setting off on a voyage. “In Kabang’s case, we are praying for her safe journey and her successful operation and recovery in the US,” he said.

300 pets attend Kabang’s ‘despedida’

By Niña Calleja
Philippine Daily Inquirer
October 8th, 2012

Some of them sat dutifully in their proper places, content to watch what the other guests were doing. A few groaned impatiently. Others tried to wander off and see what was happening around.

There were nearly 300 of themâ€"pet dogs of residents of Makati City and nearby areas. They had come to attend a “despedida” (sendoff) party thrown on Sunday by the city veterinary office and the Animal Welfare Coalition.

The honoree was Kabang, Zamboanga’s 2-year-old hero dog.

However, the politicians think that if people do not like you, they would not vote for you.

rightly so.  that's why they resort to dagdag-bawas.
#29052
Now, the Constitution passed the enactment of these provisions to the Congress but the reality is that the dominant members of the House belong to political dynasties, which cannot be expected to legislate their own demise as a political entity.  However, the politicians think that if people do not like you, they would not vote for you.

http://en.wikipilipinas.org/
#29053
While there is still no enacted law for these provisions, the Constitution has provided that all elective officials, from congressmen to municipal councilors, be limited to three consecutive terms.  The idea was to limit the power of political clans.  Unwittingly, the opposite has happened as the three-term limit gave the opportunity for political dynasties to perpetuate themselves in power.  After their three-term is over they would either put their spouses or their children or any relative to replace them for the post that they would leave and they would run for another post as there is no law saying that they cannot do so.

http://en.wikipilipinas.org/
#29054
There is a related piece of legislation that was filed in the House of Representatives, authored by Rep.Emilio C. Macias II â€" HB 44, that seeks to ban local officials from occupying the next higher position which they had previously occupied and for which they had served for three consecutive terms.  The bill is currently pending in the House Committee on Local Government.  If enacted into law, the bill will effectively prohibit an elected local official from filling a permanent vacancy by way of succession in the offices of the governor, vice governor, mayor or vice mayor during the prohibitive term or the term of office immediately after the third consecutive term.

http://en.wikipilipinas.org/
#29055
Former Sen. Juan M. Flavier has authored SB 12 that defines and prohibits political dynasties.  It refers political dynasty as “the concentration, consolidation, or perpetuation, of public office and political powers by persons related to one another.”  Persons holding office and related within the third civil degree of consanguinity or affinity â€" including their spouses and the spouses of their brother-in-law and sister-in-law â€" will already be deemed to be in a political dynasty relationship.

http://en.wikipilipinas.org/
#29056
In section 115 of the Election Code of the Constitution, there is a proposed definition of political dynasty that was included but was not approved.  The proposal prohibits persons having the same civil degree of relationship to run in any elective position in the same political unit in the same election.  It also does not allow any persons with the same civil relationship, including legal or common-law partners, to succeed an incumbent position of the latter.

http://en.wikipilipinas.org/
#29057
more helpful background info on philippine political dynasties:

The 1987 Constitution of the Republic of the Philippines: Article 2 - Declaration of Principles and State Policies, Section 26 states that:

“The State shall guarantee equal access to opportunities for public service, and prohibit political dynasties as may be defined by law.”

This provision clearly prohibits the existence of political dynasties in the country to preclude equal access to public service and the right for people to choose in the local election.  However, it is not self-executory, meaning the provision needs an implementing law before it can be applied.  Unfortunately, no such law has been approved in twenty years, mainly because of disagreements on the definition of a political dynasty, thus it continues to exert a pervasive influence on Philippine politics.  Furthermore, the democratic character of the government allows such groups to justify their existence and thrive under the mantle of legitimacy.  It is true that no political family should exercise monopoly of leadership but they have all the economic resources and political clout to do so.

meanwhile, also from randy david, columnist, sociologist---

We have all heard the excuses they offer in defense of this [political dynasty] premodern practice:

one, that their family members are perfectly qualified, and that the younger generation of the same family is often better trained for public service

two, that political leadership is not any different from other professions where parents pass on to their children the same passion and aptitude for their chosen line of work

three, that society is better off when there is continuity in public service than when there is disruption in leadership

four, that the power to install individuals to public office in any case remains with the electorate, not with the family

and lastly, the fact that Congress has been unable all these years to craft a law defining a political dynasty signifies the impracticality of this constitutional provision

These traits may make politics “more fun in the Philippines,” but they are also the reasons why our institutions are weak.  We cannot continue to assign to a few families the work that in modern societies belongs to political parties.   A nation’s political system, like its economy, must be able to draw from the best and brightest of its population if it is to survive the growing complexity of the modern world.  It can only do this by professionalizing politics.  Does the President’s party, the ruling Liberal Party, have the will to achieve this?

Not surprisingly, our so-called political parties have no permanent members, no rigid screening of applicants, no finances of their own outside of those provided by their current leaders.  But, more importantly, they neither command nor demand from their elected members strict compliance with any party line.  Thus, Filipino politicians are never taken to task for switching parties whenever it suits them.  Indeed, so insignificant is formal party membership that they have no problem retaining their nominal party affiliations even as they run as “guest” candidates in another party.

But, instead of functioning as durable tools for aggregating diverse interest groups, our political parties have become no more than family-owned franchises to be sold and transferred like material assets.  Bereft of ideological commitment, they have no distinct identity to preserve, and no world view to pass on to a younger generation.  Rather than recruit and groom young leaders from a wide pool of talent, these parties have been content to nurture scions of the old political clans and to assimilate celebrities spawned by the mass media.

The framers of our Constitution sought to break political monopolies by prescribing term limits and prohibiting political dynasties.  Both tools failed to loosen the grip of elite families over the nation’s political life. Why?  Because the political system failed to develop an alternative structure that could challenge the existing kinship networks as mechanisms of political recruitment and leadership formation.  That is the work of political parties.

If it expresses anything at all other than the greed and shortsightedness of our politicians, I think the failure of Congress to affirm what the Constitution says merely reminds us of the folly of legislating solutions for which society itself is not ready.  The question we ought to ask then is not why our politicians defy the Constitution, but why political clans persist, and what will make them obsolete.

The use of the family as a platform for political recruitment goes against an explicit state policy.  Section 26 of Article II of the 1987 Philippine Constitution declares: “The State shall guarantee equal access to opportunities for public service and prohibit political dynasties as may be defined by law.”  The failure of Congress to pass a law defining the terms and scope of this constitutional mandate is not an excuse for ignoring it.  The language and intent are clear.   If the nation’s legislators cannot be deterred by the ethical principle behind this provision, why do we expect public officials at the lower levels of government to abide by it?

From the names drafted into the senatorial tickets, there are grounds to argue that the two coalitions rigged the selection process by tilting the choices heavily in favor of political families long embedded in power, not only on the national level from President Aquino down to members of both chambers of Congress, but also on the local level, including governors and mayors.  The tickets excluded nonelite candidates.  A scrutiny of the two lineups reveals the hand of political families whose interventions have virtually reduced the constitutional ban on dynasties to a scrap of paper.

what they say:

The 1987 constitutional provision is clear:  “The State shall guarantee equal access to opportunities for public service and prohibit political dynasties as may be defined by law.”  This is Section 26 of Article II, which is entitled “Declaration of Principles and State Policies.”  Yet up to now, 25 years later, the legislation required by this state policy has not been produced.  And because there is no antidynasty law, the effect of the term limits imposed by the 1987 Constitution to equalize access to political office has been neutralized: Elected officials are merely replaced by members of their immediate familyâ€"wives, husbands, sons, daughters, brothers, sisters.  Power is perpetuated.

The 1987 Constitution of the Philippines states in Article II Section 26,

"The State shall guarantee equal access to opportunities for public service, and prohibit political dynasties as may be defined by law."

Though, political dynasties have been a present staple in Philippine political arena.

Many have called for the Congress to pass the Anti-Dynasty Law, but this bill has been passed over by each Congress since 1987.

Some have pointed that oligarchy is the root problem of all the corruption in the Philippine government.

Despite the entry of the Party List System in the 11th Congress, the proportion of lawmakers with relatives in elective positions have remained the same in the post-Marcos political scene. (wikipedia)

Politics in the Philippines has been under the control of a few notable families.  It is normal for a politician's son, wife, brother, or other kinsman, to run for the same or other government office.  The term coined by Filipinos to describe this practice is "Political dynasty", the equivalent of an oligarchy in political science. first things first, from the online dictionary, a dynasty is

1.  a succession of rulers from the same family or line

2.  a family or group that maintains power for several generations: a political dynasty controlling the state

Morrissey Mimics NYC's "Cat On Head Guy" For New PETA Ad

Are PETA and Morrissey paying homage to Charlie Perito, the man who walks around the city with a cat on his head? The singer teamed up with the animals rights organization (again), for a spay and neuter campaign that features a photo of Morrissey with a cat on his head (which has been circulating for a while now). In their coverage, Pitchfork neglected to call it "derivative."

Regarding the campaign itself, Morrissey says, "Letting cats or dogs have litters is tantamount to shooting shelter animals in the head since it kills their chances of adoption. Please do the right thing and spay or neuter your animals." PETA added, "Although no one wants to dwell on this harsh reality, Morrissey reminds us that the animal overpopulation crisis must not be ignored."

afternoon delight:

This man’s name is Charlie and the cat’s name is Nicolas. Some Union Square panhandlers just ask for change, but the more enterprising ones have a value-add. Charlie created value by adding Nicholas to the top of his head.

The combination coaxed three dollars out of me. I think Charlie is on to something.

some comments:

[...] 4. Know what sort of situation you’re dealing with. A weeping mother with a toddler? For God’s sake, help her. The hippie at Columbus Circle with a tuxedo cat on his head who he feeds ice cream? Tell him his cat is awesome. The hippie’s name is Charlie and the cat is Nicholas. [...] (Kooks N’ You)

Charlie is a volunteer in our soup kitchen. Big heart at work and great sense of humor. Don’t be fooledâ€"he’s intelligent. (mo)

curiosity got the better of me over this picture.  i wish i know exactly where it is.  tracing it on the internet highway, all i got were these tips so far.

its link is http://www.richard-seaman.com/Travel/Philippines/Highlights/BoholCoastalVillage.jpg

so this is really in bohol.

its caption goes thus:

I was off to one of the Philippine's many fascinating islands, in this case Bohol.   Here's the view coming in to land, with houses on the land and on stilts over the water, as well as arrow-shaped fish traps along the left-hand side of the photo.

there could be many such small wharfs in bohol.  if anyone can identify that white building on the right bottom of the building, then we'd know where this is really.

by a process of elimination... it's not dimiao.  it's not valencia.  it must be near tagbilaran if the plane the photographer was on was about to land.  (he didn't specify that he was taking a private plane.)

yes, it could be manga as raqz proposes.  i'm not familiar with manga's wharf though.

could it also be somewhere a bit further before tubigon, like where passenger boats from cebu anchor?

again, what is that white building at the lower right corner of the picture?  i feel that would help identify this exact place.  help.  i wish to know where this is in bohol really.
