sir balong, let me share one more important thing about this...

your commitment to mike ortega ligalig and those countless chess players in need of a venue is way over and above anybody's contrarian opinion, if ever such exists.  i daresay mine was not contrarian at all.  it was just a careless one.  nahibung lang ko nganong samokan ka.

this idea did not come from me. it came from the webmaster. ask him

di na unta ko mag pakita dinhi , HONESTLY, but then i got hooked up w/ this. i saw this as a chance for redemption. kay wa na ko mo angay nga sayon sayonon lang ko sa ubang member dinhi. naka menos ug maajo nato ba. i am not a milyoner but i have a heart of gold. i want to do something worthwhile and when mike suggested this tournament, i told him to go ahead.

Balong is right. I am the one who suggested the Rene Balong Econg Open Chess Tournament. I was thinking of offering the idea to a politician but I was avoiding of political indebtedness. Since Balong is not a politician, and has been known in Maribojoc to have sponsored several basketball tournaments, I suggested to him whether he is agreeable to sponsor a chess tournament in Bohol. This idea came to me upon learning that there is now a Boholano (first ever) who is a candidate for a Grandmaster Title. His name is Oliver Dimakiling. Bohol also has a Woman National Master. Her name is Jedara Docena. Observers predict she would also get a Grandmaster Title five years from now.

The title of the tournament is solely my preference. This is the practice done in most chess tournaments when there is only one person who is the source/sponsor for all prizes, thus the Rene Balong Econg Open Chess Tournament.

Again, the reason I approached Balong to sponsor this kind of tournament because, according to many who know him personally in bolanon.com and in tubagbohol.com, he has been an active supporter/sponsor of many sports activities in his hometown in Maribojoc.

i am humbled thus.  please accept my apologies for my comments the basis of which i didn't fully understand, considering the gaps in what can be read openly.  i hope balong comes back to go on with a worthwhile project.  everything is clear now.  besides, why be affected with a comment from someone like me, who am a failed chess player?  please give yourself this break, sir balong, and in so doing, you give everyone else this same break.

come back soon.  i believe the tournament and your support of it is way above anybody's opinion, most specially mine.

i'm very sorry.

Tsunami warning sirens began blaring across the islands at about 8 p.m. as state officials ordered a coastal evacuation, prompting a mass exodus that clogged roadways as motorists fled low-lying areas.

As the forecast arrival time of the tsunami neared, Honolulu Mayor Peter Carlisle announced that all police and emergency personnel were being pulled out from potential flood zones, leaving anyone defying evacuation orders to fend for themselves.  He also urged motorists who remained caught in harm's way due to gridlocked roads to abandon their vehicles and proceed on foot.

"If you are stuck in traffic, you might consider getting out of your car and consider walking to higher ground.  You will have to assess your own situation, depending on where you are right now.  Right now it is critical," he said.

"The threat may continue for several hours," the Pacific Tsunami Warning Center said in its alert.

While scientists had warned early on that waves as tall 6 feet (1.8 metres) could occur in places, tsunami wave activity was reported to have peaked at just 2.5 feet (0.8 metres) at the island of Maui shortly after 10:30 p.m.

"The tsunami arrived about when we expected it should," Senior Geophysicist Gerard Fryer told reporters at a news conference, saying: "I was expecting it to be a little bigger."

Hawaii tsunami warning lifted after 100,000 flee to higher ground

By Jorene Barut and Suzanne Roig
Reuters
28 October 2012

HONOLULU (Reuters) - A tsunami warning prompted by a powerful earthquake off the Canadian coast sent at least 100,000 people fleeing from shore to higher ground in Hawaii late on Saturday, but an evacuation order was canceled after a series of weaker-than-expected waves rolled through the islands.

The warning was downgraded to an advisory - a lower-level alert - shortly after 1 a.m. Sunday (1100 GMT), though state civil defense authorities said beaches and harbors would remain closed for the time being, and residents were urged to stay away from the water.

There were no immediate reports of injuries, serious flooding or damage, but officials warned that abrupt changes in sea level and strong currents could still pose a hazard to swimmers and boaters.

"Typically, the first wave is not the largest," he said, adding that subsequent waves could be much larger, resulting in flooding in low-lying areas.

"If the waves are big, the all-clear may take six or seven hours," the scientist said.

Initially, the Pacific Tsunami Warning Center said there was no "destructive widespread tsunami threat" after the 7.7 magnitude quake shook the Queen Charlotte Islands off the west coast of Canada.

But later it issued a warning, saying a tsunami had been generated by the earthquake and that it was headed toward Hawaii.

Tsunami hits Hawaii after Canada quake

By Walter Wright
AFP News
28 October 2012

A potentially destructive Pacific tsunami hit Hawaii Sunday after a powerful earthquake struck off the west coast of Canada, triggering calls for urgent action to protect lives as sirens wailed across the archipelago.

"The tsunami is arriving right now," Gerard Fryer, a senior geophysicist with the center, told reporters. "It is coming in as we speak."

Countless Halloween parties were interrupted, restaurants and bars emptied, and highways quickly filled with cars heading away from beach areas.

Television images from the island of Oahu showed relatively small waves peacefully rolling toward shore.

But Fryer urged Hawaii residents not to be deceived by appearances.

they may, but i doubt if it's limited to them.  considering our number in relation to these specific expats, more filipinos are into the loan shark business than the bombay.  in fact, i saw only one bombay collecting from market vendors (which i presume is the day's payments of loans) in my whole life in our country.  my best friend in high school was a bombay.  they owned one of the biggest department stores in cebu at the time.  (they've moved to hong kong later.)  i didn't notice them getting involved with the loan shark business.

Over-leveraging.  Borrowing from too many sources can leave you bewildered, stressed-out, and owing much more on interest than you would have, simply because you forgot you owed someone money.  As much as possible, borrow from a single source with low-interest.

And lastly, the Filipino favorite…

Borrowing from family and/or friends.  The terms may seem good.  You may not even have to pay interest.  But failing to live up to your agreements can damage a relationship, sometimes for good.  And while you can always make more money, you can’t always win back the trust of a friend or a sibling.  The more that relationship matters, the more wary you should be of asking for a loan.

Ultimately, how “smart” you are at borrowing is determined by how well you handle the money once you get it.  Borrow in order to buy additional investments, shift outstanding debts with high rates to those with low rates, or to pay for important and immediate expenses.  Anything beyond these is courting trouble.

http://ph.news.yahoo.com/
#28629
But for every smart way to get a loan, there’s a dumb way as well.  Here are some credit no-nos you should avoid:

Borrowing from loan sharks.  Even if desperate, you ought to think twice before getting into the water with these folks.  At usurious rates of 20%-30% and just days to pay up, you’ll be opening yourself up to a great deal of stress and sometimes even risk to your own life.  Do yourself a favor and stay away.

Borrowing from pawnshops.  Pawnshops offer loans in exchange for something you own. A common sight in our country, they’re generally a bad idea.  Pawnshops charge exorbitant rates while only giving a fraction of your collateral’s worth.

Cash advance on your credit card.  By slipping your credit card into an ATM you can tap a portion of your credit for some much-needed cash.  However, you can get slapped with flat fees right from the start, and the high interest rates start ticking the moment you get that money in your hands until you pay it all.

Use a credit line.  Got a cash investment like stocks, bonds, mutual funds, or a similarly liquid asset?  Use it as collateral for a credit line at a bankâ€"that way you get a loan without having to touch your asset.  This comes in handy in case of emergencies or to buy additional investments.

Borrow from SSS, GSIS, or Pag-ibig.  If you’re an employee, these are mandatory benefits.  You might even have been paying their dues for years without knowing you can take advantage of their low interest rates.

Borrow from your company retirement program.  If your company has one set up, this is another way of getting easy credit.  Just watch the late fees, and know that the loan may become due and demandable should you decide to leave your job.

The smartest (and dumbest) ways to borrow money

BDO Money Matters
Oct 23, 2012

By Mark B. Aragona for Yahoo! Southeast Asia

Sometimes when things are tight and you find yourself needing a loan, it’s tempting to grab the closest source of credit you can find.  Your credit card, for example, is an easy way to borrow, but can be a double-edged sword if you end up defaulting on payments and getting bad credit history.  Thankfully, you do have alternativesâ€"some you probably haven’t even considered before:

Borrow from your mortgage.  This works if you’ve been paying for your home for some years and your home’s accumulated some value.  You can unlock that value by borrowing back what you paid, essentially another loan secured by your house.  Just be sure you can pay it all back, or you may end up without a roof on your head.

Use your life insurance policy.  Under the impression that life insurance is only useful when you die?  The cash value of your policy can be a quick source of funds.  How much depends on the type of policy you have and how long you’ve been paying for it.  Traditional types of policies allow you to obtain loan that’s secured by the cash value, but variable types don’t require you to return the cash since it’s considered an investment.

There was one time I heard an anecdote from a surgeon at work , who is a graduate of University of the East's Medical College, and it went like this:

One time there were 12 medical students from La Salle College of Medicine attending to patients, however, upon hearing that another 12 medical students were coming, they immediately made way especially after hearing that they were from University of the East, which is known for excellence in Surgical Medicine. The students from University of the East, who were busy performing thoracocentesis on patients with the students from La Salle College of Medicine observing, immediately found out that there was yet another batch of students. From the sound of their voice, the posture of their gait, they realized these were UP Medical Students. Immediately, the UE Medical students moved out of the way for the UP Students.

The one who was telling me this anecdote is a Cardiothoracic Surgeon , and a graduate of University of the East's College of Medicine. Apparently, according to him, there is a clear sense of hierarchy in the medical echelons in Philippine teaching hospitals with UP students being regarded as 'Cream of the Crop'.

I wonder if this is indeed true.

such hierarchies are more imagined than real, i believe.  it's the stance of students.  when they become professionals, the schools where they came from doesn't matter anymore.  (think pma-er; a philippine military academy cadet has imagined "class".  let this same guy graduate and be a 2nd lieutenant in basilan... or a coup leader like trillanes.)  anyways, as for medical schools, the reputation of the university of the east is perceived to be better than that of u.p.  and there's silent cebu institute of medicine, which does not only produce board placers but almost always end up with a 100% passing mark, a feat hardly equaled by other medical schools.

Last June, international education network Quacquarelli Symonds ranked five Philippine universities among the top 300 universities in Asia in its 2012 list.

State-run University of the Philippines in Diliman ranked 68th on the list, while Ateneo de Manila University ranked 86th and De La Salle University ranked 142nd.

The University of Santo Tomas, which marked its 400th anniversary last year, is 148th.
On the other hand, the University of Southeastern Philippines in Davao City was among those ranked 251st to 300th.

However, QS rankings are not based on students' performance.  QS provides an annual list of world university rankings according to six measures: academic reputation; employer reputation; faculty/student ratio; citations per faculty; international faculty ratio; and international student ratio. â€" RSJ, GMA News

Centers of Excellence and Centers of Development

And while there is no official list that ranks schools in the Philippines, CHED identifies Centers of Excellence (COEs) and Centers of Development (CODs) as "either public or private higher education institutions (HEIs) which have demonstrated the highest degree or level of standard along the areas of instruction, research and extension."  As of October 2010, CHED identified 100 HEIs with COEs/CODs.

From the fake list of top 20 schools, 16 were listed among CHED's COEs/CODs: UP Diliman, UP Los Baños, UP Manila, Silliman University, Ateneo de Davao University, Ateneo de Manila University, University of Santo Tomas, Mindanao State University-Iligan Institute of Technology, Saint Louis University, University of San Carlos, Xavier University, Mindanao State University-Naawan, De La Salle University, Mapua
Institute of Technology, Adamson University, and Central Mindanao University.

Pamantasan ng Lungsod ng Maynila, Urios College, Polytechnic University of the Philippines, and University of Southern Philippines were not on CHED's list of COEs and COD's.

CHED also collated data from the PRC-Education Statistics Task Force to show the overall performance of HEIs in the 2009 PRC licensure examinations by discipline and category.
#28638
The list, which went viral on Facebook this week, claims its statistics are "a result of the study conducted every 10 years by the PRC and the CHED, based on the average passing in the board examinations of all courses of all universities and colleges in the Philippines."

The fake list is very misleading, as statistical data is taken into account annually, not every 10 years, according to CHED.

The list, which also claims to be based on rankings as of October 2012, has the University of the Philippines Diliman as the top school in the Philippines, followed by UP Los Baños, UP Manila, Silliman University, and Ateneo de Davao University.

The list is not posted on the official websites of either the PRC
or CHED. [http://www.ched.gov.ph/chedwww/index.php]

CHED: No such thing as top 20 PHL schools list

GMA News Online
24 October 2012

A list of the top 20 schools in the Philippines that has been circulating online is fake, according to the Commission on Higher Education.

According to the Office of the Chairperson of the Commission on Higher Education, there is no such survey.

While CHED and the Professional Regulation Commission conduct an annual evaluation of board exam results, this is done to look into the statistics, and not to rank schools, according to CHED.

History / Re: Jabidah massacre
October 22, 2012, 12:08:55 AM
It was a swift operation.  What the participants remember most is the strong smell of death and decay.  That night, these soldiers burned their clothes which had absorbed the stench.  At the crack of dawn the next day, they loaded the ponchos in the helicopter and flew over Manila Bay.  They tied heavy stones to the ponchos before dumping them all into the sea.  The remains sank, weighted down by the stones.  The soldiers made sure nothing floated to the surface.

At that time, under the iron hand and expansionist tendencies of President Ferdinand Marcos, the killings on Corregidor were never explained.  If Marcos and his men were to be believed, they never happened.  The expose on Jabidah, they said, was part of a grand plot by the opposition to discredit the Marcos regime; furthermore, Jibin Arula, a survivor of the massacre, was an agent planted by Malaysia after it had uncovered Jabidah's purpose.

The Armed Forces top brass never ordered a search for missing persons, living and dead.  No real investigation took place, except for a few Senate and Congressional hearings which yielded inconclusive findings.  The young and intensely energetic opposition Senator Benigno Aquino Jr., using his deft journalistic skills, put some of the pieces of the Jabidah puzzle together, but the picture remained incomplete.  Nevertheless, given the period's secrecy and silence, Aquino's was the most thorough investigation.

Eight officers and 16 enlisted men were court-martialed in 1968.  All of them, however, were cleared in 1971.  No one was held accountable for the gruesome killings on Corregidor that forgotten day in March 1968.

from the website of the MNLF:

OPLAN MERDEKA & THE JABIDAH MASSACRE

Excerpts from
UNDER THE CRESCENT MOON: REBELLION IN MINDANAO
by Marites Danguilan Vitug and Glenda M. Gloria

IN THE NAME OF HONOR?

The Jabidah massacre

ONE day in March 1968, a presidential helicopter swooped down on Corregidor shortly after the killing of young Muslim men being trained to infiltrate and destabilize Sabah.  Officers and men belonging to the Army Special Forces leaped out of the aircraft and engaged in a clandestine cover-up mission to erase traces of a key historical event that has come to be known as the Jabidah massacre.

It was the spark that lit the Muslim rebellion, the Plaza Miranda of Mindanao. (Plaza Miranda, in the heart of Manila, was where the Liberal Party senatorial candidates opposed to then President Ferdinand Marcos were bombed in August 1971 while holding a political rally. Nearly a hundred, including the candidates, were wounded and nine were killed.)  From then on, Muslim Mindanao was never the same again.

Corregidor was a forlorn, tadpole-shaped island guarding the mouth of Manila Bay. Its tail tapered off toward Cavite, and on the island stood ancient artillery, battle scarred fortifications and ruins, and a tunnel bombed during World War II.  A small community lived in a pocket of the island, removed from the comings and goings.

When they landed, the teams of soldiers found burned bodies tied to trees, near the airstrip, on the island's bottom side.  The order from Army Chief Gen. Romeo Espino was to clean up the place and clear it of all debris.  From afternoon till sunset, they collected charred flesh and bones and wrapped them in dark colored ponchos.  They could not keep track of how many bodies there were. They also picked up bullet shells lying on the airstrip.  The trainees had been shot dead before they were tied and burned.

The Three Soong sisters - Three Women Who Changed the Course of Chinese History

The Soong Sisters were three Hakka women who were, along with their husbands, amongst China's most significant political figures of the early 20th century.  They each played a major role in influencing their husbands, which, along with their own positions of power, ultimately changed the course of Chinese history.

Throughout their lifetimes, each one of the sisters followed their own belief in terms of supporting the Kuomintang (KMT) or the Communist Party of China.  In the 1930s, Soong Ai-ling and her sister Mei-ling were the two richest women in China at the time. Both of them supported the Nationalists, while Soong Ching-ling later sided with the CPC.

a du fu poem:

Reply to a Friend's Advice

Leaving the Audience by the quiet corridors,
Stately and beautiful, we pass through the Palace gates,

Turning in different directions: you go to the West
With the Ministers of State.  I, otherwise.

On my side, the willow-twigs are fragile, greening.
You are struck by scarlet flowers over there.

Our separate ways!  You write so well, so kindly,
To caution, in vain, a garrulous old man.

                                                     -Du Fu
                                                     (translated by Carolyn Kizer

Although he wrote in all poetic forms, Du Fu is best known for his lÇœshi, a type of poem with strict constraints on form and content [as shown by this example]. (wikipedia)

my favorite li bai (or li po) poem:

The River-Merchant's Wife: A Letter

While my hair was still cut straight across my forehead
I played about the front gate, pulling flowers.
You came by on bamboo stilts, playing horse,
You walked about my seat, playing with blue plums.
And we went on living in the village of Chokan:
Two small people, without dislike or suspicion.

At fourteen I married My Lord you.
I never laughed, being bashful.
Lowering my head, I looked at the wall.
Called to, a thousand times, I never looked back.

At fifteen I stopped scowling,
I desired my dust to be mingled with yours
Forever and forever and forever.
Why should I climb the look out?

At sixteen you departed,
You went into far Ku-to-en, by the river of swirling eddies,
And you have been gone five months.
The monkeys make sorrowful noise overhead.

You dragged your feet when you went out.
By the gate now, the moss is grown, the different mosses,
Too deep to clear them away!
The leaves fall early this autumn, in wind.
The paired butterflies are already yellow with August
Over the grass in the West garden;
They hurt me. I grow older.

If you are coming down through the narrows of the river Kiang,
Please let me know beforehand,
And I will come out to meet you
As far as Cho-fu-Sa.

                                    -Li Po
                                    (translated by Ezra Pound)

Drunkenness didn't have negative connotations for an 8th Century poet - it was the route to divine inspiration.  Li Bai and Du Fu were both heavy drinkers, even though in other ways their lives were very different.

Li Bai was a huge celebrity, showered with honours because of his genius.  Du Fu, on the other hand, aspired to a career as a civil servant, but he failed the exam and was too prickly to network his way into a good post.

Then came a rebellion led by a general, An Lushan, and eight years of civil war.  Du Fu fled the Tang capital, Xian, only to be captured and then to wander as a refugee and exile until the rebel general was assassinated by his own son, and everyone could go home.

As a Chinese person living in America, far from home, Yuan particularly likes one poem by Li Bai, about the moon:

Moonlight in front of my bed

I took it for frost on the ground

I lift my head, gaze at the mountain moon

Lower it, and think of home.

"The moon in China has a special meaning. And when it's full, that represents the fullness and reunification of the family," says Yuan. "So that poem struck the deep core of my heart whenever I miss my family."

The moon also symbolises poetry and dreams, so it's fitting that it plays a role in Li Bai's death - the story is that he drowned in a river when he tried to embrace the moon's reflection.

"He was drunk, presumably," says translator Burton Watson.  "He was drunk a good deal of the time."

Every Chinese person learns poems by Li Bai, and the country's other favourite poet, Du Fu, from childhood.

Li Bai raises glass to the moon Li Bai looks to the moon -
and the bottom of a wine glass - for inspiration

"They are as important in Chinese literary history as Shakespeare is to people in Britain," says historian Yuan Haiwang, author of This Is China: The First 5,000 Years.

"I remember when my son was only a baby held in my arms, I began to teach him some of the poems, like every other parent does, even though of course he couldn't remember all of them.  But that's what the Chinese do."

Li Bai and Du Fu: China's drunken superstar poets

By Carrie Gracie BBC News, Beijing

China's two favourite poets were born 1,300 years ago, at the beginning of the 8th Century. The language has changed so little that they remain easy for modern Chinese people to read, and their themes are still relevant today - from friendship, love and landscape to the stench of political corruption.

Kaiser Kuo, a founder of China's first heavy-metal band, is probably one of the very few rock musicians, in any country, who draws inspiration from a poet born in 701AD.

"He was quite a drunkard... and writing some of his best poetry apparently, while completely inebriated. You know, he's wild and associated with a kind of unbridled revelry, and yeah that's part of why I love him," says Kuo.

He is talking about Li Bai, a poet born in Central Asia, who became a wandering superstar poet in China, known as "the fallen immortal" or "the immortal of wine".
