After CDN reported about the Pasil carenderia selling pawikan stew, the eatery stopped serving the dish and the owner hasn’t been seen around, said Utlang.

The confiscated manta ray will be buried in the grounds of the DVMF office at the North Reclamation Area in Cebu City.

Usually law enforcers who confiscate fresh fish from vendors during anti-illegal fishing operations donate the seized goods to the city jail or charity organizations.

But the seized manta ray will not be fed to beneficiaries.

“We respect that these are endangered species. We don’t want this to be fed to animals in the Cebu City zoo,” Utlang said.

Catipay said the manta ray may have been caught in the seas off  Bohol where manta ray hunting has long been recorded in Pamilacan Island.

Pasil port where fishing vessels dock is being monitored as an entry point of illegal marine products, said DVMF chief Alice Utlang.

“That is why our team is roving the port and inspecting the meat being sold in the market,” Utlang said.

The other week, Cebu Daily News reported a carenderia in Pasil that serves stew made of sea turtles or pawikan, an endangered species.

Like the manta ray, which is served as “larang”, the exotic soup is a delicacy that draws people from all walks of life to the Pasil fish market.

Utlang said the illegal trade of endangered species exists but she doesn’t consider it rampant.

“They thought that since it’s a holiday today our inspectors would not be there.  That’s why they tried to sell this manta ray,”Utlang said.

The manta ray is considered a “vulnerable” species in the International Union for the Conservation of Nature (IUCN) red list of threatened species.

Just this month in Bangkok, Thailand, the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) agreed to increase protection of manta rays along with four other commercially exploited species of sharks.

Manta rays are now in the CITES II list which means there is increased protection allowing legal and sustainable trade.

Under Republic Act 8550 or the Philippine Fisheries Code, it is unlawful to hunt, kill or sell rare, threatened or endangered species listed in the CITES list. Violators face a P120,000 fine or prison term of 12 to 20 years.

The Bureau of Fisheries and Aquatic Resources (BFAR) prohibits taking, selling, purchasing, possessing, transporting and exporting manta rays and whale sharks. A fine of P500 to P5,000 and imprisonment for six months to four years or both will be imposed on the violator.

Blame it on a high demand for non-meat dishes on Holy Week and illegal hunters.

A 60-kilo manta ray was confiscated yesterday from a stall in Pasil market in barangay Suba, Cebu City.

Illegal fishers, who  hunt the protected species in seas between Bohol and Cebu, tried to slip the large manta ray in Cebu City’s biggest fish market.

It was already cut up in three parts and encased in plastic when it was put on display.

“We were waiting for the owner to arrive but no one came to claim it. The stall owner said the fish was just placed there,” said Maria Merlyn Catipay, OIC of the fisheries division of the Cebu City Department of Veterinary Medicine and Fisheries.

At first glance, the pectoral fins looked like the ordinary tail of a fish displayed without its head.
The manta ray was spotted by a roving inspector of the DVMF.

The stall owner told Catipay he knew the animal was a protected species and left it unwrapped.

Meanwhile, oil prices have been rising for three consecutive months, reaching their highest levels in February since April.

"In the 'new normal' of high and volatile food prices, millions will continue to suffer from poor nutrition, whether it is hunger, undernutrition or obesity which can cause premature death," the bank stressed.

In 2008, there were 1.46 billion overweight adults, including 508 million who were obese.

That number could rise to 2.16 billion for overweight adults, and nearly double to 1.12 billion for the obese by 2030 across all regions and in fast-developing nations such as China and India, said the bank in citing "even conservative estimates."

"Half of the world's overweight people live in just nine countries -- China, United States, Germany, India, Russia, Brazil, Mexico, Indonesia and Turkey -- evidence that obesity is not an epidemic restricted only to rich countries," added Canuto.

Between October and February, world food prices dropped by four percent overall, driven in part by wheat (minus 11 percent) and sugar (minus 10 percent), due to weaker demand for wheat feed and reduced maize consumption for ethanol as well as improved harvest conditions, according to the World Bank.

But they remain at very high levels and are just nine percent less than historic levels in August.

In February alone, prices increased one percent overall for a year-long period. The increases were especially notable for rice and corn (five percent each), two staple foods in many developing countries.

The World Bank also worried about "uncertainties" that remain in the world food supply.

Last year, global stocks of cereals dropped by three percent, mostly driven by a decline in the supply of wheat and coarse grains. Persistently dry conditions in Argentina, Australia and South Africa could also further hamper supplies in the months ahead.

WASHINGTON: Food prices have dropped since peaking six months ago but remain near record levels, pushing the world's poorest people toward "undernutrition" and obesity, the World Bank said Thursday.

"Unhealthy food tends to be cheaper than healthy ones, like junk food in developed countries," said Otaviano Canuto, World Bank Group's vice president for poverty reduction and economic management.

"When poor people with some disposable income in developing countries try to cope with high and increasingly volatile food prices, they also tend to choose cheap food that is high in calories but without much nutritious value."

A couple who saw the baby in the car talked to the New Zealand Herald. "We waited there for a little bit, wondering if the mum was just going to be two seconds and come back," the man said. "And my wife said, 'I'm not going in without someone being here with the baby.'" The couple also noted that the baby did look well taken care of and that they know how difficult it can be to get an infant to go to sleep.

Someone did eventually call the mom, and the picture was uploaded to Facebook, where it quickly went viral due to people's outrage.

It is illegal in New Zealand for a parent or guardian to leave a child under 14 years of age alone for an unreasonable time or in unreasonable conditions.

However, police are not looking for the mother, because no one has filed a formal complaint. Justin Rakena, senior sergeant for Porirua Police, said, "If they do call us, we'll be acting on it."

There is no perfect way to be a parent, and everyone's rules are not the same for fostering a child. That being said, when a parent does something that seems wrong to the vast majority of people, that parent's possible error in judgment takes the spotlight -- and the primary concern is the safety and well-being of the child.

A photograph taken in New Zealand is causing quite an uproar around the world. The photo at the center of the controversy is of an infant asleep in a car seat locked alone inside a car. A note, seemingly written from the baby's perspective, is attached to the chest and reads, "my mums in doing the shopping, call her if I need anything." There is a phone number written at the end.

Cornley’s case was turned over to the QCPD Criminal Investigation and Detection Unit (CIDU) since the complaints against him also involved members of the Kamuning station.

Sir William’s Hotel was also set to sue him for destroying property worth P40,000.

Currently residing in Ortigas, Pasig City, Cornley earlier played for the Nittany Lions of Pennsylvania State University and also saw hardcourt action in France, Israel and Argentina before Rain or Shine Elasto Paint signed him up for the PBA Governor’s Cup last year.
#27645
He recalled that one of the policemenâ€"later identified as Lasatinâ€"tried to pacify him but he was still raging over his stolen money.

“I told him (Lasatin) ‘Don’t you touch me. Don’t you fâ€"ing touch me.’ I told him that 10 times I think. But he did not listen. I shoved him to the floor but he acted as if I had hit him. I saw him lift his head several times and take a peek. When everybody was looking and bringing him to the hospital, he pretended to be knocked out,” Cornley said.

He maintained that it was his first time to be in trouble with the police but that it was the least of his concerns.

“I am concerned about losing the money I painstakingly saved. What is embarrassing is what I should tell my mother about this,” he said, adding that he was scheduled to fly home to Columbus, Ohio, on Easter Sunday.
#27646
Speaking to the INQUIRER, Cornley said it all started when he met three female friends as he came out of a bar on Timog Avenue before dawn Wednesday. He said it was the three women’s idea for them to check in at Sir William’s.

“After we had a nice time, I gave them a few P1,000 bills and $100 just as they were leaving. I hit the shower but when I came out, the wallet I placed under my pillow was gone,” he said.

He said the wallet still had $1,400 in it, which he had saved up from his earnings playing in the PBA.

He asked the hotel staff members for the identities of the three women. The employees denied knowing them by name but said they were “regulars” in the hotel.

“I was angry and tipped over a vase,” Cornley said, adding that it was at that time that the policemen arrived.
#27647
Seeing the officers, Cornley began the second-half of his violent streak.

He allegedly resisted arrest and let loose a mouthful at a team led by the station commander, Supt. Marcelino Pedrozo.

Before he was subdued and handcuffed by Pedrozo’s men, the American allegedly threw a punch and knocked out PO2 Anselmo Lasatin, who had to be taken to East Avenue Hospital for treatment.

Once at the Kamuning station, it required 10 more men to drag Cornley into the detention cell.

“I was trying to get his side and help him because he said he was a victim of theft. But he kept on insulting me and would neither cooperate nor file a report on the incident,” Pedrozo later said in an interview.
#27648
Before the arrest, police said, Cornley went on a drunken rampage at Sir William’s Hotel on Timog Avenue in Barangay South Triangle around 6 a.m. This was after three female companions with whom he had earlier checked in allegedly stole his wallet containing his “savings” worth $1,400.

He broke a large vase at the lobby, a desktop computer on the front desk and the glass doors of the in-house Baia Luna videoke bar.

Alerted by the hotel management, around 10 members of the Quezon City Police District’s Kamuning station were sent to arrest him for disturbing the peace and malicious mischief.

‘WHAT SHOULD I TELL MOM?’ Behind bars and allegedly robbed of his savings, PBA bigman Jamelle Cornley of Columbus, Ohio, says this is his biggest concern. MARIANNE BERMUDEZ

He committed his most flagrant fouls off the court.

An American professional basketball player, a prized import who led the Rain or Shine team to a Philippine Basketball Association (PBA) crown last year, was thrown into jail early Wednesday for insulting and attacking a team of policemen who came to arrest him for causing a disturbance at a Quezon City hotel.

Out of the 10 policemen who rushed to the hotel, one was reportedly knocked unconscious by a punch from the 6’5” Jamelle Cornley, 25.

Actually, marketed properly, these eggs could be a damn good motivator. When you've looked death in the face at breakfast time, what the hell else can the day throw at you?
#27654
Wait, it gets worse ...

... Because you're never going to look at an egg the same way. Tell yourself that every time you crack open an egg from now on you won't be half expecting a leathery wad of bird to come flopping out into the skillet.

Yes, balut is upsetting on about a half-dozen levels. Sure, all meat eaters know on some level that the delicious chop on your plate used to belong to something cute and fluffy, which gambolled in the sun during the brief spring of its life. Most of the time, it' perfectly possible not to give a s***. But, when you're biting into something that hasn't even had a chance to see its mother' face ... well, it' different.
#27655
What the hell is it?

Behold, for our journey of horror reaches its destination. Balut are duck eggs that have been incubated until the fetus is all feathery and beaky, and then boiled alive. The bones give the eggs a uniquely crunchy texture.

They are enjoyed in Cambodia, Philippines and the fifth and seventh levels of hell. They are typically sold by street vendors at night, out of buckets of warm sand. You can spot the vendors because of their glowing red eyes, and the faint, otherworldly sound of children screaming.

Transferring slimming bacteria into obese people might be one way to give them the benefits of weight-loss surgery without an operation. It might also be possible to devise a menu that encourages the proliferation of slimming bacteria and reduces the population of fattening bacteria.

Another new study found that figuring out whether you have slimming microbiota or fattening ones might be as easy as breathing.

In a study published on Tuesday in the online edition of the Journal of Clinical Endocrinology & Metabolism, researchers at Cedars-Sinai Medical Center in Los Angeles report that people whose breath has high concentrations of both hydrogen and methane gases are more likely to have a higher body mass index and higher percentage of body fat.

Methane is associated with bacteria called Methanobrevibacter smithii, which in overabundance may cause weight gain by extracting calories from food super-efficiently, Cedars' Ruchi Mathur, who led the study, said: "It could allow a person to harvest more calories from their food."

The breath test could provide a warning that someone is at risk of obesity because he harbors fattening microbiota.

It could also validate what many overweight people have long suspected: if their slim friends eat two slices of bacon-cheeseburger pizza the 600 calories go through them like celery, but if the overweight person indulges then every calorie seems to turn into more fat. People absorb different quantities of calories from the exact same food, thanks to their gut microbiota.
#27679
It is the first experimental evidence that changes in the gut microbiota cause the weight loss after gastric bypass, and that the new, post-bypass mix of microbes can cause weight loss in animals that did not have surgery.

In particular, just a week after surgery the Roux-en-Y mice harbored relatively more of the same types of bacteria that become more abundant in people after gastric bypass and that lean people have naturally.

"The effects of gastric bypass are not just anatomical, as we thought," said Dr. Lee Kaplan, senior author of the study and associate professor of medicine at Harvard Medical School. "They're also physiological. Now we need to learn more about how the microbiota exert their effects."

Slimming bacteria work their magic in either of two ways, studies of gut microbiota show. They seem to raise metabolism, allowing people to burn off a 630-calorie chocolate chip muffin more easily.

They also extract fewer calories from the muffin in the first place. In contrast, fattening bacteria wrest every last calorie from food.
#27680
They first performed Roux-en-Y on obese mice. As expected, the animals quickly slimmed down, losing 29 percent of their weight and keeping it off, the researchers report in the journal Science Translational Medicine.

To make sure there was not something about the general experience of surgery, rather than gastric bypass specifically, that affected the animals, the scientists performed "sham" Roux-en-Y on other obese mice. In this procedure, the researchers made incisions as if they were going to do a gastric bypass, but instead connected everything up as nature had it.

The researchers then transferred gut microbiota from the Roux-en-Y mice to microbe-free obese mice. Result: the recipient mice lost weight and fat - no surgery required. Crucially, obese mice that received gut bugs from mice that had received sham Roux-en-Y, not the real thing, did not slim down.
#27681
FATTENING BUGS, SLIMMING BUGS

For many obese patients, particularly those with type 2 diabetes, gastric bypass has succeeded where nothing else has. Severely obese patients routinely lose 65 to 75 percent of their excess weight and fat after the operation, studies show, and leave their diabetes behind.

Oddly, however, the diabetes remission often occurs before significant weight loss. That has made bypass surgeons and weight-loss experts suspect that Roux-en-Y changes not only anatomy but also metabolism or the endocrine system. In other words, the surgery does something besides re-plumb the gut.

That "something," according to previous studies, includes altering the mix of trillions of microbes in the digestive tract. Not only are the "gut microbiota" different in lean people and obese people, but the mix of microbes changes after an obese patient undergoes gastric bypass and becomes more like the microbiota in lean people.

Researchers did not know, however, whether the microbial change was the cause or the effect of post-bypass weight loss.

That is what the new study, by researchers at Massachusetts General Hospital and Harvard University, set out to answer.
#27682
By Sharon Begley | Reuters â€" 3 hrs ago

NEW YORK (Reuters) - The logic behind weight-loss surgery seems simple: rearrange the digestive tract so the stomach can hold less food and the food bypasses part of the small intestine, allowing fewer of a meal's calories to be absorbed. Bye-bye, obesity.

A study of lab mice, published on Wednesday, begs to differ. It concludes that one of the most common and effective forms of bariatric surgery, called Roux-en-Y gastric bypass, melts away pounds not - or not only - by re-routing the digestive tract, as long thought, but by changing the bacteria in the gut.

Or, in non-scientific terms, the surgery somehow replaces fattening microbes with slimming ones.

If that occurs in people, too, then the same bacteria-changing legerdemain achieved by gastric bypass might be accomplished without putting obese patients under the knife in an expensive and risky operation.

"These elegant experiments show that you can mimic the action of surgery with something less invasive," said Dr. Francesco Rubino of Catholic University in Rome and a pioneer in gastric-bypass surgery. "For instance, you might transfer bacteria or even manipulate the diet" to encourage slimming bacteria and squelch fattening kinds, said Rubino, who was not involved in the study.

Double-digit gains were also experienced in significant source markets such as India (24.99 percent), Russian Federation (23.97 percent), Malaysia (23.42 percent), Hong Kong (18.92 percent), Singapore (14.47 percent), and Australia (11.43 percent) from January to February 2013.

By regional grouping, the Asean market posted an 18.5 percent overall growth with the East Asian region recording a 14.57 percent increase.

"Our tourism numbers are now reaching unprecedented heights. We have a target of 5.5 million this year and 10 million by 2016. Our efforts are in full swing to raise greater demand, facilitate entry and access to the different destinations, and for our suppliers and host communities to come together and create fun-filled experiences. We need to seize this momentum of rising global attention to reach more markets and bring about conversion," Jimenez said.

"At the same time, front-loading infrastructure projects should address connectivity and multi-modal access. Market development will also work to punch deeper into the segments of traditional markets while creating interest in high-potential emerging markets," he added.

With the recent lifting of the Significant Safety Concerns (SSCs) by the United Nations â€" International Civil Aviation Organization (ICAO), Jimenez said the Philippines can look forward to regaining Category I status from the US Federal Aviation Administration and the subsequent lifting of the European Union (EU) ban.

The rationalization of the Common Carriers Tax (RA 10376), which was signed into law by President Benigno Aquino III earlier this month, is also seen to aid in improving and enhancing the country’s competitiveness in the international travel arena, he said.

"With these two major milestones, we shall see greater traffic to and from more destinations, stimulating more business for both foreign and local carriers. With the upward trend in visitor arrivals and recent surge in real estate development, airline companies will begin to see the viability to fill our capacities and make the Philippines a part of their primary route offering. It will be an interesting four years in the run up to our 2016 goal," Jimenez stressed. (SDR/Sunnex)

MANILA -- Foreign visitors to the Philippines hit record high during the first two months of this year, the Department of Tourism (DOT) said Tuesday.

Tourism Secretary Ramon Jimenez Jr. said that international tourist arrivals reached to 854,187, a double-digit growth of 10.5 percent from 772,989 of the same period in 2012.

"The country extended its record-breaking run by surpassing the 400,000 arrival mark for both January (436,079 arrivals) and February, making it three months in a row since December 2012 with 442,088 arrivalsâ€"an uptrend that is expected to continue until the summer months," he said.

Visitor arrivals for February soared by 15.52 percent to 418,108 arrivals, marking the first time that this month achieved more than 400,000 visitors, he said.

Jimenez attributed the growth in February on the Chinese New Year, with tourists from Hong Kong posting a 93.8 percent growth rate, China registering 69.87 percent, Macau at 44.05 percent, and Taiwan at 20.67 percent.

Countries from the member-countries of the Association of Southeast Asian Nations (Asean) also registered double-digit gains, he added.

For the period January to February 2013, Korea remained the top contributor with 241,116 visitors, growing by 25.6 percent and cornering slightly more than a quarter of the total inbound traffic.

The United States came in next with 120,868 or 14.2 percent of the visitor count. Arrivals from Japan comprised the third biggest arrivals of 73,621 visitors. The list is followed by China with 69,610; Taiwan with 37,921; Australia with 34,095; Singapore with 25,800; Canada with 25,338; Hong Kong with 23,097; Malaysia with 18,947; United Kingdom with 18,563; and Germany with 13,774.
