MANILA, Philippines â€" The Movie and Television Review and Classification Board (MTRCB) will not allow the controversial amateur film “Innocence of Muslims” to be shown on Philippine television and theaters, but they cannot block the film on the Internet.

The anti-Islam film, which portrays the Prophet Mohammad as a fool and a philanderer, has sparked violent protests in the Middle East and parts of Africa targeting United States officials and diplomats.

On Monday, Sulu Rep. Habib Tupay Loong appealed to the Aquino administration to block the film from being shown in the Philippines, as it may cause Muslim groups with ties to al Qaeda to commit terrorist acts.

But in an interview on ANC’s Headstart Tuesday, MTRCB Chairman Grace Poe-Llamanzares said the agency cannot block the film on the video-sharing site YouTube.

“When it comes to the Internet, the MTRCB has no direct jurisdiction over it,” Poe-Llamanzares said.

“On the other hand, the President has signed into law the Anti-Cyber Crime Bill, and supposedly part of that is to form a commission or an agency that will be monitoring Internet activities. Perhaps the MTRCB can later be a part of it,” she added.

“For now, we have no direct authority over the Internet.”

Malacañang on Monday said it has not considered banning the film.

“There are neither precedent nor existing conditions that may prompt us to consider moving in our direction,” said Sec. Herminio Coloma Jr. of the Presidential Communications Operations Office.

“We will remain alert and vigilant to ensure that similar threats to our security and peace are neutralized effectively,” Coloma added.

Poe-Llamanzares stressed that the MTRCB will not allow “Innocence of Muslims” to be shown on Philippine theaters and television.

“If in case they apply for a permit to show on television or in the movies, then definitely... I don’t think this type of movie will merit a public exhibition permit,” she said.

“First of all, it’s a violation of our code because anything that is immoral, indecent, contrary to law or has a dangerous tendency to incite violence will not be allowed to show for public broadcasting or theatrical release,” Poe-Llamanzares added.

“It’s already been proven that this show on YouTube, there’s been some violent reactions towards this material. I don’t think we should risk it.”

Flag burning

On Monday, some 3,000 Filipino Muslims protested against the film in Marawi City, burning US and Israeli flags and carrying placards saying “Americans are satanic” and “Israeli Jews... enemy of Muslim Ummah (community).”

Poe-Llamanzares also said that not allowing the film to be shown in PH theaters will put Filipinos’ freedom of expression in jeopardy.

“With freedom of expression, it should be worth fight for,” she said, adding that the film “Innocence of Muslims” has “no political, cultural and scientific merit.”

“If you watch it, in my opinion, walang kwenta itong material na ito. I don’t think it’s even worth your time watching this movie,” Poe-Llamanzares said.

“Innocence of Muslims” is a 13-minute amateur film that was reportedly filmed in California. BEVERLY HILLS, California - Filipino superstar Manny Pacquiao won't have to worry about suffering from jet lag in the run up to his fourth fight against Mexican dynamo Juan Manuel Marquez.

Pacquiao says he is making major changes to his preparations this time for the December 8 non-title fight at the MGM Grand Hotel in Las Vegas.

Instead of starting training camp in his native Philippines then shifting to trainer Freddie Roach's Wild Card gym in Hollywood for final weeks, Pacquiao plans to do all his sparring at the southern California facility.

"No days will be wasted travelling between training camps in the Philippines and California," Pacquiao said Monday.

The two boxing warriors kicked off a three-city promotional tour on Monday by staging a news conference at the Beverly Hills Hotel. The tour continues with another news conference Wednesday in New York.

The contest at the MGM's Grand Garden Arena will be the fourth fight in the intense rivalry between the two boxing champions.

Pacquiao says this time he won't make the mistake of underestimating Marquez when they square off in the non-title fight.

"I underestimated him in our last fight," said Pacquiao. "I will make the most of every training day to prepare for Juan Manuel."

Between them Pacquiao and Marquez have won world titles in 12 weight divisions. The Grand Garden was the scene of their first and third fights.

Pacquiao (54-4-2m, 38 KOs) defeated Marquez in a majority decision in November -- a third gut-wrenching result for Marquez against his Filipino foe.

In the build-up to that fight, Marquez had taunted Pacquiao with claims that he was the true winner of their first two clashes -- a 2004 draw and a 2008 rematch.

"I am very excited to be fighting Manny again," Marquez said Monday. "I beat him the first three fights but did not get the decision; this time I will beat him again and I also will get the victory officially."

Pacquiao's seven-year, 15-bout win streak, was snapped in June when he lost a controversial split decision to Palm Springs boxer Tim Bradley.

Marquez (54-6-1, 39 KOs) is one of a handful of Mexican boxers to have won world titles in four different weight classes.

He lost his World Boxing Council title in the 2008 rematch with Pacquiao by a split decision that was decided by just one point on the judges' scorecards.

"This fight I truly believe will be the best of the four that these two great warriors have engaged in. After Pacquiao won a close decision from Marquez, both Pacquiao and Marquez want to win decisively to erase any doubts," said boxing promoter Bob Arum.

MANILA, Philippines (UPDATE) â€" A station commander of the Manila Police District (MPD) and 10 other policemen were sacked for allegedly extorting money from a balikbayan from Canada.

MPD District Director, Chief Superintendent Alex Gutierrez said he has ordered the administrative relief of MPD Station 4 commander Rolando Balasabas and 10 other policemen, namely:

1. SPO3 Sonny Nosidal
2. SPO1 Renato Gregorio
3. PO2 Josefino Callora
4. PO2 Roando Ladres
5. PO2 Dennis Tablizo
6. PO2 Ryan Malacad
7. PO2 Laurence Sagum
8. PO1 Journey Joy Asayo
9. PO1 Joseph Vistan
10. PO3 Mike Pornilos

Balasabas and his men are accused of extorting P1 million from balikbayan Belinda Placido (not related to the writer).

Gutierrez has ordered the MPD's Special Weapons and Tactics (SWAT) unit to launch a manhunt operation against the erring policemen.

Meanwhile, one of the accused officers identified as PO1 Joseph Vistan has surrendered to the MPD General Assignment Section to air his side.

Balasabas, on the other hand, declined to comment on the matter but appealed to his men to surface to clear their names.

Arrest leads to extortion?

Placido claimed she was arrested by the policemen in San Felipe, Zambales for the frustrated murder of Nosidal's daughter.

She said Nosidal, who was her long-time bodyguard, became her boyfriend.

"Hindi ko kayang gawin sa pamilya niya 'yan at alam niya 'yan. 'Yung anak niya parang anak ko na rin at alam niya ['yan]," said Placido, adding that it was also not clear to her whether the daughter was indeed stabbed.

After being arrested, Placido was then brought to Camp Crame and transferred to the MPD Station 4's Anti-Crime Unit where she was detained. She was eventually released after allegedly paying P1 million.

Placido claimed it was Pornillos who told her of the P1 million demand.

"Iyung PO3 Mike Pornilos, sinabi niyang ako ay makipag-areglo kay Sonny Nosidal dahil sasampahan nila ako ng frustrated murder. E ang sagot ko, 'Paano ako makikipag-areglo, e wala naman akong kaso, wala naman akong kasalanan," she told radio dzMM.

"Kay Mike Pornilos ko po binigay ang P1 million and then, inalis niya ang P100,000. Nagpabili pa nga siya ng sobre sa akin para daw sa ambag-ambag dahil labing-isa sila."

Placido said she was then instructed by Pornillos to give P100,000 to Nosidal for the latter's daughter's hospital expenses. Nosidal accepted the money.

She admitted she was forced to give in to the policemen's demand in exchange of her freedom. She said she will try to finish her case before she flies back to Canada.

"Lahat ng demand [sinunod] ko, para at least maging kalma lang ako, nang hindi na ako haharassin," she said.

She also sought the help of Manila Mayor Alfredo Lim. As of posting, she was at the MPD headquarters to file a formal complaint against the suspects. â€" with a report from Noel Alamar, dzMM
