Between July 1 and December 3, there have been over 5,800 deaths linked to the "war on drugs" â€" both from legitimate police operations and vigilante-style or unexplained killings (including deaths under investigation).

The Philippine National Police (PNP) calls its campaigns against illegal drugs Oplan Double Barrel and Oplan TokHang. (READ: Warning to drug dealers: PNP has 'double barrel' plan)

After holding hearings on extrajudicial killings under the Duterte administration, the Senate committee on justice and human rights recently concluded that Oplan TokHang violates the people's constitutional rights. However, it noted that neither Duterte nor the state is sponsoring the killings.

Karapatan also blasted Duterte for appointing Lieutenant General Eduardo Año as the new Armed Forces of the Philippines Chief of Staff.

A veteran intelligence officer, Año scored some of the biggest arrests of communist leaders including Communist Party of the Philippines leaders Benito and Wilma Tiamzon, now temporarily freed from detention as NDF consultants in the peace negotiations.

"Año is expected to adhere to the same counter-insurgency framework that results in more human rights violations,” Palabay said referring to Oplan Bayanihan.

About 10,000 protesters are expected to converge at Liwasang Bonifacio where they will hold a program late Saturday afternoon. After the program, they will march to the historic Mendiola bridge near Malacañang where they will torch the effigy.

In July, militant groups broke tradition when they shunned the usual effigy of the sitting president and featured a peace-oriented mural as the centerpiece of their State of the Nation Address rally â€" a reflection of their alliance with the Duterte administration. â€" Rappler.com

Imprint of martial law

Karapatan also called on Duterte to release about 400 political prisoners from the administration of Marcos to the present.

"Political prisoners, a vivid imprint of Martial Law, exist to this day despite commitments and agreements in the (government and NDF) peace process,” Palabay said.

Relatives of political prisoners reminded Duterte that their call is long overdue.

“Matagal ko nang ninanais ang paglaya ng aking asawa. Alalang-alala ako sa kalagayan niya kasi may karamdaman siya,” Gloria Almonte said.

Almonte’s 59-year-old husband, Dionisio, who is detained at Camp Bagong Diwa, suffers from hypertensive cardiovascular disease and diabetes.

Almonte participated in the 7-day “solidarity fasting” with other relatives and supporters of political prisoners that dramatized their call to free political prisoners on humanitarian grounds.

The President had said that he would not release political prisoners as they were the government's leverage in the peace negotiations.

Karapatan urged Duterte to listen to the growing clamor to stop impunity in the Philippines allegedly caused by his so-called "war on drugs.”

“People will eventually brand him as a full fascist monster. Time is ticking for him to act on these human rights issues,” Palabay said, warning that protest actions will intensify if the President would refuse to address human rights violations.

One of the figure’s hands is ironclad, dripping with blood. Below it are piled-up bodies symbolizing impunity and the spate of alleged extrajudicial killings linked to Duterte’s drug war.

The corpses also represents continued military operations despite an indefinite ceasefire declaration from the government to boost peace talks with the National Democratic Front (NDF).

"Despite a unilateral ceasefire declaration from the Duterte government, there has been no let-up in combat operations in rural communities,” Palabay said.

'Kalansay na nga, binuhay pa’

The use of the late strongman’s head in the effigy highlights the issue that has recently mobilized thousands of young people and various groups â€" Duterte’s ties with the Marcoses that paved the way for the burial of the dictator in the Libingan ng mga Bayani. (READ: Youth leaders to Duterte: Shame on you for 'cleaning Marcos' image‬')

“Kalansay na nga, binuhay pa (He resurrected the dead),” a young activist said as she stared at the effigy.

She is appalled that a hero’s burial was given to Marcos while Martial Law victims are still crying for justice.

Based on estimates of Amnesty International (AI), 70,000 people were imprisoned, 34,000 were tortured, and 3,240 were killed during Martial Law.

The Marcoses had been accused of amassing ill-gotten wealth with various estimates pegging the loot between $5 billion to $10 billion.

The effigy depicts the 'resurrection and rehabilitation of the Marcoses' and concerns over the rise in extrajudicial killings, Karapatan says

MANILA, Philippines â€" For the first time since President Rodrigo Duterte assumed power, militant groups will feature, and burn, a monstrous effigy said to embody the "authoritarian tendencies" of the new leader.

The effigy, which illustrates the thorny issues that increasingly test the endurance of the alliance between the Duterte administration and the Left, will be the centerpiece of the groups' parade marking International Human Rights Day on Saturday, December 10.

Measuring 12 feet high and 30 feet long, the effigy bears elements that symbolize, among others, the growing human rights concerns of local advocates and the international community, spurred by the rising number of deaths in the government's war on drugs.

"The effigy depicts the political rehabilitation of the Marcoses and continuing state fascism, including extrajudicial killings, the non-release of political prisoners, and continuing military operations,” militant rights group Karapatan said.

The effigy features the head of dictator Ferdinand Marcos attached to a skeleton to symbolize the “resurrection and rehabilitation of the Marcoses” under the Duterte administration, according to artist Luigi Almuena, spokesperson of UgatLahi, which created the centerpiece of Saturday’s protest.

This is in reference to the dictator's burial at the Libingan ng mga Bayani which Duterte had allowed in fulfillment of a campaign promise to the Marcoses.

MANILA (Reuters) - Philippines Vice President Leni Robredo resigned from the cabinet on Monday but vowed to lead the opposition and challenge the policies of President Rodrigo Duterte, including his deadly war on drugs and moves to reinstate the death penalty.

Robredo, who will remain vice president, had clashed frequently with Duterte and decided to resign from her ministerial role after being instructed via a text message to stay away from his cabinet meetings.

She was elected vice president in May in a separate contest and was not Duterte's running mate.

Robredo renewed her warning of a plot taking shape to remove her from the number two post and said the instruction from Duterte was tantamount to being sacked.

"If you are not being allowed to attend cabinet meetings anymore, what does that mean?" she said at a news conference.

"I will be an opposition leader. I will oppose policies that will be detrimental to the people."

Those includes the death penalty, lowering the age of criminal liability and alleged extrajudicial killings as part of the crackdown on drugs, which has killed more than 2,000 people.

Duterte accepted Robredo's resignation as housing secretary "with a heavy heart", his spokesman Ernesto Abella said.

Robredo, 52, a former lawyer and social activist, won the vice presidential election in May by a narrow margin, defeating Ferdinand Marcos Jr, the son and namesake of the late dictator overthrown in a 1986 revolt.

Marcos, better known by his nickname "Bongbong", has appealed to a tribunal of the Supreme Court for a recount, which Robredo said she was confident of winning.

Robredo did not give details of the alleged plot to "steal" the vice presidency, but said Marcos accompanying Duterte on an official visit to China in October was telling.

"In China, the president took Bongbong Marcos and even introduced him as the vice president," she said.

All this has led to anguished discussions about people living in echo chambers, sealed-off social worlds in which the only views they hear are ones echoing their own, and about the role of social media in creating such worlds. Studies suggest that such fears are exaggerated; that, for instance, Facebook users do have access to contrary views.

More important, social media have not created a fragmented world. They merely reflect and amplify one that already exists, a world in which the authority of traditional institutions has eroded, in which old vehicles of political change have disappeared and in which there is often a welling of anger without a conventional political outlet.

If the problem of fake news is more complex than is commonly suggested, the solutions offered are often worse than the problem itself. There are demands that Facebook should censor feeds and weed out fake stories, and for the law to come down hard on those who promote lies. But who should decide what is fake and what isn’t?

Do we really want Mark Zuckerberg, or the United States government, to determine what constitutes truth? Do we really want to go back to the days when the only fake news was “official” fake news?

Fake news is a problem. But we should not exaggerate its newness, misunderstand its cause or promote cures worse than the disease.

I oppose any registry of Muslims, reject torture, condemn mass deportations and support abortion rights. I do so not simply because of empirical facts but because there are certain political and philosophical beliefs I hold that run deeper than facts; beliefs about rights, values and what it is to be human. If the facts showed that torture worked, I would still oppose it. The fact that medical advances have made it possible for a premature fetus to survive outside the womb at a younger age does not change my view of abortion.

This does not mean that I am driven more by emotion that by fact. It means rather that, when it comes to politics, facts make sense only within an ideological framework.

In the past, those frameworks were constructed largely out of the political divide between left and right. Each provided a different ideological lens through which to look at the world, interpret the same facts differently and come to different conclusions about policy.

Today, those political frameworks have fragmented and are shaped more by identity than by ideology. The key fault line today is not between left and right but between those who welcome a more globalized, technocratic world, and those who feel left out, dispossessed and voiceless.

Mr. Trump’s supporters and his liberal critics fall on different sides of this new divide. Many Trump supporters see their economic precariousness and political voicelessness as a result of globalization and immigration. Many liberals see such voters as “deplorables.” Both sides interpret facts and news through their own particular political and cultural frames.

Lies masquerading as news are as old as news itself. It’s a history we should keep in mind amid the current panic about “fake news.” Donald J. Trump’s victory in the presidential election has focused attention on the torrent of false stories, particularly on social media, that many believe played a pivotal role in his victory. But too much of the debate ignores the long history of fake news and fails to recognize what is actually distinctive about contemporary politics.

In the past, governments, mainstream institutions and newspapers manipulated news and information. Today, anyone with a Facebook account can do it. Instead of the carefully organized fake news of old, there is now an anarchic outflow of lies. What has changed is not that news is faked, but that the old gatekeepers of news have lost their power. Just as elite institutions have lost their grip over the electorate, so their ability to define what is and is not news has also eroded.

The panic about fake news has given fuel to the idea that we live in a “post-truth” era. The Oxford English Dictionary has even made post-truth its “word of the year,” defining it as “circumstances in which objective facts are less influential in shaping public opinion than appeals to emotion and personal belief.” But just as with fake news, the truth, if I may still use that word, about post-truth is more complex than many allow.

Politics has always relied on more than just facts about the world. It rests also an ideological framework through which to interpret facts. Consider some of the big questions that may dominate the early Trump presidency. Should there be a registry of Muslims? Should undocumented workers be deported? Is torture acceptable? Should abortion be made illegal?

LONDON â€" In 1920, The Dearborn Independent, a newspaper owned by the industrialist Henry Ford, published a series of articles about a global Jewish conspiracy based on the “Protocols of the Learned Elders of Zion,” a forged document with origins in czarist Russia. Dozens of other newspapers published the forgery as news.

In 1924, four days before a general election, The Daily Mail in Britain published the fake “Zinoviev letter,” a supposed directive from Moscow to British Communists to mobilize “sympathetic forces” in the Labour Party; Labour lost the election by a landslide.

In the 1960s, the F.B.I. under J. Edgar Hoover orchestrated a smear campaign against the Rev. Dr. Martin Luther King Jr. Besides planting stories in the press, the F.B.I. forged a letter threatening to expose him as a degenerate and seemingly proposing his suicide.

In 1987, 96 soccer fans, supporters of Liverpool Football Club, died at Hillsborough football ground, in Sheffield, England, crushed to death after being forced into overcrowded caged “pens.” British newspapers, fed lies by the police, wrote that drunken fans were responsible for the disaster.

In 2003, in the run-up to the Iraq war, articles about Saddam Hussein’s nonexistent weapons of mass destruction filled newspaper pages across the world.

“Fellow women, friends and advocates, this is the kind of climate we Filipino women are contending with right now. We live in a period where the culture of rape, sexual harassment and male sexual violence is prevalent, made worse by the dishonorable behavior of some of our elected national leaders who lend their voices to the gross blatant objectification of all women,” Hontiveros said.

“Language frames our reality. It shapes our identity. It can be an instrument of freedom and emancipation, and it can be a weapon used to enslave oppress and harm. Anyone who knows the pain of abuse knows that before the wounds and bruises of the body, the wounds of the mind and spirit are grossly inflicted first,” she added.

Hontiveros also asked the public to support the three bills she filed to eliminate violence against women and children, dubbed as the “Tres Marias” billsâ€" Anti Rape Act, Anti-Sexual Harassment Bill, and Gender-Based Electronic Violence. JE/rga

Hontiveros lamented the growing number cases of violence against women and children in the past weeks, citing the online threats against students protesting the burial of late dictator Ferdinand Marcos at the Libingan ng mga Bayani; “nasty and baseless” pregnancy rumors against Vice President Leni Robredo; and “legislative-sanctioned slut-shaming” against Sen. Leila de Lima during the House justice committee hearing on illegal drug trade at the national penitentiary.

“Fake news and memes were circulated massively around the internet by blogs and numerous fake online accounts with the clear intention of besmirching the reputation of the vice president.  Before this, VP Leni was reduced to a beautiful knees or legs. I myself have been a victim of such attacks, for the simple reason that I stood up for issues that are close to my heart. I’ve been called a Hontivirus, a prostitute politician, even a drug lord coddler,” she said.

The lady senator said the “dishonorable behavior” of elected officials threatend the rights and dignity of women and children.

Sen. Risa Hontiveros on Monday condemned as “alarming” the remark of President Rodrigo Duterte about how he would playfully spank the rear of his female security staff, saying it contributes to a prevalent culture of misogyny, sexism, and rape.

“This quotation is alarming on so many levels, even as the Palace spokespersons will explain this, as they have done in the past, that this is a harmless joke,” Hontiveros said in a speech during the Advocacy Fair Event at Vista Mall Taguig, which coincided with the international observance for the elimination of violence against women and children.

“And I feel this personally not because we have some PNP women personnel here with us, but because I’m a PNP widow myself… If we were to review the country’s anti-sexual harassment law, an incident such as this can… An ordinary workplace would most probably trigger the filing of sex harassment charge against the person,” she added.

In a speech before fellow San Beda Law graduates, Duterte on Saturday admitted playfully spanking the bottoms of policewomen in Malacañang if he is ill-tempered, adding that too many prohibitions in modern times spoil the fun.

MANILA, Philippines â€"  Philippine coast guard officials say they've launched a search for five Filipinos who failed to return after fishing in the disputed Scarborough Shoal in bad weather off the country's northwest.

Coast guard spokesman Armand Balilo said Monday the fishermen left the shoal due to an approaching typhoon last week and have not been heard from. He said boats and ships passing in the area have been alerted.

Balilo said the Philippine coast guard plans to coordinate its search with its Chinese counterpart in the Scarborough area.

China seized the shoal in 2012 after a maritime standoff with Philippines. Chinese coast guard ships have been blocking Filipino fishermen from the shoal but were allowed back after Philippine President Rodrigo Duterte discussed the territorial rift with Chinese President Xi Jinping last month.

Also, contrary to the high court’s ruling that they failed to provide the legal and historical bases on the supposition that the LNBM and National Pantheon are the same, NUPL said never made such pronouncement. They said that the law creating the National Pantheon has set the standards on who should be interred at LNMBâ€"only those worthy of inspiration and emulation.

Petitioner told the high court that while Marcos has been buried, the case cannot be considered moot.

They said the high court cannot refuse to rule on the ground of mootness in cases of transcendental importance like the Marcos burial.

“The Courts are mandated to resolve these issues if only to pass upon their merits and the appropriate remedies may be afforded for the protection of the rights of those who sought judicial intervention, or to ensure that such violations will not be repeated in the future.” JE/rga

Petitioners added that Marcos’ burial would in no way be considered a “positive and effective measure against graft and corruption” as stated in the Constitution.

“More objectionable and to the point, it is anathema to and plainly goes to the opposite direction not only of the constitutional policy and standard, but the very letter of the provision that requires government, the Supreme Court included, to ‘take effective and positive measures against graft and corruption’. The questioned act [Marcos burial] is, therefore a grave abuse of discretion,” petitioner told the high court.

They reminded the high court that respect for human rights and human dignity is a fundamental principle under the 1987 Constitution.

“The President and the public respondents (Marcos heirs and the military) cannot â€" by any reason or logic, by any invocation of purported official powers, more so by a promise to a single family at the height of the election campaign â€" justify their decision without violating this very constitutional principle,” they added.

The burial of former dictator Ferdinand Marcos is inconsistent to President Rodrigo Duterte’s fight against graft and corruption.

Former Bayan Muna Representative Satur Ocampo, through the National Union of Peoples’ Lawyers (NUPL), on Monday asked the high court to reconsider its Nov. 8 decision dismissing the petitions against Marcos’ burial at the Libingan ng mga Bayani (LNMB).

In a motion for reconsideration, Ocampo said Duterte’s action violated Article II, Section 27 of the 1987 Constitution which requires the State to take positive and effective measures against graft and corruption.

As proof, NUPL said the Supreme Court itself on several instances, including the Sandiganbayan vs. Republic case, has forfeited $638-million in favor of the government.

“Thus, allowing Marcos the Dictator who has already been judged by the Filipino people in 1986 and even the Supreme Court as a plunderer in many cases to be interred at the LNMB on the mere reason that he, like the others, is listed as qualified in AFP Regulation G 161-375, disregards and violates not only the public purpose standard under Proclamation 86 (S 1954) but is a direct contravention and a violation of said provision of the Constitution,” the motion for reconsideration stated.

“But just a day or two ago, with the mass demonstrations and the portrayal of Marcos as a hero and as a model citizen, who was being given honors [like an] eternal flame … the NDFP position now is that this could affect the peace negotiations because the [heroic] portrayal of the dictator who committed so many crimes on people, is a violation of the [rights agreement],” he said.

Jalandoni said the NDFP would not ask the Duterte administration to apologize.

“That must come from the martial law victims. It’s too early to say what they would want [President Duterte] to do to fix this,” he said.

“We admire the mass demonstrations, especially those mounted by the youth, which say Marcos was not a hero. Presenting him as a hero is an insult to the many thousands of victims and their families,” he said.

Respect for rights

Article 5 of the rights deal states: “The parties … respect and support the rights of the victims of human rights violations during the Marcos regime, taking into consideration the final judgment of the United States federal court system in the human rights litigation against Marcos, Senate Resolution No. 1640; Swiss Supreme Court decision of Dec. 10, 1997; and pertinent provisions of the United Nations covenant on civil and political rights, and the 1984 UN convention against torture.”

Article 3 of the agreement  states that the government and the NDFP “decry all violations and abuses of human rights.”

The agreement was reaffirmed by the government and the NDFP panels at the resumption of peace talks when Mr. Duterte assumed office in June, Jalandoni said.

“There have been new issues that have come up which have to be taken up by both sides [in the peace talks]. The most recent is the burial of Marcos at Libingan ng mga Bayani. When it was first taken up, the NDFP position was that since the negotiation for land reform  was so important for 80 million people and was the objective of the peace negotiations, the thinking at the time was that the burial of Marcos was really not a big issue,” he said.

BAGUIO CITYâ€"The burial of dictator Ferdinand Marcos at  Libingan ng mga Bayani may affect the Duterte administration’s peace negotiation with communist rebels, National Democratic Front of the Philippines (NDFP) adviser Luis Jalandoni said on Friday.

Jalandoni also criticized President Duterte for being “insensitive” to martial law victims when he allowed the burial of Marcos at the heroes’ cemetery.

Addressing a peace forum at City Hall here, Jalandoni said Mr. Duterte must study the impact of the burial, which, he noted, violated the agreement between the government and the NDFP to respect human rights and international law.

He said the Duterte administration had “shown insensitivity to the feelings and positions of the many thousands of victims [by] not taking into consideration the decision of the people who ousted Marcos [in 1986].”

“The Duterte administration and the government peace panel must review the [rights agreement] and understand why they need to support the victims of tyranny,” Jalandoni told the Inquirer later.

The artifacts in the Apollo room were more astronaut focused than the other collection areas. On the walls hang two training life-support system backpacks and a spacesuit. Just beneath the spacesuit is a display that, in part, answers one of the more common questions asked in the early days of space exploration: how do astronauts go to the bathroom in outer space? As in The Graduate, the answer to the big questions is “plastics.” The complete answer is plastic bags. And they’re here on display. -- https://loftyambitions.wordpress.com/2011/09/09/grail-another-lofty-quest-part-5/

On future missions to deep space destinations like an asteroid or Mars, NASA suspects it could take up to 144 hours, or 6 days, to get to a proper toilet.

In emergency situations, astronauts may need to zip themselves into a fully pressurized, bulky orange spacesuit, complete with helmet and gloves.

"While sealed, it is impossible for an astronaut to access their own body, even to scratch their nose," NASA said.

That's where the inventors come in. Astronauts need some way to clear away urine, fecal matter and menstrual blood efficiently, or they risk infection.

The problem is that in weightlessness, fluids can blob up and stick to surfaces, while solids float in the air.

"You don't want any of these solids and fluids stuck to your body for six days," NASA said, recalling how easy babies can get diaper rash.

Currently, while at the International Space Station, astronauts use a toilet contraption that includes a vacuum and a tube to help evacuate fecal matter.

To urinate, they use a funnel attached to a hose that can be adapted for a sitting or standing position, and uses air to move urine away.

NASA vowed to award up to three $30,000 prizes for the most promising in-suit waste management systems.

The goal is to test them within a year and fully implement them within three years.

NASA says the first human missions to Mars could take place by the 2030s. â€" Rappler.com

NASA on the hunt for space poop geniuses
When you've got to go, but you're out there in space, zipped up in a spacesuit, with no toilet in sight and a crew of other astronauts around, what do you do?

MIAMI, USA â€" When you've got to go, but you're out there in space, zipped up in a spacesuit, with no toilet in sight and a crew of other astronauts around, what do you do?

NASA has launched a contest for inventors to solve this uncomfortable issue, and promises to award $30,000 to the best "space poop" solutions.

Inventors have until December 20 to submit designs for a personalized waste-wicking system that will handle everything, hands-free, for a period of up to 6 days.

"The old standby solution consisted of diapers," said the description of contest details at www.herox.com/SpacePoop.

"However, the diaper is only a very temporary solution, and doesn’t provide a healthy/protective option longer than one day."

Sometimes, astronauts have to wait even longer. The two men and one woman who packed themselves into a Russian Soyuz space capsule last week had to wait two full days between launching from Kazakhstan and arriving at the International Space Station.

The Soyuz is equipped with a portable toilet, which looks like an air-powered pee jug.

Whaling has since issued a statement to the media, saying:

“My comment was not intended to be racist at all. I was referring to my day being made for change in the White House! I am truly sorry for any hard feeling this may have caused! Those who know me know that I’m not of any way racist!”

“Again, I would like to apologize for this getting out of hand!”

The town’s sheriff, Garrett Samples, told the Washington Post he didn’t think the Facebook comment was intended to be prejudiced.

“It wasn’t necessarily a joke, but it was stupid [to post]. I’ve never heard either of them say anything racial before. I know Miss Taylor better,” Samples said.

Joshua Shamblin, a former Clay council member, told the Post, “The county is sorry that this has been placed upon everyone instead of just the few who made hurtful remarks.”

Tina Goode, a town clerk, told the paper, “It wasn’t right, what was posted. We’re not like that. They are good women, and I don’t think they meant anything by it. We’re not a racist town.”

The mayor of Clay, West Virginia, resigned her position Tuesday after seemingly approving of a colleague’s comment on Facebook that referred to Michelle Obama as an “Ape in heels.”

The original post was made Monday by Pamela Ramsey Taylor, director of the Clay County Development Corp., who was opining on the transition from Mrs. Obama to Melania Trump as first lady.

“It will be so refreshing to have a classy, beautiful, dignified First Lady back in the White House,” Taylor wrote. “I’m tired of seeing a Ape in heels.”

According to WSAZ-TV, Mayor Beverly Whaling then replied, “Just made my day Pam.”

The story went viral, and both women removed their comments as well as their Facebook pages as claims of racism flooded the town. More than 150,000 people signed an Internet petition pushing for Whaling to be fired.

Apan ang pangangkon niini gihimakak dayon sa mayor tungod kay gawas nga way kamatuoran wala usab siya dinhi sa Pilipinas magpuyo dihang natawo kini.

Sa reaksyon sa mayor sa post sa Facebook bahin niini, siya miingon: “If he is 48, then I would have been 30 when he was born. I got married at 35. Also, I was living in the United States from my early 20’s to late 30’s. Is this man telling me that I came to the Philippines in the middle of Martial Law just to have a good time with his mother?” dugang ang imoji nga nagkidhat-kidhat sa iyang tubag sa post sa usa ka Ruben Tecson.

North Korea has made a state request to officials in China pleading for them to stop referring to ‘glorious leader’ Kim Jong-un as fat.

Ministers have reportedly asked their neighbours to refrain from referring to the chunky Swiss cheese fan as Jin San Pang or ‘Kim Fatty III’ in media or conversations.

Apparently ‘Kim Fatty III’ is a widely used nickname for Kim in China along with Jin Pang Pang (Kim Fat Fatty) or Jin San Fei (Kim Abundant III).

Now According to the Apple Daily in Hong Kong, terrified North Korean government officials have called on their old comrades to take action before heads roll.

They are terrified the tyrant will find out about the insult and look for someone to blame.

In recent years, those that have fallen foul of the double-chinned despot have found themselves at the wrong end of a military firing range.

The bloated dictator is said to have piled on the pounds in recent years bingeing on swiss cheese, whiskey and scallops.

Mr Duterte insists that Marcos is entitled to such a burial not because he is a hero (“the issue about his heroism is political” is Mr Duterte’s baffling deflection) but because he was a soldierâ€"never mind that Marcos’s claims to military valour during the second world war were largely fabricated. He says the battle over Marcos’s burial has divided the nation. Many older Filipinos do recall Marcos fondly: a petition supporting his reburial garnered 1.1m signatures. But that is small beer in a country of 100m where the median age is 23 or so: most Filipinos do not remember Marcos’s regime at all.

Mr Duterte may spy a political opportunity. He comes from the southern island of Mindanao, and is the first president who is not part of the elite of Manila. His victory owes as much to voters’ disenchantment with the dozen or so families that dominate Philippine politics as it does to his tough-talking image. But winning as an outsider is a lot easier than governing as one, and the Marcos family remains powerful. Imelda serves in the House of Representatives; Imee, their daughter, is governor of the province of Ilocos Norte; her brother, Ferdinand junior, universally known as “Bongbong”, is a swaggering senator who came within a few thousand votes of the vice-presidency. Appeasing the family gives Mr Duterte a political boost in Ilocos and a favour to call in when he needs it.

Mr Duterte’s plan is not universally popular. A coalition of Jesuit groups said that interring Marcos in the heroes’ cemetery “buries human dignity by legitimising the massive violations of human and civil rights…that took place under his regime”. Opponents tried to get the supreme court to block the burial, arguing that the law reserves the cemetery for those “worthy of admiration”. This week, however, the court approved the burial and urged the country to “move on”. But to many, as one strongman buries another, the Philippines appears to be moving backward, not forward.

The Philippine government offers a hero’s burial for a murderous kleptocrat
Nov 12th 2016 | From the print edition

Butcher in a box

DURING the 20 years Ferdinand Marcos spent as president of the Philippines, his official salary never rose above $13,500 a year. Yet by 1986, when the “people power” revolution prompted him and his wife Imelda to flee into exile in Hawaii, they had amassed a fortune. Mrs Marcos left behind her shoe collection, but her husband brought with him jewellery, gold bricks and freshly printed Philippine currency, together worth around $15m. In all, he and his cronies are thought to have plundered perhaps $10 billion. What is more, during his time in office thousands of Filipinos were tortured, jailed without due process or murdered by the regime’s thugs.

Marcos died in Hawaii; since 1993, his embalmed remains have been displayed in a glass box in his home province of Ilocos Norte. Rodrigo Duterte, the erratic strongman now running the Philippines, believes the dead dictator deserves better: he has approved the Marcos family’s long-standing request to bury their patriarch in Manila’s National Heroes’ Cemetery, with full military honoursâ€"an idea all Marcos’s other successors rejected.

(CNN) A new form of brain implant could one day help people with paraplegia regain control of their legs, based on a new study proving its potential in paralyzed monkeys.

Researchers at the École polytechnique fédérale de Lausanne (EPFL) in Switzerland were able to restore movement in the legs of two paralyzed rhesus macaques within two weeks of them being injured; one regained mobility after just six days.

In the study, published Wednesday, two wireless implants worked together as a "brain-spine interface" to communicate nerve signals between the brains and spines of the monkeys -- where each implant was positioned.

The implants communicated with each other through a computer and enabled brain signals to jump over the point of injury along the spine.

By resuming this once-broken path of communication, the signals can arrive in the spine, and the resulting nerve stimulation means specific muscles within the legs of the two monkeys could be activated as needed on the brain's command.

"What's key here is that we stimulate to induce the desired movement of the animal," said Grégoire Courtine, professor of neural engineering at EPFL, who led the research. "Over the past decade, we've spent a lot of energy understanding how the spinal cord can be stimulated."

Similar research has been conducted in the past, with Courtine's team showing it could give paralyzed rats the ability to walk again, and even climb stairs, in previous studies. Other research groups have used electrodes and brain implants to restore movement in humans, both through their muscles as well as through prosthetic arms and legs.

But this new research in monkeys is the first to record brain activity and link this to nerves within the spinal cord itself. "The brain is in control," Courtine said.

It's also the first to go wireless.

The team now hopes the technology could one day be used in humans, but this will be no easy feat. "The idea is to go step-by-step," said Courtine.

“I challenge him to eat all the garbage, because he thinks he can just make it disappear”, matud ni Osmeña.

(BANAT NEWS)

World Daily News / China Just Won The U.S. Election

NOVEMBER 9, 2016

The election of Donald Trump will be a disaster for anyone who cares about human rights, U.S. global leadership, and media freedom. That means it’s a victory for Beijing, where as I write, the Chinese leaders near me in the palatial complex of Zhongnanhai are surely cracking open the drinks and making mean jokes.

There are four major victories for the Chinese leadership here, tempered by one possible fear. The first victory is the obvious one, the geopolitical victory; China no longer faces the prospect of Hillary Clinton, a tough, experienced opponent with a record of standing up to bullies. Instead, it faces a know-nothing reality TV star who barely seems aware that China has nuclear weapons, has promised to extort money from U.S. allies around China like South Korea and Japan, and has repeatedly undercut U.S. credibility as a defense partner. Trump is also exactly the kind of businessman who is most easily taken in by China â€" credulous, focused on the externalities of wealth, and massively susceptible to flattery. A single trip, with Chinese laying on the charm, could leave him as fond of China’s strongmen as he is of Russia’s Putin.
