ask me about cats and dogs...

one of my cats uses her front paw for drinking.  she dips a paw in the water and then licks it dry, many times over until she's satisfied.  when she did that, the carpenters who worked on our house cease working just to witness the spectacle.

i expect some exceptions with the animals in this quiz.  who knows?  there's a shark somewhere wearing braces. ;D

Mrs. Binay seeks case dismissal

By Cynthia D. Balana
Philippine Daily Inquirer
Friday, April 5th, 2013

Elenita Binay

MANILA, Philippinesâ€"Former Makati Mayor Elenita Binay on Thursday asked the Sandiganbayan  to dismiss a graft case filed against her by the Ombudsman almost 7 years ago, citing delays in the proceedings.

Through her lawyers, the wife of Vice President Jejomar Binay said the long delay had violated her constitutional right to a speedy trial which, she added, constituted sufficient ground for the dismissal of the case.

In a motion before the antigraft court’s 5th Division, Binay “[invoked] the longstanding doctrine that in the hierarchy of rights, the Bill of Rights takes precedence over the right of the state to prosecute, and when weighed against each other, the scales of justice tilt toward the former.”

Binay is charged with violating the Anti-Graft and Corrupt Practices Act, along with coaccused City Councilor Salvador Pangilinan, former city administrator Nicanor V. Santiago Jr., former city treasurer Ernesto A. Aspillaga and private defendant Bernadette Aquino.

The case involves the alleged rigged public bidding in August 2009 for a P72-million supply contract which the Makati government ended up awarding to Office Gallery International Inc.

In her testimony, Audit Commissioner Heidi Mendoza linked Binay and the former city officials to alleged fraud in the transaction.

Binay argued that the information was originally filed on Oct. 3, 2006, but she and her coaccused were arraigned only on Dec. 3, 2010.

owww, makati is rich not because of the binays. it was already rich long before the patriarch even became a politician. the binays got rich, though, because of politics. and they have an ongoing court case relative to that.

The last and most stubborn myth is that of irreversibility. Whenever idealists say that they want to abolish nuclear weapons, so-called realists shake their heads and say, in tones of patient condescension, “You can’t stuff the nuclear genie back in the bottle.”

This is a specious argument. It’s true that no technology is ever disinvented, but technology does fall out of use all the time. (If you don’t believe me, try to get tech support on any electronic device more than three years old.) Devices disappear either because they are displaced by better technology or because they simply weren’t good. The question isn’t whether nuclear weapons can be disinvented, but whether they are useful. And their usefulness is questionable, given that no one has found an occasion to use them in over 67 years.

Fourth is the myth of the long peace: the argument that the absence of nuclear war since 1945 means nuclear weapons have “kept the peace.” But we don’t accept proof by absence in any circumstance where there is real risk. We wouldn’t fly an airline that claimed to have invented a device that prevented metal fatigue, proved it by equipping 100 planes with the devices for one year without a single crash, and then suddenly ceased all metal-fatigue inspections and repairs, and decided instead to rely solely on these new devices.

Originally it was claimed that nuclear weapons would assure success in negotiations, prevent any sort of attack â€" conventional or nuclear â€" and allow countries to protect their friends with a nuclear umbrella. When the Russians weren’t intimidated during talks after World War II, the claim about negotiations was dropped. When the Yom Kippur War and the Falkland Islands War showed that fighting against nuclear-armed countries was possible, the prevention of conventional war claim was dropped. The nuclear umbrella claim ought to have been dropped at the same time, but there was too much American foreign policy riding on it for anyone to make this argument. After all, if Britain couldn’t deter an attack on its own far-flung islands, how could deterrence prevent attacks on other countries?

Third is the myth of reliable nuclear deterrence. Numerous leaders have taken risks and acted aggressively during nuclear crises. In 1962, President John F. Kennedy and his advisers knew that blockading Cuba risked nuclear war; they mentioned the possibility 60 times while debating their options. Yet they went ahead. Nuclear proponents might argue that no cold war crisis ever erupted into nuclear war, so deterrence must work. But they’re moving the goal posts.

Second is the myth of “decisive destruction.” Mass destruction doesn’t win wars; killing soldiers does. No war has ever been won simply by killing civilians. The 1941-44 siege of Leningrad didn’t deter Soviet leaders from pressing the fight against Hitler. Nor did the 1945 firebombing of Dresden force Germany to submit. As long as an army has a fighting chance at victory, wars continue. Building ever more destructive weapons simply increases the horror of war, not the certainty of ending it.

The first is the myth that nuclear weapons altered the course of World War II. Leaving aside the morality of America’s decision to drop atomic bombs on Hiroshima and Nagasaki, new research by the historian Tsuyoshi Hasegawa and other scholars shows that Japan surrendered not because of the atom bomb but because the Soviets renounced neutrality and joined the war. Sixty-six Japanese cities had already been destroyed by conventional weapons â€" two more did not make the difference. Attributing surrender to the bomb was also convenient for Japan’s leaders, allowing them to blame defeat on a “miracle” weapon.

There is also a small group of people who still believe fervently in nuclear weapons. President Obama had to buy passage of the New START treaty with Russia, in 2010, with a promise to spend $185 billion to modernize warheads and delivery systems over 10 years â€" revealing that while support for nuclear weapons may not be broad, it runs deep. That support endures because of five widely held myths.

Sadly, the abolition movement seems stalled. Part of the reason is fear of nuclear weapons in the hands of others: President George W. Bush exploited anxieties over nuclear weapons to justify the 2003 invasion of Iraq; most Republican presidential candidates last year said they would fight a war with Iran rather than allow it to get the bomb.

America’s 76 million baby boomers grew up during the cold war, when a deep fear of nuclear weapons permeated American life, from duck-and-cover school drills to backyard fallout shelters. Then, in the 1980s, President Ronald Reagan’s leadership, combined with immense anti-nuclear demonstrations, led to negotiations with the Soviet Union that drastically reduced the size of the two superpowers’ nuclear arsenals.

The Myth of Nuclear Necessity

By WARD WILSON
Published: January 13, 2013

FIVE years ago, four titans of American foreign policy â€" the former secretaries of state George P. Shultz and Henry A. Kissinger, the former defense secretary William J. Perry and the former senator Sam Nunn â€" called for “a world free of nuclear weapons,” giving new momentum to an idea that had moved from the sidelines of pacifist idealism to the center of foreign policy debate.

to put it cynically, one can always wonder why some countries with nuclear armaments are on the lookout for other countries to have the same and to forbid these countries from having what they have.  the former is usually western countries, the latter more often than not are countries in asia.

Nuclear weapons: Who has what?

More than two dozen countries have nuclear power, but only a few have nuclear weapons or are suspected of pursuing nuclear weapons.

red: Known to have nuclear weapons
orange: Suspected to have nuclear weapons
dotted orange: Pursuing nuclear weapons
yellow: Suspected to be pursuing nuclear weapons

** Iran maintains that it is enriching uranium for civilian energy purposes only, but the International Atomic Energy Agency says Iran has not been cooperating enough for the agency to verify whether the intent is solely for peaceful means. As a result, the U.N. Security Council and a number of Western nations have placed economic and arms-related sanctions on Iran.

DFA: Alert level 1 remains in South Korea

MANILA, Philippines â€" Filipinos in South Korea are still under alert level 1 as the “situation remains normal and calm” in the area, Foreign Affairs spokesperson Assistant Secretary Raul Hernandez said on Wednesday.

“There are no changes… it is still peaceful in South Korea,” he told Radyo Inquirer 990AM in an interview.

But the Department of Foreign Affairs (DFA) was prepared to assist some 40,000 Filipinos who would be at risk in case tension escalates between North and South Korea.

"I hope the North will ratchet this very dangerous rhetoric down," Hagel said. "There is a pathway that is responsible for the North to get on a path to peace working with their neighbors. There are many, many benefits to their people that could come. But they have got to be a responsible member of the world community, and you don't achieve that responsibility and peace and prosperity by making nuclear threats and taking very provocative actions."

But the North does have plenty of conventional military firepower, including medium-range ballistic missiles that can carry high explosives for hundreds of miles. And U.S. Defense Secretary Chuck Hagel said Wednesday that the North Korean threats to Guam, Hawaii and the U.S. mainland have to be taken seriously.

Most observers say the North is still years away from having the technology to deliver a nuclear warhead on a missile. U.S. officials have said they see no unusual military movements across the Demilitarized Zone that splits the Korean Peninsula, despite weeks of bombastic rhetoric from Pyongyang, and many analysts say the increasingly belligerent talk is aimed at cementing the authority of the country's young leader, Kim Jong Un.

"The moment of explosion is approaching fast. No one can say a war will break out in Korea or not and whether it will break out today or tomorrow," North Korea's state news agency KCNA declared in its latest broadside. "The responsibility for this grave situation entirely rests with the U.S. administration and military warmongers keen to encroach upon the DPRK's sovereignty and bring down its dignified social system with brigandish logic."

DPRK is short for Democratic People's Republic of Korea, the official name for North Korea.

North Korea warns 'moment of explosion' nears

By Matt Smith, CNN
April 4, 2013 -- Updated 0254 GMT (1054 HKT)

(CNN) -- North Korea stirred up fresh unease in Northeast Asia early Thursday, threatening attacks by a "smaller, lighter and diversified" nuclear force and warning, "The moment of explosion is approaching fast."

The new threat came after the North Koreans locked South Korean workers out of a joint factory complex and announced plans to restart a nuclear reactor it shut down five years ago. Meanwhile, the United States announced it was sending ballistic missile defenses to Guam, a Pacific territory that's home to U.S. naval and air bases.

A South Korean soldier stands on a road linked to North Korea at a military checkpoint in Paju on Wednesday, April 3. After a week of threats to the United States and South Korea, North Korea blocked hundreds of South Korean workers from entering the industrial complex, which is an important symbol of cooperation between the two countries.

Hunting dogs assist hunters in finding, tracking, and retrieving game, or in routing vermin. Less frequently a dog, or rather or a pack of them, actually fights a predator, such as a bear or feral pig. (wikipedia)

Herding dogs are still invaluable to sheep and cattle handlers (stockmen) around the world for mustering; different breeds are used for the different jobs involved in stock work and for guarding the flocks and herds. Modern herding dogs help to control cattle and wild geese in parks or goats used for weed control. A well trained dog can adapt to control any sort of domestic and many wild animals. (wikipedia)

Therapy dogs visit people who are incapacitated or prevented in some way from having freedom of movement; these dogs provide cheer and entertainment for the elderly in retirement facilities, the ill and injured in hospitals, and so on. The very act of training dogs can also act as a therapy for human handlers, as in a prisoner rehabilitation project. (wikipedia)

The typical working tenure of a service dog is eight to ten years. Because of the strict behavior expected from a working dog, many owners will not allow people to pet the animal. In fact, it’s important that they don’t because service dogs are often trained to anticipate danger and public interaction can sometimes compromise or confuse the dog’s ability to read the warning signs.

When a service dog retires, the owner has the option to keep the dog as a pet. Service dogs are highly sought after as pets because of their manners and obedience training. Should the owner decide not to keep the retired dog, the original foster family is given the opportunity to adopt.

Potential service dogs are, typically, fostered as puppies â€" raised in foster homes. When a dog reaches the age of 12-18 months, they will be evaluated and begin training. There are a number of groups and companies that train service dogs. Most of them specialize in a particular area so that the dog receives specialized training for a specific need. Occasionally, a dog will receive additional training for a secondary need if the patient requires it.

Service Dogs

A service dog is an assistance dog specifically trained to help people with disabilities. All dogs are trained in the specifics of the disability its receiver requires. Some of the impairments dogs are trained for include mental disabilities such as Post Traumatic Stress Disorder, (PTSD), visual or hearing impairment, medical conditions including seizures or diabetes and even autism. Dogs may also be trained to carry life support equipment like oxygen tanks.

The most popular breeds for service dogs are the Golden and Labrador Retrievers. Required personality traits for service animals include good temperaments, health, trainability and stamina.

When I tell you, a cat must have THREE DIFFERENT NAMES.
First of all, there's the name that the family use daily,
Such as Peter, Augustus, Alonzo or James,
Such as Victor or Jonathan, George or Bill Baileyâ€"
All of them sensible everyday names.
There are fancier names if you think they sound sweeter,
Some for the gentlemen, some for the dames:
Such as Plato, Admetus, Electra, Demeterâ€"
But all of them sensible everyday names.
But I tell you, a cat needs a name that's particular,
A name that's peculiar, and more dignified,

Such as Hubag, Bugsay, Lorenzo and Chicogon
To spice up there's Lollapalooza and Pikoy
A dash of Chongki and Vrglguapo could and would
Change the equation of a cat's infatuation;
Aaah, there's Votives and Ching and Beyotch
TB names all, unique, reverential, inimitable
Not really everyday names nor the mantle of
Completeness of a Mike Ortega Ligalig
But names of singular cats these will do
As I put on reserve the name Guvner Chatto.

Orvell pointed out that Western culture’s interest in cats extends as far back as the ninth century, when an Irish monk wrote a poem about his cat called “Pangur Ban.” It would prove a lasting trope. Nine-hundred years later, Christopher Smart would write the poem “For I Will Consider My Cat Jeoffry”; in the 1930s T.S. Eliot wrote his famed Old Possum’s Book of Practical Cats, which later became the basis for the musical CATS.

The Naming of Cats

The Naming of Cats is a difficult matter,
It isn't just one of your holiday games;
You may think at first I'm as mad as a hatter
When I tell you, a cat must have THREE DIFFERENT NAMES.
First of all, there's the name that the family use daily,
Such as Peter, Augustus, Alonzo or James,
Such as Victor or Jonathan, George or Bill Baileyâ€"
All of them sensible everyday names.
There are fancier names if you think they sound sweeter,
Some for the gentlemen, some for the dames:
Such as Plato, Admetus, Electra, Demeterâ€"
But all of them sensible everyday names.
But I tell you, a cat needs a name that's particular,
A name that's peculiar, and more dignified,
Else how can he keep up his tail perpendicular,
Or spread out his whiskers, or cherish his pride?
Of names of this kind, I can give you a quorum,
Such as Munkustrap, Quaxo, or Coricopat,
Such as Bombalurina, or else Jellylorum-
Names that never belong to more than one cat.
But above and beyond there's still one name left over,
And that is the name that you never will guess;
The name that no human research can discoverâ€"
But THE CAT HIMSELF KNOWS, and will never confess.
When you notice a cat in profound meditation,
The reason, I tell you, is always the same:
His mind is engaged in a rapt contemplation
Of the thought, of the thought, of the thought of his name:
His ineffable effable
Effanineffable
Deep and inscrutable singular Name.

Nine-hundred years later, Christopher Smart would write the poem “For I Will Consider My Cat Jeoffry”...

For I Will Consider My Cat Jeoffry (excerpt, Jubilate Agno)

For I will consider my Cat Jeoffry.
For he is the servant of the Living God duly and daily serving him.
For at the first glance of the glory of God in the East he worships in his way.
For this is done by wreathing his body seven times round with elegant quickness.
For then he leaps up to catch the musk, which is the blessing of God upon his prayer.
For he rolls upon prank to work it in.
For having done duty and received blessing he begins to consider himself.
For this he performs in ten degrees.
For first he looks upon his forepaws to see if they are clean.
For secondly he kicks up behind to clear away there.
For thirdly he works it upon stretch with the forepaws extended.
For fourthly he sharpens his paws by wood.
For fifthly he washes himself.
For sixthly he rolls upon wash.
For seventhly he fleas himself, that he may not be interrupted upon the beat.
For eighthly he rubs himself against a post.
For ninthly he looks up for his instructions.
For tenthly he goes in quest of food.
For having consider'd God and himself he will consider his neighbour.
For if he meets another cat he will kiss her in kindness.
For when he takes his prey he plays with it to give it a chance.
For one mouse in seven escapes by his dallying.
For when his day's work is done his business more properly begins.
For he keeps the Lord's watch in the night against the adversary.
For he counteracts the powers of darkness by his electrical skin and glaring eyes.
For he counteracts the Devil, who is death, by brisking about the life.
For in his morning orisons he loves the sun and the sun loves him.
For he is of the tribe of Tiger.
For the Cherub Cat is a term of the Angel Tiger.
For he has the subtlety and hissing of a serpent, which in goodness he suppresses.
For he will not do destruction, if he is well-fed, neither will he spit without provocation.
For he purrs in thankfulness, when God tells him he's a good Cat.
For he is an instrument for the children to learn benevolence upon.
For every house is incomplete without him and a blessing is lacking in the spirit.
For the Lord commanded Moses concerning the cats at the departure of the Children of Israel from Egypt.
For every family had one cat at least in the bag.
For the English Cats are the best in Europe.
For he is the cleanest in the use of his forepaws of any quadruped.
For the dexterity of his defence is an instance of the love of God to him exceedingly.
For he is the quickest to his mark of any creature.
For he is tenacious of his point.
For he is a mixture of gravity and waggery.
For he knows that God is his Saviour.
For there is nothing sweeter than his peace when at rest.
For there is nothing brisker than his life when in motion.
For he is of the Lord's poor and so indeed is he called by benevolence perpetually--Poor Jeoffry! poor Jeoffry! the rat has bit thy throat.
For I bless the name of the Lord Jesus that Jeoffry is better.
For the divine spirit comes about his body to sustain it in complete cat.
For his tongue is exceeding pure so that it has in purity what it wants in music.
For he is docile and can learn certain things.
For he can set up with gravity which is patience upon approbation.
For he can fetch and carry, which is patience in employment.
For he can jump over a stick which is patience upon proof positive.
For he can spraggle upon waggle at the word of command.
For he can jump from an eminence into his master's bosom.
For he can catch the cork and toss it again.
For he is hated by the hypocrite and miser.
For the former is afraid of detection.
For the latter refuses the charge.
For he camels his back to bear the first notion of business.
For he is good to think on, if a man would express himself neatly.
For he made a great figure in Egypt for his signal services.
For he killed the Ichneumon-rat very pernicious by land.
For his ears are so acute that they sting again.
For from this proceeds the passing quickness of his attention.
For by stroking of him I have found out electricity.
For I perceived God's light about him both wax and fire.
For the Electrical fire is the spiritual substance, which God sends from heaven to sustain the bodies both of man and beast.
For God has blessed him in the variety of his movements.
For, tho he cannot fly, he is an excellent clamberer.
For his motions upon the face of the earth are more than any other quadruped.
For he can tread to all the measures upon the music.
For he can swim for life.
For he can creep.
