Binhi-Partido ng mga Magsasaka para sa Magsasaka sought the issuance of an urgent temporary restraining order against the May 10 resolution of the Comelec disqualifying it from taking part in the May 13 polls. It said it received a copy of the Comelec resolution only on May 15.

“Binhi can possibly win at least one seat in Congress,” the group said in its petition. With reports from Christine O. Avendaño; and Matikas Santos, Inquirer.net

Appeals

In a press briefing, Comelec Chairman Sixto Brillantes Jr. said the poll body decided to canvass all the votes for the 123 party-list groups printed on the ballot, even if 12 had been purged by the Comelec. Eleven had their accreditation revoked following the Comelec’s application of the new standards set by the Supreme Court, while the 12th’s registration was canceled.

The disqualified groups could still appeal the Comelec’s decision to the Supreme Court, but votes for them would be tallied separately although these could later be merged with the official canvass if they obtain a favorable ruling from the high court, Brillantes explained.
#23417
The Comelec, acting as the national board of canvassers, resumed the canvassing for the party-list votes around lunchtime on Monday, taking a break only to hand to Sen. Antonio Trillanes IV his certificate of proclamation after he failed to make it to the proclamation ceremony last week.

Trillanes told reporters he had been on vacation and did not expect the proclamation to happen so quickly. “I was unable to take a flight back in time for the proclamation,” he said.

The Comelec on Monday used the COCs for the canvassing of party-list votes.

Question of credibility

In a phone interview, Namfrel secretary general Eric Albia said the credibility of the party-list results would remain in doubt unless the Comelec was able to explain the delayed transmission and prove that there was no tampering.

“The ERs should have arrived in the first few hours [after the voting ended]. That’s not what happened. The balance of 23-percent untransmitted ERs should be revealed and explained, otherwise, the party-list canvass, just like the senatorial, will remain in doubt,” he told the Inquirer.
#23419
In a statement, the National Citizens’ Movement for Free Elections (Namfrel) said that as of Friday afternoon, the untransmitted ERs numbered 18,504, estimated to contain at least 8.5 million votes. The transmission problems affected the sending of COCs to the Comelec, which as of Friday had received only 117 out of 304 expected COCs.

“The Comelec is enjoined to share with the public the status of these ERs.

Were the CF (compact flash, or memory) cards brought to the municipal board of canvassers? Were the ballots counted manually at the precinct and an ER prepared? Were there manual counts at the municipal or provincial canvassing sites?” Namfrel said.
#23420
As of noon, the partial unofficial count of party-list votes by the PPCRV and its media partners stood at 76.33 percent, or 59,665, of the 78,166 ERs nationwide, equivalent to about 31.6 million of 52.3 million registered voters.

The party-list groups in the top 10 were Buhay with 1,056,681 votes; A Teacher, 831,250; Bayan Muna, 784,040; 1-Care, 731,226; Akbayan, 680,159; AKB, 619,427; Gabriela, 597,959; OFW Family, 593,485; Abono, 584,088; and Senior Citizens, 552,709.

As the canvassing of votes for the party-list groups resumed, a poll watchdog on Monday called on the Commission on Elections (Comelec) to account for the 23.67 percent of election returns (ERs) that had not been electronically tabulated because of transmission glitches.

Purported technical gremlins halted the quick count conducted by the Parish Pastoral Council for Responsible Voting (PPCRV), as well as the canvassing of votes for the senatorial race, with the Comelec resorting to the use of the so-called “grouped canvass reports” to tally votes for senators instead of the official certificates of canvass (COCs).

America's debt misses the list

While the U.S. public debt didn't make the top five, don't think America is in a better spot. The IMF estimates American debt to be 108% of GDP and expects that number to fall to just 106% by 2018. The U.S.'s slow but steady rise out of the recession should help lessen the debt's impact, but if the country doesn't get a grip on its debt soon, America could well rise up the ranks of the debtors.

No. 1: Japan, 245% Debt/GDP

The world's most debt-burdened nation is also home to 2013's best stock market. Here's a debt crisis that investors can get behind.

Japan's debt isn't so much the product of recession -- as with the European nations above -- as it is a consequence of the country's two decades of stagnation combined with new Prime Minister Shinzo Abe's ultra-aggressive stimulus tactics. Abe's hope is that easy money will ignite the Japanese economy after years of sluggish growth, which would help ease this inordinately high debt. If the plan fails, however, Japan will be stuck with a monster debt just in time for an aging population to tax social systems to the brink. That's a bad combination for this economy's future.

In the meantime, however, investors have plenty to gain across the Pacific. Abe's stimulus is great news for the country's financial sector, and brokerage firms such as Nomura Holdings (NYSE: NMR) have capitalized on Japanese stocks' wild gains. With the yen weakening against the dollar, investors continue to pour money into Japanese stocks -- a cycle that will continue to fuel Nomura's success and reward the firm's shareholders. The company recorded its best quarterly profit in seven years last quarter, and while Nomura's stock certainly isn't cheap right now, it has a bright future so long as this rally continues.

No. 2: Greece, 179% Debt/GDP

Ah, Greece. We were all wondering when Europe's most notorious debt-plagued economy would show up. The Mediterranean nation ranks first in debt among the recession-wallowing continent. The eurozone recently "commended" Greece's fiscal performance in 2012, but don't let that fool you: The Greek economy contracted 5.3% in the first quarter. Harsh austerity measures should help drag down this debt, as the IMF forecasts Greek debt to sink to 144% of GDP by 2018, but those same measures have driven up unemployment to an eye-popping 27%.

Select Greek stocks have done well in the past year, but this is undoubtedly a risky region for investors. Even global Greek stocks such as Navios Maritime (NYSE: NM  ) , which has gained 35% this year and offers an enticing 5.1% dividend at a low payout ratio, face plenty of challenges. Navios is still plagued by the Baltic Dry Index's nosedive, as well as a substantial 105% debt-to-equity ratio. Until shipping rebounds, Navios and its fellow Greek shippers won't be tossing lifesavers to anyone's portfolio.

No 3: Italy, 130% Debt/GDP

Let's have a big hand for Italy, Europe's third-largest economy -- and the third-most-indebted top-50 economy in the world. While nations such as Spain and Cyprus have dominated the debt talk in Europe, Italy has slowly dug itself into a giant hole. By posting a seventh straight quarter of economic contraction to start 2013, Italy now finds itself in its longest recession since the country began keeping quarterly economic records in 1970. Throughout the turmoil, Italy's debt has steadily climbed, rising 10 percentage points in the last two years as the Italian government attempts to keep its economy from sinking even further.

There's little to like here for investors. The iShares MSCI Italy Index (NYSEMKT: EWI  ) ETF dove earlier this year with the nation's tumultuous election. While it has recovered since and has posted 30% gains over the past 52 weeks, the Italy ETF has lost 1.3% this year. Italy's economic woes and this ETF's performance aren't one and the same, however. If the European Central Bank continues to lower interest rates as it has in the past, this ETF could rise even as the nation's recession lingers on. However, Italy's a risky proposition at best, and with other, more stable markets surging, there's no reason to take a flier on this pick.

In short, don't expect Italy's debt to come down much in coming years -- nor should you expect its economy to please any economists. The IMF predicts Italian debt to fall less than 7 percentage points over the next five years.

No. 4: Portugal, 122% Debt/GDP

Spain's neighbor on the Iberian Peninsula hasn't had it any easier throughout the European debt crisis. The recession has crushed the Portuguese economy despite the country's ongoing bailout program, and debt has been racked up despite the country's harsh austerity program designed to rein in spending. Portugal's government recently proposed a new stimulus program, but while that could help the country's lagging businesses, it won't help bring down its skyrocketing debt. With more public-sector job cuts on the table, unemployment at 18%, and GDP expected to fall 2% this year, this country's far from a turnaround.

Investors, stay away. While Portugal Telecom's (NYSE: PT  ) hefty 5.4% dividend yield and recent moves into developing nations such as China and Brazil might lure investors looking for a beaten-down stock to buy cheap, this pick's anything but ready to rise. Thecompany's Portuguese-based revenue has fallen substantially recently, along with its return on equity. If you're looking for a turnaround candidate, Portugal's floundering economy is one of the last places you should look.
#23433
No. 5: Ireland, 122% Debt/GDP

Kicking things off in fifth place is Ireland, one of the hardest-hit nations in the recession. The crisis slammed the country's GDP and devastated the country's economy; Irish unemployment still lingers above 14% five years after the depths of the recession. Despite the eurozone's recession, however, hope remains for Ireland: The European Commission expects Ireland's GDP to grow 1.1% this year, the third-fastest rate in the eurozone. By 2015, the IMF expects Ireland's unemployment rate to fall below 13% -- not good, but progress nonetheless.

Despite the bleak reality of the Irish economy, investors have capitalized on at least one of Ireland's top stocks. The Bank of Ireland (NYSE: IRE  ) has dropped nearly 98% over the past five years, but the stock has gained more than 92% over the past year. Should you invest in this beaten-down riser? Probably not. While this stock has done well lately, Ireland's recovery -- as well as Europe's -- is still too fragile to bet on risky financial picks like this. Stick to larger, less exposed, and less risky financial stocks in Europe if you're tempted by the sector's regional offerings.

Ireland's debt could fall out of the top 5 if the country's growth outpaces spending, but for now, the Irish economy's meager growth ranks among the leaders in one of the worst economic regions on Earth. That's not a sign that this debt will fall meaningfully soon, and the IMF expects Irish debt to remain above 105% of GDP by 2018.

No economic conversation has captured the public's eye quite like the explosion of national debt. From the U.S. to Europe to Asia, leading economies have staved off the worst of the recession by incurring runaway debts that have blossomed to the size of GDP -- or greater.

But which nation is leading this unfortunate race to the debtor's bottom? Among the largest 50 economies worldwide, here are the five most debt-burdened nations, according to IMF estimates for 2013.

Investors beware: These lagging leaders may not be the countries you expected.

• Get a safety package: It’s always a smart idea to have a security solution such as those provided by Kaspersky Lab. These applications provide the best protection from various forms of malicious attacks. Investing in such software would save you a whole lot of money in the long run and reduce your anxiety of ever falling victims to identity thieves.

8)
#23446
• Update your apps: Identity thieves also use the same methods utilized by cybercriminals; they exploit vulnerabilities in software to gain access to computers. Regularly updating your software should prevent cybercriminals from utilizing their vulnerabilities.
#23447
• Act quickly: Much like the social-media presence reaction, if you think you have been the victim of identity or data theft, act fast. Contact your bank, e-mail provider or whichever service has been compromised and get to the bottom of it. Identity theft, usually financially motivated, can have disastrous effects, especially on your credit.
#23448
• Protect your social networks: One of the more insidious forms of identity theft comes from attackers who steal your personal information to create a duplicate social media presence that tricks others into believing they are interacting and exchanging information with you, when in fact they are not. Whether it’s done as a prank or to obtain sensitive data from others, it can result in terrible damage to your reputation.

Prevent this by periodically searching yourself in Google and on Facebook to make sure you are the only you out there. If you’re not, use the appropriate abuse reporting tools for the respective platform and shut it down ASAP.
#23449
• Always know what scams are out there: Online scams come in all forms. Whether it’s easily recognizable, like an email from a member of an African royal family who wants to give you millions of dollars, or something seemingly trustworthy like a password reset notification that appears to be sent by your credit card company, be equally suspicious of any online communicationâ€"by e-mail or social mediaâ€"that asks you for personal information or to download a document or even to click through to a new web page. Always be vigilant and skeptical.
#23450
• Don’t store financial data: It’s really convenient to keep your credit card number and billing address stored in every website you use to shop for things online, but because security breaches of web sites are disturbingly common, play it safe and don’t do it. It’ll be worth the extra minute it takes to add that information each time you check out. Always properly exit web sites where you’ve used your credit card or other payment methods, especially if you’ve used a public PC.
#23451
Kaspersky Lab provided several tips to effectively fight identity theft:

• Practice good password security: Strong passwords are critical; they should be long combinations of letters, numerals and non-alphanumeric symbols; never use names or words found in a dictionary. Change the passwords as frequently as you can. Use different (and dissimilar) logins for each online account, and create separate e-mail accounts to which you link only your online finances.
#23452
In the Philippines there have been many reports of identity theft against individuals or companies. But because there are no specific agencies that could do tracking, victims often end up pursuing the long process of resetting their passwords in their PCs, bank accounts, and other areas where they have stored personal data, often daunting tasks. As such, data on how many victims there are or how much has been lost to identity theft remains elusive.

A number of methods can be employed to reduce the chances of ever becoming victims against identity thieves. Most of these methods are common sense but as criminals use ever more sophisticated processes, it becomes apparent that ordinary computer users must also utilize other means of protecting against them.
#23453
Indeed, identity theft is a huge problem. Despite the obvious prevalence of identity theft, absolute data is very difficult to acquire largely because most victims fail to report the issue. Thieves are also often difficult to track because they use sophisticated processes of using “zombie” networks that hide their true locations.

In a recent blog post from Kaspersky Lab, it cited an annual study performed by California-based Javelin Strategy and Research which shows that in the US alone, around 12.6 million people fell victim to identity theft in 2012, losing at least $21 billion.
#23454
The information is then used in a variety of ways such as selling it to other criminal organizations, for blackmail, or in the case of those whose credit card accounts were stolen, to make purchases without the knowledge of the credit card owner.

In most cases, victims actually don’t know they were or are still victims especially when their PCs remain unprotected by legitimate security applications. Many victims of identity thieves tend to lose large amounts of money or even damage their reputation. Some victims become targets for blackmail or their data become “hostage” unless they pay off the criminals.
#23455
These data can be anything, from school or government records, medical reports, financial accounts, company-related information, e-mail addresses of other people who could also be targeted, among others.

There are many ways of acquiring personal information illegally, though the Internet has become a common tool for criminals to do identity theft. Some criminals use malicious software to infect unprotected PCs, the malware searches for every personal data in the infected PC, which are then sent to the original source of the malware.

SECURE content and threat-management solutions provider Kaspersky Lab urges the public to be more vigilant in protecting their personal details to prevent identity theft.

Identity theft is an act wherein a person or a group of persons wrongfully obtain and utilize personal and often crucial information from other people, often for financial gains.

In her book Self-Analysis (1942), Horney outlined the 10 neurotic needs she had identified:

1. The Neurotic Need for Affection and Approval

This needs include the desires to be liked, to please other people, and meet the expectations of others. People with this type of need are extremely sensitive to rejection and criticism and fear the anger or hostility of others.

2. The Neurotic Need for a Partner Who Will Take Over One’s Life

These involve the need to be centered on a partner. People with this need suffer extreme fear of being abandoned by their partner. Oftentimes, these individuals place an exaggerated importance on love and believe that having a partner will resolve all of life’s troubles.

Well-adjusted individuals utilize all three of these strategies, shifting focus depending on internal and external factors. So what is it that makes these coping strategies neurotic? According to Horney, it is the overuse of one or more of these interpersonal styles. Neurotic people tend to utilize two or more of these ways of coping, creating conflict, turmoil, and confusion.

These 10 neurotic needs can be classed into three broad categories:

1.Needs that move you towards others.

These neurotic needs cause individuals to seek affirmation and acceptance from others and are often described as needy or clingy as they seek out approval and love.

2.Needs that move you away from others.

These neurotic needs create hostility and antisocial behavior. These individuals are often described as cold, indifferent, and aloof.

3.Needs that move you against others.

These neurotic needs result in hostility and a need to control other people. These individuals are often described as difficult, domineering, and unkind.

According to Horney, basic anxiety (and therefore neurosis) could result from a variety of things including, " . . . direct or indirect domination, indifference, erratic behavior, lack of respect for the child's individual needs, lack of real guidance, disparaging attitudes, too much admiration or the absence of it, lack of reliable warmth, having to take sides in parental disagreements, too much or too little responsibility, over-protection, isolation from other children, injustice, discrimination, unkept promises, hostile atmosphere, and so on and so on" (Horney, 1945).

Psychoanalytic theorist Karen Horney developed one of the best known theories of neurosis. She believed that neurosis resulted from basic anxiety caused by interpersonal relationships. Her theory proposes that strategies used to cope with anxiety can be overused, causing them to take on the appearance of needs.
