“In case there is a problem we look into that very carefully but we do regular auditing of all our projects. We hire accounting firms to do that,” Ledoux said.

“You notice you have not heard about any problems in the two years I have been here regarding development,” he said.

Meanwhile, European Union Ambassador Guy Ledoux said the use of their aid to the Philippines had not encountered any problem. “As for the EU, we have not identified problems in the management of EU funds,” said Ledoux, who opened yesterday the 2nd EU-Philippines Meeting on Energy at the New World Hotel in Makati.

He explained that the EU applies the same standard and conducts regular auditing of all its projects implemented by government agencies and NGOs in every country that receives assistance from the EU.

French Prime Minister Jean-Marc Ayrault, who visited the Philippines in October 2012, also met Binay in Paris. France is the world’s fifth largest economy. It has an advanced industrial economy, with a strong base in manufacturing, particularly in automotives and aerospace.

France is one of the Philippines’ partners in development assistance. It has expressed interest in cooperating with the Philippines on climate change programs and disaster risk reduction management.

Del Rosario and Fabius would meet for the first time and discuss issues of common concern, in particular enhancement of cooperation in areas of trade and investment and socio-cultural exchanges. Both sides are expected to share information about developing tourism and improvements in tourism infrastructure.

Del Rosario’s visit to France follows the visit of Vice President Jejomar Binay in April this year as President Aquino’s representative to the opening of the Exhibition on Philippine pre-colonial art at the Musée du Quai Branly.

Other blacklisted countries are Costa Rica, Dominica, Lebanon, Liberia, Panama, Switzerland, Trinidad and Tobago, the United Arab Emirates and Vanuatu.

The Department of Foreign Affairs announced Del Rosario would leave last night for Paris to meet with his counterpart, French Foreign Minister Laurent Fabius.

During his visit, Del Rosario will reiterate President Aquino’s invitation for French President Francois Hollande to visit the Philippines.

The report said France blacklisted the Philippines and 16 other countries that do not help investigate foreign aid fraud, banning the use of their banks to help distribute development funds.

The blacklist expanded on an already established register of eight “non-cooperative states and territories” including Botswana, Brunei, Guatemala, Nauru and the Philippines.
#23115
He said the French foreign minister made a full denial of the report.

“With relevance to the aforementioned blacklist, we have in fact been informed that there is a new list and this list does not include the Philippines,” Del Rosario said.

He explained that the mistake apparently arose from an interview of a civil servant by a French newspaper.

MANILA, Philippines - The Philippines is no longer included in a new list of countries that have been blacklisted by France due to foreign aid fraud, Foreign Affairs Secretary Albert del Rosario said yesterday.

Del Rosario made the statement after seeking clarification from the French government.

“On the news that France blacklisted the Philippines over foreign aid fraud, I have sought clarification with the French government and have been officially advised that this information is totally inaccurate,” Del Rosario said.

But why am I still looking for a golden age?
You tell me that I ought to have a golden wage
Every time I look up at that blurry sun
All I think about are bodies floating up
Everybody ought to get that special glance
Why does dawn leave everybody home with chance?
It makes me wonder how I even wrote this song
Does this not occur to almost everyone?

"We will listen to the pitches. Until it gets to the APEC NOC, no decision will be made. Other economies will also be inspecting the venues," he said.

Meanwhile, Luz said APEC 2015 will also try to showcase the country's culture and cuisine.

"They know that it is more fun in the Philippines.  We will be showcasing our culture. Every APEC country is keen in projecting its culture," he said. The Philippines first hosted an APEC Leaders’ Summit in 1996.
#23128
"We are looking but have not decided. We cannot immediately announce the chosen venues for security reasons," he said.

According to Luz, the NOC is looking at either October or November 2015 to host the APEC leaders meeting.

"The summit itself will either be in November or October. The Philippines will be hosting meetings in nine to 10 venues. It would be Manila plus nine," he said.

Luz said that it is possible that one venue could play host to more than one meeting.
#23129
On Monday, Albay, Bacolod, Boracay, Clark and Subic presented their "pitches" on their capacities to hold the meetings. Yesterday, Cebu, Tagaytay, Iloilo and Davao presented theirs. Metro Manila has yet to schedule its presentation before the APEC National Organizing Council (NOC) Secretariat.

Guillermo "Bill" Luz, Private Sector Co-Chairman of the National Competitiveness Council which is helping the APEC NOC said the decision on the final APEC hosting venues for Senior Officials Meetings and Sectoral Ministerial Meetings will be announced by the 2015 APEC NOC next month.

Luz said the NOC is very careful in announcing the possible venues of the meetings for security reasons.
#23130
During this period, there will be four Senior Officials' Meetings (2to 3 days) and related Working Group meetings (17 days);  eight Sectoral Ministerial Meetings (2-3 days), three regular Ministerial Meetings (2-3 days each), the APEC Economic Leaders' Meeting (7 days); APEC Business Advisory Council Meeting (3-4 days); and the APEC CEO Summit (2-3 days).

An estimated of 24,000 participants from the 21 member economies will be expected to attend all the meetings.

Meanwhile, the organizers of the APEC 2015 summit has still yet to finalize the list of potential venues for the meetings.
#23131
"We have chosen to focus on these sectoral ministerial meetings because we think these could help push the economy forward. We are using academic researchers to do policy research and identify the areas that need improvements," said Del Rosario.

Del Rosario clarified that the Oceans Ministerial Meeting will focus on marine and fisheries matters and not on maritime issues. The ministerial meeting will be hosted by the Department of Agriculture, Bureau of Fisheries and Aquatic Resources and the Department of Environment and Natural Resources.

The Philippines will be hosting the APEC 2015 ministerial and high level meetings from December 2014 to November 2015.

MANILA, Philippines - The eight sectoral ministerial meetings in the Asia Pacific Economic Cooperation (APEC) Leaders’ Summit in 2015, which the Philippines will be hosting, could help move the country's economy forward, the Department of Foreign Affairs (DFA) said Tuesday.

At the APEC 2015 site selection briefing at the Asian Institute of Management in Makati, DFA Undersecretary for International Economic Relations Laura del Rosario told reporters that the country has chosen to host the sectoral ministerial meetings on education, energy, food security, small and medium scale industry, oceans, science and technology, transportation and women and the economy.

The head of the hospital, Wu Xinhong, said the infant was healthy and ready to be released.

"His condition is good but his relatives have not come to pick him up yet," he told AFP.

Police have said the mother was in serious condition due to complications from the delivery, while authorities were still looking for the baby's father.
#23135
"Our investigations showed it was an accident," a local police officer who declined to be named told AFP, and confirmed the mother will not be prosecuted. She refused to give further details.

The incident triggered hundreds of thousands of comments on China's hugely popular weibos, services similar to Twitter, with users astonished by the circumstances and expressing good wishes for the baby.

From the time he was found until when he was taken out, the 2.3-kilogram (five-pound) baby was stuck in the tube for two to three hours, authorities and media reports said previously.

He suffered some cuts to his face and limbs and was put in an incubator at the Pujiang People's Hospital, they said, where nurses dubbed him "Baby No 59" after the machine's number.

BEIJING, May 29, 2013 (AFP) - The fall of a newborn baby into a toilet pipe in China was accidental and his mother will not be prosecuted, local officials said Wednesday, adding the boy is healthy.

The mother, 22 and unmarried, had kept her pregnancy secret and gave birth unexpectedly when she went to the lavatory on Saturday.

The newborn fell into the squat toilet and became stuck in the tube, police in Jinhua in the eastern province of Zhejiang said earlier.

Firefighters and doctors spent nearly an hour taking a section of the 10-centimetre (four-inch) diameter pipe apart piece by piece with pliers and saws before they could recover the boy, whose placenta was still attached, said previous media reports.

The Philippine eagle is one of the largest and most endangered eagles in the world. The raptor is currently documented on just four Philippine islandsâ€"Mindanao, Luzon, Leyte, and Samar. Scientists estimate that perhaps only a few hundred pairs remain in the wild.

With a wingspan of nearly seven feet and a weight of up to 14 pounds, the species, Pithecophaga jefferyi, casts an impressive shadow as it soars through its rain forest home. Its long tail helps it skillfully maneuver while hunting for its elusive prey, like flying lemurs or palm civets.

But securing prey has become increasingly difficult for one of the world’s largest raptors: Continued deforestation due to logging and development in the Philippines has pushed the eagle to the brink of extinction. Today those that remain struggle to find enough food and habitat to survive. Though some of these resourceful birds have adjusted to the reduced surroundings, development continues to threaten their existence.

Conservationists are dedicated to providing the national bird a secure home. The Philippine Eagle Foundation on Mindanao hopes to save the species from extinction through its conservation and education efforts. Officially established in 1987, the center’s captive-breeding program has raised 21 birds over the past two decades. --Christy Ullrich

Description

The Philippine Eagle's nape is adorned with long, brown feathers that form a shaggy crest. These feathers give it the appearance of possessing a lion's mane, which in turn resembles the mythical griffin. The eagle has a dark face and a creamy-brown nape and crown. The back of the Philippine Eagle is dark brown, while the underside and underwings are white. The heavy legs are yellow, with large, powerful dark claws, and the prominent large, high-arched, deep beak is a bluish-gray. The eagle's eyes are blue-gray. Juveniles are similar to adults except their upperpart feathers have pale fringes.

The Philippine Eagle is typically reported as measuring 86â€"102 cm (2.82â€"3.35 ft) in total length, but a survey of several specimens from some of the largest natural history collections in the world found the average was 95 cm (3.12 ft) for males and 105 cm (3.44 ft) for females. Based on the latter measurements, this makes it the longest extant species of eagle, as the average for the female equals the maximum reported for the Harpy Eagle and Steller's Sea Eagle. --Wiki

The Philippine Eagle was known initially as the Philippine Monkey-Eating Eagle because it was believed to feed on monkeys (the only monkey native to the Philippines is the Philippine long-tailed macaque) almost exclusively; this has proven to be inaccurate.

The Philippine long-tailed macaque

#23166
Philippine Eagles primarily use two hunting techniques. One is still-hunting, in which it watches for prey activity while sitting almost motionlessly on a branch near the canopy. The other is perch-hunting, which entails periodically gliding from one perch to another. While perch-hunting, they often work their way gradually down from the canopy on down the branches and, if not successful in find prey in their initial foray, will fly or circle back up to the top of the trees to work them again. Eagles in Mindanao often find success using the latter method while hunting flying lemurs, since they are nocturnal animals which try to use camouflage to protect them by day. Eagle pairs sometimes hunt troops of monkey cooperatively, with one bird perching nearby to distract the primates, allowing the other to swoop in from behind, hopefully unnoticed, for the kill. Since the native macaque is often around the same size as the eagle itself, it is a potentially hazardous prey, and eagles have been reported to suffer broken legs after struggling with a monkey. --Wiki
#23167
Prey specimens found at the eagle's nest have ranged in size from a small bat weighing 10 g (0.35 oz) to a Philippine deer weighing 14 kg (31 lb). The primary prey varies from island to island depending on species availability, particularly in Luzon and Mindanao, because the islands are in different faunal regions. For example, the tree squirrel-sized Philippine flying lemurs, the preferred prey in Mindanao, are absent in Luzon. The primary prey for the eagles seen in Luzon are monkeys, birds, flying foxes, giant cloud-rats Phloeomys pallidus which can weigh twice as much as flying lemurs at 2 to 2.5 kg (4.4 to 5.5 lb), and reptiles such as large snakes and lizards. The flying lemur could make up an estimated 90% of the raptor's diet in some locations. While the eagles generally seem to prefer flying lemurs where available, most other animals found in the Philippines, short of adult ungulates and humans, may be taken as prey. This can include Asian palm civets (12% of the diet in Mindanao), macaques, flying squirrels, tree squirrels, fruit bats, rats, birds (owls and hornbills), reptiles (snakes and monitor lizards), and even other birds of prey. They have been reported to capture young pigs and small dogs.

The Philippine Eagle was known initially as the Philippine Monkey-Eating Eagle because it was believed to feed on monkeys (the only monkey native to the Philippines is the Philippine long-tailed macaque) almost exclusively; this has proven to be inaccurate. This may be because the first examined specimen was found to have undigested pieces of a monkey in its stomach. Like most predators, the Philippine Eagle is an opportunist that takes prey based on its local level of abundance and ease. It is the apex predator in its range.

The Philippine Eagle (Pithecophaga jefferyi), also known as the Monkey-eating Eagle, is an eagle of the family Accipitridae endemic to forests in the Philippines. It has brown and white-coloured plumage, and a shaggy crest, and generally measures 86 to 102 cm (2.82 to 3.35 ft) in length and weighs 4.7 to 8.0 kilograms (10 to 18 lb). It is considered the largest of the extant eagles in the world in terms of length, with the Steller's Sea Eagle and the Harpy Eagle being larger in terms of weight and bulk. Among the rarest and most powerful birds in the world, it has been declared the Philippine national bird. It is critically endangered, mainly due to massive loss of habitat due to deforestation in most of its range. Killing a Philippine Eagle is punishable under Philippine law by 12 years in jail and heavy fines. --Wiki

But recently they've grown even more popular because of celebrities. Much like our desire to, oh, get Blake Lively's beachy waves, men in the Middle East aspire to look like the Turkish TV stars who are becoming idols throughout the region: Tulunay told Turkey's Hurriyet Daily News that men are bringing in photos of their favorite celebs and requesting certain mustache styles.

He added, “Due to the large demand, we have signed partnership agreements with agencies in Dubai and Iraq and have opened representative offices in Europe. Our patients book tourists packages and while they have the implants, their families are able to vacation in Turkey, thereby contributing to Turkey’s tourism sector."

Mustache implant tourism -- who knew?

Several plastic surgeons tell CNN that they're performing more mustache implants than ever. Turkish surgeon Selahattin Tulunay says he now performs around 60 follicular unit extraction surgeries a month, and a Paris-based surgeon says men from Turkey, the United Arab Emirates, Iran and Lebanon traveling to France to get their procedures done. "My impression is more and more they want to establish their male aspect," he says to CNN.

In other words, mustaches = masculinity. The symbolic meaning isn't new -- mustaches have long been valued in Arab culture as signs of grit, maturity, wisdom and virility. Arab leaders from Saddam Hussein and Yassir Arafat to Syrian President Bashar al-Assad and Turkish Prime Minister Recep Tayyip Erdogan have all sported them. (And in 2008, Hamas militants abducted a Fatah member and unceremoniously shaved off his mustache as a sign of disrespect.) Men with mustaches clearly command power and admiration.

Mustache Implants On The Rise In Middle East As Men Seek To Emulate Famous Arab Figures
The Huffington Post  |  By Ellie Krupnick Posted: 11/29/2012 1:43 pm EST Updated: 12/01/2012 3:06 pm EST

When the men in our lives ponder growing mustaches, they're met with reactions ranging from kindhearted skepticism to biting ridicule (we're usually dishing out the latter). Here in the U.S., mustaches are typically reserved for hipsters, earnest Movember participants, your very uncool uncle or Ron Swanson.

But over in the Middle East, mustaches are all the rage. CNN reports that the desire for a bold mustache has jumped remarkably among Middle Eastern men in the past five years to the point that men are undergoing surgery to attain the perfect 'stache in order to emulate powerful Arab public figures.

The child is in a stable condition and the police are looking for his parents, state television added.

The case has been widely discussed on China's Twitter-like service Sina Weibo due to the graphic nature of the footage, with calls for the parents to be severely punished.

"The parents who did this have hearts even filthier than that sewage pipe," wrote one user.

There are frequent reports in Chinese media of babies being abandoned, often shortly after birth, a problem attributed variously to young mothers unaware they were pregnant, the birth of an unwanted girl in a society which puts greater value on boys or China's strict family planning rules.

In the latest case the infant was found in the sewage pipe in a residential building in Jinhua in the wealthy coastal province of Zhejiang on Saturday afternoon after residents reported the sound of a baby crying, state television said late on Monday.

Firefighters had to remove the pipe and take it to a nearby hospital, where doctors carefully cut around it to rescue the baby boy inside, the report said.

"The bolt," she cried, loudly.  "Come down.  I can't reach it."

But her husband was on his hands and knees groping wildly on the floor in
search of the paw.  If he could only find it before the thing outside got
in.  A perfect fusillade of knocks reverberated through the house, and he
heard the scraping of a chair as his wife put it down in the passage
against the door.  He heard the creaking of the bolt as it came slowly
back, and at the same moment he found the monkey's paw, and frantically
breathed his third and last wish.

The knocking ceased suddenly, although the echoes of it were still in the
house.  He heard the chair drawn back, and the door opened.  A cold wind
rushed up the staircase, and a long loud wail of disappointment and
misery from his wife gave him courage to run down to her side, and then
to the gate beyond.  The street lamp flickering opposite shone on a quiet
and deserted road.

"It's my boy; it's Herbert!"  she cried, struggling mechanically.
"I forgot it was two miles away.  What are you holding me for?  Let go.
I must open the door.

"For God's sake don't let it in," cried the old man, trembling.

"You're afraid of your own son," she cried, struggling.  "Let me go.  I'm
coming, Herbert; I'm coming."

There was another knock, and another.  The old woman with a sudden wrench
broke free and ran from the room.  Her husband followed to the landing,
and called after her appealingly as she hurried downstairs.  He heard the
chain rattle back and the bottom bolt drawn slowly and stiffly from the
socket.  Then the old woman's voice, strained and panting.

His wife sat up in bed listening.  A loud knock resounded through the
house.

"It's Herbert!"  she screamed.  "It's Herbert!"

She ran to the door, but her husband was before her, and catching her by
the arm, held her tightly.

"What are you going to do?"  he whispered hoarsely.

The matches fell from his hand and spilled in the passage.  He stood
motionless, his breath suspended until the knock was repeated.  Then he
turned and fled swiftly back to his room, and closed the door behind him.
A third knock sounded through the house.

"What's that?"  cried the old woman, starting up.

"A rat," said the old man in shaking tones--"a rat.  It passed me on the
stairs."

Neither spoke, but lay silently listening to the ticking of the clock.  A
stair creaked, and a squeaky mouse scurried noisily through the wall.
The darkness was oppressive, and after lying for some time screwing up
his courage, he took the box of matches, and striking one, went
downstairs for a candle.

At the foot of the stairs the match went out, and he paused to strike
another; and at the same moment a knock, so quiet and stealthy as to be
scarcely audible, sounded on the front door.

The talisman fell to the floor, and he regarded it fearfully.  Then he
sank trembling into a chair as the old woman, with burning eyes, walked
to the window and raised the blind.

He sat until he was chilled with the cold, glancing occasionally at the
figure of the old woman peering through the window.  The candle-end,
which had burned below the rim of the china candlestick, was throwing
pulsating shadows on the ceiling and walls, until, with a flicker larger
than the rest, it expired.  The old man, with an unspeakable sense of
relief at the failure of the talisman, crept back to his bed, and a
minute or two afterward the old woman came silently and apathetically
beside him.

Even his wife's face seemed changed as he entered the room.  It was white
and expectant, and to his fears seemed to have an unnatural look upon it.
He was afraid of her.

"Wish!"  she cried, in a strong voice.

"It is foolish and wicked," he faltered.

"Wish!"  repeated his wife.

He raised his hand.  "I wish my son alive again."
