No less than the United States government, through its embassy in Manila, warned American nationals in the Philippines to refrain from using Philippine-based carriers due to "serious concerns" about the Air Transportation Office's (ATO) alleged mishandling of the aviation industry.

"Whenever possible, Americans traveling to and from the Philippines should fly to their destinations on international carriers from countries whose civil aviation authorities meet international aviation safety standards for the oversight of their air carrier operations under the FAA's International Aviation Safety Assessment program," a statement from the US embassy Web site (manila.usembassy.gov) said.

The January 15 warning, coursed through the embassy's "Warden System" said the information was transmitted as a "public service" to Americans in the Philippines.

The warning stemmed from a Dec. 26, 2007 advisory from the US Federal Aviation Administration (FAA).

"[The FAA] has revised the Philippines' aviation safety oversight category from Category 1 to Category 2 due to serious concerns about the Philippine Air Transportation Office's oversight of air carrier operations," the FAA said.

Category 2 indicates that the FAA has assessed the Philippine government's civil aviation authority as not being in compliance with International Civil Aviation Organization (ICAO) safety standards for the oversight of air carrier operations.

"While in Category 2, Philippine air carriers will be permitted to continue current operations to the United States, but will be under heightened FAA surveillance," the advisory added.

In reaction...
The Philippine government, meanwhile, ordered an air safety audit after a downgrading by US regulators hit its national flag carrier, a senior official said Wednesday.

It followed an announcement by the FAA that it had downgraded the country's ratings from Category 1 to Category 2 to reflect safety concerns.

The revision affects Philippine Airlines (PAL), the only Filipino airline that flies to the United States -- routes which account for 30 percent of its operating revenues.

Among the FAA's concerns were outdated aviation regulations, poor training programs for safety inspectors, and sub-standard licensing for air frame and engine inspectors.

PAL said the FAA downgrade meant it would not be allowed to fly to new US cities or change the type of aircraft used on existing US destinations.

In a statement, Transportation and Communications Secretary Leandro Mendoza said he had ordered a review into the deficiencies identified by the FAA, and vowed to rectify the problems.

He said the ATO, which is responsible for regulating air safety in the Philippines, was working with experts from the ICAO to address the problems.

Mendoza promised the government would "tap its available resources" to provide the solutions.

"In effect the ATO has addressed and [is] continuously addressing the other deficiencies as per the FAA safety audit," he said.

He also urged Congress to speed up passage of a bill that would create a civil aviation authority of the Philippines to replace the ATO.

PAL said Tuesday that the Category 2 rating bars it from increasing its 33 flights a week to the US and its territories, and from changing the type or increasing the number of aircraft on those routes.

The rating will also negatively impact PAL's plans to open service to San Diego, Chicago, New York and Saipan.

PAL currenty flies 33 times a week to US, particularly to Los Angeles (11 flights), San Francisco (9), Las Vegas via Vancouver (5), Honolulu (3) and Guam (5).

Travel agencies: RP will feel pinch
The Philippine Travel Agencies Association (PTAA), meanwhile, warned that the downgrade in rating given by the FAA may curb growth of the country's tourism sector.

In a statement, PTAA said that the move poses serious effect on traffic between the Philippines and the US.

"At a time when the Philippines is experiencing positive growth in tourism arrivals, this recent development will serve to curtail some of the gains made by the Department of Tourism and the tourism private sector in the North American market."

Arrivals from North America constituted the third-largest group that visited the Philippines last year, PTAA said.

PTTA urged the government to take necessary steps to rectify the lower rating given by the US aviation regulator to the Philippines.

The country was included in the FAA's list of 21 countries that failed to "provide safety oversight of its air carrier operators in accordance with the minimum safety oversight standards established by the International Civil Aviation Organization."

The country's Category 1 rating was downgraded to Category 2, which means that the Philippine aviation industry has no sufficient qualified personnel, infrastructure and equipment. With a report from Agence France-Presse

Beverly Hills, CA - Juan Manuel Marquez (43-3-1, 35KO), the reigning WBC super featherweight champion, today met face to face the challenger for his title, Manny Pacquiao (48-3-2, 24KO) for the first time this year. The duo met in what appears to be the very first of a series of press conferences planned by Bob Arum and Golden Boy Promotions to hype the fight on March 15, 2008 at the Mandalay Bay Resort and Casino in Las Vegas.

The fight is dubbed by the promoters as “Unfinished Business”, highlighting the fact that when the two gladiators first met in May 24, 2004, the fight ended in a draw. Their March 15th fight will address the “unfinished business” and determine what Lupe Contreras, the voice of Solo Boxeo refers to as “quien el mas macho”? In other words, who is the better man and thus the last man standing.

Marquez and Pacquiao met at a press conference at the famed Beverly Hills Hotel located along Sunset Boulevard in the glitzy west side of Los Angeles. Bob Arum, the head honcho of Bob Arum Promotions and Richard Schaefer, the CEO of Golden Boy Promotions were the hosts of the affair. The press con which included a fancy lunch was well attended by members of the Los Angeles media as well as out-of-town and international scribes and photographers.
To their credit, both Marquez and Pacquiao acted in gentlemanly manner avoiding harsh words that were oftentimes heard when the combatants have great disrespect for each other, like Fernando Vargas and Ricardo Mayorga.

The March 15th bout will be televised by HBO PPV. It is a much anticipated rematch that is generating world-wide interest. It also carries a potential to break the all time PPV record.

Richard Schaefer of the Golden Boy Promotions indicated in no uncertain words that even if Marquez was the defending champion and thus by common rule should be paid more the challenger, he agreed to terms that heavily favored Pacquiao revenue-wise because he wanted to show the world “ what Mexican fighters are all about”.

Marquez wanted to show the world that he can do much better than Morales, Barrera, Solis, Larios and Velasquez, top-notched Mexican fighters who are prominent in the “victims” list of Pacquiao.

Quotes from the Press Conference:

Manny Pacquiao:

“I thank God for the great opportunity to speak before you again. I also like to thank Bob Arum and the Golden Boy Promotions for this opportunity”.

“I have to win this fight as we have many plans for more and bigger fights this year”

Jaime Quintana of Romanza Boxing:

“You will see a great, great fight”

Nacho Beristain (Marquez trainer)

“ We won’t have the same problem as in 2004. We will give a stronger fight this time”

Richard Schaefer:

“If there is one guy that made this fight happen is Juan Manuel Marquez. He made great concessions to make it happen”. “Thank you Juan, for giving the fight people want”.

Juan Manuel Marquez:

“Now in 2008 you will see a better fighter”

The Philippine Star

For this fight alone, the one against Juan Manuel Marquez on March 15 in Las Vegas, Manny Pacquiao could earn as much as what he got in three fights with Erik Morales.

"This will be the biggest purse for Manny â€" ever," said Pacquiao’s legal adviser, Franklin Gacal Monday, the day the Filipino megastar was scheduled to fly to Los Angeles to train.

"The exact amount I cannot divulge. What I can say is that Manny is very happy," he said.

Gacal made the statement amid reports that Pacquiao’s purse for the WBC super-featherweight title clash with Marquez, set at Mandalay Bay, could reach as much as $8.5 million.

This is equivalent to a mind-boggling P348 million.

If this happens, then Pacquiao will surpass his earnings in three fights with Morales, the first in March of 2005 ($1.750 million), then in January ($2 million) and November ($3 million) of 2006.

Pacquiao received something like $3 million for fighting Marco Antonio Barrera last October.

"This will be Manny’s biggest purse simply because we are expecting more pay-per-view buys in this fight. This is a world title fight and we’re expecting a big jump in the PPV sales," he said.

"Bob Arum said he’s looking at 500,000 pay-per- view buys for this title fight, and that’s achievable," said Gacal, adding that the fight contract for the Marquez rematch is all ironed out.

Pacquiao’s three fights with Morales netted a million PPV buys, and the recent one against Barrera close to 350,000 hits.

Pay-per-view for the coming fight is pegged at $49.95 each, and 500,000 buys would translate to almost $25 million. Fifty percent of the amount goes directly to HBO, which handles the sales.

The rest will be divided, not evenly of course, among the fighters in the card, and promoters Top Rank and Golden Boy. This does not include a million dollars more in gate receipts and merchandise.

Pacquiao, a Philboxing.com article added, should get the lion’s share of the amount, or at least 60 percent. And counting his earnings on TV rights in the Philippines, raking in $8.5 million is not really impossible

Close this MANILA, Philippines -- (UPDATE) Barely a month after an oil tanker with Filipino seafarers exploded in Port Harcourt, Nigeria last December, another oil tanker with 21 Filipino seafarers exploded in the same place Sunday, the Department of Foreign Affairs said Monday.

DFA Undersecretary for Migrant Workers Affairs Esteban Conejos said all 21 are safe. He said the Philippine embassy in Nigeria was arranging the repatriation of the seamen.

“We are sending a consular team of two members from Abuja to Port Harcourt,” he said, quoting Philippine Ambassador to Nigeria Masaranga Umpa, who phoned him the sketchy report.

Giving more details and correcting earlier information, DFA spokesman Claro Cristobal said the Filipino seafarers are crew members of M/T Golden Lucy which caught fire in Port Harcourt between 6 a.m. and 7 a.m. January 11 (Nigeria time, which is about five hours behind the Philippines).

“[All 21] are safe and currently billeted in a local hotel. The cause of the fire is being investigated,” he said.

Conejos said he was coordinating with the Philippine Overseas Employment Administration on means to tighten the implementation of the deployment ban to the oil-rich African country.

“We should have, among other things, better dissemination of the ban because some agencies claim they do not know about the ban,” he said.

Asked if his office will ask POEA to ban these manning agencies from sending Filipino seafarers, he said that it is entirely up to the POEA, which has a set of guidelines in dealing with recruiters.

DFA Secretary Alberto Romulo maintained that the total deployment ban in Nigeria and in the countries of Iraq, Afghanistan, and Lebanon remains due to the unstable security condition there.

“The total ban continues…Our aim is to protect our citizens and keep them out of harm’s way. There are other places they can go to where the risks [to their lives] are not as great,” he said.

Last December 19, an oil tanker carrying 19 Filipino seafarers and docked in Port Harcourt was attacked by militants. One of them died of the severe burns he sustained.

CALATAGAN, Batangas -- Residents of Barangay (village) Hukay here caught a whale shark in Pagapas Bay, but later released it, on the advice the fishery officials.

Jessie de los Reyes, chairman of the Municipal Fisheries and Aquatic Resources Management Council (MFARMC) in Calatagan, said the shark, locally known as "butanding," was spotted at about 8 a.m. Saturday. It had apparently become stuck in a fishing net.

De los Reyes said on Sunday he received a text message from Bantay Dagat (Sea Guard) head Rod de Jesus at about 1:30 p.m. on Saturday, informing him that a butanding had been found by Hukay residents.

The group of MFARMC, Bantay Dagat and Philippine National Police Special Action Force went to the area onboard a speed boat to verify the report.

"When we arrived, we saw a rope tied to the whale shark's tail. The fish could not swim freely because it was low tide," De los Reyes said in Filipino.

He said the fishermen who owned the net did not know what kind of fish they caught, prompting them to pull the fish towards the shore.

It took at least four people to drag the shark from the sea because of its size.

The group later found out that the fish was a whale shark, measuring about 5.7 meters long.

De los Reyes said they removed the rope from the shark's tail and released the creature to the sea at about 2 p.m. on Saturday.

"When the whale shark started to flip, it was already strong," he said in Filipino.

"We have been seeing these (whale sharks) before but this was the only time that people were confident enough to drag one to the shore," he added.

Feeding on plankton and small animals, the whale is the largest living fish species in the world.

Despite its vast size, it does not pose any danger to humans.

In Calatagan, whale sharks are often seen from November to April.

During these months, these creatures are observed from 7 a.m. to 10 a.m. and 3 p.m. to 6 p.m. daily, according to De los Reyes.

"It is often trapped inside a large fishing net, particularly that of a commercial fishing boat. When it struggles against the net, the whale shark would eventually get weak and die," he added.

The sale of whale shark's meat also threatens the sea creature's population.

"The meat is usually sold in Navotas, although underground," De los Reyes said.

He stressed the importance of preserving the whale shark to keep the balance in marine ecology.

"If ever a fisherman sees a butanding, we advise him to just let it take its course, watch (the creature) and immediately report to the MFARMC of their town," he added.

MANILA, Philippinesâ€"These snapshots of Manny Pacquiao, labeled “Pambansang Chickboy,” are all over the Net. It has not been confirmed where and when the party was heldâ€"or who the girl in green is. A friend of his earlier said Pacman’s MMFF movie, “Anak ni Kumander,” should instead have been titled, “Takot Kay Kumander,” on account of his wife Jinkee’s reported jealous outbursts. Well, don’t these pics show who really is the boss?

BAGHDAD -- Light snow fell in Baghdad early on Friday in what weather officials said was the first time in about a 100 years.

Rare snowfalls were also recorded in the west and center of Iraq, plunging temperatures to zero degrees Centigrade (32 degrees Fahrenheit) and even colder, an official said.

The snow in Baghdad, which melted as it hit the ground, began falling before dawn and continued until after 9 am, residents said.

"Snow has fallen in Baghdad for the first time in about a century as a result of two air flows meeting," said a statement by the meteorology department.

"The first one was cold and dry and the second one was warm and humid. They met above Iraq."

The director of the meteorology department, Dawood Shakir, told Agence France-Presse that climate change was possibly to blame for the unusual event.

"It's very rare," he said. "Baghdad has never seen snow falling in living memory.

"These snowfalls are linked to the climate change that is happening everywhere. We are finding some places in the world which are warm and are supposed to be cold."

Snow was also reported in the mountainous Kurdish north of the country, where falls are common

JAKARTA--Doctors struggling to prolong the life of former dictator Suharto said Sunday he was in "very critical condition" after suffering multiple organ failure, with his heart and lungs showing further decline.

The 86-year-old's red blood cell level had also dropped and doctors had to clear his breathing pipe following signs it was clogged.

"He is now in very critical condition," Marjo Subiandono, the chief presidential doctor, told reporters. "Almost all of his organs have experienced a decline, especially his heart and lungs."

Suharto, whose 32-year regime was widely regarded as one of the 20th century's most brutal and corrupt, was hospitalized in critical condition on Jan. 4 with anemia and a low heart rate. He initially responded well to a blood transfusion and kidney dialysis, but his condition has fluctuated almost daily since then.

He suffered organ failure and was placed on a ventilator Friday after doctors detected the dangerous, early signs of infection in his lungs. Preparing for the worst, family members and friends rushed to his bedside, some reciting prayers and verses from the Quran.

Suharto's relatives said Sunday they would let doctors decide what measures to take if he deteriorated further, rather than insisting on life-support, Subiandono said.

The retired five-star general was ousted in 1998 amid massive student protests and nationwide riots, opening the way for democracy in this predominantly Muslim nation of 235 million people. He withdrew from public life, venturing from his comfortable villa on a leafy lane in the capital, Jakarta, only to attend family functions or for medical emergencies.

A series of strokes in recent years have left Suharto with permanent brain damage and impaired speech--keeping him from facing trial. He has been accused of overseeing a purge of more than half a million leftist opponents soon after seizing power in a 1965 coup. Hundreds of thousands more were killed or imprisoned in the decades that followed--crimes for which no one has ever been punished.

Transparency International says Suharto and his family also amassed billions of dollars in state funds, an allegation he has denied.

Among the stream of visitors at the hospital in recent days was Indonesian Attorney General Hendarman Supanji, who said the government wanted to settle a civil corruption case against Suharto, seeking US$1.5 billion in damages and funds allegedly stolen from the state.

Lawyers representing the former strongman rejected the proposal and said it was not the proper time to discuss it.

The suit alleges money was channeled from the Indonesian Central Bank through state-owned banks to a Suharto-headed fund called Yayasan Supersemar. The fund was said to finance education scholarships, but the cash was never accounted for.

Question and Answer / Reply: Hillary or Obama???
January 12, 2008, 04:29:34 PM
Apir pud Grazz kay parihas manta ug partido Democratic, piro let gets serios OBAMA is very talented person tan-awa ra gud ning ijang record:

Barack Hussein Obama (pronounced /b??r??k hu??se?n o??b??m?/[1]) (born August 4, 1961) is the junior United States Senator from Illinois and a leading candidate for the Democratic nomination in the 2008 presidential election.[2][3] He is the fifth African American Senator in U.S. history, the third popularly elected African American Senator, and the only African American currently serving in the U.S. Senate.[4]

Born in Honolulu to a Kenyan father and an American mother, Obama grew up in culturally diverse surroundings. He lived most of his early life in Hawaii. From ages six to ten, he lived in Jakarta, Indonesia. A graduate of Columbia University and Harvard Law School, Obama worked as a community organizer, university lecturer, and civil rights lawyer before running for public office. He served in the Illinois Senate from 1997 to 2004, and after a failed bid for the U.S. Congress in 2000, he launched his campaign for U.S. Senate in 2003.

Obama delivered the keynote address at the 2004 Democratic National Convention while still an Illinois state legislator. He was elected to the U.S. Senate in November 2004 with a landslide 70% of the vote in an election year marked by Republican gains.[5][6] As a member of the Democratic minority in the 109th Congress, Obama co-sponsored the enactment of conventional weapons control and transparency legislation, and made official trips to Eastern Europe, the Middle East, and Africa. In the 110th Congress, he has sponsored legislation on lobbying and electoral fraud, climate change, nuclear terrorism, and care for returned U.S. military personnel.

Since announcing his presidential campaign in February 2007, Obama has emphasized ending the Iraq War, increasing energy independence, and providing universal health care as major priorities.[7] He married in 1992 and has two daughters. He has written two bestselling books: a memoir of his youth titled Dreams from My Father, and The Audacity of Hope, a personal commentary on U.S. politics.[8]
State legislature
Obama was elected to the Illinois State Senate in 1996 from the state's 13th District in the south-side Chicago neighborhood of Hyde Park.[32] In 2000, he made an unsuccessful Democratic primary run for the U.S. House of Representatives seat held by four-term incumbent candidate Bobby Rush.[33] He was reelected to the Illinois Senate in 1998 and 2002, officially resigning in November 2004 following his election to the U.S. Senate.[34][35] As a state legislator, Obama worked with both Democrats and Republicans in drafting successful legislation on ethics and health care reform.[36] He sponsored a law enhancing tax credits for low-income workers, negotiated welfare reform, and promoted increased subsidies for child care.[37] Obama also led the passage of legislation mandating videotaping of homicide interrogations, and a law to monitor racial profiling by requiring police to record the race of drivers they stopped.[37][38] During his 2004 general election campaign for U.S. Senate, Obama won the endorsement of the Illinois Fraternal Order of Police, whose president credited him with having been "immensely helpful in working with police organizations" on death penalty reform.[39] He was criticized by a rival pro-choice candidate in the Democratic primary and by his Republican pro-life opponent in the general election for having voted either "present" or "no" on the Illinois Born Alive Infants Protection Act.[36][40]

Keynote address at 2004 Democratic National Convention

Obama wrote and delivered the keynote address at the 2004 Democratic National Convention in Boston, Massachusetts, while still serving as a state legislator.[41] After describing his maternal grandfather's experiences as a World War II veteran and a beneficiary of the New Deal's FHA and G.I. Bill programs, Obama said:

No, people don't expect government to solve all their problems. But they sense, deep in their bones, that with just a slight change in priorities, we can make sure that every child in America has a decent shot at life, and that the doors of opportunity remain open to all. They know we can do better. And they want that choice.

Questioning the Bush administration's management of the Iraq War, Obama spoke of an enlisted Marine, Corporal Seamus Ahern from East Moline, Illinois, asking, "Are we serving Seamus as well as he is serving us?" He continued:

When we send our young men and women into harm's way, we have a solemn obligation not to fudge the numbers or shade the truth about why they're going, to care for their families while they're gone, to tend to the soldiers upon their return, and to never, ever go to war without enough troops to win the war, secure the peace, and earn the respect of the world.

Finally, he spoke for national unity:

The pundits like to slice-and-dice our country into Red States and Blue States; Red States for Republicans, Blue States for Democrats. But I've got news for them too. We worship an awesome God in the Blue States, and we don't like federal agents poking around in our libraries in the Red States. We coach Little League in the Blue States and yes, we got some gay friends in the Red States. There are patriots who opposed the war in Iraq and patriots who supported the war in Iraq. We are one people, all of us pledging allegiance to the stars and stripes, all of us defending the United States of America.[42]

The speech was Obama's introduction to most of America. Its enthusiastic reception at the convention and widespread coverage by national media gave him instant celebrity status.[43]

Senate campaign
Main article: United States Senate election in Illinois, 2004
In 2003, Obama began his run for the U.S. Senate open seat vacated by Peter Fitzgerald. In early opinion polls leading up to the Democratic primary, Obama trailed multimillionaire businessman Blair Hull and Illinois Comptroller Dan Hynes.[44] However, Hull's popularity declined following allegations of domestic abuse.[44] Obama's candidacy was boosted by an advertising campaign featuring images of the late Chicago Mayor Harold Washington and the late U.S. Senator Paul Simon; the support of Simon's daughter; and political endorsements by the Chicago Tribune and Chicago Sun-Times.[45][46] Obama received over 52% of the vote in the March 2004 primary, emerging 29% ahead of his nearest Democratic rival.[47] His opponent in the general election was expected to be Republican primary winner Jack Ryan. However, Ryan withdrew from the race in June 2004, following public disclosure of child custody divorce records containing sexual allegations by Ryan's ex-wife, actress Jeri Ryan.[48] In August 2004, with less than three months to go before election day, Alan Keyes accepted the Illinois Republican Party's nomination to replace Ryan.[49] A long-time resident of Maryland, Keyes established legal residency in Illinois with the nomination.[50] Through three televised debates, Obama and Keyes expressed opposing views on stem cell research, abortion, gun control, school vouchers, and tax cuts.[51] In the November 2004 general election, Obama received 70% of the vote to Keyes's 27%, the largest electoral victory in Illinois history.[52]

Senate career
Obama was sworn in as a Senator on January 4, 2005.[53] In a move considered exceptional for a first-term incoming senator, he recruited Pete Rouse, a 30-year veteran of the Washington political scene and former chief of staff to Senate Democratic Leader Tom Daschle, as his chief of staff.[54] Karen Kornbluh, an economist who was deputy chief of staff to former Secretary of the Treasury Robert Rubin, was hired as Obama's policy adviser.[55] Foreign policy advisers include Samantha Power, author on human rights and genocide, and former Clinton administration officials Anthony Lake and Susan Rice.[56] Obama holds assignments on the Senate Committees for Foreign Relations; Health, Education, Labor and Pensions; Homeland Security and Governmental Affairs; and Veterans' Affairs,[57] and is a member of the Congressional Black Caucus.[58]

Congressional ratings for Senator Obama's votes by a number of interest groups are tracked by Project Vote Smart.[59]

109th Congress
Obama sponsored 152 bills and resolutions brought before the 109th Congress in 2005 and 2006, and cosponsored another 427.[60][61] Obama took an active role in the Senate's drive for improved border security and immigration reform. Beginning in 2005, Obama co-sponsored the "Secure America and Orderly Immigration Act" introduced by Sen. John McCain (R-AZ).[62] He later added three amendments to S. 2611, the "Comprehensive Immigration Reform Act," sponsored by Sen. Arlen Specter (R-PA).[63][64] S. 2611 passed the Senate in May 2006, but failed to gain majority support in the U.S. House of Representatives.[65] In September 2006, Obama supported a related bill, the Secure Fence Act, authorizing construction of fencing and other security improvements along the Mexicoâ€"United States border.[66] President Bush signed the Secure Fence Act into law in October 2006, calling it "an important step toward immigration reform."[67]

Senate bill sponsors Tom Coburn (R-OK) and Obama discuss the Coburn-Obama Transparency Act.[68]Partnering first with Sen. Richard Lugar (R-IN), and then with Sen. Tom Coburn (R-OK), Obama successfully introduced two initiatives bearing his name. "Lugar-Obama" expands the Nunn-Lugar cooperative threat reduction concept to conventional weapons, including shoulder-fired missiles and anti-personnel mines.[69][70] The "Coburn-Obama Transparency Act" provides for a web site, managed by the Office of Management and Budget, listing all organizations receiving Federal funds from 2007 onward, and providing breakdowns by the agency allocating the funds, the dollar amount given, and the purpose of the grant or contract.[71][72] In December 2006, President Bush signed into law the "Democratic Republic of the Congo Relief, Security, and Democracy Promotion Act," marking the first federal legislation to be enacted with Obama as its primary sponsor.[73]

As a member of the Senate Foreign Relations Committee, Obama made official trips to Eastern Europe, the Middle East, and Africa. In August 2005, he traveled to Russia, Ukraine, and Azerbaijan. The trip focused on strategies to control the world's supply of conventional weapons, biological weapons, and weapons of mass destruction as a first defense against potential terrorist attacks.[74] Following meetings with U.S. military in Kuwait and Iraq in January 2006, Obama visited Jordan, Israel, and the Palestinian territories. At a meeting with Palestinian students two weeks before Hamas won the legislative election, Obama warned that "the U.S. will never recognize winning Hamas candidates unless the group renounces its fundamental mission to eliminate Israel."[75] He left for his third official trip in August 2006, traveling to South Africa, Kenya, Djibouti, Ethiopia and Chad. In a nationally televised speech at the University of Nairobi, he spoke forcefully on the influence of ethnic rivalries and corruption in Kenya.[76] The speech touched off a public debate among rival leaders, some formally challenging Obama's remarks as unfair and improper, others defending his positions.[77][78]

110th Congress
In the first month of the newly Democratic-controlled 110th Congress, Obama worked with Russ Feingold (Dâ€"WI) to eliminate gifts of travel on corporate jets by lobbyists to members of Congress and require disclosure of bundled campaign contributions under the "Honest Leadership and Open Government Act", which was signed into law in September 2007.[79] He joined Charles Schumer (D-NY) in sponsoring S. 453, a bill to criminalize deceptive practices in federal elections, including fraudulent flyers and automated phone calls, as witnessed in the 2006 midterm elections.[80] Obama's energy initiatives scored pluses and minuses with environmentalists, who welcomed his sponsorship with John McCain (R-AZ) of a climate change bill to reduce greenhouse gas emissions by two-thirds by 2050, but were skeptical of his support for a bill promoting liquefied coal production.[81] Obama also introduced the "Iraq War De-Escalation Act", a bill to cap troop levels in Iraq, begin phased redeployment, and remove all combat brigades from Iraq before April 2008.[82]

Later in 2007, Obama sponsored with Kit Bond (R-MO) an amendment to the 2008 Defense Authorization Act adding safeguards for personality disorder military discharges, and calling for a review by the Government Accounting Office following reports that the procedure had been used inappropriately to reduce government costs.[83] He sponsored the "Iran Sanctions Enabling Act" supporting divestment of state pension funds from Iran's oil and gas industry,[84] and joined Chuck Hagel (R-NE) in introducing legislation to reduce risks of nuclear terrorism. A provision from the Obama-Hagel bill was passed by Congress in December 2007 as an amendment to the State-Foreign Operations appropriations bill.[85] Obama also sponsored a Senate amendment to the State Children's Health Insurance Program (SCHIP) to provide one year of job protection for family members caring for soldiers with combat-related injuries.[86] After passing both houses of Congress with bipartisan majorities, SCHIP was vetoed by President Bush in early October 2007, a move Obama said "shows a callousness of priorities that is offensive to the ideals we hold as Americans."[87]

Presidential campaign
In February 2007, standing before the Old State Capitol building in Springfield, Illinois, Obama announced his candidacy for the 2008 U.S. presidential election.[2] Describing his working life in Illinois, and symbolically linking his presidential campaign to Abraham Lincoln's 1858 House Divided speech, Obama said: "That is why, in the shadow of the Old State Capitol, where Lincoln once called on a house divided to stand together, where common hopes and common dreams still live, I stand before you today to announce my candidacy for President of the United States of America."[89] Speaking at a Democratic National Committee meeting one week before the February announcement, Obama called for putting an end to negative campaigning. "This can't be about who digs up more skeletons on who, who makes the fewest slip-ups on the campaign trail," he said. "We owe it to the American people to do more than that."[90]

Obama's campaign raised US$58 million during the first half of 2007, topping all other candidates and exceeding previous records for the first six months of any year before an election year.[91] Small donors, those contributing in increments of less than $200, accounted for $16.4 million of Obama's record-breaking total, more than for any other Democratic candidate.[92] His campaign reported adding 108,000 new donors through third quarter fundraising, for a total of 365,000 individual contributors in the first nine months.[93] Amid concerns for his safety as the first black candidate seen as having a viable chance of being elected president, the U.S. government assigned Secret Service protection to Obama 18 months before the general election.[94]

In October 2007, with two months remaining before the Iowa Democratic caucuses and New Hampshire primary and national opinion polls showing him trailing Hillary Clinton, Obama began directly charging his top rival with failing to clearly state her political positions.[95] Campaigning in Iowa, he told the Washington Post that as the Democratic nominee he would draw more support than Clinton from independent and Republican voters in the general election.[96] At Iowa's Jefferson-Jackson fundraising dinner in November 2007, Obama expanded the theme, saying that his presidency would "bring the country together in a new majority" to seek solutions to long-standing problems.[97] Attended by 3,000 supporters, including representatives from each of Iowa's 99 counties, the event was described by an Obama campaign press secretary as a "pretty good dry run" in preparation for the 2008 primary season's first electoral contest.[98]

Obama won the January 3, 2008 Iowa Democratic caucuses with 38% support, ahead of 30% for John Edwards and 29% for Hillary Clinton.[99] Although polls and pundits alike predicted a definitive victory by as much as 13 percentage points in the January 8, 2008 New Hampshire primary, Obama came in second with 37% of the vote to Hillary Rodham Clinton's 39% and John Edwards' 17%.[100] As a result of the primary, Obama and Clinton each received nine delegates.[100]
