Lapu-Lapu and Bohol bets win Mr and Ms CVIRAA

Cebu Daily News

DANAO CITYâ€"Exuding grace and elegance, 16-year-old Farah Faye Mian of Bohol Province and 14-year-old Giorgio Visitacion of Lapu-Lapu City bested 22 other candidates to romp off with the Mr. and Ms. CVIRAA 2010 title Wednesday night at the Danao Civic center here.

Facing a jampacked crowd who were at times boisterous and intent on putting the candidates off their stride, both Mian and Visitacion remained focused and answered their questions with astuteness, which got them the nod of the judges.

Mian was also chosen as Best in Philippine Terno.

First runner-up honors went to Cebu City's Cleofe Jerrae Blanco of Cebu Eastern College (CEC) and Danao City's Cullen Sagario.

Blanco also won two of the five special awardsâ€"the Best in Festival Costume and Best in Sportswear.

Danao's Guinica Villareal, who elicited the loudest applause from the crowd, fished the second runner-up title along with Cebu City's Jonathan maxim Po of the University of San Jose Recoletos (USJR).

Po also went home as Best in Festival Costume, Best in Sportswear and Best in Barong Tagalog.

Third runner-up winners were Talisay City's Endira Serbise and Mandaue City's Dave Ong.

Rounding up the winners as fourth runners-up were Dumaguete's Audrey Evelyn Woods and Tanjay's kent Kinkito.

Other awardees were Bais City's Ines Marie Sibala and Talisay City's Jhonald Dalusong as Mr and Ms Congeniality.

MR. & MISS CVIRAA: Lapu-Lapu, Bohol candidates triumph
(The Freeman)

Danao City , Philippines  â€" The most popular as well as the most decorated candidates of the 2010 Mr.and Miss Central Visayas Regional Athletic Association (CVIRAA) Regional Meet were toppled by a darkhorse from Lapu-Lapu City and an unassuming beauty from Bohol at the city’s air-conditioned Civic Center here the other night.

Lapu-lapu’s Giorgio Visitacion was adjudged as Mr. CVIRAA while Farrah Faye Mian of Bohol was picked as Miss CVIRAA.

Cebu City’s Jonathan Po grabbed most of the minor awards including the best in festival costume, sportswear, barong tagalong while Talisay’s Jhonald Vern Dalusong got the Mr. Congeniality award  and Keanu Medalla got the sports achievement award, but Visitacion’s win during the question and answer portion plus his overall bearing won him the title.

Host city’s bet, Callen Sagario placed first runner-up while Cebu City’s Po could was the second runner-up while the next two slots were taken by Mandaue’s Dave Ong and Tanjay’s Kent Kinkito.

On the other hand, the gracefulness and poise of Bohol’s Farrah Faye Mian outdid Cebu City’s charming Cleofe Blanco, who also collected most of the special awards including the festival costume and sportswear.

The 5’6” Mian, who had only joined a one beauty contest prior to this event, also won the best in Philippine terno. She wore a pink beaded gown that radiated her simplicity and beauty in the final round.

Another pretty face on the stage, Guinica Villareal got the second runner-up trophy while the third to fifth runners-up were Talisay’s Endira Serbise and Dumaguete’s Audrey Evelyn Woods.

Woods was also awarded the sports achievement award while Bais City’s Ines Marie Sibala won as Ms. Congeniality.

These cars and trucks fared the worst in their segment in front, side and rear crash tests.

On Tuesday, the Alabama House of Representatives voted to become the latest state to clamp down on texting while driving. The passed bill would fine drivers $25 for their first infraction, $50 for the second and $75 for each subsequent violation. It now moves to the state Senate for debate.

The penalties might not be stiff enough to make a dent in the 8,000 crashes that occur each day nationwide--80% of which are caused by distracted driving, according to AAA. The cost extends well beyond the need to repair fender-benders; The National Safety Council, an Illinois-based organization aimed at lobbying for and supporting safety standards, says the average economic cost per traffic fatality in 2007, the latest year on record, was $1.1 million. It's $61,600 for a disabling injury (the figures include wage and productivity losses, medical expenses, administrative expenses, motor vehicle damage and employers' uninsured costs).

But poor driving is only partly to blame.

The way a car handles itself during a crash determines much about the severity of the occupants' injuries. Some cars hold up better than others: Tiny cars and low-level sedans are especially at risk, according to crash tests conducted by the Insurance Institute for Highway Safety. Bigger cars, because of their mass, generally fare better in tests--but may be more likely to roll.

This helps explain why the Chevrolet Aveo and Chrysler PT Cruiser, both inexpensive, smaller cars, have the worst crash-test ratings in their class--they each received "marginal" test-results for side- and rear-impacts. They join the Cadillac STS and Mercury Grand Marquis as some of the most dangerous vehicles of 2010.

Behind the Numbers
Our list of the most dangerous cars compiled using IIHS crash-test results on 2010 model-year vehicles. After each crash, test dummies are checked for trauma in 28 body regions for front crashes and 37 regions for side crashes, with each region earning a rating based on specific parameters for trauma. A "poor" rating means severe and possibly fatal trauma happened to drivers and/or passengers during the crash, while a "good" rating means little to no trauma occurred.

We awarded values for each overall front, side and rear ratings, with more points awarded for better results ("good" received 4 points, "acceptable" received 3 points, etc.), for a maximum possible total of 12 points. The cars on our list scored the lowest number of total points in their segment. We broke ties by docking points according to occupant trauma ratings within each category (front, side and rear impacts). Except in the case of mini cars, we did not evaluate roof strength, as not all 2010 vehicles have been tested for it yet by the IIHS.

It's crucial to note that all of the cars on our list more than meet federal safety standards, and they're all much safer than anything on the road even 15 years ago. "Automakers have really taken over the lead in safety," says Russ Rader, an IIHS spokesman, because consumers prioritize it when they make a purchase.

Furthermore, some cars on our list, while earning the lowest scores in their class, still scored as many as 10 points out of the 12, such as the Mitsubishi Galant and Nissan's Titan truck. These vehicles make our list because they score only slightly lower in otherwise overwhelmingly safe classes.

It's also true that the IIHS tests are more severe than those administered by the Department of Transportation's National Highway Traffic Safety Administration. IIHS's front test is a 40-mile-an-hour front-offset collision into an unmoving barrier. Its side crash is a T-bone collision set at 30 miles an hour. NHTSA tests head-on collisions by a concrete barrier striking at 35 mph (researchers there also evaluate fewer sections on the dummy's head, chest and legs). Its side impacts are set using a 1.5-ton trolley set at 38 mph.

David Zuby, senior vice president of vehicle research at IIHS, says his organization's more-stringent standards are truer to reality than the government measures. He also says the Jeep Wrangler two-door and four-door on our list are somewhat special cases, since their removable doors hurt their side-impact test scores compared to their competitors. They received "poor" and "marginal" side-impact ratings, respectively.

Bigger is Better
Even though we separated the cars on our list by segment, there's no getting around physics: In a crash, vehicles with more mass will fare better than smaller vehicles. A 5,500-pound Chevrolet Tahoe will beat a 1,000-pound Nissan Micra every time.

"Our recommendation would be for people to look at midsized cars," Zuby says. "There are a number of midsize cars that if you buy the less powerful engine of the options available, you get gas mileage that is comparable to many of the smaller cars. And by being midsize as opposed to small, you have the size advantage, and there are a lot of midsize cars with good crash-test ratings. Crossovers and wagons count as well."

Something else to notice: Part of the reason why no luxury cars--minus the Cadillac STS, which fared poorly in rear-collision tests--appear on our list is because automakers often put the newest, most expensive safety options in their high-end line first, to test driver acceptance. Then, as awareness increases and production volumes rise, manufacturers install the same features in mainline vehicles, with less cost attached.

"It's basic evolution," says Doug Scott, senior vice president of Southfield, Mich.-based research firm GFK Automotive. "The more you see the non-luxury-brands touting safety, I think you're going to get broader pressures by manufactures to try to find breakthroughs that aren't terribly expensive."

Until then, foregoing texting makes the most difference.

Cadillac
The Cadillac STS meets or exceeds government safety standards. STS, like all our vehicles, undergoes more than 100 safety tests to balance safety performance before, during, and thanks to OnStar automatic crash notification, after a crash.

Chevrolet
All GM vehicles, including the Chevrolet Aveo, meet or exceed government safety standards. GM conducts well over 100 safety tests on every model to balance safety performance before, during, and thanks to OnStar automatic crash notification, after a crash.

Chrysler
Chrysler Group also has four vehicles in IIHS' 2010 Top Safety Pick List. Chrysler Sebring, Dodge Avenger, Jeep Patriot and Dodge Journey.

The 2010 Chrysler PT Cruiser and Jeep Wrangler are equipped with standard advanced multi-stage front driver and passenger air bags. The PT Cruiser is equipped with standard side air bags offering additional thorax protection. The Jeep Wrangler features standard Electronic Stability Control (ESC).

The Chrysler PT Cruiser received 4*/4* in NHTSAs frontal crash test and 4*/5* in NHTSA side crash tests. The Jeep Wrangler also received 5*/5* in the government's frontal crash test.

Chrysler, Jeep, Dodge and Ram vehicles meet or exceed all applicable Federal Safety standards.

No single test can determine a vehicle's overall safety performance. Results from IIHS and other third-party test programs are reviewed by our engineers as part of our effort to continuously improve the overall performance of our vehicles.

Our priority continues to be designing vehicles that perform safely for our customers and their families in everyday driving conditions.

Ford
All Ford Motor Company ( F - news - people ) vehicles offer a high level of safety. The Ford Crown Victoria and Mercury Grand Marquis have earned a Five Star Crash rating from the U.S. government, its highest possible crashworthiness rating, as well as Five Star rollover ratings. These vehicles are primarily sold to fleet customers, who continue to rely on the car's proven track record of safe, dependable service.

Philippine Business News / Safest 2010 Small Cars
February 23, 2010, 06:05:33 AM
These are the strongest little autos in their class.

Toyota is still reeling from massive recalls affecting more than 8 million vehicles with brake problems and unintended acceleration. The brand has recalled 12 of its top models, equal to more than 60% of its sales inventory.

Meanwhile, federal safety regulators are still investigating the brakes on the recalled 2010 Prius hybrid. All told, repair costs and lost sales will cost the company more than $2 billion.

But just because the $22,800 Prius was recalled doesn't mean all compact cars are unsafe. On the contrary, Toyota's ( TM - news - people ) smallest offering, the $12,605 Yaris, was not recalled. And seven small vehicles, including the $17,495 Subaru Impreza and $17,620 Volkswagen Golf, have strong-enough safety scores and advanced technology to make our list of the safest small cars for 2010.

Behind the Numbers
To compile our list of the safest new small cars on the market, we used crash test data from the Insurance Institute for Highway Safety. IIHS rates vehicles good, acceptable, marginal or poor based on performance in high-speed front and side crash tests and a rollover test; it also evaluates seat and head restraints for protection against neck injuries in rear impacts. Our list includes the cars listed in the micro, mini and small-car segments that received up to one "acceptable" rating among its "good" ratings. It does not include vehicles that have not been fully tested for front, side, rear and rollover crashes.

Front tests involve a 40-mph frontal offset crash with an aluminum barrier; 40% of the width of each vehicle strikes the barrier on the driver's side. Those tests assess vehicles' structural designs. Side crash tests are a 31-mph T-bone impact into the driver side of the car by a moving deformable barrier that weighs 3,300 pounds and is shaped like the front of a SUV; side tests assess occupant protection when vehicles are struck in the side by SUVs or pickups. Rollover ratings assess vehicle roof strength for protection in rollover crashes. Rear crash protection/head restraint ratings focus on how well seat/head restraint combinations protect against whiplash injury.

All of the cars on our list received exemplary safety scores; five of them--the four-door Honda Civic, Kia Soul, Nissan Cube, Subaru Impreza and Volkswagen Golf--are listed as Top Safety Picks for 2010 as well. The distinction means the vehicle has earned "good" ratings in all four IIHS tests and offers electronic stability control.

Of course, micros like the Smart Fortwo aren't exactly ubiquitous on America's highways. In fact, aside from offerings from Volkswagen (the Beetle and Rabbit), MINI, and Smart, Americans have relatively little experience with truly small cars (minicars in particular are typically defined as street-legal vehicles less than 11.8 feet long). Others on the market include the Nissan Cube and the Honda Fit.

According to forecasts from R.L. Polk & Co, minicars in Western Europe will represent 10% of all new vehicles sales in 2010, expected to rise by one percentage point by 2014; in China the number is expected to remain at 7% of market share for the next five years. The U.S., by contrast, is expected to hold just 1% of its auto market for minicars by 2014.

And though Fiat ( FIATY.PK - news - people ) will bring the 1,900-pound 500 to the U.S. later this year, and the trim 2012 Ford Focus will hit lots in 2011, these moves are unlikely to shift Americans’ attitudes toward small cars.

"It's not going to be the dominant vehicle category in the U.S.," says Lonnie Miller, the director of industry analysis for R.L. Polk. "We've seen analysis that in the North American market, when people have several options for driving families, they will still gravitate toward larger vehicles. Unless gas stays north of something exorbitant, people are still going to take that chance."

Little Luxury
If mini- and micro-cars aren't exactly a burgeoning segment, though, they are an upscale segment, and increasingly so. While the trim Chevrolet Spark and angular Scion iQ (both slated for release late this year) will appeal to buyers interested in quirky aesthetics and customization potential, the MINI Cooper and Smart Fortwo are already gathering in luxury-minded buyers who want a no-fuss second car. (Expect the Fiat 500 to fall somewhere in between the two).

In this realm, state-of-the-art technology previously seen only in larger or more upscale vehicles is popular: it makes small cars safer and more viable as daily driving options. And while small cars can't outweigh the laws of physics--they'll still crumple in a crash against a massive truck or SUV--says IIHS spokesman Russ Rader, safety technology has become a crucial selling-point for manufacturers.

"Automakers are competing with each other to show that they have vehicles that stand out--side airbags are rapidly becoming standard on all vehicles well ahead of any government mandate," Rader says. "And the next frontier now is crash-avoidance."

On Ford's much-hyped, 155-horsepower Focus, dynamic cornering control, once offered only on larger, more upscale vehicles, combines with a significantly stiffer body reinforced with high-strength steel to lend more safety credibility. The four- or five-door car also offers SYNC voice-activated controls, touch-screen navigation, intelligent access, push-button start and a "driver-connect" function that ties all the controls into one command center. The idea is to let the driver "truly take charge, without missing a beat," Ford says.

Not to be outdone, the $14,900 Honda Fit on our list offers an iPod-adaptable USB interface, satellite navigation, voice recognition, a remote-entry security system--and 10 cup holders. Bulked-up safety features include six airbags, active front head restraints and stability assist with traction control.

Nissan's $13,990 Cube, too, offers six airbags (some dual-stage) and stability control. It also offers Bluetooth and iPod capability, remote access, push-button start, satellite radio, navigation and a vehicle immobilizer system that protects the car from theft.

Of course, the bright-yellow, $2,200 Tata Nano currently being shown at the Cooper-Hewitt National Design Museum in New York City doesn't have stability control or a navigation system. But, as the only one of its 1,300-pound kind to ever set a wheel in America, it's still special:Tata hasn't announced plans to sell it here, but this one, at least, will be on display through April.

Drug prices are soaring into the stratosphere. Nine medicines now cost more than $200,000 per year.

When people talk about expensive drugs, they usually are referring to drugs like Lipitor for high cholesterol ($1,500 a year), Zyprexa for schizophrenia ($7,000 a year) or Avastin for cancer ($50,000 a year). But none of these medicines come close to making Forbes' exclusive survey of the most expensive medicines on the planet.

The nine drugs on our list all cost more than $200,000 a year for the average patient who takes them. Most of them treat rare genetic diseases that afflict fewer than 10,000 patients. For these diseases, there are few if any other treatments. So biotech companies can charge pretty much whatever they want.

Alexion Pharmaceutical's Soliris, at $409,500 a year, is the world's single most expensive drug. This monoclonal antibody drug treats a rare disorder in which the immune system destroys red blood cells at night. The disorder, paroxysymal nocturnal hemoglobinuria (PNH), hits 8,000 Americans. Last year Soliris sales were $295 million. Since Alexion started selling Soliris two years ago, its stock price is up 130%.

In the inverted world of drug pricing, the fewer patients a drug helps, the more it costs. Before testing Soliris for PNH, Alexion tested the drug for rheumatoid arthritis, which afflicts 1 million Americans. The trials failed. But if it had worked for arthritis, Alexion would likely have had to charge a much a lower price for this use, as would have to compete against drugs that cost a mere $20,000.

Three other drugs cost more than $350,000 per year. Shire Pharmaceuticals' ( SHPGY - news - people ) Elaprase ($375,000 per year) treats an ultra-rare metabolic disorder called Hunter's syndrome. Just 500 Americans suffer from the disease, which causes infections, breathing problems and brain damage. Last year domestic sales of Elaprase were $353 million.

Naglazyme from BioMarin Pharmaceuticals treats another rare metabolic disorder and costs $365,000 a year, according to investment bank Robert W. Baird. Viropharma predicts that sales of its Cinryze, a treatment to prevent a dangerous swelling of the face, will increase from $95 million last year to $350 million several years from now. The drug costs an estimated $350,000 a year.

"Soliris"
Annual cost: $409,500

Manufacturer: Shire
This treats something called Hunter syndrome (Mucopolysaccharidosis II, MPS II), which causes flattened noses, enlarged tongues, breathing difficulty and brain damage. Two thousand patients in the world have it.

"Naglazyme"
Annual cost: $365,000
Manufacturer: BioMarin Pharmaceuticals
This treats a metabolic disorder called Maroteaux-Lamy Syndrome (MPS VI), which afflicts 1,100 people worldwide. Symptoms include enlarged head, thick lips and short stature. Patients may be wheelchair-bound by age 15.

"Cinryze"
Annual cost: $350,000
Manufacturer: ViroPharma
Cinryze treats hereditary angiodema (HAE), an immune system disorder that causes swelling in the abdomen and lips. The disease affects 6,000 people in the U.S.

"Myozyme"
Annual cost: $300,000
Manufacturers: Genzyme, Biomarin Pharmaceuticals
Myozyme replaces the enzyme that is missing in Pompe disease, a potentially fatal disease that weakens the muscles and enlarges the heart. Without treatment, late-onset patients eventually need wheelchairs and ultimately ventilators. Nine hundred people worldwide suffer from this.

"Arcalyst"
Annual cost: $250,000
Manufacturer: Regeneron
Muckle-Wells, which this drug treats, hits 2,000 people worldwide and causes recurring fevers, rashes, joint pain and kidney damage.

"Fabrazyme"
Annual cost: $200,000
Manufacturer: Genzyme
Fabry disease causes burning sensations, purple blemishes, enlarged hearts and kidney problems. The number of patients who have it is 2,200 worldwide.

"Cerezyme"
Annual cost: $200,000
Manufacturer: Genzyme
In Gaucher disease fatty clumps accumulate in spleen, liver, lungs, bone marrow and sometimes in the brain, causing skeletal disorder, lung and kidney impairment. The drug replaces the enzyme that Gaucher patients are missing. Worldwide, 5,200 patients have the disease.

"Aldurazyme"
Annual cost: $200,000
Manufacturer: Genzyme, Biomarin
This treats Hurler syndrome (MPS I), which causes patients to stop developing mentally and physically by age 4. Six hundred people in the world have it.

Corruption, violence and tribal warfare help make these spots among the globe's most violent.

Just before the New Year, seven Americans who were working with the Central Intelligence Agency were killed when a Jordanian double agent entered a gym on a U.S. base in Afghanistan's Khost Province and detonated his explosive vest. The bomber, who was working with both the violent Haqqani Group and the CIA, caused the worst death toll suffered by the agency since 1983, when eight of its personnel were killed in an embassy bombing in Beirut.

Days before, a would-be suicide bomber from Nigeria was wrestled to the floor of a Northwest Airlines ( NWA - news - people ) flight from Amsterdam to Detroit when the explosive chemicals he’d sewn into his underwear failed to detonate.

While a U.S.-bound commercial jet and a rural military base in a war-torn nation are night and day in terms of everyday security threats, the recent events illustrate that no place is truly, 100% safe all the time. And in between the two are dozens of countries where danger is just a part of everyday life.

Afghanistan tops our list of the world's most dangerous countries. Even with thousands of private security and army personnel there (and 20,000 more U.S. troops to be deployed), certain parts of the country, like the region bordering Pakistan--where it's said that nearly every resident owns some sort of automatic weapon for protection's sake--are hotbeds of violence.

Longstanding tribal warfare, political corruption and--ironically--the increased military presence all have combined to push Afghanistan's violence from being concentrated in a few areas like the Khost Province in the southeastern border region, to being displaced to other regions that were once deemed safer, like the north. Also, transit routes for military personnel and private contractors are big targets for militants. The more roads are built, the more violence spreads out to areas lacking security forces.

Ed Daly, a director at Maryland-based risk-assessment firm iJet, says that the growing number of attacks on both foreign troops and civilians far beyond traditional Pashtun areas suggest that Afghanistan is only going to get worse.

"Political corruption is fueling disaffection among Afghans," adds Claudine Fry, an analyst with risk-assessment firm Control Risk in London. Having failed to see improvements that the government and military leaders had promised, many Afghanis have become disgruntled--some even taking up arms with the Taliban for a wage, Fry notes.

Somalia, like Afghanistan, is also experiencing a displacement of violence and ranks third on our list. The country's piracy problem and political vacuum--it hasn't had a proper functioning government in about 15 years--are two reasons why it remains one of the most dangerous on earth. With the international military response to piracy still looking inadequate, Somalia's infamous pirates have been sailing further afield into waters where they are less likely to be caught.

The European Union's anti-piracy naval force says that the number of attacks has fallen in the last year, but iJet analyst Rahwa Tesfay believes the pirates are just "shifting territory" to places like the Seychelles, a popular holiday destination in the Indian Ocean.

"Piracy will only continue, if not increase," says Tesfay. "The business is lucrative and there's no real effective military response."

Dangerous, But Attractive
It's well known that countries like Iraq, Pakistan and Yemen, which also feature at the top of our list, are extremely dangerous to visit, yet Afghanistan is still teeming with foreigners, according to both iJet and Control Risks. And the numbers of people visiting the country each year have yet to fall.

The two organizations could not put a number on the expats living or working in the country, but there are thousands of people from China, India, Africa and Europe in Kabul, not just with the military or non-governmental organizations, but companies with business interests there. Enormous, up-for-grabs infrastructure and mining contracts fuel the influx of foreigners willing to risk their lives for a big payday.

Along with giving up safety, foreigners mostly give up a sense of a normal life when they move to a dangerous country. They usually live in guest houses or hotels where employers provide security. While there are a number of restaurants in Kabul offering Chinese, Indian or Italian food along with local Afghan cuisine, one shouldn’t bother looking for nightlife. There isn't much going on after 11 p.m., and it isn't safe to wander. Most smart visitors simply stay indoors.

Staying home might be even smarter.

1. Afghanistan - U.S. President Barack Obama has pledged to send thousands more American troops to Afghanistan, but the Taliban insurgency is growing in scope, scale and confidence. Many Afghans have become disgruntled with the government's failure to improve their socioeconomic circumstances; some have even taken up arms with the Taliban for a wage. The area bordering Pakistan is the most dangerous, but violence is spreading to rural areas, with insurgents increasingly targeting civilians as well as security forces.

2. Iraq - While there has been a fall in violence in the last year, militants are concentrating their attacks on infrastructure, with a concerted effort to strike at the heart of the government. Around 4,500 civilians were killed in Iraq last year, according to Iraq Body Count, an independent monitoring organization. Security experts believe that Iraqi elections slated for March 7 will be accompanied by a rise in sectarian violence driven by former Baathists and al-Qaida.

3. Somalia - Somalia is known for its piracy problem, but the situation on land has also been extremely chaotic. The government of President Adullahi Yusuf Ahmed has struggled to gain control beyond parts of the capital, Mogadishu, while militant insurgents have expanded their control in southern Somalia. Despite an international anti-piracy naval mission in the Gulf of Aden, pirates have staged dozens of successful hijackings, several as far south in as the Seychelles in the Indian Ocean

4. Pakistan - Locals here are losing confidence in their shaky and besieged civilian government, which has been launching offensives against Taliban militants; yet a crushing wave of terrorist attacks continues. According to risk consultancy iJet, sectarian and ethnic violence in the commercial capital of Karachi has shown that Pakistan’s problems run much deeper than the challenges posed by the Taliban.

5. Sudan - Ethnic violence in southern Sudan has been escalating dramatically, surpassing conflict-ridden Darfur. Bandits have been targeting foreign aid workers in particular, making the western region especially insecure. Rising political tensions between the north and south will probably increase as elections approach in 2010 and a referendum on southern independence takes place in 2011.

6. Yemen - On the Arabian peninsula and bordering Saudi Arabia, Yemen has been beset by a number of complex security challenges: A widening conflict between the north and south and a separatist rebellion in the north has drawn in Saudi Arabia. Meanwhile, al-Qaida is ever-present. The sudden and recent focus on Yemen by Western powers may bring in more money and training, but it may also invigorate Islamists spoiling for yet another fight with the West.

7. Democratic Republic of Congo - Human rights abuses and violence against civilians have been worsening in this former French colony in central Africa. The military has been aggressively tracking down Hutu rebels, which has increased insecurity in the Eastern provinces. A survey by the Red Cross in 2009 showed that three-quarters of the population had been affected in some way by continuing armed conflict.3

8. Guinea - Guinea's future started to look more uncertain when the military junta led by Captain Moussa Dadis Camarra showed no signs of returning power to civilian rule. There was a massacre of opposition supporters in Conakry and, in return, an assassination coup attempt against Camarra by his aide. Camarra is still hospitalized in Senegal and the country is being led by an interim president--political chaos could continue for some time.

9. Russian Caucasus - Violence in Russia’s North Caucasus--including Chechnya, North Ossetia and Daghestan--is on the rise with July 2009 being one of the bloodiest months in years, according to the Washington, D.C.-based Center for Strategic and International Studies. There were 445 deaths due to violent incidents in the region in 2009, compared with 217 in the previous year. Recent attacks by Islamic extremists in the region have focused on the local police force and government leaders.

10. Nigeria - Oil-rich Nigeria is Africa's most populous nation, yet violence continues to be driven by religious fundamentalists fighting over the imposition of Islamic (or Sharia) law while kidnappings and attacks target the oil industry. President Umaru Yar'Adua recently went AWOL after flying to Saudi Arabia to be treated for a heart complaint. Angry protestors point to a cover-up on the seriousness of his condition, putting the country in constitutional crisis.

11. Chad - Right in the middle of Africa, Chad's strenuous relations with Sudan are key to the conflict in Darfur, and the two countries have accused each other of supporting rebels fighting for more power. Reuters recently reported that rebels from Chad were raping, beating and looting villagers in western Sudan's North Darfur region. The country is one of the poorest and most politically corrupt in the world.

12. The Sahel - The border region of Algeria, Niger, Mali and Mauritania has seen several kidnappings by al-Qaida of foreign tourists and diplomats from Spain, Austria and Canada, among other countries. The United Nations has also sounded the alarm about drug smuggling after the discovery of a burnt-out Boeing airliner in the Malian desert that was allegedly transporting cocaine from South America.

13. Haiti - One of the world's most impoverished nations, this former French colony has been beset by political violence since it became the first black republic in 1804. United Nations troops helped settle some of the gang violence that swept through the country several years ago, but poverty and hunger continue to fuel violence, as does political instability. The disastrous earthquake that destroyed much of Port-au-Prince is likely to make things much worse.

14. Colombia - Over the last 10 years Colombia has managed to bring down its murder and kidnapping rates and successfully contain insurgents and paramilitary groups. But the conflict between military forces and guerrillas, all played out against a backdrop of the illegal drugs trade and fighting over natural resources, has yet to be clear and has led millions of people to flee the country.

15. Zimbabwe - The coalition government between dictator-president Robert Mugabe and Prime Minister Morgan Tsvangirai formed in February 2009 doesn't seem to have stopped the fear of organized violence fuelled by political allegiances. Members of the opposition party led by Tsvangirai claim to have received death threats and fear another surge of politically motivated violence at the country's next election. Rather unfortunately, the 85-year-old Mugabe still looks to be in good health.

These nations are the most hospitable to expatriates, according to a new report.

1 Bahrain
2 Canada
3 Australia
4 Thailand
5 Malaysia
6 South Africa
7 Hong Kong
8 Singapore
9 Spain
10 United States

The Expat Explorer survey was commissioned by HSBC Bank International and conducted by the research company FreshMinds. More than 3,100 expatriates were surveyed between February and April 2009.The respondents were asked to rate 23 factors related to their quality of life, including food, entertainment, transportation, health care, finances, education and their ability to make friends. Each criterion is equally weighted to arrive at a score. The overall ranking is based on the average score for a country across the criteria. Eight measures were also selected to comprise the integration score: organizing school for my children; organizing my finances; organizing my health care; finding somewhere to live; making friends; making local friends; setting up utilities; and joining local community groups. The integration score was used to determine the friendliest countries.

bai, bnc, unsa may kalainan in each class?

na-a kay data pila ang kwarta nasulod kada lungsod like income, money from provincial/natl government, international aid, etc?

atung i-komparar money in viz-a-viz money out like projects, infrastractures, etc?

kanang ball park figures lang...

ang tubigon 3rd class pa comparar sa talibon?

wow! nabiya-an na hino-on ang silinganan lungsod nga dugay naman ta na nga lugar

nga most active sea water commerce nga pisot pa ko....he he he...

diha pod ko kuyog tig-tomod  og lab-as nga isda gikan sa among lungsod

og dili  ka adto sa pasil...

get ready to be shocked people!

ps: sa among lungsod no surprise, 5th class lang gihapon.

unsaon man mga dubok nga daghang asin ang mga politician.

ultimo calamity fund way konsensiya sila nga wala gitarong pag-gastos...ombudsmen, hello!

by the way, kanang akong gi-post nga data that is as of Oct. 2009 based sa National Statistical Coordination Board.

Income Classification for Municipalities: (Average Annual Income)

Second  Class P 40 M or more but less than P 50 M
Third  Class P 30 M or more but less than P 40 M
Fourth  Class P 20 M or more but less than P 30 M
Fifth  Class P 10 M or more but less than P 20 M
Sixth  Class Below P 10 M

unlike sa mga school sa cebu sama sa basak national high school nga natukod atong 1993 ug nausab adtong 2004 sa don vicente rama memorial national high school. vicente rama is a national figure since he's the author of the bill that created the city of cebu.
ang pinaka ngilngig nga congressman kanang makapausab sa ngalan sa abellana national school ug ipangalan sa usa ka former politician.

since i left bohol in 1992 to find greener pasture in other places, i can still recall how the province stand in terms of development. 18 years later, i can see improvement but not that much. only the faces of those i know have change a lot. the kids grew up and became adult while adults became old and some already joined our creator. i've been to different provinces and cities across the country because it was part of my work before. i've seen places that i can say impoverished but through the years of struggle they were able to cope up with it and manage to stand and the same show great improvement. take for example, basilan. we always hear in the news that this tiny province up south in mindanao is the haven of terrorist groups and bandits. but look, they already have 2 cities in there. isabela city the capital and the new city of lamitan. just imagine the feat, that accomplishment. how come bohol can't do it? until now it only has 1 city and if not for the airport, pier and some malls tagbilaran is just some city we can call. bohol has vast resources, in fact what boosts bohol's income is the tourism industry because of the natural wonders we have.

bohol was the top tax collector for the 3rd quarter of 2009. but where did those taxes go? hopefully, the next governor whoever it is should focus on how to improve the province more. how he can attract investors, how he will sell the province to them? it's not about how many projects you sponsored or how many resolutions the provincial board had passed because that's what is always expected from them. we see improvement but very very minimal compared to other provinces. and i don't think it's all about income. it's all about how it is managed.

i hope that this may 10, 2010 will be the dawn of new era, new hope and new beginning for bohol. it's nice to read the news on papers, hear the news on radios and watch the news on tv that bohol is the new powerhouse in the country in terms attracting investors, companies putting up their factories, buildings for more jobs to filipinos.

MANILA, Jan. 11 â€" A pro-women group has questioned a proposal that would mandate a 10-year limit on the validity of marriage contract, saying that such idea is not feasible and could even hinder women victims of domestic violence from immediately getting out of their marriage.

Senatorial candidate Gabriela party-list Rep. Liza Maza said: "Putting expiration dates on marriage contracts is arbitrary and does not seem to address the problem of couples especially women in violent relationships."

"It could even tolerate the cycle of violence to continue as long as the contract has not yet expired," she said.

According to Maza, there is a cycle of violence that involves the honeymoon stage and the violent stage.

"It is possible that the batterer will suddenly shift from violent stage to honeymoon stage when the 10-year expiration nears and the cycle of violence will just continue," she said.

"This 10-year expiration date could also mean prolonging the agony of battered women," she added.

Maza further said that battered women invariably seek separation only after many years of trying to make the marriage work and separation only becomes imperative for them when they realize that it is necessary for their safety and their children’s survival.

Instead, the Gabriela party-list solon said she is pushing for House Bill 4016 or the "Divorce Bill" in the Philippines.

She said that her proposal would give couples the option for divorce, instead of confining their options to legal separation or annulment.

"The sanctity of marriage is not based on the number of marriages existing but on the quality of marital relationships. When a marriage is no longer viable, divorce should be an option," she said.

BALCH SPRINGS, Texas (AP) -- Taylor Pugh has been suspended from pre-kindergarten because he likes his hair a little on the floppy side.

The four-year-old sat with a teacher's aide in a suburban Dallas school library Wednesday while his friends played and studied together in a classroom.

"They kicked me out that place," said Taylor, who prefers the nickname Tater Tot. "I miss my friends."

Taylor's locks - long on the front and sides, covering his earlobes and shirt collar - violate the school district's dress code. He has been punished with in-school suspension since late last month.

His parents say the boy plans to eventually cut his hair and donate it to a charity that makes wigs for cancer patients. And they are not happy with the district's rules.

The school district appears "more concerned about his hair than his education," said Taylor's father, Delton Pugh. "I don't think it's right to hold a child down and force him to do something ... when it's not hurting him or affecting his education."

Pugh, a tattoo artist, said he used to shave his own head but that his son "made me pinky promise I would let my hair grow long with him."

The follicle fight came to a head last month when Taylor's parents received a signed letter from Floyd Elementary School's principal, threatening to withdraw the boy from school if his hair didn't comply with district standards.

When Taylor's parents didn't budge, their son was suspended.

When the boy returned, his hair was longer than ever. But school officials decided suspension was too harsh and changed the punishment.

"They still have regular classroom work, but in an isolated environment," Mesquite Independent School District spokesman Ian Halperin said of the modified in-school suspension that Taylor is serving. "We expect students ... to adhere to the code of conduct."

According to the district dress code, boys' hair must be kept out of the eyes and cannot extend below the bottom of earlobes or over the collar of a dress shirt. Hairstyles "designed to attract attention to the individual or to disrupt the orderly conduct of the classroom or campus (are) not permitted," the policy states.

The district is known for standing tough on its dress code. Earlier this year, a seventh-grader in the district was sent home for wearing black skinny pants. His parents chose to home-school him.

On its Web site, the district defends its code, saying "students who dress and groom themselves neatly, and in an acceptable and appropriate manner, are more likely to become constructive members of the society in which we live."

A persistent violator could face additional suspensions, but such issues are handled on a case-by-case basis, Halperin said.

Pugh said the issue is about more than hair. He said his son is being singled out, and that he has seen other male students in the district with hair much longer than Taylor's.

"Nobody wants to meet in the middle. It's all or nothing," Pugh said. "He's my son. I love him. I will back him to the end
