The letters to Wicker and Obama were stopped at a government mail-screening facility after initial tests indicated the presence of the deadly poison ricin.

Because initial tests can be "inconsistent," the envelopes have been sent off for additional tests, an FBI statement said. The FBI does not expect to receive results from the tests until Thursday, federal law enforcement sources told CNN.

The letters read: "To see a wrong and not expose it, is to become a silent partner to its continuance."

(CNN) -- An arrest has been made in connection with possibly contaminated letters sent to President Obama and Sen. Roger Wicker, the Department of Justice said Wednesday.

Paul Kevin Curtis was arrested by the FBI at his home in Corinth, Mississippi, the department said in a statement.

Discovered Tuesday, the letters were addressed to Wicker, a Mississippi Republican, and to Obama. The justice department release said a third letter was sent to a Mississippi justice official.

Acts of bravery and kindness at the Boston bombings

By Mike Krumboltz | The Upbeat

An increasing number of stories are coming out of Boston about the bravery of regular folks at the site of the Boston Marathon attacks on Monday. After the two explosions at the finish line area, people sought ways small and large to help.

Many of these accounts are being told via photos posted to Twitter and other social media networks. Below are a few examples of regular folks rising to the challenges of an extraordinarily difficult day.

Hospital spokeswoman Brooke Tyson Hynes said at a press conference Tuesday afternoon that “He told her, ‘You’re going to have a scar, but you’re going to be OK. It’ll be like my scar.’ ” She added, the unidentified patient “believes he did indeed save her life.”

Hynes said, “If there is a Sergeant Tyler out there, please call Tufts Medical Center Public Affairs, and she would very much like to thank him personally.”

She added, “That’s an important part of her recovery, as much as her medical recovery right now.”

In the face of these tragic events, stories of kind and courageous acts by ordinary folks have surfaced. This is one more.

According to a report from the Boston Globe, one of 19 injured patients brought to Tufts Medical Center after the dual bomb blasts at the Boston Marathon was helped by a good Samaritan. She would like to relay her gratitude.

The patient, who suffered severe leg injuries, remembers her hero as “Sergeant Tyler,” a former Marine, who may have been in uniform, and who, she recalls, had a scar on his left arm.

"New Hampshire is such a great place!” Ms Lu wrote on her Facebook page on October 7 last year. The Boston University student celebrated the start of her American adventure in an online photo gallery called: “New Beginning in BU.”

Towards the start of her time in the United States, she joined a group of international students on an excursion to the Toah Nipi Retreat, a countryside retreat for Christians around 90 minutes drive from Boston. The retreat’s website describes it as “a place to come away, meet God, and be renewed”.

The student also appears to have been a fan of classical music â€" her Facebook page contains a link to the site of the Boston Symphony Orchestra.

By Wednesday morning, friends and micro-bloggers had posted more than 5,000 messages on the student’s Weibo account, underneath a photograph she posted just hours before being killed in Boston. The photograph, of that day’s breakfast, carried the caption: “My wonderful breakfast.”

“I still have a strong recollection of her even though she graduated many years ago,” he told the Shenyang Evening News before Ms Lu’s death was confirmed.

Ms Lu left that school in 2008, according to the Liaoshen Evening News, and secured a place at the Beijing Institute of Technology where she studied international trade.

In 2010, Ms Lu spent two months doing work experience at the Bank of China in her home province, according to an entry on her LinkedIn page. She also spent four months working in Beijing for Deloitte Consulting between 2011 and 2012.

Late last year, after graduating in Beijing, she moved to the United States to study for a Master’s degree in statistics at Boston University.

The announcement of Ms Lu’s death came after a number of concerned friends and classmates had taken to social media to report she was “missing”. One friend posted a telephone number on Twitter with the message: “Help us find her! We can’t find her!”

The student’s father, Lu Jun, also expressed his fears to a local newspaper on Tuesday. “We haven't been able to contact her. Why didn't she make a call to tell us she's safe?” he told the Shenyang Evening News.

Lu Lingzi was raised in the northeastern province of Liaoning and studied at Shenyang’s Northeast Yucai School.

Yang Yongkun, a former teacher, described her as an “exceptionally clever [and] modest" student.

Boston Marathon bombs: third victim identified as Chinese student

China is in mourning after the third fatal victim of the Boston Marathon bombing was named as Lu Lingzi, a 23-year-old student from Shenyang in the northeastern province of Liaoning.

Lu Lingzi

“Shenyang girl Lu Lingzi was killed in the Boston bomb blast,” the city’s Liaoshen Evening News wrote on its Twitter-like Weibo account.

Ms Lu-â€" who used the English name Dorothy Lu in the United States-- was reportedly waiting near the marathon’s finishing line with two friends when two explosions threw the event into chaos.

One of those friends, Zhou Danling, was in a “stable condition” on Tuesday night after undergoing two operations at the Boston Medical Center, according to the Chinese news agency Xinhua. The other friend was unharmed.

In December 2011, Alexander's younger brother Brian, then 24, who had become depressed after the first family tragedy and begun using drugs, killed himself.

Video footage after the blasts shows Arredondo, gripping a small blood-soaked American flag, shaking in shock as he describes the scene to people on the street. He said the apparent cause of the blast was an improvised explosive device.

It emerged on Tuesday that the man in the wheelchair later had to have both legs removed. Jeff Bauman, 27 had a double amputation at Boston Medical Centre. He had come to see his girlfriend run.

Arredondo's story appears equally dramatic and harrowing. He was reportedly waiting at the finish to greet a runner, who was competing in the race in memory of his son Alexander Arredondo, a lance corporal in the US marines who was killed by a sniper in 2004 in Iraq. Carlos, a self-employed handyman, reacted to his son's death by setting fire to himself inside a van, suffering severe burns. He subsequently became a peace campaigner, in part in remembrance of his son.

A 2007 New York Times story recounted how Arredondo took a pickup truck around the country, carrying a flag-draped coffin and photos and mementos of Alexander, including a football and his Winnie the Pooh toy. "As long as there are marines fighting and dying in Iraq, I'm going to share my mourning with the American people," he told the paper.

Carlos Arredondo hailed as hero for Boston Marathon rescue efforts

Cowboy-hatted peace campaigner and bereaved father was seen racing to help victims of blasts at finish line

The aftermath of many public disasters sees the swift emergence of a public hero to counterpoint the tragedy. With the Boston Marathon attack, this person is even more extraordinary than usual: the cowboy-hatted peace campaigner and bereaved father Carlos Arredondo.

The 52-year-old Costa Rican immigrant is visible in a series of photos and videos taken immediately after the twin blasts near the finish line. The distinctive, long-haired figure sprints across the street to tear away fencing and scaffolding to reach victims. Reports said he used his clothes and towels to try to staunch bleeding.

In one graphic photograph, Arredondo can be seen seemingly pinching shut the end of an artery on the part-severed leg of a man being carried away in a wheelchair. "I kept talking to him. I kept saying: 'Stay with me, stay with me,'" Arredondo told the newspaper Maine Today.

nalibog sad ko aning third placer nga senior diplomat nga si lauro baja jr.  (he's been writing pieces on diplomacy lately, so i did my research.)

first, senior tuod siya, being already in his early 70s, pero di na siya diplomat.  he is retired.  front page news intawon ni siya sa middle east sa una kay gikiha ug household helper who claimed she paid the baja couple $5k to get to the u.s. with them and find a job as a nurse, and was paid only $100 a month as their household help, the only one in their 4-storey manhattan residence (Marichu Baoanan vs. Lauro Baja, New York, 2008).

he may then have businesses or consultative jobs (like being consultant on foreign affairs to manny villar) because he couldn't have income enough to pay for such mind-boggling taxes just by being a diplomat, retired or not.

Top honors went to Raihan Parvez from Dhaka for his black and white portrait of an older women protecting her grain from three hungry ducklings.

A lighted-hearted take on the theme of man against nature, the stand-off is more heart-wrenching when one understands the bleak reality of a struggle for life for villagers in an area used to rising sea levels, failed crops and devastating cyclones.

By winning this year's contest, Parvez will receive and Apple iPad with Retina Display.

Third victim

Boston University said it was awaiting permission* from the family of the third victim before releasing the name. The victim had been watching the finish of the marathon with two friends, one of whom â€" another BU grad student â€" was also injured.

Robert Hill, the dean of Marsh Chapel, visited the injured student Monday evening and again on Tuesday afternoon. "She is doing well," said Hill. "She has her friends around her, and she will soon have family around her."

Her grandmother, Lillian Campbell of Somerville, told the Boston Globe that she had been going to the marathon finish line every year. "She's been doing it since she was a little girl. She didn't miss a marathon, watching it at the finish line."

In a statement on its Facebook page, the Summer Shack restaurant chain where Campbell had worked as a manager, said: "The Summer Shack family is devastated by the loss of our beloved Krystle. No words can describe how much she meant to all of us.

"She was an incredible woman, always full of energy and hard at work, but never too tired to share her love and a smile with everyone. She was an inspiration to all of us. Please keep her and her family in your thoughts and prayers."

Krystle Campbell, 29

Krystle Campbell, 29, from Medford, Massachusetts was identified as one of the victims by her father, William.

He told Yahoo News that she was at the finish line to cheer on her boyfriend, who was running in the marathon.

"My daughter was the most loveable girl," said Campbell. "She helped everybody, and I'm just so shocked right now. We're just devastated."

The family worshiped at St Ann's church in the area. Jay Richards and his daughter Christina (who are not related to the Richard family) walked up to the church hand-in-hand on Tuesday. Christina had taken her first holy communion with Martin at the church last year.

"It's very sad. You never know how these things are going to affect you. This is certainly affecting us today," Jay Richards said.

Christina took religious education classes at the church with Martin each week, Richards said. He said the Richard family were "nice people, just like anyone else in the community".

Staff at Martin's former kindergarten described him as a "loving, caring" child. "He was just a great little kid," said Russ Wilson, regional director at the Pope John Paul II Catholic Academy. "Always a smile â€" loving, caring, great enthusiasm for school, for learning … a very thoughtful little boy."

Martin attended the school between the ages of four and five and left in June 2010. His older brother Henry also went to Pope John Paul II. "It's a tragedy. An absolute tragedy," Wilson said.

The death has left Dorchester in shock. At the family home on Tuesday, neighbours and friends left flowers and gifts. Candles burned on the front steps, while the word "peace" had been written in chalk.

Neighbour Betty Delorey, 80, said Martin loved to climb the trees and hop the fence outside his home.

"I can just remember his mother calling him, 'Martin!' if he was doing something wrong," she said. "Just a vivacious little kid."

She said: "I'm sick to my stomach. It's hard to say anything, really."

Stephen Lynch, a US congressman for Massachusetts who has known the family for 25 years, said they had just gone for ice cream and were returning to watch the runners finish the race on Boylston Street when the bombs exploded.

"They were looking in the crowd as the runners were coming to see if they could identify some of their friends when the bomb hit," Lynch told the Associated Press.

He added: "Ball bearings are meant as anti-personnel munitions," he said. "They were trying to cause carnage here."

The details of their deaths are heartbreaking. The Richard family had been trying to get away from the first explosion when they were caught in the second blast. Martin was killed, while his mother, Denise, and six-year-old sister Jane suffered serious wounds in the attack. His father Bill was hit on the legs by metal fragments and ball bearings. Martin's older brother, Henry, was not injured.

"My dear son Martin has died from injuries sustained in the attack on Boston," Bill Richard said in a statement released on Tuesday. "My wife and daughter are both recovering from serious injuries.

"We thank our family and friends, those we know and those we have never met, for their thoughts and prayers. I ask that you continue to pray for my family as we remember Martin. We also ask for your patience and for your privacy as we work to simultaneously grieve and recover. Thank you."
