Judge Peggy Chiampas sentenced Miles to time served after she agreed to undergo a mental health evaluation and get follow-up treatment, The Chicago Sun-Times reported. Miles has been held at the Logan Correctional Center in Lincoln, 65 miles west of Champaign, since December for violating parole.

"All of us are reaching out to you and offering you, maybe for the first time in your life, a hand, OK?" Chiampas told Miles. "But you've got to reach out and grab all of our hands as well."

Miles, who has dozens of convictions for felonies and misdemeanors, thanked the judge for her help.

Miles has been arrested 65 times for disorderly conduct and has used at least 83 different aliases. She's well known among merchants and residents in several North Side neighborhoods, including one florist who called police about her 25 times last summer.

MANILA, Philippines - Two soldiers were killed in heavy fighting on Monday between government troops and the New People’s Army (NPA) in Lianga, Surigao del Sur.

Maj. Leo Bongosia, spokesman of the 4th Infantry Division, identified the slain soldiers as Pfc. Nagdar Irad of Patikul, Sulu and Pfc. Merwin Tion of Talisayan, Misamis Oriental.

Operating elements of the 29th Infantry Battalion were conducting combat operations in Sitio Tibog, Barangay San Isidro at about 2 p.m. Monday when they were fired upon by an undetermined number of NPA rebels.

Bongosia said that the firefight lasted for only five minutes.

The military's pursuit operations are ongoing.

Relative Strength

The 14-day relative strength index for the MSCI emerging gauge fell to 19 today, the lowest level since May 2012. An RSI value of 30 or less indicates it may be time to buy the asset.

The Philippine benchmark index slumped 4.6 percent after data showed the nation’s unemployment rate climbed to a three-year high and exports contracted more than expected. Philippine Long Distance, the nation’s biggest phone company, sank the most since January 2012.

Thailand’s SET Index tumbled 4.7 percent after earlier losing as much as 5.3 percent as data showed overseas investors were net sellers of Thai stocks for a sixth straight day. The Jakarta Composite Index slid the most since Oct. 3, 2011. The nation’s stock market was downgraded to underweight today by UBS AG strategist Nicholas Smithie, who cited rising valuations.

The MSCI South East Asia Index dropped 2.4 percent, the sharpest loss since Nov. 10, 2011. The gauge has slumped 11 percent from May 8 when it rose to the highest level since July 1997. The measure’s 50-day volatility for the MSCI South East Asia Index rose to the highest level since August.
#22580
The MSCI Emerging Markets Index lost 1.3 percent to 960.55 as of 4:42 p.m. in Hong Kong, the lowest level since Sept. 6. The gauge’s 50-day volatility rose to the highest in seven months. The U.S.’s AA+ credit rating outlook was increased by Standard & Poor’s yesterday, boosting the odds that the Fed will reduce its bond-buying program. Foreign investors have sold a net $1.3 billion of Thai shares, $1.2 billion in Indonesia and $70 million in the Philippines since May 22, when Fed Chairman Ben S. Bernanke said the central bank could consider paring stimulus if the U.S. labor market improves.

“It’s a period of high volatility for these markets,” Visit Ongpipattanakul, an investment strategist at Trinity Securities Ltd., said by phone in Bangkok. “We should continue to see more outflow of foreign funds from Thailand, Philippines and Indonesia for some time. Concerns about the Fed tapering have pressured the markets.”

The Benin national was brought to the City Prosecutor of Manila Sunday where he was charged with violating Sec. 5 (Transportation of Dangerous Drugs) and Sec. 11 (Possession of Dangerous Drugs) Art. II of the Comprehensive Dangerous Drugs Act of 2002.

This is the first case encountered by authorities where a courier swallowed improvised capsules of shabu and the supposed offender is caught with the capsules still concealed in the body.

The Benin national is being monitored as more capsules are expected to be expelled in the following hours or days.

Investigators are also trying to learn the identities of the courier’s local contacts. â€" DVM, GMA News
#22583
Later, while in the custody of the NBI, the courier complained of a stomach ache, and was brought to a hospital for a medical examination. An X-ray allegedly revealed the presence of the capsules in the stomach.

In the presence of NBI agents and investigators, the courier was said to have so far defecated 34 capsules which were later certified by NBI Forensic chemist to be positive for methamphetamine hydrochloride (shabu) with a net weight of 448 grams.

The courier was immediately placed under arrest and was provided legal representation from the Public Attorney’s Office.

A suspected member of the West African Drug Syndicate (WADS) was, on Sunday, charged with trying to smuggle in illegal drugs after authorities had discovered that the alleged drug courier had tried to sneak past security at the Ninoy Aquino International Airport having swallowed 60 thumb-sized capsules of shabu.

The courier, who is a national of the Republic of Benin, was allegedly to deliver the drugs to a local Philippine contact in exchange for $4,000.

According to the National Bureau of Investigation-Reaction and Interdiction Division (RAID) investigation, the courier’s arrival last Friday at the NAIA was noted by immigration officials, who were suspicious of the Benin national's purpose for traveling. The immigration men promptly alerted the Airport Task Force on Drug Couriers and the NBI of their suspicions.
