i was involved in some government flagship projects that were foriegn aid funded being a private consultant as a part of a project management team. as far as i know, for example, dpwh cannot disburse the money nor managed the project they can only monitor. the projects were managed by private consultants with lots of mechanism inplaced to control the quality and the project will be accomplished in time and on budget. dont wori much my friend. pilipinos nor americans nor the japs who funded such projects are not stupid or blind to give the project's implementation to the dpwh who is notorious on corruption.

it's clear as the crystal waters in balicasag island. the americans killed them. the information of where the guerillas came from a jagnaanon.

i firmly believe God will not abandon our country and we could have a better life in the islands soon. a country thru time and experience will grow for the better it's the trend and history or expereinced from other countries substantiate my belief.

I'll keep my point of view in KISS(Keep It Short and Simple). Why? Because I want our Philippines to be ruled by the Pilipinos. Our recent woes can be medicated thru a sincere and honest goverment and a quality education to raise our poor countrymen from their present situation.
All countries had gone thru hell in their histories prior to their advancement and america was not exempted by this phenomenom. I mean, we need more time to improve our culture being a young independent country. So dont jump in haste to give our rights to the americans just because you tasted their bread and butter? this island is at present conserved by siliman u being a fish sanctuary. but not only being a boholano, im proud to announce that balicasag island is the most vibrant and magificent dive site i've been to. a one island with 3 different areas of dive sites that is unique with one another. i luv the drop off point at the sanctuary area situated at the northwest side of the island. billllaaaaat, kurat ko kay sa diha namis mga 75 to 80 feet. mi tagbo namo ang grupo sa mga saminan lingin ilang mga mata nga among natagboan! hinumdum kos sinugba ug tinuwa sa dabing resto sa pantalan sa tagb. mora kag galupad kay drop off point ang area. magsubay subay kas pangpang sa ilawom sa dagat ug imong makita ang mga giant fan corrals(100yrs old na siguro ni sila) ug uban pang isda nga vivo kaayo tanawon!!! lastly, di gyud nako makalimtan nga sa dihang mi hangad ko akong nakita ang mga baracuda nga nag biyo2x sa among ibabaw! Hesus eirreeeeiii kaayo ang sitwasyon kay at your right and below nag lugitom ang dagat while at your left the corrals are resided with various kind of fishes. whew, that was a great dive we had! i prayed that unta, naa miy matagbuan nga iho aron ma kompleto ang thrill sa dive usa mi mo tunga!!!
