One must say that the No. 1 attraction of the film is the superb acting ensemble.

This is not Bergin’s best exposure but still he remains a towering, if, admirable figure as he interacts with Dantes and Confiado. There is unfathomable evil in the portrayal of Gabe Mercado (as Deputy Warden Diaz) and Thou Reyes (as Dong) opposite the inherently good Gudo (Confiado) and  Allona (Paras).

Thus far, this is the best of Dingdong as an actor. His dance sequences are credible, his intensity comes from something deep in his being. Towards the end of the film when he still tries to avoid dancing in public on account of his father’s opposition to his art, he lets go of his reservations and joins the glorious dancing finale of the film.

As for director Apolinario, he has rare insight and a wide imagination to make another prison story look fresh and highly revealing.

As it is, Man of Steel is pure Hollywood crap and Dance of Steel Bars shines minus special effects.

This is another indie filmmaking at its best.

Director Cesar Apolinario shooting inside Cebu jail: The best of indie filmmaking

But out of this accepted state of Philippine detention cells comes a refreshing story of a young man who genuinely loves dance and can’t publicly express it because of a homophobic father.

The surprise dance number of Dantes and Paras has sensitive resonances of the tango scene in Scent of a Woman. The solo dance scene of Dantes is reminiscent of Billy Elliot which is about an Irish boy who wanted to dance rather than play.

As a whole, you get a view of an excellent collaboration between director Apolinario and the scriptwriters (Cris Lim and Michael Villar) and the cinematographers (Emman Pascual and Rain Samson).  On top of that, the music of Edward White is never obtrusive.

Parish landed in jail trying to help a stabbing victim. Mando inherits the love for dance of his mother but he can’t give his all for his art for a sensitive reason: His macho father equates dancing with homosexuality. In jail, he meets another gay dancer Allona (Joey Paras) who shares his interest in dance.

In one encounter, Mando tells Allona that dance requires focus, dedication and true grit. Allona takes this to heart and was able to make not just passable dancers â€" but a thoroughly involved dancing ensemble.

Truth to tell, Dance of Steel Bars has more to offer cineastes than the over-rated and over-advertised Man of Steel.

The film re-acquaints us with the disquieting mismanagement in the country’s penitentiaries and you conclude that corruption has spread its tentacles in the very institution aimed to reform criminals. You also see a common story of innocent people languishing in jail only because they can’t afford to hire lawyers.

With dancing inmates of Cebu: An engrossing story of a young man passionate about dance

The YouTube sensation must have fascinated director-journalist Cesar Apolinario that he transformed his inputs on the Cebu jail into a gripping story of injustice, jail mismanagement and induced riots in the country’s detention cells.

The setting is real and so are the characters. But what made the film all the more engrossing is the passion for dance of Mando (Dingdong Dantes) who accidentally kills his gay dancing teacher in one intense dance lesson. He genuinely loves dance but at that phase of his young life, giving in to the advances of the dance guru is out of the question.

And so he lands in jail in the company of Frank Parish (Patrick Bergin) and Gudo (Mon Confiado).

In this prison cell for three, their life stories emerge.

Dingdong with Hollywood actor Patrick Bergin: A marked collaboration.

MANILA, Philippines - There is a highly-imaginative mind behind the makers of Dance of the Steel Bars now fighting for survival in the ongoing box-office race dominated by Man of Steel in the cinemas of Metro Manila.

The initial come-on is the dancing inmates of the Cebu Rehabilitation Center which hit YouTube some years back and had since then gone viral with over 50 million views.

Other methods of saving for a long retirement include things you should probably be doing anyway. Max out your employer's 401(k) match. Open and regularly contribute to a traditional or Roth IRA. Maybe get a lifetime income annuity. Make smart investments that will supply a steady supplemental income. If you're unsure of where to begin, find a financial adviser and begin strategizing.

No matter how simply you live, life takes money. Living 10% longer means you must save at least 10% more to maintain your present lifestyle. Start saving now if you'd rather not spend your final years living in your daughter's basement.
#21913
One of the most obvious solutions â€" and a solution many people don't want to hear â€" is to delay retirement. The standard 65-year retirement mark may take a bump in the not-too-distant future. The fact of the matter is, not everyone has enough money to retire rich and carry them through 30 years of unemployment. Our current 40-year careers could easily start turning into 45- or 50-year careers. Those who can afford it might ease themselves into retirement by switching from full-time to part-time or taking on a simpler, less-demanding job.

For many, the most effective way to prepare for a long retirement is also the most difficult: saving enough. This entails living below your means during your working years and/or creating a modest budget for retirement. You may need to live in a smaller home. You may need to drive a less expensive car. You may need to trim the annual vacation budget.
#21914
A wide range of medical and societal advancements have contributed to our present longevity. We can thank everything from purified water to vaccinations, public education to pasteurized milk, child labor laws to cancer treatment. And pending complete societal collapse, you can bet the human race will continue finding ways to prolong the inevitable.

What longer life means for retirement

It's pretty simple, actually. The longer you live past retirement, the more money you'll need to have saved up. Even if you only live five years longer than your grandfather, that's five more years of income you'll need to have in reserve. At a modest $40,000 a year, you're looking at an additional $200,000 to survive, without even accounting for inflation. And with social security poised to be cut back, you better be ready for self-sufficiency.

Though we're not quite on a trajectory to reach ages of Old Testament proportions, the average increase in life expectancy is far from negligible. Life expectancy has risen from about 47 in 1900 to around 78 today. Though much of the shift can be attributed to a huge reduction in infant and child mortality, our senior citizens are getting older, too.

Since 1950, the population of the U.S. has roughly doubled, while the number of Americans aged 100 years or older has increased by approximately 2,200%. The MacArthur Research Network predicted that by 2050, life expectancy will rise to 89-93 years for women and 83-86 years for men. Currently, a 65-year-old man has a 41% chance of living to age 85, while a woman of the same age has a 53% chance.

As life expectancy steadily climbs through the 21st century, we are being forced to rethink the way we plan for our golden years. Where once an individual could reasonably expect 10 to 20 years of retirement, today's prospective retirees must prepare for upward of 20 to 30 years. Life may be getting longer, but it won't necessarily get easier.

Just how old are we talking here?

Dog grooming competitions have been around since the 1970s and have become a phenomenon across the United States and the world. Recently a new trend called Creative Grooming has began to catch on. Groomers use chalk, Sprayza Airbrush System, Blo Pens, semi permanent and demi permanent colors to achieve their creations. Although critics claim this is abuse, groomers say that the products are 100% safe and that the dogs enjoy it. So far there has been no human fatalities. -- http://thechive.com/

Bacteria that cause meningococcemia can spread via "close, direct physical contact and through coughing, and sneezing, kissing."

"In general, people should not share anything that has been in their mouth. Exposure to cigarette smoke increases the risk of spread of meningococci, as well as other bacteria," it said.

Also, the DOH advised washing hands frequently with soap and water and avoiding close contact with meningococcemia patients.

"Penicillin kills meningococcal bacteria that have invaded the body. Early recognition of meningococcal infection and prompt treatment with penicillin greatly improves chances of survival," it added. â€" ELR, GMA News

A four-year-old girl succumbed Friday afternoon to suspected meningococcemia in Bulan town in Sorsogon province in Bicol.

Health authorities in the province have taken precautions to protect the girl's family and neighbors, radio dzBB reported Sunday.

The report cited initial information from the Department of Health in Sorsogon indicating the girl was from Bical village in Bulan, and was admitted to a hospital Thursday.

At the time, she had been vomiting and had difficulty breathing, which were among the symptoms of meningococcemia.

Hospital staff took a blood sample from the patient for analysis.

The Department of Health said the infection can spread via direct contact with discharges from the nose and throat which contain the bacteria.

The victims, identified as Noel Duriga Japon and Anafe Lara, were caught having sex by another security guard, Danillo Bustillo, inside an abandoned building in Barangay Cugman at 12:45 a.m.

Bustillo, a security guard of a branch of the Land Bank of the Philippines, claimed he only shot Japon after the latter attempted to draw his gun out and shoot him. He said it was not his intention to shoot Lara.

Bustillo surrendered to the police after the incident.

He is facing double homicide charges.

In a highly publicized case in 2009, a 7-year-old northeast Florida girl was abducted while she walked home from school. Police later found Somer Thompson's body in a Georgia landfill. A man who lived with his parents in Somer's Orange Park neighborhood pleaded guilty in 2012 to kidnapping, raping and murdering the girl and was sentenced to life in prison.

Somer's mother was quoted by The Florida Times-Union (http://bit.ly/19qmLAV) as saying that she was sickened by the news of Charish's abduction.

"Her (Charish's mother) nightmare has just begun," Diena Thompson said.
#21957
Williams declined to answer reporters' questions about how Charish died or what Smith did in the hours between his disappearance with the girl and his arrest, saying that the investigation remains open.

Smith has been a registered sex offender since a 1993 conviction in Duval County for attempted kidnapping and selling obscene materials. He has been arrested several times since then, most recently in 2009 on a charge of child abuse after making obscene phone calls to a 10-year-old girl, making verbal threats, and impersonating a social worker with the Florida Department of Children and Families who claimed to be investigating the girl's family.

Smith pleaded guilty to misdemeanor charges in that case and was released from jail May 31.

Williams said Smith had just met with police Friday morning to comply with a state law that requires sex offenders to verify their address once a year.
#21958
The girl's mother called 911 when she realized Charish and Smith were missing. An Amber Alert was issued, and a tip about a suspicious van spotted in the woods near a church led investigators to Charish's body Saturday morning.

Meanwhile, an officer working at the scene of a traffic crash on Interstate 95 on Saturday morning recognized Smith's van as it drove past her and called it in.

The highway was shut down while other officers pulled Smith over and arrested him. He has not cooperated with investigators, Williams said, and it was not immediately known whether he had an attorney.
#21959
Authorities had put out an Amber Alert with details of Smith's van early Saturday, hours after receiving a 911 call from Charish Perriwinkle's mother about the missing girl.

Prior to the alleged abduction Friday night, Smith, 56, befriended Charish and her mother at a dollar store, and "offered to take them to Wal-Mart and buy her family some clothes," Williams said.

"They appeared to be down on their luck and he could help them out."
After spending a couple hours inside the Wal-Mart together, Smith offered to buy hamburgers and walked with Charish to the front of the store, Williams said.

Instead of stopping to buy the snack, Smith walked Charish outside and the two of them got into his van, Williams said.

The governor said he already called the DOH-7 regional director to also raise to her level, the points raised by Dr. Po.

In response, Dr. Anden also assured Chatto that the DOH-7 will check the situation at GCGMH and that if there is no available technical person coming from the regional office, they would outsource a technical service to solve the concern about the standby generator.

The governor reads this as a hint that indeed there is a problem in the item for an electrical engineer within the hospital organization. But Chatto said he will check with the regional director if it is really the problem, since it is the DOH that is running the hospital.
#21969
Considering that the MOA would expire on June 30, Po reportedly had been asking for a renewal--in fact, way long before the issue cropped up.

The governor said he pointed out to Po that the operation of the dialysis facility at the regional hospital cannot be interrupted "simply because of technical reasons".

"After the discussions last weekend, and by Monday, Dr. Po reported to me that she had already contacted the private partner and she has assured that there would be no interruption by June 30. I would like Dr. Po to also say that in public so that the issue will be closed," Chatto added.

On the concern about the generator, Chatto said Dr. Po assured him that the new generator is operational, but she also wanted the old one to be repaired to serve as back-up.
#21970
The unserviceable dialysis machine donated by a group from the United States has also added up to the pile of issues besetting the lone regional hospital in the province, aside from another issue on the operation of the dialysis machine which contract with the private partner is about to expire on June 30.

On this, the governor said there is an assurance that the contract will be continued as Dr. Po had told him that the hospital administrators had already contacted their private partner last Monday, as an offshoot of the governor's discussion on the problem with the hospital chief last weekend.
The operation of the dialysis machine is based on a memorandum of agreement with a private partner who is supplying the reagent and the equipment.
#21971
Amid the seriousness of the issues, Dr. Po only sent the hospital's spokesperson--Dr. Edgar Pizarras--to answer media queries, but only with incomplete information.

In the middle of the planning and assessment workshop of all the chiefs of offices at the Capitol yesterday, Chatto said he was also trying to contact Dr. Po and DOH-7 Regional Director Asuncion Anden regarding the concerns at the GCGMH.

The governor said he already advised the hospital chief to "make herself accessible to the public through the media", pointing out that even if she already gave her explanation to him, it is better for the public to hear it from her.

Since the problem involves power supply, it branched out further to the possible effect of this to the electricity-driven equipment and the back-up generator.
#21972
A recent accidental blast, which almost blinded an electrician commissioned to repair an electrical wiring at the hospital's powerhouse system, traced the hospital's problem on "unusual rush of high electrical voltage coming from the hospital's power house system" which appeared to have been kept from the public eye when in fact, it is a government-run hospital.

It is the suspicious disappearance of the victim's medical record at the emergency room that prompted another suspicion that indeed the problem was intentionally kept.

As a result of the incident, the electrician who works in one of the local hotels, is feared to lose his sight.

Grant the media an interview--be this an order or an advise, Gov. Edgar Chatto insists Dr. Nenita Po, the chief of hospital at Governor Celestino Gallares Memorial Regional Hospital, should consider this tip to appease the howling public amid the reeking can of worms that haunts the institution under her watch.

As far she is concerned, it might be "case closed" for Dr. Po, considering that she had already given her explanation to the governor; and so it seemed, until the hospital chief assured the governor that she is willing to grant the media an interview.

It is of no debate that whoever will rule the SP come July 1 would also serve at the pleasure of incoming city mayor Baba Yap. The so-called balance of power may not be so balanced at all if our legislatures would continue to behave as if they owe their existence to one political patron, not the voting populace. In the case of pro-Lim councilors, they continue to act adamant to the calls of their conscience because they don’t want to hurt their political sponsor. Instead of serving the wishes of the public, they are serving the wishes of only one person. At the end of the day, elected public officials must bear in mind what Manuel L. Quezon had said about loyalty: “My loyalty to my party ends where my loyalty to my country begins.”

Cabalit of Taloto District, Tagbilaran City as Ex-Officio Member of the Sangguniang Panlungsod of the City of Tagbilaran,” acting presiding city vice-mayor Yap agreed the approval of the resolution, to the vehement protest of the minority bloc, who are councilors belonging to the defeated administration of Mayor Lim. Like crying babies, the city councilors identified with Mayor Lim are being scorned by the public for their blatant insistence to enforce something that is patently illegal and non-sense. They complain now that they have become victims of the so-called the “tyranny of the majority” after they were outvoted by the new majority group at the SP in their bid to put Cabalit back to City SP. But we have to remember that this was the same political maneuver they had employed in order for Cabalit to disappear from their sight. Why complain now?

Tagbilaran City, Bohol, Philippines
June 16, 2013

The timeless wisdom “Do not do unto others what you do not want others to do unto you” may serve as a guidepost to city councilors allied with outgoing city mayor Dan Lim. Resorting to the same tactic otherwise known as the “tyranny of numbers,” the majority bloc led by city councilor Baba Yap had succeeded in reinstalling Taloto Barangay Captain Faro Cabalit back to the Sangguniang Panlungsod. Cabalit, in a move prodded by the so-called “the tyranny of the majority,” was voted out as ABC President in 2011, losing his Sangguniang Panlungsod seat as ex-officio member, following a City Mayor Dan Lim-backed ABC election. Despite the political coup that ousted Cabalit in 2011, he remains the recognized ABC President by the Department of Interior and Local Government (DILG), Provincial Government of Bohol, and the national Liga ng mga Barangay. As the stand-off at the City Council deepens, City Councilor Nerio Zamora III said that Cabalit cannot just be put back to the City Council as the Association of Barangay Captains (ABC) president without incurring legal headache.

In 1997, the Conference of Parties of CITES cited the Philippines as a “trade route and transit country” for elephant tusks and identified it as one of nine countries of priority concern.

The other eight are Kenya, Tanzania and South Africa, the major sources of ivory in illicit trade; China and Thailand as destinations of illegal ivory; and Hong Kong, Malaysia and Vietnam as trade routes and transit countries.

Protected Areas and Wildlife Bureau Director Theresa Mundita Lim said the five tons of ivory came from illegal shipments into the country seized by the Bureau of Customs and other enforcement agencies from 1996 to 2009.

Based on records, she said almost 13 tons of ivory had entered the country from 1996 to 2009, but only a little over five tons were actually turned over to the DENR. With a report from AP

“This is the first country outside of Africa to destroy its contraband ivory. Nobody else has said we’re destroying our stuff. This is the Philippines saying ‘this is not money.’ ‘This is a crime, and we will not profit from the blood of elephants,’” Christy said.

Paje said the government’s decision to crush the ivory tusks was a reaffirmation of the country’s commitment to the Convention on International Trade in Endangered Species of Wild Flora and Fauna (CITES).

CITES is an international treaty developed in 1973 to regulate commercial trade in certain wildlife species, including the critically endangered elephants.

“This act is a strong statement to the rest of the world that the Philippines is serious and will not tolerate illegal wildlife trade,” Environment Secretary Ramon Paje told a crowd of foreign dignitaries, wildlife campaigners and local and international media.

Ivory can fetch from $1,000 to $2,000 per kilogram on the black market and more than $50,000 for an entire tusk, according to reports.

Bonaventure Ebayi, chair of the Lusaka Agreement Task Force, an intergovernmental body on illegal wildlife trade based in Nairobi, Kenya, said the Philippine government’s action was a model that ought to be replicated in other parts of Asia.

The US Embassy’s economic officer, Heath Bailey, said the Philippines was the first “ivory-consuming nation” to destroy its stash of contraband ivory.
Bryan Christy, a lawyer and journalist who exposed the Philippines’ role as a consumer of religious icons and figurines made of ivory, was also invited to the event.

CRUSHED At least 5 tons of smuggled elephant tusks worth an estimated $10 million are destroyed by a road roller in support of a global effort to stop the illegal ivory trade. MARIANNE BERMUDEZ

MANILA, Philippinesâ€"Environment officials on Friday led the crushing of some five tons of smuggled elephant tusks worth an estimated $10 million in a symbolic move to show the seriousness of the Philippine campaign to stop the “blood ivory” trade.

The Department of Environment and Natural Resources (DENR) on Friday destroyed the confiscated ivory using a road roller at the Ninoy Aquino Parks and Wildlife Center in Quezon City. The shattered parts were to be incinerated at a government animal crematorium, officials said.

DAVAO.
