LGU Philippines / A Woman's Charm Is Still Fatal
June 03, 2007, 10:06:31 AM
By William Esposo
The Philippine Star

One of the edifying stories of our last elections was about the triumph of a wee lassie from the south over an internationally celebrated prize-fighter and sports icon.

Darlene Antonino-Custodio versus Manny "Pacman" Pacquiao for Congress Representative was a match that drew curious interest, largely because many people wanted to know if Pacquiao’s seeming invincibility in the ring would also win him a seat in Congress.

Pacquiao was at the peak of his glory, hailed and adored as a hero by fans. Many even believed that he could win as senator. Mayor Lito Atienza wanted Pacman to run for vice-mayor of Manila and be the running mate of his son Ali, Lito’s would-be successor who eventually lost to Fred Lim.

Pacquiao’s boxing victories provide diversionary relief for a nation living with a battered self-image. For this moment, we forget our deteriorating poverty. For this moment, we bypass our shame of being among the world’s most corrupt and the most dangerous place for journalists and activists. Pacquiao’s conquest of Erik Morales reassured Filipinos that they are world class and capable of achieving noteworthy feats.

Pacquiao’s aura of invincibility reminds me of the same powerful impact George Foreman exuded before Muhammad Ali demolished him in the 1974 Kinshasa, Zaire "Rumble in the jungle." Before fighting Ali, Foreman demolished all his ring opponents, with very few of them going beyond five rounds.

Foreman was the outstanding favorite to beat Ali - especially after having previously kayoed the only two fighters that had tarnished Ali’s ring record, Joe Frazier and Ken Norton. Foreman demolished both Frazier and Norton in bouts that each lasted less than six minutes.

Ali at past 30 and believed to be on the decline stunned the world by knocking out Foreman in eight rounds - crushing a fighter who until then was thought to be invincible. This made Ali the second heavyweight to regain a lost world crown.

The encounter in Gensan between Darlene Antonino-Custodio and Manny Pacquiao reminded me of the Ali-Foreman superfight. Here was Pacquiao, icon of Pinoy machismo and undoubtedly the greatest fighter in his category - up against a wee, frail-looking lassie who looks like she can’t even swat a fly.

Sidestep your opponent’s strength

Last Sunday, I finally got my chance to interview Darlene to hear it from her directly how she won that Gensan congressional race with plenty to spare.

Darlene applied a classic marketing strategy that all sums up to: Sidestep your opponent’s strength and play your greatest advantage.

In a marketing war where one toothpaste brand is well-established for fighting cavities, a good approach for its competitor will be to be promoted as the toothpaste that delivers fresh breath. If a car brand is known for its speed, the competitor can position on the platform of safety.

Darlene did not denigrate the one strength that Pacquiao had, which is his triumph in the ring and the honor and joy he brought to Filipinos. Instead, Darlene gamely watched and cheered the ‘Pambansang kamao’ in his fight against Jorge Solis, effectively forging a bond of unity with Pacquiao’s most avid fans.

Despite being a member of the affluent Antonino clan, Darlene had the humility and perspective of a public servant which kept her from being generalized as a member of the upper class. This spared her from being isolated into an "us versus them" equation where she is regarded part of the entrenched elite while Pacquiao takes on the role of the champion of the underprivileged, unrepresented Filipinos.

Darlene had carefully stayed away from frontally challenging Pacquiao’s qualification to run for the congressional seat. Instead, she focused on reporting what she had already accomplished and communicating her future plans for her Gensan district when re-elected.

She realized that a lot of other people are raising the issue of qualification against Pacquiao and she did not have to join the fray. After all, it does boggle the mind to imagine how a boxer can transform himself into becoming a congressman, a position that requires education credentials. Very few people will take up boxing for a living if they had the education.

By focusing on her strengths, Darlene indirectly provided contrast to Pacquiao’s lack of credentials. Pacquiao failed to address people’s doubts that he will be able to effectively represent them in Congress. Pacquiao’s celebrity status did not equate to effective congressional representation.

Not only that, many voters doubted if Pacquiao can do two jobs that both require full-time attention. It was logical for people to think that Pacquiao will naturally concentrate on his boxing career where he makes millions. Thus, the issue of his lack of qualifications was exacerbated by doubts about his availability and inclination to do the job.

It was a no-contest from the very start. It was for Darlene to lose had she made the wrong moves. In her surveys, Darlene was comfortably leading Pacquiao before and during the campaign period.

Perhaps sensing the desperation of his cause, Pacquiao lost a lot of points when he resorted to ridiculous and outrageous claims against Darlene - at one point saying that he has been marked for assassination. If Pacquiao was up against Abra Governor Vicente Valera, who is hounded by allegations of ordering the killing of a political opponent, that line might just fly.

Another major setback for Pacquiao’s candidacy was his perceived closeness to Madame Gloria Macapagal Arroyo and First Gentleman Mike Arroyo. Ten Genuine Opposition and two independent Senate bets won in Darlene’s district.

Since the time of President Fidel Ramos until now under the administration of President Gloria Arroyo, the buzzword has always been to make the Philippines and the Filipinos globally competitive. However our idea of competitiveness is a distorted one.

Definition

The word competition is defined as a striving against another or others for some object, as a prize, or for superiority; a trial of skill or ability; a contest.

It means that we will gather together talented Filipinos, develop them as a team, like a basketball team, and let them play against the teams of other countries with the objective of beating their teams.

What is happening?

Our educational system has been goaded to produce excellent graduates. Nursing schools are required to have all their teacher to be holders of a Master's Degree. The Nursing schools are required to have a base hospital and many other stringent requirements. It is a laudable move in order to produce excellent nurses.

However, we can observe the result. Almost all our nurses and doctors desire to work abroad. Despite thousands of graduates our hospitals still lack nurses and doctors. They do not have to desire to work here in the Philippines because the pay is not good.

In other words, we have the talent but our government does not know how to maintain or manage a team. Our health-care team is given deplorable support. The situation is true with other professions except maybe for lawyers. Even priests are going abroad.

The Result

The end result is that we are turning out Filipinos that are globally employable. Their command of the English language makes it much easier to go abroad. We are not really aiming for global competitiveness but global employability.

Much as we desire global competitiveness we must not delude ourselves because the end result of our struggle is global employability.

In the world of pool-billiards, the present world champion is Alex Pagulayan. He is a Filipino but he represents the country of Canada. Canada became globally competitive employing or using a Filipino. In other words we are still colonials in the service of our masters.

Proposal

My idea of how to become globally competitive is similar to the Chinese and Japanese method, use Bisayan as a medium of instruction. Only very few Chinese and Japanese work abroad because of the language barrier. Brilliant minds are retained in the country and found ways and means to compete with other countries.

You may think that it is a preposterous proposal. After studying Sugboanon Bisayan for many years now, I found out that it has so many terms, words, etc. that are equivalent to the English terms. We need to coin only few more words. In my case, I can teach the whole Civil Engineering course in the Bisayan language. The nursing course can be taught fully using the Bisayan language; the same with the nautical course, and other courses.

Do you know the Bisayan word KURANG? It means lesbian to lesbian or homosexual to homosexual relationship. The word KURANGRANG describes the sickness or disease obtained due to such relationship. It is practically equivalent to AIDS in English.

Take Lawyers as Examples

Our lawyers, even though well versed in the English language, do not emigrate because the knowledge they have will be useless in other countries. Some will go abroad for further studies and training but if they want to be good lawyers, they must return to the Philippines.

The Chinese and Japanese also go abroad for further training but they return to their home country where they will be comfortable using their own language. The procedure of the Chinese and Japanese made them globally competitive. In our case, it is only in law that we are globally competitive that is why we have now so many laws that we could not understand.

Epilogue

Be that as it may, what I'm trying to say is that, our leaders did not understand how it is to be globally competitive. To make use of the situation, the Filipinos transmuted globally competitive into globally employable.

Ug ang sunoy dili dali maluya kay lig-on pa man lagi ug tuhod.

Tanan adunay kinutoban. Si Joe Torralba ug Dan Lim: usa ra: aduna ray kinutoban.

Lessons from Albert Einstein

1) "Imagination is more important than knowledge." So true, it's one thing to know the technical aspects of how to do something, but when you work in a creative field, imagination trumps knowledge every single time. After all, if you need more know-how in order to execute an idea, you can always learn on the fly or out-source the technical work.

2) "Anyone who has never made a mistake has never tried anything new." When you're creating something out of the blue, it's going to take lots-o-tweaking before you get it just right, and you have to get comfortable with not knowing the end result. Sometimes ideas take off and become extremely profitable. Other times they just flop. It's just hard to tell what's going to work and what doesn't, so you need to always expect that something will work, but not be too upset when it doesn't.

3) "Great spirits have often encountered violent opposition from weak minds." I think that when you look at opposition (folks who make fun of you or your sites, or people who don't "get" you) in the right light, it can be a major motivator. You want to show them your vision, show them that you know what you're doing. The trick is to turn negativity into positive momentum. Opposition makes victory taste sweeter. :-)

4) "The only real valuable thing is intuition." You need to develop a "gut feel" that will help you detect if a person, idea or situation is healthy for you. Those who have the best intuition have the greatest success.

5) "We can't solve problems by using the same kind of thinking we used when we created them." Einstein's creativity was heavily influenced by a thinking techinque he called "thought experiments", which was actually just plain old fashioned daydreaming  :-). This just goes to show that imagination, play, and a willingness to try new things is the key to being a visionary. (lifehack.org and esoupblog.com)

History / Blood Compact Site Controversy

BLOOD COMPACT SITE: Site Investigation by NHI Panel

Proem

On September of 2003 there was a Round Table Conference conducted by the National Historical Institute (NHI) to settle the controversy as to the actual site of the famous Blood Compact between Si Katuna and Gen. Miguel Lopez de Legazpi. It was conducted at the Audio Visual Hall of the NHI in Manila.

This writer (Jes B. Tirol) and Prof. Emmanuel Luis Romanillos presented the contention that the site was Hinawanan, Loay, Bohol. City Councilors Danilo Bantugan and Rizalino Israel represented the side that the site was Bo-ol, Tagbilaran City.

It was agreed that the NHI Panel would not decide until it can conduct an actual site investigation.

NHI Notice

Last February 4, 2005 I received a faxed notice that the NHI Panel will be in Bohol on February 9-11, 2005 to conduct the actual site investigation and do the second phase of the investigation. The notice contained the information that two experts will come with the four-member NHI Panel.

One of the experts will come from the National Mapping and Resource Information Authority (NAMRIA) and another from the Philippine Merchant Marine Academy (PMMA). Actual it was a representative from the Philippine Geo-Sciences Authority that came. These two experts verified the data from historical records and compared which of the two sites can best fit the records.

The Second Phase

On February 9, 2005 the members of the NHI Panel and the two experts visited the two sites and conducted interviews. Nobody among the presenters in the First Conference was present so that the NHI Panel will not be influenced. They were the verifying the veracity on what was presented during the First Conference.

On February 10, 2005 at 1:30 p.m. at the Dao Diamond Hotel Conference Room was held the Second Panel discussion. The 4-member NHI Panel and the two experts were presented. When the conference started, it was only Ex-Vice Mayor Rizalino Israel who was presented to defend the case of Tagbilaran. I was also the presenter present for the Loay side.

In the audience were mostly representatives from Loay including Mayor L. Tiongco, V-Mayor T. Bullecer Jr., Ex-Mayor Jose Borja, Ex-Mayor O. Clarin Jr. and some councilors.

In attendance also were officials from NHI, Fr. Ted Torralba, representing the BACH Council of Bohol, Carmen Gatal, the former Bohol Provincial DILG representing BACRAI of Baclayon, and some media persons.

Additional Presentation

Ex-Vice Mayor Rizalino Israel made the first additional presentation. He quoted numerous newspaper articles and after ten (10) minutes presented his evidences to the panel. (Note: Councilor D. Bantugan was not yet present. He came late.)

During my turn to speak, I manifested that I will present a revised form of my position paper and pertinent zeroxed copies of ââ,¬Å"Conquista de las Islas Filipinasââ,¬Â by Fr. Gaspar de San Augstin, OSA. Fr. Gaspar died on 1724, so the document must have been written before that date. The paper was accompanied by an English translation by Luis Antonio Mañeru. The paper described the Blood Compact and I emphasized that it mentioned that Si Katuna lived beside a river.

The addition to my position paper was the contention that in 1915 nobody in Bohol had known regarding the Si Katuna-Legazpi Blood Compact. I showed a tattered by still intact souvenir program of the ââ,¬Å"Circulo Boholanoââ,¬Â dated 1915 whose editor was Olegario Clarin, the future Senator. It said that Magellan was the one who came to Bo-ol. I also presented the book ââ,¬Å"Bohol ug Mga Bol-anonââ,¬Â by Atty. Bernardino Inting indicating that it was only in 1934 when the Si Katuna-Legazpi Blood Compact was known in Bohol. That Bo-ol Tagbilaran was claimed as the site because of the opinion of the then American Superintendent of Schools Bruce Baynes relying only on the second hand reference ââ,¬Å"The Philippine Islandsââ,¬Â by Blair and Robertson. Since the original Spanish language reports of the participants of the Legazpi Expedition are now available, it must be the one analyzed. I showed the reference books to Ex-Vice Mayor Israel, unfortunately he said, ââ,¬Å"This is Greek to me.ââ,¬Â

When Councilor Bantugan arrived he asked for five (5) days to present his opinion. The NHI Panel also asked the opinion of Fr. Ted Torralba regarding the whole matter of the controversy in his capacity as Church historian and BACH Council representative. The Panel asked for a written opinion of Fr. Torralba. Carmen Gatal was also asked regarding her opinion.

The Promise

During the open forum, Mr. Visarra asked whether the NHI could render a decision before the start of the July Sandugo Celebration. After consultations, NHI Deputy Director Almerosa manifested that if the Panel can make a report by April, it can give time for the NHI Board to deliberate and make a decision before July 2005.

So the promise was made, NHI will make a decision on or before July 2005.

BOHOL: AN AGRICULTURAL PROVINCE WITHOUT AN AGRICULTURAL ECONOMICS

Proem

The Province of Bohol is bruited as an agricultural province. Huge irrigation projects are constructed in Bohol to boost agricultural production. In other words, Bohol is self-sufficient in food products. Food is supposed to be available almost everywhere, be it in the farm or from the sea.

Plant-and-Forget

Today, there are two plants in Bohol that is "plant-and-forget then comeback-and-get." These are the coconut and the banana. You only plant it once and you can forget them and return only to harvest the fruits.

Rice was supposed to be a plant-and-forget affair. There is an old Bisayan word for it, ulilang. It means you plant dry-land rice, harvest it by cutting the stalks and new stalks will sprout again and you haverst again the new fruits. But it was forgotten long ago due to the popularity of the basak (rice paddies) type of rice production.

Historical Perspective

Throughout history, a community that is self-sufficient in food is always known to be progressive. After becoming self-sufficient in food the community tends to become self-sufficient in almost every other need.

The question is -- why is Bohol viewed as a poor province?

Agricultural Economics

When food is available, the other members of society not needed for food production becomes free to engage in producing other needed things. This situation was true during the Second World War. The Boholanos produced everything they needed, from food, clothing, soap, medicine, etc.

Again the question, why are we no longer producing by ourselves the other necessities in life?

Advent of Consumerism

Advanced countries, mainly the United States, developed the concept of consumerism. This concept changed the attitude of man from desiring only what they need, to desiring what they want. In fact it will change a desire to a need. Non-essentials like softdrinks are now thought of as a need.

When Coca Cola was first introduced in Bohol by the Americans, all street comers were supplied with coolers with Coca Cola. It was free and you can drink as much as you want. When the Boholanos learned to love the taste of Coca Cola, it was sold at a very low price in stores but free Coca Cola was still available at the town plaza. When people were transformed from "desiring" Coca Cola to "needing" Coca Cola, the item was then sold at the proper price to recoup the advertisement cost. Now you could not imagine a fiesta celebration without a softdrink.

Boholanos' Reaction

When the new need was developed the Boholanos' reaction was not to compete. Instead they turn to their farmlands to produce the cash needed to buy the softdrink. The old agricultural economics was altered to fit to the consumerism concept.

Why did we not make our biyabas (guava), bugnay, and alangitngit into a softdrink to compete with Coca Cola? Do you know that alangitngit, an innocent looking vine that turns into a large tree can be made into a nutritious softdrink? I just hope Engr. Marcial Lim will make his formula into commercial production.

No More Agricultural Economics

Nowadays we only have an agricultural economy but no longer an agricultural economics. Agricultural economy means that our agricultural products are the source of money to satisfy our consumer wants. Agricultural economics means that our agricultural products are our source of stability to free us to compete in other products. In agricultural economics it is you who will transform your agricultural raw materials into another kind of product.

We no longer have the cotton plants that Boholanos made into lumpot cloths that was much desired by the Chinese during pre-Spanish times.

The Fatal Flaw

Western civilization is steeped in the Darwinian Theory and Malthusian theory of competition in order to succeed. Orientals, including the Filipinos, are following the Kesler Theory of Mutual Aid and Cooperation in order to succeed.

The Darwinian Theory is taught in western schools and in our schools, but the Kesler Theory is not taught in our schools. So we are at a disadvantage, we do not know what we are! (Bohol Chronicle, December 2004)

Proem

Since the time of the Spaniards until the present the central government in Manila has a tendency to equate the whole country with the conditions or situation in Metro Manila.

It is said that 90 percent of all the money in the Philippines circulates around Metro Manila and the remaining 10 percent are shared by other places in the country.

The most recent faux pas of the central government in Manila is the bailout of the Maynilad Water Services operated by the Lopez family.

Historical Background

The water services in Metro Manila was owned and operated by the government through the Manila Waterworks and Sewerage Services (MWSS). It was very inefficient and always losing money in its operation.

In 1997 it was decided to let private entities run and operate the water services in Metro Manila. The whole area was divided into two parts. The Ayala Group won the concession to operate the eastern portion while the Lopez Group won the concession to operate the western portion of the service area. The MWSS became only the supervising agency of the government but it is still the owner.

The eastern portion manage by the Ayala Group is functioning well and is profitable. The western portion manage by the Lopez Group is not functioning well and not profitable.

The Proposal Bailout

The Maynilad Water Service managed by the Lopez Group has already incurred P8 Billion worth of debts. This includes rental to the MWSS and debts to the banks. The Philippines Government under President Gloria Macapagal-Arroyo has agreed to assume the P8 Billion indebtedness and convert it into equity or capitalization in the Maynilad Water Service Company.

In effect the Philippines Government is buying something that it already own. In addition, the government will pay the debts of Maynilad to the banks that amount to billions of pesos. Why would the government do it? Where will the government get the money to pay the debts of Maynilad? The answer of course is from the taxes paid by the people of Philippines.

Rewarding the Inefficient

And why would the government reward the inefficient? The eastern portion of the concession under the Ayala Group is profitable and paying to the government. Why would the government pay for the losses of the western portion of the concession?

The answer put forward is to prevent the interruption of the water service to the western portion of Metro Manila. This is a good reason but the solution is wrong. Why would the people of the whole Philippines, including Bohol, help in paying the losses? We have not benefited from the Maynilad concession, why would our taxes be used to pay for its debts? Is it not immoral?

The Prodigal Son Concept

The government, through the MWSS has already given the rights to operate the water services to two groups. One is doing well but the other is not. President GMA is acting like the good father in the Biblical story of the prodigal son. The prodigal son wasted his money but was still taken back by his good father. There is no problem in the Biblical story because the good father owned all the money and property that he gave away to his son. In the case of President GMA, she is giving away money that she does not own.

Even if in theory the bailout can be economically justified, the morality of the situation still sinks. Why would the 75 million Filipinos living outside the concession area suffer for the 5 million Filipinos within the concession area? Is it not that the concern of the President is for the greatest good for the greatest number? Why sacrifice the 75 million Filipinos who are also suffering from want for the sake of 5 million Filipinos?

The case of Maynilad is a good example of the mentality of "imperial Manila." The central government always thinks that a problem in Manila has the priority to the rest of the country. This is another issue that the insurgents from the left, center or right, can exploit to further destabilize our country. When can our national leaders learn to take a perspective considering the welfare of the whole country? (published by the Bohol Chronicle in March 2004)

Inspiration & Hope / The Flagship of Patience
June 03, 2007, 09:19:51 AM
Paul presents patience as the premier expression of love. Positioned at the head of the apostle’s Love Armadaâ€"a boat-length or two in front of kindness, courtesy, and forgivenessâ€"the flagship known as patience. “Love is patient.”

The Greek word used here for patience is a descriptive one. It figuratively means “taking a long time to boil.” Think about a pot of boiling water. What factors determine the speed at which it boils? The size of the stove? No. The pot? The utensil may have an influence, but the primary factor is the intensity of the flame. Water boils quickly when the flame is high. It boils slowly when the flame is low. Patience “keeps the burner down.”

Helpful clarification, don’t you think? Patience isn’t naïve. It doesn’t ignore misbehavior. It just keeps the flame low. It waits. It listens. It’s slow to boil. This is how God treats us. And, according to Jesus, this is how we should treat others. (from Max Lucado's Grace For the Moment, Vol. 2)

History / City Hall releases documents to ICET
June 03, 2007, 09:15:53 AM
City Hall authorities released last Monday the lacking documents vital to the investigation on the construction of the new City Hall.

Lawyer Florendo Columnas, head of the Independent Composite Evaluation Team (ICET) said that, as promised by City Engr. Pianicita Castolo, the documents were released to the Sangguniang Panlungsod.

However, Columnas (as of 7 p.m. last night) said that he has to check if all the lacking documents are intact as released last Monday.

Columnas said that the probe team will convene at 2 o'clock tomorrow afternoon for its second meeting at the office of the city lawmaking body.

Archt. Soc Fucanan, representing the United Architects Association of the Phils. (UAP) was commissioned by Columnas to conduct an inventory of the documents released last Monday. He said that Archt. Fucanan will be more familiar with the documents since majority of the "missing" documents are technical in nature.

The ICET asked the office of Engr. Castolo to release the following documents: architectural and engineering plans for the first contract of P49.9 million; architectural and engineering plans for the additional works of P25.2 million, bill of materials and estimates of the revised or additional works of P25.2 million, specifications for the additional works of P25.2 million; as-built plan for the realized building and supplemental documents of the additional works, namely supplemental contract, and availability of funds.

Columnas said that these vital documents will be taken as the basis of the investigation.

The ICET head reminded the public that the ongoing investigation is an off-shot of the resolution approved by the SP creating the said body and at the same time commissioning it to conduct a truly "independent investigation."

The latest documents released last Monday will be evaluated by the probe team when it convenes tomorrow.

The body met last Thursday for their first meeting. However, it failed to proceed since vital documents were not included in the documents released by the office of the city accountant through the Commission on Audit.

The non-availability of the vital documents surprised members of the probe team.

Together with Atty. Columnas in the probe team are Archt. Fucanan of UAP; Leah Magno of the Philippine Institute of Certified Public Accountants (PICPA), Engr. Welington Pilongo of the Federated Parents-Teachers Association and lawyer Salvador Diputado of Bohol Times, representing the media. Highways Dist. Engr. Celestino Adlaon failed to attend the meeting last Thursday.

The race for the presidency of the Philippine Councilors League (PCL) Bohol Chapter is on.

An elected PCL president earns the winning councilor an ex-officio seat at the Sangguniang Panlalawigan (SP).

Some 482 members of the organization which includes city and municipal councilors, Sangguniang Kabataan (SK) federation presidents and Liga ng Barangay president will convene to elect the new president.

Although the PCL election is not due until August, the contenders are campaigning early as political connections does not only play an immense role in the elections but also how much funds a candidate has.

This year's election is no exception with three kagawads already confirming that they will vie for the position.

The contenders include incumbent PCL president, re-elected Loay Kag. Brigido Imboy, City Kag. Danilo Bantugan and Garcia-Hernandez Kag. Tita Baja-Gallentes.

Imboy, who was rumored to run for 3rd district congressman and later as board member, decided for re-election as Loay councilor purposely to be able to run for his second term as PCL president.

Imboy is said to be enjoying an upperhand being the incumbent PCL head.

Bantugan, who is serving his third term as city councilor, is said to have the blessing of City Mayor Dan Lim who may bankroll his bid.

In an interview with the Chronicle, the lawyer-councilor bared that he has started campaigning with town kagawads and has sought the endorsement of Gov. Erico Aumentado.

Meanwhile, Gallentes is said to have been assured support by outgoing Rep. Eladio Jala and Vice Gov. Julius Caesar Herrera for the PCL presidency.

The position was purportedly traded by Jala and Herrera in exchange for the Garcia-Hernandez mayorship which Gallentes was eyeing to challenge incumbent town Mayor Myrna Schreurs.

Gallentes agreed to run as councilor under Schreurs with the assurance of support for the PCL presidency from Jala and Herrera. (Kit Bagaipo, the Bohol Chronicle 5/30/2007)

The city government has secured a 72-hour temporary restraining order (TRO) last Monday denying the collection of P20 terminal fee by the Philippines Ports Authority (PPA) at the Tagbilaran wharf that was supposed to start yesterday.

Regional Trial Court (RTC), Branch 49 Executive Judge Fernando Fuentes III acted swiftly last Monday on the petition filed by City Mayor Dan Lim in behalf of the city government.

Starlight Marine and Industrial Services Corp. was supposed to collect an additional P8.75 terminal fee to the existing P11.25, which will accrue to the PPA for the recovery of costs on the newly-installed luggage X-Ray machine and passengers' Walk-through Detector.

City Hall's petition prayed for a preliminary injunction, temporary restraining order and ex-parte temporary order.

The ex-parte 72-hour TRO will expire tomorrow afternoon while the RTC has rescheduled the raffle of the petition for preliminary injunction today.

The special raffle was originally set at 11 o'clock this morning, however, the petition was assigned to Presiding Judge Achilles Melicor who is currently on leave.

Meanwhile, PPA-Manila is preparing to answer the city government's petition through the legal proceedings, Acting Tagbilaran Port Manager Rolly Gambuta told the Chronicle yesterday.

He said Starlight will have to hold in abeyance with the collection of the P20 per passenger fee while the TRO is in effect.

Gambuta was served a copy of the 72-hour order yesterday morning.

Mayor Lim, for his part, during an interview over dyRD's top-rated "Inyong Alagad" yesterday called the terminal fee increase "excessive" and will greatly prejudice the public.

The mayor noted that the Tagbilaran City Airport is collecting P20 when most of its passengers belong to high-income earners while most port passengers that will be affected with the hike belong to the low-income bracket.

The ex-parte 72-hour TRO was immediately issued by Judge Fuentes "considering the proximity of the time in the implementation (by PPA and Starlight) of the increased terminal fee and as the matter is of extreme urgency as to protect the petitioner (city government) as well as the riding public in general to suffer grave injustice and irreparable injury."

In its petition, the city government questioned the implementation of the increase despite the absence of a public consultation with stakeholders and the residents of Tagbilaran City.

Acting Manager Gambuta denied that there was no consultation conducted by PPA. He recalled that the late PPA Port Manager Raul Oblenda convened a public hearing at the Metro Centre Hotel regarding the proposed increase.

In fact, Vice Mayor Nuevas Montes represented the city during that public consultation sometime last year.

The proposed increase was even P22.50. However, PPA reduced it to P20, he said.
It may be recalled that the PPA installed the X-Ray machine and Walk-through Detector after a clamor for tighter security at the city wharf where passengers, mostly tourists, have increased.

According to PPA data, 60 to 70-percent of arrivals and departures at the Tagbilaran port are tourists.

The X-Ray machine and Walk-through Detector, installed inside the Starlight Terminal building, was purchased by the PPA for P7-million.

The P8.75 terminal fee will defray for its repair and maintenance, cost of operation, depreciation and a return-on-asset (ROA) of 10-percent of cost spread over the machines' estimated life span of ten years.

A computation presented by the PPA as basis of the terminal fee increase was also questioned by City Hall as well as the actual cost of the machines. (Kit Bagaipo, Bohol Chronicle 5/20/2007)

Love Talk / Do Men and Women Think Differently?
June 03, 2007, 04:25:34 AM
Men and women do think differently, at least where the anatomy of the brain is concerned, according to a new study.

The brain is made primarily of two different types of tissue, called gray matter and white matter. This new research reveals that men think more with their gray matter, and women think more with white. Researchers stressed that just because the two sexes think differently, this does not affect intellectual performance.

Psychology professor Richard Haier of the University of California, Irvine led the research along with colleagues from the University of New Mexico. Their findings show that in general, men have nearly 6.5 times the amount of gray matter related to general intelligence compared with women, whereas women have nearly 10 times the amount of white matter related to intelligence compared to men.

"These findings suggest that human evolution has created two different types of brains designed for equally intelligent behavior," said Haier, adding that, "by pinpointing these gender-based intelligence areas, the study has the potential to aid research on dementia and other cognitive-impairment diseases in the brain."

The results are detailed in the online version of the journal NeuroImage.

In human brains, gray matter represents information processing centers, whereas white matter works to network these processing centers.

The results from this study may help explain why men and women excel at different types of tasks, said co-author and neuropsychologist Rex Jung of the University of New Mexico. For example, men tend to do better with tasks requiring more localized processing, such as mathematics, Jung said, while women are better at integrating and assimilating information from distributed gray-matter regions of the brain, which aids language skills.

Scientists find it very interesting that while men and women use two very different activity centers and neurological pathways, men and women perform equally well on broad measures of cognitive ability, such as intelligence tests.

This research also gives insight to why different types of head injuries are more disastrous to one sex or the other. For example, in women 84 percent of gray matter regions and 86 percent of white matter regions involved in intellectual performance were located in the frontal lobes, whereas the percentages of these regions in a man's frontal lobes are 45 percent and zero, respectively. This matches up well with clinical data that shows frontal lobe damage in women to be much more destructive than the same type of damage in men.

Both Haier and Jung hope that this research will someday help doctors diagnose brain disorders in men and women earlier, as well as provide help designing more effective and precise treatments for brain damage. (livescience.com)

When it comes to penises, length matters more to men than to women, according to a new study that reviews more than 60 years of research and debunks numerous sex myths.

About 90 percent of women actually prefer a wide penis to a long one, according to two studies included in the review. Eighty-five percent of women reported being satisfied with their partner’s penis size, compared to only 55 percent for men.

The review, conducted by Drs. Kevan Wylie and Ian Eardley of the Porterback Clinic and Royal Hallamshire Hospital in Sheffield and St. James’ Hospital in Leeds, United Kingdom, respectively, combines results from more than 50 international research projects into penis size and small penis syndrome (SPS) conducted since 1942.

“The issue of attractiveness to women is complex, but most data suggest that penile size is much lower down the list of priorities for women than such issues as a man’s personality and external grooming,” the researchers write.

Drawing upon the results of 12 relevant studies, the review, detailed in the British Journal of Urology (BJU) International, finds that the average erect penis is about 5.5 to 6.2 inches long and about 4.7 to 5.1 inches in circumference.

Penis myths

The findings also deflate a few other myths about male genitalia. The notion that penis size varies according to race, for example, is false.

Another oft-repeated myth is that older men tend to have smaller penises, but Wylie and Eardley found no differences when they combined the results of all the studies together.

One surprising finding was that small penis syndrome (SPS), also known as the “locker room syndrome,” is much more common in men with normal sized penises than those who have so-called micropensises (penises with a flaccid length of less than 2.7 inches). An internet survey of more than 52,000 heterosexual men found that 12 percent thought their penises were too small, even though micropenis is estimated to affect only about 0.6 percent of men.

One study suggests SPS often begin at an early age. Sixty-three percent of men with the disorder said their anxieties started with childhood comparisons, often to an elder sibling or their fathers, while 37 percent blamed erotic images viewed during their teenage years.

Be wary

The review also supports recent studies that find penis-enlarging vacuum devices, penis extenders and traction devices rarely live up to their promises, but can, in some cases, provide a “psychological uplifting effect.”

The authors take a wait-and-see approach to penis-enlargment surgery , which can include everything from partially separating ligaments in the penis so it hangs further from the body to injecting fat into the penis to increase its girth. One of the most extreme procedures involves completely splaying the penis and inserting a piece of cartilage into it before suturing it up again.

“While information is starting to emerge on the success of some surgical techniques, this is not backed up by data on patients’ satisfaction with such procedures,” Wylie said.

The doctors point out some ancient tried and true methods for penis enlargement, but these aren’t any more comfortable. Indian Sadhus men, for example, use weights to increase their penis length, while the Topamina of Brazil encourage poisonous snakes to bite their penises to get a size boost that lasts six months.

The researchers say their review is intended to “provide clinicians with an overarching summary of the many research projects that have been carried out into penile size and small penis syndrome” so that they can better treat the disorder.

When faced with a patient with SDS, “the initial approach should be a thorough urological, psychosexual, psychological and psychiatric assessment, possibly with more than one clinician involved,” they write. (livescience.com)

You're reading the words of a person who has been through more catastrophes
in her lifetime than most people experience in 5! This is not to say that
there are other people who have lived through bad times also, but everyone
should learn the benefits of problems!

Problems help you to find and follow alternate methods, which may lead you
to bigger and better things. If the typewriter ribbon breaks in the middle
of a report that's due in 30 minutes, the boss may understand the situation
is not your fault and grant you extra time to complete it. This extra time
may be what you need to take off the pressure and help you relax to do a
better job.

Problems are also the first step in a new invention. Dr. Scholl's foot
medications would not be around if people had not had problems with corns,
calluses and other ailments. We wouldn't have automobiles today if people
had not had problems getting from place to place quickly. Every single
invention was created because people had problems with something, so
problems can really be motivational!

Problems also help you to meet new friends. If you are recently divorced,
you may join a group and meet some wonderful friends that will bring you
into a better life than the life you were living previously. If you have
a problem getting back and forth to work, you may decide to join a carpool
and save money while meeting others.

Problems also are always a learning experience. You don't actually realize
that fire burns until you get burned with it! Unless a problem occurs, you
do not learn why something happens the way it does. You cannot change your
viewpoints and opinions unless you experience problems first hand.

Problems also cause you to become active in helping others. The organization
M.A.D.D. (Mothers Against Drunk Drivers) would have never been born if the
founder didn't lose her daughter in a car accident caused by a drunk driver.
That one death has literally changed all the drunk driving laws throughout
the United States and saved MILLIONS of lives!

Without problems, we couldn't solve a lot of future turmoils and save people
a lot of money in business. Any company that introduces a new product will
hire people to try it out before it is introduced to the market. These people
report the problems they find and the company refines it until it's right.
Without problems developing early in these tests, the company could never
improve and fine tune their product to perfection.

Problems and mistakes are also a blessing in disguise. For instance,
Post-It(R) Notes would never have been made possible unless the guy at
the factory didn't mess up mixing the glue recipe. Sure, this is an isolated
incident, but it shows just how important mistakes and problems can be.

However, most people have some perceived notion that making a mistake or
having a problem is "bad." Instead of looking for ways to SOLVE the problem,
they try and live with it, cover it up and conform their life to accept it.

This is silly! There is no problem that can't be solved. There is a solution
to every single problem you can think of. The solution may not always be what
you want it to be _ but it's a solution just the same.

And covering it up is like putting a piece of foil over a piece of spoiled
meat and expecting it not to draw maggots. You have to dispose of the entire
thing before you are finally rid of the problem. Attack the core of the
problem! Dig until you uncover it! Face facts! Admit you have problems!
Stop trying to make people think you are problem-free. It's unnatural! Where
the recognition comes in from people you are trying to impress is when you
SOLVE problems by facing them and inventing a solution.

So, next time you have a problem, look at it logically and with enthusiasm.
That may sound a little strange but most problems can be dealt with this way.
Love the fact that you have problems because they will give you something to
work on and solve. They also will give you a way to invent new ways of doing
something _ new ways that will save you time and make you happier with your
life. And when you solve problems, you not only gain experience in solving
other problems as they occur, but you build respect for yourself. Then you
can have the admiration of all those people you originally started out trying
to  impress and gain recognition from _ if you still care about having it.

You also will find that when you look at problems with a POSITIVE mind, you
will accomplish more, relieve stress and combat fear _ which is the worst
enemy and destroyer of all!

NOT the controversial unfinished jumbo bridge, but the existing Loboc bailey bridge.

The Provincial Development Council (PDC) chaired by Gov. Erico Aumentado Thursday
endorsed to the Central Visayas Regional Development Council (RDC 7) the
reconstruction or replacement of this bridge to a truss-type permanent bridge for
funding under the Austrian-assisted Department of Public Works and Highways (DPWH)
Bridge Construction Acceleration Project for Calamity-Stricken Areas.

The resolution paves the way for the paperwork to turn the gears of the Austrian
Government to release funding for the reconstruction of the bridge spanning the
jade-green Loboc River that is now a favorite tourism destination.

The bridge is along the Tagbilaran-Corella-Sikatuna-Loboc   Road, parallel to the
concrete jumbo bridge. A former DPWH official once described the latter as a
monument to stupidity.

Until now, one cannot yet cross the river passing through the jumbo bridge. The
purpose is served by the bailey bridge that is now in a “dilapidated and severely
deteriorated condition.”

Helmut Wuzela, president of Waagner Biro, the Austrian contractor that provided
the materials for the projects under the President’s Bridge Program (PBP) brought
engineers to inspect the bridge a few months back when Aumentado and former
Interior and Local Government Region 7 Director Rene Burdeos led officials in
inaugurating three such bridges in Bilar, Jagna and Mabini towns.

During the PDC meeting, the representative of District Engr. Aramis Torrefranca of
the Bohol 3rd Engineering District reported that another group of engineers were
to inspect the bridge anew to decide if the replacement would be in the same place
or better off if located either upstream or downstream.

The route provides transport access for local residents to the capital city of
Tagbilaran, and for tourists wishing to view eco-tourism sites in the area and in
nearby Corella town where the tarsier sanctuary, another attraction where tourists
can view the world’s smallest primates in their natural habitat is located.

The PDC justified further the reconstruction, saying that failure to do so will
deprive residents of a means of transport of agricultural products as well as
their travel convenience, and “might even arrest economic growth in the locality
as a result of reduced tourist traffic.

Implementation of the project, on the other hand, will ensure continued economic
growth in the locality as well as ensure continued access to social facilities in
the outlying areas like health stations, public schools and other public centers
as well as the Loboc  Tourism Center and Children’s Palace just across the river.

Loboc has developed the river such that the berthing areas for the floating
restaurants are already across the river.

Lawyer Juanito Cambangay, provincial planning officer and head of the PDC
secretariat said the proposed project is in consonance with the provincial
government’s priority thrust of improving infrastructure, particularly in the
interest of enhancing agricultural productivity and facilitating access to
eco-cultural tourism sites throughout the province.

It is also in consonance with the Bohol Program Framework for Poverty Reduction
and the Millennium Development Goals in that it aims to reduce poverty by ensuring
continued economic growth in local communities, he added.

The need to replace is of paramount urgency as it is already dilapidated and
obsolete. Besides, Cambangay pointed out, the supporting comprehensive project
profile, Municipal Development Council resolution and logistical framework matrix
are in order. (June Blanco, press release)

How To Tips / How To Overclock Your Brain (16-18)
June 02, 2007, 09:31:14 PM
16. Take up a creative hobby.

Take up a creative hobby that requires specific or original thinking. Painting and photography arouse your mind while developing your own personal vision of the world. Meanwhile, games like chess may not get you laid right away, but they build strategic, radical thought processes and are a brilliant way to pass the time.

17. Write, don’t type.

While typing your notes into the computer is great for posterity, writing by hand stimulates ideas. It is a way to exercise your creativity and analytical ability. The simple act of holding and using a pen or pencil massages acupuncture points in the hand, which in turn stimulates ideas. Diaries, idea-journals, poetry, note-taking and story-writing are all ways to use writing to boost your brain power.

18. Use your dead time.

This is time that is otherwise wasted or just under-utilized. Driving time, time spent in waiting rooms, or even time spent raking your yard can be included in this. With a tape player and a trip to a public library, you can start to use this time to listen to books-on-tape. You may spend 200 hours a year in your car. What could you learn in that time?

How To Tips / How To Overclock Your Brain (13-15)
June 02, 2007, 09:29:44 PM
13. Change your focus.

Sometimes there simply isn’t enough time to take a long break. If so, change subject focus. Alternate between technical and non-technical subjects.

14. Sit up straight.

Your posture affects your thinking process. Wanna prove it to yourself? Try solving some math in your head while slouching, looking at the floor and letting your mouth hang open. Then do the mental math while sitting up straight, keeping your mouth closed and looking forward or slightly upwards. You’ll notice that it’s easier to think with the latter posture.

15. Make the most out of your web surfing.

Go to a site like Wikipedia and enter a topic that interests you. As you read, follow the related links and see where you end up. You could theoretically start reading about the movie Rocky, but 20 minutes later you’ve moved from an entry on the boxer Muhammad Ali through an episode of The Simpsons, and now you’re reading about the Great Depression.

How To Tips / How To Overclock Your Brain (10-12)
June 02, 2007, 09:28:34 PM
10. Turn off background noise.

We all multitask, a necessary survival skill of the digital age. But did you know that just listening to the news while browsing the Web can limit how well you’re able to recall both? Normally, when you take in new information, you process it with a part of the brain called the cerebral cortex. But multitasking greatly reduces learning because people can’t attend to the relevant information. That’s because the brain is forced to switch processing to an area called the striatum, and the information stored here tends to contain fewer important details.

Luckily, this kind of memory problem has an easy fix: Simply pay undivided attention to whatever you really want to recall later.

11. Kill those negative thoughts that invade your brain.

The thoughts that go through your mind, moment by moment, have a significant impact on how your brain works. Research by Mark George, MD and colleagues at the National Institutes of Health demonstrated that happy, hopeful thoughts had an overall calming effect on the brain, while negative thoughts inflamed brain areas often involved with depression and anxiety. Your thoughts matter.

12. Take a break.

Change physical or mental perspective to lighten the invisible stress that can sometimes occur when you sit in one place too long, focused on something. Taking a 10-15 minute break every hour is more beneficial than working non-stop. It gives your mind time to relax and sort things out.

7. Learn more efficiently.

When you decide to learn something, take notes from the start. Leave each “learning session” with some questions in mind, to create anticipation and eagerness. Take short breaks, so there will be more beginnings and endings to your studies (things learned at the beginning or ending of a session are remembered better).

8. Refresh your mind with meditation.

When most people think of meditation, they think of deep relaxation. But this ancient practice can do more than just soothe your soul, it may also sharpen your memory. According to a University of Kentucky study, subjects who took a late-afternoon test after meditating for 30 minutes had significantly better scores than those who napped for the same period.

Even more surprising, when the subjects were retested after being deprived of a full night’s sleep, those who meditated still scored better than their study counterparts. How could that be? Meditation, like sleep, reduces sensory input, and this quiet state may provide a time for neurons to process and solidify new information and memories.

9. Deep breaths for clearer thinking.

Breathing well and deeply has many positive effects on the body and its systems. More air in means more oxygen in the blood and therefore in the brain. Breath through your nose and you’ll notice that you use your diaphragm more, drawing air deeper into your lungs. Several deep breaths can also help to relax you, which is conducive to clearer thinking.

4. Make a boring subject fun.

Try to cultivate interest, the more you become interested in it the easier it will be to pay attention to it. We tend to remember the things that we enjoy. So find ways to make a boring subject fun by associating it to something you already know. If you have to remember a list, try to make a fun sentence out of the first letters of each item or try categorizing things into a group. You can also use your imagination and create a fun story behind a subject to help make it easier to remember.

5. Think and learn holistically.

Holistic thinking might be the single most “advanced” learning technique. It means relating everything you learn to things you already know. This creates an interrelated web of information. Trying to memorize everything and if your memory fails you, that information is unreachable. But by interlinking your web of knowledge, if one route becomes blocked another is accessible.

6. Constrain yourself.

You need structure in your life. And by constraining yourself - say giving yourself deadlines, limiting your time on an idea in some manner, or limiting the tools you are working with - you can often accomplish more in less time.

How To Tips / How To Overclock Your Brain (1-3)
June 02, 2007, 09:25:22 PM
1. Believe in your brain.

Do you find yourself worrying about amnesia? Give it up! Any concern you feel about your occasionally wayward memory later in life may actually make it worse. In a recent North Carolina State University research published in Psychology and Aging, healthy older folks scored poorly on memory tests after being informed that aging causes forgetfulness. Believing in negative stereotypes can be a self-fulfilling prophecy. And that’s a shame because your memory probably isn’t nearly as bad as you fear it is.

2. Organize your space for mental work.

Cluttered rooms and offices can contribute to cluttered thinking. If you find yourself too often feeling stressed, overwhelmed, bored, unmotivated, frustrated at work, perhaps your environment is reinforcing these negative states. Take those feelings as a signal to make some changes and create a more balanced and comfortable work area for yourself.

3. Learn the right things first.

Always start by learning the basics. Case in point: a frustrating way to learn a new language is to learn grammar, spelling and sentence constructs first. This is not the way a baby learns a language, and there’s no reason why an adult has to start differently, despite “expert” opinion. Try for yourself and see the difference.

Technology / Support your back (Tip 1)
June 02, 2007, 09:17:12 PM
Use a chair that supports your lower back. Adequate lumbar support helps prevent muscle fatigue, which causes many people to lean their heads and upper backs too far forward or to slouch downward. With good lower back support, spinal muscles are relaxed and the spine is able to maintain its neutral position. (ririanproject.com)

Technology / Comfortable leg postures (Tip 2)
June 02, 2007, 09:16:34 PM
To promote comfortable leg postures, consider clearing away items from your legs to allow comfortable leg positions and movement. Feet should be flat on the floor or you may use a footrest if your feet do not rest comfortably. (ririanproject.com)

Technology / Wrist and finger postures (Tip 5)
June 02, 2007, 09:14:38 PM
Keep your wrists straight while typing and while using a mouse or trackball. Avoid bending your wrists up, down, or to the sides. Use the keyboard legs if they help you maintain a comfortable and straight wrist position. Type with your hands and wrists floating above the keyboard, so that you can use your whole arm to reach for distant keys instead of stretching your fingers.

Make sure you keep your fingers relaxed while typing and using a mouse. Use a soft touch on the keyboard instead of pounding keys with unnecessary force. (ririanproject.com)

Center your monitor in front of you. Consider placing your documents directly in front of you and the monitor slightly to the side, if you refer to your documents more frequently than your monitor.

Sit comfortably in the chair. Close both eyes and relax. Then, slowly reopen them. Where the gaze initially focuses should be when the eyes open is the place to put the center of the computer screen. The screen can be raised using books or a stand if needed. (ririanproject.com)

Technology / Minimize eyestrain (Tip 7)
June 02, 2007, 09:13:17 PM
Place your monitor at a distance of about arm’s length when seated comfortably in front of the monitor. Also avoid glare. Place your monitor away from light sources that produce glare, or use window blinds to control light levels. Don’t forget to adjust your monitor brightness, contrast, and font size to levels that are comfortable for you.

Throughout the day, give your eyes a break by forcing them to focus on something other than on your screen. (ririanproject.com)

Technology / Use automate updates (Tip 9)
June 02, 2007, 09:11:22 PM
This applies to virus checks, file backups and operating system enhancements. When you have to take three hours out of your day to deal with a virus or to defrag your hard drive, productivity goes down the toilet.

Technology / Be security conscious (Tip 10)
June 02, 2007, 09:09:11 PM
Never open a suspicious e-mail attachment even if it’s from someone you know. Viruses can infiltrate e-mail contact lists. Choose a strong password that no one will guess. ILPC4F (I like playing chess for fun) is a much better password than your birth date. Test your computer regularly for security vulnerabilities. Relying on a NetBIOS file-sharing port is like leaving your Ferrari unlocked with the keys in the ignition. (ririanproject.com)

P.S. Use AVG Anti-virus. It's free. You can download it from www.filehippo.com

Technology / Unclutter your desktop (Tip 11)
June 02, 2007, 09:08:05 PM
If you are always searching through five dozen icons on your desktop to find the program you need, you’re wasting valuable minutes of working computer time. Instead, try to make your desktop as intuitive as possible, with your most frequently-used programs in the upper right-hand corner. If you don’t use a program at all, remove the desktop icon completely; there’s no sense making your job more difficult. (ririanproject.com)

Technology / Organize files immediately (Tip 12)
June 02, 2007, 09:07:29 PM
When you’re strapped for time and working on ten different projects at once, it can be temping to save new files into a “catch-all” folder that doesn’t ever get sorted. Instead, take an extra ten seconds to save new files in their appropriate folders. That way, you’ll be able to find them without continually using the search function. (ririanproject.com)

Technology / Learn those shortcuts (Tip 13)
June 02, 2007, 09:06:49 PM
Use your shortcut keys and you’ll save time. It’s much faster to tap a combination of keys than to use your mouse and the infinite maze of menus that exists on most computers. If there are websites you access regularly, save them as favorites and sort them into headings for easy reference.

Technology / Centralize your information (Tip 14)
June 02, 2007, 09:06:07 PM
Create one spreadsheet with the information you need to access regularly. Program your calendar reminders in Outlook and maximize the use of technology.

P.S. You can use Tubag Bohol's calendar to list your events and important appointments.
#21939
Technology / Sort your e-mail (Tip 15)
June 02, 2007, 09:05:06 PM
Get a fresh start with your e-mail. Delete any old e-mails you no longer need and promise yourself not to hoard messages. Sort your inbox into descending order by date and stop wasting time scrolling through old messages to see the newest ones. Use the preview feature to quickly glance at messages before opening them. And store your e-mails in folders and subfolders, this way you won’t waste time searching for important information and you can delete messages in a block once a project has been completed. (ririanproject.com)
#21940
Technology / Now turn it off (Tip 16)
June 02, 2007, 09:04:28 PM
If you always have your e-mail account open in one window, you’ll never get anything done. One of the best ways to increase computer productivity is to check your messages only at pre-determined intervals. For example, try doing this when you first sit down at your desk in the morning, then again when you take a break for lunch, and once more at the end of your work day. That way, you wont get distracted by e-mails when you’re trying to work. (ririanproject.com)
#21941
Technology / Vary your daily activities (Tip 17)
June 02, 2007, 09:03:44 PM
Plan your work so that you are not doing the same thing for extended periods of time (such as performing the same activity or using the same part of your body). Also use different input devices, such as your mouse and keyboard, to accomplish the same task. For example, to perform a scrolling task, you can use the wheel on the mouse and the arrow keys on the keyboard. (ririanproject.com)
#21942
Technology / Take microbreaks (Tip 18)
June 02, 2007, 09:03:11 PM
While working at the keyboard, try dropping your hands to your lap and exhaling every single minute. You have to let your shoulders, arms and hands curl down and dangle toward the floor. And after 1-2 seconds, bring your hands back to the keyboard and continue your work.

Remember that you can make the difference between discomfort and health just by taking a momentary interruption in muscle tension. Think of it as carrying a heavy object; if you set it down for just a second, your muscles relax and you’re able to continue carrying it. (ririanproject.com)
#21943
Technology / Take some time off from work (Tip 19)
June 02, 2007, 09:02:33 PM
Stop right now. Stand up and move away from your computer. Well, read this article first, then do it. A simple thing like getting up from your chair and going to the bathroom can work miracles. Staring at a computer can often lead to brain-dead moments where the mind simply wanders off unconsciously. The idea is to avoid, or at least minimize, these extracurricular midday mental journeys. Going to the window and looking outside allows for a quick fix. (ririanproject.com)
#21944
Many studies suggest that performance can decrease by as much as 25% when people work an excess of 60 hours per week for prolonged periods of time. And as you can see this performance degradation can often negate almost all the benefits of the extra time spent at the office.

To prevent that, schedule some time for yourself. Take one hour on certain days to do an activity you truly enjoy. Work on a hobby, do some exercise, go for a walk, meditate and introspect, or read a book. It doesn’t matter what you do, as long as you enjoy it. These big breaks will help you renew your energy and concentration. (ririanproject.com)
#21945
Technology / Eliminate aimless surfing (Tip 21)
June 02, 2007, 09:00:23 PM
Instead of surfing for information, download an RSS reader and hook up all your regular resources to it. It will do your research for you. Use a toolbar like Google’s Desktop Toolbar to do searches directly. (ririanproject.com)

Whether you’re monitoring a developing news story, tracking scientific advances or getting the latest on a basketball team, sign up for Google Alerts. Technology / Use those extensions (Tip 23)
June 02, 2007, 08:55:49 PM
Many applications offer extensions that can greatly improve your computer efficiency. For example, because the Firefox browser is open source, there are many cool extensions you can tack on to it. Adding a dictionary search will save you time. Highlight any text and automatically look it up in the online dictionary of your choice. Another Firefox extension, known as FlashGot, will equip your browser with a download manager to decrease download time.

Technology / Create and use macros (Tip 24)
June 02, 2007, 08:54:56 PM
With a few adjustments and the old data deleted, your spreadsheet from last year’s product launch will work again for this year. Create macros for commonly used phrases in Word documents

Technology / Create and use templates (Tip 25)
June 02, 2007, 08:54:16 PM
Writing the same e-mail to several people on the same subject? A mail merge will save you time. Create templates for frequent letters, reports and e-mail, and go ahead and cut and paste. Of course you should always proofread to ensure it sounds like your writing style, and include a sentence or two that personalize the letter or message.

#21950
Technology / Get to the point (Tip 26)
June 02, 2007, 08:53:12 PM
Be brief with your e-mail correspondence.

E-mail doesn’t always have to be long. If you need to communicate a lot of information, send it as an attachment or a formal letter, not as a text e-mail. Stick to the subject. If you have three topics or questions, consider sending three separate e-mails so you can sort and file the replies under the appropriate project file.

Carry important documents electronically on your USB memory stick or on a CD/DVD. Use your PDA properly. Read the manual to maximize the use of its programs. And if it would ultimately be faster to make a note by hand, use a small notepad until you can transfer the information into your desktop, laptop or PDA.

#21952
Technology / Eat a nourishing breakfast (Tip 28)
June 02, 2007, 08:51:39 PM
Rise and shine! Breakfast is the most important meal of the day. After 6 to 11 hours without eating, your body needs an energy boost.

So, it is very important to ‘break the fast’ from the night before. It provides your body and mind with the necessary energy and nutrients to start your day off right.

Through sweating, urinating, exhaling and bowel movements, most adults lose about 9-10 cups of fluid a day. And even a minor dehydration can cause serious problems, like impaired concentration, irritability, headaches and fatigue.

So, drinking more water everyday will help you think clearly. Also remember, research has repeatedly shown that staying hydrated is necessary for the human brain, which is 85 percent water, to function at optimal levels.

source: ririanproject.com
#21954
Technology / Avoid stimulants (Tip 30)
June 02, 2007, 08:50:01 PM
What many drugs do, in effect, is let you borrow energy from tomorrow. It works for a few days, but eventually you’ve borrowed over your limit, and you have to pay it back.

If I use coffee / Shark etc. to help me do more, I pay for it at some point. I’ll either get so mentally tired that I have to take a break, or I’ll hit the wall and get sick.

#21955
People often complain of being too tired to work out. But physical activity actually improves your capacity for work, so people who exercise on a regular basis actually have more energy, strength and endurance for daily activities than do their sedentary friends. That feeling of increased energy, and vitality is one of the benefits people tend to notice a few weeks after starting working out on a regular basis.

#21956
Technology / Sleep 6 to 8 hours per night (Tip 32)
June 02, 2007, 08:47:56 PM
A study from the University of Luebeck in Germany found that out of 106 people observed, those who obtained a full night’s rest were three times more likely than sleep-deprived subjects to perform well on cognitive tasks measuring memory, creativity, and problem-solving skills. This is due to the brain activity that occurs during certain segments of sleep.

#21957
Technology / Breathe effortlessly (Tip 33)
June 02, 2007, 08:47:07 PM
The moment we start typing, we tend to breathe more quickly and shallowly. This rapid, shallow breathing, predominately in the upper chest, may increase muscle tension in our neck and shoulders, can reduce our hand temperature and inhibit our body’s ability to regenerate. So, in order to encourage relaxation and regeneration, we have to breathe effortlessly.

During the day observe your own breathing pattern, and every time you catch yourself holding your breath, gasping or breathing shallowly, remind yourself to exhale very slowly and breathe in your abdomen. Then, as you exhale longer, continue to breathe very quietly while working at the computer.

If you remember, there was a news that came out recently regarding a Filipina who was made slave by educated Filipino couple (mga doctor pa gyud sa Amerika).

They made this girl worked for them for 20 years without due benefits. Kay lagi dili man kaayo edukado ang babaye ug dili pud sya legal sa Amerika, the Filipino couple always threatened her that if she would escape from their house, she would be reported to the American authorities.

So for 20 years, all the hopes and dreams of this Filipina to be free and go home were held hostage by the Filipino couple.

After I read this story, I wept.

Tip 1: Talk. And Listen.
Communication is the key. Communication is what the other tips revolve around. Without it, you're done. So start talking.

The most important thing, though, is to let her know she can talk to you. Tell you anything. And that you'll listen. Without making wise-ass comments. (Which I know is difficult, but try.) According to Donna, "Many women are embarrassed to say what they want, and more importantly, telling you what they don't want." Your girl doesn't want to think she's hurting your feelings. Or putting a dent in that ego of yours.

Which means your job is to make her comfortable. Let her know it's ok to tell you if your "signature move" does nothing but give her a cramp in her hamstring. Or that your cologne reminds her of some chucklehead she dated in college, and the smell of it turns her off quicker than Lindsay Lohan's stint in rehab.

Tip 2: Find Out What She Wants. Then Do It.
While you're communicating, let her know it's also ok to tell you what she wants from you during sex. You can't get her there if you don't have directions. (And you know how we are about asking for directions.) Tell her you want to know where her "buttons" are. What turns her on. And assure her you're willing to do it. Without judging her. If she's still too shy, make a signal she can use to let you know when you do something she likes. ("Bite my ass if this feels good...") Or suggest she take her hands and guide you. She's the teacher, you're her willing student. And you're looking to stay after class to earn extra credit.

Tip 3: Let Her Know She Turns You On.

"Many women have body issues," Donna tells me. "They may not think they are attractive enough, or sexy enough, for you." Take a look on the newsstands. Your girl is bombarded with images of model-perfect women every day. And catching you checking out anything with double-D implants doesn't help. (Yes, she catches you. Every time. She just doesn't have the energy to slap you every time.)

This can bring on a bout of self-consciousness. And tension. Thinking you aren't attracted to her. So tell her she's beautiful. Tell her she's sexy. Tell her she looks amazing in that dress. And tell her often. She needs to be comfortable, relaxed and know that she's desired. Or there's no way she'll be able to "bingo".

Tip 4: Build The Excitement.
We can be ready to go the minute she gives the green light. She needs a little more build up. Call her in the middle of the day. Tell her you can't wait to be with her tonight. Send her text messages describing everything you want to do to her. When the time comes (no pun intended), she'll have been thinking about it all day. And eight hours of anticipation is a powerful aphrodisiac.

Tip 5: Salute the Man in the Boat.

Remember that stat in the intro, that only 25% of women have vaginal orgasms? A good percentage of the rest can only have clitoral orgasms. Meaning you need to be paying attention to her little love button if you want those sparks to fly. Which might require using a small vibrator during sex. Don't panic. Don't be intimidated. She just one of those girls that needs some direct stimulation in order to reach the finish line. Let her know you're cool with her calling for a little battery operated back-up.

Tip 6: Make Her Fantasies Come True.
Women have richer fantasies than guys. You can test this statement by asking five members of each sex what their fantasy is. I'll bet you everything I have on me right now ($37, a tissue and a tin of Altoids smalls) at least 4 out of 5 guys will answer "a threeway". (Double or nothing if he adds "with her sister.") The ladies? Sit back and be prepared to hear a detailed story. Involving men in uniform. Damsels in distress. Princes. Princesses. Mythical creatures. Whatever gets her panties damp.

Our sexpert Donna points out, "Some women might want to be someone else for the night. This may make her feel more comfortable doing things she wouldn't normally do as herself." So if it helps her get there, put on the prison guard outfit. Or the wig. I won't tell.

Tip 7: It Might Just Be a Time Management Issue.

Even if you follow all the tips above, she may still have a problem. Why? Because her mind may be somewhere else. Thinking about everything she needs to get done. Something that happened at work. The nail appointment she has in an hour. Or she may just not be in the mood.

A loyal girlfriend, she might want to please you, but since she knows that it ain't over 'til she "sings", your dedicated girl may fake it to get it over with quicker, and get back to what she was doing.

In this case, Donna suggests some discussion about quickies and whether she's ok with just taking care of you. "Many women are perfectly fine with just pleasing you," she says. "It beats having you pumping away for hours when she's not in the mood." That's irritating. And a waste of a good Flying Walinsky.

Is this going to take some time and effort on your part? Yes. But then anything worthwhile is. And I'm thinking being the one guy who can make her eyes roll back in her head and her toes curl is pretty worthwhile.

A friend in the U.S. nakahilak sa kahambog sa atong usa ka Filipino sa New York.

Sa pagkita daw nila, pagarpar dayon nga "engineer" siya sa New York. Gisaway
pa akong friend ngano naa sya sa Tennessee nga bukid ug mingaw. New Yorker na lagi
atong kanhi mamiyabasay.

Ug nasakitan sab ko sa gipaabmit sa atong higala didto kay kining maong engineer
miingon man: "I hate the Philippines."

Alang kanimo proud engineer: Diin ka man gikan, Do? Imong inunlan sa imong inahan
sa imong pagkatawo ning kalibotana naa pa gilubong sa inyong tugkaran diin didto ka
nagdula ug hantak ug lastiko sauna sa sip-onon pa ka?

Unsa may sala sa imong inahang nasud nga imo man siyang kasilagan?
Unsa may sala sa imong yutang natawhan nga imo man siyang yam-iran karon?

When you say that you hate the Philippines, it doesn't mean you hate the green, green grass, the rocks,
the soil, the seas, the birds, the trees, the flowers, the fish in the Philippines, it means you hate us, Filipinos.
The word "Philippines" is an abstract word. It has no meaning at all without people (pure flesh and blood) representing the noun/word "Philippines."

Humana mi nakiggubat sa mga way puangod ug balasobas nga mga Katsila, humana mi nakigbatok sa mga abosadong Hapon, ug karon nakig-gyera mi sa kapobrehon - ug tungod sa imong gipamulong nga "I hate the Philippines", mo-deklarar mi ug bag-ong pakiggubat - pakiggubat batok nimo nga labihang hamboga karon human ka nakatongtong sa buko-buko sa kabaw.

I no longer consider you a Filipino, and today I officially declare war against your unpatriotic heart, against your disgusting pride, against your dangerous arrogance, against your malicious tongue.

Yes, your name is Brian, but you can never be like Kobe Bryant, so better trim down the size of your head.

By the way, I love the Philippines, and she is forever the biyabas of my eyes.

P.S. Lisud ning klaseha sa mga tawo kung maoy magdaghan sa kalibotan.

I would like to know who the webmaster of bohol.gov.ph is.

I was frustrated about that website when its forum section has been swamped with spam posts. I could no longer remember the last time I visited that site. The spammers in its forum site are intrusive to your computer.

Another thing is that its webmaster did not reply to my request that the Bohol Standard website be listed in its Newspaper category. I thought that a government website is fair to all entities in Bohol. Other newspaper sites in Bohol are already linked in that site, whose last copyright notice was in 2005.

I had a different experience. I contacted the webmaster of bohol.ph, who is based in Europe, and asked him to have the Bohol Standard website listed in its directory. Jeroen Hellingman replied to me immediately and on the next day, he posted the link. I wanted our newspaper site listed so that the Boholanos may also know of other source of information, an alternative one.

The webmaster of bohol.gov.ph is the same person who is running tagbilaran.gov.ph, and this person also denied my request to have our site linked to them.

It was unfair because other newspapers are listed in their directories, but they won't list the Bohol Standard. Was it because the man who requested for the listing critical (as a journalist) to both the City Hall and the Capitol?

That was one of the reasons I started to study web design, so I won't come to a government website again.

In fact many of the government websites in the Philippines have failed the standard of what a website should look like and what its contents should have. (Some sites are really, really good, and they are independent sites, not funded by the LGUs).

Even if you visit the official website of the Republic of the Philippines, run by Arroyo's staff, you'd discover that it is poorly designed, and there is not much to read in the site.

Websites in our provinces and in few Philippine towns are not updated, and most of these websites don't really give us significant information about our localities. For one thing, we cannot contribute to its contents, as every aspect of the website is under the control of the local government, who is using public funds to run the site.

Even websites of the national departments like Department of Foreign Affairs, Department of blah, blah.... are not updated and are not presentable to the international community.

One time I was desperate to contact the Department of Foreign Affairs to ask for help because a cousin, who needed immediate hospitalization at that time, was held hostage by her agency in Lebanon, and the agency won't let her go back to the Philippines. Girahon bitaw sa Israel ang Lebanon, kapoliki ang agency personnel ug layas sa Lebanon, mao nakauli akong ig-agaw.

You know what? The DFA last year didn't even list the telephone number of its main office in Manila, and the contact information of those diplomats assigned abroad was not updated. How can that be? A Department of Foreign Affairs of the Republic of the Philippines doesn't have a contact information in its website, not even an e-mail, yes, not even an e-mail, no telephone number. So I e-mailed Butch Bandillo, a Sugbuanon diplomat who married a Boholana (Alma Apalisok) and now posted in Dubai, and from him I got the information who to communicate with for my cousin's rescue.

A DFA without an e-mail address and without a telephone number on its website is really amazing. I never visited that website again and I hope today it had set up its e-mail address and telephone number.

Mao ni nga kung ang atong mga national offices way klaro ang website, unsa na kaha ang atong mga kalungsoran?

As a preview, I have finished drafting the background of "Give Your Town A Website Project." This project will try to knock on the generous hearts of our kababayans abroad to sponsor a website for their respective towns, a website that is interactive, presentable, independent from government control, and open to all for submission of stories, articles, and photographs.

For a minimal fee of P6,120 a year, a town website can have its own home page (interactive one, serving also as a newsletter), forum link (like Tubag Bohol), photo gallery (where anybody can upload thousands of local-scene pictures/images, and blog site (for all town writers and thinkers). I will post next week the full details of "Give Your Town A Website Project."

My frustration with government websites encouraged me to look for ways how we can better promote our towns because many of our Philippine towns have more to offer than many international tourist destinations. And this "Give Your Town A Website Project" is one powerful tool for bridging our towns to the rest of the world.

Anda, Bohol, for instance, is much better than many world-class resorts in Thailand. Wala lay facilities ang Anda. And more than a thousand times I have been barraged with one question: "Asa diay nang Anda, Mike." And those who asked me of this question are pure Boholanos. Thanks to Google Earth software - I can now send a .jpg image of Anda, Bohol to all who would ask me about my town.

Hope our readers of Tubag Bohol would help spread the information about "Give Your Town A Website Project."

As long as I live, I will do my best for our country.

Dear Friends,

Today I got a quick message from a former colleague asking me if I am using my own money to maintain Tubag Bohol.

My answer to the question: Yes, I am using my personal savings to have this site running 24 hours a day, 7 days a week.

I am not rich, but I don't need to be rich so I can help our province in some little ways.

I was even putting my life in constant danger while I was working as full-time journalist in our homeprovince. Ask Capitan Berong about this. :) Tubag Bohol is an extension of my love for Bohol - without counting the cost.

Now I have answered your question, too - that is if you might have the same question in mind.

God bless,

An Enlightening Discourse by Capitan Berong

Sa atong pagka kuripot eh di ba pulos ta dunay tinago-an?

Dear Members and Guests of Tubag Bohol,

I notice that exchange rates don't change significantly on a daily basis. So, don't be surprised if you couldn't find an exchange rate for a particular day. Just refer to the earliest previous date and you'll find a nearly the same exchange rate for the day.

Technology / Making Your Pictures Last Forever
May 31, 2007, 06:12:10 PM
By Rosie Lombardi

Software and hardware that become obsolete in a few years means shoe boxes stored in a closet may be okay for your treasured pictures.

To ease this process, Stahl has a few common-sense tips. Consumers concerned about archiving image files should stick to open file formats such as TIFF. While proprietary formats such as Adobe Acrobat PDF and Photoshop PSD files may be ubiquitous today, these will require proprietary software to open and access them in the future. "PDF may not necessarily be a risk, but a rule of thumb is to stay away from proprietary formats if possible," he says.

Since consumers must bite the bullet and migrate their images eventually, there is no need for long-lived storage media. Stahl says they should use good quality storage media in use today. "DVD-R and CD-R are both recommended for the preservation of digital images. CD-R has been around a long time and is fairly stable, although DVD-R is kind of replacing it."

Consumers should also manage the files by metatagging them with descriptors about what they are, who's in them and so on, just like grandma did. And they should, of course, back up their files on hard drives and disks. "Some put them on the web and blogs and, technically, that's a backup copy. It's not a bad strategy, but it's not really in a format that's easy to access, and there's no guarantee the site will always be there," says Stahl.

A related option is to do the consumer equivalent of outsourcing the problem to a trustworthy company. Eastman Kodak Co., for example, offers an online storage service at Kodakgallery.com. The site has over one million users, and is geared towards professional and semi-professional photographers, says Craig McGowan, worldwide product marketing manager for Kodakgallery.com. "You have a company maintaining the archive for you, and that's a great way to future-proof your photos," he says, pointing out that Kodak will look after backup and migration strategies behind the scenes to maintain its subscribers' images on the website.

McGowan warns that many of the "free" photo storage sites proliferating on the web may have a big potential cost. "You want to ensure you're doing business with a company that's around for the long haul for precious family photos," he says. "You get what you pay for. If your pictures have value then you have to be willing to invest in the future."

While neither Stahl nor McGowan suggest a return to analogue photography, they both agree low-tech paper archives are still viable. "As much as I'm in the tech business, I think low-tech solutions are still great," says McGowan. "Believe it or not, a shoe box in a closet with the right environmental conditions is alright."

By Rosie Lombardi

With analog going the way of the dinosaurs and technology changing constantly, how can you really ensure your digital photographs will withstand the passage of time? PCworld.ca's Rosie Lombardi gives you the lowdown on keeping your memories alive forever.

Every family has a shoe box somewhere of precious photos from bygone eras, showing Christmas, Eid, Hanukah or other celebrations in the old country or a picture of grandpa in his army days. But, today, digital cameras are replacing analogues - and creating an unexpected problem in the preservation of digital family photos for future generations.

About 6 billion images are snapped annually by digital cameras and cell phones, according to the International Imaging Industry Association (IA3). Vast and chaotic repositories are being created everywhere by people who dump them on hard drives, networks and the web. And yet, few consumers manage this area properly for the future. (For more ideas on working with digital images, see How to buy a digital camera and Photo finishing made easy.)

"Are people backing them up? Are they putting metatags around the pictures to identify them and so on?" asks Darin Stahl, senior research analyst at the London, Ontario-based Info-Tech Research Group.

The answer, according to Stahl, is that people have yet to develop the right habits for organizing digital family photos. "Compare that with regular photos, where you could flip them over and grandma had written it was Uncle Ernie at the 1946 family picnic in that lovely old handwriting that none of us can do anymore."
Properly stored, paper photos can last over 100 years. But, technology cycles are much shorter and the storage
media, file formats, software and hardware used today for digital images will almost certainly be replaced by newer technology in the near future.

Future-proofing storage for pics is virtually impossible, as storage media are regularly usurped by new ones. Floppy disks, computer tapes and VHS are already on their way into the dustbin of history. Some manufacturers claim premium gold-plated CDs and DVDs can last up to 300 years. But Stahl says this is controversial. The purported longevity is theoretical, as it is determined by exaggerating environmental conditions in testing, not elapsed time.

"There isn't any computer-based storage medium that can be considered archival, irrespective of its physical longevity," says Stahl, pointing out that all magnetic-based storage media used today will only last about 25 years or so, as the magnetic fields will eventually degrade. "So you can forget about storage for your grandchildren."

Nor does long-lived storage solve the broader problem of technology obsolescence, he says. The hardware and software to read the medium would also need to be preserved. "Some parents pull out the old Super 8 camera out of the garage every Christmas, and that's an example of preserving the hardware," says Stahl. But, in the end, this is susceptible to failure too as the equipment will eventually break down over time.

Most institutions have a strategy to migrate their data from older technology to new, as this is the only reliable archival method, says Stahl. Consumers must adopt the same approach if they want to ensure those precious memories are around in the future. "Even people who migrated their old Super 8 home movies to VHS now have to migrate them to DVD. That's the real issue - you must have a strategy to move data down the road to new things as they become available."

Technology / Under Attack
May 31, 2007, 05:52:25 PM
Today I was attacked by an IP spammer purportedly from Norway or Netherlands. I was wondering why I couldn't connect to the Internet using Internet Explorer and Opera browsers. My Yahoo Messenger came to a halt also. But my Firefox browser was running perfectly.

I was thinking hard what I had done an hour or two ago that could have caused the abnormality of my Internet connection. Then I uninstalled one program from my computer. That did not solve the problem.

I looked at my Internet configuration and there I found out that all the default settings of my Internet connection have been illegally changed. My default IPs and Ports were maneuvered. So I fought back and changed what had been tinkered. Then my Internet connection started to run normal again.

Lesson: Firefox remains a secure and safe browser. Robots and other malicious programs failed to invade Firefox.

Recommendation:
Use Firefox. It's safe. It's faster. It's worry-free. Download Firefox from www.mozilla.org

Cap, the last time the website was updated was sometime in May 19, 1999. That's eight years ago. Add two more years - and that would have been a decade ago.

We can salvage the content of this site by relocating it to a Bohol site I am pondering now. I own the domain www.ilovemyprovince.org It's still under construction.

I am thinking of mybohol.ilovemyprovince.org I will set that up tonight.

Medyo na-busy usahay ning imong amigo as I am also running other websites.

And for our Bohol writers, the site will have subdomain from either iamafilipino.com or wearefilipinos.com I also own these two domains. So, I am thinking of boholwriters.wearefilipinos.com  Those two domains are also under construction.

Hope our Filipino brothers and sisters would share with this passion of promoting our province, not only Bohol, but other Philippine provinces as well.

Jagna - Bohol / Jagna Port Expansion Project
May 30, 2007, 08:27:35 PM
President Arroyo inaugurates Jagna Port Expansion Project
By CATALINO BERRO

President Gloria Macapagal-Arroyo inaugurated the P60.4- million Jagna Port
Expansion Project of the Philippine Ports Authority (PPA) and the P1.8-billion
Bohol Circumferential Road Improvement Project (BCRIP) Phase 2 in Jagna, being the
venue and the most proximate center of the newly-completed flagship projects
respectively in Bohol on Wednesday.
The President arrived at around 10 a.m. at the Jagna Central Elementary School
oval via presidential chopper after which a short meeting with the local
government officials led by Gov. Erico Aumentado, Mayor Exuperio Lloren and
Bohol’s three solons, Congressmen Roberto Cajes, Edgardo Chatto and Eladio Jala.
A presidential motorcade immediately followed leading to the Jagna port for the
ribbon cutting and unveiling of the project marker. PPA General Manager Atty.
Oscar Sevilla met the President and her entourage.
Although the Jagna Port Improvement Phase II is yet to commence pending the
approval of Jagna’s 5th Sangguniang Bayan Resolution No. 25-03-2007 requesting
concern agencies for immediate release of funds, the Phase I was begun on April
12, 2006 and has substantially been completed last March 27.
The port project improvement also stands to spur economic development in this
fourth-class agricultural municipality and improve the lives of some 32,000
residents spread out in 33 barangays.
From the Jagna port, the President proceeded to inaugurate the billion pesos,
136-kilometer Phase 2 of the BCRIP by riding an open-type jeep for the 400-meter
inaugural drive through from barangays Pangdan to Poblacion.
The BCRIP is seen to improve the main road network of the province as it covers 16
towns, thereby reducing the travel time from eight hours to four when one travels
the whole province.
The concrete road network completes the Bohol road belt by linking up with the
124-kilometer Phase 1 of the project from the towns of Calape to Candijay.
The Phase 2 starts from Candijay to Guindulman, Duero, Jagna, Garcia-Hernandez,
Valencia, Dimiao, Lila, Loay, Alburquerque, Baclayon, Tagbilaran City, Cortes,
Maribojoc, Loon and back to Calape where it joins Phase 1 of the project that was
earlier completed.
The opening of the BCRIP funded through a Japan Bank for International Cooperation
(JBIC) loan package will facilitate rapid transport of goods and services, thereby
increasing trade and commerce in the region. It also crucially complements the
country’s pilot nautical links stretching across inner seas.
In her brief message during the short program at the jam-packed Jagna gymnasium
after the inauguration of the 2 big projects, the President said the government
could now invest more on infrastructure projects with the availability of new
revenues as a result of the tough economic and fiscal reforms she implemented.
“My popularity rating went down because of the fiscal reforms I made but it
however resulted to the Philippine economy “finally breaking loose from its
historic legacy of lethargy”.
“The increased revenues realized through better tax collection measures, including
cracking down on tax cheats together with fiscal discipline, has put the
Philippines ‘on path to sustainable economic growth and stability”.
The President also said that the sound fiscal position of the country continues to
attract foreign investors to pour their money into the Philippines.
‘The world is taking notice. The Philippines offers one of the best values in Asia
for domestic and foreign investors and Bohol is one of the favorites of investors
in tourism”, she said.
Meanwhile the President taped a RO-RO infomercial shot at the Jagna port against a
backdrop of the very serene Mindanao Sea after she inaugurated the Jagna port
expansion project.
Attired in a light blue pantsuit, the President looking like a professional
commercial model went through the Ro-Ro Infomercial in just a few minutes.
Documented by the Radio-TV Malacañang (RTVM), the infomercial will be aired on
national television starting May 12 when the Strong Republic Nautical Highway
(SRNH) project turns four years old.
In the Infomercial, the President encourages passengers to take the Ro-Ro as it is
“dependable and affordable”.
The President said that the RO-RO is the backbone of trade from Mindanao to the
Visayas to Luzon as it has kept the cost of food down as well as improved the
lives of farmers.
Right after lunch hosted by Mayor Lloren together with the Office of the Governor,
the President proceeded to Cebu City for another engagement while the Department
of Public Works and Highways (DPWH) Undersecretary Manuel Bonoan, Japanese
Ambassador to the Philippines Ryuichiro Yamazaki and Japan Bank for International
Cooperation (JBIC) Manila Chief Hiroshi Togo and other guests proceeded to
Tagbilaran City to unveil the Kilometer Zero-the marker for BCRIP 2.
The President’s official entourage included LAKAS-CMD National Campaign Manager
and Department of Tourism (DOT) Secretary Joseph Ace Durano III, Director General
of the Presidential Management Staff (PMS) Sec. Cerge Remonde, DPWH USec. Manuel
Bonoan, Department of Transportation and Communication (DOTC) Undersecretary Maria
Elena Bautista.

Music and Video / Yoyoy's Magellan Song
May 30, 2007, 08:21:31 PM
On March 16, 1521
When Philippines was discovered by Magellan
They were sailing day and night across the big ocean
Until they saw a small Limasawa island

Magellan landed in Limasawa at noon
The people met him very welcome on the shore
They did not understand the speaking they have done
Because Kastila gid at Waray-Waray man

When Magellan landed in Cebu City
Rajah Humabon met him, they were very happy
All people were baptized and built the church of Christ
And that’s the beginning of our Catholic life

When Magellan visited in Mactan
To christianize them everyone
But Lapu-Lapu met him on the shore
and drive Magellan to go back home

Then Magellan got so mad
Ordered his men to camouflage
Mactan island we could not grab
’Cause Lapu Lapu is very hard

Then the battle began at dawn
Bolos and spears versus guns and cannons
When Magellan was hit on his neck
He stumble down and cried and cried

Oh, mother mother I am sick
Call the doctor very quick
Doctor, doctor shall I die?
Tell my mama do not cry
Tell my mama do not cry
Tell my mama do not cry

That’s the end of Magellan in the island of Mactan long time ago
