SAO PAULO (Reuters) - One man has been arrested in northern Brazil after a referee who fatally stabbed an amateur player over his refusal to leave the field was decapitated by a mob, police said on Saturday.

Referee Octavio da Silva, 20, stabbed player Josenir dos Santos, 30, on June 30 after dos Santos refused to heed his order to leave, police spokesman Kena Souza told Reuters.

A mob then turned on da Silva, killing him before severing his head in the remote town of Pio XII, named after a former pope. A 27-year-old man was arrested on July 2 and police in the regional headquarters of Santa Ines will continue to investigate the incident, Souza said.

Brazil has made significant strides in lowering homicide rates in recent years, as millions were lifted from poverty, but it faces mounting pressures to show it is a safe place for tourists before 12 Brazilian cities host the 2014 soccer World Cup and Rio de Janeiro the Olympic Games in 2016.

In Rio de Janeiro on the day of the brawl, Brazil's national team handily defeated Spain in the Confederations Cup, considered a test run for next year's molyuch bigger championship. The eight-team tournament was marked by an unexpected wave of demonstrations, some violent, in part to protest the $14 billion being spent on World Cup preparations amid a lack of adequate public services. While we like to think of ourselves as important and fundamental to life on earth, humans are a relatively new and likely an inconsequential species. The Earth is an estimated 4.54 billion years old, and humans have only been stomping around for about .003 percent of that time. And with the threat of asteroid strikes, severe climate change, nuclear holocaust, and so many other disasters, there’s a good chance we won’t be around forever. If you want to feel even more insignificant, consider the age of the whole universe. While no one knows for sure, scientists estimate it to be between 12 and 14 billion years old. When we consider how much came before us, it’s apparent humans are only a minor blip on the universal timeline. -- http://listverse.com/

Chikungunya (in the Makonde language "that which bends up") virus (CHIKV) is an arthropod-borne virus, of the genus Alphavirus, that is transmitted to humans by virus-carrying Aedes mosquitoes. There have been recent breakouts of CHIKV associated with severe illness.
CHIKV infection causes an illness with symptoms similar to dengue fever, with an acute febrile phase of the illness lasting only two to five days, followed by a prolonged arthralgic disease that affects the joints of the extremities. The pain associated with CHIKV infection of the joints persists for weeks or months, or in some cases years. --Wiki

(Edgardo Fuerzas)

The lawmakers have asked Malacanang not to intercede anymore whenever there is already a final verdict. The government should just provide legal assistance during the trial stage, the legislators said.

Aquino recently sent a letter of appeal to Chinese President Xi Jinping to spare the life of a 35-year-old Filipina drug mule. But despite the appeal, China executed the Filipino national who was caught in possession of 6.198 kilos of heroin and was sentenced to death. (SDR/Sunnex)

MALACANANG defended Saturday President Benigno Aquino III's move to always appeal for the life of a convicted Filipino drug courier in other countries.

In an interview over dzRB Radyo ng Bayan, deputy presidential spokesperson Abigail Valte said that whenever the Chief Executive makes an appeal, he was just seeking for the commutation of the death sentence.

"We are not saying to overturn the verdict, we're not saying that they were not guilty because we respect their system, the judicial process of the other countries," she said.

"What we're asking is for their life to be spared and for them to serve the rest of the life on their sentence because here, we don't have death penalty," Valte explained.

For his part, Castelo acknowledged the rampant corruption in the SK but resisted against moves to shutter it. Castelo said that he would file a bill seeking to scarp the budget allocated for SK in order to stop the corruption among its members.

“The SK’s political corruption emanates from its leaders access to public funds and that a budget-less SK would be the appropriate antidote for such political corruption. It can be saved if only reforms are instituted,” said Castelo said in a statement.

“We do not burn the whole house because of a few termites. Without funding for the SK, the young leaders’ elders, comprising politicians, barangay leaders, and their parents, who act in behalf of these SK leaders, would be discouraged to interfere in the SK,” Castelo said.

Erice said the proposed BYC woud report directly to the Sangguniang Barangay and it would oversee four committeesâ€" sports, education, culture and arts, and environment.
Erice said that several other lawmakers who have filed bills seeking the SK abolition in the last Congress would also re-file their versions in this Congress.

He said they were looking to approve the bills abolishing the SK before it holds its elections in October. Erice noted that even the Commission on Elections has declared its intention to seek Congress’ help in enacting a law on the SK abolition. Comelec Commissioner Lucenito Tagle, has called the SK a “breeding ground for political dynasties” and corrupt politicians.

Henrietta de Villa, chair of the Parish Pastoral Council for Responsible Voting, said that the 42,000 seats for SK chair and 300,000 seats for SK Council were being used as an “entry point” for political dynasties.

“This is what political dynasties do now. They introduce their children in the SK and use it as basis in going after higher positions when they are of age. That is not supposed to be. SK should be a practicing ground for authentic political leaders to emerge,” De Villa said.
#21159
“The original objective of the creation of the Sangguniang Kabataan as a training ground for the country’s future leaders is a noble one. However, through the years, it has been observed that the ugly side of Philippine politics has served to distract it from its primordial mission. It has become the logical first target of any local politician who is seeking a higher position,” said Erice, whose House Bill 1122 seeking the aboliton of the SK reached the committee level in the 15th Congress.

Erice used to be a head of the SK’s predecessor, the Kabataang Barangay from 1975 to 1981, in his city and he recalled that they received mo allocations during his stint in contrast to the millions of pesos allocated per barangay.

“It’s purely volunteerism where the youth leaders then were focused on programs that directly benefited them, much different from the current set-up. That is why, it must be abolished now,” said Erice.

MANILA, Philippinesâ€"Moves to abolish the Sangguniang Kabataan is gaining traction in Congress.

Caloocan Rep. Edgar Erice has refiled his bill seeking the abolition of the youth council while Quezon City Rep. Winston Castelo proposed to give a zero budget for the village legislature, whose members are from 15 to 17 years old.

Erice, who called the SK a “school of corruption,” has proposed the organization be replaced with a Barangay Youth Council whose head will be the youngest elected councilor in the same barangay or village.

Everyone in the school loves Gemal,  Aytona says. “She serves as a mother to the children,” she says.

Gemal says she is lucky that she has found a second family in Tisa 2 Elementary School. If not for the help of Aytona, she adds, she would not be able to proceed with her elementary education.

Now she dreams of getting a college education. She says she wants to become a nurse because she likes taking care of people.

But reaching Grade 4 is already a big feat for her, she says, adding, “I am happy. I used to dream of going to school. But now I am in Grade 4, I know how to read and I can speak a little English. God is really good.”
#21162
Teachers would take turns in giving her money and school supplies for her and her grandsons. They would also include Gemal and the grandsons in the list of beneficiaries for the daily feeding program.

Fedelina Aytona, home economics personal coordinator, volunteered to give Gemal P500 every month. “I pitied the old lady. She cried when she lost her job as a tanod so I asked my husband if he would allow me to give her P500 every month. He agreed,” she says.

Aytona, who also prepares breakfast and snacks for Gemal, says Gemal serves as an “inspiration to the youth.”

“The old woman goes to school. Why not the young and those who have money?” she says. She adds education is for everyone who is willing to learn.

She begged Devilleres to help her enroll in the class of Grade 1 teacher  Cecille Bartical because she felt envious of pupils who were in school.

Devilleres took pity on her and helped her prepare the enrollment papers.

Gemal didn’t disappoint.

Bartical said Gemal was determined to learn. To help her, Bartical would give her school supplies.

Although Gemal was no longer the school tanod, the school had sort of “adopted” her, according to school principal Jenalyn Rico.

In 2010, her daughter Janeth, who sells accessories in Barangay Kalunasan in Cebu City, left her two sons-â€" Lito, 12, and Jomar, 8, with her in Barangay Buhisan, also in Cebu City.

Janeth gave P100 a month to Gemal, which was hardly enough to sustain their needs for a day.

So Gemal continued to work as a laundry woman and masseuse to send her two grandsons to school.

While waiting for classes to be over, she would clean the school garden for free.
In 2010, she was hired as a school guard by former principal Dr. Howard Devilleres, and received P500 a month. After a month, Gemal’s yearning to go back to school returned.

She recalls that she didn’t have the time to play as she had to help her mother sell rice cakes.

When she turned 16, she worked as maid and gave her P30 monthly pay to her parents.
But some people made fun of her because she could not read and write. She knew how to count the money but did not know how to write the amount.

“I wanted to go to school because I didn’t want to be ignorant, and [so that people] wouldn’t laugh at me anymore,” she says.

Gemal was a housemaid for 14 years. She was 33 when she got married. But seven years later, her husband died. She raised her five daughters alone by selling cloths, working as a laundry woman and becoming a herbal masseuse.
#21166
Fondly called “Nanay” by everyone in the school, Gemal says she decided to go back to school because she wanted to learn how to read in English.

Gemal was 74 when she enrolled in Grade 1 in 2010 after she felt envious of the children who knew how to read. “There was this song, ‘No read no write,’ so I told myself that I would go back to school,” she says.

Gemal, a native of Dumanjug town in southern Cebu, was never given the chance to study because her family was too poor to send her to school.

Her mother sold rice cakes while her father didn’t have a job because of a disability. Being the eldest of 10 children, she had to help her parents earn a living.

"Did we actually vote for someone who really believes in what he preaches?" some within the Curia are now whispering. Once again, Francis has taken them fully by surprise. In an almost demonstrative manner, he has been excluding the Vatican apparatus in every way he can. Most recently, this happened with the trip the pope announced he would take on Monday to the island of Lampedusa in southern Italy. Cardinal Tarcisio Bertone, the Vatican secretary of state, first learned of the planned trip through a papal press release. And instead of the kind of months of advance-team work used by heads of the Catholic Church for trips in the past, Francis has dispensed with that. Instead, the eccentric Argentinian pope ordered his staff to prepare a plane so that he could fly there in the morning and be back by midday.

Thousands of refugees have arrived at Lamedusa each year in desperation after making the journey across the Mediterranean from North Africa in small, dangerous boats. Francis wants to pray together with them and also throw a wreath into the sea to commemorate those who have lost their lives trying to make it to Europe. The pope has announced that he doesn't want to meet with the mayor or other authorities. He also also ordered church officials to stay away.

German Baron Takes Helm of Bank

His successor is taking more decisive action. First, he fired Nunzio Scarano, the top accountant in the Vatican office that oversees Vatican property and investments, after he was accused of money laundering and corruption and arrested. Then, practically overnight, he forced out IOR Director Paulo Cipriani and his deputy. Now the bank will be led by Ernst von Freyberg, a German baron and former consultant, member of the Sovereign Military Order of Malta and the president of the IOR supervisory board since mid-February.

Between now and October, Pope Francis wants to ensure clarity and also determine how the financial institute will handle its duties in harmony with the "church's mission" in the future. A that point, a new structure will be created for the bank and a new boss will be appointed.

A Papal Bank with Mafia Contacts

For decades now, the IOR has been in the headlines for one scandal after the other. At the beginning of the 1980s, it was at the center of one of the darkest crime thrillers in postwar Italian history. The scandal surrounded billions in business with the mafia, and a Vatican banker was hanged from a London bridge by a killer commando.

But the chain of scandals never let up. When, in autumn 2010, fresh suspicions of money laundering to the tune of triple-digit millions emerged, then Pope Benedict XVI promised stricter rules for his financial managers. In fact, though, nothing changed. In the so-called Vatileaks scandal, secret documents that had been smuggled out of the Vatican shed light on bizarre intrigues inside the papal state. Often, the Vatican Bank played a role in those intrigues. Benedict XVI was appalled, but also overwhelmed. He failed to prevail over the powerful cardinals who backed the IOR. His resignation was the logical outcome.

A 'Sick' Church of 'Theological Narcissism'

Even before his enthronement as pope, when he was still a cardinal, Jorge Mario Bergoglio had spoken clearly about this. During his speech to the cardinal conclave, he warned that, "When the church does not emerge from itself to evangalize, it becomes self-referential and therefore becomes sick." He warned of "self-referentiality" and "theological narcissism." He also criticized a "mundane church that lives within itself, of itself and for itself." And it appears the Argentinian pope meant this criticism seriously. In fact, he demonstrates that every day.

Instead of wearing a gold cross, he has one of steel. And he lives in a sparsely furnished apartment in the Santa Marta guest house rather than in the Apostolic Palace. Instead of taking his seat in the Vatican concert hall to listen to classical music, he recently remained at his desk working on the final version of his decree for the church-state's own Institute for Religious Works (IOR) bank. With his signature, he created a powerful special papal commission to review the bank's activities. He also said the new commission must change everything at the Vatican Bank, as it is also known. He said the Vatican certainly needed a bank, but its areas of business should only reach a "certain point."

It appears Pope Francis truly wants to change the Catholic Church. He's reforming the Vatican Bank first, but he's also circumventing the old guard wherever he can. The establishment is up in arms.

A cardinal in Rome earns about ?3,000 ($3,888) a month, even less than a pastor in Germany. But a cardinal's life in Rome is a lot more expensive -- with visits to restaurants and shopping at boutiques for the upscale clothing men of the church are expected to wear, not to mention their jewelry and the antiques they display in their apartments. So it's good to have friends who can treat you or otherwise provide support now and then.

Friends are also happy to give a cardinal a hand -- and not just out of religious considerations. A cardinal can be helpful in both political and business terms. So it's not surprising that a symbiotic relationship between parts of the Curia and the upper class around the world has formed -- one that brings together the establishment, luxury and power. It's a nice little tradition that new Pope Francis would like to put an end to. For the Catholic establishment, though, it is nothing less than a catastrophe.

Given that the ASB, with the capability to induce a nuclear war, will be scrapped in the name of humanity, just as MacArthur and Westmoreland were denied, China will now push to bridge the gap even more, to whittle down US superiority. This will in turn make America come up with new weapons as counterresponse, which is already happening.

What is scary is that despite the futility of the ASB in the eyes of the civilian government, Gen. Norton Schwartz writes that: “The first steps to implement Air-Sea Battle are already underway here at the Pentagon. In our FY 2012 and FY 2013 budgets we increased investment in the systems and capabilities we need to defeat access threats.” In other words, the Pentagon may be proceeding without the go-signal of the civilian government.
Bernie Lopez (eastwindreplyctr@gmail.com) has been writing political commentaries for the past 20 years. He lists the source for this piece as the writings of Amitai Etzioni, professor of international affairs at George Washington University and a senior advisor to the Carter White House.

Says Australian strategist Hugh White: “We can be sure that China will place a very high priority indeed on maintaining its capacity to strike the United States, and that it will succeed in this.” The ASB will surely accelerate Chinese response, as in the 1996 affair.

Joshua Rovner of the US Naval War College comments that “deep inland strikes could be mistakenly perceived by the Chinese as preemptive attempts to take out its nuclear weapons, thus cornering them into a terrible use-it-or-lose-it dilemma.” And since the ASB cannot be tested or simulated, it will forever be on the hypothetical plane. Its success will never be known until there is a real war.
#21184
But Pentagon officials knew that such an aggressive plan of hitting mainland China facilities, not to mention the collateral damage on population centers, had “escalation implications” because China was likely to respond by going for the jugularâ€"that is, using nuclear weapons. Some US generals believe that China will never go to that extent, but others know there are possibilities. This is why the US civilian government today is wary. The victory that the Pentagon is seeking is the same as Gen. Douglas MacArthur asking permission to nuke Shanghai and Beijing to end the Korean War, or Gen. William Westmoreland asking permission for saturation bombings resulting in genocide to end the Vietnam war in two months.

The Pentagon is full of disillusioned generals who are blind to the consequences of their actions. They see only the vision of defeating an enemy. No matter how small China’s nuclear arsenal is, it will be a war without winners. Nukes are an equalizer of superiority. If the ASB unleashes Armageddon, it will take just one tiny five-megaton bomb, 10,000 times the Hiroshima bomb, to wipe out the Big Apple in a blink.

The Pentagon’s goal was to respond to the “Chinese threat.” In truth it was a “US threat” on China’s turf. The Pentagon had a misguided mindset that America had a right to intrude into any territory on the planetâ€"in layman’s terms, hegemony. There were two hurdles to a greater response. The first was the absence of a consensus from the civilian government, which pooh-poohed the Pentagon’s urgent cry of “Wolf! Wolf!” The second was the prospect that the cost of such an expensive war would dwarf that of US military interventions combined, and serve as the coup de grace for a US economic collapse. The Pentagon saw that China’s A2/AD would “raise the human and economic cost of [US presence] in the region to prohibitive levels.”

Two strategists, Andrew Marshall and Andrew Krepinevich, have been raising the alarm about China’s new capabilities since the early 1990s. A sophisticated US Air Force simulation war game in October 2008 called “Pacific Vision” triggered the conceptualization of the Air/Sea Battle (ASB) that could “execute networked, integrated attacks-in-depth to disrupt, destroy, and defeat the enemy (A2/AD).” The ASB strategy is a “blinding attack” on “Chinese antiaccess facilities, including land- and sea-based missile launchers, surveillance and communication platforms, satellite and antisatellite weapons, and command and control nodes.”

Alas, the move backfired. Instead of deterring, it triggered an arms race. Realizing its weakness in its own backyard, China had to move in the name of survival. It embarked on an aggressive weapons program to bridge the gap.

Even earlier, China was investing in sophisticated but low-cost weapons, such as “antiship missiles, short- and medium-range ballistic missiles, cruise missiles, stealth submarines, and cyber and space arms.” The Pentagon called these “asymmetric weapons,” meaning cheap bullets threatening expensive tanks. It saw threats against fixed US bases in Japan and Guam, and mobile carriers. Six decades earlier, the United States had “unrivaled naval and air power.” Now, all of a sudden, it can be denied access to Taiwan waters by antiship missiles.

It’s important for Filipinos to be aware of the probability of war between the United States and China because the Spratlys may be the flashpoint in such a development.

The probability is based on the emerging threat of China’s “antiaccess/antidenial capabilities (A2/AD),” or new weapons that will make it difficult for US carriers to ply China-Taiwan waters.

In 1996, China conducted missile tests and military exercises in the Strait of Taiwan. The United States responded by sending two aircraft carriers to the South China Sea. To America the issue was, hardly Taiwan’s independence, but US military superiority and pride. The US show of force was to remind China of America’s vast superiority. The move was a “deterrence” to China’s aggressive posture.

Across the region, stocks markets were mostly higher as investors took comfort in the ECB’s assurance that it would maintain key rates at “present or lower levels for an extended period of time,” a dovish remark in contrast to the US Federal Reserve’s signal to soon taper its quantitative easing.

The day’s biggest index gainers were Energy Development Corp. (+7.83 percent) and Manila Water (+3.58 percent). Globe, Robinsons Land, DMCI and Philex were all up by more than 2 percent while Aboitiz Equity Ventures, Petron, First Gen and ICTSI gained more than 1 percent.

On the other hand, the PSEi laggers for the day were PLDT (-1.18 percent), Universal Robina (-0.76 percent) and Ayala Land (-0.5 percent).  Shares of Metrobank, Bloomberry, BDO, BPI and SM Prime also declined. Doris C. Dumlao

By virtue of its astounding imagination, often philosophical, often serious drama, almost always light-hearted and hilarious, Calvin and Hobbes would take #1 even without considering how dynamically well drawn it is. The over-the-top mannerisms and action of Hobbes tackling Calvin at the doorway after school drew on the great Looney Tunes and Disney shorts, and paved the way for cartoons like Ren and Stimpy.

His parents’ names are never given, and he runs them ragged not as often as expected. He also wages an ongoing war with Susie Derkins, the only girl his age with whom he has any real relationship, namely one of tolerance. One of the best stories Watterson ever did, and one of the best in funny page history is that of the little raccoon, whom Calvin and Hobbes rescue from the woods, and who dies of an unknown ailment. Calvin and Hobbes have a protracted discussion on the fragility of life, and why in the world we’re all here. Not a single joke or gag in the whole storyline. But at the end, they hug and say, “Don’t YOU go anywhere.” “Don’t worry.” Never have two comic strip characters loved each other more.

Calvin also imagines himself in a variety of alter egos, including Spaceman Spiff, the intrepid intergalactic explorer of strange, new worlds, who fights and escapes from alien monsters; Tracer Bullet, the hard-boiled, film noir detective; and Stupendous Man, defender of liberty, whose arch-nemeses include Baby-Sitter Girl. Her real name is Rosalyn, and she is the only character in the strip who can truly terrify Calvin.

Calvin is a 6-year-old boy who gets consistently terrible grades in school, and yet sounds like a doctor of philosophy during his long discussions of religion, politics, and morality with his best friend, Hobbes the stuffed Tiger. Hesitation must be used when referring to Hobbes as imaginary, since he is an entire half of Calvin’s personality, including his conscience. He is the only person to whom Calvin can truly relate, even though every other character in the strip sees Hobbes as a plush toy.

The storylines abound in this one, and picking the best is frankly impossible. Watterson champions the imagination for all the children readers, and also for the adults. The purest example of this is “calvinball,” a wonderfully fun game the title characters make up in protest to all the rules of organized sports. The only absolute rule in calvinball is that you may not play it the same way twice. The rest is a matter of making it up as you go, and it combines elements of cricket, tag, capture the flag, and several others.

Bill Watterson drew Calvin & Hobbes from 1985 to 1995, always refusing to merchandise it, and finally retiring the strip for two reasons: his constant fights with his syndicate over this, and because he perceived all the characters to be fully explored and feared the comic would get stale.
