What is so difficult with passing a resolution recognizing Yoyoy Villame?

It's just a paper. He's dead already. He won't even know it. The Provincial Government should have been generous about this piece of paper.

Our public officials are still immature.

Is recognizing Yoyoy as difficult as running away people's money?

A petition for temporary restraining order (TRO) will be filed by oppositors of the oil exploration survey in the Bohol-Cebu Strait scheduled next week.

This after fishermen and non-government organizations in the towns of Panglao, Dauis, Cortes, Maribojoc and Tagbilaran City launched a signature campaign opposing the seismic survey.

The petition will be filed by the Bohol Alliance of Non-Government Organizations (BANGON), through the Environmental Legal Assistance Center and the Integrated Bar of the Philippines (IBP) Bohol Chapter.

ELAC president lawyer Raul Barbarona bared to the Chronicle yesterday, they will try to block the oil seismic survey while expecting the project's proponents will invoke PD 605 and PD 1818 to defend the project.

PD 605, issued in 1974 by then President Ferdinand Marcos, prohibits the courts from issuing preliminary injunctions involving concessions, licenses and other permits issued by public administrative officials or bodies for the exploitation of natural resources.

Meanwhile, PD 1818 prohibits judges from issuing restraining orders against government infrastructure projects. In part, the decree says "No court in the Philippines shall have jurisdiction to issue any restraining order, preliminary injunction or preliminary order, preliminary mandatory injunction in any case, dispute or controversy involving an infrastructure project."

Barbarona disclosed that an international network of lawyers, environmentalists and scientists have provided him guidance in filing a petition for TRO against the seismic oil exploration.

The petition will be citing scientific studies on the effect of a seismic survey towards fishes, marine mammals and dolphins and other sea life. Similar cases where TROs were granted against seismic surveys will be used as reference.

Aside from the effects to the marine environment, the petition will also question the unavailability of baseline data on the marine resources in the survey area and the compensation for fishermen who will be affected by the survey.

Oppositors want that fishermen will be paid by DOE and NorAsia before the survey is conducted and not after, according to Barbarona.

Marginal fishermen will be prohibited to fish within a 10-kilometer radius from M/V Pacific Sword, the vessel equipped with seismic device.

The survey, which could run for 3 to 4 weeks will affect the daily sustenance and livelihood of marginal fishers while the damage from the seismic activity will likewise drive away fishes.

Among other the contentious issues being raised by oppositors is the payment for damaged fish pens (payao) that will be damaged by the oil exploration.

AUMENTADO, CHATTO WANT ISSUES RESOLVED

Gov. Erico Aumentado and first district Rep. Edgar Chatto want the DOE and NorAsia. to resolve the issues first before conducting a seismic oil exploration at the Bohol-Cebu Strait.

Both officials made clear during separate interviews over Station dyRD that they require extensive consultations and agreements to be finalized among fishermen's groups and stakeholders by project proponents.

The governor was informed public consultations jointly conducted by DOE, NorAsian and the Bureau of Fisheries and Aquatic Resources (BFAR) in the towns of Dauis, Maribojoc, Loon and Tagbilaran all failed to achieve support from fisherfolks and concerned groups.

In Dauis, representatives of BFAR and DOE were not even able to lay down their objectives as fishermen were not satisfied with their statements.

Aumentado stressed the compensation package being offered by the DOE and NorAsia must be acceptable to fishermen who will be affected by the seismic survey.

Chatto requested Energy Sec. Raphael Lotilla that full disclosure must be made to stakeholders. (Bohol Chronicle, June 13, 2007)

By BINGO DEJARESCO III
The Bohol Chronicle
June 13, 2007

Gov. Erico Aumentado is blaming the National Economic Development Authority (NEDA) for "not finding remedies to the cost over-runs" of the P2.3 billion Bohol Irrigation Project Stage-2 (BHIP 2) when they had the chance to do so three years ago.

The governor likewise expressed disappointment that NEDA Director Romulo Neri is "too late" in raising his objections to the project considering it is already 80% completed.

"They waited until this time when they should have ordered to seek for remedies when they knew the costs were already disadvantageous to the government," Aumentado stressed.

It may be recalled the NEDA chief is blocking further fund releases to the irrigation project that will benefit some 5,000 farmers in the towns of San Miguel, Trinidad and Ubay, saying the project over-runs as "excessive and illegal."

The National Irrigation Authority (NIA) submitted a request for the expansion and change order of the BHIP-2 sometime in December 2004 due to adjustments in the peso-to-dollar exchange rate, Aumentado bared in an interview over dyRD's Pulso yesterday.

When the dam project was adopted on December 1999, with a loan package funded by the Japan Bank for International Cooperation (JBIC), the peso-dollar rate was P40 to $1, the governor pointed out.

In 2004, the exchange rate was already P54 to a dollar, Aumentado said, which prompted the NIA to request for a change order.

According to the governor, if NEDA had acted decisively, corrective measures would have been undertaken.

Instead, NEDA was "sitting on the request of NIA" and without any advisory, the project contractor, Hanjin Heavy Industries and Construction Ltd. was bound to complete the project works, hence, the unpaid P600-million to the contractor, Aumentado disclosed.

"The NEDA is definitely contributing to this error," he said.

NEDA NOT SATISFIED

Socio-economic Planning Sec. Romulo Neri, NEDA head and co-chairman of the Investment Coordination Committee (ICC), based on his previous statements to Manila media, was apparently not satisfied with the explanation from NIA on the huge over-runs in millions of pesos.

The ICC acts as the "oversight" committee of donor-countries or agencies for projects they fund in the Philippines. Any ODA-funded project in the country cannot proceed farther based on a higher cost than originally approved without prior reappraisal and approval of the ICC.

Neri, who is said to have visited the project area thrice already was quoted as saying: "They violated legal procedures. They should have gotten back to the ICC (for clearance)… they should have cleared it first with NEDA…" "The analysis of (the project's viability) is very wanting. Since we know the cause of the over-run, I want to know how they would justify it."

Business Mirror, a Manila based daily, quoted an unnamed NEDA official as saying: "There are a lot of issues to be resolved… The investment body (ICC) must be satisfied with the explanations regarding the accruals outside the project cost." Neri earlier raised possibilities of a project stoppage and penalties for contractors and suppliers who continued with the work despite the cost increase.

The Project which was projected to irrigate some 5,300 hectares was originally set to be operational by year 2005, delayed by two years now.

"WHY SINGLE OUT BHIP-2?"

Gov. Aumentado criticized Sec. Neri for trying to "single out" the BHIP-2 underscoring its 27% cost over-runs when, in fact, a similar irrigation project being undertaken by a Chinese contractor, BPIP-China, overshot agency estimates by 92%.

The NEDA (like the ICC) is a collegial body made up of senior officials of the Department of Finance, Central Bank, Trade and Industry, etc. and make decisions as a body. Likewise, Mr. Neri was quoted as saying that "The President has made it clear she does not want changes in the middle of (the implementation) of the projects."

The degree of care is consistent with the Government's aim not to antagonize donor-countries and agencies.

The NEDA had been aware of the BHIP-2 costs since even before its construction, NIA asked for a re-bidding since Hanjin's bid was much higher than the agency estimates, Aumentado added.

However, JBIC pushed that the contract be awarded despite its higher costs, the governor disclosed.

Since the irrigation project is undertaken with the aid of JBIC, it is subject to loan agreements between Japan and the Philippines under the ODA Law.

The governor refused to comment further on the matter while he bared NEDA is requesting the opinion of the Department of Justice (DOJ) regarding the matter. NIA also sought legal assistance from the Government Corporate Counsel.

TALIBON DAM WHISTLBLOWER

The whistleblower of the anomalous Talibon dam felt his cause is vindicated by the recent blocking of NEDA Director Neri of further fund releases on the construction of the still unfinished dam.

According to Engr. Nilo Sarigumba, the contractor who exposed the P160-million Talibon dam scam, his fight to prosecute those responsible for the anomalous project has reached a high-ranking government official in the person of Neri, a Boholano.

Sarigumba bared over dyRD's Pulso yesterday that until now, the Ombudsman has not yet filed a case at the Sandiganbayan against five National Irrigation Administration (NIA) officials involved in the highly anomalous project even after prima facie evidence were found against them.

Sarigumba disclosed a major component of the dam project was ignored by NIA which is the reforestation of its watershed area. Without the reforestation, the dam will become a white elephant and farmers could never benefit from it.

Moreover, Sarigumba bared the dam is intended to irrigate rain-fed rice fields.

It is a shame for our government to be pursuing such project despite its many deficiencies and naming it as one of its flagship undertakings, Sarigumba concluded.

AGRI DEP'T MAY STEP IN

The National Irrigation Authority (NIA) is directly under the auspices of the Department of Agriculture (DA) headed by Arthur Yap, married to a Boholana and who enjoys the fullest grace with the President.

Unimpeachable sources said that Yap left the project site last May 24, fuming mad about the state of affairs of the project. He will reportedly advise the President not to attend the inauguration "to spare her the embarrassment."

Secretary Yap is currently building an Agriculture Highway across the nation, setting up irrigation facilities, storage capabilities and farm-to-market roads to uplift the productivity of Philippine agriculture. The Bayongan Dam, considered as the third largest irrigation dam in the country, is one of such projects.

This new controversy could spark further delays and threaten the completion of one of Bohol's so-called "Flagship Project." (With reports from Kit Bagaipo and Chito Visarra)

---------------------------------------------------------

My initial comment: It was more than a P200-million Talibon Dam. It was inaugurated on NOVEMBER 1. Always NOVEMBER 1.

About the topic...

Is the article talking about school beauty queens who became politicians or school beauty queens who won in other beauty contests?

At any rate, maybe its the culture of the school or the development of the mindset of the individual.

Beauty pageants at schools happen all the time usually as part of the foundation day celebration. In some schools, the ladies are just content to join (or coerced to join) in the such contests and those who are crowned do not desire to search for higher glory.

...it's about beauty queens who are always beauty queens in any contest...  :)

Members who would like to be anonymous can register as many fabricated names as they'd like to. They can maintain one for the sole purpose of 'Private and Personal.' It is sure worth a new registration. So if you beautiful couple is so bothered by this, go register another account. It would only take you seconds. And whoa, you'll get more enriched sexual activities from our tips.

Rose, I have posted a bulletin in Friendster announcing your humanistic offer here in Tubag Bohol.

Let me ask you this. Can you really handle all types of sexual and marital questions? Well, for marital questions, I'm sure you can very well answer them - as you are already married. Your 10-year union with Paul must have taught you an encyclopedia of ups and downs that are ever present in a married life.

But sexual questions? We are still on a "wait-and-see" mode.  :D

But how can they hide anonymous when they have a username, when they post, it appears.

Capitan Berong, for instance, is already an anonymous character. We really do not know who he is.
We do not who GEC is.
We do not who Barbaro is.
We do not who bol-anon-ko-nyor is.

Cel, these members are already acting anonymous. Wait, they can also do one more thing: RE-register in Tubag Bohol to further hide their identity.

I'll let Chin answer this. Her fingers, they can multitask as well. Be sure you make yourself specific when you ask her. She's too smart she interprets in multiple meanings (stated and implied), as multiple as my orgasms.

By all means, they can hide under the name Aguida, Lolita, or Barbara. They can start by saying:

Dear Trio,

Just call me Aguida. I have a problem with my recent boyfriend. He doesn't have the hots for me anymore no matter what blow job or pole dancing I do.

Or it can be this...

Dear Trio,

I have a friend named Barbara who has serious sexual problems with her husband of 20 years named Barbaro. Viagra doesn't work for him anymore, can you suggest a much better brand?

Hey, you who are not bold enough to bare yourself, the trio fully understands. You don't have to own up to your problems. Feel free to use fabricated characters.

hahahahah. Rose, re-post this under "private and personal." just copy and paste.

Can those who seek your advice choose to remain forever anonymous? You know most people are afraid to talk about problems that really matter to them. But they like to discuss things like: "ga-ulan diay diha, mao lagi, wa nako mahipos akong hinayhay...problema ko unsay isul-ob ugma..."  :D

Weird and Extreme / a Ninja was arrested...
June 13, 2007, 06:02:33 PM
Italian police have arrested a Russian "ninja" who had been spreading fear across farmlands in the north of the country.

The man, camouflaged in an all black suit, had robbed several farmers and their families at knife point, police say.

Police had been searching for him for several weeks.

Ninjas were trained for stealth. They first appeared in 14th Century Japan and were famed as assassins and spies.

Outwitted

For several weeks the police had been scouring the countryside looking for shadows.

The "ninja" was known to have struck several times - his head wrapped in a black bandana, a powerful bow in one hand and a knife strapped to his leg.

He targeted isolated farms late at night forcing farmers to hand over cash and valuables at arrow point.

His victims were usually so afraid they didn't report the attacks until some days later.

But on Monday night the "ninja" was outwitted.

As he smashed through the door of a farmhouse, a feisty old pensioner was waiting for him.

Former soldier

The old man came down the stairs but tripped on the last step letting off his rifle.

Startled, the "ninja" made his escape, hopping onto a bicycle and racing off into the nearby cornfields - followed by police who were quickly on the scene.

Police eventually trailed him to an abandoned farmhouse where he was arrested.

He was later identified as Igor Vaclavic, a former soldier from the Russian army.

He was caught carrying night scopes and a head torch.

When asked about his chosen disguise, he told police he had been inspired by his boyhood idol - Robin Hood.

but then again, to go back to your thesis of having new leaders in tagbilaran, that is correct.  and i agree. as for dan lim, he is relatively young; and he has political will. but, he is not a good leader. kusog mamomba, pero og siya na'y bombahon, masuko! bastos raba manulti.  stories are rife that he has manhandled even a lowly tricycle driver; that he has insulted in public, even the young ladies who were candidates of the most recent miss tagbilaran pageant. pastilan pagkawaymodo.  ayo pa ang mga sunoy sa buwangan kay hapu-hapun pa!

pero way personalan ning ato bay, opinion ra man ni, di ba?
