JAIPUR, India â€" A 73-year-old man who failed his 10th grade high school exams for the 39th time vowed today to try again next year in the hopes that an education will improve his job and marriage prospects.

Shivcharan Jatav, a farmer from the desert state of Rajasthan in western India, had no formal education as a child. He has been trying to pass the exams since 1969, when an army recruiter told him it would improve his chances of being accepted into the military.

"Since then I have been trying to pass this examination, but without any success," Jatav said, days after receiving the bitter news that he had failed again.

Jatav passed only one subject â€" the ancient language of Sanskrit â€" and he said he scored just 103 out of a total of 600 in the examinations.

Even though he is too old to join the army he has kept at it, hoping to become a more eligible bachelor.

"I could not get married as the girls told my family members that I was not properly educated. It's my fate that deprived me of education and a married life," he said.

Still, he has no regrets. "I am a happy and contented person," said Jatav.(chron.com)

(WCCO) - A middle school teacher in Prescott, Wis. has been fired and the Pierce County Sheriff is investigating claims she had sex with a 13-year-old student.

"It's just shocking to hit Prescott like this," said Tom Riley a Prescott resident.

The 38-year-old woman was a substitute at Prescott Middle School.

The student's father said he found the two having a middle of the night rendezvous together at the teacher's home after the boy stole his mother's car.

Sources said the woman's husband and 13-year-old daughter were home at the time.

The father filed a restraining order which claims the two had sexual intercourse. He said he has copies of e-mails between the two.

Zach Simones, who coached the 13-year-old boy on the seventh grade football team, said he is sickened by the incident.

"He was dating the lady's 13-year-old daughter before this happened," said Simones.

The woman taught at both the middle and high schools, but the superintendent said his investigation has turned up no other students who were involved with this woman.

The school superintendent also said the teacher and student did not meet in the classroom.

The Pierce County Sheriff confirms that they are investigating.(wcco.com/topstories)

Moscow is the world’s most expensive city for expatriates for the second consecutive year, according to the latest Cost of Living Survey from Mercer Human Resource Consulting.  London is in  second position, climbing three places since last year.  Seoul moves down one place in the ranking to take third place, followed by Tokyo in fourth.  Asuncion in Paraguay is the least expensive city for the fifth year running.

Mercer's annual Cost of Living Survey covers 143 cities across six continents and measures the comparative cost of over 200 items in each location, including housing, transport, food, clothing, household goods and entertainment.* It is the world’s most comprehensive cost of living survey and is used to help multinational companies and governments determine compensation allowances for their expatriate employees.

Top 50 rankings

Europe, Middle East, Africa: Europe dominated the top 50, placing 30 cities on the list and capturing six of spots in the top ten. Strong currencies helped push most European cities higher for 2007.

Africa placed five cities in the top 50, with Douala, Cameroon on top with a rank of 24. Four of the African cities climbed in the rankings while Lagos, Nigeria dropped from 31 to 37.

Four cities in the Middle East were in the top 50 for 2007, lead by Tel Aviv, Israel in 17th place. Istanbul, Turkey took the biggest drop in the top 50, from 15th to 38th.

Asia: Eight Asian cities were on the top 50 list, led by Seoul, Korea in third place. The biggest mover was Taipei, Taiwan which dropped from 28th to 48th.

Americas: Only two US cities made the list (New York City at 15th and Los Angeles at 42nd) thanks to the weak US dollar. No Canadian or Latin American cities were in the top 50.

Australasia: Sydney was the lone representative in the top 50, placing 19th. (mercerhr.com/knowledgecenter)

Thousands of years ago salt was a valuable commodity and was used in place of money. Salt was given to the parents of the groom until the 8th century and by the 12th century it was sold for it's weight in gold. Salt has been used for many things through the years and in many ways but in our day we know it mostly for it's ability to enhance the flavor of our food.

   1.  Fresh eggs:  Want to know if your eggs are fresh? Put an egg in a cup of salted water. If it sinks, it is bad, if it floats it's fresh.

   2. Ants: Sprinkle salt at doorways, window sills and anywhere else ants manage to get into your house. Ants won't walk across salt and they will stay outside where they belong.

   3. Cooking apples: You can improve the taste of cooking apples by adding a little salt.

   4. Mix - matched hose: Can't find a pair of hose the same color? They will become the same color if you boil them in salted water.

   5. Oven mess: Ever have a problem with pies bubbling over while baking? Next time this happens, put enough salt on the mess to cover the spill. This will stop the burnt smell and will turn light and crusty from the oven's heat so you can just wipe it off the oven floor when cool.

   6. Stop discoloring food: Apples and potatoes won't discolor after peeling if you cover them in salted water.

   7. Frost: If you hang your clothes outside during winter, you will like this one. Use salt in your final rinse to keep your clothes from freezing on the line. You can also use salt water on your clothes line to keep it from freezing too.

   8. Shelling nuts: Nuts such as walnuts and pecans are easier to shell if they are soaked in salt water first.

   9. Artificial flowers: Clean artificial flowers by putting them in a bag containing salt. Shake bag for well for about one minute. Take flowers out, shake off excess salt.

  10. Boil water: Water will boil quicker if salted.

  11. Windows: Keep your home and car windows from frosting in the winter by wiping them with a mixture of salt and water.

  12. Cheese: To keep cheese from going moldy in your fridge, wrap it in a cheesecloth dampened with salt water.

  13. Fresh flowers: A pinch of salt added to the water of fresh cut flowers will make them last longer.

  14. Garden pests: If you find you have cabbage worms in your vegetable garden, make a mixture of 1 cup flour and half cup salt. Dust the garden morning and evening when they are damp with dew.

  15. Oral care: For cankers, abscesses and other mouth sores, rinse your mouth with a weak solution of warm salt water several times a day.(gomestic.com)

When a neighbor screamed she'd been shot, Colin Bruley grabbed his shotgun, found the victim and began treating her bloodied right leg.

Tonnetta Lee survived Tuesday's pre-dawn shooting at her Jacksonville apartment, and her sister and a neighbor praised Bruley's actions. But his employers, the same people who own the Arlington complex where Bruley lives, reacted differently. They fired him.

Bruley, a leasing agent at the Oaks at Mill Creek, said he lost his job after being told that brandishing the weapon was a workplace violation, as was failing to notify supervisors after the incident occurred. He'd worked at the Monument Road complex since December and for the owner, Village Green Cos., since 2005.

Bruley said he was too shaken to call his supervisor immediately after the incident, which occurred just before 2 a.m., but planned to eventually do so. He also said he was acting as a citizen, not an employee, and shouldn't have been punished for trying to protect himself and others. He never fired the shotgun.

"I was expecting work to give me some kind of commendation," said Bruley, 24. "I was totally blown back. It was a crisis that most people don't go through."

Andrea Roebker, the company's director of public relations, said "We're not in a position to discuss any employment issues outside of [with] the employee.

She declined to comment further, citing confidentiality rules.

A complaint Bruley said was given to him by his supervisor Tuesday said he violated several company policies found in an employee handbook. Those procedures were also explained in a recent meeting and an e-mail, the complaint said. One policy prohibits any type of weapons being used in the workplace. The complaint cited him for "gross misconduct."

"Colin demonstrated extremely poor judgment in responding to this situation," the complaint said. "Colin's failure to immediately report this incident ... could have serious ramifications to the property, its associates and residents."

A police report said the shooting followed a domestic quarrel involving Lee, 24, and her boyfriend. Bruley said he was dozing off in his apartment when he heard Lee's screams. He said he then grabbed a 12-gauge shotgun he uses for protection and hunting.

Bruley said he found the woman bleeding heavily. He handed the shotgun to a neighbor, tied a tourniquet around her right leg and waited for police and rescue to arrive.

"I was kind of in a state of shock. I had blood all over my body," Bruley said.

After emergency officials took Lee to the hospital, Bruley returned to his apartment and tried to settle down, eventually falling asleep. He said he could have called his supervisor but didn't think she could do anything at the time. He said he was called into the office about 9:30 a.m., gave his account and then left. He said he was called back that afternoon and told he was fired.

Neighbor Kevin Courson joined Bruley at the crime scene when he saw Bruley had a gun for protection. Courson said he is incensed by the dismissal.

"Here was a guy trying to do a good deed. He wasn't trying to hurt nobody," said Courson, 31.

Erica Jenkins, Lee's sister, said Bruley should still have a job. Lee couldn't be reached to comment despite several messages left with her sister and mother.

"If it wasn't for him ... she could have lost her leg or died," said Jenkins, 19. "He put his life in jeopardy for someone else."

Bruley said he is considering contacting a lawyer about his dismissal, but will first look for another job and possibly another home. He promises he won't shy away from aiding others in need.

"If I'd lose my job again for helping some girl's life ... I'd do it over and over," Bruley said.

BERLIN (Reuters) - A 16-year-old Berlin student was so worried he would have to repeat a year at school because of poor marks he convinced two friends to storm his class and steal the report cards with his bad grades.

"The student probably honestly believed that he could avoid repeating the school year if he made the report cards disappear," said a spokesman for local police Monday.

The youth sat quietly at the back of the classroom as the two masked robbers, aged 14 and 15, burst in and threatened his teacher with a steel bar if she did not hand over the reports.

After grabbing them, the two tried to flee but dropped the reports as other students leapt to defend the teacher. The two were arrested close to the school, and told police their friend had devised the raid because he was afraid of flunking a year.

Police would not reveal what incentives the youth had offered the pair to carry out the robbery, adding the youths faced legal consequences once investigations were over.(reuters.com)

Pradeep Hode, a 30 year-old from Diva in Thane, qualifies to be Mumbai’s Metal Man. A chronic patient of tuberculosis of the abdomen, Hode â€" over the past few months â€" swallowed 117 coins, which were finally removed on Friday after a surgery by doctors at KEM Hospital, Parel.

Hode had been suffering from severe abdominal pain in the past few months. Based on hearsay and some bizarre logic of his own, Hode started swallowing coins, hoping that the heavy metal would reduce abdominal pain and create pressure to have regular bowel movement. However, his condition only went from bad to worse.

Parmeshwar Gond, senior medical officer at KEM Hospital, said Hode came with intestinal obstruction symptoms on Friday morning. “He was vomitting, had constipation and continuous abdominal pain. His bowel movement had totally stopped because of blockages in the lower abdomen,” he said.

Gond said the hospital immediately put Hode through the standard investigation procedures like CT scan and X-ray of his abdomen to know the exact position of the coins in the stomach. “He was taken for surgery without wasting any time,” he added. Sameer Rege, under the guidance of P Hardikar of the general surgery departmment at KEM, performed the operation on Hode for nearly two hours to remove all the coins he had swallowed.

“We had to dissect and remove a portion of his small bowel (alium) as many coins had deposited in that region. The metal had affected the condition of the small bowel,” Gond said.(Times of India)

The other day I came across some disturbing statistics on reading. According to a Jenkins Group survey, 42% of college graduates will never read another book. Since most people read bestsellers printed in the past 10 years, it follows that virtually no one is reading the classics. Although it’s unfortunate that the intellectual heritage of humanity is being forgotten we can use this to our benefit. By reading the classics to improve your mind you can give yourself an advantage. These examples illustrate 10 ways reading the classics will help you succeed.

1. Bigger Vocabulary

When reading the classics you’ll come across many words that are no longer commonly used. Why learn words most people don’t use? To set yourself apart. Having a bigger vocabulary is like having a tool box with more tools. A larger arsenal of words enables you to express yourself more eloquently. You’ll be able to communicate with precision and create a perception of higher intelligence that will give you an advantage in work and social situations.

2. Improved Writing Ability

Reading the classics is the easiest way to improve your writing. While reading you unconsciously absorb the grammar and style of the author. Why not learn from the best? Great authors have a tendency to take over your mind. After reading, I’ve observed that my thoughts begin to mirror the writer’s style. This influence carries over to writing, helping form clear, rhythmic sentences.

3. Improved Speaking Ability

Becoming a better speaker accompanies becoming a better writer because both are caused by becoming a better thinker. Studying works of genius will teach you to express yourself with clarity and style. By improving your command of the English language, you’ll become more persuasive, sound more intelligent, and enjoy an advantage over less articulate people.

4. Fresh Ideas

Isn’t it ironic that the best source for new ideas are writers who’ve been dead for centuries? I’ve derived some of my best ideas directly from the classics. It makes sense when you consider the competition. Everyone you know is reading the same popular blogs and bestselling books. Observing the same ideas as everyone else leads to generic and repetitive thinking. No wonder it’s difficult to sound original! By looking to the classics for inspiration you can enhance your creativity and find fresh subject matter.

5. Historical Perspective

I could argue this point myself, but why bother if Einstein has already done it?

Somebody who reads only newspapers and at best the books of contemporary authors looks to me like an extremely nearsighted person who scorns eyeglasses. He is completely dependent on the prejudices and fashions of his times, since he never gets to see or hear anything else. And what a person thinks on his own without being stimulated by the thoughts and experiences of other people is even in the best case rather paltry and monotonous.

There are only a few enlightened people with a lucid mind and style and with good taste within a century. What has been preserved of their work belongs among the most precious possessions of mankind.

Nothing is more needed than to overcome the modernist’s snobbishness.

6. Educational Entertainment

Reading great books is fun. The key is getting past the initial vocabulary barrier. It’s actually less difficult than you think. Even challenging authors use a limited vocabulary. After the initial learning curve, you’ll find the classics as readable as modern books and infinitely more stimulating. Classics have endured because of entertainment value. There’s a reason filmmakers keep remaking old books â€" they have the best content.

7. Sophistication

If you’d like to excel in conversation, knowledge of the classics is essential. These are books that keep coming up. They’re a part of human history that isn’t going to disappear in 10 years like 99% of books on the bestsellers list. By reading the classics you gain a deeper appreciation of ideas generally taken for granted. Plus quoting Aristotle or Voltaire is a great way to win an argument.

8. More Efficient Reading

I just finished reading The Road by Cormac MacCarthy. It’s so good that it won the Pulitzer Prize. Afterwards I read the first few chapters of Lolita. I was shocked by Lolita’s superiority. Truly great books don’t come around every year. If you only read contemporary literature, you’re drawing from a diluted pool. Why not make the most of your reading time by finding the best of the best?

9. Develop a Distinct Voice

If you’re a writer/blogger, ignoring the classics is a mistake. This has nothing to do with subject matter. Regardless of what you write about, you need to be persuasive and develop a distinct voice. The best way to learn is from the masters. I’ve seen several articles recommend examples of good writing â€" they’ve all been other blogs. I have a feeling most people reading this article already read enough blogs. Spending some time with the classics will give you an edge.

10. Learn Timeless Ideas

We like to believe, in our modern arrogance, that technology has changed everything. In truth, it feels the same to be alive today as it did a thousand years ago. The lessons of the classics carry as much weight as ever. They contain information that is directly applicable to your life. Don’t believe me? Try reading Ben Franklin’s Autobiography without learning something. Reading the classics develops an understanding of the human condition and a deeper appreciation of modern problems.

In closing, I’d like to briefly anticipate criticism. This is not an attack on everything modern. To read nothing but the classics would be as foolish as completely ignoring them. The aim is to combine the wisdom of the past with the innovation of the future. The two are inextricably linked â€" the best books are yet to be written.

Also, this is not an appeal to snobbery. Quite the opposite. Reading the classics is a cheap hobby. Used copies can be borrowed from the library or purchased for 1/20 the cost of trendy books that are the talk of high society. Please stop associating the classics with your English Lit. Professor.(pickthebrain.com)

A group of Filipino women bared their breasts at a rally in the Philippines to support efforts by the health department to ban infant formula advertising and promote breastfeeding.

Instead of carrying placards and banners, twenty-one women bared their chests colorfully painted with such messages as 'God's milk' and 'Infant formula dangerous.'

One woman's breasts were painted with a portrait of a malnourished child.

The women, members of Breastfeeding Advocates, warned that using baby formula could lead to malnutrition and other diseases due to improper feeding practices, which kill about 16,000 infants every year in the country.

The rally was held outside the Philippine Supreme Court in Manila, just hours before a hearing on a petition challenging the validity of a 1986 Milk Code that bans advertising of infant formula.

The Milk Code also requires milk companies to label containers with warning on improper preparation and unnecessary use.

Milk companies have opposed the code, arguing that it was against international trade and marketing agreements. They also warned that the code would have adverse effects on trade, investments, employment and other commercial activities.

The Department of Health, however, criticised milk companies for using advertisements to market promote false claims about their products.

'Some ads for breast milk substitute say children will grow up like Beethoven, Albert Einstein, which is not true,' Health Secretary Francisco Duque said. 'The best milk for babies is breastmilk.'

Health Undersecretary Alex Padilla added that milk companies also fail to inform parents about the risks of using infant formula instead of breastfeeding.

He noted that international studies have shown that formula-fed babies are more prone to various diseases than those who were breastfed during the first two years.

'Trade cannot take precedence over health concerns,' he said. 'We hope the Supreme Court will take into consideration health matters over business.'

According to the health department, only 16 per cent of mothers in the Philippines currently breastfeed, while Filipinos spend some 21.5 billion pesos (467.4 million dollars) on infant formula every year.(monstersandcritics.com)

Talk of the Town / Girls as "sex objects"?
June 21, 2007, 05:13:15 PM
E-mailed by Leo Udtohan to Tubag Bohol news center

With popular children’s doll lines featuring sexy clothing and gossip magazines aimed at preteens, society is turning girls into sexual objects earlier and earlier.

This was the lament of a senior Catholic bishop, who said such premature sexualizing of girls at a tender age should be one of the most serious issues confronting Philippine society.

“The messages they receive through popular culture is that to be attractive, to be accepted by society, you have to dress and behave in a sexual manner. There are now lingerie clothing lines for preteen girls, and bras for girls under 10, T-shirts with sexual slogans, and even a pole dancing kit complete with a DVD that features ‘sexy dance tracks’ for 6-year-olds," Tagbilaran, Bohol archbishop Leonardo Medroso said in his web log medroso.blogspot.com.

Medroso noted that some popular lines of dolls for girls feature sexy clothing, while gossip magazines aimed at preteens encourage girls to behave in a “sexual manner."

Some of these magazines even feature sections devoted to “grooming and relationships even with older men," he said.

In many cases, he added, some mothers even dress up and apply makeup on their six-year-old daughters to make them look like “sexy and beautiful" young women just so they can win school beauty contests.

On the other hand, some advertising catalogues featured children “dressed up, made-up and posed in the same way that adults are," suggesting the children are “interested in, and perhaps open to, approaches for sex."

With such premature sexualizing, Medroso warned, “girls are being turned into sexual objects earlier and earlier."

“Yes, the attack against the dignity of women is persistent and relentless," he said.
Medroso said pornography remains one of the most devilish attacks on the dignity of women, a “pathetic result of man’s effort of splitting sexuality and love, which he has wittingly or unwittingly acquired along with his contraceptive mentality."

Worse, he said pornography is becoming more and more socially acceptable.

“What was considered pornographic years ago is now shown on billboards, rental movie cases, internets, etc. This trend has made it virtually impossible to avoid at least some exposure to some pornography," he said.

“Yes, the dignity of the woman has to be upheld. Its protection is the protection of the human race," he added.

CEB offers mid-week P99 fares to all domestic destinations

Gokongwei owned airline, Cebu Pacific (CEB), is offering a mid-week P99 seat sale for all of its domestic routes.  The P99 fare will be available for all domestic routes on Tuesdays, Wednesdays and Thursdays. CEB has announced that it has allotted more than 50,000 for the seat sale.

The seat sale will run from June 21, 2007 to June 27, 2007 or until seats are sold out. This is good for travel from August 1, 2007 to October 31, 2007. The P99 seat sale is non-refundable and is exclusive of applicable taxes and surcharges.

Candice Iyog, CEB VP for Marketing and Product said, "We are very happy to introduce the mid-week specials for our domestic operation. This mid-week seat sale will stimulate travel throughout the week and should also boost local tourism as guests can easily get lower rates from various resorts and destinations in the middle of the week."

CEB introduced low fares in the local aviation scene in 1996 and further propelled this low-fare strategy with the launch of 'Go' fares in November 2005.

Iyog explained, "We have been encouraged by the demand for our flights during the first half of 2007 and we hope to sustain this over a traditionally low travel period. This seat sale should also provide more people the opportunity to book and avail of our low fares."

"The best way to grab the promo is via CEB's website, www.cebupacificair.com .  We encourage everyone to act quickly and take advantage of this mid-week travel offer," she added.

CEB currently has 14 new Airbus aircraft and is acquiring up to 20 more. It has also recently placed an order for up to 14 ATR 72-500 aircraft with the delivery of the first two in early 2008. CEB expects to operate a fleet of 46 aircraft by 2013.

PATTAYA, Thailandâ€"There’s something about Haridas “Dirty Harry” Pascua that his opponents just cannot figure out.

Locked in a drawish position in the middlegame, Pascua, the country’s top bet in the Under-14, still managed to squeeze out a win over Fide Master Chua Zheng Yuan Terry of Singapore to keep his winning streak intact with only three rounds remaining in the 8th Asean + Age Group Chess Championship at the Jomtien Thani Hotel here.

Pascua, 13, twice refused the Singaporean’s offer of a draw, and in the end, the gambit paid off, as the no. 4 seed Terry turned out to be the first to blink in the tense endgame, with the Filipino threatening to promote a passed pawn on the c-file.

It was the sixth win in as many rounds for the Mangatarem, Pangasinan native, including two “escape” victories that put him 1.5 ahead of his closest pursuers.

“Dalawang beses siyang nag-offer ng draw, pero tinanggihan ko. Sabi ko na lang, kung sino unang magkamali talo. Noong endgame na nga, nagkamali siya kaya nagkaroon ako ng passed pawn,” said Pascua, who completed the win after a marathon 71 moves of a Sicilian.

But even as Pascua was engaging the Singaporean in their battle for upmanship, there were some good news emanating from other fronts.

Jerad Docena, the nine-year old whiz from Tagbilaran, Bohol, outplayed Le Huu Thai of Vietnam in 40 moves of a Pirc to climb into the no. 2 spot in the boys’ Under-10 after collecting 5.0 points out of a possible six, or only half a point adrift of Tran Tuanh Minh, the 23rd seed from Vietnam.

“Mama-mate ko na po siya, kaya po siya nag-resign,” said Docena, a student at Grace Christian School in Tagbilaran.

In the girls’ Under-8, Marie Antoinette San Diego and Samantha Glo Revita also won their respective matches, with San Diego disposing of Nguyen Thanh Thuy Tien to move into a tie for the top two spots with Lin Htet Htet Oo of Myanmar.

INVESTIGATORS in Central Visayas have narrowed down its inquiry into Friday night's shooting of a militant leader in Bohol with the identification of the alleged gunman.

Philippine National Police (PNP) deputy director for investigative and detective management Geary Barias, who is also Task Force Usig commander, reported this to PNP Chief Oscar Calderon.

Reports said Mario "Mayong" Auxillo, a provincial leader of the party-list organization Bayan Muna succumbed to gunshot wounds at 10:05 a.m. Sunday at the Governor Celestino Gallares Hospital in Tagbilaran City.

Auxillo suffered two gunshot wounds in the head and in the arm when an assailant opened fire at him shortly before midnight last Friday whiled he was in the vicinity of the public market in Bien Unido town.

Citing reports from Senior Superintendent Arturo Evangelista, Chief of the Regional Investigation and Detective Management Division of the Police Regional Office (PRO)-7, Barias said two more witnesses have corroborated an earlier statement by the victim's female companion at time of the shooting and identified a certain Larry Diola as the gunman.

Diola, a resident of Poblacion Bien Unido, has since been in at-large and is now the subject of region-wide manhunt launched by PRO-7 intelligence operatives backed by the regional Criminal Investigation and Detection Group (CIDG) and Intelligence Group (IG) units.

Two more witnesses, including a barangay councilman, are set to be invited by the police to establish Diola's motive for killing Auxillo. "Based on interviews with some residents, it was gathered that Diola and Auxillo figured in a heated altercation on Friday afternoon at the Bien Unido public market, hours before the victim was shot," Barias said. Regional Trial Court (RTC) Branch 47 has granted the petition of City Mayor Dan Lim for a writ of preliminary injunction to block the imposition of a P20 terminal fee of the Philippine Ports Authority (PPA).

The order was promulgated by Presiding Judge Suceso Arcamo last Monday, a day after the 20-day temporary restraining order (TRO) previously granted by the RTC expired.

Despite the expiration of the TRO, PPA did not collect the P8.75 increase.

The PPA was supposed to implement the new terminal fee to defray the cost of a luggage X-ray machine and walk-through detector at the Starlight Terminal building.

In an interview with the Chronicle yesterday, Mayor Lim said the granting of the preliminary injunction is a victory for the residents of Tagbilaran and the Boholanos.

While the petition for permanent injunction will still be considered by the court, the mayor said there is a need for passengers and port users to be apprised that the X-ray machine and walk-through detector is not brand new as claimed by PPA.

The computation presented by PPA is exorbitant, the mayor said.

Acting port manager Rolly Gambuta, during a separate interview over dyRD's Inyong Alagad, said they will leave to the courts to decide on the case.

He maintained that PPA's imposition of an additional fee increase is reasonable and have, in fact, been approved during a consultation with the Ports Management Advisory Committee.

In his order, Judge Arcamo said, the argument of respondent (PPA) that the additional fee is reasonable, "the Court agrees that in so far as the businessman, the wealthy and foreign tourists are concerned, the additional amount of P8.75 or a total of P20 in all is reasonable, but certainly not when it comes to the ordinary and lowly Boholano travelers.

The ruling stated further that, "the Boholanos cannot stomach the P20 terminal fee here in the port of Tagbilaran for it is supposed to be a public terminal, only it is operated by a private corporation (Starlight)."

"The safety of boat passengers is the primary concern of the State through the PPA," the decision stated, "the Court could not see the necessity of having the public bear the burden just to acquire and maintain security equipment in the ports of Bohol. After all, it is still the taxpayers' money they are using."(The Bohol Chronicle, June 20, 2007)

The military is linked to the killing of Bayan-Muna leader Mario "Ka Mayong" Auxillo even as the prime suspect for the murder remains at large.

During a press conference held at the wake of Auxillo at the Holy Name Funeral Homes, this city last Monday, militant leaders condemned the killing as part of the military's anti-insurgency campaign and neutralization of activist groups - Oplan: Bantay Laya.

Bagong Alyansang Makabayan (Bayan) Bohol secretary general John Ruiz III claimed that the lone suspected gunman, Hilario Diola, alias Larry, although a civilian, "the responsibility and the hand of the military is undeniable" as the suspect is said to be a member of Alimaong (Holy Warriors), a known anti-communist group.

Ruiz also alleged Diola to be a local asset of the 15th Infantry Battalion of the Philippine Army.

The militants believe that Auxillo's murder last Friday was the decisive end of a series of "black propaganda and smear campaign believed to be the handiwork of the military and its backed organization, the Mata na Bol-anon Movement.

During the last election, where Auxillo ran for provincial board member and actively campaigned for the party list group Bayan Muna, "the smear campaign against him further aggravated," Ruiz reported.

Ruiz said even after the election, the "members of the 15th IB, together with dubious individuals claiming to be NPA surrenderees were conducting pulong bayan attacking Bayan Muna, HUMABOL (Hugpong sa Mag-uumang Bol-anon) including its leaders."

"Ruiz said that Auxillo had confrontations with the military last May 21 in Poblacion, Trinidad, and on June 4 at TTFA, San Vicente, Trinidad. After the two incidents "Ka Mayong" was tailed by two motorcycles with no plate numbers," Ruiz said.

Auxilio, 50, was shot three times last June 15, about 11 p.m. by a lone gun man while he was inside a house in Poblacion Public Market, Bien Unido.

Auxillo was rushed to the Gov. Celestino Regional Hospital but expired last Sunday. He was supposed to be operated last Monday to remove a bullet still lodged in his left jaw.

Before the said incident, he had a meeting with a local farmers' organization of Humabol in barangay Nueva Estrella. Humabol is a militant peasant federation that is a member of Bayan-Bohol.

PPOC FACT FINDING REPORT

However, the fact finding team of the Provincial Peace and Order Council (PPOC) could not see any link of the military to the killing of Auxillo.

During a press conference conducted by the team last night, the group presented interviews of seven persons who gave testimonies relating to the shooting of Auxillo.

The claim of cause-oriented groups that the suspect, Diola, have military connections, is an unsubstantiated allegation, according to the fact finding team.

While the group Alimaong is said to be an anti-communist group, the team said they are not aware of any working alliance with the group or its members.

Bohol PNP Director SSupt. Edgardo Ingking, a member of the fact finding team, said he is not even aware such an anti-communist organization existed.

According to a witness interviewed by the fact-finding team, he saw Auxillo and Diola together in a videoke bar, and even "shook hands" in Poblacion Bien Unido having a "serious conversation" for about 20 minutes where the latter offered two rounds of drink which Auxillo accepted.

Auxillo was allegedly offered another round but refused as he still had to go somewhere.

A speech impaired witness likewise reenacted the incident consistently and indicated that Diola was the one who shot Auxillo, according to the fact finding team.

CONFLICTING TESTIMONY

Bayan Muna claimed at least seven witnesses of the shooting positively identified Diola, who was said to be a friend of Auxillo. Both were seen together before the incident, according to Bayan's Ruiz.

A lady-friend (name withheld upon request of witness) of Auxillo, who saw the shooting said, Auxillo was about to board his motorcycle to return to a sister's house in said town when Diola, armed with a .38 caliber revolver, came out from nowhere and shot the militant leader several times.

Auxillo sustained gunshot wounds in his thigh, elbow and at his left cheek.

Two of the five witnesses have already executed sworn statements to the police.

DEEPER INVESTIGATION

SSupt. Ingking said during an interview over dyRD's Inyong Alagad Monday that they will look deeper into the killing of Auxillo.

He assured that proper charges will be filed against the lone suspect once they have completed the sworn statements of the witnesses.

SSupt Ingking said, even if the case is high profile in nature, they will treat it as a regular criminal case.

As of presstime yesterday, the complaint has yet to be filed by the PNP.

SSupt Ingking urged cause-oriented groups not to issue statements that would only muddle the investigation.

He asked for their cooperation in solving the crime.

Bayan Muna Reg'l coordinator Arman Perez said, unlike the case of slain Bayan leader Victor Olayvar, they are optimistic the case against the suspect will be successfully prosecuted.

INDIGNATION RALLY

Militant organizations staged an indignation rally yesterday in front of the provincial Capitol condemning the killing of Auxillo, whom they call a "real champion for a genuine agrarian reform."

The group demanded justice for Auxillo and other militants who were victims of extra-judicial killings, namely, Olympio Crame, Anakpawis-Calape (February 2004); Eugenio Furog, Bayan Muna- Trinidad (June 2004); Elizelda Cunado-Gabriela women's party-Candijay (February 2006); Nestor Arinque, Humabol and Bayan Muna leader (April 2006); and Victor Olayvar, Bayan (September 2006).(The Bohol Chronicle, June 20, 2007)

A petition blocking the conduct of an oil seismic exploration in the Bohol Strait was finally filed yesterday at the Regional Trial Court led by City Mayor Dan Lim and 30 other petitioners representing non- government organizations (NGOs), fisherfolks and local government units.

The petition was for certiorari, prohibition, injunction with prayer for preliminary injunction, temporary restraining order and ex-parte temporary restraining order.

Filed by lawyers Raul Barbarona, Doni Piquero, Florendo Columnas and Danilo Bantugan, as counsels for the petitioners, the petition named Department of Environment and Natural Resources (DENR)-VII OIC regional director Allan Arranguez, Department of Energy (DoE) Sec. Rafael Lotilla and NorAsain Energy Ltd. Chairman Rufino Bomasang, as respondents.

The petition stated that the conduct of seismic surveys in the Bohol Strait will cause "irreparable harm" to marine life as proven by different studies.

Several scientific studies were presented by the petitioners regarding the effects of seismic airguns' blasts on different species of fish that were exposed.

NorAsian's project description also incomplete, according to the petitioners as it failed to mention the effects of the seismic survey to fishes that are affected by sounds less than 100 decibels.

The project proponents (respondents) also failed to comply with PD 1585, securing an Environmental Impact Statement, and other environmental laws which the DENR and DoE are mandated to enforce and observe, the petitioners said.

Petitioners also cited that the DoE is mandated to formulate policies consistent on environmental protection and conservation and maintenance of ecological balance.

NorAsian and the DoE, the oppositors said, did not provide enough time for consultations with stakeholders to fully address concerns and issues raised.(The Bohol Chronicle, June 20, 2007)

Most career advice you receive focuses on the big picture: how to get ahead, how to “win,” and such things that are on a much larger scale than the daily grind that most of us face. In fact, it is that day to day grind that pulls down many of us - we go to work, come home exhausted, and often feel as though we’re just spinning our wheels.

If you want to get ahead in your career and in your life, you need to start small and look at the immediate things you can do to help out your situation. If you’re sitting out there at your desk, tiredly wondering if there’s something better that you can be doing with your life, start with these fifteen tips that you can start executing immediately that will lead you down a path towards a better career.

Make a list of all of the things you did today/this week/this month to help your organization, and file them away.

Whenever you have a few spare moments, make a list of all of the things you are actually doing at work. Date them and provide specific examples. When you’ve made this list, drop it in a folder and let it sit there until your next performance review - or the next time you ask for a raise or a promotion. I do this regularly, which has allowed me to build up extensive positive documentation about my career.

Send a thank-you note

If you’ve recently been assisted in your career or personal development by someone, spend a few moments and send that person a handwritten thank you note. The respect, kindness, and personal touch of a handwritten thank you creates an indelible positive mark in your favor in the recipient’s mind, which can do nothing but help you out in the long run.

Work on your writing skills

For me, The Simple Dollar is actually an active part of improving my own writing. Starting a blog related to a work-related topic that interests you is a good way to practice your skills. Don’t be lazy with it, though; focus on writing strong material that will engage others, because without it, you’re not really improving your skills at all, merely regurgitating facts.

Design some classy business cards for you

I have a small pile of business cards that are just for me (actually, they’re for The Simple Dollar), not for any firm I represent or work for or anything else. I drop these regularly, as envelope enclosures and in face-to-face opportunities. These cards are a reflection of me and what I wish to represent to people, and by getting quality ones, I create a positive impression on the recipients. Don’t go for the office store perforated ones, either; get them professionally done and in a high quality.

Send a quick contact email

Got any professional contacts that you haven’t touched base with recently? Send them an email letting them know what you’re up to - and ask them what they’re up to. By this, I don’t mean clients - I mean professional acquaintances in the same field as you (contacting clients should be a regular part of your workflow). A quick email to the people you met at conferences last year can be a very good thing, as you never know if they might have a great opportunity available that could really help you out.

Suggest a solution to a persistent workplace problem

This is especially true for smaller things, not necessarily big enterprise-wide issues. Are people always complaining about the printers? Spec out an additional printer and ship a proposal for a new printer by your boss. Workplace tensions between two people? Figure out how to most discreetly move them far apart from each other, write it up, and ship it off. The key is to make the solution as complete as possible, so that the boss can tell you saw a problem, looked into how to solve it, and came up with a solution on your own.

Pick up the phone and make a call

Keep in touch with what’s going on in the organization as a whole so you can be more informed when meetings occur. Pick up the phone and give someone else a call to see what you can learn, or take a stroll through different parts of the workplace to find out what others are up to. Don’t make a nuisance of yourself, but be aware of what is going on, how it can affect you, and how you might be able to leverage that to get ahead.

Work on your language skills

Are you a non-native speaker of the language in your workplace? Spend your spare time working on the finer points. I find that listening to audiobooks and podcasts is an incredible way to pick up on the nuances of a language given that you already know the basics. If you don’t know the basics, seek out some audio courses on that language and get started. For myself, I’ve found that a great way to pick up a foreign language is to read a translation of a work I’m already very familiar with, such as Harry Potter.

Make yourself more presentable

It always helps to have a clean, fresh impression. I keep a few hygiene products in my traveling bag at all times: underarm deodorant, toothpaste, a toothbrush, some mouthwash, some facial cleanser, a comb, and some cologne. I make sure to clean myself up at least once a day, and often twice a day, when I have a few free moments. That way, I look freshly scrubbed at the 3:30 PM meeting - and having just washed my face vigorously, I feel more awake.

Polish your resume

There’s never a bad time to give your resume a bit of a touch up. Make sure it has plenty of action words and documents specific results that you’ve produced. In fact, your personal work documentation is a great way to look for ideas to spiff up your resume.

Read something on topics you plan to be facing in the future in your career

Don’t waste your time reading PerezHilton (unless you work for People magazine or something); instead, find resources that are related to your job and focus on those. If you spend your spare time at work browsing the web, at least spend that time browsing items that can potentially further your career.

Prepare some comments in advance for your next meeting

Got a meeting later? Instead of dreading it, look at it as an opportunity to shine. Look at what the meeting agenda is and prepare some notes and thoughts that you can present during them. If you’re going to sit through someone’s presentation, find out what it’s going to be about and do some preparatory legwork in advance so you can ask a few astute questions.

Work on your public speaking skills

This seems like it would be difficult to do right now, but it’s not. Merely listen to the work of great public speakers on the internet, burn yourself a CD or two of speeches that really inspire you, then play them in your car on the way home and practice speaking along with them. You’ll learn a great deal about how to enunciate words to get your points across and influence others.

Clean your work area

Not only will this create a better impression of you in the eyes of others, you may also come across important materials that you thought were missing or lost. It’s also good to start (or enhance) a document filing system when you do this, so you can quickly find materials.

Figure out where you want to be in five years - and create a plan for getting there

Spend some time visualizing where you want to be, then think about what it’s going to take to get there. From there, keep breaking down each piece in the process until the pieces are things you can do quickly - and start doing them. Every mountain climb is just a series of steps, after all.(thesimpledollar.com)

Loon - Bohol / Flash Report: TORNADO HITS BOHOL...

By Kit Bagaipo
The Bohol Chronicle

A tornado hit Sandingan Island, Loon town, Bohol province ripping away some 40 houses and trees in two villages.

Powerlines in some parts of barangays Calayugan Norte and Calayugan Sur were cut when the tornado hit the area Saturday noon .

Worst hit is barangay Calayugan Norte, where 29 homes were damaged with 5 of which totally destroyed.

Calayugan Norte has 659 residents with 135 households.

The tornado likewise wrecked at least 11 homes in neighboring barangay Calayugan Sur.

As of yesterday (June 19, 2007), the provincial government's Quick Reaction Team was dispatched by Gov. Erico Aumentado together with teams from the Provincial Disaster and Coordinating Council, Department of Social Welfare and Development (DSWD), the Philippine National Red Cross and staff of the Governor's Office.

Calayugan Sur barangay captain Tomas Marañon in an interview over dyRD's Action Line yesterday said the tornado, estimated to 50-meter wide, came with a heavy downpour.

The windstorm lasted for less than 3 minutes, according to Marañon.

He said residents whose houses were totally shattered had to temporarily stay with relatives.

One fishing vessel was smashed by a tree that fell in the course of the tornado.

Marañon said the local government unit was not able to respond until Monday as reports about the tornado was made known through a doctor now residing in the United States after an e-mail was sent to him by a brother who resides in Sandingan Island.

Canned goods, rice and foodstuffs were distributed yesterday by the Quick Reaction Team.

The provincial government had assured assistance in rebuilding some of the destroyed houses.

As of yesterday (June 19), the provincial government's Quick Reaction Team was dispatched by Gov.

Women can be allergic to sex with men, but doctors are finding women can overcome this allergy through regular sex combined with treatments derived from semen.

"It's really a very rare condition, but it does happen," allergist and immunologist David Resnick at New York Presbyterian Hospital told LiveScience.

Semen allergy symptoms can include itching, burning and swelling in the genitals. In the most severe cases, hives or swelling might appear elsewhere on the body and the woman might experience difficulty breathing.

"Typically symptoms occur within 30 minutes of intercourse, but in rare cases it may be hours or even days later," Resnick explained.

One study from the University of Cincinnati of 1,073 women who sought information on semen allergy concerning their symptoms found 130 had the allergy. In some women, the reaction occurs only with one partner while others are allergic to all partners.

Women are not in all cases allergic to semen itself, but to chemicals in the semen from food, beverages or medications the man has had, ranging from penicillin to compounds in walnuts. However, "this is rare, even more rare than semen allergy itself," Resnick said.

Resnick said about half of all women with semen allergy have other allergies as well, such as skin allergy or hay fever. Most women with the allergy are between age 20 and 30, and 41 percent experience symptoms the first time they have sex.

"In most cases, symptoms gradually worsen and occur sooner with subsequent exposures," he said.

To desensitize a woman's immune system against semen, doctors can either apply diluted samples of semen to a woman's vagina every 20 minutes, gradually increasing the concentration over the course of several hours, or the women can receive allergy shots containing small amounts of semen over the course of several weeks. Both techniques require sex two or three times a week to train their immune system.

There are also cases where women have "outgrown" the allergy without treatment.

The compounds in the semen that appear to trigger this allergy seem to be proteins from the prostate gland. "People are now testing them for use in desensitization therapies," Resnick said.

Resnick discussed the condition today at the annual meeting of the American College of Allergy, Asthma and Immunology in Philadelphia.(livescience.com)

Originally, the municipality was called Quinali due to the characteristic land formation of sand, gravel and corals that filed layer after layer amassed by seawaves since time immemorial. Once a barrio of Guindulman, it was made into a municipality on March 12, 1875 and was renamed "Anda" which means walking and moving (to posterity).

Balilihan - Bohol / History of Balilihan, Bohol
June 20, 2007, 01:22:06 PM
This municipality is located in the interior part of Bohol. It is said to have been so called because of the grass (balili) which grew in abundance in the locality. Balilihan means "a place where plenty of grass grows." It is said to have been organized as a municipality in 1828. It used to be a part of Baclayon and was sparsely settled.

The seat of government was in the then sitio of Bay-sa-Iring but was later transferred to the present site because of the scarcity of water in that area. In 1902, there was a move to fuse this town with Antequera but was vigorously opposed by the people. The following year, the municipality of Catigbian was annexed to Balilihan under Act No. 370 of the Philippine Commission. In 1879, it had a population of 5,998.(the provincial government file)

Bien-Unido - Bohol / History of Bien Unido, Bohol
June 20, 2007, 01:19:43 PM
In an executive order in 1935, two sitios in northern  Trinidad were united into one barangay and was given the name of Bien Unido, a spanish word which means "well united". In order to hasten its economic, social, cultural and political upliftments the people of Barangay Bien Unido aspired for independence and wanted to become a municipality. This long time dream which started in 1965 became a reality when in 1981 it was approved by Batasang Pambansa Blg. 93 through the efforts of then Assemblyman Bartolomeo Cabangbang and Eutiquio Cimafranca.

The principal industries of this town are fishing, farming and mat-weaving. Fish is sold to Cebu and mats are sold to Mindanao, Leyte and also Cebu.(the provincial government file)

Bilar - Bohol / History of Bilar, Bohol
June 20, 2007, 01:18:51 PM
Bilar is an interior town northeast of Loboc. This town used to occupy a big area and included what are now known as the municipalities of Sevilla, Batuan and Carmen. They were formerly sitios of this municipality. In 1879, it had a population 5,669. The term "bilar" is a native word from the infinitive "nagbilad". During the Spanish regime, the Spaniards, in their effort to spread Christianity, toured the interior villages and somehow chanced to pass a plateau where a group of women were drying palay.

When the women were asked as to the name of the place, the immediate reply was "nagbilad", meaning drying, thinking that the foreigners were asking their activity. The Spaniards shorten the term to "bilad" and later on to "bilar" due to the difficulty in pronouncing the term. By virtue of a royal decree, the name Bilar was adopted as the official name of the municipality.(the provincial government file)

Buenavista - Bohol / History of Buenavista, Bohol
June 20, 2007, 01:17:48 PM
This is a town in the northern coast of the province. At one time, it was a barrio of Inabanga and later of Getafe. In the early days, it was known as "Pangpang" because of a limestone cliff found in the barrio. When the Spaniards came to the shores of the place, with its verdant hills and slopes, they were very much impressed by the scenic spots with its natural beauty. They could not help but appreciate the beautiful view before them. Hence, they named the place "buenavista", meaning "good view". In 1874, Buenavista was separated from the town of Inabanga and annexed to the town of Getafe. It was made an independent municipality in 1960.(the provincial government file)
