Gloria’s Secret Candidate Exposed
13 January 2010 9 CommentsI
PerryScope by Perry Diaz

Finally, after so much speculation about President Gloria MacapagalArroyo’s “secret candidate,” a face has emerged. In his recentarticle, “Her” man, respected columnist and political consultant Lito Banayo exposed Manny Villar as Gloria’s “secret candidate.” I totallyagree with Mr. Banayo’s arguments that Villar is now Gloria’s man.

In a recent survey, Villar is second to frontrunner Noynoy Aquino by11% while Gilbert “Gibo” Teodoro â€" Gloria’s “anointed” candidate â€" islanguishing at the tail end of the survey in single digits. Unless there is a miracle or massive cheating in the May 10 elections, Gibo doesn’t stand a chance of winning. Simply put, Gloria wouldn’t bet her political future on Gibo.

Since it is not possible or probable that Gloria would support Noynoy, Villar is Gloria’s only viable pick. Even if Gloria tried to play ball with Noynoy, I doubt if Noynoy would be willing to play with Gloria. On the other hand, Villar had nothing to lose and everything to gain by secretly dealing with Gloria. Heck, the fact that Villar allied himself with the leftists just shows that he would deal with the Devil himself if that’s what it would take to win the presidency. As he recently said, “the presidency is my last dream.” Indeed, it’s the ultimate dream of a lifetime that he would relentlessly â€" and ruthlessly â€" pursue by any means his money could buy. And that’s what makes Villar as dangerous as â€" if not more dangerous than â€" Gloria.

The fact that Villar has reportedly planned to spend at least P7 billion of his own money in his presidential campaign manifests his steely determination to win the presidency. That kind of money would be enough to buy the election. And should Villar win the election, how would he recoup his “investment” in his campaign?

Rags to riches

Villar claimed that he came from a poor family from Tondo. His father was a government employee and his mother was selling fish at the public market in Divisoria. When he was a boy, Villar said that he helped his mother sell fish. However, there were reports that Villar was adopted by the wealthy Jalandoni family of Nueva Ecija. When he reached legal age, the Jalandoni patriarch deeded 400 hectares in Licab, Nueva Ecija under his name.

In 1975, Villar married the former Cynthia Aguilar, daughter of a politically powerful and wealthy family from Las Pinas City. With his wife’s wealth, Villar started building and selling homes. He became a millionaire and a leader in the housing industry.

Villar enters politics

Basking in his “rags to riches” accomplishment, Villar entered politics. In 1992, he ran for Congress and won. In 1998, he was chosen Speaker of the House of Representatives. In 2001, he ran for Senator and won. In 2007, after his reelection he was chosen Senate President.

During his presidency of the Senate, a scandal erupted that would haunt Villar for the rest of his political life. In October 2008, Sen. Panfilo Lacson, in a privileged speech alleged that Villar caused the “double insertion” of funds into the C-5 extension project linking Las Pinas to Paranaque in the 2008 national budget. Lacson said that Villar allocated another P200 million on top of the P200 million already allotted by Malacañang for the same purpose. Sen. Jamby Madrigal joined the fray when she alleged that Villar “wanted the C-5 extension to cut through his property so he could sell the property at a higher price.” A month later, Villar was ousted from his presidency of the Senate. In 2009, Villar declared his presidential bid amidst the “double insertion” scandal of which he has yet to be cleared.

Conflict of interest

One of the hazards of running for president is that your life story becomes public and everything you’ve done in the past is unearthed and exposed for all to see. One of the issues that has been dogging Villar recently was the appearance of “conflict of interest” in regard to his real estate empire vis-à-vis his elected position as a legislative leader in both chambers of Congress.

On December 22, 2009, Ted Failon, host of the“Failon Ngayon” TV show, exposed Villar’s 23 subdivisions which were all connected by the C-5 Road extension â€" Daang Hari Road â€"linking Las Pinas and Cavite. Failon showed how Daang Hari Road â€" instead of a straight line â€" snaked around the 23 subdivisions from Las Pinas to Cavite by way of Muntinglupa, Alabang, and Laguna. Failon said that the C-5 Road extension â€" completed in 2004 â€" was funded by the national budget which was passed by Congress at the time Villar was Speaker of the House and then Senator who chaired the Finance Committee. Failon indicated that Villar voted for the national budget that appropriated funds for the C-5 Road extension, a violation of Article VI Section 14 of the constitution which says in part: “…Neither shall he [Senator or Member of the House of Representatives], directly or indirectly, be interested financially in any contract with, or in any franchise or special privilege granted by the Government, or any subdivision, agency, or instrumentality thereof, including any government-owned or controlled corporation, or its subsidiary, during his term of office.” Failon contended that Villar shouldn’t have ran for Congress because he had and still has ownership of business enterprises involved in government transactions and funding.

From millionaire to multi-billionaire

In the 17 years that Villar has been in Congress, he has accumulated so much wealth. He is now ranked number five on the list of the Philippines’ richest men with his net worth of $940 million (P45 billion). He has the largest shareholding in the real estate firm Vista Land. Indeed, Villar has come a long way from selling fish in Divisoria to the multi-billionaire that he is today. Had Villar stayed out of politics and earned his wealth through hard and honest work, he could have become the role model for the Filipino entrepreneur. But allegations of “conflict of interest” and probable corrupt practices while serving the people in Congress have raised doubts in the people’s minds about his qualifications to become the president of the country. The question that keeps on popping up in my mind is: Is Villar’s association with Gloria going to influence his presidency and create a plutocratic oligarchy where the wealthy few govern the powerless citizenry? There is an old adage that says: “Tell me who your friends are, and I will tell you who you are.” Yes, indeed.

Enrile to Villar: ‘Bribery will be your downfall’
SOPHIA M. DEDACE, GMANews.TV
01/26/2010 | 03:01 PM

Don’t use your billions to get your way out of the controversy hounding you.

This seemed to be Senate President Juan Ponce Enrile's message to Senator Manuel Villar Jr. on Tuesday, as he disclosed an alleged attempt by the embattled presidential candidate to bribe him in connection with the Senate investigation of the C-5 road project.

“I would like to caution Senator Villar about his propensity to use his billions to offer favors to people, including his colleagues, to avoid facing the charges against him," Enrile said in a statement.

"To use your money to bribe people just because you want to kill the investigation instead of facing the charges against you… is the worst disservice you can do to this nation. The people will see through any attempt to use money to win the presidency. Not everyone can be bought. Bribery will be your downfall," Enrile said.

Enrile, who chairs the Senate Committee of the Whole, revealed that he met with Villar at the Japanese restaurant Inagiku at the Makati Shangri-la Hotel last year to discuss the Senate’s investigation on Villar’s culpability in the C-5 mess.

Villar, the country's richest senator, supposedly made repeated offers to Enrile for help with anything he needed.

“Several times during that meeting, Senator Villar interjected: 'Manong, baka naman may maitutulong ako sa inyo. Makakatulong naman ako kung may kailangan kayo,'" Enrile quoted Villar as saying.

But Enrile said he brushed aside Villar’s offer and told the latter he could only promise that he would be fair in the Senate investigation on the C-5 issue.

“Manny, gusto kitang tulungan. What I can promise you is that I will be fair to you. I will not allow the hearings to go beyond the issues referred to the Committee nor for it to be turned into a fishing expedition," was Enrile's reply to Villar, according to the Senate President.

But Villar immediately denied Enrile's claim, saying "No help was asked and none was given." He added that he met with Enrile several times ever since the C-5 controversy erupted, "But in these meetings with him, I can’t remember offering to help him with anything in exchange for him helping me. At wala pa naman akong Alzheimer’s, at wala pa rin si JPE, kaya baka na-misquote lang siya," Villar said.

Earlier, Nacionalista Party spokesperson and senatorial bet Gilbert Remulla told GMANews.TV that Enrile's claims were "not true. It’s his word against Senator Villar's because they are political enemies."

The C-5 controversy

Enrile made the disclosure against Villar a day after he presented the Senate Committee of the Whole's report seeking Villar’s censure for supposedly exerting his influence on the Department of Public Works and Highways (DPWH) so that his properties would benefit from the C-5 Road Extension project.

The Senate report said Villar should return the P6.22 billion the government lost because of the alleged anomalies that benefited Villar in the C-5 Road Extension project.

The road extension was supposedly realigned from the government’s original plan and made to pass through Villar’s properties to gain a road-right-of-way compensation, which the Senate found to be overpriced.

Villar has repeatedly said the C-5 Road Extension was not realigned from the government’s original plan and that he did not benefit from the controversial project.

Villar said he was “hurt" by Enrile’s “false story," adding that there was no need for him to seek help from Enrile.

“Bakit ako hihingi ng tulong e hindi naman ako guilty at wala naman akong ginawang masama? Lahat ng dokumentong sinubmit at lahat ng nag-testify sa Senado 'yan ang sinabi," he said.

“I was confident that the documents, the records, the witnesses, and the rules will prove that the C-5 road project was not double-funded, overpriced or rerouted," he added.

Politically-motivated?

Villar claimed that the Senate report on the C-5 controversy was “conceived in malice and was meant to embarrass me so I will not be a factor in these elections." Recent surveys have shown Villar, who has been placing second in the presidential surveys, gaining against front runner Senator Benigno "Noynoy" Aquino III.

“Nagsimula ito ng umakayat ako sa surveys. Nang gumaganda numero ko, pumapangit naman ang mga atake nila sa akin," Villar said. “Tumatakbo ako ng maayos, kaya eto, pinapatid nila ako."

The Senate investigation on the C-5 controversy started in 2008 but the report on the hearings only came out last week. Villar has refused to answer the charges on the senate floor, and has instead chosen to explain his side in press conferences.

On Tuesday, Senate Pro Tempore Jose “Jinggoy" Estrada and Senator Manuel Roxas II reiterated their calls for Villar to face the chamber to clear his name.

“Ang issue dito, ginawa ba ito ni Sen. Villar o hindi? 'Wag na natin ilihis ang usapan (The issue here is, did Sen. Villar make the realignment or not. Let’s not divert the issue)," said Roxas. - with a report from AIE BALAGTAS SEE/YA, GMANews.TV

Villar told to return P6.2-B to gov't due to C-5 anomaly
ABS-CBN - Tuesday, January 19SendIM StoryPrint.
Villar told to return P6.2-B to gov't due to C-5 anomaly
NP: Senate report seeks to damage Villar's poll campaign

MANILA, Philippines - The Senate Committee of the Whole has ordered Nacionalista Party (NP) standard-bearer Senator Manny Villar to return P6.2 billion pesos which the government spent on the allegedly anomalous C-5 Road Extension Project.

The Committee of the Whole has released a resolution stating that Villar's conduct in connection with the project was improper and unethical since his companies benefitted from the project.

The P6.2 billion includes the realigned P4.28 billion pesos for the extension project, the P1.8 billion spent for the original project but was wasted due to the realignment, and the reportedly overpriced payment of P141 million in right-of-way for Villar's real estate companies.

"If there was any profit made, then, since the damage was done to the government because of this overpricing and it profited him, we require that there must be a restitution to the government," Senate President Juan Ponce Enrile told ANC on Monday.

Twelve senators signed the Committee of the Whole report. They are:

Sen. Edgardo Angara; Sen. Benigno Aquino III; Sen. Rodolfo Biazon; Sen. Juan Ponce Enrile;

Sen. Francis Escudero; Sen. Jinggoy Estrada; Sen. Richard Gordon; Sen. Jamby Madrigal;

Sen. Panfilo Lacson; Sen. Francis Pangilinan; Sen. Manuel Roxas II; Sen. Juan Miguel Zubiri

Estrada and Pangilinan had signed a resolution in November last year clearing Villar of any wrongdoing in the C-5 Road Extension project.

"This is the finding of the committee which will be submitted to plenary for consideration. Now I do not know whether the votes will be to sustain the recommendation of the committee," Enrile said.

Villar was investigated by the committee regarding claims he diverted the road project to benefit his real estate businesses. He has repeatedly denied the allegations.

NP: 'It's about politics, not truth'

In a press statement, the NP branded the Senate Committee of the Whole report as "clearly about politics and the presidency," and is "definitely not about truth."

"The conclusions reached in the report were not consistent with the transcripts of the proceeding nor the evidence that were presented. It was all about the headlines that it would grab and the sound bites they could produce in this week of data gathering for the next nationwide survey and at the time when Senator Villar has closed the gap between him and his closest rival," the NP said.

Villar has cut the lead of presidential survey frontrunner Noynoy Aquino from 19 percentage points in early December 2009 to 11 percentage points in the December 27-28, 2009 survey of the Social Weather Stations commissioned by Villar's camp.

The NP said the whole investigation was intended to "destroy the reputation and good name" of Villar.

"The recommendations reached in the report are a stretch to say the least and preposterous at most. The whole procedure - from its accuser/prosecutor/judge all rolled into one all the way to the partiality of its jurors - would not stand in any court of law," the NP said.

The NP added that "with the report, we sense the desperation in the rivals of Senator Villar for the presidency and their fear of a truly independent leader who will fight for the poor in our beloved country."

LP wants report presented in plenary

Meantime, in a statement, the LP said it has taken an official party stand on the Senate Committee of the Whole report on Villar's ethics case.

"It is the decision of the [LP] Party Leadership that regardless of whether we believe in the guilt or innocence of Senator Villar, at the very least the proponents of the report should be allowed to present their findings in the plenary. The Senators can vote either for or against the findings at the appropriate time," the LP said.

"As a member of the LP we will abide by the party decision and allow for the report to be presented in plenary," the LP said. -- with reports from Tony Velasquez, ANC; Lynda Jumilla, ABS-CBN News

Bleeding in Debt
Written by Lala Rimando
Monday, 22 July 2002
After the Villars’ enviable success in low-cost housing, their companies are now having trouble with creditors.

WHAT A CONTRASTâ€"SPOUSES SEN. MANUEL VILLAR and Las Piñas Rep. Cynthia Villar topped the list of richest legislators in the Senate and the House, but companies associated with them are bleeding in debt.

In their combined Statement of Assets and Liabilities as of yearend 2001, the Villars have declared assets amounting to P405.5 million, of which P401 million is contributed by investments in stocks and properties. Comparing this with their SAL less than six months earlier when their assets were worth P331.5 million, it means that their investments grew by about P74 million, 22.3 percent.

Of the five companies stated in their SAL, Fine Properties is the majority owner of the beleaguered low-cost housing company C&P Homes. In 1999, C&P defaulted on its loans totaling more than P10 billion. The funds were used in buying more raw lands during the heyday of property development before the financial crisis in 1997.

Caught holding the bag were creditor banks, and institutional and small investors that availed themselves of its debt papers. None of the other four companies listed in the SAL could have been profitable. They are in real estate businesses, and the industry is in a glut now.

Congresswoman Villar was quoted as attributing the P74 million increase in assets to dividends declared by one of their companies.

Senator Villar, described as the brown tycoon with a rags-to-riches life story, made his fortune when his gamble on the lowcost housing unitsâ€"then an untapped market of the big property developersâ€"paid off. His buyers were mainly overseas workers who wanted to invest their hardearned money on a house and lot. His housing units went like hotcakes. So successful was his venture that he earned his first million at age 26. Eventually, other developers followed suit.

In a quest to maintain its market share, C&P Homes reportedly benefited from the wholesale loan proceeds from the Unified Lending Home Program, former President Ramos’ vehicle to jumpstart his administration’s housing program. Because developers milked the government’s coffers allotted for housing projects, the National Home Mortgage and Financing Corp. ended up bankrupt with more than P40 billion in uncollectible loans, while Pag-IBIG Fund, which assumed some of these bad loans, is reeling from the effects of that bailout.

Bankrupt Manuela
While the link between the Villars and C&P Homes is certain, their link with another company beset with debt problems, the Manuela Corp., cannot be traced, at least on paper. Senator Villar has denied repeatedly that he has a controlling interest in Manuela.

Manuela was put up by Doña Manuela Aguilar Riguera, the grandmother of Congresswoman Villar. Her brother Rosalino Riguera, now mayor of Las Piñas, is currently the chairman of the corporation. It operates two mallsâ€"Starmall in Shaw Blvd. and Manuela Metropolis Mall in Alabang. There is talk that sometime in 1998, when Joseph Ejercito Estrada had just assumed the presidency, a syndicated loan totaling more than P3 billion coming, mainly from the Social Security System (SSS) and Government Service Insurance System (GSIS), was allegedly being arranged for Villar, then Speaker of the House. According to a former top SSS official, the proceeds were supposed to be infused into the already ailing Manuela Corp. The loan reportedly was not released after word about it was leaked to the media.

NEWSBREAK learned that management officials of C&P Homes who are associated with the Villars were actively involved during the five-year negotiation with a consortium of banks for a restructuring loan program for Manuela Corp. Sulficio Tagud, C&P’s chairman until his retirement a few months ago, and Jerry Navarette, C&P’s president, have been Manuela’s representatives at the negotiation, according to bankers who took part in it.

Starmall (previously named Manuela) and Manuela Metropolis Mall in Alabang were put up as collateral for the loans. The loans were secured by a mortgage trust indenture, which pools the assets to be used as collateral for a company’s debts. The two malls apparently represent 85 percent of the company’s total assets.

Manuela’s six creditor banks initiated foreclosure proceedings on the two malls after no agreement was reached on the loan restructuring.

Manuela’s loans, which had a principal amount of P1.3 billion before the company defaulted five years ago, have now climbed to P3.3 billion owing to accumulated interest and penalty charges.

As a result, the banks now conclude that the company is bankrupt. They also believe that the company cannot be a going concern as long as it is saddled with debts.

The consortium has calculated the company’s total liabilities to be about P6.8 billion. Manuela claims P4.87 billion only.

According to bank estimates, the company assets have a market value of not more than P4.23 billion, a far cry from Manuela’s estimate of P12.43 billion as of 2001. The consortium, led by the Bank of the Philippine Islands, calls Manuela’s valuation “highly speculative” because of the continuing slump in retail industry.

The consortium says that Manuela doesn’t have enough assets to cover its liabilities.

The consortium also questioned the veracity of Manuela’s reported interest expense. It has reportedly been understated for the past years, thus bloating the company’s net income by about P300 million.

Manuela’s interim financial statement as of Dec. 31, 2001, reflects a net loss of only P52 million, deliberately excluding interest expenses of about P332.8 million, the consortium claims. The complaints submitted by the consortium to the court reads “exposure to its creditors is far beyond its capacity to pay, especially considering that in the past three years, gross revenues hovered only around P234 million.”

Inflated Assets
Inflating the value of assets was noted to be common among the companies associated with the Villars.

In C&P’s case, for example, market values of the housing properties being surrendered to pay the small investors were more expensive by over P10,000 per square meter. This arrangement is still sluggishly moving three years after C&P defaulted.

Pricing, too, was a sticky point when the Ayalas were contemplating to acquire a share in C&P sometime in 1998. Ayala eventually gave up.

In the case of Manuela, the negotiations for the loan restructuring dragged for five years also partly because they couldn’t agree on the pricing of their assets.

Manuela presented a restructuring package that involved stretching the maturities of its loans up to 15 years. The bank consortium rejected it. “Manuela,” they said, “is unlikely to make enough money to pay up over the next 10 years, because the developer’s insolvency is irreversible. Therefore, rehabilitation is not realistically feasible.”

Manuela needs gross revenues of P2.04 billion in order to pay principal and interest alone to its creditors. For the past three years, Manuela’s revenues hovered around P230 million only.

The loans were used to finance the construction of the two malls, which were struck with physical restraints. Starmall, for instance, saw consumer traffic deteriorate during the construction of the Edsa-Shaw Boulevard flyover and the Metro Rail Transit (MRT) and has barely recovered since.

Adding to their woes, the two malls appeared to be confused about their target markets.

The court recently assigned a receivership committee to decide on how the debts will be addressed. In that may lie the fate of the two malls.

My first question is: What has he done so far to merit such a vote for presidency? I have not heard anything much about him until his mother passed away and he somehow capitalized on that popularity.

Vote wisely!
sister comran, sa philippine politics mo sikat ka kong magjawjaw ka i mean, mag oppose ka palagi sa mga issue bisag dili angajan aron ang medya mo dogok nimo. mao nga dili jud ta mo asenso kay ang mga banhaan nga way baruganan, aron lang mo sikat, mao may atong botohan. this is the time you should hear Noynoy then judge and you can select the best presidential bet. one thing i'm sure of, during her mothers presidency dunay issue nga - family corporation kay kono sila si pepeng cojuangco ang napaburan o nang kickback sa projects. hope dili na ni mahitabo kong si noynoy ang ma presidente. so far o sa pagka karon akong panan-aw ug dili ka mo boto ni Noynoy tabla ra nga ikaw mi boto sa usa ka iro!

abe imo bai nat cast, dili ing ana kasayon ang pagpili kung kinsa ang ma presidente nato sa 2010, let us first hear and scrutinize their respective platform, but definitely not erap and noynoy kay more or less hibalo nako sa ilahang plataporma. we've seen how erap managed our govt by night, ug unsa may nabuhat ni cory sa gobyerno nato nga matag karon ug unya sigehan man sya ug 'coup de etat' sa mga rightists tungod kay napalibutan man sya ug mga leftists. i am of the opinion that we need a new, strong,  professional and with political will leader whose governance must be beyond reproach......
