who is lani mercado-revilla?

she's actually Jesusa Victoria Hernandez-Bautista (bautista being the real surname of her spouse, bong revilla).

she became an actress at 13, got married at 18, and her educational background simply states that she's a la salle-zobel high school graduate, not unlike her husband whose educational entry is also that of being a high school graduate of a u.s. school.  (if there's more to their academic background, i didn't catch it.)

lani's wiki entry is quite thin but her list of tv and movie credits is long.  she's now part of the ramon revilla political dynasty as she became a legislator in 2010 representing the lone district of bacoor city in cavite where, earlier in 2004, she was defeated as a mayoral candidate.

from a gma news item---

Seven foundations run by the same people

Among the COA's findings, one observation stood out: at least seven foundations allegedly involved in irregular transactions with the government are being run by the same individuals.

"Marilou L. Antonio was the Project Coordinator of Buhay Mo Mahal Ko Foundation, Inc. and Ikaw at Ako Foundation, Inc. and Chief Finance Officer of Kabuhayan at Kalusugang Alay Sa Masa while Marilou C. Ferrer was the Project Coordinator of Kapuso't Kapamilya Foundation, Inc. and Corporate Secretary of Kabuhayan at Kalusugang Alay sa Masa," COA observed in 2007.

In a 2008 audit, COA disclosed that Antonio, Ferrer and Godofredo G. Roque were also incorporators of Gabay at Pag-asa ng Masa Foundation, Inc., Kasangga sa Magandang Bukas Foundation, Inc. and Kaagapay Magpakailanman Foundation, Inc.

Chatto (released P174.184M)

In a statement sent to the Chronicle, Chatto strongly denied involvement in any PDAF irregularity.

Chatto categorically stated that all his communications to implementing agencies of his pork barrel contains a proviso stating that prior to the start of all his projects NGO's must strictly comply will all auditing rules and regulations to qualify as project implementor.

A letter sent by Chatto to the COA reminding the agency that the condition precedent requiring compliance with COA rules, policies and guidelines were sorely missing.

Jala pointed out that no funds pass his office and stressed that there were no ghost projects since livelihood training programs were actually conducted.

What started in 1989 as the Mindanao Development Fund and the Visayas Development Fund with a total appropriation of P720M became the Countrywide Development Fund (CDF) with an initial funding of P2.3B and was later called the Priority Development Assistance Fund (PDAF)

The term pork barrel refers to a barrel of salt pork which in the 19th century was a measure of a family's wealth while pork barrel politics is funding for government projects whose benefits are concentrated in a local area.(CMV)

Serving three years as 3rd District Congressman, Adam Relson Jala's pork was implemented by four NGO's and released thru NABCOR and the NLDC that totaled P32.086M.

Most of the NGO's handling the Bohol congressmen's funds were incorporated or managed by the same persons connected to as many as six NGO's, according to the COA report.

His father, SEC Commissioner Eladio Jala serving the last six months of his nine years in Congress spent P22.360M of his pork barrel thru the TRC and two NGO's.

Jala, the father funneled P22.360M to two NGO's - KKAMFI and KapKFI, both under questionable legal standings.

Chatto's pork worth P51.360M was released to NABCOR, TRC and the NLDC and implemented by six NGO's.

The six NGO's were identified by the COA as GPMFI (P9.7M); KMFI (P8.820M); KKAMFI (P12.610M); KapKFI (P13.449M) and KMBFI (P6.790M)

KMBFI, KKAMFI and KMFI were also found to be part of an NGO with Roque as incorporator, Board of Director, stockholder and treasurer while the rest of Chatto's NGO's were of doubtful origin.

COA figures showed that Cajes pork went to six NGO's with projects amounting to P65.960M with NABCOR as the implementing agency.

All the NGO's that implemented Cajes projects were dubious organizations - Buhay Mo, Mahal Ko Foundation, Inc (P9.7M); Gabay At Pag-asa ng Masa Fouindation, Inc GPMFI (P11.155M); Kabuhayan At Kalusugan Alay sa Masa Foundation, Inc.KKAMFI (P32.695) and Kapuso't Kapamilya Foundation, Inc KAPKFI (P12.610M)

The DA Secretary during the audit period covered was Arthur Yap, now on his second term as congressman of the 3rd District.

The Chronicle did not receive any reply from Yap to the COA's findings on the DA's role during his term as DA secretary in the pork barrel controversy as promised by his staff.

Saying that NGO's were selected on the basis of the purported endorsement by the sponsoring legislators, the COA report bared that the four former congressmen placed their funds in the hands of 18 NGO's for projects worth P171.766M.

Eleven projects were released thru NABCOR, four to Technological Resource Center (TRC) and three went to the National Livelihood Development Center (NLDC).
#19716
The lucrative deals between the legislators and Non-Government Organizations (NGO) has also been scrapped and Government owned and Controlled Corporations (GOCC) involved in questionable PDAF projects abolished.

COA noted that significant amounts of PDAF received were merely transferred to NABCOR and its subsidiary, ZNAC Rubber Estate Corporation (ZREC) even if "the purpose of releases is no longer within the functions" of these corporations.

According to COA, funds released to the DA for farm implements, seeds, seedlings fertilizers and the like should not have been transferred to NABCOR and ZREC for this fall under the DA's functions.

Serving as a corporate arm of the DA, NABCOR spearheads agribusiness enterprise development in the rural areas to improve livelihood of small farmers and fisherfolks.

For the three year period covered by the audit report, a total of P1.890B pork barrel were allocated for the three districts in Bohol.

Each congressman gets P70M a year for his pet projects that is released to an implementing agency (IA) and distributed to so called accredited NGO's for implementation.

However, the COA report showed that the four congressmen's funds were channeled to dubious NGO's thru their apparent favorite Implementing GOCC, the National Agribusiness Corporation (NABCOR), an attached government corporation under the Department of Agriculture (DA).
#19718
The former father and son congressmen, Eladio and Adam Relson Jala were allocated a total of P177.300M for projects in the 3rd District with now Securities and Exchange Commission (SEC) Commissioner Eladio Jala getting P43.100M for his pet projects in his last year as Congressman while now Tagbilaran City Councilor Adam Relson had P134.200M.

Both Jala's funded from their pork barrel P120M for infrastructure while allocating P57.300M for their pro poor projects.

The elder Jala served the 3rd District for nine years from 1998-2007 and his son for one term.
#19719
Former 1st District Congressman now Governor Edgar Chatto had a total of P174.184M made available by DBM for his projects.

Chatto poured P119.884M into infrastructure projects while allocating P54.300M for health, education, livelihood and pro poor programs.
#19720
Releases from PDAF, VILP and other sources from 2007-2009 showed that Cajes allocation amounted to P158.115M.

Infrastructure projects got the lion's share of Cajes PDAF in the amount of P100M while he funded his social services program with P68.115M.

Cajes was also listed by the COA report as among the 68 legislators that exceeded his allocation in 2008 by P3.0354M.

"I welcome an investigation on this matter", Cajes told the Chronicle, "the complete records of all PDAF transactions are with the House Committee on Appropriations".

No more pig-out

The legislature will now gorge on a pork-free diet after President Aquino ordered a menu-based system under the Priority Development Assistance Program (PDAF) allocated to senators and congressmen, but the investigations will continue based on the 462-page COA Report that included Bohol's four former solons during GMA's administration.

The COA audit was conducted June 15, 2010 and was finished September 13, 2012 covering CY 2007-2009.

Congressional allocations under PDAF are directly released by the DBM to the Implementing Agencies (IA's) identified by the legislators.

Project proposals for funding are submitted to the Appropriations Committee. These proposals are submitted to the DBM through the Speaker of the House and the Senate President. After evaluation, a Special Allotment Release Order (SARO) and Notice of Cash allocation (NCA) is released to the selected IA's.

Funds released to duly accredited NGO's should be backed by an appropriation law or ordinance for their implementation.

4 ex-solons in the pork barrel scam

Written by The Bohol Chronicle

Four former Bohol congressmen were the latest to be included on the controversy over the disbursements of ther Priority Development Assistance Fund (PDAF) ,or what is commonly called as "pork barrels" of the legislators.

Widely known to be close allies of the GMA administration, former congressmen Edgar Chatto, Roberto Cajes, Eladio Jala and Adam Relson Jala were cited by Commission on Audit (COA) report for alleged serious lapses in the allocation of their respective pork barrels that were reportedly channeled to dubious Non-Government Organizations (NGOs).

After the widely publicized anomalies on the use of pork barrel under the fugitive Janet Lim -Napoles, another group using identical scheme was exposed last week allegedly involving former Bohol solons.

If we have no pork, where will we get the money to give to constituents who come to us? they ask.

Answer: Don’t give them any if you cannot afford it.

It is this ritual giving of handouts that is propagating the mendicant mentality in our society. There are people who go from one politician to another to ask for handouts, showing dog-eared doctor’s prescriptions for medicine. There are those who have relatives who die every month and need funeral expenses. There are fake journalists (as bogus as the bogus NGOs of Napoles) who follow politicians to comfort rooms and ask for “something for the boys.” By not giving in to these subtle extortions, our politicians will teach our people to have self-respect and not to beg.

The politicians are, technically, buying votes. They hand out money to constituents because they want the “extortionists” to vote for them come election time. Enough of that. Now is the time for change.

That was unvarnished Diokno. And our children need that spirit more today. Despite being tarred by the dictatorship’s abuses and today’s pork scam, Sen. Ferdinand Marcos Jr. jostles to make a bid for the presidency come 2016. What would a Jose Diokno say?

In Monday’s rallies against those who pigged out on the pork barrel, we hear Diokno’s blunt comments re-echo, from prison and that 1972 Supreme Court hearing: “This madness must endâ€"if not in my lifetime, at least in yours…” (And) “we beg leave to submit a memorandum of reply since our answer right now is unprintable.”

Our grandchildren have no memories of Diokno. In future history classes, we hope they’ll glimpse what this Filipino did for them. For now, their lolo tries to bridge the gaps with stories culled from experience.

One was of Press Foundation of Asia chats among journalists that Diokno often joined. What about martial law? fretted publisher Joaquin “Chino” Roces. “Marcos can create a throne of bayonets,” Diokno said. “But how long can he sit on it?”

Fourteen years, it turned out. Those years included a 1972 Supreme Court hearing for a petition for habeas corpus by detained officials, including Diokno, and journalists, like us. We don’t recall now the question posed by the pro-Marcos justice. But Diokno’s answer is seared into our minds: “We beg leave to submit a memorandum of reply since our answer now would be unprintable.”

Talk of the Town / Re: When the strong weep
August 27, 2013, 04:27:33 PM
See those mindsets in the context of the letter that Diokno wrote from his prison cell in 1972: “True, there is little that men of goodwill can do now to end the madness that holds our nation in its grip. But we can, even now, scrutinize our past; try to pinpoint where we went wrong; determine what led to this madness and what nurtured it; and how, when it ends, we can make sure that it need never happen again. For this madness must endâ€"if not in my lifetime, at least in yours.”

The Manila airport murder of Ninoy triggered the revolt against the Marcos dictatorship. People Power installed Aquino’s widow as president. Equally hesitant about seeking election, her son is now the 15th Philippine president. These events blur memories of Diokno’s towering role in governance. Thus, it is right that P-Noy remind our children of this IOU for Diokno.

Martial law in September 1972, aborted Diokno’s second term as senator. After two years of detention, he was released without charges being filed. He passed away a year after the Marcos regime collapsed.

The strong weep, too. Tears of the Dioknos and Aquinos remind us of what the gospels report: Before the tomb of his friend Lazarus, “Jesus wept.”

Nonsense, Imelda Marcos insists. The “New Society” ushered in the most democratic regime the Philippines ever knew. Move over, Imelda. There’s a new kid on the block. The Net is awash with uploads of 21-year-old Jeane Napoles’ bash at Beverly Hills. They display multiple Porsche cars, million-peso watches, a clutch bag costing roughly P400,000 andâ€"how did you guess?â€"nine pairs of shoes costing P360,000 each.

Another showed shopping sprees in other countries. Imelda has no franchise on foreign homes. The Napoles admit they “co-own” a $7-million hotel near Disneyland in Los Angeles, California. The photos were hastily scrubbed from the Net. But not before Kim Henares of the Bureau of Internal Revenue said they were asking some questions. No problem if the right tax is paid.

“More important” than Montblanc pens is what “induced [Senator Diokno’s family] to shed tears,” wondered President Aquino in an Inquirer interview on the 30th anniversary of his father’s murder.

Diokno and Sen. Benigno Aquino Jr. vanished from their Fort Bonifacio cells and their personal effects were returned without explanation. “Will he not need his toothbrush?” Corazon Aquino asked stone-faced jailors. Over 42 days, the two families searched.

Blindfolded and handcuffed to escorts, Diokno and Aquino were secretly helicoptered to Nueva Ecija. “Their escorts had .45 pistols pointed at the midsection of both my dad and Senator Diokno,” P-Noy recalls. “They didn’t know where they were being brought.”

When the strong weep

By Juan L. Mercado
Philippine Daily Inquirer
Monday, August 26th, 2013

How would Sen. Jose Diokno (1922-1987) see those six tarred senators who twisted in the wind at Monday’s rallies against the pork barrel scam?

If historian Ambeth Ocampo were born 30 years earlier, he regretted, he could have watched Diokno or Sen. Claro Recto debate. The Senate then had a Lorenzo Tañada, an Emmanuel Pelaez, a Jovito Salonga.

Not anymore. Scam mastermind Janet Lim-Napoles “asked me to pick up a Montblanc pen from Rustan’s,” said Whistleblower No. 9. She paid P65,000 in cash and had the senator’s name engraved. So, “did Sen. Ferdinand Marcos Jr. brag to Sen. Jinggoy Estrada: My pen is mightier than yours”? Dr. Carolina Camara of Butuan e-mailed.

thanks, tigs.  i gave the two sites a once-over.  what glared as a risk was only the fact that unlike deposits, mutual funds are not insured.  it's interesting, the world of finance.

i'll consider that, labi na tong ubos kaayog initial capital.  meantime nalingaw ko sa akong apil-apil ug informal neighborhood savings and loan association.  invest ug minimum of 500 a month, pagka-december 15, uy, ang akong 6k nahimo nang 8k.  ambot giunsa nila, basta kahibawo lang ko nga patas ang ganansya sa tanan.

just don't leave us again please aron di mamenos ang colors nato dinhi, hehe.

as for manok, same here, loll.  i was a sucker for chicken most of my life.  there was a time when i taught college parttime, so every 3 pm i went out of the school to help myself to a plateful of chicken chicharon snacks, almost everyday.  i also used to finish off the chicken skin that my banana republic discards on his plate.  aguy, for some years now, i can no longer eat chicken kay tibuok nakong kabukogan morag gibunalbunalan.

i hate both words now.  whatever they mean, i invested in prudentialife and look what i'm getting in return after 7 years--- 5% of my total investment for the college education of our youngest and 33% of my total investment for my pension fund.  i read the news that there's some kind of near-riot at the law firm that's handling the receivership of this erstwhile pre-need company because of the throng of claimants.  i'm not about to join that throng only to be crushed.  i wish i simply saved all that investment in the bank.

I don't see the logic here. :P

#19780
if i were janet, i would request, nay, demand, for a close-in security cordon of priests around me, 24 hours a day, with the hope that no bullet can penetrate this unusual security measure.

uh-huh, as for the reward money, the priests get 60 percent and i, janet, must have the 40 percent.  i'll buy fr reyes a porsche and a 65-thousand-peso montblanc pen engraved with his name, very much like the one i bought for senator bongbong.  whose signature shall i forge this time, by the way? ;D

how dare them blame the innocents.  whoever invented that phrase, who i understand was an american, must stink.  come to think of it, even blaming the barrel is unfair. ::)
#19785
what a doublespeak.  careful here, pnoy.  an aquino was swept into power.  there's no rule against driving another aquino out of power.

i admire you, though, for your obstinacy.  you are but your mother's son.  if it's of any assurance, at least you are the exact opposite of political opportunists like senators allan peter cayetano and chiz escudero, they who know how to divine (and manipulate?) with speed the people's sentiments, and to ride on these hastily, as in preempting you the president with their own proposals of scrapping the pork barrel all together, hoping perchance that their own shenanigans with their own pork barrels can be relegated to limbo, except that the coa report showed otherwise.  hohum.
