2 kittens that stopped NYC subway service rescued

Associated Press
8:03 am | Friday, August 30th, 2013

In this Aug. 29, 2013 photo provided by the Metropolitan Transportation Authority in New York, two kittens stand between the rails on subway tracks in the Brooklyn borough of New York. Power was cut to the tracks as transit workers tried to remove the kittens from the tracks but they ran away. Officials say workers and passengers are on the lookout for them and train operators are being asked to proceed with caution. AP Photo/Metropolitan Transit Authority

NEW YORK â€" Two kittens that shut down a New York City subway line for more than an hour have been found and rescued from the tracks.

Metropolitan Transportation Authority spokeswoman Julie Glave said the kittens were discovered Thursday evening under the third rail of an express track in Brooklyn.

Glave says MTA workers and police officers removed the kittens from the subway tunnel in crates.

Earlier Thursday transit officials cut power to the B and Q lines in Brooklyn for more than an hour after reports the kittens were on the loose in the subway system.

Transit workers were dispatched onto the tracks to try to corral the kittens. And the kittens’ owner even tried using food to try to coax them out.

Venus The Chimera Cat

by NickLezob

A chimera cat is one individual organism, but genetically its own fraternal twin. A chimera is typically formed from four parent cells (either two fertilized eggs, or two early embryos that have fused together). When the organism forms, the cells that had already begun to develop in the separate embryos keep their original phenotypes and appearances.

This means that the resulting animal is a mixture of tissues and can look like this gorgeous (but bizarre) kitty.

She also has complete heterochromia, a condition when the eyes are different colours.

Mrs. Napoles talks to President Aquino, Philippine National Police chief Alan Purisima, Executive Secretary Jojo Ochoa, Secretary Rene Almendras, Secretary Mar Roxas, Secretary Ramon Carandang, Deputy presidential spokesperson Abigail Valte and Undersecretary Manolo Quezon for about 10 minutes. Kapunan thanks President Aquino for receiving Napoles.

Aquino says he already gave instructions to Roxas and Purisima to assure Napoles’ safety.

Napoles is then brought to Camp Crame. Accompanying her were Lacierda, Roxas, Almendras, Mr. Napoles, Napoles’ assistant and Kapunan.

Lacierda says the President went ahead of their group to Camp Crame “to make sure the premises were secure.” He leaves shortly after.

8:06 pm: The three arrive at Heritage Park where they stay until 9:08 p.m. During that time, Mr. Napoles keeps calling and texting someone on the phone.

9:08 pm:  Two women arrive â€" one of whom is Mrs. Napoles. Lacierda says the second woman was an assistant who was carrying Mrs. Napoles’ things.

The group then go back to Malacañang.

9:37 pm: The group arrives in Malacañang where they undergo security checks. Mrs. Napoles also undergoes a medical checkup.

6:50 pm: Lacierda leaves the Palace to have dinner together with Usec. Abigail Valte and Usec. Manolo Quezon. Kapunan calls Lacierda and tells him to meet her at White Space, an events venue in Pasong Tamo, Makati.

Kapunan arrives in a vehicle with Jimmy Napoles, husband of Janet. The two board Lacierda’s vehicle.

“When they boarded, I asked them: ‘Where are we going?” And sinabi ni Mr. Jimmy Napoles… was: “Let’s go to Heritage Park.”

Lacierda informs the President of the developments.

“In my sense, she was not in direct contact with Ms. Napoles, so she was talking through a conduit. So we were going back and forth on where to meet, where to meet,” Lacierda narrated.

Roxas makes security preparations for Napoles in coordination with Chief PNP Alan Purisima.

Kapunan tells Lacierda to meet her in the vicinity of Pasong Tamo.

Around 2 pm: After the Gawad Apolinario Mabini awarding rite at the Palace, Lacierda sees President Aquino to inform him of the development. Aquino tells Lacierda, “Ang dami nating leads. there were leads of this and that. So this is just another lead. ‘Pag bumalik na siya, let me know.”

4:06 pm: Kapunan calls back and said her client was willing to surrender and that her only request was that her safety be secured. By that time, President Aquino had already talked to Interior and Local Government Secretary Mar Roxas about Napoles’ possible surrender.

Lacierda says Aquino instructed Roxas to turn over Napoles to the Philippine National Police after her surrender.

Lacierda and Kapunan exchange calls where they would be meeting.

12:37 pm: Lacierda calls Napoles’ lawyer Attorney Lorna Kapunan after seeing a crawler on the ABS-CBN News Channel quoting Kapunan that her client is willing to surrender.

Lacierda tells Kapunan: “So what do you want? So you want to surrender? And she said at that point: 'We would like to surrender. If at all, let me confirm with my client that we would like to surrender to the President.' Why the President? 'Because [he’s] the person that we trust.'"

Napoles surrendered to PNoy, says Kapunan

08/29/2013 12:13 AM

Atty. Lorna Kapunan, the lawyer of Janet Lim Napoles, said her client voluntarily surrendered to the President Wednesday night.

“We directly surrendered to the President and we were assured that she will be given due process of law,” she told dzMM.

Kapunan said Napoles decided to surrender to the President over fear of her safety following the P10-million reward offered by the government for her arrest.

She also said Napoles’ surrender should quash rumors that Napoles fled the country and was guarded by armed men.

“There are no yachts, no airplane, no submarine and she is not guarded by heavily armed bodyguards... She came in alone,” she said.

Kapunan said her brother, Reynald Lim, will also voluntarily surrender to authorities soon. -- dzMM, August 28, 2013

there seems to be one thread in the ex-solons' defense: it is not for them to know or check whether the NGOs are legal or not.  they now seem to be passing the buck back to the executive branch of government, like the implementing agencies.

questions: who asks these solons to fund projects through their PDAFs?  do they have the funds released only if they are asked?  does this mean that those billboards and streamers announcing to one and all that those are their projects come from the goodness of the implementors' hearts?

He noticed that in the COA Special Audit Report for 2007-2009, the condition precedent requiring compliance with COA rules,  policies and guidelines was missing.

Chatto thus sent a letter to COA bringing to its attention the absent proviso.

The compliance should necessarily include the authenticity, legitimacy and accreditation of the NGOs.

As a rule, a lawmaker is not supposed to meddle in project implementation.

http://boholchronicle.com.ph/
#19687
In his letter to these agencies prior to any project implementation, Chatto had categorically stated that NGOs must comply with the standard auditing rules and regulations, policies and guidelines prescribed by law and the appropriate agencies to qualify as project  implementer, the then congressman stressed.

Such a proviso, if not satisfied, would at the same time serve as a categorical objection to the participation of non-compliant bogus NGOs, much less the fake or bogus ones, Chatto emphasized.

The agencies concerned would know which organizations are accredited by them after passing their due diligence tests and criteria.

Chatto welcomed the audit report which the Commission on Audit (COA) promised to furnish all legislators after its completion to clear the names of those who are not involved.

Chatto: Not involved in PDAF irregularity

Written by The Bohol Chronicle

Gov. Edgar M. Chatto has strongly denied involvement in any Priority Development Assistance Fund (PDAF) irregularity during his stint as a Bohol congressman.

In the allocation of funds and implementation of projects, the then First District solon would always require compliance to standard government accounting and auditing rules and regulations.

The executions of projects were handled by the concerned implementing agencies of government.

Obama, the first U.S. African-American president, says he has a special bond with the employees who take care of the executive mansion.

"I think for them to have a sense that we've come that far was a powerful moment for them, and certainly a powerful moment for us. We love them to death. They look after us just wonderfully," he said.

"I teared up just thinking about not just the butlers who have worked here in the White House, but an entire generation of people who were talented and skilled, but because of Jim Crow (segregation laws), because of discrimination, there was only so far they could go."

In the movie, the Whitaker character attempts to persuade his bosses at the White House to give black employees pay equal to that of white employees. He finally achieved a breakthrough with President Reagan.

Obama said his favorite part of the movie was some of the jokes told by Gooding "but all of the acting was terrific, and I thought Forest Whitaker was wonderful. And Oprah, my girl, she can act."

Obama on watching 'The Butler' - 'I did tear up'

Credit: Reuters/Jonathan Ernst

WASHINGTON | Tue Aug 27, 2013 5:24pm EDT

(Reuters) - President Barack Obama says he teared up watching a movie about an African-American man who served for 34 years at the White House during the tumultuous time of the civil rights movement.

Lee Daniels' "The Butler" is a hit movie starring Forest Whitaker in the lead role, which is loosely based on the real life of Eugene Allen, who served presidents from Harry Truman to Ronald Reagan. Oprah Winfrey plays the butler's hard-drinking wife and Cuba Gooding Jr. is a friend and White House colleague.

"You know, I did see 'The Butler,' and I did tear up," Obama told syndicated radio hosts Tom Joyner and Sybil Wilkes in an interview broadcast on Tuesday, a day before he speaks at the 50th anniversary of the civil rights movement's "March on Washington."
