Agoi, PhP399 billion? Pila kahay makikik ani?  :P
#19416
“The overall allocation of PhP399 billion is about 3 percent of our gross domestic product (GDP) target for 2014.  By 2016, planned infrastructure spending will amount to about PhP820 billion, or approximately 5 percent of GDP,” Balisacan said.

He added that the national budget for 2014 also includes a P400-million special purpose fund for conducting feasibility studies on high-priority infrastucture projects under the govermnent's Public Investment Program.

"With this fund, we need not depend on donor-driven feasibility studies. We can ultimately find the cheapest source of financing that best serves the interest of the Philippine government.” he said.
#19417
“The dramatic surge in infrastructure spending next year will lower the cost of transporting goods and people, support agricultural productivity, reduce risks from disasters, and generate economic investments and employment. The proposed projects will ultimately benefit the poor and vulnerable sectors,” Socioeconomic Planning Secretary Arsenio Balisacan said.

The 2014 budget for infrastructure is 35 percent higher than the P295 billion approved for 2013, he said.

He said most of the projects will go the government's Transport Infrastructure Development Program, a P180-billion project led by the Department of Transportation and Communications and supported by the Departments of Public Works and Highways, Agriculture, Science and Technology the and Metro Manila Development Authority.

The BBC's David Willey in Rome says Pope Francis, who has made caring for the poor the landmark theme of his pontificate, addressed tens of thousands of pilgrims gathered in scorching summer heat.

Unlike his predecessors who spent their summers in the papal villa at Castel Gandolfo outside the Italian capital, where the weather is slightly cooler, the Pope has chosen to continue working at the Vatican during the summer holidays.

Our correspondent says he is preparing major reforms of the Vatican bureaucracy as a result of scandals involving Vatican finances and clerical sexual abuse of minors.

The Pope has chosen to continue working at the Vatican during the summer

Pope Francis has urged Christians and Muslims to work together to promote mutual respect, particularly by educating new generations of believers.

He greeted Muslims around the world during his Sunday blessing of pilgrims gathered in St Peter's Square in Rome.

He said that "our brothers'' the Muslims had just concluded their holy month of Ramadan, dedicated to fasting, prayer and alms-giving.

The Pope spoke from his studio window overlooking the square.

Mr Stoltenberg is popular in Norway, but opinion polls suggest he is lagging behind the opposition ahead of the election.

But asked by VG whether he would consider becoming a taxi driver full time if he lost the election, Mr Stoltenberg replied: "I think the country and the Norwegian taxi passengers are best served if I'm the prime minister and not a taxi driver."

8)
#19427
Mr Stoltenberg engages one passenger on education, saying: "The main point is to make sure good students have something to stretch for, and to give those who struggle extra help."

None of the passengers was charged for the ride.

Mr Stoltenberg told the VG newspaper: "I'm pretty well known in Oslo, but I tend to sit in the back seat."

The Labour prime minister came in for criticism for his driving, at one point jolting the car abruptly when, he said, he mistakenly applied the brake pedal on the automatic car, thinking it was the clutch.

He said he had not driven in eight years.

Most of the passengers realise quickly there is more to the driver than meets the eye
#19429
Driving errors

Some of the passengers who appear in the film had been told to wait for the taxi - without being told who would be driving - while others were picked up randomly and from taxi ranks.

Most of them appear to realise very quickly that there is something different about their driver, with one saying: "From this angle you really look like Stoltenberg."

Another says she was lucky to meet him as she "wanted to send a letter".

The conversation turns to politics in most cases.
#19430
His exchanges with his passengers were captured on a hidden camera.

The footage - made in collaboration with an advertising company - has been posted on the prime minister's Facebook page and made into a film which will be used as part of his campaign for re-election in September.

"It is important for me to hear what people really think," he told Norwegian media.

"And if there is one place people really say what they think about most things, it's in the taxi."

Mr Stoltenberg said it was the first time he had driven for eight years

Norwegian PM Jens Stoltenberg spent an afternoon working incognito as a taxi driver in Oslo, he has revealed.

Mr Stoltenberg said he had wanted to hear from real Norwegian voters and that taxis were one of the few places where people shared their true views.

He wore sunglasses and an Oslo taxi driver's uniform for the shift in June, only revealing his identity once he was recognised by his passengers.

Is age really just a number? Not according to some researchers: it looks like a new study has pinpointed exactly at what two ages we’re most satisfied.

The first age at which life satisfaction peaks? 23. And if you’ve ever been 23 or have met a 23-year-old, you understand why I’m so surprised by that one. My 23rd year was just one long quarter-life crisis. But hey, if like me, you missed that first life satisfaction peak, there’s another one just around the corner…a few decades later, at 69 years old.

The researchers, who studied 23,161 people between the ages of 17 and 85 for this study, say it’s all about expectations. People in their early twenties look on the bright sideâ€"in fact, they actually overestimate their future life satisfaction by about 10 percent. That is, until they roll into their mid- and late-twenties, when life disappointments start dashing their expectations. Womp, womp.

And it doesn’t stop there. The study says it’s all downhill from there, with decades of declining expectations that finally hit their lowest, most depressing point in their mid-fifties. It’s not until after the age of 55 that satisfaction levels begin to rise again, peaking at 69. The findings say that at that age, you’re actually underestimating your future happiness by 4.5 percent, meaning that you don’t feel the disappointment of dashed expectations like those in their twenties do.

This study backs up previous findings that human contentment ranks highest among people in their early twenties and those who are retired, and the pattern has been observed in more than 50 nations.

Do you think the researchers are onto something, or is age really just a number? What’s been your happiest age so far?

Travel and Tours / Re: Lake Baikal
August 11, 2013, 08:12:31 AM
Lake Baikal is rich in biodiversity. It hosts 1,085 species of plants and 1,550 species and varieties of animals.[citation needed] More than 80% of the animals are endemic. Epischura baikalensis is endemic to Lake Baikal and the dominating zooplankton species there, making up 80 to 90 percent of total biomass. The Baikal Seal or nerpa (Pusa sibirica) is found throughout Lake Baikal. It is one of only three entirely freshwater seal populations in the world, the other two being subspecies of Ringed Seal. Perhaps the most important local species is the omul (Coregonus autumnalis migratorius), a smallish endemic salmonid. It is caught, smoked and then sold widely in markets around the lake.

Of particular note are the two species of golomyanka or Baikal oil fish (Comephorus baicalensis and C. dybowskii). These long-finned, translucent fish normally live in depths of 200â€"500 m (650â€"1,600 ft) and are the primary prey of the Baikal seal, representing the largest fish biomass in the lake. The Baikal grayling (Thymallus arcticus baicalensis), a fast swimming salmonid, popular among anglers and the Baikal sturgeon (Acipenser baerri baicalensis), are both important endemic species with commercial value. The lake also hosts rich endemic fauna of invertebrates. Among them turbellarian worms, snails and amphipod crustaceans are particularly diverse.

The watershed of Lake Baikal has numerous flora species represented. The marsh thistle, Cirsium palustre, is found here at the eastern limit of its geographic range. --Wiki

August 11, 2013, 08:10:53 AM
Baikal's age is estimated at 25â€"30 million years, making it one of the most ancient lakes in geological history.[citation needed] It is unique among large, high-latitude lakes, in that its sediments have not been scoured by overriding continental ice sheets. U.S. and Russian studies of core sediment in the 1990s provide a detailed record of climatic variation over the past 250,000 years. Longer and deeper sediment cores are expected in the near future. Lake Baikal is furthermore the only confined fresh water lake in which direct and indirect evidence of gas hydrates exists.

The lake is completely surrounded by mountains. The Baikal Mountains on the north shore and the taiga are technically protected as a national park. It contains 27 islands; the largest, Olkhon, is 72 km (45 mi) long and is the third-largest lake-bound island in the world. The lake is fed by as many as 330 inflowing rivers. The main ones draining directly into Baikal are the Selenga River, the Barguzin River, the Upper Angara River, the Turka River, the Sarma River and the Snezhnaya River. It is drained through a single outlet, the Angara River.

Despite its great depth, the lake's waters are well-mixed and well-oxygenated throughout the water column, compared to the stratification that occurs in such bodies of water as Lake Tanganyika and the Black Sea. --Wiki

Lake Baikal was known as the "North Sea" in historical Chinese texts. It was situated in the then Xiongnu territory that stretched from the empire of the Han Dynasty in the south, to the Siberian taiga north of the lake, and saw military excursions led by the army of the Han Dynasty engaging the Xiongnu during the Han-Hun Wars. Little was known to Europeans about the lake until Russia expanded into the area in the 17th century. The first Russian explorer to reach Lake Baikal was Kurbat Ivanov in 1643. --Wiki

Lake Baikal is a rift lake in the south of the Russian region of Siberia, between the Irkutsk Oblast to the northwest and the Buryat Republic to the southeast.

Lake Baikal is the most voluminous freshwater lake in the world, containing roughly 20% of the world's unfrozen surface fresh water, and at 1,642 m (5,387 ft), the deepest. It is also among the clearest of all lakes, and thought to be the world's oldest lake at 25 million years.

Similar to Lake Tanganyika, Lake Baikal was formed as an ancient rift valley, having the typical long crescent shape with a surface area of 31,722 km2 (12,248 sq mi). Baikal is home to more than 1,700 species of plants and animals, two thirds of which can be found nowhere else in the world and was declared a UNESCO World Heritage Site in 1996. It is also home to Buryat tribes who reside on the eastern side of Lake Baikal, rearing goats, camels, cattle and sheep, where the regional average temperatures vary from a minimum of âˆ'19 °C (âˆ'2 °F) in winter to maximum of 14 °C (57 °F) in summer. Lake Baikal is nicknamed "Older sister of Sister Lakes (Lake Khövsgöl and Lake Baikal)". --Wiki

Nindot man diay kining makatabang ta,” nagkanayon si Lolo Berto.

Questions for Reflection:

Are you facing a giant problem or impossible situation? Stop for a minute and refocus. Can you see the situation more clearly from God's vantage point?

Do you need to take courageous action in the face of insults and fearful circumstances? Do you trust that God will fight for you and with you? Remember, God's opinion is the only one that matters.

Points of Interest from the David and Goliath Story:

• Why did they wait forty days to begin the battle? Probably for several reasons. Everyone was afraid of Goliath. He seemed invincible. Not even King Saul, the tallest man in Israel, had stepped out to fight. Also, the sides of the valley were very steep. Whoever made the first move would have a strong disadvantage and probably suffer great loss. Both sides were waiting for the other to attack first.

• David chose not to wear the King's armor because it felt cumbersome and unfamiliar. David was comfortable with his simple slingshot, a weapon he was skilled at using. God will use the unique skills he's already placed in your hands, so don't worry about "wearing the King's armor." Just be yourself and use the familiar gifts and talents God has given you. He will work miracles through you.

• David's faith in God caused him to look at the giant from a different perspective. Goliath was merely a mortal man defying an all-powerful God. David looked at the battle from God's point of view. If we look at giant problems and impossible situations from God's perspective, we realize that God will fight for us and with us. When we put things in proper perspective, we see more clearly and we can fight more effectively.

• When the giant criticized, insulted and threatened, David didn't stop or even waver. Everyone else cowered in fear, but David ran to the battle. He knew that action needed to be taken. David did the right thing in spite of discouraging insults and fearful threats. Only God's opinion mattered to David.

So David volunteered to fight Goliath. It took some persuasion, but King Saul finally agreed to let David fight against the giant. Dressed in his simple tunic, carrying his shepherd's staff, slingshot and a pouch full of stones, David approached Goliath. The giant cursed at him, hurling threats and insults.

David said to the Philistine, "You come against me with sword and spear and javelin, but I come against you in the name of the Lord Almighty, the God of the armies of Israel, whom you have defied ... today I will give the carcasses of the Philistine army to the birds of the air ... and the whole world will know that there is a God in Israel ... it is not by sword or spear that the Lord saves; for the battle is the Lord's, and he will give all of you into our hands."

As Goliath moved in for the kill, David reached into his bag and slung one of his stones at Goliath's head. Finding a hole in the armor, the stone sank into the giant's forehead and he fell face down on the ground. David then took Goliath's sword, killed him and then cut off his head. When the Philistines saw that their hero was dead, they turned and ran. So the Israelites pursued, chasing and killing them and plundering their camp.

David and Goliath
By Mary Fairchild, About.com Guide

Scripture Reference:
1 Samuel 17

The Philistine army had gathered for war against Israel. The two armies faced each other, camped for battle on opposite sides of a steep valley. A Philistine giant measuring over nine feet tall and wearing full armor came out each day for forty days, mocking and challenging the Israelites to fight. His name was Goliath. Saul, the King of Israel, and the whole army were terrified of Goliath.

One day David, the youngest son of Jesse, was sent to the battle lines by his father to bring back news of his brothers. David was probably just a young teenager at the time. While there, David heard Goliath shouting his daily defiance and he saw the great fear stirred within the men of Israel. David responded, "Who is this uncircumcised Philistine that he should defy the armies of God?"

Clear as mud?

Do all of the coming Obamacare changes seem as clear as mud to you? Don't worry -- you're not alone. In fact, an April survey conducted by the Kaiser Family Foundation found that 40% of Americans didn't even know that Obamacare was still a law. At least you're now more knowledgeable than nearly half of your fellow citizens.

Obamacare's Medicaid expansion should particularly help several of the insurers. WellPoint (NYSE: WLP  ) looks to be in good shape to benefit after its acquisition last year of Amerigroup. The combined company serves 4.5 million Medicaid beneficiaries in 20 states. With a trailing price-to-earnings multiple below 10 and projected annual earnings growth over the next several years of 11.5%, WellPoint seems to be a good pick to profit from Obamacare.

One company that just might emerge as one of the biggest winners from Obamacare is eHealth (NASDAQ: EHTH  ) . The health insurance website operator scored a major victory last week with a contract that allows it to sell insurance plans participating in Obamacare exchanges. If millions of Americans purchase health insurance as intended, eHealth will profit significantly.

HCA Holdings (NYSE: HCA  ) might be the best choice when it comes to hospital stocks. It's the largest hospital chain in the nation. HCA shares haven't surged as much as most of its peers, and as a result, the stock appears to be more attractively valued than others right now. If Obamacare does help as much as some expect it to, HCA will benefit.

Turning to health-insurance companies, you might think the increased restrictions could hurt their profits. Think again. The companies will just increase premiums to make up for having to provide more benefits.

If you're an investor

Upcoming changes resulting from Obamacare are likely to help and hurt different industries. Many observers think the requirement that individuals obtain health insurance will help hospital chains. Hospital stocks have soared with the anticipated implementation of the individual mandate. Shares of Tenet Healthcare (NYSE: THC  ) , for example, are up 137% in the past year.

However, research by Deloitte casts some doubt as to whether hospitals will really be helped much by higher numbers of insured patients. Even if Deloitte is right, though, hospitals with better pricing power could still do well. This is the driving factor behind Tenet's recent purchase of Vanguard Health Systems.

Regardless of employer size

There are a couple of provisions that will apply for employed Americans beginning in 2014 regardless of employer size. If you're relatively new to your job, your insurance plan can't impose an eligibility waiting period more than 90 days. Also, your annual maximum deductible can't be higher than $2,000 for an individual or $4,000 for a family.

Some Americans will get hit with more taxes. Individuals making more than $200,000 per year and married couples who file jointly that make more than $250,000 annually must pay an extra 0.9% tax. If you use a flexible spending account for health care, the maximum amount of pre-tax contributions you can make is $2,500. Also, the deduction for qualifying medical expenses jumps from 7.5% to 10% of adjusted gross income.
#19483
To avoid the penalty (again, assuming you're not covered by Medicaid), you'll need to purchase insurance through an online health insurance exchange. Some of these exchanges will be operated by states and others by the federal government. The exchanges are scheduled to become available on Oct. 1 of this year.

You could be eligible for federal tax credits to help you purchase insurance. The amount of the subsidy you're eligible for depends on your household income level. The less you make per year, the more financial assistance you get.

There's one other important thing to know if you're buying individual coverage: Insurance companies won't be able to charge higher rates because of gender or pre-existing medical conditions. That's good news for many, but it could increase the premiums for lots of Americans.
#19484
If you're employed by a smaller organization or are unemployed

The threshold for qualifying for Medicaid will increase in states that choose to implement the Obamacare Medicaid expansion. Generally speaking, individuals or families with income up to 133% of the federal poverty line will qualify for Medicaid. However, some states will have more lenient thresholds.

Anyone who doesn't qualify for Medicaid and is not covered by group health insurance by Jan. 1 will be required to get insurance or pay a penalty. This penalty will be the greater of $95 or 1% of income in the first year. The penalty escalates to the greater of $695 or 2.5% of income by 2016.
#19485
If you're employed by a relatively large organization

The letter of the law states that employers with more than 50 full-time employees (defined as working at least 30 hours per week) must offer health insurance to all those employees in "months beginning after December 31, 2013" or pay a $2,000-per-employee fine. However, the Obama administration decided to interpret the law as giving it latitude to push back this deadline until Jan. 1, 2015. If you're employed but your employer doesn't offer health insurance, you'll have to wait a while longer.

That wait could really be a long one for some workers. That's because, in some cases, employers could find it more cost-effective to pay the fine instead of offer health insurance. Some organizations could also opt to use higher numbers of part-time staff to reduce their costs of compliance with Obamacare.

Next year will be the year. Although the Patient Protection and Affordable Care Act, commonly known as Obamacare, was passed back in 2010, the most significant parts of the major health-reform legislation don't become effective until 2014.

Just because major components don't kick into gear until then, though, doesn't mean you shouldn't understand as much as possible about Obamacare now.  Here are some important things you need to know.

Similarly, many fiber-rich granola bars can contain as much as nine grams of fiber per serving while also packing in upwards of 20 grams of sugar.

Colella does advocate fiber-ful foods, however, like naturally sweet fresh fruits and vegetables that can pass through the digestive tract with minimal sugar molecule absorption, thus giving you the fibrous benefits without an influx of sugar.

Avocados, lentils, and beans also provide healthy doses of fiber, among other nutritional benefits.

What are those caveats, you may ask? Colella cautions those looking to slim down against getting "lost in a sea of endless suggestions" about dietary guidelines, which may advocate anything from a low fat diet to a no carb diet.

From Colella's perspective, the most successful long-term weight loss strategy is to adopt a simple high-protein, low-sugar regimen.

This is where his issue with fiber comes in - often people get wrapped up in the idea of a high fiber diet, and make it their mission to consume more fiber at any cost. That is, they eat the fiber-rich oatmeal, but then they'll drown it in brown sugar, milk, and honey, which increases the sugar content and negates the beneficial effects of the fiber.

In a world where every fad diet and magazine article has a different opinion on what you should and should not be eating, one doctor is here to tell you the truth about fiber and weight loss.

Joseph J. Colella, a bariatric surgeon that has performed over 4,000 weight-loss surgeries, somewhat challenges the conventional idea that a high-fiber diet is the key to successful weight management. Far from being an easy solution for weight loss, Colella characterizes a high fiber diet as "helpful …with some caveats."

Salome with the Head of John the Baptist by Titian, c 1515 (Galleria Doria Pamphilj, Rome)
#19492
Salome /səˈloÊŠmiː/ (Greek: Σαλώμη SalōmÄ" pronounced [salome]), the Daughter of Herodias (c. AD 14 â€" between 62 and 71), is known from the New Testament (Mark 6:17-29 and Matthew 14:3-11, where, however, her name is not given). Another source from Antiquity, Flavius Josephus's Jewish Antiquities, gives her name and some detail about her family relations.

Her name in Hebrew is שלומית (Shlomiẗ, IPA: [ʃlomiθ]) and is derived from the root word שלם (ŠLM), meaning "peace".

Christian traditions depict her as an icon of dangerous female seductiveness, notably in regard to the dance mentioned in the New Testament, which is thought to have had an erotic element to it, and in some later transformations it has further been iconized as the Dance of the Seven Veils. Other elements of Christian tradition concentrate on her lighthearted and cold foolishness that, according to the gospels, led to John the Baptist's death. --Wiki

According to Mark 6:21-29 (Salome is not mentioned by name in this passage so reference is incomplete), Salome was the stepdaughter of Herod Antipas. Salome danced before Herod and her mother Herodias at the occasion of his birthday, and in doing so gave her mother the opportunity to obtain the head of John the Baptist. According to Mark's gospel Herodias bore a grudge against John for stating that Herod's marriage to her was unlawful; she encouraged Salome to demand that John be executed.

And when a convenient day was come, that Herod on his birthday made a supper to his lords, high captains, and chief estates of Galilee; And when the daughter of the said Herodias came in, and danced, and pleased Herod and them that sat with him, the king said unto the damsel, Ask of me whatsoever thou wilt, and I will give it thee. And he sware unto her, Whatsoever thou shalt ask of me, I will give it thee, unto the half of my kingdom. And she went forth, and said unto her mother, What shall I ask? And she said, The head of John the Baptist. And she came in straightway with haste unto the king, and asked, saying, I will that thou give me by and by in a charger the head of John the Baptist. And the king was exceeding sorry; yet for his oath's sake, and for their sakes which sat with him, he would not reject her. And immediately the king sent an executioner, and commanded his head to be brought: and he went and beheaded him in the prison, and brought his head in a charger, and gave it to the damsel: and the damsel gave it to her mother. And when his disciples heard of it, they came and took up his corpse, and laid it in a tomb. (Mark 6:21-29, KJV) --Wiki

From Wikipedia

In several notable works of Western culture, the Dance of the Seven Veils (usually described as danced by Salome) is one of the elaborations on the biblical tale of the execution of John the Baptist. Although the Bible does not give the dance a name at all, details enriching the story in later Christian mythology include providing a name for the dance, and describing the purpose of the dance as being to inflame King Herod with incestuous desire so that he would grant Salome her desire, for the head of the Baptist.

Japeth Aguilar's slam helped Gilas to extend the lead to 65-56 going into the final period.

Korea began hitting its shots again and came within three points, 67-64. Gilas momentarilly halted the run, but the Koreans came back and grabbed the lead 74-73, 4 minutes left.

Jimmy Alapag and De Ocampo allowed Gilas to take a one-point breather, 78-77, going into the final 2 minutes.

Successive triples from De Ocampo and Alapag eventually allowed Gilas to take the 86-79 win.

The victory also allowed the Philippines to vindicate its past heartbreaking losses to Korea, which foiled the country's campaigns in the 2002 Asian Games and the 2011 FIBA-Asia Championship.

Gilas will face Iran in the FIBA Asia Championship title game Sunday.

Iran defeated Chinese Taipei, 79-60, in the other semifinal match.

MANILA, Philippines -- Gilas Pilipinas marched its way to the finals of the FIBA Asia Championship by beating South Korea, 86-79, in the semifinals.

The win assured the Filipinos an outright berth in the FIBA World Cup in Spain next year.

Gilas initially went for a 9-7 lead, before Korea's shooters started connecting to take the first quarter, 19-15.

Jason Castro came up with a string of plays to tie the game 19-all, but the Koreans quashed the rally to regain the lead, 28-21.

The first half ended 39-36 with the Koreans ahead.

The Nationals fought back early in the third as Castro's back-to-back baskets had Gilas surging, 42-39.

LA Tenorio and Ranidel de Ocampo kept the offense going for the Nationals to make it 56-48.
