Not all of the world's billionaires are dedicated to being extraordinarily altruistic â€" many decide to spend their money indulging in fancy cars, planes, and yachts.

But others want to spread as much of their wealth as possible before they die. A select few even want that last check to only cover the cost of their funeral.

Of course, not everyone stands to gain from such selflessness â€" namely, the children of these generous donors.

Though they will still have untold opportunities, advantages, and connections, to help them succeed, the children of these 15 tycoons won't be living large off their inheritances.

The proposal looked unlikely to be adopted, however, as the city's deputy mayor, Ardiansyah Fikri, said that local authorities did not support it.

However he said religious and moral education programmes were being planned to discourage people from public displays of affection in the city.

"Young boys and girls are not shy about behaving intimately in public," he said. "Their morality is already out of control."

In 2010, lawmakers in Sumatra's Jambi province also proposed forcing teenage girls to undergo virginity tests to get into high school but the plan was dropped after opposition from central government.

Indonesia, a nation of more than 240 million people, is struggling to balance the country's rapid modernisation with traditional, mainly Muslim values.
#18809
"We will try to include the plan in our 2014 budget," he said of the proposal, adding it still needed approval from the city mayor and local parliament. "We will carry it out every year."

However, Rasyid conceded that there could be "some human rights concerns" over subjecting female students to intrusive virginity tests.

His proposal triggered immediate anger, with Education Minister Mohammad Nuh leading the condemnation: "If you want to protect your children from negative influence, there are others ways. This is not wise."

"A virginity test is a form of sexual violence against women," added Masruchah, the deputy head of the national commission on violence against woman, who like many Indonesians goes by one name.

"It is degrading and discriminatory against women."

The education chief of an Indonesian city sparked outrage Wednesday after proposing that teenage schoolgirls should undergo virginity tests to enter senior high school.

Activists accused Muhammad Rasyid of promoting "sexual violence against women" after he suggested the plan following the arrest of six high-school students for alleged prostitution.

"If it is possible, the virginity tests will be carried out next year," said Rasyid, education head of Prabumulih city on Sumatra island.

The tests would affect students seeking to enter senior high school. In Muslim-majority Indonesia, senior high-school students are aged between 16 and 19.

Janairo said DOH-NCR health emergency staff and regional health representatives conducted a rapid health assessment (RHA) in selected evacuation centers in Marikina, Quezon City and Pateros.

An RHA is also being done in selected and accessible evacuation centers in Pasay City by the Kalusugan Pangkalahatan health teams, he said.

Besides the doxycycline capsules being given to affected individuals, doses of vitamin A were also being administered to children in evacuation areas, he said.

“I advise everyone who will wade in floodwaters to wear protective gear in order not to be affected by leptospirosis,” Janairo said.

He said the DOH was coordinating with the Metropolitan Manila Development Authority Flood Control Information Center and the Metro Manila Disaster Risk Reduction Management Center on assistance to be given to the afflicted.
#18817
“Health personnel in evacuation centers are also providing doxycycline capsules to evacuees as [a form of] protection from leptospirosis,” he added.

Janairo said the regional epidemiology surveillance unit has reported that 133 leptospirosis cases were admitted from Jan. 1 to Aug. 10 this year.

“The figure is 63 percent lower than the 357 cases reported for the same period last year. The ages of those affected ranged from 11 months to 82 years. Majority (81 percent) were male. Most of the cases (22 percent) were from the City of Manila,” Janairo said.

Ten deaths were recorded, he added.
#18818
In the NCR, health officials delivered at least 25,000 doxycycline capsules to local government units to be used as prophylaxis or to prevent being infected by leptospirosis.

“These capsules will serve as their protection from leptospirosis as they will be wading in floodwaters during rescue operations,” said Eduardo Janairo, the DOH-NCR regional director.

He said 10,000 doxycycline capsules/tablets were delivered to Taguig, Navotas, Valenzuela, San Juan, Mandaluyong, Manila, Muntinlupa and Parañaque, while 15,000 went to Quezon City.

“We are giving additional stocks just in case they will need more due to the continuous rain and flooding that we are experiencing. Public schools in Quezon City, San Juan and Pateros have already been given doxycycline and assorted medicines during our dengue and leptospirosis awareness campaign,” Janairo said.

Health Secretary Enrique Ona: Leptospirosis warning. FILE PHOTO

MANILA, Philippinesâ€"The Department of Health (DOH) has begun distributing thousands of doxycycline capsules to prevent the spread of leptospirosis, Health Secretary Enrique Ona said on Wednesday.

Ona said the DOH has distributed doxycycline in the National Capital Region (NCR), Calabarzon and Central Luzonâ€"the regions that have been severely affected by the floods and monsoon rains.

“The public should be wary about leptospirosis, which is waterborne, because it could affect one’s kidneys and require dialysis,” Ona said.

Kini human gideklarar ang state of calamity sa tibuok lalawigan ug Cordova.

The WGM will allow scientists to understand the structure of the Earth in far greater detail than ever before, essentially being able to see the Earth ‘from the inside’.

‘In geophysics, for example, large resource deposits can be identified more accurately, with increased gravity showing possible high-density ore bodies,’ said Professor Kuhn.

‘It will also greatly benefit the field of spatial sciences, where instrumentation needs to be very accurately oriented with respect to the Earth’s gravity.’

‘By being global and ultra-high resolution, the map enables a focus on global and regional as well as very localised and targeted areas,’ added Professor Kuhn.

The WGM project was led by the Bureau Gravimetrique International and involved significant contributions from institutions around the world, including United Nations Educational, Scientific and Cultural Organisation (UNESCO).

‘I completed the intensive calculations for more than 230 million points in under four weeks by dividing the overall task into 672 separate computational jobs,’ said associate professor Michael Kuhn, of the Department of Spatial Sciences.

‘Doing this huge task on a standard desktop computer would have taken almost six months to complete.’

In 2011, the GOCE satellite created images that showed how gravity varies on different parts of the globe
#18844
They found Mount Nevado Huascarán in Peru, for instance, has the lowest gravitational acceleration, at 9.7639 m/s2.

The highest is at the surface of the Arctic Ocean, at 9.8337 m/s2.

‘This suggests a variation range for gravity accelerations on Earth of about around 0.07 m/s2, or 0.7  per cent, which is about 40 per cent larger than the variation range of 0.5 per cent implied by standard models,’ said the report published in Geophysical Research Letters.

Using a super computer to calculate the data, the team at Curtin University were able to get to spatial scales of less than a 200m.

This is an improvement on work conducted in 2011 by the GOCE satellite which created images that showed how gravity varies on different parts of the globe.

The GOCE maps revealed what the Earth would look like if it was covered in an ocean dictated by gravity.  However, the maps were only accurate to between two to 10 km.

To improve the data, Christian Hirt of Curtin University in Perth, Western Australia used existing high-resolution Earth gravity models enhanced by the gravitational signal from ultra-high-resolution satellites and topographic data.

The project was part of a major international collaboration that, for the first time, mapped the entire Earth’s gravity field in ultra-high resolution.

The map discovered unexpected locations with more extreme differences in gravitational pull.

The World Gravity Map (WGM) has revealed the gravitational field of over 3 billion points covering 80 per cent of Earth's land masses. The map shows unexpected locations with more extreme differences in gravitational pull. It shows Mount Nevado Huascarán in Peru, for instance, has the lowest gravitational acceleration, at 9.7639 m/s2. The highest is at the surface of the Arctic Ocean, at 9.8337 m/s2

You could weigh less on different parts of the Earth because of changes in gravity.

The difference isn’t much, however. You would only weigh one per cent less if you moved from the Arctic to the Peruvian mountains, according to calculations made by New Scientist.

This is because the world is not a perfect sphere and so gravity is not the same everywhere on Earth.

For instance, gravity is weaker at the equator and at higher altitudes.

Here's a novel way to lose weight: Earth's gravity means we weigh less at different altitudes (but it would only be around 1%)

--Map has revealed that gravity fluctuations are much larger than first thought

--Mount Nevado Huascarán in Peru has the lowest gravitational acceleration

--The highest is the surface of the Arctic at an acceleration of 9.8337 m/s2

More than 200,000 people have sought shelter in evacuation centres, the head of the Philippine Red Cross, Gwendolyn Peng, told ABS-CBN television.

Countless others were forced to wait out the floods in their water-filled homes, while the less fortunate sat on sidewalks with only plastic sheets for protection from the rain.

While no one was reported killed in Manila, five more people were confirmed to have drowned in flooded farming provinces to the north, according to the government's disaster management council.

Among them were a one-year-old baby and a 64-year-old man, both of whom drowned in the rural province of Pampanga about an hour's drive north of Manila.

This brought the confirmed death toll from two days of flooding across Luzon to eight.

The state weather agency said the rain would continue into Wednesday, raising the prospect of another day of paralysis in Manila. - with a report from Agence France-Presse

200,000 flee Metro Manila floods

Floods have have forced more than 200,000 people in Metro Manila to flee their homes on Tuesday, as the relentless monsoon rains, which have killed eight people, submerged more than half of Manila.

Streets turned into rivers with water rising above two meters (seven feet) in some parts of the megacity of 12 million people, while vast areas of neighboring farming regions on the main island of Luzon were also inundated.

"I was crying when I saw my house being filled with water," said Edita Selda, 68, a sidewalk vendor who was forced to evacuate from her home in a shantytown along a major river in Manila that burst its banks.

"I chained the door shut so our belongings wouldn't be washed away. But... the water is moving so fast."

The Department of Science and Technology's Project NOAH also uploaded a YouTube animation showing the habagat rains hammering Metro Manila, as well as southern and central Luzon.

Data from the observatory, an independent weather research institute based at the Ateneo de Manila University, showed that in less than 24 hours -- from 9 pm Sunday to 6 pm Monday -- accumulated rainfall reached more than 250 mm in Las Piñas.

Project NOAH's Dr. Mahar Lagmay on early Monday morning also shared Doppler radar maps created by the University of the Philippines-National Institute of Geological Sciences' Irene Crisologo that showed the extent of rainfall in Metro Manila and nearby areas Sunday and Monday.

One map shows as much as 600 millimeters of rain falling on Manila Bay on August 18.

It also shows areas in Cavite, Pampanga, Bataan, Zambales and Manila Bay covered in pink (420 mm to 580 mm rainfall), as well as white (600 mm or almost two feet of rain).

Its 72-hour rainfall accumulation map shows many parts of eastern Luzon, including Metro Manila covered in white, which means total rainfall reaching 250 millimeters or more.

The TRMM data can also be seen on Google's crisis response map for Tropical Storm Maring and the 2013 habagat.

The map, http://google.org/crisismap/2013-maring, which can be accessed on desktops and mobile browsers, provides information about the tropical storm's path, the rainfall warning, and the 24-hour forecast of accumulated rainfall across the country.

The map also shows cloud imagery, landslide and flood-prone areas, and rainfall and flooding forecast.

MANILA, Philippines - Floods could worsen in central and southern Luzon amid heavy rains spawned by the southwest monsoon or habagat, according to latest data from a joint US-Japanese scientific project.

Latest satellite data from the Tropical Rainfall Measuring Mission (TRMM), a joint project between the US National Aeronautics and Space Administration (NASA) and the Japan Aerospace Exploration Agency (JAXA), shows the almost the entire central Luzon and an area in the Southern Tagalog Region covered in red, which means a high potential for floods.

TRMM also monitored the habagat rains in the past few days made intense by storm Maring.

The Tycoon, The Buffoon

The tycoon,
the buffoon,
a man of money.

In a room,
his cocoon,
counting his money.

Thinks he's cool,
just a fool,
worshiping money.

Does a dance,
it's romance,
in love with money.

The tycoon, the buffoon,
counts money inside his room.
The tycoon, the buffoon,
counts money in his cocoon.

Naked in his bed,
money everywhere,
hands run through his hair,
thinks he can buy love.

The tycoon,
the buffoon,
a man of money.

In a room,
his cocoon,
counting his money.

Thinks he's cool,

On the other hand, FDA told groceries or supermarkets and drug outlets that it is prohibited to offer food items and drugs that have been soaked in flood water.

"All establishments are prohibited from selling, offering for sale or use, donating, transporting, and moving or distributing flood water-damaged canned goods and other processed food products, medicines, and cosmetic products," said FDA.

It stressed that being offered through discounted goods or offered in promotional schemes such as "buy one, take one" or "bundle-packed goods" are not enough reason to purchase them.

The health agency also warned that food items and medicines soaked in flood water may have been contaminated by animal and human feces and other excrement, mainly from overflowing septic tanks and sewage system, as well as heavy metals, fuel and other chemicals and pesticides from nearby industrial factories, hospitals or clinic, or farms.

"It only takes a small amount of microbial pathogens to make people sick. Infection can be through ingestion of contaminated food and water," said FDA.

Instead of consuming them, FDA said flood-soaked food items and medicines should be immediately disposed.

WITH food items and medicine expected to be in demand, the Food and Drug Administration (FDA) is warning the public against consuming those that have been soaked in flood water.

According to FDA, consuming such products may pose serious health problems to the public, especially those in evacuation centers, where the demand is expected to be highest.

"All consumers are warned to never buy flood water-damaged food products, including canned goods, and medicines," said FDA.

Watch out, Bo â€" there's a new dog in town.

The White House says the Obamas have added a second dog to the first family. Her name is Sunny, and she's a Portuguese Water Dog â€" the same breed as the Obamas' other dog, Bo. The White House says that breed works well for the Obamas because of family allergies.

Sunny was born a year ago in June in Michigan and arrived at the White House Monday.

She's expected to join Bo for evening walks and the occasional Oval Office huddle with the president.

The White House says the Obamas will donate in Sunny's honor to the Washington Humane Society.

The Obamas adopted their first White House dog in April 2009, fulfilling a campaign promise to daughters Sasha and Malia.

In an interview with state-run television PTV4, Vice Mayor Jose Fabian Cadiz emphasized the need to evacuate as waters are still expected to rise.

He said that they were prepared for the evacuation, as they have been regularly conducting evacuation drills.

“We purchased assets to be used for evacuation and early warning system,” he said.

“We have seven sirens installed along the stretch of Marikina River that will ring alarm to alert the public whenever the need for evacuation arises,” he added.

Forced evacuation was implemented as 18 meters or critical level was recorded at 2:45 p.m.

Department Stores

Wang's second-largest asset is his 100 percent stake in the Wanda Department Store Co. chain. The company is valued at $5.6billion, according to the Bloomberg ranking, based on the average enterprise value-to-sales and enterprise value-to-Ebitda multiples of Intime Retail Group Co. Ltd., Golden Eagle Retail Group Ltd. and Parkson Retail Group Ltd. The company said it plans to have 120 stores by 2015 from 62 now.

The AMC movie chain and Wang's China theaters comprise the bulk of Wanda's entertainment subsidiary, which was founded in 2012 and invests in films, live performances, theaters and karaoke bars. His stake in that business is worth $1.3 billion, based on the average enterprise value-to-sales and enterprise value-to-Ebitda multiples of TOHO Co., Lions Gate Entertainment Corp. and Gaumont SA.

Dalian Wanda declined to comment on Wang's net worth, a Beijing-based Dalian Wanda media official said. He asked not to be identified by name citing corporate policy.

Wang's stake in Dalian Wanda Commercial Properties Co. is valued at $7.4 billion, according to data compiled by Bloomberg based on the average price-to-earnings multiple of four peers: China Vanke Co., China Overseas Land & Investment Ltd., Long for Properties and Evergrande Real Estate Group Ltd.

The asset could be valued even higher. Pacific Alliance China Land Ltd., a London-based closed-end fund, assigned a value to its 0.5 percent stake in Wanda Commercial at $71.8 million at the end of 2012, according to its annual report.

That would value the entire company at $14.4 billion and Wang's stake at $8.6 billion. Pacific Alliance, through an outside spokesman, said it didn't comment on its investments.

Ownership Stakes

Wang's family owns 100 percent of Dalian Wanda directly and through holding company Dalian Hexing Investment Co., the documents show. He owns 98 percent of Dalian Hexing and his son, Wang Sicong, owns 2 percent. The billionaire owns 61.6 percent in his flagship, Dalian Wanda Commercial Property Co. directly and through Dalian Wanda Group, according to the filings.

Dalian Wanda had revenue of $26 billion in the 12 months ending June 30. Commercial property contributed 76 percent of Wanda's revenue in the first half of 2013, compared with 88percent a year earlier and 91 percent in 2011, according to figures on the company's website.

Valuation Methodology

The Bloomberg Billionaires Index values closely held companies by comparing some multiples, such as the enterprise value-to-Ebitda or price-to-earnings multiples of similar public companies. When ownership of closely held assets cannot be verified, they aren't included in the calculations.

In Wang's prior net worth calculation, the Bloomberg ranking valued Dalian Wanda as one company, using multiples of four publicly traded Chinese developers. An analysis of regulatory filings and financial results for the year ended June 30 provided metrics to value the retail and entertainment subsidiaries of Dalian Wanda.

Joins Army

Wang joined the People's Liberation Army as a teenager and served for 16 years before he was honorably discharged as an officer. He later took a job at an indebted residential developer affiliated with the Northern port city of Dalian, changed the company's name to Dalian Wanda and became the general manager in 1992. That same year, Bo Xilai became the acting mayor of Dalian. The former Politburo member was charged with bribery, corruption and abuse of power last month and will be tried in court on Aug. 22.

Over the next two decades, Wang built 72 shopping centers, called "Wanda Plazas," anchored by his company's department stores, office buildings and cinemas.

The timing was fortuitous. City dwellers in the world's second-largest economy exceeded the number of people living in rural areas for the first time in China's history in 2011. The urban population has grown at a 3.6 percent compound annual rate since 2002, or 21 million people per year. The mass migration accelerated personal income and consumer demand.

"Chinese consumption, particularly high-end consumption is booming," Wang told reporters in Beijing in June. He plans to have 110 plazas by 2014.

"Wanda leads Chinese enterprises in expanding its business globally and catering to consumers' demand at home with some high-profile acquisitions," said Kenny Wu, a Hong Kong-based analyst at Ji-Asia Research Ltd. "Wang's move to diversify from Chinese real estate seems rewarding."

Wang, whose real estate empire has 148 million square feet under management, plans to increase his property holdings by 68 percent by 2014. He is accelerating acquisitions overseas, including Dalian Wanda's purchase of Sunseeker International Ltd., a U.K.-based maker of yachts used in the James Bond movies , for $1.6 billion in June. He said he plans to spend more than $1 billion to build a luxury residential complex along the banks of London's Thames river.

The 58-year-old billionaire, who's known to sing Tibetan and Mongolian folk songs at Wanda annual meetings, is the oldest of five brothers born to a military family in western China's Sichuan province, near the border with Tibet. His father fought for Mao Zedong's Red Army during the Long March campaign in the1930s, and later against the Japanese in World War II.

Wang Jianlin, owner of China's biggest commercial land developer, is the nation's wealthiest person, based on regulatory filings that show his non-real estate businesses are more valuable than previously calculated.

The chairman of closely held conglomerate Dalian Wanda Group, which became the world's largest movie theater chain after acquiring AMC Entertainment Holdings Inc. last year for $2.6 billion, has a net worth of $14.2 billion, according to the Bloomberg Billionaires Index. The Communist forces then besieged the ship for most of the summer. Simon With His Dickin Medal

Perhaps the most famous animal mascot to receive the Dickin VC medal was Simon, the ship's cat who served on board the HMS Amethyst, a British escort sloop, just after WW II, in April 1949.

The sloop, a ship originally designed for convoy escort duty during the Second World War, was in China as Mao Tse-Tung's forces consolidated their hold on the country.

The Amethyst was trapped on the Yangtze River and shelled by the Chinese. The ship was hit 50 times. Seventeen were killed; 25 wounded. Simon was trapped in the wreckage and not found for four days.

No matter how talented you are, there is almost always somebody who can do something better than you. Look to those who are better and consider the potential for improvement.

Even if you are the best in the world at doing one thing, there are always other things that you cannot do, and may never be able to do.

Recognizing your limitations does not mean abandoning your dreams, and it does not mean giving up on learning new things or improving your existing abilities.

Payment processes

Another reform, Abad said, is the streamlining of payment processes to help government agencies settle their obligations to contractors and suppliers within a shorter period of time.

The budget chief also said that the President has instructed the Department of Public Works and Highways to take over the supervision of infrastructure projects of other government agenciesâ€"such as health facilities under the Department of Healthâ€"to help complete them within a shorter time frame.

“There is a huge room for increased infrastructure spending, and we want to maximize it,” Abad said.

The Department of Budget and Management on Friday reported that public infrastructure spending rose year on year by 35.6 percent to reach P104.6 billion from January to May this year. The amount was equivalent to 2.6 percent of estimated GDP for the period.

Fast-track projects

Abad said the government has embarked on an infrastructure rationalization plan under which government processes are streamlined to fast-track infrastructure projects.

“We are accelerating our infrastructure spending and adjusting procedures to ensure (the) timely implementation of infrastructure projects and to improve the absorptive capacity of government agencies,” Abad told the Inquirer.

Absorptive capacity refers to the capability of government agencies to spend allocated funds on time.

One administrative reform that the budget secretary cited is the adoption of the advance procurement system that would allow line agencies to start procuring goods and services needed for infrastructure projects scheduled for 2014.

Compared with neighboring countries, the Philippines spends significantly less on public infrastructure at only 2.5 percent of gross domestic product (GDP) in 2012, against the 5 percent average spending in other Southeast Asian countries.

Balisacan said that the Aquino administration wants to boost public infrastructure spending to at least 5 percent of GDP by 2016 to compete with other countries for foreign investments.

Earlier this week, Budget Secretary Florencio Abad said the government intends to increase its budget for infrastructure from about P400 billion last year to at least P800 billion in 2016, to reach the target of 5-percent infra spending to GDP ratio.

Balisacan, National Economic Development Authority (Neda) chief, was quoting a study by the Japan International Cooperation Agency (Jica) that the government has tapped to help come up with a transportation development road map for the country.

“It’s a no-brainer that we need to boost infrastructure. We have a huge backlog in almost all types of infrastructure,” Balisacan said, adding that the government intends to invest in more roads, bridges, railways, airports, and sea ports during the remainder of President Benigno Aquino III’s term.

P2.4-BILLION TRAFFIC  Congested streets and traffic jams cost the country as much as P2.4 billion a day in lost productivity and potential income, according to a study by the Japan International Cooperation Agency. Jica has been tapped by the government to come up with a transportation development road map for the Philippines. JOAN BONDOC

If time is money, then the Philippines is losing P2.4 billion a day in potential income due to traffic congestion that eats up time that could have been used for productive pursuits, Socioeconomic Planning Secretary Arsenio Balisacan said.
