MANILA, Philippines -- Vice President Noli de Castro said he is awaiting instructions from President Gloria Macapagal-Arroyo on the government's next move in its bid to save the life of Filipino worker May Vecina, who is facing the death sentence in Kuwait.

De Castro, who is also presidential adviser on overseas Filipino workers, said he is willing to fly to Kuwait to personally appeal the case of Vecina, whose death sentence for the murder of her employer’s child was affirmed by the Middle East state’s supreme court.

Vecina was convicted of murder and two counts of frustrated murder and was sentenced to hang for killing Salem Sulaiman Al-Otaib on January 6 last year, and for attempting to kill his 13-year-old brother Abdulla, who throat was slit, and 17-year-old sister Hajer, reports said.

In a separate interview, deputy presidential spokesman Anthony Golez said the government, through the Department of Foreign Affairs, is doing everything to save the life of the 28-year-old worker.

But he said he has yet to find out if Arroyo has written the Kuwaiti emir a letter of appeal to reverse the death verdict.

In December, Kuwait's emir Sheikh Sabah al-Ahmad al-Sabah commuted the death sentence of Filipino worker Marilou Ranario to life imprisonment after a personal visit by Arroyo to the Gulf state.

Ranario, a teacher from Surigao who went to Kuwait to work as domestic helper, was sentenced to hang in 2005 for killing her 46-year-old female employer, who she said had insulted her and her country.

The creator of phony profile on MySpace whose cruel messages may have led to the suicide of a 13-year-old suburban St. Louis girl has spoken out for the first time, admitting she created the site with the active participation of the mother of one of the dead teen's friends.

Megan Meier, of Dardenne Prairie, Mo., hanged herself on Oct. 16, 2006, after being dumped by "Josh," a fictitious boy created by Ashley Grills, an employee of Lori Drew, the mother of one of Megan's friends.

"We were just combining ideas about how we can figure out what Megan was saying about Lori's daughter," Grills told ABC. "It was all three of us â€" me and Lori and her daughter."

Grills spoke to ABC's "Good Morning America" on Tuesday, telling the network that she wrote the words "the world would be a better place without you" that may have driven Meier to take her own life.

"I was trying to get her angry so she would leave him alone and I could get rid of the whole MySpace," Grills said.

Drew and her attorney deny the allegations that the mother was involved with the hoax Web profile.

Prosecutors declined to charge anyone in the case, in part because no specific laws appeared to apply. But some communities, including Megan's hometown, have adopted, or are considering adopting, laws to go after those involved in Internet bullying.

Yes Elaine, just bear in mind nga kung kamo jod, whatever  may happens at the end kamo man jod gihapon. There are moments in life that we  need to sacrifice the bad things in order to gain a considerable prize at the end. All we need is a strong determination, anyway no one of us i think had traveled the road of success without ever  crossing the street of failures. God never promise an easy journey for us, its only us to go ahead. So be strong and be a good mother always.

HONG KONG â€" President Gloria Macapagal Arroyo on Monday stressed that Filipinos working abroad is not a sign of a weak economy. Speaking before the 11th Credit Suisse Asian Investment Conference (AIC) at the Conrad International Hotel here, Arroyo explained that her administration’s human and infrastructure investments are all meant to “increasingly keep the best and brightest at home.”

“Going abroad is not necessarily a sign of a weak economy,” Arroyo said as she expressed her confidence that Filipinos’ working abroad is a sign instead that Filipinos work abroad because of more career opportunities for Filipinos in this global economy, “rather than out of necessity.”The President pointed to New Zealand whose 25 percent of the populace work abroad, and also Portugal where 10 percent are overseas contract workers.

Earlier, at the reception Arroyo tendered for the Filipino community at the Grand Hyatt Hotel, Consul-General Alejandrino Vicente lauded the President’s vision to improve the country’s economy to prepare it for the eventual homecoming of overseas Filipino workers (OFWs).Vicente had pointed out that the out-migration phenomenon had actually started in Southern Europe -- particularly in Spain, Portugal, Italy and Greece â€" in the early 50s to the 70s.

“Many an Italian, Spaniard, Portuguese and Greek went to Northern Europe to find jobs to be able to feed their families back home.
“In the 1980s, this out-migration trend began to level off as Southern Europe marched towards economic progress brought about in part by the savings and remittances and investments of these countries’ overseas workers. “Economists have noted that migration from Southern Europe declined as the average per capita income began to improve,” added Vicente as he pointed out that this European out-migration experience “should resonate well with us.”

So for us who work in abroad, is this statement from our President true that   working abroad is not a sign of a weak economy?

MANILA, Philippines -- President Gloria Macapagal-Arroyo should be given a chance to complete her term, Tarlac Bishop Florentino Cinense said.

Cinense, in a statement posted on the website of the Catholic Bishops Conference of the Philippines, said it would be “an expensive affair” that would worsen the country’s economy to conduct snap elections should Arroyo resign or be ousted.

Nevertheless, the Tarlac prelate said the administration should strive to clean its public image, which has been tarnished by allegations of corruption.

The bishop said that instead of calling for Arroyo’s ouster, people should demand development projects and cooperate in project implementation.

“Transparency and truthfulness in all spheres should be [the] hallmark of all,” he said.

Cinense also said masses for truth can be held without Rodolfo Noel Lozada Jr., pointing out that they have been held in different parts of the country without the witness in the Senate inquiry into the scandal-tainted national broadband network deal.

“The quest for accountability, truth and justice should be a communal activity, not Lozada’s personal battle,” he stressed.

The Tarlac bishop said although he was open to the idea of inviting Lozada to his diocese, such a move would still depend on the collective decision of the diocesan council.

Cinense heads the diocesan council, which is composed of a group of elected or appointed priests of the diocese. To date, the diocesan council has not decided to invite Lozada to its masses.

TACLOBAN CITY, Philippines -- Geo-scientists and other experts from the Philippines and other countries are meeting later this month to share studies on the factors that led to the devastating Guinsaugon landslide in 2006 that killed over 1,000 villagers.

The five-day international conference-workshop on the February 17, 2006 landslide will be held in Tacloban City from April 28 to 29 and will include a visit to the village of Guinsaugon, St. Bernard town, on April 30-May 2.

Guinsaugon, about 160 kilometers from Tacloban City, is the site of what was considered the most destructive single landslide in Philippine history, with a death toll of more than 1,000.

“Due to the devastation brought by the Guinsaugon landslide and other similar disasters, landslide research and hazard mitigation in the Philippines have now become a major concern not only among geo-scientists but also among the government and private sectors,” the conference organizers said.

Inquirer.net
Dr. Sandra Catane of the National Institute of Geological Sciences (NIGS) in University of the Philippines and the leading landslide expert in UP, has been spearheading preparations for the conference, said Antonia Loyzaga, executive director of the Manila Observatory.

Loyzaga noted, in an interview, that the experts had yet to determine what caused the Guinsaugon landslide.

“Some geologist will say it’s the earthquake. Some will say it’s the rainfall. Some say it’s the structure. So, this is the nature of the scientific investigation. They do not agree yet,” she said.

Loyzaga was among the resource persons in a training of journalists on Community-Based Disaster Risk Reduction initiated by the Center for Community Journalism and Development, in partnership with Christian Aid and Oxfam GB, which was held recently in Iloilo City. She talked on the Guinsaugon landslide.

Loyzaga said the Guinsaugon landslide was the fifth among the major rockslide-debris avalanches in the 20th and 21st centuries, after Mt. St. Helens (US) in 1980, Mayunmarca (Peru) in 1974, Bairaman (Papua New Guinea) in 1986, and Nevados Huascaran (Peru) in 1970.

MANILA, Philippines -- Kuwait’s supreme court has upheld a death sentence against an overseas Filipino worker for the killing of her seven-year-old ward in 2007, the Department of Foreign Affairs said.

May Vecina, 28, was convicted of killing the boy by slitting his throat on January 6 last year, as well as attempting to kill his older brother and sister who sustained injuries.

DFA undersecretary for Migrant Workers Affairs Esteban Conejos, who announced the court’s decision Tuesday, said Vecina has been sentenced to hang.

The court ruling is final and only needs to be signed by Kuwait's Emir Sheikh Sabah al-Ahmad al-Sabah to be implemented.

But Conejos said Manila would appeal the case to Kuwaiti authorities.

Conejos said Vecina's family has been informed of this latest development in the case and also assured that the government will continue to exert all legal means to save her life.

He refused to divulge the details of these legal actions, although he did not discount the possibility of paying “blood money” after getting the victim's family's forgiveness.

“We will take diplomatic initiatives. But right now I don't want to be specific...We will not give up. We will continue all possible legal means,” he said.

Vecina was also found guilty of slitting the throat of the victim's 11-year-old brother and stabbing his 17-year-old sister. Both survived the attacks however.

The Filipina, who was working in Kuwait for six months when the incident happened, was reportedly in constant conflict with her employer.

After the incident, Vecina leapt from the second floor of her employer's house, causing her fractures and injuries.

Vecina's case and those similar to hers prompted the labor department to impose stricter deployment rules for household workers, including $5,000 bonds for repatriation and other fees.

Vecina was sentenced to death by a lower court in July last year and the appeals court confirmed the ruling in September.

Death sentences in the Gulf state are carried out by hanging.

In December, the Kuwaiti ruler agreed to commute the death sentence to life in jail for another Filipina maid, Marilou Ranario, who was convicted of killing her employer, after a visit by President Gloria Macapagal-Arroyo.

About 73,000 Filipinos, including 60,000 women employed mostly as housemaids, work in oil-rich Kuwait and earn less than $200 a month on average, labor groups say.

BALTIMORE, Md. â€"  A man who told police he drowned his three young children "one at a time" in a Baltimore hotel bathtub over the weekend has been charged with first-degree murder and child abuse, officials said Monday.

Mark Anthony Castillo, 41, of Rockville, Md., was charged with 15 counts, including three counts of murder and six counts of child abuse, around 1 p.m. Monday after being released from the hospital where he was treated for self-inflicted neck wounds.

Police said Castillo called the front desk at the Baltimore Marriott Inner Harbor at Camden Yards at about 1:15 p.m. Sunday and said he had just killed his two sons and daughter. They identified the children as Anthony, 6, Austin, 4, and Athena, 2.

"We believe that the children were drowned one at a time in the tub," Police Commissioner Frederick H. Bealefeld III said at a press conference Monday morning.

Police did not cite a motive, but the tragedy may have stemmed from a custody dispute with Castillo's wife

She wrote in court documents that her husband had threatened to make her suffer by killing the children. She sought a protective order Dec. 25, 2006 and asked that the court order Castillo to receive counseling.
"He has never actually hurt [the children], but did tell me that the worst thing he could do to me would be to kill the children and not me so I could live without them," she wrote in the petition.

She also wrote that when her husband took the children for visits, he would not tell her where they were staying.

A temporary protective order was approved three days after the petition was filed, but Circuit Judge Joseph Dugan rejected a permanent order Jan. 10, 2007. In explaining his decision, Dugan wrote there was "no clear or convincing evidence that the alleged acts of abuse occurred."

Police planned to search Castillo's Toyota van, his Montgomery County residence and a laptop computer recovered at the scene.

Castillo has cooperated with authorities in their investigation, Bealefeld said.

Police believe Castillo took his children to the city's Inner Harbor on Saturday afternoon and checked into the hotel that evening.

A custody agreement between the couple required Castillo to return the three children to their mother around 8:30 p.m. Saturday.

"When this did not occur, his wife notified police authorities in Montgomery County," Bealefeld said.

Baltimore police were notified by hotel staff of the deaths shortly after 1 p.m. Sunday, but officials believe the children were killed in the 10th-floor room at some point on Saturday night.

In Silver Spring, neighbor Maria Habesch, 79, said she went to a party a few years ago at the couple's home. She described Mark Castillo as "very, very polite," but said she hasn't seen him in two years.

Habesch said she saw the children playing Friday in the front yard of their home.

"The situation, it paralyzes you," she said. "It's not easy, to know these little kids were jumping [around] and then they are gone."

Monroe said the children's bodies will be autopsied, but detectives made a preliminary conclusion that they were drowned based on the father's statements and evidence in the room.

The crime has shocked the Baltimore community.

"It's really inexplicable why he chose Baltimore," Bealefeld said.

Police did not speak directly to Castillo's mental state, but Baltimore's mayor called for a better way to deal with mental health issues.

"We will be asking ourselves 'Why, why could someone do this to three young, innocent children?'" Mayor Sheila Dixon said.

Bealefeld called the cases like this one "difficult."

"They have an incredible emotional impact on everyone involved," he said. "Fortunately, they are rare in our society. Our sympathy goes out to the family of these young children."

MANILA, Philippinesâ€"A single bettor from Luzon on Sunday night won the top prize of P249 million in the 6/49 SuperLotto draw, the biggest ever jackpot in the history of the country's online lottery game, the Philippine Charity Sweepstakes Office said.

PCSO spokesperson Larry Cedro gave no other details about the lone winner, who picked the winning six-number combination 47-32-1-46-15-29.

"Our database showed that we have a single winner for tonight's draw," Cedro said in a phone interview.

The previous biggest jackpot amounting to P202 million was won by six bettors in October 2002.

The exact amount of Sunday night's breathtaking jackpot was P249,005,120.40, according to PCSO.

"The winner is from Luzon but we still cannot tell from what province or at what lotto outlet the winner placed the bet," Cedro said.

The winner will get the jackpot tax-free.

"As mandated by law, the PCSO assumes the payment of taxes of the lotto winners," he said.

The jackpot for the 6/49 lotto draw reached P249 million after nobody picked the winning combinations in 16 previous draws.

Sunday night's draw was the 17th since the first draw held on Jan. 17.

Consolation prize: P56,000

Aside from the lucky jackpot winner, 58 bettors each won P56,000 for picking five of the six winning numbers.

Also, 3,521 bettors will get P1,000 each for getting four winning numbers, while 87,538 bettors won P100 each for picking three numbers out of the winning combination.

"Once the news about the draw comes out in the newspapers tomorrow, residents in the whole of Luzon would be looking for that lucky person," Cedro said in jest.

Spend it wisely

Cedro said the solo jackpot winner should immediately go to the PCSO's head office in Quezon City or the lotto outlet where he or she placed the bet.

"Like we told previous winners, I hope the lucky winner will spend the money wisely," Cedro said.

He said the holder of the winning combination should present the original copy of the lotto ticket and two valid identification cards at the PCSO.

Record sales

With the biggest jackpot in Philippine history up for grabs, Cedro said lotto betting stations raked in a total of P180,850,180 in gross sales, easily the country's largest lotto sales in a single day.

It eclipsed the previous high of more than P176 million in ticket sales, which was recorded last Thursday.

"We are really upbeat on the revenues that this lotto draw will generate," Cedro said before last night's draw. "More than anyone else, the public will be the biggest winner here as the PCSO will have more funds for charity projects of the government."

PCSO rules mandate that 55 percent of the net sales for lotto draws should go for the prize money, 30 percent to the government's charity funds and the rest to operational expenses, Cedro said.

Lotto agents get 5 percent of every bet as commission, he said.

1,000 millionaires

Since the PCSO held the first lotto draw in 1995, the online lottery has made millionaires of more than 1,000 Filipinos.

It has also had 17 draws in which the jackpot exceeded P100 million. The more than P2 billion in prize money in these draws was shared by 29 winners.

Invoking God

One of Sunday's bettors, taxi driver Daniel Montilla left his house in Novaliches, Quezon City, early to hear the 6 a.m. Mass at Quiapo Church. He not only prayed for the recovery of his flu-stricken wife Ellenâ€"he also asked God "for signs" so he could pick the winning combination in the SuperLotto draw.

Kneeling before the altar, the 46-year-old Montilla said he carefully thought of the numbers "that He wanted me to choose." In 15 minutes, he had three different combinations written on the palm of his left hand.

Not satisfied, Montilla drove to two other churchesâ€"in Baclaran, Parañaque City, and Mt. Carmel, Quezon Cityâ€""for confirmation."

Only then did he place a P60 bet at a nearby lotto outlet, using the money he made from his first passenger.

"I know the Black Nazarene has plans for all of us. If I don't win this draw, then maybe I should pray harder the next time," Montilla told the Philippine Daily Inquirer (parent company of INQUIRER.net).

A study by an award-winning cancer expert shows that cell phone use could kill more people than smoking, it is reported.

According to the U.K.'s Independent newspaper, the study, headed by Dr. Vini Khurana, shows that there is a growing body of evidence that using handsets for 10 years or more can double the risk of brain cancer.

Khurana â€" one of the world's top neurosurgeons â€" based his assessment on the fact that three billion people now use the phones worldwide. That is three times higher than people who smoke. Smoking kills some five million globally each year.

He warned that people should avoid using handsets whenever possible and called on the phone industry to make them safer. France and Germany have already warned against the use of mobile phones, especially by children, it is reported.

The study is said to be the most damning indictment of cell phone use. According to the Independent, cancers take at least 10 years to develop, which has influenced earlier cancer studies showing relative safety when using cell phones.

Despite her personal battle against colon cancer, former President Corazon Aquino has reassured the public of her full support in the fight for truth on allegations of rampant corruption in the administration.

For the first time in seven weeks, Aquino missed the Sunday Mass for Truth, Accountability and Justice that she initiated last Feb. 17 in support of Rodolfo Noel Lozada Jr., key witness in the anomaly in the canceled $329-million national broadband network (NBN) project.

This developed as pardoned former President Joseph Estrada urged the new graduates in two universities in Camarines Sur to rally behind Lozada in his quest for the truth about the alleged overpricing and bribery in the NBN deal between the government and ZTE Corp. of China.

Mrs. Aquino sent her message to Lozada and their supporters at the Mass held at the Immaculate Conception Parish of the Manila Cathedral School in Tayuman in Tondo, Manila through her two grandsons, Jiggy Cruz and Kiko Dee.

“We are here to tell you â€" especially Mr. Jun Lozada â€" that our grandmother still supports you. Just like you, we draw our strength from her,” Cruz told hundreds of faithful who attended the Mass.

In an interview with reporters after the Mass, Mrs. Aquino’s grandson revealed that her health has been “improving” since last week when she was diagnosed with colon cancer and started undergoing chemotherapy.

“She’s improving and she has better appetite now,” Cruz bared.

Lozada, who usually received words of encouragement from Mrs. Aquino in past Masses for truth, could not help but miss the former president.

“I feel abandoned now. I remember she would always tell me to be strong for my family and for my country,” he said in his speech after the Mass.

Lozada admitted he personally admires Mrs. Aquino.

“Even if she’s already hurting, she still thinks of our nation. I hope we pray for her,” he said.

A special moment for prayers for the speedy recovery of the former president was allotted during the Mass.

Lozada also alleged that the administration continues to threaten him. He said this was apparent when several policemen arrived at schools he visited last week.

He also said pamphlets were distributed in Tondo and Cebu City to destroy his character.

But the former environment official said he was prepared for such threats and character assassination.

“Tita Cory told me that I should be strong because more of these would come if the people won’t start to act,” Lozada said.

“Now I understand what is the purpose of these sufferings. Maybe I am an instrument to let the Filipino people open their minds on the reality of corruption in government and society,” he said.

Yesterday’s Mass, the seventh in a series of nine which coincided with the Catholic celebration of the Feast of Divine Mercy, was attended by some 1,000 faithful.

In the homily, parish priest Msgr. Claro Garcia urged the public to remain vigilant, especially against corruption in government. He said officials involved in such practices should not be tolerated but instead punished for their acts.

After the Mass, Lozada went to the Lupang Pangako Parish in Payatas, Quezon City for a forum.

Next week’s Mass for truth will be held at the Holy Trinity Parish in Balic-balic in Sampaloc, Manila.

According to the Association of Major Religious Superiors of the Philippines, they have already collected over P2.4 million in donation for the sanctuary fund for Lozada.

Vanguards of truth

In two separate speeches Estrada delivered before graduates of Partido State University in Goa and at the University of Saint Anthony in Iriga City, both in Camarines Sur, he said the new graduates should become vanguards of truth.

“The new graduates must be vigilant and be vanguards of truth. I am urging them to support Lozada and the people’s quest for truth about the anomalies that hound the NBN deal,” Estrada said.

Estrada said that he was saddened by the apparent conspiracy of big businessmen, segments of the Catholic Church, corrupt politicians, and the military to oust him in 2001.

“I cannot come to terms that I was removed only to be replaced by a corrupt dispensation which, to this very day, refused to be accountable and to be transparent before our people. It has refused to explain itself even as it had practically sunk you and me, your

children and grandchildren, the coming generation of Filipinos in the mire of debt and penury in the years and decades to come,” Estrada said.

Estrada said he will continue to lead an intensified campaign for truth about the NBN deal and fight corruption in government, especially that former President Aquino is now ill.

“The campaign and our search for truth will continue. It does not matter to me if they will jail me again as long as our goal to find out the truth will succeed,” Estrada said.

Estrada went to the University of Iloilo in Iloilo City last March 28 and proceeded to the Bicol region where he was invited as guest speaker of the commencement exercises in Partido State University and the Saint Anthony University, as part of his campus tour nationwide.

House Deputy Speaker Arnulfo Fuentebella handed over to Estrada a plaque of recognition, which was initiated by the town council of Tigaon, Camarines Sur, during simple rites in recognition of Estrada’s valuable assistance in building a new municipal hall.

The old Tigaon municipal hall was destroyed by typhoon “Loleng” in 1998.

A group of 28 southern Luzon congressmen called on the Catholic Bishops’ Conference of the Philippines (CBCP) to impose sanctions on Lingayen-Dagupan Archbishop Oscar Cruz for conduct unbecoming of a bishop.

Calling it the “height of ecclesiastical arrogance,” lawmaker-allies of President Arroyo warned Catholic bishops against allowing the unbecoming conduct of Cruz to go unpunished.

Cruz was earlier reported as saying that he would not allow a sinner like Mrs. Arroyo to receive Holy Communion.

Southern Luzon Alliance head Rep. Danilo Suarez of Quezon said they will be forced to elevate the case to the Vatican if the CBCP would not sanction the bishop.

“Archbishop Cruz cannot claim that what he said was taken out of context or misunderstood by members of media as that press conference, I believe, was videotaped,” Suarez said.

The senior administration lawmaker urged the CBCP to deal with Cruz, a vocal critic of the President, “for lying in public” when he backtracked on his taped statement before a weekly forum at Crown Plaza Hotel in Ortigas Center, Pasig City.

Suarez and his group said Cruz set a “very bad example to Catholics by telling a barefaced lie to backtrack on what a multitude of people heard him say during a press conference.”

“For a man of the cloth to try to spin his way out of the mess he himself created is appalling. He should have just apologized, instead of committing the very sin (lying) he is fond of accusing people of,” he added.

“It’s the height of ecclesiastical arrogance for an archbishop to be very quick in condemning others, while turning a blind eye on his own mistakes,” he said. “Worse, he is now trying to shift the blame on media by saying he was misquoted.”

The CBCP should consider that lying, especially when committed by priests or Church officials, is a grave sin that should merit Cruz the very action he threatened the President and her family with â€" a denial of Holy Communion, Suarez said.

He lamented that Cruz has been mixing politics with religion in violation of the constitutional provision on the separation of the church and the state.

He stressed that an archbishop should be the last to trifle with holy sacraments by making off-the-cuff remarks on denying anyone Holy Communion.

He said American archbishops even secured the ruling of the Vatican in determining whether to refuse communion to proponents of abortion and euthanasia in the US, showing the gravity they give to the matter.

In reply, then Cardinal Joseph Ratzinger, the present Pope, ruled that communion can only be denied to those who had been excommunicated officially by the church and those who had committed “grave” sins.

“From my readings into the matter, the church’s position is that before communion can be denied to anyone, prudent and conscientious judgment must first be made by church ministers,” said Suarez.

“I’m afraid Archbishop Cruz cannot claim being prudent and conscientious in many of his reckless and irresponsible utterances. He should undertake soul-searching to determine his own fitness to deny anyone communion,” he added.

‘CBCP has no power to sanction Cruz

The Catholic Bishops’ Conference of the Philippines (CBCP) is unlikely to impose sanction on Lingayen-Dagupan Archbishop Oscar Cruz for what allies of President Arroyo described as “ecclesiastical arrogance” by supposedly saying he would not give holy communion to the chief executive.

Bishop Leonardo Medroso of Tagbilaran, Bohol, chairman of the Bishops’ Commission on Canon Law, said only the Vatican can act on complaints against a bishop and impose penalty, not the CBCP.

“First, you can approach the bishop concerned and talk about the issue. Now if the bishop remains adamant about the whole thing, then they could report to the Papal Nuncio. That is why there is the Nunciature. That is the flow of power in the Church,” Medroso explained in an interview over Church-run Radyo Veritas.

He said any ordinary person could file a valid complaint against a bishop or any member of the clergy. The role of the Nuncio is to report the complaint to the Vatican.

“The CBCP has no power on this matter. It has no executive or disciplinary competence over individual bishops because individual bishops are autonomous from the body,” he stressed.

Medroso said the 28 congressmen from Southern Luzon who sought sanctions against Cruz, must first establish and prove that the senior bishop indeed committed a crime or violation of rules.

“They should first ask if he really said those words because I don’t think he would mean such words. I am sure of that,” he said in defense of Cruz.

“We have to be cool about all these things especially to the matters of conscience. We have to be very, very careful about these matters because it concerns not just one bishop, but also the whole Church,” he added.

Caloocan Bishop Deogracias Iniguez Jr., chairman of Bishops’ Public Affairs Committee, said the lawmakers should be extra-careful in accusing Archbishop Cruz.

“They should examine it closely because that may be encroachment on the Church,” Iniguez said in a text message.

A group of Southern Luzon congressmen called Cruz’s statement to refuse communion to Mrs. Arroyo and members of her family, as the “height of ecclesiastical arrogance.”

The lawmaker who are allies of President Arroyo warned Catholic bishops against tolerating the conduct of Cruz.

The senior administration lawmaker urged the CBCP to deal with Cruz, a vocal critic of the President, “for lying in public” when he backtracked on his taped statement before a weekly forum at the Crown Plaza Hotel in Ortigas Center, Pasig City.

Suarez and his group said Cruz set a “very bad example to Catholics by telling a barefaced lie to backtrack on what a multitude of people heard him say during a press conference.”

Archbishop Oscar Cruz of Lingayen-Dagupan denied yesterday saying that he would not grant holy communion to President Arroyo and her family.

Cruz, a staunch critic of the Arroyo administration, clarified that he only told a news conference in Mandaluyong City last Wednesday that he would not give communion to a known sinner but did not specifically refer to Mrs. Arroyo.

“No, I didn’t say no communion for GMA (Gloria Macapagal-Arroyo). Frankly I don’t know anymore which occasion I said that because it was a long press conference with the media group. I would not do that. That is quite offensive to say that I won’t give holy communion to the President and her family. I think that’s too rude for me to say,” Cruz told reporters.

But Cruz, former president of the Catholic Bishops’ Conference of the Philippines (CBCP), said he could not blame reporters who covered the press conference for misinterpreting several statements he made.

“Thinking it over, when my words were put together by those who were there, I would not blame them. We were talking about the government, corruption and communal action so I understand and I cannot blame the media for linking what I said about the President and the First Family,” he said.

Television and radio reports on Wednesday quoted Cruz as saying during the press conference: “I would not give communion to somebody receiving communion in public whom I know is a public sinner. I am sorry. I could be wrong and may God forgive me but I cannot do it.”

Cruz said he only stated a long-standing teaching of the Church, which says communion should not be awarded to a known public sinner.

“To give public sinners holy communion would create scandal among the people because it would seem to erase the distinction between rightful living and sinful existence. It was not a personal opinion, Christ had a very strong injunction on this principle,” Cruz stressed.

Asked if he considers the President a public sinner, the archbishop replied: “It will be hard for me to think about her as a saint. To say that she is a public sinner may be a strong statement, but for me that would be more comfortable than to say that she is a saintly and holy person. This is my thinking. I’m sorry if I will hurt anybody.”

The bishop said media might have drawn conclusions from these two statements because “consequently the person concerned is a very bad example of Christian living.”

Cruz said other bishops and priests will do the same.

He said it would be scandalous to grant communion to a known sinner.

He explained that before granting public sinners absolution and communion, they should first confess their sins and return what they stole.

But this was immediately challenged by his fellow prelate, Bishop Juan de Dios Pueblos of Butuan, who cited God’s mercy on sinners.

“As what Jesus Christ taught us, hate the sin but love the sinners,” Pueblos said in an interview over the Catholic Church-owned Radyo Veritas.

“I am just praying for Christians, especially servant leaders, to be compassionate and welcoming to sinners as Jesus Christ was,” Pueblos said.

Cruz is one of the few bishops who have openly criticized Mrs. Arroyo’s government. Many times, he called for the resignation of the President over alleged massive corruption and scandal hounding her administration.

Pueblos, however, earlier described Cruz as a “dangerous influence” on the leadership of the CBCP.

Meanwhile, Mrs. Arroyo’s election lawyer Romulo Macalintal assailed Cruz, saying that it was not accurate to say that the giving of communion is based on the personal conviction of the priest.

“Because there is the presumption that the one receiving communion has undergone confession and did penance and could receive communion following the process of reconciliation with God,” Macalintal said in a statement.

He said whatever the views of the priest or the lay minister, it is their duty to give communion and not to judge the Catholic faithful asking for it. He said sinners would be answerable to God.

Deputy Presidential Spokesman Anthony Golez said he found it hard to believe that Cruz would make such remarks.

“First of all, with due respect to the bishop, who is he to know the sins of everybody?” Golez said. “The role of the priests and the bishops is to save the faithful, not to separate them from the Church and that was taught to us for those who were educated in Catholic schools.

“Everybody needs salvation and the reason Christ came to this world is to grant us salvation.”

He said Cruz’s statements “hurt a lot.” Golez said it would hurt Catholics if priests deny the faithful salvation.

Golez said a lot of the Catholics are turned off if they see a priest or a leader of the Catholic Church meddle in politics.

He expressed hope that Cruz’s statements would not lead to Catholics losing respect for church leaders. â€" With Paolo Romero

NEW YORK (AP) -- Madonna wants the media to leave Britney Spears alone. "They need to step off," she told the "Yo on E!" satellite radio show. "For real ... Let's go save her." Madonna, 49, said her daughter, Lourdes, 11, feels the same way.

"She knows Britney, (but) she doesn't really watch TV or read gossip stuff," the pop star said in the interview. "I think she sort of gets the drift of what's going on, and I think she feels very protective of Britney."

Madonna and husband Guy Ritchie have a son, Rocco, 7, and are raising a Malawian boy they want to adopt.

"He's the life of the party," she said of David, who she brought home from Africa in 2006. "He loves music, he's an amazing dancer. ... He's a character."

She said caring for David is no different from her raising her biological children: "I thought it was gonna be, but it feels the same to tell you the truth."

As for speculation that her marriage is on the rocks, Madonna said: "It is ridiculous. ... I don't pay much attention to it."

The singer's spokeswoman Liz Rosenberg recently dismissed media reports that the Ritchies have split up, saying they "remain happily married." Rosenberg said that Madonna and filmmaker Ritchie, 39, were "joyfully back together at home in London" after living in separate countries for work purposes.

Madonna, whose new album "Hard Candy" arrives April 29, told "Yo on E!" that she plans to spend the summer in New York, and that she might kick off a tour this fall.

TAGUM CITY, Philippines -- Suspected New People's Army (NPA) rebels have attacked a new police substation in a village here, which police said was a "cheap attempt" to show force a day ahead of the group's 40th anniversary.

No one was hurt when a still undetermined number of communist guerillas fired at the P1-million Barangay (village) Magdum police outpost at around 9 p.m. Thursday although the building sustained slight damage, Senior Superintendent Benilito Bianzon, Davao del Norte police chief, said on Friday.

Bianzon said police and civilian volunteers manning the post retaliated but was uncertain whether they were able to inflict casualties against the attackers who used M14 rifles.

"It was an apparent diversionary tactic. The assailants were possibly on their way for their anniversary celebration somewhere and to draw away the attention of our policemen manning a [much reinforced] detachment near the area, the rebels hit at the substation," Bianzon said, adding the harassment could be "a last minute shot at an accomplishment to be boasted about" in the guerillas' anniversary.

Superintendent Dario Gunabe, Tagum city police chief, said the concrete wall behind the building bore bullet holes and glass windows were shattered.

"But [there's] no injury," Gunabe said, adding security has been beefed up in the outpost to thwart similar attacks in the future.

Bianzon said he had talked to Mayor Rey Uy and to village officials immediately after the incident and had drawn up plans to strengthen security in the area.

Four policemen and eight CVO members were detailed in the outpost during the incident.

The Magdum police substation is among the four police outposts inaugurated by the city government on Wednesday in an effort to beef up police presence in remote villages.

Other substations are located in the villages of Apokon, Canocotan, and La Filipina.

Vietnam has committed to supply the Philippines with 1.5 million tons of rice this year to alleviate an expected rice shortage in the coming months, the agriculture department said Thursday.

The agreement, signed by Philippine Agriculture Secretary Arthur Yap and Vietnamese Trade Minister Yu Huy Hoang, binds Vietnam to supply rice to the Philippines in 2008 except in case of natural disasters or unforeseen harvest loss.

The agreement also committed to take "strict measures" against illegal rice trading between both countries, the statement said.

The Philippine agriculture department said the price for the Vietnamese rice will be determined through the public bidding system between suppliers.

To further forestall any rice shortage, the US Department of Agriculture will also increase its credit commodity program with the Philippines to $75 million, clearing the way for the importation of an additional 100,000 tons of US rice into the country, the statement added.

The commitments were made as part of the Philippine government's efforts to avoid a rice shortage due to rising domestic demand and tight inventories around the globe.

Rice, the staple food for the country's 90-million populace, is a political commodity in the Philippines, and any fluctuations in price and shortages in supply could potentially rouse unrest, analysts have warned.

Last week, the National Food Authority, the state's rice-importing agency, announced it had bought some 335,000 tons of the grain mainly from Vietnam, Thailand and Pakistan to avoid any crisis in the months to come.

Agriculture Secretary Arthur Yap has reassured consumers that the country will have an adequate supply of rice, thanks to supply commitments from Vietnam and the United States, along with projected record harvests later in the year.

The Armed Forces of the Philippines (AFP) and Philippine National Police have gone on alert against possible rebel attacks by the New People’s Army (NPA), which celebrates its 40th founding anniversary Saturday.

"We are on alert for the occasion, just in case [the NPA] has plans," AFP chief General Hermogenes Esperon Jr. told reporters in Fort Bonifacio, after he attended the 111th Philippine Army anniversary rites.

The PNP, on the other hand, went on full alert beginning 6 p.m. Friday, spokesman Senior Superintendent Nicanor Bartolome said.

PNP Director General Avelino Razon Jr. had earlier said the alert status would only be upgraded to heightened.

“This is in preparation of the anniversary tomorrow of the New People’s Army. We don’t want our personnel to be placed in a situation where they will be surprised if ever there are plans from the NPA to conduct their own terroristic activities,” Bartolome said, although he acknowledged they have yet to receive reports of possible attacks.

Esperon said he has given ground commanders to determine the alert level in their respective areas, AFP spokesman Lieutenant Colonel Bartolome Bacarro said.

The AFP has a three-step alert system: white is the lowest, followed by blue, and the highest is red.

"We did not give an effective date [for the alert] because it is supposed to be part of a standard operating order," Esperon said.

The military chief said no alert will be raised in Metro Manila, since the guerillas are unlikely to launch attacks in the capital.

President Gloria Macapagal-Arroyo has vowed to wipe out the communist insurgency by the end of her term in June 2010.

“We are supporting the Armed Forces and conducting our security preparation…We are ready for them…We see that the 2010 deadline will be attained,” Bartolome said.

“Many [rebels] have been neutralized, some have been surrendering. We expect that their numbers will go down further especially since the 2010 deadline is close,” he added.

Lingayen-Dagupan Archbishop Oscar Cruz vowed yesterday not to give holy communion to President Arroyo, members of her family, and other known “sinners” in the country.

Cruz told the Newsmakers Forum held every Wednesday at the Crowne Plaza in Mandaluyong City that he will encourage the Catholic Church leadership, specifically the Catholic Bishops’ Conference of the Philippines (CBCP), not to allow any publicly known sinners like Mrs. Arroyo and members of the First Family to receive communion.

“A publicly known sinner and a good number of them receiving communion in public, I think it is a scandal. I would not give communion to people whom I know as a public sinner. No,” Cruz said when asked if he will give communion to the Arroyos.

Cruz said it pains him very much to see Mrs. Arroyo and the other publicly known sinners ostensibly going to Church every time the Arroyo government is being dragged in controversy, and receiving communion in public.

“In our moral theology, that is a principle. If one gives communion to sinners the Church is scandalized,” Cruz said.

Cruz also admitted that the CBCP is divided over the clamor for Mrs. Arroyo to resign because of monetary considerations.

He said at least eight bishops, including himself, are calling for Mrs. Arroyo to resign because they believe that the Arroyo government has no moral ascendancy to govern because of the rampant corruption involving ranking government officials.

Cruz said that there are also seven bishops who are supporting Mrs. Arroyo, while the majority of the 92 bishops nationwide are neutral.

He said the call of the CBCP for Mrs. Arroyo to allow Commission on Higher Education chairman Romulo Neri to testify before the Senate, abolish Executive Order 464 and to allow the other officials who have knowledge about the national broadband network (NBN) deal to reveal what they know about the scandal, can still change.

“The CBCP’s pronouncement is stagnant and static in terms of socio-economic issues. It can change. How could you just remain silent, quiet and stand still after you say the government is morally corrupt and morally bankrupt? It is not a political but a moral duty of the priests. I looked at that as a moral dimension. Once the politicians are already above the Ten Commandments, I will keep quiet. If politicians are exempted from the Ten Commandments, I will keep quiet. But if politicians are still bound by the Ten Commandments, I will continue to speak. The Church is the soul of the nation,” Cruz said.

Cruz said God is always in favor of those who follow the Ten Commandments.

The remains of a Filipina and her seven-month-old son who were killed by her Japanese husband in Tokyo last week are scheduled to arrive in Manila on Sunday.

Vice President Noli de Castro, who is also the Presidential Adviser on overseas Filipino workers (OFWs), said yesterday that Consul General Sulpicio Confiado of the Philippine Embassy in Tokyo reported that the bodies of Crisanta Mahusay Lopez-Nagano and her son Naomasa will arrive at the Ninoy Aquino International Airport at around 1:30 p.m.

De Castro said the remains of the victims will be brought to Tokyo Sosai Funeral Parlor today. The bodies will be brought to Narita Airport tomorrow and will be flown by Philippine Airlines to Manila.

The bodies will be brought to the Filipina’s hometown in Roxas City on Monday.

De Castro sought the assistance of PAL for the repatriation of the mother and son’s remains.

In response to De Castro’s request, PAL president Jaime Bautista, in his letter received by the Vice President’s office yesterday, said that PAL approved the free transport of the remains of the victims from Japan to Manila then to Roxas City.

Danilo Lim, PAL country manager in Japan, is coordinating with Confiado for the transport of the bodies.

Michael Lopez, the Filipina’s brother, asked De Castro on Monday for assistance for the repatriation of his sister and nephew’s bodies since they did not want the remains to be cremated in Tokyo.

Foreign Affairs spokesman Claro Cristobal said Confiado reported to the Department of Foreign Affairs (DFA) the results of the autopsy on Crisanta and her son Naomasa.

“Autopsy results, as well as other forensic evidence gathered at the family residence in Tokyo where the killings took place, have established that the Filipina, Crisanta Mahusay Lopez-Nagano, died from severe bleeding from knife wounds, and her seven-month-old son, Naomasa, from strangulation in the morning of March 17 as confessed by husband, Masayoshi Nagano,” Cristobal said, quoting Confiado’s report.

The report said the incident happened on March 17 in Higashi Kurume City, Tokyo.

The victim’s family asked the Philippine Embassy in Tokyo not to allow the cremation of their remains.

“The embassy requested a stay of cremation of the remains, as per wishes of the victim’s family,” Cristobal said.

The 43-year-old Japanese suspect surrendered to police last Thursday morning.

“He confessed that he killed his wife and child because he was worried about an outstanding loan and that he intended but he could not kill himself also,” Cristobal said.

Philippine communist rebels marked their insurgency's 40th anniversary with a vow Friday to take advantage of rising food prices to stir up public discontent and intensify attacks on government troops.

The government has repeatedly dismissed the 6,000-member New People's Army as an ideologically spent force with little popular support, and the military has said it will wipe out the insurgents by 2010.

But the rebels said in a statement they would continue "to seize the initiative and launch far more tactical offensives against the enemy than last year."

They also said they aim to take advantage of the country's rapidly worsening food situation and blamed President Gloria Macapagal Arroyo's policies for the rising price of rice and other essential goods.

The 117,000-strong police force declared a nationwide alert in anticipation of rebel attacks on the anniversary Saturday, said spokesman Nicanor Bartolome. He said rebels usually launch strikes every March 29.

Farmers' groups have warned that the Philippines faces its worst rice crisis in decades due to tight worldwide supply and higher oil and fertilizer costs. The government insists there is no shortage and is beefing up rice stocks with imports from Vietnam and Thailand.

The rebel statement said the Philippines "faces the grave problem of shortage and soaring price of rice. This problem has already caused malnutrition on a national scale and starvation in certain areas."

It did not give details of the reported malnutrition.

The rebels linked the current food problems and rising commodity prices to a crisis of "the world capitalist system," led by a slowdown in the United States, the Philippines' major foreign ally and trading partner.

"The celebration of the U.S. as the engine of growth and as the market of last resort for the world economy is practically over," they said.

The rebels have waged a rural-based insurrection, attacking police and military outposts and surviving on extortion through the collection of so-called "revolutionary taxes" from companies active in areas where they hold ground.

They said they launched more than 500 attacks last year.

The rebels withdrew from peace talks in 2004 after accusing Arroyo's government of instigating their inclusion in U.S. and European Union terrorist lists.

LOS ANGELES â€" Ramiele Malubay, the 20-year-old Filipino American sushi waitress from Miramar, Florida, dreams of becoming the first Asian Idol.Malubay, who made it to the top 24 and survived the first round of eliminations in the top-rated talent show American Idol, disclosed in her “AI” website interview, “I joined ‘American Idol’ not to be famous but to represent the Asian people.”

During the audition process, she mentioned she idolizes former ‘AI’ finalist Jasmine Trias (see separate article on Jasmine Trias) as well as Regine Velasquez, Lani Misalucha, Aretha Franklin, Mariah Carey, Tamia, Diana Ross, Spice Girls, Christina Aguilera, Robyn, Lauryn Hill, Minnie Riperton, Mya, Lilly Allen, Natasha Bedingfield, Nina and The Supremes.

The spunky and eloquent Malubay sang Dusty Springfield’s “You Don’t Have to Say You Love Me” with poise and confidence that she easily won the nods of the three “AI” judges.Randy Jackson said, “You were classy and almost performed like a pro.” Paula Abdul noted, “You are a force to be reckoned with.”

And once a critic of Malubay during the audition in Hollywood, Simon Cowell changed his tone and praised the Filipina singer. He said, “You out sang every single person.”Even Los Angeles Times writer Ann Powers was impressed with Malubay that she commented, “Ramiele Malubay was rightly praised for dusting off Dusty Springfield’s ‘You Don’t Have to Say You Love Me’ with aplomb, and her secret ingredient was a dollop of the elegant cheesiness that typifies Asian pop. Malubay’s serious pipes are fast defeating ‘Idol’s’ anti-brown bias â€" along with David Archuleta and Danny Noriega, she’s forcing the show’s producers to acknowledge that not every talent comes in black or white.”

The four semifinalists who were eliminated in the first round because they received the fewest votes were Joanne Borgella, Amy Davis, Colton Berry and Garrett Haley.Left to compete aside from Malubay were Kristy Lee Cook, Asia’h Epperson, Alexandrea Lushington, Kady Malloy, Syesha Mercado, Amanda Overmyer, Carly Smithson, Alaina Whitaker and Brooke White among the girls.

The top 10 guys are David Archuleta, Robbie Carrico, Jason Castro, David Cook, Chikezie, David Hernandez, Michael Johns, Luke Menard, Danny Noriega and Jason Yeager.Malubay, who auditioned in Miami, Florida, started singing when she was only 12 and admitted that she has a vocal coach.

In the “AI” site, she mentioned that she slapped her face when she made it to the audition out of disbelief. “I could not believe I made it so I slapped my face,” she said. “When Paula was telling me that I made it I could not believe it. I thought she was just psyching me up or something. I freaked out a little bit but up to now I still cannot believe I am in. I had a plain look on my face while I was walking on the street. Probably one of these days, it will finally hit me,” she disclosed.

She revealed that she usually performed on her cousins’ birthday or in the shower. “But of course, performing onstage is much better than performing in the shower,” she pointed out.The former nursing student said that she is grateful for all the support that her parents have showered her. “They bring me to all the auditions and performances. They take time off from work just to drive me there and gas is not cheap. They bring me shopping for clothes,” she disclosed.

Her father, she added, “even flew to California just to support me and have dinner with me. I know I am no longer a minor so they don’t need to be there during the shows, but I always feel weird when my family is not around. ”She confessed that it is her sister “who knows when I am singing off key.” She laughed and added, “She makes the ugliest face in the audience like this (mimicking a lopsided grin) and I would tell her, ‘Why did you make that face?’ And she said, ‘You were bad!’”

But Malubay said that she really did not mind the brutally frank comments of her sister because “that encourages me to do better.” She narrated that her most embarrassing moment was when she was singing for an event. “Right at the beginning of the song, I slipped because of my heels,” she revealed. She said that if she were not chosen as the next “American Idol” it would not stop her from singing again. “I will learn from the experience and probably go back to school and finish my nursing course,” she said.

But in the meantime, she wants to fulfill her dream of becoming the first Asian Idol and “to become a better person, have a better relationship in the love department… and just continue to be happy.”

Poorly cooked or insufficiently barbequed pork (or any meat, for that matter) is dangerous to health, because of the infection, or infestation with parasites, that they can cause. Improperly cooked pork, for instance, can lead to a parasitic disease known as Trichinosis, caused by a round worm called Trichinella spiralis.

While waiting for the discovery of the fountain of youth, here are some tips on healthy activities that could add years to your life: abstinence from smoking adds 1.3 years; vegetarian diet (fruits, vegetables, legumes, whole grain), 2.4 years; eating nuts five times a week, 2.9 years; healthy weight, 1.5 years, vigorous exercise 3 times a week, 2.1 years and Tubag Bohol dokdokers 100 post per day can adds 200.5 yrs ;D(Joke!). All these good habits alone can add up to more than 10 years to your life, according to the studies conducted by health experts at Loma Linda University in California. This is one of the many scientific investigations that support the same conclusions. Noteworthy too is the fact that persons with high blood pressure and/or diabetes mellitus AND normal total cholesterol level (not higher than 150) do a lot better and have lesser hardening of the arteries, compared to those individuals with high blood pressure and/or diabetes whose total cholesterol is high. Staying away from red meat and concentrating on fish, vegetables, fruits, a high-fiber diet, and following the other tips listed above, do, indeed, pay great dividends in terms of health and longevity.

SINGAPORE â€" Singapore’s highest court on Monday rejected the Philippine government’s appeal for the transfer of 25 million US dollars in assets allegedly belonging to the late dictator Ferdinand Marcos. The Court of Appeal affirmed an earlier ruling by a Singapore High Court judge who said the Philippine government must prove that it owns the bank deposits in the face of competing claims from other parties.

The rival claimants to the money â€" now held in escrow â€" include human rights victims of Marcos’s 21-year rule, along with four foundations and a corporation alleged to be Marcos fronts.Marcos was toppled in a popular revolt in 1986 and died in exile in Hawaii in 1989. He was accused of plundering billions of dollars from his impoverished country, but his family denies the accusation.
The Singapore appeal court said the 25 million dollars was the remainder of some 100 million dollars in Marcos funds deposited in Singapore. The rest had been transferred to the Philippine government in 2003.

The Philippine government demanded to be given the remaining money and opposed the rival claims in Singapore’s judicial system by invoking the principle of state immunity in foreign courts.“The Court of Appeal held that the doctrine of state immunity did not apply to the present case at all since the property in dispute was not in the possession of the sovereign state,” it said in a summary report Monday.

The judgement identified the four foundations also claiming the disputed money as the Maler Foundation, Avertina Foundation, Palmy Foundation and Vibur Foundation. The other claimant is Aguamina Corporation.More than 500 civil and criminal suits have been filed worldwide against members of Marcos’s family and his estate.Despite years of hearings and investigations, no Marcos relative has been sent to jail, but human rights victims won a judgement for damages in a Hawaii court, which forms the basis of their claim to the assets in Singapore- AFP.

Facing a looming rice shortage, the Philippines has come up with a novel way to conserve the staple cereal â€" eat less.
Manila newspapers said the government has asked the country’s fast food outlets to offer half portions of rice.“I’m asking fast-food restaurants to give their customers an option to order half a cup of rice,” Agriculture Secretary Arthur Yap was quoted as saying. “People don’t really finish their rice.” Fast-food restaurants such as Jollibee, McDonalds and KFC are popular among Filipino families, especially those on low incomes, and serve rice with most of their meals.

The Philippines is struggling to source supplies of up to 1.8 million metric tons of rice this year amid tight global supply and surging prices. The Department of Agriculture has warned of a rice deficit of 2.1 million metric tons this year.
Meanwhile, in anticipation of a rice deficit, the Philippines is spending an additional 36.12 million dollars on higher yielding rice varieties, officials said Wednesday.

Yap said the threat faced by the country was “unprecedented (because) internationally, the rice supply is so thin,” making it harder for the country to import from abroad. The government was already preparing for the traditional lean months in rice production of June to September. “We are doing what we can to ensure we have no shortage and we have no shortage now,” he told reporters, saying the country still had a 57-day stock of rice.

Yap said that Arroyo had allocated an additional 1.5 billion pesos to buy higher yielding rice seeds to be distributed during the country’s traditional rainy season that starts after June to increase production. Aside from this, the National Food Authority (NFA), which is in charge of importing rice, “will have to continue buying... to prepare for the possibility that in the lean months, we will have to rice to distribute,” said Yap.

The NFA this week announced it had bought 335,500 tons of rice mainly from Vietnam, Thailand and Pakistan, to avoid any crisis in the coming months. Yap also cited the need for conservation of rice, saying that government studies found the country was wasting 25,000 sacks of rice everyday.

This was why he requested restaurants to offer smaller portions of rice so they would not leave so much uneaten food, Yap said.
He said the government had successfully increased rice production to a record 16.3 million tons in 2007 despite a prolonged drought and had been steadily been posting gains in output. Despite this, the price of rice had risen by two to three pesos per kilogram over the past year, Yap said.

Rice is a politically-sensitive commodity in this archipelago and sharp increases in its price or shortages in supply have sparked popular unrest. The country has long been an importer of rice and not even increases in local production have been able to meet local demand. In 2007 Manila imported 1.871 million tons of rice, mostly from Vietnam with a little from Thailand and the government expects to import more than two million tons this year. â€" AFP

OMAHA, Neb. â€"  A 10-year-old Nebraska girl with terminal brain cancer had a simple last wish: to have her dad by her side as she lay on her death bed.

On Wednesday, seemingly against all odds, Jayci Yaeger's wish came true.

Her father, Jason Yaeger, who has been locked up in a South Dakota federal prison on methamphetamine charges, was allowed to see his daughter for what may be the last time.

He was furloughed after a barrage of letters and phone calls from around the country convinced officials to let him visit the hospital, according to KETV.com.

Jayci, who cannot speak, move or eat, could sense that her father was next to her and feel his touch, because she began breathing more heavily during his visit, the family told FOX News.

But to their disappointment, the visit lasted only about 30 minutes.

"She wants her dad. She goes to her room crying because she wants her dad," Jayci's mom, Vonda Yaeger, told KETV before the prison warden agreed to permit Jason to see his daughter.

The girl's condition has been described as minute-to-minute, and she recently suffered a stroke.

Vonda Yaeger said Jayci went into respiratory distress three times on Thursday.

Jason Yaeger has been behind bars for almost five years, and has battled drug addiction. He is scheduled to be released to a halfway house in August.
