Technology / Chinese Student Files Case Against Microsoft
September 16, 2007, 12:18:55 PM
Xinhua - A Beijing University student has sued Microsoft for allegedly gathering personal information via Windows Genuine Advantage.

He has demanded a compensation of 1,350 RMB (around US$ 180) and an open apology printed in a national newspaper.

The student has accused Microsoft of using WGA to gather information about his computer and himself, rather than solely checking whether or not the installed Windows XP system was genuine.

A Microsoft spokesman has declined to speak on this issue and said that the matter is under investigation.

Technology / Torrent Devotees Fight Back
September 16, 2007, 12:14:05 PM
The company MediaDefender works with the RIAA and MPAA against piracy, setting up fake torrents and trackers and disrupting p2p traffic.

Previously, the TorrentFreak site accused them of setting up a fake internet video download site designed to catch and bust users.

MediaDefender denied the entrapment charges. Now 700MB of MediaDefender's internal emails from the last 6 months have been leaked onto BitTorrent trackers.

The emails detail their entire plan, including how they intended to distance themselves from the fake company they set up and future strategies. Other pieces of company information were included in the emails such as logins and passwords, wage negotiations, and numerous other aspect of their internal business.

Enough with the eensy weensy flash memory drives such as Dell's 64GB model. It's time for a solid-state disk whose capacity is closer to a conventional hard drive with spindles and platters

Bitmicro Networks this week announced a 2.5-inch flash drive with a capacity of 416GB that will be available in March 2008.

Alas, though, the drive is geared for military, industrial and commercial users, not for arming high-end PC owners with bragging rights. Bitmicro's drive is designed to withstand shocks, vibration, and hot and cold temperatures.

Not being a conventional retail product, it's no surprise that Bitmicro didn't disclose a price. But given that the 64GB drive in Dell's Alienware PC costs $920 or so, I'm guessing that it's probably better to remain ignorant.

A list of the world's most polluted places has been published by a US-based independent environmental group.

The Blacksmith Institute's top 10 towns and cities included sites in ex-Soviet republics, Russia, China and India. Peru and Zambia were also listed.

The report said an estimated 12 million people were affected by the severe pollution, which was mainly caused by chemical, metal and mining industries.

Chronic illness and premature deaths were listed as possible side-effects.

The annual review, which debuted in 2006, is listed alphabetically, and the sites are unranked "given the wide range of location sizes, populations and pollution dynamics".

Top 10

Sumgayit, Azerbaijan; Potentially 275,000 affected

Linfen, China; Potentially 3m affected

Tianying, China; Potentially 140,000 affected

Sukinda, India; Potentially 2.6m affected

Vapi, India; Potentially 71,000 affected

La Oroya, Peru; Potentially 35,000 affected

Dzerzhinsk, Russia; Potentially 300,000 affected

Norilsk, Russia; Potentially 134,000 affected

A Chinese journalist working for the New York Times has been freed after almost three years in jail in China.

Zhao Yan was arrested in 2004 and later charged with leaking state secrets, prompting condemnation from human rights groups and Western governments.

That charge was dropped but he was then convicted of defrauding an official of $2,500 - a charge he has always denied.

On his release, he was met by friends and relatives including his sister, who said he was in good spirits.

Zhao Yan was released from prison early on Saturday morning, but chose not to make any kind of statement.

Reporting restrictions

Mr Zhao, 45, works as a research assistant for the New York Times in China.

He was detained by state security forces in September 2004 after writing a short note about political rivalries among China's leaders.

Buot Kong Moipon Sa Dagat
sinulat ni m. ligalig

Buot kong moipon sa dagat
aron imo akong languyon
hangtud sa tumoy sa baybayon,
aron imo akong salumon
ug pangitaon ang atong ugma,
aron imo akong tugkaron
ug mahikap ang atong damgo.

Apan gisud-ong ko lang ikaw
nga gidula-dulaan sa mga balod.

Buot usab ako mahimong balod
aron itukmod ko ikaw
ngadto sa lapyahan nga mamingaw,
aron masubay ko ang tanang eskina
sa imong lawas ug panagway,
aron maguyod ko ikaw ngadto
sa kalawran sa atong kasingkasing.

Apan nagpasilong lang ako ning bato,
pang-pang daplin sa dagat diin
ikaw akong gihumdan sa pagsud-ong.

Nabasa ako sa kainit sa adlaw
apan wala ako mosibog
aron sundon ang landong sa bato -

palabihon ko nga mauga
ang tinulo sa nagbukal kong dughan
kay nasayod ako nga dili na madugay
ang paghubas sa dagat.

The manifestation of the Spirit is given to each one for the profit of all. â€"1 Corinthians 12:7

In 1869, John Roebling dreamed of building a massive bridge over the East River from Brooklyn to Manhattan. Unfortunately, at the outset of the project, his foot was crushed in an accident. In the recovery process, Roebling insisted he knew best and took charge of his own medical care. After refusing help, he began to show signs of tetanus. Before long, Roebling’s jaw had locked into a permanent smile. Seizures and dementia plagued him until his death weeks later.

The Bible records a story about an independent person who balked at the help offered him. Naaman, a great warrior of Syria, suffered from leprosy. He sought out the prophet Elisha for healing but had preconceived ideas about how the healing should take place. So when Elisha sent his messenger to tell him to dip in the Jordan River seven times, Naaman was enraged. But Naaman’s own servants gave wise advice: “If the prophet had told you to do something great, would you not have done it?” (2 Kings 5:13). And so Naaman followed the prophet’s simple instructions, and his leprosy was cured.

God gives us gifts to aid each other (1 Cor. 12:7). But self-sufficiency shuts the door on much-needed help. Let’s be open to the helping hand He provides. â€"Dennis Fisher

The Lord extends His gracious hand
To those in desperate need,
He lifts them up, He helps them stand
Through caring saints and loving deed. â€"D. De Haan

The first step in getting help is humility.

Atienza leads Bohol groundbreaking rites for one-stop environmental shop

Department of Environment and Natural Resources (DENR)Secretary Lito Atienza leads on Friday groundbreaking rites for a one-stop shop facility in Tagbilaran City in Bohol, his office announced.

The facility will provide land registration and other land-related services to the public.

Before the rites, Atienza and Bohol Gov. Erico Aumentado are to forge an agreement granting the DENR a 50-year exclusive use of a parcel of land owned by the provincial government for the one-stop shop.

From Tagbilaran City, Atienza plans to proceed to Corella, a 6th class municipality of Bohol and home to Bohol's world-famous endangered resident tarsier, to distribute some 50 land patents to farmers. He will be assisted in the land distribution activity by Corella Mayor Vito Rapal.

While in Corella, Atienza will also meet with officers of the Philippine Tarsier Foundation to discuss the 7.4-hectare tarsier sanctuary in Brgy. Canapnapan, some 14 km north of Tagbilaran City.

On September 15, Atienza will lead the mangrove planting project in a coastal area in Barangay Bool, also in Tagbilaran City. Bool is where the blood compact shrine stands.

He will lead the cleanup of the same coastal area in observance of the 22nd International Coastal Clean-Up Day.

Proclamation No. 470 provides for the observance of the 3rd Saturday of September as International Coastal Clean-Up Day, while Proclamation No. 244 declares the month of September as National Clean-Up Month.

Sobriety was how Boholanos took the guilty charge the Sandiganbayan handed upon former President Joseph Estrada.

While the authorities deployed some 6000 policemen in Manila over fears that the verdict would be met with violence, in Bohol, it was business day as usual with slightly a pause in the throb.

And while some vocal Boholanos aired opinions over the local airlanes hours before the Sandiganbayan was to read its verdict, more Boholanos took to their own positions and assumed a wait and see attitude on the verdict.

"It's good our prayers were heard," said one Roman Catholic priest who has been openly asking his parishioners to learn to accept whatever comes out of the verdict.

Here, even militant Bagong Alyansang Makabayan (Bayan) through chairman John Ruiz, said they accept the decision to convict. None of their allied groups came out of the streets to join the few Erap supporters who gathered near the Sandiganbayan.

"The verdict offers a small measure of justice and is acceptable insofar as it points out the wrongdoings of the former president," Bayan website declared.

The case, which took up the better part of six years to resolve started when the Ombudsman filed a P4.097B plunder case against the former president in April of 2001.

The plunder case was the made up of four charges: acceptance of P545 million in protection money from "jueteng", misappropriation of P130 million in tobacco excise taxes, collection of a P189.7-million commission from the sale of real estate firm Belle Corp. shares, and depositing P3,233,104,173.17 in a bank account under the name Jose Velarde.

Also named co-accused were Jose "Jinggoy" Estrada, Charlie "Atong" Ang, Edward Serapio, Yolanda Ricaforte, Alma Alfaro, Eleuterio Tan (a.k.a. Eleuterio Ramas Tan or Mr. Uy) and Jane Doe (a.k.a. Delia Rajas).

from the United Nations Health Agency

28 March 2007 â€" Male circumcision should be recognized as an additional important step in curbing heterosexually acquired HIV in men after trials showed that the procedure cut the risk of infection by up to 60 percent, the United Nations health agency said today.

Modelling studies suggest that male circumcision in sub-Saharan Africa could prevent 5.7 million new HIV cases and 3 million deaths over 20 years, the UN World Health Organization (WHO) added, summarizing the findings of an experts meeting it convened earlier this month together with the Joint UN Programme on HIV/AIDS (UNAIDS).

But circumcision should only be considered as part of a comprehensive prevention package that includes treatment for sexually transmitted infections, promotion of safer sex practices and provision and correct use of male and female condoms.

“The recommendations represent a significant step forward in HIV prevention,” Kevin De Cock, Director of WHO’s HIV/AIDS Department, said. “Countries with high rates of heterosexual HIV infection and low rates of male circumcision now have an additional intervention which can reduce the risk of HIV infection in heterosexual men.

“Scaling up male circumcision in such countries will result in immediate benefit to individuals. However, it will be a number of years before we can expect to see an impact on the epidemic from such investment,” he added.

Three randomized controlled trials in Kenya, Uganda and South Africa provide strong evidence that male circumcision cuts the risk of heterosexually acquired HIV infection in men by about 60 per cent, supporting numerous observational studies showing that the correlation between lower HIV prevalence and high rates of male circumcision in some countries in Africa is, at least in part, a causal association.

Currently 665 million men, or 30 per cent of men worldwide, are estimated to be circumcised. But counselling of men and their sexual partners is necessary to prevent them from developing a false sense of security and engaging in high-risk behaviours that could undermine the partial protection provided by circumcision, WHO stressed.

“Being able to recommend an additional HIV prevention method is a significant step towards getting ahead of this epidemic,” Catherine Hankins, Associate Director of UNAIDS Department of Policy, Evidence and Partnerships, said. “However, we must be clear: male circumcision does not provide complete protection against HIV.

“Men and women who consider male circumcision as an HIV preventive method must continue to use other forms of protection such as male and female condoms, delaying sexual debut and reducing the number of sexual partners,” she added.

The risks involved in male circumcision are generally low, but can be serious if it is undertaken in unhygienic settings by poorly trained providers or with inadequate instruments. Wherever the service is offered, training and certification of providers as well as careful evaluation of programmes will be needed.

A significant public health impact is likely to occur most rapidly if male circumcision is first provided where the incidence of heterosexually acquired HIV is high, and countries with generalized heterosexual HIV epidemics but low male circumcision rates should consider urgently scaling up access to the procedure.

In view of the large potential public health benefit, countries should also consider providing the services free of charge or at the lowest possible cost to the client.

Science and Research / Advantages of Circumcision
September 14, 2007, 02:34:38 PM
Why parents should have their male kids circumcised

  • Circumcision lowers your son’s chances of getting a urinary tract infection (UTI) in the first year of life.
Although a rare condition, cancer of the penis is essentially eliminated in circumcised males.
Research shows that males who are circumcised have a slightly lower risk of getting sexually transmitted diseases (STDs).
Circumcision eliminates foreskin infection that occur at the peak ages of 3 to 5 years.
Circumcision prevents phimosis, a narrow opening that makes it impossible to retract the foreskin at a later age.
Genital hygiene, which is particularly important in unsanitary conditions, may be easier after circumcision

No. According to research, circumcised men have a lot of advantages than the uncircumcised. Many research studies have agreed on this.

Cebu Pacific (CEB), the country's budget airline and leading domestic carrier, will reduce its year-round 'Go' fares for its international routes beginning September 14, 2007.

The lowest year-round fare for Manila-Guangzhou, Manila-Xiamen and Manila-Taipei was slashed by 50%, from P1999 to as low as P999 one-way.

The Manila-Bangkok and Davao-Hong Kong fare now starts from P1499, down from P2499. The Manila-Hong Kong, Cebu-Hong Kong and Manila-Macau fare was marked down from P1999 to P1499.

The Manila-Jakarta, Manila-Shanghai and Davao-Singapore fare was slashed by 33%, from P2999 to P1999. The one-way fare for Manila-Singapore and Cebu-Singapore was also reduced from P2499 to P1999, a cut of 20%.

Candice Iyog, CEB vice president for marketing and product, stated, "Once again, we are doing an unprecedented reduction of our year-round 'Go' fares. We want the public to realize that with our year-round lowest fares, travel has become very affordable. You no longer have to wait for Christmas or summer to take that much needed vacation, whether internationally or domestically."

CEB reduced its domestic 'Go' fares by up to 65% last July, 2007.

"We have always been committed to providing the lowest fares for every Juan. It is through this focused strategy that we were able to gain domestic leadership and we hope to replicate this internationally to Asia as well." Iyog explained.

Just yesterday, CEB started their daily service from Manila to Shanghai.

Iyog emphasized that the best way to get the CEB lowest 'Go' fares is to plan trips and purchase tickets as early as possible. She also added that the best way to purchase tickets is via cebupacificair.com.

Now in its 12th year, CEB has the youngest fleet in the Philippines at just over one year. CEB operates 14 Airbus aircraft to its 20 domestic and soon to be 12 regional destinations with the addition of Xiamen, Guangzhou, and Macau in the coming month.

The interview lasted for about 45 minutes, and was humbly given a seat of admissions to the University of Pittsburgh School of Medicine for this upcoming Fall 2008 semester. Ning ask sila nako if gusto kono ko mo accept immediately, gi ingnan sila that i will take the mandatory 4 weeks to decide; the reason why because i have upcoming interviews for UMDNJ (University of Medicine and Dentistry New Jersey--Robert Wood Johnson School of Medicine) and in University of Sint Eustatius, Spartan Health Sciences University this month and in early october. Dili ko gusto mo rush into things--specially not when i havent even seen all options yet. Pero---my parents are telling me to accept UPITT immediately, but we'll see. In Thailand, the economy is dependent on two things: export and tourism.

I have a classmate here who is making scented candles. One order alone from a single customer in Europe is P1 million plus.

What makes me sad is that our government does not pay attention to export potentials of our country.
Our officials would always want bridges, dams, airports - and most are just ghost projects.

Where will we be a year hence, two years? No one really knows, but this forum is undoubedly moving people and events... I guess, given a few more months, our politicians should snap to attention to issues raised in this forum as they find their echoes in the mainstream media...

As they say, the journey is just as important as the destination.

If we have 50,000 Boholanos here and they will unite in one voice agreeing or disagreeing to a particular issue, then that unity would be powerful enough to shake the ears of our leaders.

Hewlett-Packard's microneedle technology, used in its inkjet cartridges, could soon be used in transdermal patches to deliver a time-controlled release of drugs to patients.

Still at the prototype stage, the patch will likely be 25 mm square in size and 3 mm thick.

It will incorporate an array of microneedles that are between 75 and 100 microns, which will penetrate the top dry layer of the skin, also known as the stratum corneum.

Above the microneedles is an array of wells, [and] those wells can hold one or more drugs, the device has "an active mechanism to push the drug through the needle".

"Russia has tested the "Father of all bombs," a conventional air-delivered explosive that experts say can only be compared with a nuclear weapon in terms of its destructive power.

The device is a fuel-air explosive, commonly known as a vacuum bomb, that spreads a high incendiary vapour cloud over a wide area and then ignites it, creating an ultra-sonic shock wave and searing fireball that destroys everything in its wake."

The site is four months old yet. Still a baby. Google will trust your site only after it turns 2 years. This would mean your site is not a spam. However, I was able to bypass this rule as Google has already indexed more than 4,000 pages of Tubag Bohol and counting.

Search optimization is a tricky game and sometimes you won't know if you're really doing it the right way. It's a trial-and-error affair. Google's main page has posted specific guidelines and instructions on how to make a site Google-friendly.

Cebu Pacific Air completed its maiden flight to Shanghai, the first of four Chinese destinations to be served by the Gokongwei-owned budget carrier.

The 150-seat A319 deployed for the daily Manila-Shanghai service took off for the first time on Wednesday night at 8:05 p.m. It arrived at the Shanghai Pudong International Airport at 11:45 p.m. The Airbus aircraft departed from Shanghai at 12:30 a.m. Thursday, and returned to its home base at the Ninoy Aquino International Airport terminal 1 at 4:10 a.m.

Cebu Pacific is the only Asian budget carrier serving international flights to and from Shanghai.

Also set to take off are direct flights from Manila to Xiamen, Guangzhou and Macau. Cebu Pacific will start flying to Xiamen later this month, and to Guangzhou and Macau in October.

"Seeing that China is a growing tourist market for the Philippines, we want to be able to replicate the success of our low-cost model in the Philippines in China as well," said Candice Iyog, vice-president for marketing.

The lowest "Go" fare to Shanghai starts at P2,999 one-way. Iyog said the fastest way to book tickets is through the airline's Website, www.cebupacificair.com.

Some public servants need to realise that the people must get rich before they can also get rich.

They don't have this mindset, Ben. The mentality is to get as much as they want and leave the people destitute.

You may be right that Bohol Officials are not as corrupt as those in other provinces, but we have multi-million projects (even billions) that remain in question until today. For instance, in the town of Talibon, the government reported it had spent P200 million for a dam, but the dam is all fiction.

I have implemented certain techniques to optimize this site for higher search ranking. And I think I have succeeded in one way or another because there are certain search keywords that would give No. 1 rank in google search results.

The Bohol Chronicle

A new method of approving rate adjustments that can be implemented without public consultations by power distribution utility companies is now the subject of opposition by one of the members of the board of Bohol Light Company Inc. (BLCI).

This was learned in a Chronicle interview with former OIC Gov. Victor dela Serna, one of the provincial government's representative in the Bohol Light board of directors.

The new scheme was adopted by the Energy Regulatory Commission (ERC) since April 2006 mandating all power utilities to register into the so-called performance based regulation (PBR).

Under the PBR system, power utility companies will designate the Private Electric Power Operators Association Inc. (PEPOA), an organization created and funded by power utilities, to negotiate with the ERC all applications for power rate increase, Dela Serna said.

Presently, Bohol Light is one of two utility firms that has yet to comply with the PBR system and be a member of the PEPOA.

According to Dela Serna, in order for Bohol Light to be a part of PEPOA, it has to adopt a board resolution for the utility company to enter and execute a memorandum of agreement (MOA) with ERC and PEPOA, authorizing the latter in facilitating all Bohol Light's application for rate increase.

Dela Serna said this new scheme threatens the interest of concessionaires of Bohol Light.

He said, anytime the company decides to raise its rates, it can do so without going through the process of public hearings and authorization from the Sangguniang Panlugsod (or Sangguniang Bayan) of the local government unit affected by the rate hike.

Only the PEPOA, which will now be the liaison of the utility firm, could negotiate increases at the ERC in behalf of Bohol Light, Dela Serna added.

Adopting the PBR system is another way of lessening the workload of the ERC especially in the conduct of public hearings for applications for increase of all privately-owned power distribution utilities nationwide.

The ERC does not have to go to the provinces and individually conduct public hearings on all rate increase applications.

"Bohol Light consumers will wake up one morning without knowing that their electric bills have gone up," according to Dela Serna.

The Bohol Chronicle

The Sangguniang Panlalawigan of Bohol has planned of filing injunction case in court to block the imposition of electric rates increase sought by the Bohol Light Company, Inc. (BLCI).

Vice-Gov. Julius Caesar Herrera, who presided over the 11th regular session of the SP yesterday, proposed the filing of said court action approved by the body as a concrete action to respond to the growing complaints against the increase.

This came after provincial board member Alfonso Damalerio II said that BLCI will implement this week the 25 centavos per kilowatt-hour increase of power rates per information he got from BLCI manager Engr. Noel Alingig.

Damalerio called Monday a meeting of his committee attended by Alingig to tackle the increase of power rates.

Herrera instantly formed an interim committee and appointed Board Member Aster Piollo as chairperson with a blanket authority to select her members. Herrera said the task of committee is to explore possibilities to file court injunction that could virtually prevent BLCI or ERC to implement the said increase.

Aside from this, the lawmakers approved Damalerio's proposed Resolution urging the Energy Regulatory Commission (ERC) to hold the third and final public hearing in this city instead in Manila scheduled next month on said increase of power rates.

Public utilities committee chaired by Damalerio was visibly irked when his committee seemed shortchanged when ERC hold the second public hearing on September 7, 2007 in the morning instead of 2 PM on the same day as posted on its website.

Boxing champion Manny Pacquiao was conned by a man who pretended to be a father of a five-year-old boy suffering from meningitis.

Pacquiao gave P3,000 to one Charlie Reboquio, but he later found out that only P1,000 was given to the boy’s family.

“Hindi naman natutulog ang Diyos kaya siya na ang bahala sa kanya, (Let’s just leave it to God. After all he never sleeps),” Pacquiao said in an interview with GMA 7 Balitang Bisdak.

Reboquio went last Thursday to Pacquaio’s practice to ask for financial assistance for his five-year-old son, Rommel Vosotros Jr. who is suffering from acute bacterial meningitis and must have a CT scan, which costs P3,800.

The boxer gave Reboquio the money because he presented documents.

“Galing din ako sa hirap at naranasan ko rin kung gaano kapait ang walang wala talaga (I was poor and I also experienced how it feels to have nothing),” Pacquiao said.

Reboquio showed him a photocopy of the child’s medical slip and a prescription for a CT scan.

When the boxer asked Reboquio why his son’s family name is different from his, Reboguio said he is not married to the child’s mother.

“Charlie said that he did not expect Manny to give them financial aid. He was overwhelmed that he claimed the child was his son,” Rommel Vosotros Sr. said in Cebuano.

Talk of the Town / Bohol Officials, where art thou?
September 13, 2007, 05:05:38 PM
An Editorial of the Bohol Chronicle, September 12, 2007

No less than the American Ambassador to the Philippines Kristie Kenney was just here to pitch for environmental preservation - particularly of the Bohol coastal area. This marine life and bio-diverse habitat is the beneficiary of an American aid program calling for their protection.

That same week in Sydney, Australia, American President George Bush and the Philippines' Gloria M. Arroyo side-stepped protocol to discuss only three things: terrorism, the economy and the environment.

In other words, every man and his uncle, is talking environment today. Next to poverty, this area presents the next biggest concern of mankind in the 21st century.

As you may know the Government has granted 34 oil and gas exploration service contracts over the country after the Malampaya Gas and Oil Project in 2001. As editorialized in the past, the Chronicle has nothing against oil exploration per se as they bring dollars (as exports) or keep dollars (as import substitute) and hopefully create jobs near the area.

Primordially, we are concerned about the price we have to pay for such exploration. The indecent haste and the recent blinding machination done by Australian interests in the recent "seismic oil survey" off the coast of Loon - still has left a bad taste in our mouths, to be ignored.

Documented impact on the environment has been ventilated even at the early stage of the mere seismic survey - so the imagination can run wild as to what damage the oil exploration will do on people and the environment in Bohol. Very soon, like a thief in the night - massive exploration gadgets and vessels will be prowling the Cebu-Bohol Strait which is one of the objects of the oil exploration granted permit by the Department of Energy.

It is a relief, therefore, that a full-blown Congressional Inquiry has been sought by House Resolution No 212 introduced by 7 Administration congressmen from 2 Visayan-speaking provinces of Cebu and Negros Oriental and 4 militant party list groups.

The move is to direct the House Committee on Natural resources to "investigate the impact of offshore mining in the Visayan Sea."

Aside from the Cebu-Bohol Strait, affected would be the Tañon Strait between Cebu and Negros and waters off Antique, Leyte, Palawan, Mindoro Occidental, Albay and Camarines Sur.

The Philippines has been considered as one with the highest marine diversity in the world with the highest diversity found in the Visayan Sea - particularly those waters off the coasts of Bohol, Cebu and Negros. They are considered protected seascapes rich in marine biodiversity and the other fishing grounds are likewise considered as "environmentally fragile" even by Government.

In the Cebu-Bohol Strait, the oil exploration activity covering 444,000 hectares of marine waters will be undertaken by the Trans-Asia Oil and Energy Development, Alcorn Gold Resources Corporation, Petro Energy Corporation and farmed-in by the Australian-owned AustralAsian Energy Ltd. and Ottoman Energy Ltd.

In Cebu, the Government and the NGOs acted with dispatch. The Sangguniang Panlalawigan of Cebu Province approved Resolution 2524 exhorting Congress to proclaim the Visayan Sea as Marine Reservation and Heritage Site.

The local NGOs led by the Pamalakaya did an EIM or Environmental Investigative Mission on the effects of the seismic survey and related exploration activities in Toledo City and two towns in Cebu.

The findings are horrifying: (1) Fish catch dropped by 75% from 20 kilos to 3-5 kilos a day; (2) 120 payaos were destroyed but only 33 were paid for; (3) Fish kills were noted in at least 14 barangay coastal areas; (4) skin rashes and other skin diseases were noticed among children ranging from 5 to 12 years old.

A separate study says each oil platform emits 214,000 pounds of air pollutants every year while an exploration well generates 50 tons of nitrogen oxides, 13 tons of carbon monoxide, 6 tons of sulfur oxide and 5 tons of volcanic hydrocarbons. A FIDEC Study also disclosed that oil exploration produce 2,000 metric tons of toxic water waste per drilling.

Worse, this leads to massive production of toxic wastes like cadmium, lead, chromium and arsenic. They can lead to liver and kidney disorders, lung cancer, affect the nervous system and cause other respiratory diseases and skin cancers.

Those are life threatening and environmentally endangering reasons that Eduardo Gullas (Cebu-KAMPI), Benhur Salimbangon (Cebu-KAMPI), Antonio Cuenco (Cebu_Promdi-Lakas), Jocelyn Limkaicvhiong (Negros Oriental-Lakas-CMD), George Arnaiz (Negros Oriental NPC) and Henry Teves (Negros Oriental-Lakas) of the Administration signed the resolution No. 212.

The same reason militant party list representatives Teddy Casino, Crispin Beltran, Luzviminda Ilagan and Liza Maza signed the resolution No 212.

But, unfortunately, the three Bohol solons' names are conspicuous by their absence. The Provincial Capitol and the Sangunniang Panlalawigan have yet to get their act in insuring that by swallowing in the Oil Exploration Mandate - the province is not taking one step forward and two steps backward.

Where are Bohol's public officials?

The Environment is too precious to be ignored and given a second billing.

Weird and Extreme / Extreme Joke results 5 years in Jail
September 13, 2007, 04:31:09 PM
A heartless prank has devastated seven families who were made to believe their children had been seriously injured in car accidents.

Two teenage girls have been charged with allegedly calling the families at random in the state's southwest, telling parents their children were fighting for their lives in hospital.

The two alleged pranksters, aged 18 and 16, reportedly posed as medical staff from local hospitals when they made the calls.

Monica St Baker was one parent who received a call. She answered the telephone on September 1, only to be told her daughter had been in a car crash and was in a critical condition.

The same night six other families from Griffith received similar calls.

Mrs St Baker said her daughter Tiana, 17, who had got her licence that day, was out with her brother Ethan, 15, when someone claiming to be a nurse from Griffith District Hospital telephoned about 10.30pm.

"It's your worst fear that you child might have an accident when they first get their licence; in five minutes our whole life changed," Mrs St Baker said.

After the telephone call, Mrs St Baker said she and her husband Mark were about to rush to the hospital, when they managed to get through to their son on his mobile phone.

"He told us he was out the front. They had just driven in our driveway, I collapsed and couldn't stop screaming," the worried mother said.

"Most of the families had been given the same call but one family ... was told their daughter had overdosed on drugs."

On the other side of Griffith, Steve and Sue Knox were watching television when they got a phone call to say their son Mitchell was involved in a crash and was on the operating table.

"My wife answered the phone and came out of the kitchen with tears rolling down her face, she was beside herself with grief" Mr Knox said.

"He was out with friends - they are all good kids. My first vision was tubes coming out of him and someone saving his life."

Mr Knox said his wife drove him to hospital to check on their son, while she took their seven-year-old daughter Hayley to a relative's house.

"I went in and said I was here about Mitchell, the man looked at me blankly and told me no one had been here for an accident," Mr Knox said.

Mr Knox said he and his family were still rattled by the alleged prank.

"Still today ... it causes grief and to think it was their idea of a joke," he said.

A Cambodian man was arrested after injecting a woman with his own blood in a bizarre scheme to win her affections, police said Wednesday.

The 22-year-old man is being held by police for allegedly causing injury to a 21-year-old woman, said Tan Sophal, a police officer in Battambang province where the attack occurred. It is about 155 miles northwest of the capital, Phnom Penh.

The man allegedly injected a syringe of his blood into the woman's rib cage and waist as she walked home from school, Tan Sophal said.

The assailant fell in love with the woman when the two were classmates in 2004, Tan Sophal said. After the woman refused his advances, he came up with the scheme to inject her with his blood, he said.

"He thought that if he could not marry her, at least his blood can stay inside her body," Tan Sophal said. "That's why he injected her with his blood."

Internet searches for bomb-making instructions should be blocked across the European Union, the bloc's top security official said on Monday.

Internet providers should also prevent access to any site giving instructions on how to make a bomb, EU Justice and Security Commissioner Franco Frattini said in an interview.

"I do intend to carry out a clear exploring exercise with the private sector ... on how it is possible to use technology to prevent people from using or searching dangerous words like bomb, kill, genocide or terrorism," Frattini told Reuters.

The EU executive is to make this proposal to member states early in November as part of a raft of anti-terrorism proposals.

These include the screening of private data of passengers flying into the 27-nation bloc and the creation of an early warning system to alert police forces to thefts of explosives.

Representatives of the Internet industry are meeting the EU on Tuesday, the sixth anniversary of al Qaeda's September 11 attacks on the United States, at a European Security Research and Innovation Forum.

It's so true. I know very well kay naa man pud mi relatives nga politikos.

Let me ask you this, Mr Admin...

How do you deal with relatives nga politikos nga kahibaw ka nga nag kurakot? You don't have hard evidence or anything, but it's obvious...
The thing is, lisod kaayo nako ma admit nga nag kurakot sila, kay maayo man silang tawo. They're good people, I mean, they are all so nice to me. Mao na it's so hard for me to reconcile these two conflicting impressions I have of them.

Treat them as your relatives, loved ones, kadugo. Don't think of them as politicians.

After all, blood is thicker than water.

If they do something wrong, there is God who will bring justice to all.

The Japanese have a very strong sense of honor. That's why if they've been shamed, they'd rather kill themselves than face another day.

Mr Admin, I've heard nga murag 30k ra man ang sueldo sa congressman, pero naa daw na sila'y 200k allowance (for projects, I guess) every month...wala pa'y labot ang pork barrel...kinsa'y dili ma milyonaryo ana? ;D

Kung mag anak lagi ko, akong ipa politiko kay guaranteed millionaire jud ang labas!

Hahaha! Joke ra na ;D

Kung mangluwa na sila, manotpik, manghuy-ab - the people of the Republic of the Philippines will be paying them with millions of pesos.

I know that in every country, naay mga corrupt. Reality na ni siya. Kaso lang, for example, sa Thailand naay corruption but naay makita.

Sa ato kay grabe pabagaay ug nawong - millions of pesos or billions but all are ghostly imaginations written on accomplishment documents (kono).

World Daily News / Oil Price now $80 per barrel
September 13, 2007, 12:53:28 PM
Oil prices have risen above $80 a barrel for the first time, a day after Opec moved to boost its output of crude in an effort to ease cost pressures.

US light, sweet crude surpassed the landmark level before closing slightly lower at $79.91.

Opec members said they would raise production by 500,000 barrels a day but some analysts have said the move is little more than a token gesture.

Figures also showed a sharp decrease in US crude stockpiles last week.

Market speculation

Analysts have warned prices could go even higher, even if supplies are boosted.

As well as increasing global demand, many investors are speculating that oil prices will keep rising and buying the commodity.

Mike,

Hope you find the time to read this book. Yesterday, I re-read it while commuting by train to Tokyo and was refreshed.

Amazingly enough, even without reading it yet, you already show many of the habits the author talks about. Mas mahimong effective ka pa jud.

Bene,

Thanks Bene. And nothing beats the Bible - everything and anything we need to know about life is found in this holy book.

I also have a collection of Philip Yancey's books: "What's So Amazing About Grace, The Jesus We Never Knew; Fearfully and Wonderfully Made", and many more.
