China says it has no intention of participating in the case, which it has called an attempt by Manila to legalize its occupation of Chinese islands in the South China Sea.

Overlapping claims in the South China Sea - traversed by half the world's shipping tonnage - are one of the region's biggest flashpoints amid China's military build-up and the U.S. strategic "pivot" back to Asia.

The claims of the Philippines, Vietnam, Malaysia and Brunei are bisected by China's "nine-dash line" - the historic claim that reaches deep into the maritime heart of Southeast Asia.

Del Rosario also accused China of violating international laws and a non-binding pact in the South China Sea between China and 10 smaller Southeast Asian states, after sending ships to the Scarborough and Second Thomas Shoals.
#15502
"Our lead counsel believes that without China's participation, the award will come down faster and may come down by 2014," del Rosario told a group of diplomats and chief executives of top private and public corporations.

"This is a positive development," he added.

Del Rosario earlier told Reuters that going by previous cases, the arbitration case could take three to four years to resolve, insisting the tribunal's decision "will be legally binding on all parties and will not be appealable".

Legal experts say any result will be unenforceable, however, though it will carry moral and political weight.

MANILA (Reuters) - The Philippines expects an early ruling from the United Nations' tribunal on its arbitration case questioning China's claim on the South China Sea, Manila's foreign minister said on Thursday, in the first public announcement of hopes for a swift outcome.

Friction over the key shipping route has surged as China uses its growing naval might to assert a vast claim over the oil-and-gas rich area more strongly, raising fears of a conflict with other nations bordering the water body.

China, Taiwan and Vietnam have claims on the whole of the South China Sea, while Brunei, Malaysia and the Philippines claim only parts of the disputed waters.

Foreign Secretary Albert del Rosario said the Philippines initiated arbitration proceedings this year after exhausting all political and diplomatic avenues of resolution, and called China's claim on the South China Sea "expansive and excessive".

There’s a new austerity movement in Europeâ€"and Pope Francis is leading it. On Oct. 23, the pope suspended German bishop Franz-Peter Tebartz-van Elst, dubbed Bishop Bling by critics after he built a â,¬31 million ($43 million) residence in the diocese of Limburg. “The Holy See deems it appropriate to allow the bishop time away from the diocese,” the Vatican said in announcing his suspension, pending an audit of the construction expenses.

Since his first day, the new pope has confirmed the reputation for frugality he earned in his native Argentina. He shunned a Vatican apartment in favor of two rooms in a guesthouse for priests. Instead of the bomb-proof Mercedes used by his precedessor Pope Benedict XVI, he has made official visits in a 20-year-old Fiat (F:IM).

Now he’s making clear that he expects other Catholic clerics to follow his lead. “Let your style of service to the flock be that of humility, I would say even of austerity and essentiality,” he said in an address in September to a group of recently appointed bishops.

The pope’s austerity campaign could crimp the style of clerics in Germany, former Pope Benedict’s native country. Most German bishops travel in chauffeured Audi (NSU:GR), Mercedes (DAI:GR), or BMW (BMW:GR) luxury sedans, the magazine Der Spiegel reports. Reinhard Cardinal Marx of Munich lives in a palace that was recently renovated at a cost of about â,¬6.5 million. The Munich archdiocese also spent about â,¬10 million on a villa in Rome, the magazine says.

The high cost of Limburg Bishop Tebartz-van Elst’s residence spurred outrage among parishioners, some of whom demanded his removal. The bishop is also accused by prosecutors of making false statements on affidavits about business-class flights he took to India.

Explanation from their website:

Universities and Colleges are ranked by our exclusive 4icu.org University Web Ranking. The ranking has been published since May 2005. Since then the ranking methodology has been periodically fine-tuned in order to provide better results.

The current ranking is based upon an algorithm including five unbiased and independent web metrics extracted from three different search engines:

Google Page Rank
Alexa Traffic Rank
Majestic Seo Referring Domains
Majestic Seo Citation Flow
Majestic Seo Trust Flow

Web metrics data are collected on the same day to minimize temporal fluctuations and maximize comparibility. A pre-computational filter is adopted to detect outliers in the raw data. Further investigation and a review of Alexa Traffic Rank data is carried out for universities adopting a subdomain (highly not recommended) as their official institutional home page.

Once filtered (outliers) and reviewed (subdomains), web metrics data are normalised to a scale of 0 to 100 taking into consideration the logarithmic nature in which both the Google Page Rank and the Alexa Traffic Rank are expressed. The three normalised values are aggregated based on a weighted average algorithm which generates the final score and web ranking.

The exact formula adopted to aggregate the three web metrics is not disclosed for copyright reasons and to minimise attempts of manipulation from university webmasters in order to achieve better rankings. The same philosophy is adopted by Google with regards to their search engine ranking algorithm. Being the 4icu.org University Web Ranking a non-academic ranking, the need for ranking methodology transparency and the ability of testing and reproducing the results, as suggested by the Berlin Principles on Ranking of Higher Education Institutions, is less stringent than for academic rankings.

The aim of this website is to provide an approximate popularity ranking of world Universities and Colleges based upon the popularity of their websites. This is intended to help international students and academic staff to understand how popular a specific University/College is in a foreign country.

We do not claim - by any means - to rank organisations or their programs, by the quality of education or level of services provided. The 4icu.org University Web Ranking is not an academic ranking and should not be adopted as the main criteria for selecting a higher education organization where to study.

“Most of our other quake records show a lateral (sideways) tearing of the earth, though we’ve also had coral reefs rising from the sea,” he said, citing a 6.7-magnitude earthquake that hit the central island of Negros last year.

The Philippines lies on the so-called Pacific Ring of Fire made up of chains of islands created by volcanic eruption that are also frequently hit by earthquakes.

President Benigno Aquino told reporters Thursday the institute had assured him the worst was over, though Bohol would continue to be hit by aftershocks over the next few weeks.

“There is no immediate danger” either from the aftershocks or from the ground fissures, said Aquino, who slept in an army tent there overnight Wednesday in solidarity with the survivors.
#15512
“Our people have walked five kilometres (three miles) so far and not found the end of this wall,” she said, as experts from the institute surveyed the damage.

“So far we have not gotten any reports of people getting swallowed up in these cracks. The fault runs along a less-populated area.”

A photograph on the institute’s website showed part of the rock wall grotesquely rising on farmland behind an unscathed bamboo hut.

Another house was shown lodged in a crack of the Earth, while a big hole on the ground opened up at a banana farm.

Renato Solidum, head of the institute, said the ground fissures from the quake, which killed 198 people on Bohol and two nearby islands, were among the largest recorded since the government agency began keeping quake records in 1987.

Philippine earthquake creates miles-long rocky wall
By AFP Published: October 25, 2013

This photo taken on October 22, 2013 shows residents standing next to a huge crack creating a rock wall in the village of Anonang, Inabanga town, Bohol province brought about by the 7.2-magnitude quake which hit the province October 15. PHOTO: AFP

PHILIPPINES: A deadly earthquake that struck the Philippines last week created a spectacular rocky wall that stretches for kilometres through farmlands, astounded geologists said Thursday.

Dramatic pictures of the Earth-altering power of the 7.1-magnitide quake have emerged as the government worked to mend the broken central island of Bohol, ground zero of the destruction.

A “ground rupture” pushed up a stretch of ground by up to three metres (10 feet), creating a wall of rock above the epicentre, Maria Isabel Abigania, a geologist at the Philippine Institute of Volcanology and Seismology, told AFP.

The judicial authorities suggested they might not rehang a convicted drug felon who survived the first attempt to hang him and who has been convalescing in a hospital pending a second execution attempt. The semiofficial ISNA news agency quoted the justice minister, Mostafa Pur-Mohammadi, as saying, “I do not think there is any need for a rehanging of the convict,” although he said he would defer to the courts. The condemned man, identified only as Alireza M., 37, a father of two, was left for dead in the morgue this month after he had swung in a prison gallows for 12 minutes. His survival attracted worldwide attention and focused scrutiny on Iran’s heavy use of the death penalty.

After a week of waiting, Bishop Tebartz-van Elst met with Pope Francis in a 20 minute closed door meeting last Monday. No official statement was released, but German media reports that after the discussion the bishop was upbeat, calling it "an encouraging conversation."

He has not been seen in public since the meeting. The bishop continues to insist that the cost were in part because of the need for historical preservation of the 10 buildings on the property.

Bishop Tebartz-van Elst also is under investigation for false claims in the use of church money for travel to India. A prosecutor's office is deciding whether to pursue perjury charges.

The Limburg diocese has about 650,000 members. Some have taken to protest daily in front to the area's main cathedral. Last summer, before the news of the spending scandal, 4,000 people in diocese had signed an open letter to complain about the bishop's leadership.

In Germany, the family of the ostracized bishop have reportedly been intimidated, according to media outlets.
"We get daily death threats by phone or in letters," the brother of the priest, Johannes, told the Bunte newspaper. His 87-year-old mother told the same paper that family is standing behind her son despite of the criticism.

It could take up to three months to finalize the Bishop Conference report. In the meantime the Diocese will be run by a substitute vicar general. One of the most senior members of the German church had already suggested that the bishop should use this time to examine his conscience over the crisis he has caused.

"I am convinced that the bishop of Limburg... will confront this situation in a spirit of self-criticism," Archbishop Robert Zollitsch, head of the German bishops' conference last week.

By CLARK BENTSON | Good Morning America â€" 10 hours ago

Pope Francis today suspended the free spending German Bishop Franz Peter Tebartz-van Elst -- known derisively as Bishop Deluxe or the Bishop of Bling -- and ordered him to vacate the Diocese of Limburg, at least temporarily.

The pope, who has declined to live in the Vatican's opulent papal residence, has been urging prelates to adopt a more humble lifestyle and today's actions were the strongest yet to reenforce that message.

The pope's decision was released in a short statement from the Vatican press office stating that the actions of the bishop had created a situation "where in the present moment he cannot exercise his Episcopal ministry."

"Pending the results of this examination and the related investigations on the responsibilities in this regard, the Holy See considers it appropriate to authorize Bishop Franz -Peter Tebartz-van Elst a period of stay outside the Diocese," the statement said.

The pope's decision to expel the "Bishop of Bling" â€" as he has been dubbed in the international media â€" takes effect immediately.

A final decision on the future of the big spending priest will be determined only after the German Bishop Conference has finished a detailed report on the cost of the construction remodelling of the bishop's official residence. The pope was reportedly told last week that the final costs may reach $55 million, $13 million over the already substantial price tag.

Still unnamed, the prominent formation here is unique in the annals of the country's recent geological history. It’s considered a “reverse fault” because of the vertical surface rupture, a sign of the enormous energy packed by last Tuesday's cataclysm. Less powerful quakes cause land to sink rather than rise.

Hmm, it must then correspond to the one on the right-hand side of the following diagram:

The most distant galaxy from our own was discovered, clocking in at 30 billion light-years away. The galaxy was originally discovered in 2012 by the Hubble telescope, but was only just confirmed by astronomers in Texas.

The universe’s most distant galaxy resides from our perspective just above the handle of the Big Dipper and was given the rather uninspiring name of z8_GND_5296.

This galaxy is a virtual star factory, forming stars at the amazing rate of 330 per year, 100 times faster than our own Milky Way. This resembles the characteristics of the early days of the universe, when the hydrogen gas needed to create stars was much more plentiful. In addition, the system apparently has one billion suns.

Steven Finkelstein of the University of Texas describes the journey of discovery for z8_GND_5296:

“We didn’t think you could make galaxies with such intense star formation rates in the early universe. Star formation tends to be proportional to the mass of a galaxy, and the masses of galaxies in the early universe tend to be small. We wanted to figure out how galaxies evolve, one way to do that is to push back deeper and deeper into the history of the universe. We were first excited, then a little disappointed because we only saw one, and then excited again…”

To explain, astronomers originally thought they would have visual access to a plethora of galaxies. As it turns out, the team initially identified 43 potential galaxies with the Hubble Telescope but were only able to retrieve date about z8_GND_5296, and confirm it with the Keck telescope.

What they are learning about the galaxy is actually quite exciting. Astronomers have been able to literally look back in time at z8_GND_5296, discovering that it is 700 million years old. The universe is thought to be 13 billion years old, dating back to the Big Bang.

What could animals detect?

If animals can sense earthquakes before they occur, what could they be experiencing? There's no agreement on what â€" or if â€" animals can sense quakes, but there are some intriguing hypotheses.

In the study involving toads, researchers noticed that "toad activity coincides with pre-seismic perturbations in the ionosphere, detected by very-low frequency (VLF) radio sounding," they wrote. Nonetheless, the scientists weren't able to draw any conclusions from their research about what might have triggered the unusual toad behavior.

In research published in the International Journal of Environmental Research and Public Health in 2011, Grant and a research team found that tectonic stresses in the Earth's crust send "massive amounts of primarily positive air ions into the lower atmosphere."

When these ions reach a body of water, they oxidize "water to [create] hydrogen peroxide. Other reactions at the rock-water interface include the oxidation or partial oxidation of dissolved organic compounds," the authors wrote. The resulting compounds "may be irritants or toxins to certain species of animals," possibly resulting in the toads' migration from an otherwise welcoming pond.

No early-warning system

A group of physicists at the University of Virginia â€" investigating reports of animal behavior before earthquakes â€" discovered that rocks, when crushed under high pressure that mimicked the force of an earthquake, emitted high levels of ozone gas.

"Even the smallest rock fracture produced ozone," researcher Catherine Dukes told LiveScience in an earlier interview. "The question is, can we detect it in the environment?" And can animals detect a sudden rise in atmospheric ozone?

None of these hypotheses, however, is ready to be developed into an animal-based, early-warning system for earth tremors.

"This is not a way to predict earthquakes," Dukes said. "It's just a way to warn that the Earth is moving and something â€" an earthquake, or a landslide or something else â€" might follow."

Animals sensing earthquakes

These weren't the first times researchers suggested links between animal behavior and earthquakes. Indeed, there's a long history of anecdotal reports of pets, zoo animals and wildlife acting very strangely in the days or minutes before a tremor is felt by humans.

One famous instance is recorded in the history of Helike, an ancient Greek city. During the winter of 373 B.C., "all the mice and martens and snakes and centipedes and beetles and every other creature of that kind in the city left," wrote the Roman author Aelianus. "After these creatures had departed, an earthquake occurred in the night; the city subsided; an immense wave flooded and Helike disappeared."

In February 1975, a 7.3-magnitude earthquake struck Haicheng, a city of 1 million people located in China's Liaoning province. But one day earlier, city officials ordered an evacuation based in part on reports of strange animal behavior: Hibernating snakes in the area, for example, abandoned their winter hideouts months before normal. The early evacuation of Haicheng is credited with saving thousands of human lives.

Zoo officials at the Smithsonian's National Zoological Park in Washington, D.C., reported that many of their animals sought shelter or made distress calls in the minutes before a 5.8-magnitude quake struck the region on the afternoon of Aug. 23, 2010. Nocturnal snakes like copperheads came out of hiding, apes moved into the treetops and flamingos huddled tightly moments before the temblor was felt by zookeepers.

Toads moving uphill

Among the first scientific studies to document animal behavior before an earthquake comes from Italy, where a team of scientists spent a month investigating the breeding behavior of common toads (Bufo bufo) in April 2009. The toads typically breed in a shallow pool on a lakebed.

But at one point, most of the site's toads suddenly disappeared â€" and five days later, a strong earthquake struck the region. The toads returned to the pool once the quake's last aftershocks occurred. The researchers published their findings in the Journal of Zoology.

"It's the first time that any study has really documented unusual behavior before an earthquake in a scientific and methodical way," lead study author Rachel Grant, a zoologist from The Open University in the U.K., told LiveScience in an earlier interview. "We did it properly and scientifically, and consistently looked at behavior."

Can Oarfish Predict Earthquakes?
LiveScience.com
By Marc Lallanilla, Assistant Editor

Finding a giant oarfish washed up on the beach is a rare occurrence, since the fish is a deepwater species that's rarely seen at all. So when a second oarfish was found just five days later, the rumor mill kicked into high gear.

An 18-foot-long (5.5 meters) oarfish carcass discovered on Oct. 13 was considered a once-in-a-lifetime event for beachgoers on Catalina Island off the coast of Southern California. But that event was followed five days later by a second oarfish, measuring 14 feet (4.3 m), found on a beach in San Diego County.

Now, some are claiming that oarfish washing ashore is a sign that an earthquake will soon follow. Shortly before the 2011 Tohoku earthquake and tsunami struck Japan, about 20 oarfish stranded themselves on beaches in the area, Mark Benfield, a researcher at Louisiana State University, told LiveScience in an earlier interview.

The oarfish is known in Japan as ryugu no tsukai or "messenger from the sea god's palace," according to the Japan Times. Dozens of the deep-sea denizens were discovered by Japanese fishermen around the time a powerful 8.8-magnitude earthquake struck Chile in March 2010.

Kiyoshi Wadatsumi, a specialist in ecological seismology, told the Japan Times, "Deep-sea fish living near the sea bottom are more sensitive to the movements of active faults than those near the surface of the sea."

Terry Dale, president and CEO of the United States Tour Operators Association, said it was a "cumbersome process" dealing with Chinese tourism authorities.

The national tourism body unveiled its new logo and tagline "Beautiful China" in February â€" a square blue logo with "Beautiful China" written in English and Chinese. It is competing with South Korea's use of "Gangnam Style" star Psy as the face of its tourism adverts abroad, and is expected to be discussed at this week's China International Travel Mart in south China, one of the country's most influential travel industry events. The China National Tourism Administration declined to be interviewed.

On a recent day, tourists on a hill overlooking the Forbidden City imperial palace in Beijing said they thought the slogan could have been more sophisticated.

"Well indeed China is beautiful, that's what we have seen for the last few days, yet I find it a little bit general because there have been a lot of beautiful places we have been to," said backpacker Maciek Pielok, 26, from Naleczow in Poland.

"I guess that you could even call it Epic China or the oldest country in the world, something like that."

AP researcher Yu Bing contributed to this report.

Sun Shue, director of the international tourism marketing department at Shandong Tourism Administration, said they were working with Google to target primarily the European and American markets to make their inbound tourism market more balanced.

Nearly half of inbound tourists to Shandong on the eastern coast come from regional neighbors Japan and South Korea, with Hong Kong, Taiwan and Southeast Asia also providing many visitors, she said. European visitors are currently few in number and this structure is "not conducive to long-term stable growth," she said.

Hangzhou city's tourism office has a Facebook page and a website in several languages including English and German. The city's marketing and the image of Hangzhou's scenic West Lake has extended to dozens of buses and taxis in four European capitals and Tokyo and Seoul. This year, Hangzhou city has mainly targeted Britain, France, Germany and the United States and says it works with local PR companies to promote its brand.

Other problems in the industry are organizational.

Tour operators abroad complain that instead of cooperating with them to draw up cultural, historical and other themed itineraries, which is customary in the global industry, Chinese tourism authorities prefer to market directly to foreigners through travel magazines and other media.
#15575
Whereas tourism offices all over the world use Facebook, Twitter and YouTube, Chinese tourism authorities stick with what they know: trade shows and magazine advertising.

They are fond of using wordy theme years to promote China, having used one annually since its "Friendly Sightseeing Year" of 1992. The busy looking website of the national tourism body has been likened to a company newsletter.

"Most government tourism administrations in China prefer the traditional way of promotion to attract foreigners, such as holding promotions in targeted places overseas," said Wang Sheng, assistant general manager at D & J Global Communications. "But this practice has one major shortcoming in that they are still not close enough to the potential individual customer."

Some local tourism authorities recognize the problem and are leading the way in changing their strategy to attract foreign tourists, particularly those from Europe and North America.

The tourism authority in Shandong province, home of Confucius' birthplace and Tsingtao beer, has enlisted Google Inc. to act as a digital consultant to improve its advertising reach. Google helped them set up a channel on YouTube and increase their adverts' visibility alongside search results and on its partner websites. It also suggests advertising ideas and online designs.
#15576
China is also the world's third most visited country after France and the U.S. Despite that status, the numbers are less significant economically than domestic tourism. On top of that, the growth in foreign tourists has lagged world averages.

According to the World Tourism Organization, whose data is based on national sources, the average growth rate in overnight visitors worldwide was 2.8 percent from 2008 to 2012. The average growth rate in China was 2.1 percent.

And in the first nine months of this year, a period during which China's image as a destination has been tainted by worsening air pollution and unprecedented coverage of it, foreign overnight visitors dropped 7 percent to 15 million people.

"For a destination like China, which is a large country that many foreigners have not been to, and with the interest in China, you would expect above average growth rates," said Morrison. "You have to question what's going on."

Some point to unsophisticated marketing as an explanation.

BEIJING (AP) â€" Forget all the headlines about eye-watering pollution in Beijing and Shanghai â€" the Middle Kingdom's latest tourism slogan invites visitors to "Beautiful China."

Adorning buses and trains in cities such as London, the international marketing effort has been derided as particularly inept at a time when record-busting smog has drawn attention to the environmental and health costs of China's unfettered industrialization.

Like this year's typically clunky theme for visitors "China Ocean Tourism Year," the slogan highlights the tin ear of an industry that has ridden the coattails of China's rapid economic growth and increased global prominence but failed to keep up with international travel trends.

"Beauty can be looked at in many different ways, but when you have all the stories about the pollution, and the air pollution in particular, people are not going to buy the fact that China is 100 percent beautiful," said Alastair Morrison, a Beijing-based expert in tourism destination marketing and development.

China's tourism industry has grown at a fast pace since the country began free market-style economic reforms three decades ago. In 2011, travel and tourism generated $644 billion, or more than 9 percent of China's GDP, according to the World Travel & Tourism Council, mostly propelled by its huge domestic market of 1.1 billion people.

‘Ambush relief’

Because of the meddling politicians, the source said her group had adopted what it called an “ambush relief operation” that allowed the volunteers to go around the province and give the goods directly to the families.

In some areas, she said, barangay councilors would volunteer to help in the distribution but would later claim credit for the relief work.

Interior Secretary Roxas said he received a report from the DSWD that survivors had been complaining about some erring municipal and village officials who were keeping relief items.

Roxas ordered Chief Supt. Danilo Constantino, Central Visayas police chief, to make sure that relief delivered to town officials would be distributed to the intended beneficiaries.

“I also instructed all chiefs of police in Bohol to help in monitoring the delivery of relief. They should make sure the items will reach the earthquake victims even in far-flung areas,” he said.

“There’s no need to hoard for fear that the supplies may run out. The DSWD has enough supplies to feed residents affected by the earthquake every day.”

Roxas said members of the Armed Forces and other volunteer groups were helping DSWD personnel in sending relief to distant villages.

“DSWD personnel in the province are also stepping up their repacking operations in order to increase their delivery to 30,000 a day for at least another week,” he said.

Citing a report from the department, the interior secretary said government and volunteer workers had already distributed a total of 94,300 food packs, or an average of 22,000 packs a day, in Bohol as of Sunday night.â€"With reports from Michael Lim Ubac and Marlon Ramos in Manila; and Connie E. Playing favorites

The residents were hesitant to accept the relief from politicians because they might call their attention if they wouldn’t vote for them in the elections, the source said.

Some have complained that the distribution of relief had been politicized, citing the case of Barangay Candavid, she said.

Randy Camoras, the chair of the Sangguniang Kabataan in the village, said the barangay captain, Julio Barace, had given priority to his allies in the distribution of relief.

Secretary Coloma called on municipal mayors and barangay captains to refrain from playing favorites. “We continue to urge [the local officials] to adopt a very proactive and a very positive outlook and, if possible, to minimize the issues that obstruct instead of help the victims,” he said in a media briefing.

The President “wants to eliminate things that hamper the efficiency of distribution of relief,” Coloma said while acknowledging that the relief agencies were experiencing “challenges” in logistics.

“Those are the guidelines of our officials who are on the ground …  efficiency of distribution and the quality of support we give to our people,” Coloma said.

Barangay polls

“The danger is that they might use it in the campaign. That was my impression,” the source said, referring to the barangay elections scheduled on Oct. 28.

The barangay chair of Aliswag stopped volunteers from distributing the goods in the evacuation center on Monday, claiming that any donation should be coursed through the municipal government, another source said. The source, however, said she failed to get the name of the official.

At first, the source said, the local leader told the volunteers that he had yet to discuss the matter with his councilors. Later, he told them that he was following orders from Mayor Evasco.

“We stood our ground. We told him that there is no law that stops us from distributing,” she told the Inquirer. “At least, they didn’t tell us to pack up like what happened to the Red Cross.”

“Proper authorities should know about this so something can be done. A lot of people want to help but they cannot trust the LGUs (local government units),” she added.
#15585
Centralized scheme

In an interview, Evasco said he imposed the centralized system of distribution to ensure that all 27 villages would receive relief.

He said the local disaster council and the barangay captains had agreed that all relief be coursed through the municipal government while they would identify the victims who would receive the items.

The mayor said he told the barangay officials to set aside politics at this time and focus on bringing help to the villages.

The public market has been converted into a repacking center where each barangay has a representative, Evasco said. The village chiefs would then pick up the relief for their constituents.

To ensure that the intended recipient would receive it, Evasco said the chapel leaders would monitor the distribution.

One of the Inquirer sources expressed fears that the nongoverment organization’s relief packsâ€"intended for a family of six and good for five daysâ€"would be given by the barangay officials in smaller quantities to reach more families.

He said it would be useless to provide packs good for a day because the survivors would need another round the next day.

Aquino returns

President Aquino will return to Bohol on Wednesday, ostensibly to bring a sense of order to the distribution of relief on the ground.

As many survivors have complained of receiving too little aid from the government a week after the earthquake, the President ordered national government agencies in charge of relief operations in the Visayas to implement an efficient system of distributing relief stocks, according to Secretary Herminio Coloma.

Aquino will personally check the progress of the relief efforts in at least three townsâ€"Loon, Sagbayan and Tubigon.

He ordered national government agencies led by the Department of Social Welfare and Development (DSWD) to intensify their coordination with local government officials, said Coloma, head of the Presidential Communications Operations Office.

Probe ordered

“But the mayor (Evasco) insisted that the barangay (village) captains can just receive the relief and sign on behalf of the affected families,” Pang said.

In Manila, Interior Secretary Mar Roxas directed the Philippine National Police to look into reports that some unscrupulous local government officials were arbitrarily keeping relief stocks in Bohol.

“There’s no reason to delay the delivery of relief to the victims of the earthquake. The government is ensuring that there will be enough supplies for the people,” Roxas said in a statement.

“It’s wrong to keep relief provided by the national and provincial governments inside their offices. If the reports are true, those responsible should be held accountable for relief hoarding,” he said.
#15588
In Manila, Red Cross secretary general Gwen Pang on Tuesday confirmed that Mayor Evasco had stopped the organization’s relief distribution because he wanted the stocks turned over to the local government.

“The local government knew the team was going there. In fact, we were there since Wednesday to assess the situation in the area, to identify who will be given the goods since our priority are those who are really in dire need,” Pang told the Inquirer.

“The people had lined up already when Mayor Evasco asked our people to stop. He told one of our personnel, ‘I’m very disappointed with you. I’m disappointed with the Red Cross. What I wanted was for you to endorse the goods to us and let us distribute the goods,’” Pang quoted the mayor as saying.

“He said that if we insist on doing it our way, we better stop and get out of the place,” she added.

Evasco, a former chief of staff of the tough-talking Davao City Mayor Rodrigo Duterte, said he also confronted Red Cross chair Richard Gordon who went to Maribojoc on Friday.

“I’m not the one who is using an organization to promote his own political agenda,” Evasco told the Inquirer.

“Don’t turn us into puppies who follow you around because you have relief items,” he added.

Pang said the Red Cross could not endorse relief to politicians. She explained that the agency was following strict criteria in selecting beneficiaries because it did not have enough for all residents.

Moreover, it is accountable to their donors, she said. “Our system has been globally accepted, that is the same reason we get funds from our donors.”

RED CROSS ORDERED TO LEAVE. A father carrying his daughter receives aid from the Philippine Red Cross in Maribojoc, Bohol. The mayor later asked the Red Cross to leave the town, claiming the group had disrupted Maribojoc’s aid distribution system. But the Red Cross said the local authorities had asked it to hand over aid to them but it refused. ALANAH TORRALBA

MARIBOJOC, Boholâ€"Insisting that the municipality should handle the distribution of relief to earthquake survivors, Mayor Leoncio Evasco Jr. has told volunteers of the Philippine Red Cross to leave after they refused to hand over their items.

Evasco said he was slighted by the “arrogance” of their representative who, he claimed, demanded a list of beneficiaries so they could distribute the relief. “If they want to help, then give,” he said. “Don’t give any conditions.”

Local officials have demanded that relief brought by nongovernment groups for the survivors be handed over to them for distribution in line with the municipality’s centralized distribution system, two sources told the Inquirer in separate interviews.

Others would “help” in the distribution of the goods only to claim credit later, the sources said. They asked not to be identified for fear of reprisals from the officials.

Historical earthquake data around the globe shows that an earthquake of magnitude 7.2 can create a visible fault line as long as 100 kilometers.

In the meantime, the scientists' visit to Anonang gave a measure of relief to residents who didn’t know what to make of the massive change to their land.

“We have been scared. What if there are more faults to come? Should we leave?” asked Felix Caray, barangay captain of Anonang, one of many communities across Bohol where people are sleeping outdoors out of fear.

Bacolcol’s team assured them that this will be the one and only fault here, and it may be generations before another earthquake occurs. They also advised residents not to build any houses within five meters of the fault line.

Late Monday night at the Phivolcs station in Tagbilaran, Bacolcol and his team were still busy preparing maps, data, and photos of their new discovery for the Phivolcs central office.

“This is the holy grail of active fault mappers,” said Bacolcol, who will submit their findings for a revision of the Philippine fault map. “Naiiyak ang team nang makita nila.” â€" DVM/YA, GMA News

Searching for fault line

Before Monday, the fault's location had been a mystery, after the East Bohol Fault near the southern coast had earlier been discounted as the source of the earthquake. "We thought the fault could be offshore or somewhere in the north of the island," said Bacolcol.

Bacolcol and his team of experts had been looking for the fault’s face for days, narrowing their search to the vast “zone of aftershocks” that stretched from the northwest part of Bohol island down to the southern coastal town of Loon, where a centuries-old church was reduced to a heap of rubble.

If they had not found the fault, or if it was a "blind fault" with no surface manifestation, the Phivolcs team would have determined the fault line only by analyzing the pattern of aftershocks, according to a member of the team, adding that “it would have taken a lot longer.”

Following a lead given by this reporter, who had accompanied residents of Inabanga town to the fault on Sunday, Bacolcol and his team spent much of Monday documenting a five-kilometer stretch of the fault, and they were far from finished. They are planning to return on Tuesday to trace the fault wherever it led, which could be the sea.

The fault had moved six days ago, triggering the terrifying tremor that felled churches, left nearly 200 dead, and rendered scores homeless.

The wall, or the face of the fault, is the edge of a large area of land that had been thrust upwards as high as three meters. It stretched as far as the eyes can see, cutting off roads and numerous trails. The fault line's direction runs northeast to southwest through this barangay, which is located in the municipality of Inabanga.

"Nahati ang Bohol," said Leonila Divinagracia, a barangay kagawad here, observing that a wide swath of the province was now more elevated with a clear demarcation.

The last great earthquake in the country, in northern Luzon in 1990, was caused by a lateral (side to side) movement of a fault, and did not leave a similarly large mark on the terrain.

Anonang, BOHOL â€" Right after the October 15 earthquake that laid waste to much of Bohol, residents of this remote northern barangay noticed a long earthen wall that suddenly appeared in their community.

A team of state volcanologists confirmed Monday night that the newly formed natural structure represents a previously unknown fault that triggered the magnitude 7.2 earthquake.

“When we saw it, eureka! This is it,” said Dr. Teresito Bacolcol, the scientist who led the Phivolcs team on Monday to check out sightings of the lengthy earthen wall, which turned out to be the “face” of a fault that currently does not exist on the active fault map of the Philippines.

“We are 100 percent sure that this is the generator [of the earthquake],” said Bacolcol, citing its proximity to the epicenter near the boundary between Sagbayan and Catigbian towns.

Its a very interesting topic. This will lead to the study on how Bohol was formed and the chocolate hills.

...and the birds and the bees, and the flowers and the trees...

Located in Tubigon town, Ilihan hill is monstrously huge "solid molten lava" believed to be thrown from the mouth of a now sunken dead volcano some 30 million years ago, according to Mayor Luna Piezas quoting the "finding" of a group from stands for the United Nations Educational, Scientific and Cultural Organization (UNESCO).

Ah, OK... :P

We never saw the mayor, vice mayor or any of the town councilors among the earthquake victims at the town plaza.

Neither did we see any of them at the town’s public hospital, where doctors from St. Luke’s Hospital found patients being treated under the trees.

I also didn’t see uniformed policemen at the town plaza, where victims gathered, until I called up Camp Crame to report their absence.

In contrast with the absence of town officials, strangers like us and others from Manila were all over the town plaza.

Volunteers of the medical and relief mission of the Tzu Chi Buddhists Association, who were with us on the plane from Manila to Tagbilaran, were also at the town plaza.

One of them told me they would set up a consultation clinic and makeshift kitchen at the plaza the following day, Sunday.

Red Cross volunteers from Tagbilaran assisted my staff in giving away medicines prescribed by St. Luke’s doctors to patients who lined up at the makeshift clinic.

I noticed that in Loon, most townsfolk didn’t speak well of their local officials.

“Our officials have been out of sight since the earthquake,” a resident told me, echoing the sentiments of other victims.

The medical and relief mission I headed set up on Saturday a makeshift consultation clinic and kitchen at the town plaza, where once stood the church, to receive patients and feed the townspeople.

A few meters from our makeshift clinic-cum-kitchen was a tent put up by the town’s parish priest for the distribution of relief.

Most of the donations we set aside for Loon town were taken to the parish priest’s house near the destroyed church.

The town’s church, Nuestra Señora de la Luz built in 1855, came falling down; under the rubble are about seven decomposing bodies which could not be retrieved for lack of heavy equipment.

Several remote barangays in Catigbian town need drinking water, like other barangays in many devastated towns.

The water-purifying tablets we brought from Manila were not enough for the townsfolk in Loon and Catigbian who have been deprived of safe drinking water since the earthquake.

If you have tents or sacks made into tents and water-purifying tablets or machines that purify water, you can entrust your donations to us.

Col. Miguel Okol, chief of the Air Force public affairs office, promised us the facilities of the Air Force to bring our relief stocks to Bohol and Cebu.
