Talk of the Town / Fixers At Tagbilaran LTO
December 27, 2007, 12:42:42 PM
The Land Transportation Office (LTO) Tagbilaran City district office is again besieged with complaints of delays in issuing licenses and vehicle registrations and the unrelenting presence of fixers that has been tolerated by the licensing agency.

Drivers and operators called up Station dyRD's Inyong Alagad last Thursday to air mounting complaints against the lousy service at LTO.

When the LTO was called up by dyRD to respond to the complaints, no regular personnel was present even if it was already past 8 am.

A contractual employee told a dyRD news team that was dispatched to the LTO, that Tagbilaran LTO registrar Joel Maloloy-on was in Cebu City for a meeting of regional district heads.

Assistant registrar Filadelfo Apit arrived at the office at 8:30 a.m.

Remarking on the presence of fixers who are lined-up along the LTO entrance, Apit made an effort to admonish LTO clients saying that they should not transact with fixers. However, this was challenged by radio listeners who said that it was the duty of the agency to ban all fixers acting as middlemen of LTO clients for a fee.

A treatment plant to filter wastewater coming from the city's drainage system should be a priority project that requires urgent solution.

This was the statement made by City Vice Mayor Jose Antonio Veloso when interviewed by the Chronicle saying that while City Mayor Dan Lim promised the setting up of the water treatment facility for almost a year now, the budgetary requirement for said project has yet to be taken up.

The vice mayor, who was recently stripped of the chairmanship of the Sangguniang Panlungsod (SP) committee on appropriations bared that he had scheduled meetings with the local finance committee (LFC) to discuss the budget for the construction of a waste water treatment plant.

However, Veloso said the mayor prohibited the members of the LFC to discuss budgetary measures at the city council's hearings and sessions, making it harder for lawmakers to identify the sources of funding for the waste water treatment plant. -- www.boholchronicle.com

The Bohol Chronicle

At the closing hours of the filing of certificates of candidacies (COC) for aspirants of the provincial Association of Barangay Captains (ABC) yesterday, it turned out to be a three-cornered battle for the league's presidency.

Incumbent ABC president Dr. Romulo Cepedoza, barangay chair of Poblacion, Danao, submitted his COC at 2 p.m. yesterday, barely 3 hours before the deadline for filing of COCs.

This was a surprising turn of events as Cepedoza was earlier reported to have agreed to withdraw his bid in favor of former provincial board member and Valencia ABC head Concepcion Lim.

Lim, said to have the support of Gov. Erico Aumentado, reportedly negotiated for Cepedoza to run as her executive vice president.

Another contender for the provincial ABC chair is Panglao's Cirino Hormachuelos. -- www.boholchronicle.com

The Bohol Bankers Association (BBA) is seeking the establishment in Tagbilaran City of a cash unit of the Bangko Sentral ng Pilipinas.

This after the deposit volume in the province has breached the P10-billion mark.

In their Resolution No. 2, the bankers headed by Manager Rodney Lumuthang of Chinabank asked President Gloria Macapagal-Arroyo through Gov. Erico Aumentado for the "immediate establishment" of the cash unit as the banks need to maintain certain cash levels in any given day to meet the requirements of depositors and the business community and at the same time, bring down the carrying cost of excess cash.

In order to rationalize the cash positions of every bank, there is a need to put in place a cash unit of the BSP in Tagbilaran City, the resolution read.

The province which now holds a population of 1.2 million will most likely get a 4th congressional district before the 2010 elections in what could be a "convenient accommodation" for some political leaders while an additional budgetary allocation can likewise benefit the province.

The plan has been the vision of Gov. Erico Aumentado even during his term as second district representative in Congress citing that the province has sufficient number of towns that would suffice for a 4th congressional district.

Dividing Bohol's 47 towns and one city into four legislative districts qualify the basic requirement of 250,000 residents per district based on the National Statistics Office (NSO) data which showed that the province has reached 1.2 million residents.

Gov. Erico Aumentado met with Representatives Edgar Chatto, Roberto Cajes and Adam Relson Jala at the Century Park Hotel in Manila for their preliminary talks.

A highly placed source told the Chronicle last night that a more detailed discussion was made by the four top Bohol officials in an undisclosed place last Friday evening after the Christmas party of the provincial government.

The three congressmen agreed with Gov. Aumentado that the town officials and their constituency will be consulted before a bill is filed at the House of Representatives creating the 4th district.

PIA - Bohol

Beginning Christmas morning as it has been decades ago, a band of young and old musicians in Loboc Bohol would again move around town and blare Christmas messages and cheers through music as the traditional “Suroy sa Musikero” unfolds for the next 40 days.

As Christmas celebrations in the country officially begin December 16 when the dawn masses start, Suroy adds more days to it when local musicians start their traditional caroling rounds in every home in the town starting December 25 through February 2.

The Suroy specifically celebrates the forty days after the baby Jesus was born in a manger and this peaks on the day of the Christian Feast of the Candelaria.

Dusty brass trombones, dented bass horns, silver or chrome plated trumpets, clarinets and percussions get their seasonal shine or cracking beat as musicians again pick them up for the big event: raising funds for the aspiring musicians of the local music foundation.

“Sometimes, even if we do not get anything, we play carols or traditional folk songs in tune with the Christmas mood,” said 87 years old Alfonso Varquez, a veteran of the Suroy.

Filling the town with Christmas air would be homegrown musicians composing three brass bands of at least 25 members.

“The musicians do not easily become a musician here, they need to undergo the “tiple” says the oldest musician who has had about 80 years of suroy in his belt.

Tiple, according to him, is the age-old music mentoring tradition by elder musicians. It peaks when the student reads through the 58 lessons of the solfegio and has shown interest in doing voluntary music services for the local church.

That is the primera parte, and that’s not all there is, he said. A learner needs to get through the tercera parte, which also features grueling hours of reading intricate music compositions.

A band maestro or an elder in the town’s bands picks out students, guides the tiple through the lessons and allows them join band practices until they would play each note by heart. When they get through a rite of passage called the calenda, or the suroy, they graduate to be a full-pledged musikero, Varquez, who also curates the church museum continued.

“Every year, right at Christmas morning, the ‘tiples’, some of them having gone through a solo performance called the ‘calenda’ accompany the bands who move around town’ to carol or just play traditional folksongs to elevate the people’s spirits,” he shared.

“As far as I know, suroy sa musikero is a traditional practice in Loboc, but Fr. Alger Angcla, parish priest of the Sts. Peter and Paul Parish admits he could not fully talk about the tradition.

Maestro Ponso, as what local musicians call Varquez, is said to have joined the traditional “suroy” since Grade 3 and has only skipped the caroling sortie recently because of his weakening knees.

Maestro Ponso is just one of the people here who has since worked to keep the old music traditions alive and seeping into every Lobocanon.

And seeping into the psyche of its residents, the internationally acclaimed Loboc Children’s Choir, and the Loboc Youth Band are proofs of a homegrown musicality.

For a pool of countless talents, the “suroy sa musikero” has since become a Christmas music tradition in Loboc, and its sustainability is assured, notes local musician Alma Taldo, who also conducts for the Loboc Children’s Choir.

In Bohol, where towns also attempt to revive diminishing Christmas traditions, the example of mentoring in Loboc could be worth emulating, a local cultural worker once said.

The traditional pastores, ige-ige, panghimaja and panaygon using the traditional songs have slowly succumbed to the more modern carols.

How To Tips / Begin Well
December 21, 2007, 08:56:40 AM
By B. G. Jefferis and J. L. Nichols

It is a great point for young men to begin well; for
it is the beginning of life that that system of conduct is adopted
which soon assumes the force of habit. Begin well, and the habit
of doing well will become quite easy, as easy as the habit of doing
badly. Pitch upon that course of life which is the most excellent, and
habit will render it the most delightful.

Quotable Quotes / Vicious Habits
December 21, 2007, 08:55:16 AM
By B. G. Jefferis and J. L. Nichols

Vicious habits, when opposed, offer the most
vigorous resistance on the first attack. At each successive encounter
this resistance grows fainter and fainter, until finally it ceases
altogether and the victory is achieved. Habit is man's best friend and
worst enemy; it can exalt him to the highest pinnacle of virtue, honor
and happiness, or sink him to the lowest depths of vice, shame and
misery.

Quotable Quotes / Evil Habits Must Be Conquered
December 21, 2007, 08:54:18 AM
By B. G. Jefferis and J. L. Nichols

Man, it has been said, is a bundle of habits;
and habit is second nature. Metastasio entertained so strong an
opinion as to the power of repetition in act and thought, that he
said, "All is habit in mankind, even virtue itself." Evil habits
must be conquered, or they will conquer us and destroy our peace and
happiness.

How To Tips / Beware Of Bad Habits Formed In Early Life
December 21, 2007, 08:52:09 AM
By B. G. Jefferis and J. L. Nichols

Our real strength in life depends upon habits formed in
early life. The young man who sows his wild oats and indulges in the
social cup, is fastening chains upon himself that never can be broken.
The innocent youth by solitary practice of self-abuse will fasten upon
himself a habit which will wreck his physical constitution and bring
suffering and misery and ruin. Young man and young woman, beware of
bad habits formed in early life.

Quotable Quotes / Habits Contracted By Bad Example
December 21, 2007, 08:50:34 AM
It is almost as difficult to make a man unlearn his Errors as his

we have judgment to discern their approaches, or because the eye of
Reason is laid asleep, or has not compass of view sufficient to look
around on every quarter.--TUCKER.

Health and Food / Consequences of Drinking Alcohol
December 21, 2007, 08:47:47 AM
By B. G. Jefferis and J. L. Nichols

There is the habit of strong drink. It is only the
lack of self-control that brings men into the depths of degradation;
on account of the cup, the habit of taking drink occasionally in
its milder forms--of playing with a small appetite that only needs
sufficient playing with to make you a demon or a dolt. You think you
are safe; I know you are not safe, if you drink at all; and when you
get offended with the good friends that warn you of your danger,
you are a fool. I know that the grave swallows daily, by scores,
drunkards, every one of whom thought he was safe while he was forming
his appetite. But this is old talk. A young man in this age who forms
the habit of drinking, or puts himself in danger of forming the habit,
is usually so weak that he does not realize the consequences.

Love Talk / Pure Heart and Pure Thoughts
December 21, 2007, 08:46:13 AM
By B. G. Jefferis and J. L. Nichols

Many of our young men lack moral principle. They
cannot look upon a beautiful girl with a pure heart and pure thoughts.
They have not manifested or practiced that self-control which develops
true manhood and brings into subordination evil thoughts, evil
passions, and evil practices. Men who have no self-control will find
life a failure, both in a social and in a business sense. The world
despises an insignificant person who lacks backbone and character.
Stand upon your manhood and womanhood; honor your convictions, and
dare to do right.

Poems and Poets / The Poet Burn
December 21, 2007, 08:43:42 AM
B. G. Jefferis and J. L. Nichols

No one knew the value of self-control better than the poet
Burns, and no one could teach it more eloquently to others, but when
it came to practice, Burns was as weak as the weakest. He could not
deny himself the pleasure of uttering a harsh and clever sarcasm at
another's expense. One of his biographers observed of him, that it
was no extravagant arithmetic to say that for every ten jokes he made
himself a hundred enemies. But this was not all. Poor Burns exercised
no control over his appetites, but freely gave them the rein:

"Thus thoughtless follies laid him low,
  And stained his name."

Quotable Quotes / Character Exhibits Itself
December 21, 2007, 08:42:16 AM
By B. G. Jefferis and J. L. Nichols

Character exhibits itself in
self-control of speech as much as in anything else. The wise and
forbearant man will restrain his desire to say a smart or severe thing
at the expense of another's feeling; while the fool blurts out what he
thinks, and will sacrifice his friend rather than his joke. "The mouth
of a wise man," said Solomon, "is in his heart; the heart of a fool is
in his mouth."

Love Talk / The Power Of Words
December 21, 2007, 08:41:22 AM
B. G. Jefferis and J. L. Nichols

It is necessary to one's personal happiness, to
exercise control over one's words as well as acts: for there are
words that strike even harder than blows; and men may "speak daggers,"
though they use none. The stinging repartee that rises to the lips,
and which, if uttered, might cover an adversary with confusion, how
difficult it is to resist saying it! "Heaven, keep us," says Miss
Bremer, in her 'Home', "from the destroying power of words! There are
words that sever hearts more than sharp swords do; there are words the
point of which sting the heart through the course of a whole life."

Quotable Quotes / Practice Self-Denial
December 21, 2007, 08:39:58 AM
By B. G. Jefferis and J. L. Nichols

If a man would get through life honorably
and peaceably, he must necessarily learn to practice self-denial
in small things as well as in great. Men have to bear as well as to
forbear. The temper has to be held in subjection to the judgment;
and the little demons of ill-humor, petulance, and sarcasm, kept
resolutely at a distance. If once they find an entrance to the mind,
they are apt to return, and to establish for themselves a permanent
occupation there.

Family & Parenting / The Best Regulated Home
December 21, 2007, 08:34:26 AM
By B. G. Jefferis and J. L. Nichols

The best regulated home is always that
in which the discipline is the most perfect, and yet where it is the
least felt. Moral discipline acts with the force of a law of nature.
Those subject to it yield themselves to it unconsciously; and though
it shapes and forms the whole character, until the life becomes
crystallized in habit, the influence thus exercised is for the most
part unseen and almost unfelt

Love Talk / The Ideal Man
December 21, 2007, 07:48:00 AM
By B. G. Jefferis and J. L. Nichols

"In the supremacy of self-control," says Herbert
Spencer, "consists one of the perfections of the ideal man. Not to be
impulsive, not to be spurred hither and thither by each desire that
in turn comes upper-most, but to be self-restrained, self-balanced,
governed by the joint decision of the feelings in council assembled,
before whom every action shall have been fully debated, and calmly
determined--that it is which education, moral education at least,
strives to produce."

How To Tips / Best Support of Character
December 21, 2007, 07:45:39 AM
B. G. Jefferis and J. L. Nichols

The best support of character will always be
found in habit, which, according as the will is directed rightly or
wrongly, as the case may be, will prove either a benignant ruler, or
a cruel despot. We may be its willing subject on the one hand, or its
servile slave on the other. It may help us on the road to good, or it
may hurry us on the road to ruin.

How To Tips / A Strong Man
December 21, 2007, 07:44:36 AM
By B. G. Jefferis and J. L. Nichols

In the Bible praise is given,
not to a strong man who "taketh a city," but to the stronger man who
"ruleth his own spirit." This stronger man is he who, by discipline,
exercises a constant control over his thoughts, his speech, and his
acts. Nine-tenths of the vicious desires that degrade society, and
which, when indulged, swell into the crimes that disgrace it,
would shrink into insignificance before the advance of valiant
self-discipline, self-respect, and self-control. By the watchful
exercise of these virtues, purity of heart and mind become habitual,
and the character is built up in chastity, virtue, and temperance.

How To Tips / Resist Instinctive Impulse
December 21, 2007, 07:43:51 AM
By B. G. Jefferis and J. L. Nichols

To be morally free--to be more than an
animal--man must be able to resist instinctive impulse, and this can
only be done by exercise of self-control. Thus it is this power which
constitutes the real distinction between a physical and a moral life,
and that forms the primary basis of individual character.

How To Tips / The Root Of All Virtues
December 21, 2007, 07:40:28 AM
By B. G. Jefferis and J. L. Nichols

Self-control is at the root of all the
virtues. Let a man give the reins to his impulses and passions, and
from that moment he yields up his moral freedom. He is carried along
the current of life, and becomes the slave of his strongest desire for
the time being.

General Topic / Filipino Family Fighting Deportation
December 21, 2007, 06:33:49 AM
A prominent Filipino doctor and his wife are facing deportation because of misstatements about their marital status in their US visa application in Manila 27 years ago.

Dr. Pedro Servano, 54, is a prominent family doctor who chose to practice in an underserved area of central Pennsylvania and his wife, Salvacion, 51, runs a grocery store and bakery. They have four children two of whom are in college and the other two in high school.

The community Nov. 18 held an evening vigil here to express their support for the Servanos and to protest the order of the US Immigration and Customs Enforcement (ICE) agency for them to report to an immigration facility in Allentown after Thanksgiving Day for the start of deportation proceedings. This was later deferred to Monday, Nov. 26. Their attorney, Gregg Cotler, is devising a flurry of last-ditch legal and political appeals to allow them to remain in Selinsgrove, about 100 miles (160 kilometers) northwest of Philadelphia.

Michael Gilhooly, spokesman of the Immigration and Customs Enforcement Agency (ICE), said that while the Servanos won’t be detained or deported immediately, the administrative process for deportation will begin.
A deadline on when the Servanos must leave the country has not been set, Cotler said.

The “Patriot News” in Pennsylvania recently said in an editorial that while “U.S. borders are so porous as to permit millions to enter the country illegally, the Immigration and Customs Enforcement agency has wasted 17 years of staff time and who knows how much in legal fees trying to deport a Selinsgrove physician and his wife because they applied for visas as singles but married before emigrating from the Philippines in the 1980s.” “This case cries out for further review by authorities unafraid to exercise common sense,” the editorial said.

The Servanods’ difficulties can be traced back to 1978 when, while both were single, their mothers applied for visas for them to come to the United States. While their visa applications were pending, the two married in the Philippines in 1980. Two years later, Salvacion’s visa was granted and she left the country. Pedro followed in 1984 after getting his visa, and the couple moved to Philadelphia.

How To Tips / Something About Self-control
December 21, 2007, 12:21:35 AM
"Honor and profit do not always lie in the same sack."--GEORGE
HERBERT.

"The government of one's self is the only true freedom for the
individual."--FREDERICK PERTHES.

"It is length of patience, and endurance, and forbearance that so much
of what is called good in mankind and womankind is shown."--ARTHUR
HELPS.

Self-control is only courage under another
form. It may also be regarded as the primary essence of character. It
is in virtue of this quality that Shakespeare defines man as a being
"looking before and after." It forms the chief distinction between man
and the mere animal; and, indeed, there can be no true manhood
without it.

Love Talk / Bearing A Friend's Infirmities
December 21, 2007, 12:17:38 AM
By B. G. Jefferis and J. L. Nichols

Do this when you are convinced that he lacks principle; a friend should bear
with a friend's infirmities, but not with his vices. He that does a
base thing in zeal for his friend, burns the golden thread that ties
their hearts together.

Love Talk / Not Forgetting Our Friends
December 21, 2007, 12:16:21 AM
By B. G. Jefferis and J. L. Nichols

Nor, if once secured, in haste abandon
them. Be slow in choosing an associate, and slower to change him;
slight no man for poverty, nor esteem any one for his wealth. Good
friends should not be easily forgotten, nor used as suits of apparel,
which, when we have worn them threadbare, we cast them off, and call
for new. When once you profess yourself a friend, endeavor to be
always such. He can never have any true friends that will be often
changing them.

Love Talk / Frequent The Company Of Your Betters
December 21, 2007, 12:14:57 AM
By B. G. Jefferis and J. L. Nichols

Strive for mental excellence, and strict
integrity, and you never will be found in the sinks of pollution, and
on the benches of retailers and gamblers. Once habituate yourself to a
virtuous course, once secure a love of good society, and no punishment
would be greater than by accident to be obliged for half a day to
associate with the low and vulgar. Try to frequent the company of your
betters.

Love Talk / Society of the Vulgar
December 21, 2007, 12:13:01 AM
B. G. Jefferis and J. L. Nichols

Do you love the society of the vulgar? Then
you are already debased in your sentiments. Do you seek to be with
the profane? In your heart you are like them. Are jesters and buffoons
your choice friends? He who loves to laugh at folly is himself a fool.
Do you love and seek the society of the wise and good? Is this your
habit? Had you rather take the lowest seat among these than the
highest seat among others? Then you have already learned to be good.
You may not make very much progress, but even a good beginning is not
to be despised.

Love Talk / Bad Company Corrupts Good Character
December 21, 2007, 12:12:05 AM
By B. G. Jefferis and J. L. Nichols

Live with the culpable, and you will
be very likely to die with the criminal. Bad company is like a nail
driven into a post, which after the first or second blow, may be drawn
out with little difficulty; but being once driven in up to the head,
the pinchers cannot take hold to draw it out, which can only be done
by the destruction of the wood. You may be ever so pure, you cannot
associate with bad companions without falling into bad odor.

Love Talk / Man Is Known By The Company He Keeps
December 21, 2007, 12:10:58 AM
B. G. Jefferis and J. L. Nichols

It is a trite, but true maxim, that "a man is known
by the company he keeps." He naturally assimilates by the force
of imitation, to the habits and manners of those by whom he is
surrounded. We know persons who walk much with the lame, who have
learned to walk with a hitch or limp like their lame friends. Vice
stalks in the streets unabashed, and children copy it.

Family & Parenting / Being A Good Example

How natural is it for a child to look up to those

all that he sees done, good or bad. The importance of a good example
on which the young may exercise this powerful and active element of
their nature, is a matter of the utmost moment.

Love Talk / How A Good Character Formed
December 21, 2007, 12:06:53 AM
By B. G. Jefferis and J. L. Nichols

Intercourse with persons of decided
virtue and excellence is of great importance in the formation of a
good character. The force of example is powerful; we are creatures of
imitation, and, by a necessary influence, our tempers and habits
are very much formed on the model of those with whom we familiarly
associate. Better be alone than in bad company. Evil communications
corrupt good manners. Ill qualities are catching as well as diseases;
and the mind is at least as much, if not a great deal more, liable to
infection, than the body. Go with mean people, and you think life is
mean.

General Topic / Lost Character
December 21, 2007, 12:02:51 AM
By B. G. Jefferis and J. L. Nichols

We can conceive few crimes beyond it. He who
plunders my property takes from me that which can be repaired by time;
but what period can repair a ruined reputation? He who maims my person
effects that which medicine may remedy; but what herb has sovereignty
over the wounds of slander? He who ridicules my poverty or reproaches
my profession, upbraids me with that which industry may retrieve, and
integrity may purify; but what riches shall redeem the bankrupt fame?
What power shall blanch the sullied show of character? There can be
no injury more deadly. There can be no crime more cruel. It is without
remedy. It is without antidote. It is without evasion.

General Topic / Who Shall Estimate The Cost Of Reputation
December 21, 2007, 12:02:04 AM
B. G. Jefferis and J. L. Nichols

Who shall estimate the cost of a
priceless reputation--that impress which gives this human dross its
currency--without which we stand despised, debased, depreciated? Who
shall repair it injured? Who can redeem it lost? Oh, well and truly
does the great philosopher of poetry esteem the world's wealth as
"trash" in the comparison. Without it gold has no value; birth, no
distinction; station, no dignity; beauty, no charm; age, no reverence;
without it every treasure impoverishes, every grace deforms,
every dignity degrades, and all the arts, the decorations and
accomplishments of life stand, like the beacon-blaze upon a rock,
warning the world that its approach is dangerous; that its contact is
death.

Health and Food / Health Is A Duty
December 20, 2007, 11:59:25 PM
By B. G. Jefferis and J. L. Nichols

Perhaps nothing will so much hasten the time when body and mind will
both be adequately cared for, as a diffusion of the belief that the
preservation of health is a duty. Few seem conscious that there is
such a thing as physical morality.

Men's habitual words and acts imply that they are at liberty to treat
their bodies as they please. Disorder entailed by disobedience to
nature's dictates they regard as grievances, not as the effects of
a conduct more or less flagitious. Though the evil consequences
inflicted on their descendents and on future generations are often as
great as those caused by crime, they do not think themselves in any
degree criminal.

It is true that in the case of drunkenness the viciousness of a bodily
transgression is recognized; but none appear to infer that if this
bodily transgression is vicious, so too is every bodily transgression.
The fact is, all breaches of the law of health are physical sins.

When this is generally seen, then, and perhaps not till then, will the
physical training of the young receive all the attention it deserves.

Purity of life and thought should be taught in the home. It is the
only safeguard of the young. Let parents wake up on this important
subject.

How To Tips / Mistakes Can Be Fatal
December 20, 2007, 11:57:53 PM
By B. G. Jefferis and J. L. Nichols

Begin well and the habit of doing well
will become quite as easy as the habit of doing badly. "Well begun
is half ended," says the proverb: "and a good beginning is half
the battle." Many promising young men have irretrievably injured
themselves by a first false step at the commencement of life; while
others of much less promising talents, have succeeded simply by
beginning well, and going onward. The good, practical beginning is
to a certain extent, a pledge, a promise, and an assurance of the
ultimate prosperous issue. There is many a poor creature, now crawling
through life, miserable himself and the cause of sorrow to others,
who might have lifted up his head and prospered, if, instead of merely
satisfying himself with resolutions of well-doing, he had actually
gone to work and made a good, practical beginning.

First District of Bohol / The Thought Of Home
December 20, 2007, 11:56:13 PM
By B. G. Jefferis and J. L. Nichols

The thought of home must excite a pang even in the
first moments of freedom. Its glad shelter--its kindly guidance--its
very restraints, how dear and tender must they seem in parting! How
brightly must they shine in the retrospect as the youth turns from
them to the hardened and unfamiliar face of the world!

With what a sweet sadly-cheering pathos they must linger in the memory!
And then what chance and hazard is there in his newly-gotten freedom! What
instincts of warning in its very novelty and dim inexperience! What
possibilities of failure as well as of success in the unknown future
as it stretches before him!

The Swedish government has decided to close its Embassy in Manila. The decision will be effective 30 June 2008 at the latest.

After the closure, applications for visas will be handled by another Schengen Embassy in Manila. An honorary consulate will be established to provide basic consular support to Swedish citizens. Other duties, such as commercial and political issues, will be handled by another Swedish embassy in the region through accreditation. Until further notice, the Embassy will perform its duties as usual. This website (www.ud.se) will be continuously updated with information about possible changes to our routines as a consequence of the decision.

The decision to close the Embassy is part of the Ministry for Foreign Affairs’ continuous review of its organisation abroad and assessment of its status in relation to changes in the surrounding world and changing requirements for monitoring and service. This is an ongoing process which sometimes leads to Sweden opening new or closing existing embassies and consulates. The Ministry for Foreign Affairs must also adapt its organisation abroad to its budget and meet the demands for streamlining that apply to all ministries and government agencies. More information regarding the background for the decision can be found on www.ud.se.

World Daily News / Prostitution For A Can Of Beer
December 20, 2007, 07:43:54 PM
Alcoholism is so rampant among Australian youngsters that girls as young as 11 get into prostitution just for a couple of cans of beer, a report by Sydney's Odyssey House revealed.

The annual report said children as young as 10 were being admitted to Odyssey's treatment program for alcohol abuse.

According to Sydney youth campaigner and head of Youth Off the Streets, Father Chris Riley, it was not surprising that the report showed that kids as young as 10 were abusing alcohol. Father Riley said that his personal experiences helping troubled kids were echoed in the report.

"In some of the communities we're working in at 9.30 in the morning, 12- (and) 13-year-olds have bottles of Jack Daniels in their hands, and it is just shocking the way these things are available to kids," news.com.au quoted Father Riley, as saying.

He added: "In one of our communities we work in, a group of girls aged between 11 and 16 go down to the bars and clubs at 1am, because that is when they will close, and will prostitute themselves simply for a can or two of beer. This is common throughout the communities we're working in."
