Talk of the Town / Tagbilaran Airport Hit by Burglars
February 04, 2008, 11:14:39 PM
By Kit Bagaipo
The Bohol Chronicle

The agency manning the security force at the Tagbilaran City Airport will be terminated of its contract after the P2 million burglary of airport lights and equipment discovered last Wednesday.

Gov. Erico Aumentado ordered ATO Manger Edgar Solis to take drastic action on the recent incident as it would jeoparize the operations of the airport which serves no less than four direct flights from Manila daily.

The governor said "there was laxity on the security of the airport," after he summoned yesterday the local ATO manager together with PNP Provl Director Edgardo Ingking.

"The safety of the planes should not be compromised," the governor stressed during his investigation on the case yesterday.

Solis assured the governor that lights can be restored soon with replacements to be installed immediately.

The governor ordered to expedite the installation so as not to affect the arrival of planes during inclement weather where the runway lights are needed.

Ben, I remember a friend who for two years cannot open his mini-hotel in Tagbilaran. His papers were stalled at the Fire Department. One can't run a business without fire clearance. We all know the reason why the clearance was never processed.

Tubag Bohol is migrating from an old server to a new web server.

In the next 24 hours, you may not be able to access TB for some time. I don't know how long.

The duration of migration process cannot be specified.

Don't worry. This is a necessary process for the continued existence of Tubag Bohol.

Thank you. If you have technical concerns, email me at webmaster@mikeligalig.com

Aya, akong tambag nimo ana prangkaha imong friend. If she considers you a true friend she would listen to you.

Ang problema man gud ani kay sa iyang pag-igat-igat nadahig imong ngalan. Wa man juy aso nga makomkom. Time will come the husband would find it out. Basin ma-implicate ka sa anger sa husband. Naay legal term for this. It's like instrument or channel or tool for committing a crime.

I understand that you don't support her pangigat. But as I said, if she's turning your house into a place for the release of her oozing libido, then you'll be in trouble. I am telling you, Aya.

Weird and Extreme / Help Men Forced in Marriage
February 02, 2008, 09:27:42 PM
The government has agreed to look into funding the UK's first male-only refuge for victims of forced marriage.

It has emerged that 15% of the people who seek help about being forced into wedlock are men or boys.

A man taken to Pakistan as a child and forcibly engaged to his five-year-old cousin has called for a men's refuge.

Foreign Office minister Meg Munn said authorities must talk to those affected to "listen to their experiences" and "learn directly from them".

We have 165 women's refuges - what about the men?
Imran Rehman

She said: "Generally people expect men to be able to look after themselves, to manage situations, so men subject to domestic violence, men subject to forced marriage are likely to find it much, much more difficult."

She added "there could well be" a need for a male shelter.

Bohol Sunday Post

The family name Inting is an indelible print in Bohol politics, even long before Tagbilaran became a city. This is a legacy Beben Inting wishes to uphold and continue. His grandfather, Eugenio Inting, was a Municipal Councilor of Tagbilaran, whose brother, Bernardino Inting, was a Concon Delegate and Provincial Board Member. Atty. Venancio Inting, his father's brother, was the Mayor of Tagbilaran until it attained cityhood. Leo Inting and Boy Yayong Inting were the latest contribution of the clan to the political firmament as members of the Sangguniang Panlungsod.

It is therefore incumbent for the clan to preserve and propagate this priceless legacy through the generations. Lately, the task falls, albeit reluctantly accepted, on the shoulders of a Certified Public Accountant with very nil political exposure, he being a banker for several years. Bebiano Mutia Inting (BMI) has now fully understood and accepted that responsibility, barely six months after being elected to the City Legislature.

It may be said that he is still feeling his way in an effort to be an effective lawmaker. There is wisdom in taking things in stride, considering the risks in haste.

He comprehends that his responsibility requires rationalization in the highest order; thus, time is of the essence. He cannot rush things up without weighing the facts, decision-making being subject to some soul-searching. To be a legislator is not a job that needs a lot of back-patting, nor is it a contest in public relations. It needs wisdom and intensive discernment.

All these Kagawad Inting understands. If he conducts himself sans loud-speak, it is because he knows that advertising his thoughts is not a mark of a decision-maker. If he communicates direst to the point; it is so, for circumlocution is not the way of the wise. Even his dignified manners encapsulate an in-depth understanding of his role at City Hall.

He studied and finished Bachelor of Science in Commerce, major in Accounting, at the Divine Word College (Holy Name University), where he passed with flying colors. He took and passed the board examinations for Certified Public Accountants right after graduation. The Philippine National Bank of Tagbilaran City took him in. later, when he decided to marry, he and his wife decided to transfer to Parañaque City; the main reason was his wife's job at the Philippine Air Lines.

After 21 years at PNB he opted for an early retirement, went to California for a while, and decided to settle back in Tagbilaran with his family.

LMP: What is the main reason why mibalhin ka, from being a banker to a being politician?
BMI: Actually, wala gyud koy plano nga mo-entra sa politika. When I came back here sa Bohol, I was planning to start a small livestock business, pero diha man gud toy reunion sa mga Inting. They urged me nga modagan kay dili man gyud sila kalimot nga mga politiko ang among pamilya. One of the reasons why I joined was to continue the family name. At first, mibalibad gyod ko, because I thought that I was not that effective when it comes to politics. Usa pa, there's a good legacy sa among apelyido, unya basin ug ako na hinoon unya ang makadaot. But daghan man kaayo ang mga mi-tambag. I realized later on, nga I can also be an asset sa politics.

LMP: Will you still be around in the next political derby?
BMI: I think so. There might be a possibility

LMP: As a newcomer in politics, unsa nga mga problema o mga adjustments ang imo nang nahatagan ug kasulbaran?
BMI: Pagsugod gyud nako, morag wa pa ko kahibalo unsay buhaton. Everything was divided into two. Wala ko kahibawo kong asa ko mupanig. Later, I realized that you have to trust your instinct to survive.

LMP: What were the changes nga nahitabo sa imung lifestyle when you entered politics?
BMI: In the corporate world man god, all you have to do is to please your boss. Whereas karon, you have to please everyone, sa ato pa mas dako pod ang responsibility. Although I know that I cannot please all no matter what I do, I can be effective in my job if I always instill in my mind that the greatest good is for the greatest number.

LMP: What is the reason why naa ka sa Lakas and not in any other parties?

LMP: Para nimo, ang usa ka political party ba can be considered a big thing?
BMI: For me if you can stand on your own, then there's no need for any political party. But a political party, I concede, can help make a candidate win.

LMP: What are the Committees nga ikaw ang Chairman or Vice-Chairman?
BMI: I'm the Chairman sa Committee on Ways and Means and the Committee on Justice and Human Rights. Vice-Chairman ko sa Committee on Appropriations and member sa Committee on Tourism.

LMP: Unsa man ang imong involvement sa Committee on Ways and Means?
BMI: What concerns the Barangay, concerns me. If adunay mga problema, ani nako kadong.

LMP: During sessions sa City Hall, aduna bay mga instances nga mangasuko ang ubang miyembro?
BMI: Yes, there are times nga nahitabo na. Naa man goy uban nga passionate kayo sa Committee nga ilang gihawiran. But after the session, kalimtan na ang kasuko. Dili kalikayan nga usahay motaas ang tingog. Apan pagkahuman sa ginagmay nga bikil maghangop gihapon ming tanan.

LMP: Do you have a problem about the fact nga the Mayor is in the opposite side of the political fence?
BMI: No. Unless adunay mga dili maayo nga mga decision. But if it's for the sake of the people then, walay problema. Regardless of political affiliation, we are convinced that we should always consider the good of the people we serve.

LMP: Let's talk about issues nga diha sa 2007 and until this year, naa lang gihapon. About the seismic survey, which side are you in?
BMI: I am against it because we are for the preservation of the environment.

LMP: How about the buy-back issue?
BMI: Para nako, we have to take into consideration ang track record sa gobyerno.

LMP: How about the drainage system, what is your comment?
BMI: It has been blown out of proportion. Miuyon ako nga angay gyud i-remove kanang illegal tapping.

LMP: How about the issue of the Agora. There is a talk nga adunay private group nga mo-develop ani, are you for it or against it?
BMI: Nahimo man ni nga election issue. Personally, gwapo ang ilang proposal.

LMP: Two years from now, if people will still want you to run again, are you up to it?
BMI: If its God's will nga mo-padayon ko, then ill be running for Councilor again.

LMP: Would it still be with the same political party?
BMI: Yes. I'll stay with the same party.

LMP: Ang prediction sa uban, Vice-Mayor Toto Veloso will be running for Mayor, mao ba pod na imong pagtan-aw?
BMI: There's a possibility. Anyway, he is qualified and capable man pod for the position. Anybody who is qualified and has the capability may run. After all, we are in a democracy.

LMP: Is there also a possibility nga mag bangga sila ni Mayor Lim.
BMI: Kong tan-awon nato ang mga track records, morag mao gyud nay mahitabo.

LMP: Unsa man imong pagtan-aw sa Tagbilaran as far as the economic aspect is concerned?
BMI: Hayag kaayo. In fact, sa usa ka seminar nga among gitambungan sa UP Diliman, daghang mi-suggest hatagan ug citation ang Tagbilaran.

LMP: Are you already at home when it comes to politics?
BMI: Yes, I am. There's still a long way to go, but I'm prepared na.

LMP: Is there a possibility nga aduna na poy Inting nga ma-Mayor?
BMI: Why not, if people will trust us, then, so be it.

LMP: Unsay imong mensahe sa atong magbabasa?
BMI: Unta hatagan ta ug pagsalig sa mga katawhan nga musilbi kanila. I'm ready to give advice and suggestions if they ask for it. I am working for the good of the people of Tagbilaran.

LMP: Any message to your colleagues?
BMI: Sa akong mga kauban, trabaho lang ta. Maabot ra nato ang atong mga misyon.

Kagawad Beben Inting may be a neophyte in the Legislative body of the City of Tagbilaran, but he is not wet between the ears when it comes to evaluating events and issues and rationalizing existing facts in order to become an effective presence in the Sangguniang Panlungsod. He knows his capabilities, which is not always a virtue of some decision-makers; and more significant is his awareness of his limits, which is a trait beyond the reach of a person whose assessment of himself borders on megalomania. Kagawad Inting's feet are steadily planted on solid grounds, for he is gifted with the ability to discern reality from baseless dreams.

In the love department, this guy is lucky, but he also deserves whatever good tidings come his way. His better half, Mrs. Gemma Inting, nee Manding, was an acknowledged outstanding beauty, and still is. One title she won was Miss Bohol, aside from many recognitions in the beauty-and-brains realm, as a student of the then Divine Word College (HNU). She decided to become a Flight Stewardess.

Philippine Airlines was just too willing to have her in its stable of beautiful ladies.

Until today she is still with PAL, as one of the most priced in its staff.

Cool as a cucumber, even if others are blowing their top, in the assessment of legislative measures, Honorable Inting stands out as a formidable presence in every session at City Hall. Nor is his named dragged into negative banters by media, for braggadocio is not his cup of coffee, nor flamboyance his turf.

This is only his first term and there are indications to show he has what others call "the staying power". Still young, and with the backing of his clan, and the support of people who know a great potential for city leadership, Kagawad Inting enjoys an edge. The political arena is now his domain. Watch him as he rises up to more challenges in local governance.

History / Sea Tragedy in the Philippine Seas

Bohol Sunday Post

Long time ago, we had run a column regarding marine disaster. Many lives had been lost because people commute between islands using fishing boats or converted fishing boats as means of transportation. As a seafaring people, we think that disasters in sea travel are part of the facts of life. This is sad but true.

Loss of life at sea is unnecessary.

We are a maritime country composed of several islands. We travel from island to island for financial, economic and social reasons as well as for pleasure. An average Filipino crosses the sea at least once in his lifetime. For long distant sea travels, most use ships and boats built for that purpose. Some boats offer luxurious accommodations, others have to be contented with basic necessitates.

Yet they have one thing in common, they have lifesaving facilities for passengers aboard.

While ships and big boats can operate profitably between bigger islands, those who must commute between smaller ones do not have the same earning opportunity. Travel between small islands is irregular, sporadic and infrequent.

Therefore non profitable. Those who must cross the narrow seas will have to be contented with what they can get and the fishing boats are it.

Fishing boats are even hardly fit for fishermen. Most are either one man or three men boats, eight to twelve meters long with a beam or width of one to one and a half meters. They are fitted with outriggers and powered with an eight to sixteen horsepower four stroke, single piston air-cooled gasoline engine. The hull is not decked over that when an errant wave washes over the gunwale, the fisherman has to bale out water like mad to keep from floundering. Those boats are seldom hired to ferry people and goods across the sea but in dire need those will have to do even if the risks are high.

The fishing boats used to carry people are of a bugger version. These boats are fifteen or more meters in length more that two meters wide with a draft of one and a half meters. They are also fitted with outriggers, decked over and powered with a more reliable four-piston water-cooled diesel engine. Mechanical pumps bail out bilge water. Although these big boats are relatively more reliable thus safer than the smaller ones, they have one thing in common, they do not have safety devices.

For safety, small boat fishermen operate on an informal buddy system. They operate independently but are never out of sight from each other. If one meets an accident like engine failure, being swamped by seawater or a loss of an outrigger others go to his rescue. However, if the boat is last in coming in and meets an accident in the open sea, he would be lucky is he is located, unless he is equipped with a torch for night fishing.

Big boats operators, sure of the safety of their boats, sail singly. When they meet an accident, it is mostly fatal if the boat sinks from under them. They do not have lifeboats, inflatable life rafts or lifejackets. Even if they merely flounder, that is; their boat will remain on the surface but not afloat, they cannot be located easily out in the open sea. They are not equipped with flares. All the people in the mishap could hope for is there will be somebody who will chance upon them like a passing ship or blue water fishermen.

Control of passenger transportation of big fishing boats would be hard if not impossible. They take on passengers only on demand so they are not registered for shipping. Then, those boats operate far from centers of authority concerned. However, their operations can be regulated. Knowing that sea going passengers abound during holidays and fiesta seasons, the authorities concerned may be stationed a strategic points to be able to impose some rules to make sea travel safer. Sea accidents are not a part of the facts of life, even to a sea faring people. They are tragedies.

Bohol Latest News / Reintegration of Filipino Migrants
February 02, 2008, 05:35:59 PM
The provincial government has an ongoing talks with Asian Migrant Centre for a possible partnership in implementing the Migrants' Savings for Alternative Investments (MSAI) program in Bohol that shall facilitate sustainable reintegration of Filipinos abroad when they return home.

Talks on the program started late last year and a follow-up meeting was held on January 22 in Pasig City, Manila, where officers of Asian Migrant Centre and provincial government officials delved on a common framework for partnership.

A task force meeting on MSAI organized by the Migrant Forum in Asia was also held on Tuesday and Wednesday last week where partners from several countries in Asia attended.

On November 18, last year, MSAI Program Coordinator Sari Cañete-Jotojot had a meeting on this matter with Association of Boholanos in Hongkong. A follow-up meeting with Bohol Employment and Placement Office (BEPO) Head Romulo Tagaan and the late Lawyer Juanito Cambangay was held on December 3, last year at the Provincial Planning and Development Office (PPDO).

Jotojot said the meeting focused on Migrants' Savings for Alternative Investments (MSAI) program of the Asian Migrant Center.

The program identifies the economic potential of migrant labor, "and works to transform it into actual power to be harnessed for just and people-centered development", Jotojot said.

Basically, MSAI aims to help migrants economically when they return and reintegrate back home; to develop the capacity of migrants and their families to build, mobilize, and make wise use of their money; and to assist migrants and their families to make alternative source of income and investments in social enterprises in home countries.

Aside from finding additional source of income, the migrants can also contribute to community and national development through the program, "by mobilizing and organizing their huge economic potential and creating productive enterprises in their home countries.

MSAI also pushes that investments shall be economically viable and profitable and shall benefit the migrants and members of their families and the community.

It also promotes the idea that investments shall be environment-friendly and shall work to change the roles of migrants and women towards more venues of equality and contribute in basic social change, just development and naion-building.

The regional office of the Department of Agriculture has asked the provincial government to urge the Bohol Profoods Industry to participate in the 17th Food Expo 2008 on January 31 to February 3 at SM Megamall in Metro Manila.

In his letter to Provincial Agriculturist Liza Quirog through Governor Erico B. Aumentado dated January 16, 2008, DA-7 OIC Regional Executive Director Ricardo Oblena requested the Office of the Provincial Agriculturist to invite the Bohol Profoods Industry to be among this year's exhibitors and get a chance to promote the Bohol-made processed food products.

A two-square-meter retail booth has been reserved free of charge for participants from Region 7.

The event, spearheaded by Philfoodex, aims to promote competitive food production in the domestic and overseas markets.

It will also give a chance for entrepreneurs to create linkages and efficiently manage various market channels.

For the past years, Philippine Food Expo was able to attract local and foreign investors on food processing business and has served as cost-effective promotional effort in further establishing link with more potential investors, Oblena said.

Boholano participants will have a chance to promote the best processed foods and the diverse agri-tourism investments and creative industries in the province, he added.

Ten weighing scales from as many vendors at the Inabanga Public Market last week landed at the storage room of the Municipal Treasurer's Office.

This after a "flying team" from the Department of Trade and Industry (DTI-Bohol) provincial office swooped down unannounced on the market bringing a set of weights to calibrate the weighing scales. Operation: Timbangan identifies defective weighing scales as well as those whose pointers are not set to zero, thereby shortchanging consumers.

To note, Mayor Jose Jono Jumamoy observed that prices of daily needs, especially food, seemed to rise everyday. While he appreciates people going beyond the usual in order to survive, he abhors cheating and other illegal means of livelihood. As such, he welcomed the surprise visit of the DTI-Bohol team composed of Concordia Erano, Mercedes Matalines, Mary Lou Torreon and Rolando Ramirez.

The scales will be returned after the owners will pay the fine of P500. Defective weighing scales already beyond economic repair will be condemned.

Loon - Bohol / One Stop Shop in Loon Bohol
February 02, 2008, 04:58:35 PM

Bohol Sunday Post

Loon's newly-launched one-stop shop licensing system has drawn praise from local businessmen and store owners as it shrunk the days of processing for annual renewal or applications for business permits and licenses into hours.

This development is a far cry from previous years when processing time for tax documents would run from one to two days as taxpayers would have to go from one place to another to get signatures of authorities.

This time, it can be done in one venue.

Loon Mayor Lloyd Lopez, in his seventh month of service, pushed for the creation of the one-stop shop licensing system to eliminate red tape and save time, effort and money on the part of the taxpayers.

For its implementation, five personnel from the Municipal Accounting Department and Treasurer's Office composed of Municipal Accountant Arnulfo Relampagos, Sinforiana Yamas, Mary Jane Arocha, Charlene Peña and Jerome Orcullo attended a seminar-workshop on Electronic Business Permit and Licensing System (e-BPLS) on June 5-8, last year in Cebu City.

Municipal Treasurer Teopista Marilla, together with Audit Analyst Teodomiro Coritico of the accounting department and License Inspector Socrates Lafuente, took a crash course on the system for three days in Tagbilaran City on October 16-19, last year.

Located at the lobby entrance of the main Municipal Hall Building, the new one-stop shop licensing system venue gives easy access and convenience to taxpayers with ten basic steps to follow.

If the amnesty gets the concurrence by Congress, most likely, former Boholano rebels would be the first to get the clean slate and walk free again.

This as the first locally implemented amnesty would be in Bohol, assures peace adviser Secretary Jesus Dureza.

The Presidential Adviser on the Peace Process, who has been working on the details of the social integration program for rebels hinted that President Gloria Macapagal Arroyo’s Proclamation 1377 would be fully dependent on the set up local mechanisms for it to be implemented.

By local mechanisms, Secretary Dureza means that the new amnesty program would be run, done and implemented by local amnesty councils unlike the past when the national government sees to it all.

This time, the amnesty covers communist rebel groups who file the application under oath with the National Committee on Social Integration (NCSI) after filing at the Provincial or City Peace and Order Council Amnesty Centers (P/CPOC-ACs).

The local councils assure the national government the integrity of the process, Dureza said.

The Bohol experience of which has become a national template against beating insurgency has also become another weighty matter, the country’s top peace adviser said.

Forging the way to peace as far as insurgency is concerned for the Philippines has stalled after the government and the communist insurgents ceased to level off on certain points, Dureza said.

But even with the stalled national peace talks, Bohol has succeeded in resolving local issues which has also become a major reason for rebels to come back to the mainstream.

With the Provincial Peace and Order Council and the Local Peace Forum at the helms, Bohol took on the task.

The Dureza assurance also came on the time when the Office of the Presidential Adviser on the Peace Process (OPAPP) brings to mayors, Provincial Board members and Congressional representatives here a re-orientation course on the Comprehensive Agreement on the Respect Human Rights and the International Humanitarian Law (CARHRIHL) and the Human Security Act (HSA) at the Bohol Plaza Resort here, February 1-2.

The reorientation, Dureza shared, would be very crucial to the continuing peace process.

Explaining more on the need for human rights advocacy, he explained “the continuing efforts for peace hinges so much on the advocacy of the human rights.”

The orientation is just one of the many activities of the Local Monitoring Board (LMB).

It may be recalled that the Bohol, by virtue of an Executive Order signed by Governor Erico Aumentado established the LMB to act as the local counterpart of the national Joint Monitoring Committee (JMC).

The JMC was established as an interim body to monitor the peace process especially on the protection of human rights, explains Yvette Matabalan, Bohol LMB member.

The JMC on the other hand is the body tasked by the Government of the Republic of the Philippines (GRP) and the Communist Party of the Philippines New People’s Army/ National Democratic Front (CNN) to monitor how the two parties performed on the standing agreements.

One of the very few engagements both parties agree despite the stalled talks is the CARHRIHL, Dureza added.

Bohol LMB then has become a major venue for monitoring the agreements including the CARHRIHL which is inherent in the local peace talks.

With Bohol keenly traversing the way to peace, local peace advocates agree that human rights protection remains a key responsibility by both parties, hence the orientation.

With a nagging insurgency problem here, Bohol sectors pushed for a multi-sectoral efforts to address insurgency.

The efforts center on reducing poverty, organizing local peace talks and setting up local dialog mechanisms mediated by the church and the local peace and order council.

But the sustainability of Bohol peace milestones can only be achieved with an amnesty policy that allows the rebels to fully integrate themselves with the society.

To decide who could avail and to vouch on the identity of the persons availing of the program, PP 1377 has set a the local mechanism in the Local Amnesty Board, to be run by a local council composed of the prosecution, the Integrated bar of the Philippines, the police, the army and the local amnesty officer.

To preserve the integrity of the local efforts, the movement to critically involve the local authorities seem to be one which may be a good protection mechanism to ensure the integrity of the whole amnesty program, observers said.

The Department of Tourism (DOT) will embark this year on a massive tourism campaign to boost further tourist arrivals in the country, Tourism Secretary Joseph Ace Durano said.

Durano outlined his agency’s plans for 2008 during this week’s installment of “The Cabinet Speaks,” a radio and television program of the Office of the Press Secretary (OPS) aired over government TV station NBN-4.

He said the DOT will concentrate on three key factors, namely 1) the volume of tourist arrivals, 2) the length of stay of the tourists in the country, and 3) their average daily spending while in the Philippines.

Durano has projected tourist arrivals to increase by eight to 10 percent “year on year.”

Based on this projection, about three million more tourists are expected to visit the country this year, he said. Last year, the three million tourists who visited the country contributed $4.88-billion to the economy.

Durano added that the tourism industry did not only meet its 2007 “quota” but even overshot DOT’s 2010 income target by about $8 million.

Because of DOT’s aggressive tourist promotion campaign, the projected income from the increased tourist traffic is expected to generate an additional revenue of $1 billion for the government this year.

On the second key factor, Durano said that because the tourist season begins to peak at this time of the year, he expects more visitors, specifically those from colder climes such as Europe, to spend more time in the Philippines to enjoy the summer months.

He said Europeans spend about two to three weeks in the country -- which means more income for the tourism sector.

“The longer they (tourists) stay in the country, the more they will spend,” Durano said.

On the last key factor, Durano said his agency is “packaging” higher value services which the tourists are likely to patronize.

“Yung strategy natin para mapataas yung daily spending nila ay by promoting higher value services such as wellness services (medical tourism), shopping, convention, and education,” Durano said.

“At the end of the day, what is important is what they spend in our country that will directly benefit our economy,” he added.

Even as the government is drafting the implementing rules and regulations on the pending national amnesty program, the country’s top peace adviser said they are looking at a P100T package of assistance to returning rebels.

Presidential adviser on the Peace Process Secretary Jesus Dureza said the sum the government would be giving to a rebel returnee should be enough starting fund to start a new life and a possible “new identity.”

The P100T would include a sum for the Balik Baril program, a possible settlement share for any civil case the rebel surrenderee has accrued while he was in the movement, some livelihood starting funds and a little bit more package of benefits he may need, Dureza explained.

The package is also what Executive Secretary Eduardo Ermita said as government’s initial steps in providing [the former rebels] access to the government’s existing socio-economic services, things Malacanang consider as essential to attaining peace and reconciliation in the country.

It may be recalled that pending a concurrence by Congress, Proclamation 1377 could be availed by those who used to be members of the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) as well as other communist rebel groups in the country.

Covered under the amnesty are crimes of rebellion and all other crimes incident to in pursuit of political belief as defined by jurisprudence, whether punishable under the Revised Penal Code or special laws.

Not covered by the amnesty however are crimes against chastity, rape, torture, kidnapping for ransom, use and trafficking of illegal drugs and other crimes for personal ends.

Also not covered by the blanket protection are crimes against international law or convention and protocols, even if alleged to have been committed in pursuit of political beliefs.

For members of the CPP-NPA-NDF and other communist rebel groups who file the application under oath with the National Committee on Social Integration (NCSI) and the Provincial or City Peace and Order Council Amnesty Centers (P/CPOC-ACs) within six months of the program period, they could avail of the program.

The amnesty also may cover applicant who earlier applied under previous proclamations but who failed to make it on the cut-off dates.

As the amnesty issues to the rebel returnees a clean slate where all their political crimes are “forgotten,” it however does not restore his civil or political rights, Dureza said.

With the amnesty, even those with pending cases without any decision from any competent court may cite the amnesty in court as a factor for dismissal.

The granting of the amnesty qualifies the applicant for an issuance of a safe conduct pass by the Provincial or City Peace and Order Council Amnesty Center (P/CPOC-AC), the Pass grants him the immunity from warrant-less arrests for offenses covered with the Proclamation.

When issued the pass, the National Committee on Social Integration (NSCI) issues the corresponding Certificate of Amnesty to qualified applicants after deliberations.

The amnesty decree is part of the social integration program for former rebels as provided under Administrative Order No. 172 which the President issued on March 23, 2007.

Exactly a day after the Provincial Peace and Order Council (PPOC) officially moved to keep the status quo in the country’s military organization, President Gloria Macapagal-Arroyo fulfilled the Boholanos’ wishes.

In the PPOC meeting last Thursday, the council, through Chairman Governor Erico Aumentado resolved to endorse another three months on the tour of duty of Armed Forces chief Gen. Hermogenes Esperon.

At the same time, it also endorsed the succession of General Alexander Yano to the country’s top military post.

General Yano, a Siquijor borne military officer is the elder brother of Colonel Cesar Yano. Col Yano is the current 302nd Brigade Commander based in Carmen Bohol.

Those two wishes were fulfilled when PGMA confirmed the sought three month term extension which she believes would help Armed Forces of the Philippines (AFP) sustain the government's ongoing campaign to finally end rebel insurgency in the country.

The President made the confirmation even as she was on a state visit in Switzerland, thousands of miles away from the Philippines.

At the same time, the President also announced the assumption in May to the top AFP post of current Philippine Army Chief Lt. Gen. Alexander Yano.

Gen. Yano’s assumption to the highest military post is according to a long held Philippine Army tradition, military sources confirmed.

Gen. Esperon, who is supposed to retire at the mandatory age of 56 on his birthday on Feb. 9, would continue serving until May 9 to provide a smooth transition before handing out the AFP leadership to Yano, the President said.

She also admitted during a conference with the media in Switzerland that the decision to extend the term of Esperon was based on the recommendations of junior commanders in the AFP.

The junior officers reportedly reasoned that such would not derail the government's sustained campaign at a crucial time.

Moreover, she said it is "because there is a momentum in the campaign against the NPA (New People’s Army) and they are expecting a snowball in the next several months."

The same is also in line with the President’s current timeline of ending the insurgency problem in the next ten years.

Over this, strategic military campaigns in internal security in the Visayas also undergo movement soon.

The Bohol based 302nd Brigade is set to be pulled out for another assignment in Panay and Negros Islands.

To fill the place for the 302nd Brigade would be the 802nd Brigade, then based in Samar.

With the 802nd would be the 43rd Infantry battalion and the 2nd Special Force Battalion fresh from its civil military sortie in Sulu.

Catigbianons rolled the green carpet Wednesday, January 30, 2008, to formally set the grounds for a four-day athletic competition it would be hosting for the first time.

Catigbian, a town seriously wanting to project itself green, is approximately 34 kilometers from Tagbilaran City. It also agreed to host the 2008 Provincial Athletic Meet February 4-7, 2008 after getting emboldened by the successful hosting of the scouting jamboree last year.

The green carpet, square patches of bermuda grasses would be one of the finishing touches for the newly finished sports oval located at the back of the town central school, the venue of the 2008 Bohol Provincial Athletic Meet.

All systems go, says Mayor Roberto Salinas as he pulled a miracle from his bagful of tricks, this time in filling the newly graded ground with grass carpet, all while attempting to beat the deadline: 4 days before the big day. The event was billed “Bermuda planting through Bayanihan.”

“Racing against time in putting up the facilities before the games could begin, the local officials here have been undeniably stressed with the grounds barely pronounced ready for the province-wide sports hostilities,” Municipal Planning Officer Tifilito Rulida said.

“We have been preparing way back last year. But the onset of the rains set our timetables back and we could only hit the ground now,” Mayor Salinas admitted.

He added it was just lucky their lucky day that it has been quite dry now, so work can be continued.

Working feverishly to cover the newly graded sports inner oval field with the grass carpet, even Vice Mayor Necita Digaum could not contain her excitement at the massive response they got from Catigbianons.

Initially counting on a pledge from the barangay officials in laying the grass patches, organizers see about 500 volunteers to render the service from the town’s 22 barangays.

But in a rare show of force and voluntarism, media estimated 2000 volunteers who came starting 7:00 after the mass celebrated by Fr. Floro Hora and in for the rather huge job.

Their official tally of volunteers however only summed up 1,200, later reports said.

The volunteers, some carrying pick mattocks, bolos, shovels and spades, makeshift tampers, rakes and wheel borrows immediately went to level the playing ground before laying the greens.

Two road rollers, dump-trucks, private multi-cab haulers and even motorcycles for transporting the planting materials aided the volunteers.

Overseeing the project, Salinas, aided by Digaum and the local sangguniang bayan members and the Department of Education officials were also dispersed to their respective districts to supervise the laying as well as to personally roll their sleeves and give in their share of the civic work.

Salinas said they plan to cover as much as 60,170 sguare foot field before sundown, and the barangay officials, national government agency and local government unit employees, the youth and even school children came in to help.

Final area covered, later reports said went as high as 70,000

According to Association of Barangay Councils President Teofredo Tongco, each barangay was asked to produce 2735 square foot of Bermuda patches, which the LGU paid.

The mayor is confident we can finish laying the grasses in a day, and so everybody would be given free lunch, Tongco added.

Even then, Mayor Salinas said the hosting has produced unexpected turn-out in their solicitations, despite the P1.2M they have used for the project. The project also includes land leveling by filling the field with anapog, putting up the drainage canals, grading the track lanes and putting up the central stage.

He said Congressman Edgar Chatto gave the stage building in the complex.

We are making everything as planned, and we are counting on the hospitality of the Catigbianons to give to the more than 5000 athletes and delegates their most memorable stay in out place, Salinas said.

February 02, 2008, 07:34:54 AM
In relation to the question which I started "Napasmo na ba ka tungod sa gugma?". Yes, napasmo na ko.
Sauna, di man jud ko mokaon ug agdahon inig pamisita. Abi pa lang na-nayming ug panihapon. :)

Moingon dayon: "Naunsa ba tong namisita nimo Day nga kusog man mohigop ug sabaw."

Mao aron way diskohido, dili nalang jud ka mokaon bisan pag guyoron kag agda.

Hapit hinuon ko mapaaki ug has.

(The seventh victim of killing in Tagbilaran for the month of January alone)

Police are still clueless in their investigation into the killing of an active member of the City Task Force who was gunned down early Monday morning along Tabaco Street, this city.

The latest shooting incident is the seventh here since January 1. All cases are unsolved by the City PNP.

Police are still looking into possible motives of the killing of Honorato Laway, 51 years old, who was felled by still unidentified assailant just outside his residence in Tabaco Street.

According to SPO4 Justiniano Saco of the City PNP criminal investigation section, Laway was on his way home after his duty at the Tagbilaran City Port.

The Air Transportation Office (ATO) will investigate into the cause of another crash of a four-seater Cessna plane in Inabanga town last Sunday.

Meanwhile, residents and local officials have repeatedly expressed alarm over
the many aircraft accidents here especially those that occur during landing maneuvers at the city airport which is a residential area.

Most of the accidents were blamed on engine trouble, however, the aircrafts were owned by flying schools that were being flown by student-pilots.

Around 2 p.m. last Sunday, the single-engine Cessna 152 which originated from Mactan, Cebu, crashed into an abandoned pond in barangay U-og, Inabanga.
The passengers, two of whom are Japanese nationals, came out of the aircraft unharmed but hurriedly left the scene.

The plane's captain was identified as Takeshi Ishida while his two passengers were Fujio Taguchi and Ursula Gabucan. The three left for Cebu immediately after the accident aboard another private plane.

Ishida is reportedly owner of Topflight Airways Inc., a flying school based in Mactan and the president of the Japanese Association in Cebu.

Dili Na Imo Ang Hunasan

sa sugilanong natun-as!
#14475
Ikaw Ug Ako Ug Ang Atong Sugilanon
gitagik ni Michael Ligalig

I.

My Beloved Friends,

Tubag Bohol is growing fast. We are approaching 100,000 posts.
One day that figure can be doubled or tripled. One day there will be a million posts.
But I am only one. At times I need to sleep, too.  ;D

To keep this site clean, organized, and free from spelling errors and grammatical lapses, we need the following movers and shakers for Bohol Province:

TB Global Administrators
TB Executive Editors
TB Illuminaries

Functions:

A. The Global Administrators can delete, modify, padlock any post or ban/kick out any member that misbehaves. They can execute a lot of commands in the site.

Qualifications: 1. Must Be Online in TB every day, excluding Sunday
                    2. Must have accumulated at least 5,000 posts

B. Executive Editors can modify/edit anyone's posts but cannot delete them.

Qualifications: 1. Nearly perfect English and Bisaya skills
                    2. Must have accumulated at least 1,000 posts
                    3. Can be online anytime

C. The Illuminaries will serve as Wisdom Bearers of Tubag Bohol

Functions:      1. They will settle any dispute or debate.
                    2. If a topic/article is inappropriate and offensive, they can decide that a post must be deleted, and one of the Global Admins will delete it without question or appeal (I will not intervene.)
                    3. If they decide that a member has to be kicked out because of misbehavior or indecent attitude, their decision must be respected and executed. (I will not intervene.)
                    4. The Illuminaries will stand somewhat like a Supreme Court of Tubag Bohol.

Qualification:   1. Calm, friendly, respectable, peace-lover

D. The International Moderators will stand as "Site Seers and Spies". They will report to the Global Admins when they find a post that is inappropriate or offensive to the Boholano/Filipino culture and taste. The "Site Seers and Spies" will notify the Global Admins whenever they find something unusual about a member.

I will always be here maintaining the health and cost of the web server, running daily backups of the database of Tubag Bohol. I will handle the rest of the technical aspects of our site.

I'd like to hear from you. Remember we are in search of Global Admins, Executive Editors, and Illuminaries.

We can do something for our province and for our people. Knowledge is power and friendship is infectious. Our EB is a proof to that fact.

Thank you and may God bless us all.

Who’s the good and the bad guy here?

City Mayor Dan Lim openly expresses his dislike of Bohol Governor Erico Aumentado, while the latter also retaliates in a discreet and calculated way, - a style totally his own.

Last time, the two exchanged stinging barbs, spilling into the air lanes, on who is to blame on the flooding in the city caused by the unfinished drainage outfall.

This week, the “psy war” between the two could again erupt on the issue of the holding of this year’s Central Visayas Regional Athletic Association (CVIRAA) games supposedly to be hosted by the City of Tagbilaran.

An insider from city hall whispered to me that another whammy awaits the governor, courtesy of Mayor Lim. His advisers are planning to hold the CVIRAA games not here but in Cebu City, particularly at the Abellana Sports Complex.

This will be a frontal insult, like a double-decked slapstick cake thrown into the face of the governor if it materializes.

* * * * *

Why? Precisely because we have here in the city the Pres. Carlos P. Garcia Sports complex that could provide the venue of the games, but the city is looking for another place, and worst and beyond imagination, it would be outside Bohol.

The spin is that the city will still be the host, shouldering incidental expenses in holding the games, but CVIRAA activities will be outside the province.

The reason is that the city can’t accept that the provincial government who owns the CPG Sports Complex would be asking rent for the place while, allegedly, not extending any financial assistance for the holding of the games here.

To dramatize disgust over the provincial government’s attitude, the city government will look for another venue and will not use the CPG complex.

Reportedly, Cebu City Mayor Tomas Osmeña had already given his approval on the use of the Abellana grounds on condition that no athletes will use the classrooms of the national high school complex as sleeping quarters so as not to disrupt classes.

Department of Education (DepEd) regional director Carolino Mordeno has reportedly approved the idea.

A top aide of Mayor Lim is making the arrangements with the Cebu City Mayor.

* * * * *

What do you think will be the reaction of Gov. Aumentado on this unfolding event?

Can we expect him to say okay, go ahead?

While promoting Bohol as a peaceful, ambient place to stay, here we are experiencing internal conflicts that the ordinary Boholana cannot understand why.

Naunsa naman ning atong mga public officials?

Well, I myself cannot understand the mindset of people who seemed to have become egocentric, - oblivious of their surrounding. Wa naman silay paki ug unsay resulta sa ilang mga aksiyon!

Truly, power corrupts and the corrupted, most of the time, becomes a fool who thinks he is smart!

Lesson for Today: “When a finger points at the moon, the imbecile looks at the finger!”

Health and Food / Being Active Can Make You Younger
January 29, 2008, 11:40:22 AM
Leading a sedentary lifestyle may make us genetically old before our time, a study suggests.

A study of twins found those who were physically active during their leisure time appeared biologically younger than their sedentary peers.

The researchers found key pieces of DNA called telomeres shortened more quickly in inactive people. It is thought that could signify faster cellular ageing.

A asteroid some 250m (600ft) across is about to sweep past the Earth.

There is no chance of it hitting the planet, but astronomers will train telescopes and radar on the object to learn as much about it as they can.

The asteroid - which carries the rather dull designation 2007 TU24 - will pass by at a distance of 538,000km (334,000 miles), just outside Moon's orbit.

Scientists who study so called near-Earth objects say similar-sized rocks come by every few years.

The moment of closest approach for 2007 TU24 is 0833 GMT. The asteroid is only expected to be visible through amateur telescopes that are three inches (7.6cm) or larger.

Detailed observations of 2007 TU24 could reveal whether the asteroid is a solid object or simply a loose pile of space rubble.

Knowledge of how asteroids are put together will be key to working out how we might defend ourselves against future, more threatening rocks.

An explosive attack - so popular with Hollywood scriptwriters - may not be the most effective approach. Many scientists believe that giving a hostile object a gentle nudge over a long period of time may in fact be our best strategy.

Given the estimated number of near-Earth asteroids of this size (about 7,000 discovered and undiscovered objects, says the US pace agency), an object similar to 2007 TU24 would be expected to pass this close to Earth, on average, about every five years or so.

The average interval between actual Earth impacts for an object of this size would be about 37,000 years, Nasa adds.

A little over a year-and-a-half ago, a 600m-wide (2,000ft) asteroid known as 2004 XP14 flew past the Earth at just about the Earth-Moon distance.
