Ms. Mailfert says France has looked at the Swedish model because it's not prohibitionist, as in most states in the US, but abolitionist. Sweden passed a law making it illegal to buy sex in 1999, but only punishes the buyer, not the provider. It led to similar laws in Norway and Iceland.

Some 90 percent of France's estimated 20,000 to 40,000 prostitutes are foreign, mostly victims of Nigerian, Chinese and Romanian trafficking networks, the government says.

That is a very different picture from just over a decade ago, when only one in five prostitutes were foreign and organized crime rings much less prevalent - one of the main reasons the law needs tightening, proponents say. (Editing by Andrew Roche)

Movie stars like Catherine Deneuve, who played a middle-class housewife who chooses to prostitute herself in the 1960s film "Belle de Jour", is one of several dozen celebrities who have signed a petition against the law.

As The Christian Science Monitor reported, French feminists have hailed the new legislation.

“For the first time in history we are tackling prostitution on the right side of the problem, which is the client,” says Anne-Cecile Mailfert, the spokesperson for Osez Le Feminisme, or “Dare to be a Feminist.”

Maud Olivier, the socialist lawmaker who co-wrote the bill, told the French daily Le Monde that the point is to make clients aware that they are participating in the sexual exploitation of prostituted persons, which does not respect the fundamental human rights of France.

New French prostitution law: $2,000 fine for 'johns'
By Astrid Wendlandt, Reuters  NOVEMBER 30, 2013

PARIS â€" The French parliament early on Saturday backed a reform of the country's prostitution law that will impose a 1,500-euro ($2,038) fine on anyone paying for sex. A second offense would double the fine.

The bill will give France some of the toughest legislation on prostitution in Europe, similar to that of Sweden.

Under the new bill, prostitutes' clients will become offenders while soliciting itself will no longer be considered a criminal offense.

Previously, buying and selling sex for money was not illegal in France but the act of soliciting was, as was pimping.
The reform, which has divided the country, still needs to be formerly endorsed by parliament on Wednesday.

Possible implications for alcoholism in humans

According to Professor Thomas, previous studies had already shown that the GABA system has a hand in controlling human alcohol intake.

“Our studies in mice show that a particular subunit of GABAA receptor has a significant effect and most importantly the existence of these mice has allowed our collaborative group to investigate the mechanism involved. This is important when we come to try to modify this process first in mice and then in man,” said Thomas.

The project was funded by the MRC to discover which genes affected alcohol consumption. The findings of the study are expected to be helpful in treating alcoholism â€" or even curb-stomping it before it could develop further.

“Alcohol addiction places a huge burden on the individual, their family and wider society. There’s still a great deal we don’t understand about how and why consumption progresses into addiction, but the results of this long-running project suggest that, in some individuals, there may be a genetic component,” said Professor Hugh Perry, Chair of the MRC’s Neurosciences and Mental Health Board.

“If further research confirms that a similar mechanism is present in humans, it could help us to identify those most at risk of developing an addiction and ensure they receive the most effective treatment.”â€"TJD, GMA News

“It’s amazing to think that a small change in the code for just one gene can have such profound effects on complex behaviours like alcohol consumption,” he said.

The researchers determined that the mutated Gabrb1 caused a receptor in the brain called GABAA to spontaneously activate even in the absence of its usual trigger, the inhibitory chemical messenger GABA.

“The mutation of the beta1 containing receptor is altering its structure and creating spontaneous electrical activity in the brain in this pleasure zone, the nucleus accumbens. As the electrical signal from these receptors increases, so does the desire to drink to such an extent that mice will actually work to get the alcohol, for much longer than we would have expected," explained Dr. Anstee.

Gabrb1, the alcohol-regulating gene

Perhaps unsurprisingly, the researchers found that ordinary mice had no special interest in alcoholic beverages, opting to go for a bottle of normal water over a bottle of diluted alcohol.

However, mice with a mutated Gabrb1 gene showed a strong preference for alcoholic beverages, even going as far as to consume about 85% of their daily fluid intake in the form of alcohol.

The gene was isolated when researchers from the Imperial College London, supervised by Professor Howard Thomas, worked at the MRC Mammalian Genetics unit to randomly introduce subtle mutations into the mice’s genetic code. Afterwards, they tested the mice for alcohol preference.

The researchers were then able to identify the Gabrb1 gene, and found that mice carrying one of two mutations in the gene preferred drinking alcohol (10% ethanol â€" close to the strength of wine) to ordinary water. This led the researchers to conclude that the mutated gene had a strong influence on the test subjects’ alcohol preference.

In fact, the gene’s influence on the mice was strong enough to make them exert physical effort just to get to the alcohol, as the mice had to push a lever to gain access to the drink.
Dr Quentin Anstee, a consultant hepatologist at Newcastle University and one of the study’s lead authors, found this remarkable.

Researchers from the UK have found something that can actually drive mice to drinkâ€"and no, it isn’t stress induced by narrowly dodging mousetraps on a daily basis.

A joint research project conducted on mice by students from five UK universitiesâ€"Imperial College London, Newcastle University, UCL, University of Dundee, and University of Sussexâ€"highlighted the effects of a gene called Gabrb1 on regulating alcohol consumption. The study revealed that a mutation in the gene caused mice to drink enough alcohol in 1 hour to render them intoxicated and unable to move properly.

The project was funded by the Medical Research Council (MRC), Wellcome Trust, and the European Foundation for Alcohol Research (ERAB). The results of the study were published in the journal Nature Communications.

German Police Officer Arrested in Alleged Cannibalism Case
http://www.slate.com/
By Daniel Politi

A 55-year-old police officer has been arrested in Dresden, Germany, after allegedly confessing he killed a man he met on a cannibalism website. The victim allegedly wanted to be killed and the police officer, whose identity has not been released, apparently chopped him up and buried his remains in different places around his garden. The 59-year-old victim apparently “had been fantasizing about being killed and eaten by someone else since his youth,” Dresden’s police chief, Dieter Kroll, told reporters at a news conference, according to Deutsche Welle.

The handwriting and document analysis specialist was arrested Wednesday and confessed that he stabbed the victim in the throat on Nov. 4, hours after the two men had met. Still, the alleged perpetrator vehemently denied he ate any part of the victim’s body. And while there is no evidence of cannibalism police say they are suspicious because there are body parts missing, reports the BBC.

If there was indeed cannibalism involved it would mark “the second known time two German men met on the Internet and engaged in a cannibal-fetish murder,” notes Der Spiegel. An infamous 2001 case made headlines around the world with the arrest of Armin Meiwes, who killed Bernd Jurgen in a specially designed room after the two ate Jurgen’s severed genitals with salt, pepper, wine and garlic .

Departure notice

Young came on the last day of the evacuees’ stay at the church after they were given notice that they would have to leave the place by Saturday. They have been camping out in the church for 21 days.

“Tomorrow (Saturday) will be our last day here. We hope they will give us at least a four-day extension,” said Estrella Buranday, 48.

According to Buranday, they were informed early this week to leave the church Saturday and return to their respective barangay (village), join their relatives or transfer to other evacuation centers.

“Where are we supposed to go? Our relatives were also affected by the typhoon. Evacuation centers are now brimming with evacuees. We have no home to return to,” Buranday said.

But Reteracion said the 21-day stay of the evacueesâ€"consisting of 208 familiesâ€"was “more than enough.” “We have helped them,” he said.

Reteracion said they have to clean up and prepare the church for the Christmas Masses.

He added that they have offered P1,500 in financial assistance as well as blankets, mats and even construction tools to each family.

Young and her group also visited Tanauan Church where they distributed relief to typhoon victims who lined up not only to receive assistance but also to get a glimpse of the beauty queen.

“She is beautiful. Seeing her makes me forget my problems,” said 28-year-old Ana Saballa.

Young said that as a Red Cross volunteer, she would personally check on the concerns and needs of the evacuees and others affected by Yolanda.

She also expressed hope that her visit to the typhoon-ravaged areas has made the evacuees happy.

Young, clad in a white T-shirt with the Red Cross logo, was accompanied by Philippine Red Cross president Richard Gordon and secretary general Gwen Pang, Miss World events director Steve Douglas and Miss World Philippines organizer Cory Quirino.

Young first visited the town of Basey in Samar before proceeding to Tacloban province, where she stopped by the Redemptorist Church, which served as an evacuation center in Tanauan, Leyte.

In Basey, she and her group visited a clinic and a water-treatment facility set up by the Red Cross.

She shook hands and talked with evacuees at the Redemptorist Church, where 935 Yolanda survivors from 15 villages in Tacloban have sought refuge.

Cristine Matandag, 13, who was carrying her 1-year-old sister Luisa, gave details of their experience during the superstorm but also requested her picture taken with the actress-model, who was mobbed by the evacuees.

Her visit at the Redemptorist Church, where she was welcomed by parish priest Eliodoro Reteracion and Tacloban Red Cross administrator Jenny Chico, lasted for about 30 minutes.

“She is very beautiful and she smiles a lot,” said Rodolfo Sumaya, 70, who was happy to see Young although he had no idea she is an international beauty titlist.

The study, published by Springer in the Animal Cognition journal, suggests that the reason for cats’ unresponsive behaviour might be traced back to the early domestication of the species, contrasting this with the relationship of humans to dogs.

Recent genetic analysis has revealed that the common ancestor of the modern housecat was Felis silvestris, a species of wildcat that first came into contact with humans around 9,000 years ago. As early societies developed agriculture, these cats moved in to prey on the rodents that were attracted to stores of grain. In the words of the paper’s authors, they effectively “domesticated themselves”.

“Historically speaking, cats, unlike dogs, have not been domesticated to obey humans’ orders. Rather, they seem to take the initiative in humanâ€"cat interaction.” This is in contrast to the history of dogs and humans, where the former has been bred over thousands of years to respond to orders and commands. Cats, it seems, never needed to learn.

However, it's unlikely that this will dismay cat owners (or indeed, be of any surprise) and the paper notes that although “dogs are perceived by their owners as being more affectionate than cats […] dog owners and cat owners do not differ significantly in their reported attachment level to their pets”.

The study concludes by observing that “the behavioural aspect of cats that cause their owners to become attached to them are still undetermined.”

#14343
Carried out by Atsuko Saito and Kazutaka Shinozuka, the study tested twenty housecats in their own homes; waiting until the owner was out of sight and then playing them recordings of three strangers calling their names, followed by their owner, followed by another stranger.

The researchers then analysed the cats’ responses to each call by measuring a number of factors including ear, tail and head movement, vocalization, eye dilation and ‘displacement’ â€" shifting their paws to move.

When hearing their names’ being called the cats displayed “orientating behaviour” (moving their heads and ears about to locate where the sound was coming from) and although they showed a greater response to their owner’s voices than strangers’, they declined to move when called by any of the volunteers.

“These results indicate that cats do not actively respond with communicative behavior to owners who are calling them from out of sight, even though they can distinguish their owners’ voices,” write Saito and Shinozuka. “This catâ€"owner relationship is in contrast to that with dogs.”

Japanese researchers tested cats' reactions to their owners, suggesting that because cats "domesticated themselves" they never needed to take notice.

Any cat owner will tell you that although they are sometimes kept as pets, felines are beholden to no one.

A new study from the University of Japan has confirmed this, showing that although pet cats are more than capable of recognising their owner’s voice they choose to ignore them - for reasons that are perhaps rooted in the evolutionary history of the animal.

'Not all brands... are equal'

While the Philippine Coffee Board (PCB), a private-sector group which counts Mt. Apo Civet Coffee as a member, has stopped short of stating its support for Dizon, PCB president Nicky Matti admitted in an interview that he understands the situation the businessman is in.

“It’s not that we’re supporting [the caging of civet cats], but Mr. Dizon has already come up with his own explanation for doing it. As for PETA, they can say whatever they want to say, but we cannot really do anything about it since we’re not a policing body,” he said.

Instead of calling for an outright ban on the consumption of civet coffee, Reyes said PETA can help stamp out cruelty against civets by pushing for a means to certify the source of civet coffee.

PETA earlier said the problem of civet cruelty is made worse by some companies that label beans as "wild-sourced" even if the beans actually came from animals in cages.

“As PETA aggressively pushes for the 'ban caged civet coffee campaign', one solution [that] came to mind just now is for [the group] to push for and actively take part in the [campaign to certify] civet coffee. A total ban will just put to waste a worthwhile objective which was primarily initiated for forest conservation and wildlife protection.

It will be unfair for people in the forests to lose a lucrative living which is not destructive and actually is a livelihood that blends with the natural environment and habitat of the civets and the coffee trees in the forests,” Reyes said in a separate e-mail interview.

In the absence of a certification method for civet coffee, Reyes said it is up to coffee drinkers to choose whether or not they should patronize brands that make use of caged civet cats for coffee.

She urged customers of civet coffee to know more about the coffee they drink so they would know its source.

“Not all brands of civet coffee are equal. If you don’t trust the source of the coffee, it’s better if you don’t buy it,” she said. â€" VS, GMA News

'Treated properly'

While Mt. Apo Civet Coffee owner Sonny Dizon has admitted to caging civet cats for coffee, he insisted in an interview last month that the animals live under "sustainable conditions" and are well taken cared of.

Dizon noted that harvesting coffee beans from civet cats is his company's way of making use of the animals considered as pests by local farmers. His privately-owned Crocodile Park in Davao City is the official rescue center for civets caught in the wild.

"My hands are tied since people and concerned groups turn over the cats to us. Farmers complain the cats eat their chickens but they don't want to kill them. The cats end up staying with us. While it's true that the animals are caged, we make sure they are treated properly," he said.

In a separate e-mail message, Dizon said that if he is guilty of abusing civet cats in the farm, his park would not have been awarded as the best wildlife conservation park in the 2013 Golden Globe Annual Awards for Business Excellence.

"[If it's true ] that we maltreat animals... why then did we get an award for conservation?" he added.

While sales of Alamid Coffee continues to be brisk until now, Reyes admits her business has been affected not only by PETA’s campaign to boycott civet coffee, but also by the proliferation of retailers selling civet coffee from caged cats.

In contrast to coffee producers who can easily pick civet cat droppings from underneath the animal’s cage, the Reyeses source the beans from select suppliers who need to scour the forest for the precious excrement.

The labor-intensive process of sourcing coffee beans in the wild is one of the reasons why a kilo of Coffee Alamid retails for as much as P25,000, pricier than some local brands selling civet coffee beans for P13,000 per kilo.

Reyes said her company’s strict protocols for gathering beans in the wild has caused her to lose several suppliers after she discovered them caging the cats to make easy money.

“In the last five years, we haven’t opened new sites to harvest beans because we are very strict when it comes to ensuring the beans are sourced from the wild. Over the years, we’ve had to let go of several barangays, kasi nandadaya na sila,” she said.

At present, majority of Coffee Alamid’s beans are sourced from open harvesting sites in Mt. Malarayat in Lipa, Batangas and Mt. Matutum in South Cotabato.

Aroma and taste

Over the last 20 years, civet coffee has been in high demand in several Western countries despite being a byproduct of animal waste. The beans are highly prized for their aroma and taste â€" said to be brought by the enzymes that mix with the coffee berries passing through the cat’s digestive tract.

The beans collected by pickers are washed, dried and roasted before they are packaged and sold for $200 to $400 a kilo in overseas markets.

Reyes said she and her husband thought of introducing civet coffee to the Philippine market after discovering the existence of civet cats by accident as she and her husband were doing conservation work for sugar palm trees used for producing kaong vinegar, a product the couple has been selling in a family-owned enterprise since 2002.

“Since Indonesia has its Kopi Luwak (civet cat coffee), I thought the Philippines can also produce its own civet coffee because we have civet cats too,” she said in an interview with GMA News Online.

Despite the market’s initial lukewarm response, the Reyes couple’s Alamid Coffee turned out to be a hit among coffee lovers who were looking for a unique drink and curious customers who just wanted to have a sip of the priciest coffee in the world.

Reyes said Alamid Coffee’s success came as a surprise to her because she was uncertain if a market for civet coffee in the Philippines existed.

“Alamid Coffee suddenly became our best seller. Our income from selling civet coffee gave us the means to expand our business,” Reyes said.

GMA News Online â€" 25 minutes ago

Before Alamid Coffee founder Vie Reyes began selling locally produced civet coffee in 2003, the Asian palm civet known locally as alamid or musang have been regarded by some forest-dwelling communities as pests that destroy crops and eat poultry.

Ten years after Alamid Coffee entered the Philippine market, civet cats are now considered valuable animals capable of yielding a sizeable profit for entrepreneurs in the civet coffee industry.

The Asian palm civet has become such a high-value animal that a number of households and civet coffee manufacturers in the country have taken to keeping the cats in cages so they can continuously collect the precious droppings to create the most expensive coffee in the world.

Last month, the People for the Ethical Treatment of Animals (PETA) Asia-Pacific issued an appeal to coffee lovers worldwide to stop patronizing civet coffee after reports surfaced that some civet coffee producers in the Philippines and Indonesia are caging civet cats for profit.

A short video clip released by PETA on October 23 showed a civet cat exhibiting what appears to be “neurotic behavior” while in captivity at a civet coffee farm in Davao City. The group claimed the less than two-minute video consisted of an undercover footage of civet cats in Dizon’s Mt. Apo Civet Coffee Farm, where the animals were pacing incessantly inside wooden cages.

Such restlessness indicate they were going insane from boredom and depression for being confined in a cramped space, PETA noted.

In his speech today, Enrile hit back at Santiago's tirades regarding his supposed involvement in the P10-billion pork barrel scam.

While he did not identify his rival, Enrile referred to Santiago as an “obsessive hater” whom he said had accused him as “murderous” and mastermind of the alleged scam.

It will be almost a year now after Santiago and Enrile engaged in a word war over the Christmas bonuses distributed to the senators.

In December 2012, Santiago criticized Enrile, then the senate president, for giving P2 million in Christmas bonuses to all senators except his enemies including her, and Senators Antonio Trillanes, Alan Cayetano, and Pia Cayetano.

Santiago said Enrile's action was a grave abuse of discretion.

MANILA, Philippines - Senator Miriam Defensor-Santiago said she would retaliate against Senate Minority Leader Juan Ponce Enrile who called her an "obsessive hater" in a privilege speech Wednesday afternoon.

Santiago said in a release that she has asked Senate Majority Leader Alan Cayetano to schedule her a privilege speech on December 4, Wednesday, wherein she would respond to the attacks of Enrile.

But Enrile said that he will cooperate in the search for truth in the multi-billion peso scandal.

"I am aware that the public has been waiting for me to speak up on this matter, but for now suffice it to say that there will be a time and a more appropriate forum to deal in detail with the alleged PDAF scam," he said.

Along with Senators Jinggoy Estrada and Ramon Revilla Jr., Enrile is facing plunder charges before the Office of the Ombudsman for allegedly getting kickbacks from the pork barrel scam.

The senators have been accused of coursing their pork barrel funds to bogus non-government organizations allegedly set up by Napoles.

Last week, a newspaper report said that an official memorandum and an investigative team of the Office of the Ombudsman named Enrile as the mastermind of the pork barrel scam.

Ombudsman Conchita Carpio-Morales, however, denied receiving the official memorandum cited by the newspaper report.

Santiago had been blasting Enrile for his alleged involvement in the pork barrel scam. Last week, she said the former senate president should kill himself since the Supreme Court had declared the pork barrel system as unconstitutional.

"Enrile's arrogance has now been declared as bluff and bluster by the Supreme Court. At the very least, he should offer to commit hara-kiri because this dishonor belongs to him," Santiago said in a release.

During the testimony of Janet Lim-Napoles in the Senate Blue Ribbon hearing earlier this month, Santiago also urged the businesswoman to tell the truth already before the senators embroiled into the controversy have her killed.

But Enrile, one of the lawmakers accused in connection with the controversy, denied that he is capable of killing the suspected pork barrel scam operator.

"I never murdered anyone during all of my almost 90 years on this planet," Enrile said in his speech. "[F]or someone to say with impunity that I killed someone, whether here or anywhere else, or that I am planning anyone's murder, is the 'Grandmama' of all falsehood fabricators."

Throughout his speech, Enrile only attacked Santiago but refused to tackle the pork barrel scam.

Enrile: Miriam an 'obsessive hater'
By Louis Bacani (philstar.com) | Updated November 27, 2013 - 5:00pm

MANILA, Philippines - Senate minority floor leader Juan Ponce Enrile on Wednesday lashed back at her rival, Senator Miriam Defensor-Santiago, who has accused him of masterminding the P10-billion peso pork barrel scam.

In a televised privilege speech, Enrile referred to Santiago as an "obsessive hater" and said the allegation that he masterminded the pork barrel scam is an "outright lie" and a "baseless fabrication."

Let us go then, you and I,
When the evening is spread out against the sky
Like a patient etherized upon a table;
Let us go, through certain half-deserted streets,
The muttering retreats           ]
Of restless nights in one-night cheap hotels
And sawdust restaurants with oyster-shells:
Streets that follow like a tedious argument
Of insidious intent
To lead you to an overwhelming question….
Oh, do not ask, “What is it?”
Let us go and make our visit.

By 1936, the Jewish community in the Philippines had a distinctly cosmopolitan makeup with a total population of about 500 persons. The threat to European Jewry by the Nazi government in the 1930s sparked a renewed Jewish consciousness. The small, decentralized and secularly-minded Jewish Community of Manila took heroic steps to save fellow Jews from sure destruction, only becoming Jewish-conscious in a deep way when the Nazi threat came out of Europe, and there were thousands of Jews in desperate need of help.

It was during the era of the Philippine Commonwealth, 1935â€"1946, that Jewish refugees from Europe sought a safe haven in Manila. The migration of Jews escaping Europe between 1935 and 1941 was the last major immigration of Jews to the Philippines. The first German Jews to arrive in Manila actually came from the Jewish community in Shanghai. With the occupation of Peking by the Japanese in 1937, the four million inhabitants of Shanghai were endangered. Germany's shift of alliance from China to Japan at this time alarmed German Jews in Shanghai, fearing German pressure on Japan to adopt Nazi anti-Jewish policies.

Fearing for them as well, the Jewish Community in Manila, led by the Frieder Brothers of Cincinnati, organized the Jewish Refugee Committee of Manila (JRC) with the intention of rescuing German members of the Shanghai Jewish community. These Jews had already been deprived of their German citizenship, and the Gestapo presence that was taking root in Japanese areas threatened Jewish existence in Shanghai as well. When the Sino-Japanese War broke out in 1937, the JRC received a telegram from Shanghai asking for assistance for Shanghai's refugee Jews. With the help of Feng-Shan Ho, the Chinese Consul-General in Austria, Austrian Jews were able to escape to other countries, including the Philippines, when Adolf Hitler annexed Austria to Germany in 1938. Manila then received 30 German Jewish refugee families from Shanghai, which then started a larger program that would eventually rescue 1300 refugee Jews from Europe between 1937 and 1941, the largest influx of Jews in Philippine history.

It is important to realize that the mechanics of the refugee rescue plan in Manila involved many different people and agencies in The Philippines, in the United States, and in Germany. While it was important to have the cooperation and consent of President Quezon in this refugee rescue plan, all issues of Philippine foreign affairs was still totally in the hands of the U.S. State Department and would be until The Philippines were granted their independence in 1946. What is unique to the rescue of refugee Jews in The Philippines is that the Jewish Community in Manila was granted authority by High Commissioner Paul McNutt and Philippine President Quezon to operate a selection committee to choose those who would be granted visas by the U.S. State Department. By an application and review process, Jewish refugees in Germany and Austria obtained visas for immigration from U.S. consular officers who had been instructed by the U.S. State Department to issue visas based on recommendations from the JRC in Manila. This successful Frieder-McNutt selection rescue plan led to the larger resettlement rescue plan that focused on the Island of Mindanao as a destination for the mass resettlement of 10,000 refugee Jews.

For the refugees who did manage to settle in the Philippines, the JRC organised committees to aid in finding employment and new homes for them in Manila. Though relatively modest in numbers when compared to the number of refugees worldwide, the newly arrived refugees nearly overwhelmed the small Jewish community of Manila, multiplying its numbers relatively overnight. An ironic turn of events occurred when all rescue plans halted with the invasion and occupation of The Philippines during WWII. --Wiki

Henares said of 22 banks her agency has ordered to report on Pacquiao's accounts, only two said they held deposits for Pacquiao and that the total was only 1.1 million pesos ($25,200), which is now covered by the garnish.

“It is unbelievable to me that he has only 1.1 million pesos,” Henares said.

Arum said Pacquiao has other accounts elsewhere but declined to elaborate.

“He’s not desperate at all,” Arum said. “How can it be a desperate situation if I’m holding $18 million for him? It’ll get worked out.”

Pacquiao said Tuesday he borrowed more than $22,700 to purchase relief supplies before his fight Sunday with Rios in Macau and will borrow more to keep his word to typhoon victims. Pacquiao said he plans to provide aid to more than 10,000 families.

Arum previously donated $25,000 to the typhoon relief effort and said he’d be willing to front Pacquiao more money for the recovery, “but where am I going to put it?”

"In a sense, what we’ve given them is a scrap of paper, but it’s all we have until the Philippines’ IRS counterparts can tell them what was paid â€" which we know was 30% of whatever he earned. The tax rate is 20% in the Philippines, so he should get full credit.”

Arum said Pacquiao's accountant and attorneys in the U.S. most recently requested the IRS cerification of taxes paid 60 days ago.

Pacquiao’s financial situation has long been cloudy. He’s frequently surrounded by dozens of paid hangers-on and has been overly generous in the past about handing money to countrymen and others in need.

Arum told The Times earlier this year that he fronted Pacquiao money in advance of his guaranteed $18 million purse he’ll receive for beating Rios. Pacquiao also stands to receive a percentage of pay-per-view sales, Arum said.

Arum said Pacquiao should be credited in the Philippines for paying 30% in U.S. taxes while beating David Diaz, De La Hoya, Hatton and Miguel Cotto in four 2008-09 bouts.

Philippines tax authorities, however, have dismissed receipts of electronic transfers Arum’s company Top Rank provided showing U.S. taxes subtracted from Pacquiao’s purses as meaningless scraps of paper.

Philippines tax revenue chairman Kim Henares explained to AP, “What he can do is go to the IRS, ask IRS to certify this copy,” of his tax payments “as a true copy. We have been waiting for that for two years.”

Arum said he is “trying to get the IRS to notify the Philippines’ authorities … it’s really just a bureaucratic mess.

A network official told The Times in an e-mail, "We received an inquiry from the Philippines Bureau of Internal Revenue over two years ago and informed them that as pay-per-view distributor, HBO PPV collects and remits pay-per-view receipts to the promoter, while the promoter contracts with and pays Manny Pacquiao."

Pacquiao said his wife Jinkee's accounts have also been frozen.

Pacquiao contends that if he had not paid the proper taxes in the U.S., he would have been arrested during one of his visits there.
An IRS spokesman declined to comment.

“The money that was garnished by [the Bureau of Internal Revenue] is not stolen,” he said. “This came from all of the punches, beatings, blood and sweat that I endured in the ring.”
#14392
The Associated Press in Manila first reported that Pacquiao, a congressman in the country, hasn’t proven to the country’s Bureau of Internal Revenue that he paid taxes in 2008-09 and that unless it’s clarified, he owes $50 million (2.2 billion pesos) in back taxes as of July.

Pacquiao said he paid taxes in the United States following his victories against Ricky Hatton and Oscar De La Hoya and that a treaty prevents double taxation. AP reported a criminal case was dropped by prosecutors for the boxer’s alleged unpaid taxes in 2010.

“I appeal to them to remove the garnishment so that I can move and pay for my staff's salaries,” Pacquiao told reporters in his southern hometown of General Santos City. “I am not a criminal or a thief.”

The Philippines' tax bureau previously contacted HBO about Pacquiao's pay.

Is Manny Pacquiao headed for financial problems? (Vincent Yu / Associated Press)

Manny Pacquiao’s bank accounts in the Philippines have been frozen, stopping him from fulfilling his promise to help typhoon victims in his homeland, according to his promoter.

Pacquiao was locked in training camp more than 400 miles away from the typhoon’s deadly devastation when it struck, killing more than 5,200, and he vowed after beating Brandon Rios by unanimous decision in Macao, China, on Saturday night Pacific time that he would roll up his sleeves and help with his country’s recovery.

“It’s completely not Manny’s fault and completely a government screw-up,” Pacquiao promoter Bob Arum told The Times on Tuesday.
