Two officials of PNP and prosecutor’s office confirmed the supposedly “key†witness had signed the statement on October 24, 2007 on what he knew on rape-slay of a young girl named Vivian Dumaluan in Panglao town days before 2004 elections.
P/SSupt Edgardo Casiguran Inking, police provincial director, said in a phone interview that indeed Georgie T. Marcele signed his sworn statement.
Marcele said he works at Dumaluan Beach Resort owned by then Panglao Mayor Doloreich Dumaluan,
In a separate interview, Prosecutor Eric M. Ucat told the Chronicle that indeed he was the one who notarized Marcele’s statement on the same date at Inking’s office, Camp Dagohoy in this city.
Marcele was accompanied by his counsel Atty. Elmer C. Balbin and his mother Estrella T. Marcele, who also executed a subscribed statement on the very same date and place. Her sworn statement was also notarized by Ucat.
Marcele, however, told a press conference that he will withdraw his sworn statement dated October 24, 2007. But until this writing no retraction has been made.
Mayor Dumaluan said he broke his silence apparently to defend his brother identified as Teofredo “Pingmay†Dumaluan, who was allegedly tagged as brain of the rape-slay. He presented Marcele, who is also known in his alias “Bono†to the mediamen during the press conference the other week.
SP02 Dominic Ragusta presented a copy of the statement that Marcele executed on October 24.
The policeman admitted that he was the one who prepared Marcele’s statement based on his account but that contrary to his allegations it was not signed in Cebu.
As proof of this, Ragusta noted that the statement was notarized by Prosecutor Eric Ucat of the Bohol Provincial Presecutor’s Office.
Ragusta noted that that the statement was executed by Marcele with the assistance of his counsel, lawyer Elmer Balbin.

The code hopes to protect, promote, and develop the cultural (tangible and intangible) heritage of Bohol.

Nindot tong among giadto sa Dagat-dagatan, Novaliches last year. The village is a relocation area for scatters in Manila. UNFPA helped out in organizing the village to come up with population-health-environment programs. The youth helped out in their advocacies. One way to organize the youth was through the performing arts. They have a dance group and a band, who also writes its own songs about issues concerning the youth like poverty, teenage pregnancies, drug addiction, peer pressures, family problems, gender issues, and others. They have produced 2 albums already.
I hope NGOs, schools, and individuals can also do something like this. Like encourage our local bands to produce songs with depth and value. Dili nang binisayang binastos. no?

we should not forget that the main reason why these people join the rebel force is because of political matters. it's not about livelihood, but the present system of the government. they believe that the only way to change the decaying government system is through armed revolution. we may not believe but some of them come from middle class families, they can go back to the cities and live a good life whenever they want, but they choose the mountains because they want to serve the masses. that's part of their idealism.

We can't really say that life has been difficult for some of these girls, especially when they use the money they get not to buy food for their family but for cellphones and cellphone loads. In this post-modern world, morality is relative even in the barrios.
