CHED said the universities are considered autonomous and thus can adopt the change without its approval. Universities that are not autonomous would have to secure CHED’s approval before they can adjust their academic calendars.

The Philippines is the only member-country of the Association of Southeast Asian Nations (ASEAN) where the academic year begins in June. Thailand followed the September-May calendar in 2011.

The Department of Education is also studying the effects of revising the school schedule for basic education.

A recent DepEd survey showed only three regions were in favor of changing the academic calendar: Central Luzon, Western Visayas and Western Mindanao.
#13737
Meanwhile, the UP Board of Regents will discuss the matter in its meeting this month.

UP vice president for public affairs Prospero de Vera earlier said all of UP’s constituent universities, except Diliman, had expressed support for a revised academic calendar.

The DLSU administration released a copy of a memorandum last Dec. 2 regarding the proposal to shift its academic calendar starting 2015.

It proposed the start of the university’s first trimester on the first week of September.

The Guidon, ADMU’s official student newspaper, also reported on the university’s plan to move school opening to August starting 2015.

The Varsitarian, UST’s official school organ, likewise reported last Dec. 7 the university’s plan to synchronize its academic calendar with those followed in most countries.
#13738
She stressed that changing the school calendar is not a requirement for ASEAN integration.

“This may not be for everybody,” Licuanan said, noting that the majority of the students of these higher educational institutions are locals.

“I don’t think any of these schools are ready to implement the changes this coming school year (2014-2015),” she said.

Licuanan said the CHED would only get involved when a greater number of higher educational institutions decide to follow the new academic calendar.

CHED has created a technical working group to study the implications of the changes in academic schedule, she said.
#13739
The Commission on Higher Education (CHED) said it is worried about the repercussions of revising the academic cycle on the educational system, particularly on entrance and licensure examinations.

The plan to change the academic calendar is in preparation for the economic integration of the Southeast Asian region in 2015. This means that from the current June-March cycle, the academic year will run from September to June.

Under the scheme, Philippine universities are expected to attract foreign students and facilitate the enrollment abroad of Filipino students and faculty members.

“This (revised school calendar) has to be studied carefully by these schools as there might be some repercussions, especially in the country’s education system,” CHED Chairman Patricia Licuanan said in a phone interview.

By Helen Flores (The Philippine Star) | Updated January 4, 2014 - 12:00am

MANILA, Philippines - The country’s top universities are considering revising their academic calendar by having it synchronized with the one being followed in Southeast Asia in which school opening is set in August or September.

The University of the Philippines (UP), Ateneo de Manila University (ADMU), De La Salle University (DLSU) and the University of Santo Tomas (UST) have expressed openness to the idea but have not made a final decision.

A GMA News report said Adamson University is set to begin the next school year in August.

“New Moons are often a good time to plan out what you’re doing and what you want to achieve for the next month, and Capricorn has a reputation for being solid and dependable. This year, with the proper timing and effort, you might be able to extend that spirit throughout the year,” he said.

“New Year’s Resolutions can be the sort of thing where one merely pays lip service to the big changes that are needed but never really get addressed... this New Moon’s energy could be just what you need to blast through your personal obstacles,” Currie wrote on the website belief.net.

If you a little ashamed to start the year with astrological predictions, you can celebrate the supermoon with the coinciding Quadrantid meteor shower that will occur from Jan. 1 to 7, according to Pagasa.

The meteor shower will radiate from the constellation Bootes with at least 40 meteors visible per hour, peaking on Friday and Saturday. With Rio N. Araja

“So the alignments on New Year’s Day will have a symbolic influence on the whole unfolding of the year ahead. In this particular instance we are therefore blessed with an atmosphere of tremendous intensity, not only for the holiday season, but for 2014 as a whole,” she added.

“This is likely to be a year of tremendous growth and transformation for us all, and as such exciting, but also not necessarily easy to navigate. So cut yourself and your loved ones some slack and make self-care a priority,” Tsafrir said.

American astrologer Mathew Currie said the New Year’s Day new moon will be in the House of Capricorn.

According to US National Aeronautical and Space Administration, a full moon at perigee is up to 14% larger and 30% brighter than one at its farthest point, or apogee. The full Moon occurring less than one hour away from perigee is a near-perfect coincidence that happens only every 18 years or so.

But, NASA said, the astronomical community uses the term “perigee-syzygy” or “perigee moon” for the phenomenon and the term “supermoon” is used by astrologers.

Astrologers claim new moons are times of new beginnings and Wednesday’s supermoon was extra special because a new moon on New Year’s Day does not happen frequently.

“Our felt experience of the energy created by the configuration of the planets on January 1st will set the tone for the rest of 2014,” Judy Suzanne Reis Tsafrir MD said on women’s website Better After 50.
#13761
The phenomenon interests astronomers because it is a supermoon â€" a full moon or new moon at its closest to the Earth on its elliptical orbit, according to Mario Raymundo of the Philippine Atmospheric, Geophysical and Astronomical Services Administration.

If it is a full moon, the apparent size of the lunar disk will be larger than usual, but the moon was in a new phase on Wednesday so it was barely visible to the naked eye.

Supermoons occur about once every 14 full moons in a full moon cycle, he added.

The New Year’s Day supermoon is only the first of five supermoons that will occur for the whole new year and the next one will be on Jan. 30. The most “super” supermoon of 2014 will occur on June 22-23.

PRACTICALLY invisible from the earth, a new moon â€" that’s also a supermoon â€" rose on New Year’s Day, spurring the interest of astronomers and astrologers alike.

Supermoon. Scientists said a perigee new moon
arose on New Year’s Day, the first of five that will occur in 2014. Astrologers said the phenomenon portends good tidings for the new year.

The Japanese population, which has been shrinking for the last couple of years, declined by a record 244,000 people in 2013, according to health ministry estimates.

If the current trend persists, the BBC reports the country will lose a third of its population in the next 50 years.

An estimated 1,031,000 babies were born last year, a decline of about 6,000 from the previous year.

With a quarter of the population over 65 years of age, the number of people who died in 2013 was 1,275,000, an increase of 19,000 from 2012.

A bombing at a New Year's Eve party on a southern Philippine island has killed six people and wounded at least six others.

The Philippine military said an improvised explosive device was used in the attack, which hit the town of Sumisip, on Basilan island.

There has been no claim of responsibility and the motive for the attack is not known.

Militant Islamic groups, including the notorious Abu Sayyaf group, which has links to al-Qaida, are known to operate on the island.

Abu Sayyaf has been blamed for a wave of bomb attacks, kidnappings and beheadings in the southern Philippines.

The group has been fractured by a government anti-terror campaign in recent years, but continues to carry out attacks.

"Retiring gives the impression that you're relieved that your job is over," suggests Douglas, second-generation Hollywood royalty, the son of actors Kirk Douglas and Diana Love Dill. "We love our jobs. It's so much fun, to make believe â€" you go different places; people are happy to see you; you get into good restaurants. Hopefully, I can get a table at one of Bobby's restaurants," he smiles in reference to De Niro's expanding restaurant empire which includes shares in high-end sushi chain Nobu, together with his famed New York eaterie TriBeCa Grill and Locanda Verde, located in The Greenwich Hotel, in which he has also invested.

Fine dining is clearly something both men enjoy in their later years, and while neither of them enjoyed actually filming in Las Vegas, the food made a better impression. "For me, the worst experience is just the amount of people and the crowds. The best is the food â€" it's probably one of the best cities in the world for eating very, very well," says Douglas.

"I agree," says De Niro. "When I did Casino, there were a couple of good restaurants, but not the way there is today. It's really changed."
#13776
"Women are now very comfortable to have babies into their late 30s. You can be a father in your 50s. I'm not saying it's for everybody, and I think people have to get their own life secure before they take on the responsibility of a partner and children. I guess there are some women who like older men, but it's a smaller group," he quips, poking fun at the 25-year-age gap in his own marriage to Zeta-Jones.

De Niro warms to the theme: "The only thing I would say is that if you get married, it's easier probably not to have children if you're going to split up â€" it makes life simpler later on in life."

Ask if either of them have retirement plans, and this, apparently, is more amusing than anything they've heard in a while. "No. What are you going to do?" De Niro asks Douglas with that famous shrug.
#13777
Thirty-two years old when he wed 19-year-old Diandra Luker, he was a largely absentee father to the couple's son Cameron, now 35 and currently serving a 10-year prison sentence on drug charges. The couple's divorce resulted in one of the biggest settlements of the day, with Luker receiving $45 million in 2000.

Today, Douglas offers this surprising piece of marital advice: "I think you should wait. Everybody has their own careers, their own ambitions. I think you should work on your own career, try and get some financial security and independence," says the actor who earned a Best Actor Academy Award for Wall Street in 1987, as well as a Best Picture Oscar for co-producing 1975's hit movie One Flew Over the Cuckoo's Nest.
#13778
While much has been written about a supposed reconciliation between Zeta-Jones and Douglas, his positive affirmations have been vague at best â€" although today he's apparently in the mood to talk about love. "My idea of love has changed, because when I was 25 I was probably leading with down here," he says mischievously, pointing at his trousers. "Now love is probably much more in my head."

Still sporting his wedding ring on the day we meet in New York, he's been separated from Zeta-Jones since August. The status of the couple's 13-year marriage is the subject of almost daily scrutiny, with some tabloids reporting that he is trying to smooth troubled waters by visiting the family apartment each morning to make pancakes for his kids.

"You can't take love for granted, you've got to protect it, you've got to nurture it and take care of it. When you're younger, you just take it for granted," he says somewhat wistfully.
#13779
Later on, Douglas â€" who plays a spray-tanned, highlighted lothario looking to settle down with a woman half his age â€" confides how his cancer diagnosis was the biggest wake-up call of his life. "I take things much less seriously," he says. "Serious is when they tell you you've got cancer. Cancer is serious, but then the rest of it is not. I'm much more conscious of time. I know what year this is and I can adequately count how many years I think I have of good health. I'm watching the clock a little bit."

De Niro agrees. "I don't like to waste time. If I have a day off and I'm on a location somewhere, I'll take a trip and see something because I never know if I'll get back there again, especially as you get older. I like to travel and do things, and share it with my children, let them see things that I have the advantage of going to. The time is now, not next year," says the actor, who struggles with the myriad demands of parenting children whose ages range between 40 and two.

With Morgan Freeman and Kevin Kline in 'Last Vegas' With Morgan Freeman and Kevin Kline in 'Last Vegas' Described by Variety "as creaky as an arthritic hip", Last Vegas is a senior variation on The Hangover, equally with its own laugh-out-loud moments, finding mirth in the relentless tide of age as well as the nostalgia factor of the cast â€" co-starring fellow old-timers Morgan Freeman and Kevin Kline â€" none of whom, remarkably, have ever shared the screen before.

Winning Oscars for Raging Bull and The Godfather: Part II, De Niro has carved out a serious reputation for loners and tough guys in Goodfellas, Taxi Driver and Cape Fear, although the past decade has seen him tackle more comedy â€" with varying success â€" starring in Analyze This and the Meet the Fockers franchise. "We're all very lucky and do very well as actors. You don't have much choice as you get older," he says bleakly. "So you better just go with the ride and enjoy it. That's it."
#13781
"Second class!" chimes Douglas, adding, "I don't see any advantages other than you're more comfortable with yourself; you don't have to prove anything; you accept who you are. Both of us have younger children and it's nice to have the time to spend with them. Even as we're all around 70, I think we're going to see longer and longer life-spans â€" and, with the digital age, he'll look like Raging Bull still! Inside, you feel like the child within you. I don't think there's a lot that changes, although the exterior changes a lot. That expression, youth is wasted on the young, is very true."

"Hopefully this film will find its audience because there are a lot of baby boomers out there," says De Niro. "You see it all over those TV commercials for medications, where you have the nice music playing while they give you all the down sides â€" you might die from it, you might this, you might that, but there are so many of these because they're appealing to the vast baby boomer population. When you're younger, you hear people talk about how it went by so fast but when you get there, you look back and find out its true. The kids grew up so fast, where did the years go? Now they're in college… its just true."
#13782
"As you get older you have this natural desire to make things better, if you can, before you're gone. But, beyond that, I don't see much benefits [to ageing]," concludes Douglas.

Nobody is excluded from the cruelty of age, not even a Hollywood superstar like De Niro. "It's a given, there's nothing you can do about it, so you may as well make fun of it. It's interesting when you walk down the street and you see younger people and they ignore you â€" their peripheral vision sees that you're one or two generations older than they are, so they're not interested. Otherwise, the grey hair… you become a part of another class of person," he says.
#13783
"Nothing," Douglas eventually replies, cracking a smile. "It's very depressing, so you can make a comedy about it, and get it all out. But it's very hard to find anything positive about getting old. Nothing, really. Fortunately I've got younger kids," he says, referring to his children Dylan, 13, and Carys, 10, with estranged wife Catherine Zeta-Jones, "so it's wonderful to be able to share information with them, spend time with younger kids."

"When they want to listen to you," chortles grandfather and father-of-six De Niro, himself a late-in-life father, his youngest child born via surrogate two years ago, named Helen Grace for his second wife, Grace Hightower. Wed in 1997, the couple also have a 15-year-old son, Elliot. His first marriage to actress Diahnne Abbott produced son Raphael, 37, a successful New York estate agent, as well as adopting Abbott's daughter Drena, 42, from a previous relationship, while his long-term relationship with former model Toukie Smith resulted in twins, Julian and Aaron, now 18.

GILL PRINGLE   Wednesday 01 January 2014

Hollywood legends Michael Douglas and Robert De Niro are getting on a bit â€" and they don't like it. But being on screen together for the first time eases the pain, they tell Gill Pringle

Waiting in turn to talk with two of Hollywood's most celebrated veteran actors, there's a moment of unintentional hilarity when a very young journalist enthusiastically asks Michael Douglas, 69, and Robert De Niro, 70, to name the "best thing about growing old".

It's a fair question given that the two actors are co-starring in Last Vegas, a comedy about four best friends, now senior citizens, who escape retirement to throw a Las Vegas bachelor party for the one remaining singleton among them. However, a potent silence ensues, De Niro grimly looking at the floor while Douglas grimaces, solemnly wringing his hands.

1. Prayer is not a "spare wheel" that you pull out when in trouble, but it is a "steering wheel" that directs the right path throughout.

Globalization has effectively changed the look of the country. Toppling the government is no longer the sole option to improve one’s economic standing. Working abroad is even the preferred option, as shown by the millions of Filipinos who have left our shores. If we’re still semi-colonial and semi-feudal, then we are a vastly different semi-colonial and semi-feudal state.

Worse is the CPP’s analysis of the political nature of the administration of President Noynoy Aquino. It rehashed unsubstantiated claims about cheating in automated elections and other PNoy “sins,” which is unfortunate for a party that claims to be Marxist, a world view that embraces an objective and scientific methodology.

What is most amusing is the call for the “ouster of the Aquino regime” or to “compel Aquino’s resignation.” I am amused because a recent Social Weather Station (SWS) survey shows that despite the attacks against PNoy, 69 percent of Filipinos are still satisfied with his performance in the fourth quarter of 2013.

Is this how my beloved Marxist party now views the world?

But for many Filipinos, China has become more of a threat to the Philippines than the United States, its acts becoming more imperialist-like the past few years.

Another old hat is the CPP’s insistence on bringing the people’s war to the strategic stalemate stage. That has been repeated every year since the glory years of the revolutionary left in the late seventies and mid-eighties when it has so grown in armed might it had visions of winning the war. But much has changed in the party organizationally. It isn’t as strong and influential as before.

That reflected the changing landscape in the country. During Mao’s China, or in the early years of the CPP, revolution was the sole option considering the prevailing situation. In the Philippines, the dictatorship of Ferdinand Marcos fired up the people. But more than that was that the people were boxed inside the archipelago.

What amused me when I read it was that after more than four decades, the template of CPP statements hasn’t changed. In content, and style, they have remained Amado
Guerrero-ish. Amado Guerrero was the pseudonym of the CPP’s founding chairman.

Marxism-Leninism-Maoism was formulated by revolutionaries in China, which was at that time a semi-feudal semi-colonial state, and guided them in their seizure of state power in 1949. Surely, after almost a century (yes, that’s almost 100 years), much has changed in the world. Yet CPP statements make you feel like you are in an old time capsule.

When the CPP talked about “global crisis,” I was more interested in its treatment of China, which has staked claims to territories in the South China Sea, including islands owned by the Philippines. Consistent with its anti-US stance, it merely labeled China a “major capitalist” state, and not yet imperialist.

THE day after Christmas used to have more meaning to me in my early 20s. For many of us, the birth of the Communist Party of the Philippines (CPP) on Dec. 26, 1968 had more value than the birth of Christ more than 2,000 years ago. December 26 occasioned, therefore, gatherings big and small and so-called revolutionary shows throughout the country.

I recall this because yesterday was the 45th anniversary of the reestablishment of the country’s communist party under the ideological guide of Marxism-Leninism-Maoism (formerly Mao Zedong Thought). The old party was the Marxist-Leninist Partdo Komunista ng Pilipinas (PKP), which was established on Nov. 7, 1930 but was later eclipsed by the CPP.

It has been 25 years since my association with the CPP was forcibly cut off, but my memory of my participation in the struggle has only dimmed slightly. Thus, for old times’ sake, I surfed the Net for the traditional message of the CPP’s central committee.
