God gives us friends to experience His love through them. And He did profusely through Stella whose love for family was lavish, and whose care for others transcended pain.

We were bound by kinship, family ties, common personality traits and the same profession and work environment. As literature lovers, I describe our friendship as one which even the angels in Heaven would weep in envy. We weathered life by sharing our joys and sorrows and even awarded ourselves the title "Mother of the Year."

I was with Stella till the very end. She died at 2:28 pm last Sunday, February 17, 2008. She has gone back to Him, and I believe with a mission accomplished. Indeed, I shall terribly miss her, but her memory will live on as an inspiration to me and others.

Thank you, Stel, for the loving friendship and its beautiful memories, and thank you for being you.

In line with the program of the new PNP Chief, PDG Avelino I Razon of providing better health services for the 120, 000 strong men and women of the PNP and their dependents, PSUPT Virginia Ruiz Ramos, Chief of the Regional Health Services 7 based at Camp Sotero Cabahug, Cebu City, conducted a lecture on the latest medical care system of the PNP held at the Bohol Police Provincial Office conference room last Feb. 19.

Attended by no less than Bohol Police Provincial Director PSSUPT Edgardo Casiguran Ingking, CSEE together with staff officers, key personnel of BPPO and head of the 3 tertiary hospital in Bohol namely Dr. Nenita Moraga Po and Dr. Edgar Pizarras of Gov. Gallares Memorial Hospital, Dr. Gwyn Ramiro of Ramiro Community Hospital and Procianita S. Policianos of Tagbilaran Community Hospital all based in Tagbilaran City.

In her presentation on screen, PSUPT Ruiz disclosed the sad plight of PNP personnel's who suffered wounds and injuries during police operations which are refused admittance to the hospitals due to financial problems, mostly cannot afford to pay down payment to the hospital in order to be admitted and given medical treatment.

These and several incidents are addressed to the higher PNP authorities for quite a period of time so that during the incumbency of PDG Razon. This has been given utmost attention and solution.

Under the present set up of PNP medical services, there is only 1 tertiary level hospital of the PNP which is the PNP General Hospital based at Camp Crame, Quezon City while there are only 16 medical dispensaries in the 16 PNP regions in the country making health services for the injured or seriously ill PNP personnel's hard or difficult to avail of medical services in order to be cured.

I just read a PM from one of our friends here narrating to me her story on how she found a comrade in Tubag Bohol. The two have been here for some time but because of unidentifiable display names they never got the chance to recognize each other until one day one of them decided to send a PM to the other.

It is quite touching to see members of Tubag Bohol rekindling an old friendship that was drowned by time and distance. What a joyful moment it was when they finally talked each other over the phone after many years of silence.

Air travel within the Philippines is the third fastest growing market in the world, after India and Mexico, with Cebu Pacific setting the pace in the domestic market with a growth rate of 47% in terms of passengers carried in 2007.

India’s domestic market grew by 33%, followed by Mexico at 27%, Philippines at 23%, and China at 16%.

The Philippines domestic air travel market grew with almost 10.4 million travelers in 2007 versus almost 8.5million passengers in 2006.

Candice Iyog, CEB spokesperson, said domestic travel started booming when CEB introduced year-round low fares in 2005, forcing other local airlines to follow suit to be able to compete.

“Our rapid domestic network expansion, aggressive pricing, year-round low fares, and new and growing fleet stimulated the market and introduced air travel to many first-time flyers,” she said.

Iyog said CEB expects the growth trend to continue this year and beyond as the airline takes delivery of more new aircraft, which will be used to serve new domestic and international destinations.

“The arrival of brand new Airbus and ATR aircraft will open up the Philippines and hopefully generate economic growth largely through tourism and trade in the process,” she said.

Now in its 12th year, CEB has the youngest fleet in the Philippines. It flies to 12 and soon to be 15 international destinations with the addition of Hanoi, Ho Chi Minh, and Kaohsiung in the coming months. CEB also flies to 21 domestic destinations with Boracay (Caticlan) starting February 29, 2008.

The Philippine Electricity Market (PEM) board, the governing body of the Wholesale Electricity Spot Market (WESM), has certified the technical readiness of the electricity bourse to begin commercial operations in the Visayas anytime on or after 26 February 2008.  This endorsement will be transmitted to the Department of Energy (DOE) after which it is expected that a definite date will be set for the Visayas market launch.           

"Now that we've achieved technical readiness, we await advice from the DOE on the final launch date in the Visayas," said Philippine Electricity Market Corporation (PEMC) Executive Vice President Mario R. Pangilinan.

            The DOE will also take into account the level of competitive arrangements in the Visayas as well as other considerations to ensure that the market functions as intended and that the consumers are protected.

"The generators in the Visayas have all signed up for participation in the market.  However, on the buyer side, there is a lack of direct participation due to recurring issues on the existing power contracts.  Although in some ways this may be beneficial in the short-term as this ensures the consumers are protected from price spikes during the early days of the market," said PEMC president Lasse A. Holopainen.

Once the WESM begins in the Visayas, all energy will be traded through the market management system which should lead to more efficient use of capacity as well as giving the appropriate investment signals for more power generation capacity at the right time.
