...While Vietnam has the most to lose, the situation isn’t acceptable for the government in Beijing, either. The dispute is just adding to China’s problems in the region, where the country has created openings for the U.S. and Japan to build on worries about what the Chinese intend. “People are starting to see China as an enemy, and that’s a massive, massive failure of diplomacy from Beijing,” says Kerry Brown, director of the China Studies Center and professor of Chinese politics at the University of Sydney. “It’s one of the biggest diplomatic screw-ups of modern times for a hugely important regional and global player to have alienated so many of its neighbors so quickly.”

There are a lot of online scams today. In fact, they keep on adapting in order to get more victims. What you want to do is to always be vigilant. Is it easy money? Does it involve you paying upfront? Lastly, is it too good to be true? These are some questions that you may want to ask first before ever considering a gig or an offer. Think before clicking.

Wi-Fi Hot Spot Scam

People use the internet most of the time. They actually go online in order to check their emails or to even buy a number of things. What if you suddenly have your information stolen because of these connections?

It Happens When:  Free seems to make us go crazy over something. In fact, people love to connect to a free Wi-Fi connection. What most people do not know is that these connections leave you vulnerable to hackers. They could be mining your credit card information when you log on to those Wi-Fi connections.

How to Avoid It: What you want to make sure is to only use legitimate connections from a coffee shop or from the establishment.

Congratulations Scam!

There are a lot of contests where you could win online. When you are offered by free items, people hardly say no. This is the whole principle why this scam is also successful. The bottom line is that people love free stuff. You could tell them that they won despite not joining anything.

It Happens When:  Ever had an experience where you get an email, that you actually won an item. It could be an iPod, Xbox, PS3 or now PS4. You will be told that you won via electronic raffle and your email has been picked. What do you need to do to claim your prize? Well, you just have to go to a certain website where you have to fill in your debit card or bank information in your address. Now, do you get an item in your mailbox? Not really. You just get unexplained charges from different parts of the world. There is a chance that you have to pay for all of this, unless you dispute the charges.

How to Avoid It: You will never win if you didn’t join anything. Also, do not ever give your bank details to anyone, especially to dubious websites.

Fund Transfer Scam

People can be greedy. When people are faced with large figures, they sometimes throw their logic out of the window. This is where the fund transfer scam happens.

It Happens When: Ever received an email, more commonly, from Nigeria that tells you about a story that he needs an accomplice in order to launder huge amounts of money? According to the email, it is worth millions. Of course, the greedy person in you may actually consider it. The catch, you need to come up with an initial fee that will be used to finalize the transaction, such as bribe people who needs to be bribed. Paying upfront, you will never get the money that you thought you are going to get.

How to Avoid It: Do not send money to anyone you do not know. Also, you need to be reasonable and control your greed.
#13326
Phishing Emails

People are sometimes eager to click on links that they see on their emails. What they don’t know is that this could lead towards identity theft. People sometimes forget that they should also not enter their bank or credit card information on sites that look dubious.

It Happens When:  Ever received an email where you are told that something went wrong with your bank account? If you will look at the email, everything looks legit from the logos to the way the sentences were constructed; everything seemed to come from legitimate sources. However, when you get to the link, you will be asked to enter your information data. This is how they get your money.

How to Avoid It: Just ignore the emails. Banks will call you if ever it involves your security. Also, you can always verify with your bank first when you receive these emails. Make sure you are on a secured website.
#13327
Auction Scams

One of the best ways on how you can get precious items is via auction. Through auction, collectible items are typically sold. This is the best way to get an item that is rare. In fact, designer bags and other similar items are sold on this platform.

It Happens When:  When you get an item that is not exactly what is described, now that is already a scam. There are cases in the US where an $18,000 Louis Vuitton bag turned out to be a knock off item.

How to Avoid It: You need to make sure that you look at the comments and feedback of a seller, especially on eBay, Sulit or any other e-commerce site.

Work-At-Home Scam

The internet allowed us to stay connected with each other. Because of this, there are businesses that are now operating solely online. Lowering the overhead cost, this paved way for outsourcing and real opportunities. However, there are some scams disguised as work-at-home opportunities.

It Happens When: Who wants to earn money while sitting comfortably at home? Well, everyone would love that. The problem with this, is that they don’t say that you will be the one buying the supplies, paying for the newspaper ads, and doing all the trouble for a minimal pay. There are a number of legitimate work-at-home opportunities though. Web designers, developers, copywriters and even some call center agents now enjoy the perks of the internet working for legit stay-at-home jobs.  Just keep in mind that if you are going to have to pay, then maybe there is a problem.

How to Avoid It: Do a bit of research. You may want to go to sites such as Freelancer, and oDesk to get some work at home gigs.

MLM/Networking Scams

MLM/Networking scams happen most of the time outside the house. However, they most often establish rapport through online means or through texts. They invite people to a business meeting often times asking them to dress in smart casual attire. Sounds legit? Some perform their “business meetings” on fast food restaurants from Jollibee to KFC for hours.

It Happens When: They usually won’t say what their product is about on the email but rather state that they are looking for a business partner who they can share their blessings with etc. Once you are there, you will be offered products with exorbitant prices that you then have to sell. Just imagine paying P20,000 worth of items that you could actually buy for a fraction of a price? It could be health related or even beauty products. You name it.  It is also common that they use “legit” testimonials or even name drop celebrities to attest to their product’s effectiveness. Also, it is common that they show off success stories of people who stayed with them, who now drive a nice car.

How to Avoid It: Be reasonable. Who do you think would buy overpriced items? Also, can you stomach going to your loved ones selling them with goods that you know are overpriced? Also, remember that there is no short cut to success. These networking businesses typically offer fast financial security with minimal sweat, under the guise of “working smart”.

Dating Scams Online

Thanks to the internet, it is possible to find someone special through dating sites. Though there are people who actually met their significant other through this channel, there are also those who just met a scammer.

It Happens When: For those who are lonely, they risk going to dating sites, meeting new people who they can fall in love with. There are some scammers who are taking advantage of this, asking money from other users. Some scammers ask money from the victims in order to buy a webcam or for them to pay for some sick relative. The story goes on and on and even more complicated than usual. By the end of it all, it is common that these scammers would ask their victim to send money via Western Union, and other money transfer means.

How to Avoid It: Do not send money whenever you are dating online. Keep in mind that true love is free, well, except for the dates, travel fees and other expenses. Other than that, there is no price tag to falling in love.

PayPal Conversion Scam

PayPal’s partner in the Philippines is Union Bank. For those with no EON card, it is impossible to get your money with minimal charge. What’s the alternative to getting your money from PayPal?  You may not be able to get it with the most reasonable price.

It Happens When: There are some people who will claim that they will give you cash in exchange of your PayPal funds. With those ads posted on Sulit, they claim to buy your PayPal funds with a given exchange rate. They usually ask you to buy from them online, and in exchange you get the conversion of your PayPal funds. Once you’ve purchased an item for them online, they will most likely deactivate their Sulit Account along with your line of communication.

How to Avoid It: Just go get an EON card. It is the simplest and most convenient way of getting your cash from PayPal.

Sulit Laptop Scam

Sulit has been a household name for those trying to sell. Whether you are selling pre-loved shoes in your house, you can place it on Sulit to get a potential buyer. For those selling their laptop, they may get an unusual email from Nigeria.

It Happens When: The scam goes where the seller will receive an email that he needs to ship the laptop to Nigeria. They then let tell you that the payment will be coming once you sent the laptop to a certain address that they will provide.

How to Avoid It: If you are selling an item, everything should be shouldered by the buyer. In fact, for some meet ups, the seller asks for an additional fee.

10 Most Popular Online Scams in the Philippines

The internet provides us with anonymity. Though this is a good thing in terms of voicing out your opinion, it is also the main reason why a number of scams exist. In fact, some scams online are intricately planned, to the point where it looks legitimate at times.

Here are some of those scams that you might want to avoid.

Vietnam has reiterated its commitment to peacefully resolve the dispute. If China does not reciprocate, the United States should be prepared to offer support to Vietnam through an increased naval presence. This would give Washington the ability to assess Chinese capabilities and to help de-escalate the situation. Other options, such as restrictions on CNOOC’s activities in the United States, could also be considered. If the United States can’t back up its words with actions, its credibility in promising to uphold peace and stability in the region will be gutted.

Elizabeth Economy and Michael Levi are senior fellows at the Council on Foreign Relations and the authors of “By All Means Necessary: How China’s Resource Quest is Changing the World.”

http://www.washingtonpost.com/
#13342
The United States has said it won’t take a stand on the sovereignty dispute and has called on the two parties to resolve their differences peacefully. This is not enough: The United States ought to call China’s bluff and make clear the real stakes. The United States and the Association of Southeast Asian Nations (ASEAN) should present a unified front in refusing to recognize unilateral assertions of claims in disputed territories.

Even more important, the United States must be prepared to give life to its rhetorical position. Although it does not have a treaty obligation to defend Vietnam, its rebalancing to Asia is premised on its role as the primary guarantor of stability in the Pacific. Chinese actions challenge that.
#13343
Beyond these two motivations, it does not hurt that Chinese oil companies are eager to operate in the region. By cloaking its military excursion in commercial garb, Beijing might have hoped to defuse some of the inevitable opposition.

If so, that gambit has not paid off. China’s latest move, which came as a surprise to Vietnam and other nations, undermines Beijing’s insistence that strong relations within the region are its top foreign policy priority. It also calls into question China’s commitment to its current working-group talks with Vietnam on joint resource development in the South China Sea.
#13344
Two other forces are essential to understanding what is going on. One is nationalism: The drilling is taking place near the Paracel Islands, which sit within a disputed area of the South China Sea, roughly 120 miles from Vietnam’s coast and well within Vietnam’s 200-mile exclusive economic zone. But China claims the islands based on historical usage and effective exercise of sovereignty, having occupied them since 1974. Backing off from the Paracels would deal a blow to China’s prestige, while underlining Chinese control over the islands would strengthen the leadership’s legitimacy at home.

Chinese leaders are also motivated by a desire to control the sea lanes of the South China Sea. More than $5 trillion of trade passes through the increasingly crowded waters each year. That includes almost one-third of world seaborne oil trade and more than three-quarters of Chinese oil imports (as well as most of the oil destined for Japan, South Korea and Taiwan). The Chinese navy may be too weak to challenge U.S. dominance in key Middle East sea lanes, or even to exercise control over the critical Straits of Malacca, but by operating naval forces across the South China Sea it can gain greater confidence that the United States will not be able to disrupt its supplies.
#13345
There has long been speculation that massive oil and gas deposits are locked beneath the South China Sea â€" 1.4 million square miles bordered by Brunei, China, Malaysia, the Philippines, Taiwan and Vietnam and claimed in part by all of them. According to the Chinese Ministry of Land and Resources, the area might contain as much as 400 billion barrels of oil, surpassing the bounties of the Middle East.

Most informed estimates, though, are much smaller. The U.S. Geological Survey estimated in 2010 that the region’s undiscovered oil (much of which will never be financially attractive to produce) totals a far smaller 11 billion barrels. It is difficult to believe that China would risk armed conflict for such modest stakes.

Beijing’s actions in the South China Sea demand a U.S. response

By Elizabeth Economy and Michael Levi
Published: May 16, 2014

The China National Overseas Oil Corporation (CNOOC) began drilling in Vietnamese-claimed waters last week, accompanied by more than 70 vessels, including armed Chinese warships. At first glance, this might look like merely another front in China’s quest for natural resources, which has taken Chinese companies to seemingly every corner of the earth.

Yet what is happening in the South China Sea is actually far more dangerous than what has come before â€" and the forces driving it go well beyond pursuit of energy riches. The United States needs to face up to the full magnitude of the Chinese challenge to have any hope of successfully confronting it. This means not only tough talk but also a willingness to take difficult action.

Roger said that he and Erika got a surprise when they checked the surveillance camera footage around their house and saw what Tara had done.

"We both gasped and said 'Holy cow!' Roger told ABC News today. "We couldn't believe that happened."

"To have her - with no regard for her own life - fly at the dog to protect [Jeremy]," Erika said. "I've never seen anything like that."

After they uploaded the video on YouTube, the two said they started getting calls from Georgia to New York. The dog was voluntarily taken to an animal shelter for observation.

Roger said Tara, who followed the parents home from a park in 2008, had bonded with Jeremy because he was the firstborn. The couple also have a set of twins.

Roger said Jeremy and Tara shared a bond and that the cat even used to sleep in his crib.

"My hero!" Jeremy said about Tara.

ABC News' David Wright, Erin Keohane and Maggy Patrick contributed to this story.

Cameras Catch Family Cat Taking on Dog That Bit Boy

By ABC News | ABC News Blogs â€" May 16, 2014

A family in Bakersfield, Calif., is giving their cat extra special treats today after she was captured on tape chasing away a neighbor's dog that had attacked their son.

Roger Triantafilo said his son Jeremy, 4, was riding his bike Tuesday outside the family home when the dog bit him on his left leg.

Their cat, Tara, pounced on the dog, chased him away and then stayed with the injured boy while his mother, Erika Triantafilo, who was nearby, got help.

The boy suffered two lacerations and needed sutures.

Horrible intuition

But of course, unlike correspondents from major news outlets, who rotate into and out of hostile zones, freelancers often have to remain for long stretches. They need to sell as many stories and images as they can. Even if they don’t take bigger risks than us, the odds against them increase the longer they remain.

I hardly ever take pictures of my co-workers when I’m on assignment, and when I do, I don’t usually keep the images. I’m superstitious. When I see a colleague in my viewfinder, I find myself saying, “This better not be used to illustrate his obituary.” That’s why I could only find these two pictures of Camille. I’m not sure how, but they escaped my systematic deletion of such pictures when I came back.

But here they are, three months later. My horrible intuition was right.

Fred Dufour is an AFP photojournalist based in Paris.
#13372

Camille Lepage in a Congolese police armoured vehicle in Bangui. February 19, 2014. (AFP Photo/Fred Dufour)

Camille was tough. I took this photo of her in the front of a Congolese police armoured vehicle. The police mission that day was to take down the anti-balaka checkpoints in a Bangui neighbourhood. “You can come with us,” they said, “but you’ll need to be brave.”

They were right. We soon found ourselves in a full-on battleground. Militiamen threw grenades at us. I’d been hesitant to go, but Camille, she didn’t think twice -- her courage was impressive.

That’s not to say she was hot-headed. In Central Africa, I’ve seen young freelancers going around without any protective gear. Not Camille. She wore a bulletproof vest and a helmet, like us. She’d lived for a long time in South Sudan and knew conflict zones and had a sense of danger. She didn’t take undue risks and was very mature for someone just 26. That’s why it took me a long time to figure out how old she was.
#13373
It’s often like this when you cover a conflict. In the morning, you might witness a shooting, or be threatened with death. In the evening, you might find yourself in a bar, drinking a beer on the terrace, or lining up at the supermarket for some dinner. It’s a surreal mix of danger and banality.

Camille and I worked together several other several times. We got along well, and worked well together, neither getting in the way of the other.

I wish I could just hold on to the memories I have of Camille unwinding in the bar. But on hearing the circumstances of her death, it’s darker memories that are overtaking me.
#13374
I first ran into her in the Central African Republic in December 2013 but this was our first time working together. She’d asked to come with me to Damara. She was freelance, with limited finances. I immediately offered to bring her in our vehicle -- when you’re in a war zone, you help each other out.

At the end of a very stressful day, we went back to Bangui and looked for a way to unwind. It was there that we did what many a war reporter likes to do: we went to a bar, we drank and we danced. And we tried to put what we’d seen behind us.

Camille Lepage: A brilliant career cut short

The 26-year-old French photographer Camille Lepage had begun to establish herself as a rising star in a ferociously competitive industry when she was caught up in a deadly shoot-out between rival militia in the Central African Republic, where she had spent recent months chronicling the impoverished country's sectarian bloodletting and its impact on the civilian population.

PARIS, 14 May, 2014 -- I took this picture of Camille Lepage in February in Damara, 70 kilometres north of Bangui. It was a tough day. We’d gone looking for members of the anti-balaka militia -- mainly Christian fighting groups who’d clashed violently with Chadian soldiers a few days earlier.

On the way, we went through a multitude of checkpoints and the atmosphere was very tense. Militiamen, armed with grenades, Kalashnikovs and rocket-launchers were hostile to our presence. It was, perhaps, the same sort of situation that proved fatal for Camille, three months later.

When fire fighters there failed to release that squirrel, they transported it along with the manhole cover to an animal shelter, where they used a metal saw to cut it out. The animal died shortly thereafter, probably from stress.

After hearing frantic shrieks coming from the street on Monday morning, a woman discovered that the creature had lodged its head in the opening of a manhole cover. She called local police, who at first struggled to release it from the unexpected trap, daily Nordhannoversche Zeitung reported.

First, the officers attempted to push the rodent's head back through the manhole cover. Then they pulled the metal disc out and set it upright, while one officer pushed the head and the other pulled the body. When this didn't work either, they applied a bit of olive oil to the furry captive, but still failed to dislodge it, the paper reported.

It was only when it occurred to one of the officers to press the squirrel's ears back that it slipped safely out of its snare. "Erwin" was thought to have been convalescing in a nearby garden, but it wasn't to be.

They Named Him 'Erwin': Squirrel Dies after Manhole Cover Rescue

SPIEGEL ONLINE International
August 06, 2012

Sometimes life isn't fair. Just hours after he was freed from a manhole cover by German police, a squirrel in northern Germany has succumbed to the stress of the experience. The rodent was apparently exhausted.

R.I.P. little buddy.

He was thought to be out of the woods, but police have confirmed that a squirrel they freed from a manhole cover on Monday has since died.

A resident in the northern German municipality of Isernhagen, near Hanover, found the rodent dead in her garden. It is thought the animal died of exhaustion just hours after its ordeal. The police officers who initially saved the squirrel dubbed him both "Erwin" and "Gullyver," the latter being a playful reference to where he had been found.

In the meantime, out of respect for the Tribunal and the arbitral process, it is obliged to preserve confidentiality.  With firm onviction, the ultimate purpose of the Memorial is our national interest.
It is about defending what is legitimately ours.  It is about securing our children's future.  It is about guaranteeing freedom of navigation for all nations.  It is about helping to preserve regional peace, security and stability.  And finally, it is about seeking not just any kind of resolution but a just and durable solution grounded on International Law.

Under the Rules of Procedure, the Arbitral Tribunal will decide on next steps and advise the Parties.  The Philippines will follow the guidance of the Arbitral Tribunal in regard to the publication of the Memorial.
#13396
Ordinarily, the next step in an arbitration of this nature would be the filing of a Counter-Memorial by the other Party. However, it is currently
unknown whether China will appear in the case, or whether it will continue its present policy of abstaining from the proceedings.

Volumes II through X contain the documentary evidence and maps that support the Philippines’ claims, all of which are cited in Volume I.  Volumes II through X consist of more than 3,700 pages, including more than 40 maps, for a total submission of nearly 4,000 pages.

The Memorial is the result of an enormous, collaborative effort by the extremely capable and dedicated legal team that has been serving the Philippines in this important case, headed by Solicitor General Francis Jardeleza and a team of lawyers from various agencies, including the OSG, DFA, DOJ, and the Office of the President.

The Memorial presents the Philippines’ case on the jurisdiction of the Arbitral Tribunal and the merits of its claims. It consists of ten volumes. Volume I, which is 270 pages in length, contains the Philippines’ analysis of the applicable law and the relevant evidence, and demonstrates that the Arbitral Tribunal has jurisdiction over all of the claims made by the Philippines’ in its Statement of Claim, and that every claim is meritorious. It sets out the specific relief sought by the Philippines in regard to each of its claims, and shows why it is entitled to such relief.
