Hollywood actor Wesley Snipes has received a three year prison sentence for tax offences.

A federal judge handed down the maximum term requested by prosecutors - one year for each of Snipes' convictions of willfully failing to file a tax return.

Snipes' lawyers had called for leniency, arguing that the offences were misdemeanours and that the star was of good character.

But prosecutors said an example should be set because of Snipes' fame.

In February, Snipes was found guilty of deliberately failing to file tax returns for 1999, 2000 and 2001, but was cleared of more serious fraud and conspiracy charges.

'Serious crimes'

United States District Judge William Terrell Hodges said the action star had shown a "history of contempt over a period of time" for US tax laws.

"In my mind these are serious crimes, albeit misdemeanours", he said.

Talk of the Town / Colurum Vans in Bohol?
April 24, 2008, 10:31:27 AM
The Bohol Chronicle

Colurum vans for hire will soon have tourist franchise to legalize their operation which is vital to tourism, a major accelerator of Bohol economy.

Early qualified applicants may have their franchises issued in time of the national Regional Managers Conference (RMAC) of the Land Transportation Franchising and Regulatory Board (LTFRB) in Panglao on May 8.

LTFRB Regional Director Romulo Bernardes assured the franchising of tourist transport (TT) vans in a consultative meeting with Rep. Edgar Chatto, Provincial Tourism Council (PTC) chairman Peter Dejaresco, Land Transportation Office (LTO) - Tagbilaran Registrar Joel Maluloy-on, Provincial Board Member Alfonso Damalerio II and heads of concerned transport groups at the JJ's Seafood Village here Thursday.

The franchise conference was also attended by lawyer Douglas Sanson, LTFRB hearing officer for Bohol, and LTFRB Transport Development Officer Rey Elnar.

Chatto, chairman of the tourism committee in Congress and who facilitated the meeting, praised LTFRB's positive response as it will upgrade the transport sector in the local tourism industry.

Administrative and criminal charges may be filed against the head of the Criminal Investigation and Detection Group (CIDG) based at Camp Dagohoy who drew his gun and disarmed an operative of the Land Transportation Office (LTO).

CIDG chief Insp. Germano Mallari is in hot water after he threatened to shoot and pointed his M16 rifle at LTO agent Ronald Lim following the apprehension of a CIDG agent who was caught driving an unregistered motorcycle and without a license.

Lim told the Chronicle yesterday that he has personally agreed to an amicable settlement with Mallari but his superiors in the regional LTO want to file complaints against the CIDG head.

In a separate interview with the Chronicle, LTO Central Visayas Assistant Regional Director Atty. Vicente Gador Jr. said that "the act of drawing a gun and pointing it on Lim already constitute a criminal offense".

"The threat on the life of our operative was real," Gador said.

Gador, who is also the LTO's regional legal officer said that even if the parties involved agreed to settle amicably, "the conduct of Mallari is unbecoming of an officer, especially that it was committed against a fellow law enforcer, and he should answer for his behavior."

Militant farmers belonging to the Hugpong sa mga Mag-uumang Bol-anon (Humabol)
are calling for the government to take quick and serious steps in busting rice cartels and solve the country's food security problem.

The farmers demanded that government agencies, particularly the National Food Authority (NFA) and the Department of Agriculture (DA) be strengthened to immediately solve the rice crisis.

In a press statement, Humabol chair Ruben Sabior said that farmers want the government to dismantle the cartels and upset big rice traders by direcly buying in volume from the farmers at a higher farmgate price than what the traders are offering.

They aslo want the government to immediately "go after and punish the rice hoarders" and "corrupt officials including those who are involved in government project" kickbacks.

The militant Bohol farmers pointed out its 3-point policy that would facilitate Bohol's transition to secure and stable food supply.

LGU Philippines / A Warning from the Philippine Army
April 24, 2008, 10:27:59 AM
The Bohol Chronicle

Communist rebels are likely to capitalize on the rice crisis to regain grounds in Bohol, but government soldiers are ready against enemy recovery, warned an army official.

Capt. Michael Colanta, commanding officer of the 4th Army Special Forces Company, said they got reports of red fighters now going "highly-mobile" in mass recruitment while people start to ache over uncontrolled rise in the prices of the staple food.

He hinted of the possible use by the New People's Army (NPA) of the food problem to get back people's support during his brief Bohol peace and order situation report to a gathering of town and barangay officials.

National Food Authority (NFA) - Bohol Manager Nestor Rey Alcoseba assured, meanwhile, that time cannot come when poor Boholanos line up in panic because NFA is losing its last stock of cheap government rice.

People may sweat out waiting in a long queue but simply because they know - and are sure - that more NFA rice are coming, the food official said.

Government troopers are now countering the reported rebel recruitment works by holding barangay security system (BSS) seminars in different towns, specifically in interior Bohol, since last month.

LGU Philippines / Food Security in Bohol
April 24, 2008, 10:26:55 AM
The Bohol Chronicle

More than anything else, food security should be Bohol 's priority thrust in the years ahead.

Vice Gov. Julius Caesar Herrera noted that while the province has other options in its development agenda like tourism, food security should never be relegated to the sidelines.

The vice-governor has consistently called for the use of idle and arable lands for rice and other agricultural uses long before the current rice supply crisis.

He noted that while Bohol has been considered as the rice granary of Central Visayas , it has not increased production for the last 12 years.

Figures provided by agriculture stakeholders reveal that since 1996, production has not increased beyond 83 percent.

LGU Philippines / CeLeBoSoLe
April 24, 2008, 10:24:04 AM
The Bohol Chronicle

The interconnection between population and environment and its impact on food security and poverty are the main issues tackled by the four governors and mayors from the 16 municipalities and 3 cities of the provinces of Cebu, Leyte, Bohol and Southern Leyte (CeLeBoSoLe) during the CeLeBoSoLe Growth Quadrangle Convention on Poverty, Population and Environment on April 18, 2008 at the Bohol Tropics Resort.

The convention is sponsored by the Province of Bohol through the leadership of Governor Erico B. Aumentado in partnership with PATH Foundation Philippines and its local NGO partner, PROCESS-Bohol.

During the meeting, the CELEBOSOLE Memorandum of Agreement (MOA) was signed by the LGU executives and heads of the concerned government agencies. The MOA is patterned after a previous agreement which was signed in October 2002 focusing on coastal resource management of the Danajon Bank. It also aims to revitalize the CeLeBoSoLe Council and its Technical Working Groups (TWG).

A waste management crisis is impending as the city's open garbage dump in barangay Dampas is feared of being closed down.

This, as some 94-percent of the host barangay's residents have called for the closure of the open dumpsite through a signature campaign that was launched during a barangay assembly last March 29.

Dampas barangay captain Fredison Ingles admitted to the Chronicle that the call for the dumpsite closure cropped-up during the barangay assembly while residents continuously complain of flies, stink and smog emanating from the garbage disposal site.

Meanwhile, Dampas barangay kagawad Aida Parafon, in a separate interview with the Chronicle yesterday, said officials of the barangay are finding ways to avert the looming garbage crisis as some of their constituents have indicated filing a petition questioning the operation of the open dump despite a closure deadline set under RA 9003, or the Ecological Solid Waste Management Act.

Parafon, who had been consulting the regional office of the Environmental Management Bureau (EMB) last week, disclosed that a complete closure of the dumpsite can be avoided if all 15 barangays in the city would establish their own materials recovery facility (MRF) and composting sites.

In the next three months, Australian oil and gas exploration firm Otto Energy Ltd. will be announcing its schedule for the drilling of oil wells in the country, including the Cabilao, Loon and Argao, Cebu prospects.

The Australian oil exploration company owns NorAsian Energy Ltd. which conducted the controversial 2D and 3D seismic surveys off Bohol sea.

Otto Energy is set to drill three wells in three service contracts awarded by the government which will be funded partly by the company's $100-million proceeds from another oil field.

Alex Parks, chief executive officer of Otto Energy, said in an email, that the company would drill one well at the Bohol-Cebu Strait off Cabilao Island in the first half of 2009.

Two other exploration wells will be drilled at Service Contract (SC) 50 covering the Calauit oil field and SC 55 which covers the Marantao prospect in western Palawan.

"We plan to drill one well in each of SC 50, 51 (Bohol-Cebu) and 55 before the middle of 2009. We are actively talking to rig companies and hope to announce drilling dates by July this year," Parks said.

Bohol Latest News / Bohol and its Water
April 24, 2008, 10:18:04 AM
By the Bohol Chronicle

Boholanos need to ponder on the countless uses of water, which conservation is the focal theme of this year's global celebration of Earth Day on April 22, and its infinite essence to Bohol's total growth.

This is imperative, according to staunchest advocates of sustainable development, because water sufficiency modifies progress.

The provincial administration has inventoried Bohol island's water resources because they are a crucial determinant of what socio-economic vision to direct---or redirect---and how the goals ought to be attained.

Earth Day calls for wise, responsible use of resources since conserving is but a late wisdom when actual utilization has already exceeded the potential.

There are areas in Bohol otherwise having water resources but which remain thirsty because the precious mineral is simply allowed to drain untapped.

In other cases, existing waterworks systems remain wanting in support infrastructures that can extend the precious commodity to nearby areas in dire need. read more here

Weird and Extreme / $4-Million Violin Left in Taxi
April 24, 2008, 05:33:28 AM
The Associated Press

A Grammy-nominated violinist has been reunited with a $4 million violin he left in the back of a cab.

Grammy-nominated violinist Philippe Quint exited a minivan cab at New York City's Battery Park early Monday, leaving the 1723 Antonio Stradivari 'Ex-Keisewetter' inside.

The violin spent the remainder of the night on the seat of the cab, which owner Mohamed Khalil parked on a Newark street.

By the morning, he was still unaware of what he was carrying.

By then, the frantic Quint was calling the Port Authority of New York and New Jersey, and Newark's Taxi Commission, which put the word out that the violin was missing.

Monday afternoon, Khalil checked his taxi while at Newark Liberty International Airport and discovered the violin case with the instrument inside.

(Reuters) - Britain's Joe Calzaghe recovered from a first-round knockdown to defeat Bernard Hopkins by split decision in a light heavy-weight bout in Las Vegas on Saturday.

Calzaghe was awarded the bout on two of the three judge's scorecards, with him winning it 115-112, 116-111, 113-114.

In a closely-fought battle, the 36-year-old Calzaghe showed little of his famed prodigious punch output in the first couple of rounds, as Hopkins gained the early initiative behind a tight defense and counter-punching with his right hand.

The 43-year-old Hopkins, nicknamed "The Executioner", also managed to knock down Calzaghe when one of the counter punches landed flush on Calzaghe's jaw as the Welshman came forward in the first round.

By the third round, however, Calzaghe had become more active, looking to trap Hopkins in the corner or against the ropes and then unleash flurries of punches.

The Tagbilaran police scored hard against suspected lawbreakers when they arrested two youths for possession of illegal drugs and two more on suspicion of involvement in criminal activities.

Elements of the Tagbilaran PNP station collared the two youths inside an abandoned house in Purol 4, Dao district about 9 pm last April 8.

The two were identified as Leo Ararao, 26, single and one Louie Danisan, 18, both residents of Barangay Danao, Panglao town.

Initial investigation revealed that the Tagbilaran PNP received reports from concerned residents about suspicious characters inside an abandoned house in the said place.

Responding policemen who rushed to the scene after receiving the tip chanced upon the two with Ararao in the act of throwing six packets of suspected shabu, another pack containing suspected shabu residue and shabu paraphernalia.

Ararao is now facing charges of violating Republic Act 9165 while Danisan was temporarily freed since there is no proof of his involvement. He claimed that he merely delivered food to Ararao who is his cousin.

A day earlier, two youths were nabbed on suspicion that they were involved in a hold-up along Ma. Clara street .

PO1 Silvan Palacio, Tagbilaran PNP crime investigator, said a minor suspect yielded a .45 caliber pistol. His companion identified as Ian de la Cruz, 18.

Both gave their address as Capitol Site, Cogon, Tagbilaran.

Palacio said the two are members of the Crips gang, one of the notorious juvenile gangs in the city.

He revealed that a case has been filed against de la Cruz while the minor has been placed under the custody of the Department of Social Welfare and Development.

Elements of the Tagbilaran PNP arrested the two at the Capitol Site area while responding to an alarm from siblings Cresvie and Vilma Caresosa, natives of Dagohoy town.

The two were divested of P3,000 and a Nokia 1600 cellular phone.

One of the victims even sustained injuries in the face after one of the suspects slammed a pistol on her when she tried to resist.

Gang war took toll on two teenagers over the week.

One of the victims, 18-year-old resident of Torero Private Road, Tagbilaran City, Edcel Rey Nadela, sustained 50 stab wounds on the night of April 6, believed to be a member of Crips gang.

Police investigation had it that Nadela was caught in between the rivalry of two gangs- -the Bloods and the Crips.

Two suspects in Nadela's killing were arrested a day after in Talibon.

Witnesses said they saw Nadela and the two suspects having a drinking session on the night of April 6. Like the victim, the suspects are also 18 years old.

Barangay tanods of Taloto conducted a manhunt operation for the suspects after learning that one of them (suspects) called up his parents to inform that he had killed and dumped the victim on the shores of Taloto.

Another member of Crips was shot in sitio Baliaut, Barangay Poblacion, Baclayon on the dawn of April 12.

The 20-year-old victim was identified as Leonardo Salac Jr, a student of Central Visayas State College of Agriculture Forestry and Technology (CVSCAFT) Tagbilaran City campus.

According to Salac's brother, around 1 a.m. yesterday he was talking with the victim while heading towards the second story of their house to sleep when they suddenly heard a motorcycle stopping right in front of their house. Then they heard a voice shouting, daring his brother to a fight.

The suspect allegedly shouted,"Jun! Kanaug dire [kung] isog ka! (Jun! Come down here if you are really brave!," according to the victim's brother.

It was then that the victim peeped at the window only to meet the burst of bullets from three gunshots.

The suspect was identified as Oman Ubas, a resident of barangay San Roque, also of Baclayon.

Until the present, police have no idea what type of firearm was used during the shooting incident.

An event of historical significance took place today when four (4) governors of Central and Eastern Visayas signed a Memorandum of Agreement  (MOA) to jointly protect, preserve and manage the Danajon Double Barrier Reef, the only documented barrier reef in the country and in the Southeast Asia region.

Governors Gwendolyn Garcia of Cebu (Ce),  Carlos Jericho Petilla of Leyte (Le),  Erico Aumentado of Bohol (Bo) and Damian Mercado of Southern Leyte (SoLe) led their respective delegation of mayors, regional directors of national government agencies and representatives of non-government organizations during the CeLeBoSoLe Growth Quadrangle Convention on Poverty, Population and Environment held at the Bohol Tropics Resort.

Located off northern Bohol and surrounded by the provinces of Cebu, Leyte and Southern Leyte, the 272- square kilometer Danajon Bank has a high degree of diversity in its marine flora and fauna and includes Southeast Asia’s largest man-made mangrove forest in Banacon Island off the shores of Getafe town in Bohol. It stretches across sixteen (16) municipalities and two (2) cities in the four (4) Visayas provinces. Cebu, Bohol and Leyte provinces belong to the so-called “Millionaires’ Club” in terms of population.

Over the years, the condition of Danajon Bank has become alarming due to extremely high fishing pressure, rapid population increase in the coastal towns around it and ineffective coastal resource management programs and policies.

The signing of the MOA automatically created the CeLeBoSoLe Council and Technical Working Group both of which is an inter-regional, multi-province and multi-agency body.

The agreement aims to address the issues and concerns affecting food security, poverty reduction, over population, maintenance of the biodiversity of Danajon Bank Barrier Reef, as well as enforcement and litigation of fishery laws through a participatory and convergence approach from among all the stakeholders of this rare natural asset.

Tension gripped the crowded Bohol Detention and Rehabilitation Center (BDRC) when most of its 301 inmates staged a riot Monday morning destroying 25 cells.

This aggravated the situation following last Sunday afternoon's hostage-taking by inmates of their visitors. Thorough and stringent inspection by BDRC officials on visiting relatives of inmates were seen as reasons for staging untoward reactions.

BDRC Information officer Felix Cempron, in an interview, said the violent move prompted BDRC officials led by Col. Raul Mendez, OIC provincial warden, to order "to shoot" incase inmates take to the fence.

Order was finally restored yesterday at the Bohol Detention and Rehabilitation Center (BDRC) following a three-day standoff among 301 inmates and their prison guards.

If the problem persists, let me know. The problem is not universal since others were able to log out. There are thousands of factors to consider. I'll check this out in the error logs.

This is unimaginable. All Filipinos and Filipinas in the world should avoid Nozaki. He was already convicted of the same chop-chop case. No one should live with him. After three years, he will be free again, and he might chop-chop more Filipinas in Japan. May God bring justice to the victim.

I believe the case should be pursued. Pero basin pud ug bayran ra ni si Jan-jan arom motak-om ijang baba. All the medical team could pay millions of pesos in damages. It is impossible to recover a circulated video in the Internet.

Cesar Montano had to dish out millions of pesos during his time.

Sorry to hear about your father's death, Vito. I lost my father too, but yours is a different story. Hope the pain is already healed by this time.

It's all about money, Beth. Marquez's refusal to admit defeat is an invitation to generate more cash on a possible third encounter with Manny Pacquiao.

April 13, 2008, 10:40:47 PM
Two small bombs have exploded outside a Catholic cathedral and a cafe in the southern Philippines, police said.

No one was injured in the blasts, which happened at dawn in Zamboanga City, where US troops helping the Philippines army fight an insurgency are based.

Police officials said they suspected Abu Sayyaf-linked militants might be behind the incidents.

A police official said traces of a mortar round and a mobile phone were found at one of the bomb sites.

Hi Balong, I am rereading this thread and I like your being honest about yourself and even about your marriage. You are one of the endangered species in Bohol. :)

Again, thank you for having a generous heart to our friends here in TubagBohol.
