CEBU, Philippines - Human sa Semana Santa, ipasaka na sa National Bureau of Investigation (NBI)-7 ang kaso batok sa subject sa search warrant may kalambigitan sa pagbanhig-patay kang Atty. Noel Archival ug kaubanan niini.

Apan ang motion to quash search warrant padayun pa nga dunggon.

Cuisia said the Philippines stood to receive more U.S. military assistance once the pact was signed. For this year, the U.S. allocated about $50 million in foreign military financing, nearly double the previous year's sum.

"It's up to the Philippine Armed Forces to determine what they need," Cuisia said. "I think they are looking at getting newer vessels."

He said Washington also promised to help acquire long-range maritime patrol aircraft to enable the Philippines to keep closer watch on its maritime borders in the South China Sea.

Military sources said the agreement would increase ship visits and deployment of surveillance aircraft. Last year, there were 149 U.S. navy ship vists, up from 68 in the previous year.

Batino said the agreement complied with the Philippine constitution, meaning U.S. forces will have no permament presence and will set up no military bases.

"United States access to and use of the armed forces of the Philippines facilities and areas will be at the invitation of the Philippines," he said.

The agreement, he said, excluded the import of nuclear weapons and also had "robust provisions on the protection of environment, human health and safety".

The United States had two large military bases in the Philippines up to November 1992. The Philippine Senate voted to evict the American military forces in 1991, ending 45 years of special relations from Manila's independence in 1946.

The U.S. military returned in 2000 after Manila signed an agreement allowing the two sides to train and hold exercises together on conventional and counter-terrorism operations.

MANILA (Reuters) - The Philippines and the United States reached agreement on Friday on a new security accord allowing American military forces to share local bases for maritime and humanitarian operations, a senior Philippine defence officials said.

The two oldest allies in the Asia-Pacific region had been negotiating a new military deal for nearly eight months to increase U.S. rotational presence in the Philippines and improve its former colony's defence capability.

The pact will also raise the level of protection against China, which has strengthened its naval presence in disputed areas in the South China Sea after seizing control of Scarborough Shoal in 2012.

Pio Lorenzo Batino, Undersecretary of Defence and chair of the Philippine negotiating panel, said both sides had reached a "consensus on key points" during an eighth round of talks.

"The draft provisions on key points of an enhanced defence cooperation will be submitted to the president for his review," Batino said in a statement. The accord is expected to be signed during President Barack Obama's April 28-29 visit to Manila.

The agreement will be a highlight of Obama's visit to Asia, underscoring the U.S. "rebalance" to Asia despite preoccupations elsewhere, including Ukraine, Iran and Syria.

"No, I don't think there should be any doubts to the U.S. rebalance to Asia," said Jose Cuisia, the Philippine ambassador to the United States.

And it’s not just U.S. support for Japan that irks Chinese leaders. The Philippines, one of several Southeast Asian countries with territorial disputes with China, is another American ally. President Benigno Aquino’s government took to the United Nations Permanent Court of Arbitration on March 30 to challenge Chinese claims in the South China Sea. The response from Beijing was to dismiss the court’s authority to hear the case in the first place.

That plays into the hands of Japan’s Abe, who wants other Asian countries to join Japan in standing up to China. The rejection of the Court of Arbitration’s authority feeds the impression that a country that decides to annex the entire South China Sea and declare an air-defense zone in the East China Sea just wants to play by its own rules. “China’s refusal to join the arbitration will cost it both from a legal standpoint and public-opinion view,” Ramon Casiple, executive director of the Institute for Political & Electoral Reform in Manila, told Bloomberg News. “It will be viewed by the global community as a rogue state that doesn’t recognize international law.”

Compare China’s treatment of the court with the way Japan has reacted to a legal setback of its own. The day after the Philippines made its argument to the Court of Arbitration, the International Court of Justice, another United Nations body that meets in the Hague, ruled that Japan must halt its annual whale hunt in the Southern Ocean. The Japanese government quickly announced it was calling off next year’s hunt. Japan, said Foreign Ministry spokesman Koji Tsuruoka, will “abide by the judgment of the court as a state that places great importance on the international legal order.”

The whale hunt was already an embarrassment for the Japanese, so Abe is probably relieved an outside court has given him a reason to call it off. At the same time, the court provided a welcome opportunity for Abe to show that Japan, unlike a certain neighbor, is an Asian power that’s ready to follow international law.

U.S. Defense Secretary Chuck Hagel is visiting Beijing, and yesterday he got an earful about China’s favorite bête noir: Japanese Prime Minister Shinzo Abe. The Chinese are waging rhetorical war against Japan’s nationalist leader, who spent much of last year traveling around the region and courting support from other Asian countries that feel threatened by China’s rise.

Now Hagel enters the scene after having dared to express support for Japanâ€"and criticism of Chinaâ€"shortly before arriving in Beijing. That evidently was too much for some Chinese military officials. After meeting the Pentagon boss, Chinese Defense Minister Chang Wanquan made sure to emphasize China’s determination to stick to a hard line in the dispute with its longtime rival. “We will not compromise, nor concede, nor trade on territory and sovereignty,” he said, according to a report in the official China Daily newspaper.

Hagel may have been hoping for some sign of flexibility from the Chinese in their dispute over a collection of deserted rocks in the East China Sea, but Chang said he shouldn’t bother. “We will not tolerate these being infringed upon,” the Chinese defense chief declared, “even the least bit.”

And Chang wasn’t the only official souring Hagel’s welcome. Fan Changlong, one of the country’s top military officials, reprimanded Hagel for criticizing China’s unilateral declaration of an air defense identification zone in the East China Sea. “I can tell you, frankly,” the vice chairman of the Central Military Commission told Hagel, “the Chinese people, including myself, are dissatisfied with such remarks.”

The men running the People’s Liberation Army have good reason to be in a testy mood. China has territorial disputes with many of its neighbors, some of which are treaty allies of the U.S., and as China attempts to throw its weight around its backyard, the U.S. is there to backstop these rivals.

MANILA, Philippines â€" Tropical Storm “Domeng” (international name Peipah), which entered the Philippine area of responsibility Sunday night, is expected to bring rains over parts of the Visayas and Mindanao on Monday.

Forecasters of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said that “Domeng” could still intensify into a typhoon before making landfall on Wednesday.

Weather forecaster Meno Mendoza said that as of 4 p.m. Sunday, “Domeng” was at 1,020 kilometers east of General Santos City, moving west-northwest at 20 kilometers per hour, with maximum sustained winds of 65 kilometers per hour and gustiness of up to 80 kilometers per hour.

Mendoza said that moderate to heavy rains (5 mm to 15 mm per hour) would fall within the 400-kilometer diameter of the storm.

According to the weather forecaster, should the tropical storm maintain its current speed and track, it will be at 570 kilometers east of Davao City by Monday afternoon and 180 kilometers east of Surigao City by Tuesday. On Wednesday afternoon, it is expected to be in the vicinity of Cebu City.

He said that they were expecting “Domeng” to make landfall on Wednesday somewhere in the Eastern Visayas.

“If it changes track, it could go higher and pass through Southern Luzon and even Metro Manila,” Mendoza pointed out.

He said that the weather bureau has not discounted the possibility that the storm could further gain strength while over water.

In its forecast for Monday, Pagasa said that Mindanao and the regions of the Cagayan Valley as well as the Eastern and Central Visayas would have cloudy skies with scattered rainshowers and thunderstorms while Metro Manila and the rest of the archipelago would be partly cloudy to cloudy with isolated rainshowers or thunderstorms mostly in the afternoon or evening.

Moderate to strong winds will prevail over the northern and eastern sections of the country where coastal waters will be moderate to rough. Elsewhere, winds will be light to moderate with slight to moderate seas. With a report from Frances Mangosing

One thing you can be sure of: You are already rich. Think about it. If someone came to you and offered you a million dollars for your arm, would you give it up? Why not, you have two; you can surely spare one of them! Of course the answer would be no! Being rich is more than physical ownership; it’s a state of happiness and well-being, while wishing the same for others. So while you are working on getting rich materially, remember to be happy along the way!

10. You Just Don’t Get It!

You may be one of those people who believe that somehow something will come along and save you, so why bother with saving or trying to get out of debt? Maybe you will get lucky and land a fantastic job, receive a big pay raise, inherit money, hit the lottery, or whatever! But ‘whatever’ won’t cut it if you really want to become rich. Yes, life is uncertain. No one knows what will, or will not, actually happen; therefore, why not focus on what you can control today? Get it together now and save yourself, in case someone or something else won’t.
#12627
9. Putting All Your Eggs in One Basket

You might get lucky by wagering all your money on one type of investment. Just like you might get lucky winning the lottery. But that’s not a strategy to live by, or for getting rich. Putting all your money in one place is not advised because it puts you at too much risk. Your investment portfolio should include multiple investments with varied levels of risk and ROI potential and liquidity.
#12628
8. You Live for Today, and Forget About Tomorrow

It’s no fun getting serious and thinking about retirement and all that stuff. Nonetheless, eventually it has to be done. The problem is that impulsive and unregulated spending leads to debt… period! Do yourself a big favor: Get rid of the ‘buy now, worry later’ attitude, and switch to a ‘save now, get rich later’ way of thinking.
#12629
7. You Complain Rather Than Commit

“I don’t earn enough money”; “Life is too expensive”; “It’s hopeless, I’ll never get out of debt.” Have you uttered any of these statements before, or perhaps all of them? Old habits die hard; however, as long as you do nothing to change, nothing will change. Stop complaining and making excuses. Instead, take responsibility for your non-productive habits and concentrate on how to change them â€" and then do it!
#12630
6. You Started Late

Time is slipping by. Just like starting an exercise routine, the most difficult part about saving is getting started. Even if you have debt, a small income, or many expenses, you can save something, even if it’s only a small amount.
#12631
5. You Don’t Have an Emergency Fund

Experts say you need at least six months of income saved in case of an emergency. Life is tricky, and not having some type of safety net can turn a comfortable situation into a disaster.
#12632
4. You Don’t Have a Plan

Without a definite, clearly defined plan, becoming rich will seem like an unbelievable dream. This alone will solidify your excuses for overspending and not saving. As the saying goes, “Those who fail to plan, plan to fail.” Putting together a financial plan may seem tedious, but it doesn’t have to be, and you can get used to it.
#12633
3. You Have Too Much Debt

Certain debts are a precursor to financial success, like purchasing real estate or starting a business; however, a high-interest credit card balance is not. Pay off credit cards with the highest rates first.
#12634
2. Not Saving Enough

Welcome to the club! The personal savings percentage in the US is a measly 4.9% of disposable income. Saving should become a priority if you want to accumulate wealth. Start with an emergency fund. Once your emergency fund is substantial, you can redirect small amounts toward other goals like purchasing a home or paying for college.
#12635
Ten Reasons Why Someone Will Never Be Rich

1. Overspending

If you have a ferocious appetite for spending beyond your means, you’re not alone. According to a survey, of the 52% of people who habitually overspend, many balance the shortfall by taking from their savings, and 22% rely on credit cards. Blowing all your money each month is not a realistic pathway to wealth. Start tracking where your money goes each month, check where you can cut back, and create a ‘realistic’ budget that allows you to pay your bills and invest in a retirement account or an emergency fund.

What is Wealth Anyway?

Most people do not equate wealth with a mansion or a big yacht. In fact, a scanty 7% of people surveyed associate wealth with material possessions like cars, houses and boats. Rather, to many, being rich means having just enough to not worry about the next payday â€" that’s according to 33% of those questioned. An additional 26% define being wealthy, or rich, as having more than enough money to quit their jobs. Still, few people place an actual dollar amount on what it means to be wealthy. Only 17% felt that being rich means having at least $1 million or more, and 11% stated a six-figure yearly income would make them feel rich. Yet most people who are rich don’t even consider themselves rich. Maybe it’s because being ‘rich’ or ‘wealthy’ has very little to do with material possessions, and more to do with how people feel about themselves. Nonetheless, according to financial experts you will never be rich if you are bogged down by anything on the following list:

There’s an interesting maxim about how long wealth actually stays with a person and their descendants. The saying is three generations, tops: one to make it, one to spend it, and the third to blow it. Of course, there are exceptions to this rule, but have you ever sat down and seriously thought about wealth and what it means to you? Or do you figure, “What the heck, I’ve always been broke, my forefathers were broke; it’s generational” â€" it’s just a rite of passage of sorts. If you feel that wealth is out of your reach, you aren’t alone. According to some experts, there are millions of ‘clueless potential millionaires’ who could be at the top of the wealth ladder if they only reined in a few bad habits. However, you may be a skeptic, and rightly so. Being wealthy means different things to different people. But according to the experts, there are financial mistakes many people make that keep them away from their possible wealth.

If the X-37B is just a test platform, why won’t the Pentagon open up about it? “I don’t think the secrecy surrounding the X-37B program is an attempt by the U.S. government to hide anything nefarious, but rather that it’s driven by bureaucratic inertia,” Weeden says. Addressing the rumors, Weeden points out, “The secrecy surrounding the program makes it difficult for the U.S. government to respond meaningfully to those claims and debunk them.”

The X-37B is a relatively bright spot during a fallow period for the U.S. space program, and Boeing and the Air Force are capitalizing on the program’s success. Boeing is converting the former Orbiter Processing Facility at the Kennedy Space Center, where Space Shuttles were maintained in-between spaceflights, to a one-stop facility designed to refurbish landed X-37Bs and prepare them for spaceflight again.

Boeing has also proposed a larger X-37C, which would be capable of carrying up to six astronauts to and from orbit. This project is likely to get a second look as relations with Russia, the only country currently capable of sending astronauts into space, sour over the situation in the Ukraine.

In the meantime OTV-3 continues to drift overhead, silently orbiting the Earth, doing whatever it does. It’s anyone’s guess when it will be coming back.
#12642
Brian Weeden, a former Air Force officer with the Space Command’s Joint Space Operations Center and now at the Secure World Foundation, believes that the X-37B is primarily a test bed for new technologies. “I think it is primarily an ISR (Intelligence, Surveillance and Reconnaissance) platform for testing new sensor technologies or validating new technologies.” Weeden tells The Daily Beast. “The current OTV-3 on orbit has basically been in the same orbit since launch, with only the occasional maneuver to maintain that orbit. That’s consistent with a remote sensing/ISR mission.”

The X-37B is probably testing technologies that might be incorporated into the spy satellites of the future. New cameras, radars, and other sensors could be tested in space and then brought back to Earth for study. That’s much better than designing them on Earth and then building an enormously expensive spy satellite reliant on untested technology.

That doesn’t mean that OTV-3 isn’t spying on other countriesâ€"it probably is. OTV-3’s orbit takes it over all sorts of interesting places, including North Korea, Iran, Pakistan, Afghanistan, and China. The space drone’s sensors are likely could well be getting workouts against real-world targets, from North Korean missile facilities to shipyards where China’s next aircraft carriers are being built.

And although it’s only a guess, one can surmise that, based on the amount of time the X-37B is spending in orbit, those sensors are apparently working pretty well.
#12643
The U.S. Air Force will not comment on what kind of missions the X-37B does in space. The service, which doesn’t mind talking about the space drone as a technological achievement, clams up when discussing actual missions.

Rumors abound. One of the most popular is the X-37B can sneak up and eavesdrop on other satellites. The idea does have appeal, but skeptics point out the U.S. already has other smaller, harder to track satellites to do just that.

Another rumor is that the X-37B can, like supervillian Ernst Blofeld’s giant clamshell satellite in You Only Live Twice, saddle up to the satellites of other nations and mess with them. Though theoretically possible, the X-37 would have to be launched into an orbit similar to the target’s, and the X-37B’s size makes it easy to track. Even amateur satellite spotters can track the X-37B, and it would be obvious to everyone who had stolen a satellite.

The most interestingâ€"but least likelyâ€"rumor is that the X-37B is some kind of orbital bomber, capable of nailing targets from on high. There’s not a whole lot of evidence to back that theory up.
#12644
Similar to the Space Shuttle in appearance, the diminutive X-37B is about a quarter the size of the old shuttles. But there are major differences. Lacking a crew, the spacecraft has no cockpit windows. The X-37B has a payload bay about the size of a pickup truck bed.

And while the original Space Shuttle could stay in orbit for up to 17 daysâ€"a limitation largely due to the needs of the crewâ€"the first X-37B mission, OTV-1, spent 225 days in space under the guidance of Air Force space flight controllers at Schriever Air Force Base, Colorado. The second mission, OTV-2, handily doubled that number, clocking 469 days in orbit. OTV-3 is currently at 482 days and counting.

Eventuallyâ€"nobody knows whenâ€"the pudgy space plane will glide back down to Earth like the Space Shuttle it resembles, rolling to a stop on an Air Force runway in California.

The X-37B began as a NASA project to build a small, unmanned space plane. NASA handed the project over to the Defense Advanced Research Projects Agency in 2004, but after budgetary problems the program was transferred to the U.S. Air Force Rapid Capabilities Office, which continues to manage the X-37B program. Boeing’s Phantom Works division built two of the X-37B spacecraft.

The Air Force’s secret space plane has been up in orbit for nearly 500 daysâ€"a space endurance record. But nearly a year and a half into the mission, the Pentagon still won’t say what the X-37B is doing up there, or when it might come back.

The U.S. Air Force boosted the robotic X-37B atop the nose of an Atlas-5 rocket in December 2012. Since then it’s orbited the Earth thousands of times, overflying such interesting places as North Korea and Iran.

EXPLANATIONS remain as confused as Malaysia’s handling of the calamity in the first few days, when the Prime Minister did not front and local authorities fumed at the querying tone of the international media.

On Friday, Opposition Leader Anwar Ibrahim offered his view. Had Malaysia been incompetent or secretive? In the first few days, he said, Malaysia deliberately concealed key information.

Still, there is some good news. Everyone is playing at being friends now. Australia is patting Malaysia on the back. China is patting Australia on the back. China, instead of beating up Malaysia, has turned on a more traditional enemy â€" the media.

The Chinese ambassador to Malaysia said the Western media had been disgraceful in “reporting false rumours”.

He seemed to have forgotten that radar intelligence was kept quiet by Malaysia at great cost to international resources.

The first casualty was truth, not that there was much to squander. In its absence little information â€" bar rumours and experimental science â€" has filled the vacuum.

Let’s hope the truth is still out there.

Otherwise, grieving relatives will be tortured to the point that they are more qualified than NASA rocket scientists. And we will all continue to be force-fed nonsense about mangosteens.
#12652
The investigation has been officially badged as “criminal”. More than 170 people have been interviewed, which doesn’t sound like very many once you subtract the mangosteen pickers, shippers, packers, loaders and buyers.

Malaysia speaks of a “deliberate” act, yet there remains little evidence. Keep in mind that starting theories for any number of downed flights â€" from the touted terrorist explosion of the TWA Flight 800 disaster in 1996, and the terrorist links to two passengers aboard the 2009 Air France 447 crash â€" were mightily misplaced.

Captain Zaharie Ahmad Shah has been linked to mystery phone calls, a flight simulator at home, a marriage breakdown and suspicious political affiliations that, on closer scrutiny, don’t seem very suspicious at all. Unexplained navigations and altitude shifts raise big questions. Yet so far, little publicly links the captain to a homicidal desire to die.

Evidence against the thoroughness of the investigation itself is more forthcoming. Why did it take, as reported, weeks to talk to the captain’s family?

Last week, the final words from the cockpit were revised. Both versions of the sign-off seemed innocuous enough. But how do the last words spoken on behalf of 239 missing people come to be so drastically revised? Was the transcriber in a mosh-pit when he or she first noted them down?

How any of this relates to a plane’s vanishing remains unclear.

Were the mangosteens jammed with anthrax spores set to spread at cruising altitude?

Has anyone noticed how mangosteens look like hand grenades?

Will these notions become strands in a Tom Clancy-style rendering of the tragedy?

Anyway, how does a police interview with a mangosteen picker go?

Policeman: Do you pick mangosteens?

Mangosteen picker: Yes.

P: Do you know anything about the vanishing plane?

M: No.

P: Are you sure?

M: Yes.

P: Really, really sure?

M: Yes.

P: OK. Don’t leave town.

Food poisoning was being investigated, said Malaysia’s top-ranking police officer, Khalid Abu Bakar, heedless of comparisons with that cockpit scene in the spoof movie Flying High, when the captain realises he has eaten the fish and has a fit of overacting.

There’s nothing amusing about the loss of 239 missing souls. But there’s black humour in an investigation for which there can never be physical evidence. Food caterers have been interviewed at length, apparently. Stand by for a solemn announcement that salmonella at 37,000 feet cannot be ruled in â€" or out.

Other theories concern the plane’s cargo. Talk of gold, and a diabolical heist, has bubbled for weeks. That has been superseded by official statements about the mangosteens. The tropical fruit was on board, Malaysian police confirmed, in announcing how they tracked the pickers, packers, the shippers, the plane loaders and the buyers of the exotic cargo.

THE Chinese relatives of the MH370 plane passengers received another briefing the other day.

From those sessions, they gained information without knowledge. They now know more about physics and less about the fate of their loved ones than anyone should have to bear.

This time, the relatives were addressed by top flight nerds. The plane must have ditched in the southern parts of the Indian Ocean, the relatives were told. This conclusion was drawn from sophisticated satellite data.

The relatives did not throw water bottles or stage protests. But their scepticism was summed up by Steven Wang, a de facto spokesman: “I don’t think that anything was explained to us ... there are all kinds of possibilities.”

As some Malaysian officials spouted global telemetry 101, others canvassed wacky new theories.

Relationships developed on the Internet may sometimes be stronger than a super typhoon, like in the case of Grace Acojedo and Canadian national Houssam Hammoudi, but it still pays to be wary of foreign Prince Charmings.

Two Filipinas, Melanie and Rose (not their real names), learned this the hard way when their online boyfriends turned out to be swindlers, months after they spent time and money on them, according to a report on GMA News TV's "News To Go" on Wednesday.

The report said the two sent money to their foreign boyfriends to help them come to the Philippines.

“Nain-love po ako. Nakakahiya man, pero... kasi magandang magsalita po, parang talagang [he'll] make everything possible for you,” said Rose.

She was so infatuated with the man that she sent cash to him after he claimed he was robbed during a stop-over on his way to the Philippines.

Meanwhile, nothing short of a highway robbery happened to Melanie, who was repeatedly asked by her foreign boyfriend to give him money. It even reached the point where she had to borrow money just to give it to him.

The boyfriend reportedly asked Melanie to send the money to a certain Mrs. Chanjai Sutthibut in Jalan Ampang, Kuala Lumpur.

Harry Shoum Tenessee, a Nigerian national, was arrested in an entrapment operation by the National Bureau of Investigation (NBI) for allegedly acting as the middleman between Melanie, Rose, and their boyfriends.

“A lot of people want friends, a lot of them want to know you, where you're from. Some people are looking for men,” said Tenessee.

NBI director for special investigation services Ricardo Pangan said the best defense against such attacks is vigilance.

“Once na humingi ng pera, dapat magduda na,” said Pangan. â€" Rie Takumi/KBK, GMA News

"Alarming" statistics a "call for immediate action"

While the indicators themselves are not racially-divided, the results show a bleak contrast between children of color and white Americans, with the latter significantly receiving more education and income opportunities than the former.

The study said the significant disparity between groupsâ€" especially those with “dangerously low reading and math proficiency levels” â€" “threatens the life chances of all children and demand national action.”

“It is clear that children of color â€" especially African Americans, American Indians, and Latinos â€" are in serious trouble in numerous issue areas and in nearly every region of the country,” read the report.

A Racial Equity Impact Assessment was suggested in order for businesses, governments, and other policy-making bodies to assess if their proposals or decisions will neglect or damage racial and ethnic groups.

This way, the study said, these organizations are more liable to create projects or laws which will promote equity and erase the "system of privilege" that ".often leads to preferential treatment, greater access to opportunity and power for whites at the expense of African Americans, American Indians, Asians, Latinos, Pacific Islanders and people from other racial and ethnic groups." â€" KBK, GMA News

The study utilized a single composite score from a 12-point index to compare each group's progress on key milestones across both states and racial groups.

Higher incomes, two-parent families

Based on the study, Filipino children are 78 percent likely to live in families with incomes at or above 200 percent of the poverty line, rounding the top three among the group with Japanese and Asian Indians.

School-age children from immigrant families scored lower in reading and math proficiencies than their US-born counterparts, but are more likely to live in two-parent households. In general, the study said, families in this group have high school diplomas, with females delaying childbearing until adulthood in order to work or continue schooling.

Indicators include:

Normal birthweight of babies
Children ages 3 to 5 enrolled in nursery school, preschool or kindergarten
(1) Fourth graders and (2) eight graders who scored at or above proficient in reading
Females ages 15 to 19 who delay childbearing until adulthood
High school students graduating on time
Young adults ages 19 to 26 who are in school or working
Young adults ages 25 to 29 who have completed an associate’s degree or higher
Children who live with a household who has at least a high school diploma
Children who live in two-parent families
Children who live in families with incomes at or above 200% of poverty
Children who live in low-poverty areas (poverty <20%)

Filipino and other Asian children, as well kids of Pacific Islander descent, are in better position to succeed in the United States than black, Latino, American Indian, and even white children, a study by a US-based charitable organization showed.

Based on the study conducted by Annie E. Casey Foundation, Asian and Pacific Islander children received the highest success index score at 776, followed by white children at 704, Latino children at 404, American Indian children at 387, and African-American children at 345.

Asian and Pacific Islander children include 3.4 million children of Asian descent and 140,000 Pacific Islanders, representing 5 percent of all children in the United States.

Released by the privately-owned group on Tuesday, "Race for Results" made use of state-by-state statistics and 12 indicators for an index to "likelihood of a young person becoming middle class by middle age."

After the ASEAN talks wrap up on Thursday, Hagel is due to travel to Japan and China, amid tensions between the two Asian powers over disputed islands in the East China Sea.

As part of its "pivot" to Asia, the United States has vowed to move more of its warships and aircraft to the Pacific region, but budget pressures have threatened to slow down the shift.

Hagel, however, insisted the rebalance was well under way and would not be derailed, citing the deployment of a US Marine contingent in Australia and combat ships to Singapore as well as stepped up exercises.

"I think it's pretty clear even with budget restraints -- we'll live with those -- this is a priority. We'll fulfill the commitments that we've made," Hagel told reporters on Tuesday.
#12691
Over the past decade, the US military has expanded its disaster relief operations in Asia, deploying ships and aircraft to carry out rescues and to deliver food, water and supplies.

US forces deployed in large numbers to the Philippines after Typhoon Haiyan struck the country in November, killing thousands.

Apart from saving lives, humanitarian operations offer Washington a way of cultivating trust among countries that are anxious about China but are wary of entering into an open alliance that might antagonize Beijing, analysts and officials say.

Hagel later led his counterparts on a tour of a new amphibious ship, the USS Anchorage, a vessel equipped with aircraft and vehicles that military officers say are well-suited for both combat and disaster relief efforts.

Shah said governments had to collaborate and rehearse for typhoons, flooding and other "extreme weather events" that are expected to become more frequent in coming decades.

The United States was "fully committed to working with and supporting you in this effort," he said.

The ministers were given a tour of a new regional center for the National Oceanic and Atmospheric Administration, which houses scientists that track typhoons, tsunamis and rising sea levels across the Pacific.

The gathering of defense ministers marked the first time the United States had hosted an ASEAN meeting, and US officials said it was the latest example of a strategic "rebalance" aimed at countering China's growing military might and assertive territorial claims.
#12693
Hagel said that cooperation among ASEAN militaries for humanitarian operations was steadily growing but that more collaboration was needed, as scientists predict more typhoons and other natural disasters will hit the region.

"We can do more. We will do more," Hagel said.

The head of the US Agency for International Development, Rajiv Shah, told the ministers that a report this week from a UN expert panel on climate change made clear that erratic weather would "wreak havoc on societies all around the world."

"What that report also highlighted is that the Asia-Pacific is hit by more than 70 percent of all of these natural disasters," Shah said. "And so you bear a greater brunt of the burden of those consequences."

US officials offered to help ASEAN countries prepare for the devastating effects of climate change, urging stronger cooperation among armies and emergency agencies.

Pentagon chief Chuck Hagel and other top officials discussed the danger posed by rising global temperatures with ASEAN defense ministers in Honolulu, home to a major US weather research center that tracks sea levels and tsunamis in the Pacific Ocean.

"The more we can understand the science behind these natural disasters the more we can coordinate and communicate our efforts to help each other," Hagel told his counterparts from the Association of Southeast Asian Nations.

CONAKRY, April 3 (Xinhua) -- Guinea's health authorities has said four new Ebola cases have been reported in the country, bringing the total number of Ebola cases to 134 out of which 84 have died.

The disease is mostly widespread in the southern regions of Gueckedou, Macenta, Kissidougou and the capital Conakry.

To curb the spread of the epidemic, the government has taken certain measures that include setting up medical isolation centers in the affected regions, disinfection of homes with suspected cases or where Ebola patients have died and mobilization of necessary resources to provide individual protective materials to the most affected zones.

The United Nations Children's Fund (UNICEF) has equally proceeded to distribute hygiene kits to schools in areas most hit by the Ebola virus.
