Nagbasa ko sa inyong mga balak and I feel proud sa inyong pagka-Bol-anon kansang sulab sa balak wala mahabol sa alangis-ngis sa English nga pinulungan.

Exactly Grace. I have monitored the rise and fall of Cebu Pacific's ticketing price manipulation in its website. Tax and surcharges have never been fixed.

Here's the catch: Pay 0 = Tax P4,000
Pay P2,000 Fare = Tax = P2,000

Let Your glory fall
We are thirsty Lord
Hear us as we call
Fill us now

Let Your glory fall

Every tongue and tribe
Gathered round Your Throne
With one voice we cry
Holy Lord

Every tongue and tribe

Glory to the Lamb
Lamb upon the Throne
All the Saints proclaim

Jesus reigns!

Glory to the Lamb!

Let Your glory fall
We are thirsty Lord
Hear us as we call

Fill us now

Let Your glory fall

Lord I stand in the midst of a multitude
Of those from every tribe and tongue
We are Your people redeemed by Your blood
Rescued from death by Your love
There are no words
Good enough to thank You
There are no words to express my praise
But I will lift up my voice
And sing from my heart
With all of my strength

Hallelujah hallelujah hallelujah
To the Lamb
Hallelujah hallelujah
By the blood of Christ we stand
Every tongue every tribe
Every people every land
Giving glory giving honor
Giving praise unto the Lamb of God

Lord we stand by grace in Your presence
Cleansed by the blood of the Lamb
We are Your children called by Your name
Humbly we bow and we pray

Release Your power
To work in us and through us
Till we are changed
To be more like You

Then all the nations will see
Your glory revealed
And worship You

Every knee shall bow
Every tongue confess
That You are Lord of all

Giving praise unto the Lamb of God
Giving praise unto the Lamb of God
Jesus Christ Lamb of God

My Jesus, My Savior
Lord there is none like You
All of my days, I want to praise
The wonders of Your mighty love
My Comfort, My Shelter
Tower of refuge and strength
Let every breath, all that I am
Never cease to worship You
(Chorus)
Shout to the Lord, all the earth
Let us sing. Power and majesty, praise to the King.
Mountains bow down and the seas will roar
At the sound of Your name
I sing for joy at the work of Your hands
Forever I'll love you, forever I'll stand
Nothing compares to the promise I have in
YOU!

Eighteen to 23 months from now or at least on April 2010, Bohol bound planes would be landing in a longer, safer and more modern air facility in the resort island of Panglao, the country’s premier international airport authority said.

Officials of the Manila International Airport Authority (MIAA), the lead agency and top financial bankroller for the P4.2B Panglao Bohol International Airport Project said the new airport project here excites the MIAA leadership.

According to MIAA assistant general manager for Airport Development and Corporate Affairs Tirso G. Serrano, “it’s something MIAA aggressively pursued because we believe in the tourism potential of the region.”

MIAA bankrolls at least P3B for its first airport development project with the Department of Transportation and Communication (DOTC) sharing its fiscal resource of another P1.2B.

By April of 2010, the airport would have at least 2500 meters airstrip with paved shoulders, 2 stud taxi ways, 4 aircraft stands serving at most Airbus 320, has category 1 precision and air navigation systems, a two storey 7600 sq. meter passenger terminal building with 360 car park slots, cargo terminal buildings, admin buildings, category 6 crash fire rescue facilities.

To be implemented on phases, the 2010 time table includes the phase 1 or the 2.5 kilometer runway and paved shoulders and phase 2, which is the administration building and passenger terminal, air cargo terminal, crash fire rescue facilities and other support services.

While present check in at the city airport is often clogged, it would be a thing in the past.

The new Panglao facility sports 12 check in counters, 2 arrival and 3 departure conveyors, a customs and an immigration counter, 21 flight information monitors14 restroom blocks, 2 elevators and 2 escalators on the terminal building, airport design bared.

The plan to relocate the province’s premier air gateway soared after experts realize that improving the existing Tagbilaran City airport for bigger handling capacity is not only improbable but also expensive and almost physically impossible, an initial study on upgrading the city airport bared.

Aside from residential areas and business establishments in the city air hub’s immediate perimeter, the existing airport establishments suffer from physical inadequacies like insufficient runway strip, apron space and inadequate equipment and facilities, the project feasibility by TCGI Consultants also add.

President Gloria Macapagal Arroyo personally leads the capsule laying ceremony, which signifies the instigation of the initial phases of the actual construction of the modern airport right in the tourist resort island in Bohol, May 20.

With her would be MIAA general manager Alfonso Cusi, DOTC Secretary Leandro Mendoza, Governor Erico Aumentado, Panglao Mayor Benedicto Alcala, Bohol Representatives Edgar Chatto, Roberto Cajes, Adam Relson Jala and other local officials.

The Panglao facility now uses international design standards in its runways and paved shoulders can be upgradeable to 3.4 kilometers so it could accommodate bigger aircraft in the future, says the MIAA.

Reported by Rey Anthony Chiu
Philippine Information Agency

A key Manila International Airport Authority (MIAA) denied allegations that the soon to be implemented Panglao Bohol Airport Project already has a contractor, dousing speculations that a favored government contractor has the multi-billion project in the bag.

MIAA’s Tirso G. Serrano, during a press briefing on the project Monday at the capitol stressed, “we are not even on the stage of construction yet.”
Serrano, MIAA’s assistant general manager for airport development and corporate affairs said “the project is yet on the detailed engineering and design stage.”

â€œBidding comes after the completion and acceptance of the detailed engineering and design, and in the case of Panglao, the design is still on the drawing boards,” he said.

The clarification also came a day before President Gloria Macapagal Arroyo is set to lead the capsule laying and ground breaking ceremonies for the Bohol airport, May 20.

Reports floated on local radio stations detailed that the P4.2B Bohol airport to replace the city airport has already a winning bidder: Hanjin Heavy Industries Corporation.

Hanjin, a large Korean firm that worked on the Bohol’s mega projects has earned the cold stares of local contractors who are being “sidelined” for obvious lack of financial resources to compete in large-scale government projects.

No particular person organization however has been pointed as the source of the radio reports.

The same triggered more speculations that the project was indeed railroaded and did not go through the standard government open competitive public bidding process, pushing Bohol concerned sectors on guard against corruption. Some concerned Boholanos have openly aired desire for a Congressional inquiry to shed light on the issue.

On the inquiry, Serrano said “like any public office, we always welcome inquiries” as to the processes while assuring that the project is “deliberately planned and carefully though of considering Bohol’s huge potential.”

The Panglao airport is first airport development in the country bankrolled by MIAA, sources during the briefing bared.

Having been given the chance to be the lead agency in the development of the proposed Panglao Bohol Airport Development Project, MIAA also facilitated the establishment of the revised project’s feasibility study for technical, economic and financial aspects.

Initial master plan consists of phased development schemes: construction 2.5 kilometer runway with 7.5 meter paved shoulders, the construction of administration buildings inclusive of cargo terminal, air traffic control tower, crash-fire rescue facility, airport maintenance, airport utilities, visual and navigational aids equipment, power house and installation of stand by generator, airport security fence, perimeter roads and airport access roads.

Army Radio had quoted a top official in Jerusalem claiming that a senior member in the entourage of President Bush, who visited Israel last week, had said in a closed meeting here that Bush and Vice President Dick Cheney were of the opinion that military action against Iran was called for.

The official reportedly went on to say that, for the time being, "the hesitancy of Defense Secretary Robert Gates and Secretary of State Condoleezza Rice" was preventing the administration from deciding to launch such an attack on the Islamic Republic.

The Army Radio report, which was quoted by The Jerusalem Post and resonated widely, stated that according to assessments in Israel, the recent turmoil in Lebanon, where Hizbullah has established de facto control of the country, was advancing an American attack.

The White House on Tuesday flatly denied an Army Radio report that claimed US President George W. Bush intends to attack Iran before the end of his term. It said that while the military option had not been taken off the table, the administration preferred to resolve concerns about Iran's push for a nuclear weapon "through peaceful diplomatic means."

Hundreds of children from a village in India's insurgency-wracked northeast have burned their toy guns in a symbolic protest against the violence that surrounds them, activists said Thursday.

The children, all younger than 13, held their protest Wednesday, carrying placards reading ''We hate toy guns, We love football'' as they marched to the local high school playground to light the bonfire.

''The children happily threw their toy guns, mostly look-alikes of AK-47 and M-16 rifles and 9mm pistols, and clapped as they went up in flames,'' said Amarjit Yumnam, one of the local peace activists who organized the event in Keinou, a village in Manipur state.

Keinou is some 25 miles south of state capital of Imphal.

Villagers said the protest was a reaction to the violence in Manipur, where at least 17 rebel groups have been fighting for independent homelands or autonomy. More than 5,000 people have been killed in the fighting in the past 10 years.

Wellington, New Zealand - It seemed like an almost literal answer to their prayers. When two New Zealand pilots ran out of fuel in a microlight airplane they offered prayers and were able to make an emergency landing in a field â€" coming to rest right next to a sign reading, "Jesus is Lord."

Grant Stubbs and Owen Wilson, both from the town of Blenheim on the country's South Island, were flying up the sloping valley of Pelorus Sound when the engine spluttered, coughed and died.

"My friend and I are both Christians so our immediate reaction in a life-threatening situation was to ask for God's help," Stubbs told The Associated Press on Wednesday.

He said he prayed during the ill-fated flight Sunday that the tiny craft would get over the top of a ridge and that they would find a landing site that was not too steep â€" or in the nearby sea.

Wilson said that the pair would have been in deep trouble if the fuel had run out five minutes earlier.

"If it had to run out, that was the place to be," he said. "There was an instantaneous answer to prayer as we crossed the ridge and there was an airfield â€" I didn't know it existed till then."

After Wilson glided the powerless craft to a landing on the grassy strip, the pair noticed they were beside a 20-foot-tall sign that read, "Jesus is Lord â€" The Bible."

Chinese police in the northern city of Shenyang have detained a woman who posted a video filled with angry comments directed at victims of the devastating earthquake that rattled Sichuan province last week.

The 21-year-old woman, Gao Qianhui, was angry over a three-day mourning period that saw online entertainment and games shut down in China out of respect for those killed by the quake, according to a Xinhua News Agency report carried on Netease, a popular Chinese portal. The report, which was highlighted by Blogging for China, did not make clear what law Gao was alleged to have broken in her online outburst.

In the video, Gao is shown sitting inside what appears to be an Internet cafe. After introducing herself as a "common young girl" from Liaoning province in northeastern China, Gao complains she has no interest in coverage of the quake or its aftermath.

"How many of you died? It was just a few," Gao said. "China has so many people, anyway."

The video and apparent lack of sympathy on Gao's part for those affected by the Sichuan earthquake provoked an outpouring of anger and criticism from Chinese Internet users. The Xinhua story carried on Netease alone had more than 17,000 comments at the time of writing.

"Have you no humanity?" asked one commentator.

The terrifying scale of binge drinking among teenagers was laid bare last night as official figures revealed more than 160 children a week end up in hospital for drink problems.

The number of under 18s being admitted to hospital through alcohol was 8,494 in 2007 - no fewer than 23 a day.

It is a rise of more than 50 per cent since the year before Labour took office a decade ago.

Binge drinking is now so serious among young people that thousands of young teenagers are regularly downing six pints of beer a week, the highest level ever recorded.

A shock new report reveals that those 11 to 15-year-olds who admit to drinking knock back an average of 11.4 units a week - equivalent to nearly two bottles of wine or almost 12 shots of whisky.

Over all age groups, the numbers ending up in hospital because of drink has more than doubled under Labour.

Tennessee - High gas prices have driven a Warren County farmer and his sons to hitch a tractor rake to a pair of mules to gather hay from their fields. T.R. Raymond bought Dolly and Molly at the Dixon mule sale last year. Son Danny Raymond trained them and also modified the tractor rake so the mules could pull it.

T.R. Raymond says the mules are slower than a petroleum-powered tractor, but there are benefits.

"This fuel's so high, you can't afford it," he said. "We can feed these mules cheaper than we can buy fuel. That's the truth."

A woman who felt harassed when road workers whistled at her stripped naked in response, police said.

Workmen in the small northern farming town of Kerikeri, New Zealand, were repairing the main street when the young woman, an Israeli tourist, took offence at their attention.

She calmly stripped bare to use an ATM - bringing an abrupt halt to both the whistles and the road work - then put her clothes back on and walked away.

Sgt. Peter Masters said the woman told police she didn't take kindly to the men's wolf-whistles.

"She said she had thought '... I'll show them what I've got,' " as the men whistled at her, he said.

"She gave the explanation that she had been ... pestered by New Zealand men. She's not an unattractive-looking lady," he said.

Former APD Officer Scott Lando has been indicted by the Travis County Grand Jury on several different felony charges. He was fired from the force earlier this year after APD officials determined he had repeatedly hired prostitutes, provided women with drugs, and even paid a woman for sex by giving her some of his wife's clothes.

The grand jury indicted Lando on charges of aggravated assault by a public servant, misuse of official information, delivery of a controlled substance, and prostitution. He could face up to life in prison if convicted of the most serious charges.

"This is not off-duty, casual misconduct in our view," Assistant Chief David Carter said last month when the department announced Lando was being put on indefinite suspension. "We recognize that it is a breach of the public's trust."

Love Talk / The Secret Danger of Internet Love?
May 23, 2008, 09:20:18 PM
Internet daters beware â€" witty emails don't lead to love, an Australian researcher says.

Too many people, particularly women, who go online in search of relationships fall for a clever line, said Queensland University of Technology (QUT) relationships psychologist Matthew Bambling.

They quickly formed emotional attachments to unsuitable people they had not even met in real life.

And when they did meet, reality could fall far short of expectations.

Women were particularly at risk of disappointment after receiving hundreds of hits a day on their internet site from prospective dates.

"It's easy to forget what is it about other people that really attracts us," Dr Bambling said.

"If you've got 300 people wanting to know you, the one who makes you laugh the most, the one who's the cleverest and wittiest in their response, often makes the connection.

"It doesn't mean they are the right person by any stretch of the imagination.

"It just means they've got some great opening lines on an email."

Dr Bambling said he had interviewed more than 100 internet daters and hoped to carry out a large-scale Australian-based survey in the future.

In the meantime, he cautioned people to look before they leap into cyber dating.

It's spring and alligators are on the move -- and they are hungry.

A famished gator will swallow just about anything, live or dead.

A plastic toy turtle and a G.I. Joe action figure caused the recent death of a 9-foot-long alligator in the Florida Keys. State wildlife officials said the toys were lodged in the gator's intestines.

A 2004 study of alligator diets in three Central Florida lakes -- Apopka, Griffin and Woodruff -- found toys, golf balls, fishing lures, shotgun shells, a lighter, spark plugs and glass.

A 32-year-old woman sent a picture of Pamela Anderson's breasts to a 15-year-old workmate shortly before beginning a sexual relationship with him, the Supreme Court in Launceston has heard.

Courtney Issabella Bailey, now 34, told police that the boy had texted her asking her for a picture of her breasts â€" but she sent a picture of the Baywatch star's breasts instead.

Bailey received a four-month suspended jail term today after pleading guilty to five counts of unlawful sexual intercourse with a person under the age of 17 in January 2007.

Crown prosecutor Peter Sherriff told the court that Bailey and the boy had exchanged pornographic DVDs in the weeks before the crimes.

Bailey had remarked to his parents that he was a "big strong boy" for a 15-year-old.

Dihay quotation nga akong nabasahan, nakalimot nako kinsay nagsulti, nga nag-ingon: “The best gift that a father can give to his children is to love their mother.”

The Philippine National Police has this battle cry: “To serve and to protect.”

But lately I feel shivers under my skin sensing that I (or we) might have stirred a hornet’s nest inside the office of Bohol’s highest police official!

I found myself in hostile grounds when, pursuant to media work, I sought the comments of Bohol Provincial Director Edgardo Ingking on his alleged “special interest” in the cases obviously built-up to ultimately pin down the former Panglao mayor Doloreich Dumaluan.

The case(s), revised and amended through several editions is now pointing to the former Panglao mayor as the alleged brains behind the gruesome rape-killing of 14-year old high school student Vivian Dumaluan sometime in April 2004.

The issue unfortunately appears political in nature, disguised as search for justice for the victim. When before, former mayor Dumaluan, a close relative of the victim was helping police gather information to finally identify the real criminal, he is now being tagged as masterminding the bastardly act.

And it seems of all people, the police that supposedly “protect and serve” those who need most, appear to be on one side of the conflict.

I hope I am wrong! That was exactly the reason why I sought the provincial police director. I have many questions for him.

* * * * *

The last time I was in his office was a tear-jerker!

His aides told me to wait, “lingkod lang diha” while before, they would excitingly let me in, “pronto.”

When before, I was courteously served a cup of coffee, that time Col. Ingking’s aides appeared unminding. After almost ½-hour of waiting, I was told the colonel can’t see me for he has some urgent appointment to attend.

The colonel hurriedly run to his car, yet I still tried to squeeze some few questions but he had no time for me.

Oh.... like a jilted lover, I stood petrified seeing him speed away.

I was puzzled since I thought I had good weather with the Colonel knowing that only the STANDARD (this paper) of all newspapers in Bohol, has given a SPECIAL space for press releases of his accomplishments, and that was for FREE.

Well, never mind the coffee and card; what really intrigues me is “the climate change” of the police director.

* * * * *

Why...? This week, I had some answers to my questions.

Koykoy Lim is one of the collaborating counsels in the defense of former Panglao mayor Dumaluan.

Can you believe that? This Colonel is “my idol” and I am even nominating him as Bohol’s next new general!

Pero naunsa naman ni? I don’t think our personal interests and feelings should seep into our jobs, particularly in police work and us, the media!

* * * * *

The STANDARD publisher, our editor-in-chief, our editorial advisers are all lawyers handling high profile cases, but the paper’s INDEPENDENCE has never been or will ever be jeopardized by these people’s individual professional practice as lawyers.

My god(s), what’s this? Hasta ako naangin!

I could surmise now, that Col Ingking has this peculiar trait, insecurities perhaps (I hope I am wrong again).

It really breaks my heart to lose a good friend!

Anyway, let’s see what the PD is really up to.

Trabaho man lang ning ato, so walang personalan!

Lesson for Today: “All colors combined turn black.”

The 5-year-old daughter of Grammy-winning Christian music star Steven Curtis Chapman was struck and killed Wednesday by a sport utility vehicle driven by her brother, authorities said.

The girl, Maria Sue, was hit in the driveway of the family's home Wednesday afternoon by a Toyota Land Cruiser driven by her teenage brother, said Laura McPherson, a spokeswoman for the Tennessee Highway Patrol.

The brother, whose name and exact age weren't available, apparently did not see the girl, McPherson said. No charges are expected.

"It looks like a tragic accident," she said.

Several family members witnessed the accident, which happened in Williamson County just south of Nashville. The girl died later at Vanderbilt University Medical Center in Nashville, hospital spokeswoman Laurie Holloway said.

In a statement, Velvet Kelm, a publicist for Chapman, said Maria was the Chapmans' youngest daughter.

Chapman, who is originally from Paducah, Ky., and his wife have promoted international adoption and have three daughters from China, including Maria. They also have three biological children.

The singer's Web site says the couple was persuaded by their oldest daughter to adopt a girl from China. The experience led the family to adopt two more children and create Shaohannah's Hope, a foundation and ministry to financially assist thousands of couples in adoption.

The Chapmans did missionary work at Chinese orphanages in 2006 and 2007, according to the Web site.

"After our first trip to China, my wife and I knew our lives were changing -- our eyes and hearts were opening to how big God really is, and we have wanted to experience more of that," Chapman says on the Web site.

"We've really wondered whether or not we should just go to China and stay there. But I don't think so. I believe God is saying, 'I want you to go, get your heart broken, your eyes opened, and then take this story back to the church in America and around the world."'

An unidentified gunman shortly before noon Wednesday sprayed bullets on the car of a Cebu lawyer at a busy intersection in Cebu City, killing him.

Police said lawyer Richard Sison stopped at a red light on corner M. J. Cuenco Ave. and V. Sotto St. in donwtown Cebu City at past 11 a.m. when a motorcycle-riding man armed with a machine pistol peppered him with bullets.

Police later recovered at least 16 .9 mm caliber empty shells at the crime scene.

Responding paramedics from the Emergency Rescue Unit Foundation (Eruf) rushed Sison to the Chong Hua Hospital where he later died.

One of the attending physicians who asked not to be identified said Sison sustained seven gunshot wounds in the neck and head.

Police said they were still picking leads on the motive and identity of the gunman.

Sison was lawyer for a number of high-profile cases in Cebu.

At the time he was ambushed, he was counsel for Lapu-Lapu City Mayor Arturo Radaza who was facing graft charges before the Sandiganbayan for the alleged overpricing of decorative lampposts installed during the last Association of southeast Asian Nations (Asean) summit held in Cebu in January last year. - Philippine News Agency

Morong, Bataan, Philippines - A 20-year old girl died recently after big waves engulfed her towards the turbulent South China Sea at the height of storm “Cosme” while she was conversing with four companions at a vacant beach lot in Barangay Poblacion, Morong town.

Bataan police director Senior Supt. Manuel Gaerlan, said Pauleen Grace Trabucon of Gabon, Abucay, Bataan was declared dead on arrival at the Morong Health Unit.

Her companions were able to escape but Abucon was sucked by the big waves. Her body was recovered three hours later at the Gold Coast Beach Resort, also in the same barangay.

Meanwhile, residents mostly fishermen at the seaside village of Pag-asa in Bagac, Bataan evacuated to higher grounds when giant waves hit the barangay Saturday afternoon due to high tide heigtened by “Cosme”.

President Gloria Macapagal-Arroyo yesterday confidently declared the Panglao-Bohol International Airport will be built solely on government funds without a single centavo from foreign loans.

Stressing the P4.17-billion project will be the first of its kind to be funded jointly by the Manila International Airport Authrity (MIAA) and the national government through the Department of Transportation and Communications (DOTC).

During her speech at the laying of the project's time capsule in barangay Tawala yesterday, the President assured the airport will be operational starting 2010.

"The Panglao Airport will be built on Philippine money without any foreign borrowings," Arroyo announced to a cheering crowd of some 2,500 people who attended the groundbreaking rites.

The MIAA has already earmarked P3-billion to shoulder bulk of the project's civil works in the next two years while the DOTC will include it in its budget proposal in 2009.

According to President Arroyo, the Panglao Airport is an important element not only for Bohol's development but also the country's.

"Being at the center of the tourism industry and the influx of investments because of Bohol's tourist attractions," she said, the airport is a vital infrastructure in Central Philippines.

"Your resorts here are world class including your dive sites," Arroyo said. "That is why I brought my Cabinet here together with some professional divers so they will help promote Balicasag Island, a popular dive site."

President Arroyo was welcomed by provincial officials headed by Gov. Erico Aumentado, Vice Gov. Julius Caesar Herrera, Representatives Edgar Chatto, Roberto C. Cajes and Adam Relson L. Jala along with Panglao Mayor Benedicto Alcala.

The President was assisted by DOTC Sec. Leandro Mendoza and MIAA General Manager Alfonso Cusi during the time capsule laying rites.

Arriving by helicopter at around 10 a.m., President Arroyo immediately started with the capsule laying ceremony. Msgr. Jeffrey Malanog of the St. Joseph's Cathedral led the opening prayer.

President Arroyo ended her speech by lauding "Bohol's united leadership" of Aumentado and Herrera together with the three Bohol solons, as a strategy of moving forward for development that is worth emulating by other provinces.

In his welcome address, Aumentado was generously thanked the President for "fulfilling a 20-year dream of the Boholanos to realize an airport in Panglao".

The "dream which was started during the time of former Gov. Constancio Torralba," the governor said, is "the mother of all infrastructure developments in the province."

Aumentado likewise expressed gratitude to Mendoza and Cusi for including the airport project in the Philippine Medium Term Development Plan.

According to MIAA Assistant Manager Tirso Serrano, during the capsule-laying rites, Cusi indicated that instead of constructing the 2.5 kilometer runway before the 2010 deadline, it will now be extended to the full 3.5 kilometer length as laid down in the project's design.

President Gloria Macapagal-Arroyo threshed out the sufficiency of electricity supply in Bohol and neighboring provinces with her Cabinet yesterday at the Panglao Island Nature Resort.

Almost all members of the President's Cabinet including Vice Pres. Noli de Castro, Gov. Erico Aumentado, Representatives Edgar Chatto, Roberto Cajes and Adam Jala tackled the meeting's single agenda which is the current energy requirement in the Visayas.

Heads of Chambers of Commerce in the Visayas were also invited into the full Cabinet session.

In the middle of the meeting, President Arroyo announced that she has requested the National Power Corporation (Napocor), the National Transmission Corporation (TransCo) and distribution utilities in the region to lower some more the existing power rates.

Even with the high cost of transmitting power to the island-provinces from Leyte through submarine cables, the electric rates are still lower compared to Luzon and in Metro Manila, President Arroyo said.

The President said consumption in the next three years is expected to significantly increase.

Arroyo attributed this to the growth spurred by the tourism industry in the region.

Reviewing the power supply situation in the province, the President was appraised by Energy Sec. Angelo Reyes on the electricity requirements of about 6-percent when the Panglao Bohol International Airport will be operational in 2010.

Presently however, there is a supply surplus in the province, according to the report of Sec. Reyes.

The President asked for updates on current power generation projects in the region and how it will meet the need for more energy reserves.

It is undeniable that the Philippines, which used to export rice, sugar, coconut, abaca, copper, etc. to other countries, has long lost that economic prestige; for today the so-called Pearl of the Orient Seas can only export people. Thanks to our "great" political leaders whose interest cannot go beyond their pockets.

With a burgeoning population of 88.57 million, and foreign indebtedness amounting to P3.712 trillion; this means that every Pilipino (including the crawling babies) owes the world P41, 910.35. I pity my two grandchildren… even if both are only 3 and 4-year innocent kids, they already have a debt of P83, 820.70. And they are still in the nursery school.

Add the unemployment sting, and we have a nation that could not even buzz. Yet, it's not totally hopeless. Although the boat is sinking, it's still afloat. Thanks to those who triple their padding efforts to reach the opposite shore.

At the Provincial Capitol, one lighted candle is held by BEPO (Bohol Employment and Placement Office), which is directly under the Office of the Governor. Since it started its operation in 2002, it has extensively aided job-hunting Boholanos through its Job Fairs which it organizes and coordinates with DOLE (Department of Labor and Employment), POEA (Philippine Overseas Employment Administration), and various private firms. Like the Island City Mall which has become a favorite venue for the initial employment process.

Another service that BEPO has consistently rendered to Bohol residents is the Mobile Passport Service that brings NBI (National Bureau of Investigation) and Immigration Office personnel to Bohol, thus saving the Boholanos from travel expenses to and from Cebu City.

Heading the BEPO is Mr. Romulo Lagare Tagaan (RLT). This interview took place at ICM (Island City Mall) when another Mobile Passport Service was being undertaken on April 19, 2008.

LMP: What is BEPO?
RLT: BEPO stands for Bohol Employment and Placement Office; under the Office of the Governor. Our mandate is to provide employment opportunities and other services to our job seeking constituents.

LMP: Does it mean that if there is a change of government, the elected Governor can put a stop to the office?
RLT: Our office has been institutionalized. It has been created through an Executive Order of the Governor in 2002. We passed through the legal process created by the ordinance of the Sangguniang Panlalawigan for the institutionalization of the office. This means that BEPO is no longer a political office. Bisan kinsa pa ang mahimong Governor, the office stays.

LMP: If you're going to assess BEPO from 2002 until this year, how successful is the office?
RLT: Nakatabang kita ug dako based on the services we've offered. For instance, kining Job Fairs, nakatabang ta ug deploy ug daghan nga mga applicants… a combination of local and overseas workers. We also have other related services like the Passport Mobile Service which is done regularly.

LMP: Does that mean every year?
RLT: It's done twice a year.

LMP: Does it always go with job recruitment?
RLT: We always do the Passport Service ahead of the Job Fairs so that, assuming nga during the Job Fairs naa nay passport ang applicant, sayon ra para sa side sa recruiting agency, kay the first thing nga ilang pangitaon is ang passport gyud.

LMP: Does it follow that your main job is giving employment to the Boholanos outside of the Capitol?
RLT: Yes.

LMP: But can you also recruit for Capitol workforce?
RLT: That is separately handled. Jobs for the Capitol workforce have a lot of considerations. But in my case, whoever they are, as long as they are qualified for the skills and are globally competitive, walay problema.

LMP: How do you do your Job Fairs?
RLT: In conducting Job Fairs, we inform first the Department of Labor and Employment, because sila ang mo-provide with the necessary technical advice. If approved, we go to the Governor for the budget proposal. Kon okay ang Governor, mag-set na mi sa DOLE ug exact date to do the Job Fair. Then we send invitation letters sa mga selected agencies certified by the POEA.

LMP: Who shoulders the expenses of the invited agencies?
RLT: For their fare, it's shouldered by their respective companies.

LMP: So what are the responsibilities from your end in conducting Job Fairs?
RLT: We give them free hotel accommodation, complementary food and inland transportation from the hotel to the venue. Regarding the transportation expenses from Tagbilaran back to their place, ila na na.

LMP: How many people from the agency are involved?
RLT: Usually we invite 10-12 recruitment agencies and in every recruitment agency, magpada na sila ug usa or duha ka mga tawo.

LMP: How long do they stay here?
RLT: We conduct Job Fairs for only 1 day. So what we do is we invite them here in the afternoon of the day before the Job Fair so that they can stay for the night and be at the venue early the following day. Some agencies are also in a hurry that they go home right after the Job Fair. But for those who opt to stay here, we can accommodate them until noon the following day.

LMP: Can you give us the approximate number of participants who come to BEPO for prospective employment?
RLT: It depends. In the previous year, we used to have 3 Job Fairs a year: one in January, another in June or July. The last would be in December. In every Job Fair, thousands ang moabot.

LMP: How much is the percentage that you take in?
RLT: Very minimal lang. For every 100 applicants, 20 to 30 percent lang ang madawat.

LMP: What are the reasons why ingon ana kagamay ang madawat?
RLT: First reason gyod is financial. Every applicant, especially if for abroad, has to go through an agency.

LMP: How much is the placement fee?
RLT: Equivalent to 1 month salary.

LMP: To produce that money, do you have to hold the papers to be processed?
RLT: No. Ang ubang agency, they go for installment basis. At the start of the processing, an applicant has to give 50 percent; the other 50 will be given before departure. But there are also agencies which offer the "fly now, pay later" service. Mora na siya ug soft loan; just to make sure that the workers can report at the site on time because the agencies are also under pressure by the foreign businesses. If the agency will commit that they can deploy 100 workers at that day, they will do their best to produce workers on that date.

LMP: What are the qualifications for foreign job opportunities?
RLT: They should be college graduates with ample experience. For factory workers in Taiwan, they're very strict with height. The standard height for female is 5 feet and 1 inch; for male a minimum of 5'-4". Kay matod pa nila, ang ila kunong computerized machines, habog kaayo. Aron dili na daw magkinto-kinto, kinahanglan taas ang workers.

LMP: How about the skilled workers like welders and plumbers?
RLT: Okay ra kon dili college graduate as long as they understand conversational English, kay ang ilang supervisors, mga Pilipino man pod. Usually, kanang straight English.

LMP: I heard that one of the things needed would be the certificate of proficiency from TESDA. Is that still on-going?
RLT: Some foreign employers are not strict on this. Because upon arrival, the workers still have to be oriented and trained to make them more competitive.

LMP: If there is a certification from TESDA, what kind of support would the workers need for employment?
RLT: Like plumbing, before madawat ang usa ka applicant, tan-awon pa kon skilled ba gyod siya. Kon wala'y certificate from TESDA, a certification from the previous employer will do. If they will be assigned in Manila, they have their own in-house training. They will upgrade the skills of an applicant kon aduna gyoy gamay nga nahibaw-an.

LMP: What are the skills that are in demand, aside from plumbing and welding?
RLT: We have technicians, mechanics, and electricians. These are considered the blue-collared jobs.

LMP: How about the white ones?
RLT: The same wit nurses, teachers, engineers. They have another set of requirements. Karon gani, kon mo-abroad ang usa ka nurse, one must pass the CGFNS, it's one of the requirements. Ang meeded lang is only 2-year experience.

LMP: Why is it nga wala na sila mag-require?
RLT: Because of the urgency. Sa Western countries, very strict kaayo. But kining NCLEX, standard gyod ni siya in all other countries. Before, Filipino nurses used to take the exams in Hongkong or in Guam. Just to decongest, the exams are now in the Philippines. For medical workers, strict kaayo ang requirements, it should be at least 5-year experience in a hospital with minimum of 250-bed capacity. Mao ning ang mga nurses, if they want to go abroad, maghuwat gyod ni sila ug dugay. The best thing that I could advice to these minimum qualifiers is to go to the Middle East. Kaysa mag-casual lang dinhi or volunteers without pay just to get a certification. In Saudi, they only need 2-year experience; mayo pa gyod ang training ug exposure sa hospitals. It's a good stepping stone for the Filipino graduates. Sa economics side, if they are employed with P40, 000-50, 000 a month, it is easy for them to buy books and other materials for the review sa ilang NCLEX; they can stay and work at the same time. They can take the exam in Cyprus or in Dubai because their embassies are conducting exams.

LMP: What are the countries in the world that are in need of nurses?
RLT: Australia, New Zealand, Canada, USA, the European countries like England, Ireland, Scotland.

LMP: So karon, nurses gyod ang in-demand?
RLT: Nurses gyod, because of the economic advancement and more job opportunities. Mostly, they are into IT or computer courses. Ang nursing course didto is not for the elite. That's why ang ilang caregivers and nurses, foreign ang gipangkuha. Ang quality sa food naka deteriorate pod sa health, that's why there are so many unhealthy people didto. Mao nang when they reach a certain age, manginahanglan na sila ug caregivers.

LMP: How about English teachers in Thailand and Korea?
RLT: Para nako, morag illegal na kay dili man mo-sanction ang POEA ug DOLE kay wala ma'y work permit from China or Thailand to deploy teachers. Daghang mga teachers ang nangita ug employment but if pangutan-on kon unsa nga agency, wala'y matubag. Wala ma'y agency nga nag-handle sa deployment of certain teachers. Naay mga persons nga aduna na'y contact, unya inig-abot didto, wala'y work permit kay tourist ra man ang nakabutang. Mao nang mag-TNT ang uban.

LMP: But can that be legalized?
RLT: That can be legalized but mag-depende pod sa Thailand government. Since nagkinahanglan man sila ug teachers unya daghan man po'y teachers dinhi, pwede maghimo ug bilateral agreement.

LMP: In today's setting, are we educating students for jobs that already exist or jobs nga medyo wala pa'y klaro?
RLT: Ang advancement sa information technology, mao gyoy focus karon. I think it would be a very good decision to take up courses related in engineering, information technology or computers. Ang nahitabo karon, daghan ang job mismatching. This is because naa'y experience ang gipangita, but fresh graduates pa lagi, so dili pa pwede. Sa akong nakita, ang number one potential nga maka-generate ta ug employment, kining information services or the call centers.

LMP: What is the potential salary for beginners?
RLT: Minimum of P11, 000, plus night differential. The company doesn't care kon unsay kurso as long as they're good in comprehension and can converse in good English. Minimum of second year college. But for me, angay unta kon 20 years old and above for emotional security ba. Kon ma-assign sa layong lugar, dili dali mingawon.

LMP: How about kining atong mga seamen? I noticed nga daghang graduate ug nautical, courses, but nag-waiter lang.
RLT: In Bohol alone, how many thousands of graduates in just 1 year; sa Pilipinas, gamay ra kayo ang barko nga gipadagan. We have an over-supply of manpower but gamay ra ang job offers; survival of the fittest gyod. A diploma is not a mere assurance nga makakuha ug trabaho; experience is still number one.

LMP: How do you asses the scenario as far as the employment of Boholanos is concerned?
RLT: I think nagkadaghan ang unemployed because gamay lang kaayo ang opportunities especially in Bohol. That's why we are sending them all over the Philippines. Nagpadala ta ug workers sa Subic, na-kontrobersyal man hinoon. Kita man god, ang atong culture is magpasayon lang. Before sila milarga, we had a pre-departure employment seminar. We told them nga inig-abot didto, trainee pa mo; wala pa mo'y sweldo, but you have your allowance to pay for your boarding house and food. Daghan ang mga Boholanos nga wala maka-agwanta. Gi-interview ko sa DYRD and DYTR, I told them nga "unsa man diay inyong pagtuo didto, nag-pista mo?" We invited the Hanjin Company at our expense to lessen the burden of their parents. Unya moreklamo sila ditso.

LMP: What is your message to the unemployed?
RLT: For you to be more qualified, mas maayo if you'll take up short courses aron mahimong globally competitive. If nakahuman ug computer, eskuwela sa ug English aron madugangan ug ma-upgrade ang skills. We are aiming for the global market, so we have to excel.

Asa Naman Ta Padulong Ani?
By Michael Ligalig
(as published by the Bohol Standard newspaper)

Kaluy-an unta kita sa Ginoo ani.

While the Philippines scored low in investing in people, Bohol proposes one project that is to raise the country’s MCC rating and that is investing in internet connectivity for its public high schools.

Early this week, the national government sent to Bohol an entourage of key Millennium Challenge Corporation (MCC) officials to Bohol to let them pore through Bohol program framework for poverty reduction.

MCC, a subsidiary corporation of the United States Government has been granting multi-year agreements in funding programs aimed at reducing poverty and stimulating economic growth for low income countries across the globe.

Bohol, like many provincial governments and like many poor nations, vies for MCC funds when the Philippines has become eligible for the US help.

The country’s MCC eligibility was attained after the government instituted anti-corruption measures which gained a high MCC rating. Putting up anti corruption measures is a key country performance indicator before it becomes eligible for MCC funding.

The Philippine anti-corruption measure was accepted despite a low rating on investing in people.

Not to be left out this time, Bohol attempts to allow its 231,976 public school enrollees to widen their classroom knowledge by connecting them to the vast information superhighway accessible in the world-wide web.

The Bohol project, which would also be co-shared by local governments concerned proposed for equipment procurement, information management system set-up, training, support services and studies as well as program implementation, says Provincial Planning and Development Officer John Titus Vistal during an MCC interaction at the Capitol recently.

Consistent with the local governments 10 point agenda, other Bohol projects for MCC funding include the Rice Accelerated Emergency Response (RACER) for rice sufficiency, Livestock Integration for Food and Family Enhancement (LIFFE) an innovative livestock dispersal project, Skills Trainings Advocating Reliance and Self-Employment (STAR) a barangay based job generation project and Bohol Employment Placement Office job generation agenda.

Also proposed are environment protection projects in the Private Sector Assistance in Land Management (PSALM) and mari-culture zones establishment.

PIA - Bohol

Population in Loon, Bohol from 2000 to 2007 fell by at least 2,274, marking Bohol’s greatest reduction by town population, a recent national survey revealed.

Mayor Lloyd Peter Lopez, in a phone interview Friday said he has yet to see the survey results.

Moreover, he is to write to the NSO for possible enlightenment as to how the survey was done. Nevertheless, he also admitted that it may be true stating that Loon has less arable lands fit for agriculture and it could force his people to displace.

According to him, the census may spoil their bid to become a second-class town.

With Loon, coastal towns of Anda, Garcia Hernandez and Mabini enjoyed significant reduction in their populations, busting a familiar myth that coastal towns generally have high population increase rates over rural areas.

Anda “lost” 1,247 residents, 120 residents could not be accounted in Garcia Hernandez while Sikatuna decreased by 33.

Of Bohol’s interior towns, only Sikatuna achieved .095% growth rate, meaning from 6,602 in 2000, there are now officially 6,335 residents in the town.

Highest population gainers in Bohol are Dauis in Panglao island, with 1.368% annual population increase, or from 26,415, population soared up to 36.139 and island town President Garcia (Pitogo) with some 4,374 added to its residents in 7 years.

Baclayon also gained 3,019 residents in the same span with now 18,015 from 14,996 in 2000 while Alicia also rose to 23,422 from 21,605 or a 1.313% increase.

The data came during the recent Kapihan sa PIA and was aired live over DyTR Thursday, May 15, 2008.

The PIA forum had Jessame Anne Alcazaren and Emmanuel Galab of the local National Statistics Office, who tackled on the August 2007 census on population and other concerns.

The survey, last year’s round of the NSO run census of population had also one bright thing for Bohol.

In 2000, Bohol posted an average annual population growth rate of 2.95%, one which scared the wits out of local planners.

But by some reasons yet to be known, average annual population growth went as low as 1.06% shaving off some 1.86 from 2.59% with barely any impacting birth control programs.

Just as sanitary landfill projects across the country have considerable opposition, newly named Bohol environment officer believes operating the Metro Cluster Landfill in Alburquerque is still the most appropriate measure against our garbage woes.

Towns near the city have agreed to pool meager resources to put up a legal garbage disposal site in Alburquerque, thus the idea of the Metro Tagbilaran Cluster came.

Nestor Canda, the new Bohol head of the Department of Environment and Natural Resources (DENR) aired his opinion during the recent Kapihan sa PIA which talked “Promoting Sustainable Tourism as a Strategy to Conserve the Coastal Environment.

The forum which was aired live over DyTR devoted precious airtime moments to discuss Bohol’s direst need for a sanitary landfill just as the country has outlawed the operation of open garbage dump sites by virtue of the Ecological Solid Waste Management (ESWM) Law.

In the last few weeks, newspapers in Bohol exposed the desire of the Dampas local government to close the open dumpsite in their district for health, economic and social reasons.

Dampas barangay Chairman Fredison Englis has pointed out that his barangay has the most school drop outs, attracted unwanted scavengers and aired health concerns as raised by his constituents.

At the looming closure of the city dumpsite, garbage dumps sprouting in Bohol pose as the most logical thing for poorer local government units too cash strapped to operate a sanitary landfill as mandated by the ESWM Law.

The same law vows to hail to court any local government units found with violations against it.

A closure of the city dumpsite also means denying garbage from Panglao island, which unnecessarily makes Bohol beaches hit a garbage problem like Boracay.

During the weekly PIA forum, Canda, who has barely two days since getting his working papers as OIC PENRO said he could understand Albur contra-position on the landfill.

“Not in my back yard”, he quoted a familiar Alburanon point against the landfill.

“But as long as people religiously segregate garbage and only residual wastes are brought for disposal, garbage should only amount to 10-15% of the total volume of waste generated daily,” he said citing a DENR study.

Canda said as long as the operators remain vigilant and strictly implement proper policies and monitor its compliance, nobody can just thrown anything in.

“Given the proper transport practices with all safety measures on, the proper technology, we do not have anything to worry, he assured Boholanos.

As to the question of seepage, Canda explained that the clay dry lining as the landfill design shows would be more than enough to put environmental issues at rest.

Two Boholana domestic helpers, both single in their 20s, have suffered from cruelties of their respective employers in separate foreign lands. One has been raped and made a sex slave. The other would have died by stabbing.

The first case involves 23-year-old Meya (not her real name) who left for Jeddah last Christmas only to find her "calvary" in the insatiable lust of her male boss who sexually abused her since April.

The second case involves 27-year-old Donellen (not her real identity, too) who would have been killed by stabbing had she not ran away - without returning - from her Singaporean employer.

Meya, from a barrio of a Second District town, contacted thru text messaging her parents sometime last month and told them her employer, the male owner of the house where she works, had sexually assaulted her.

The mother of the overseas Filipino worker (OFW), in her letter seeking assistance from government, used the term "giabusohan (abused)" in describing that particular incident occurring to her daughter.

Meya communicated again to her parents, which was also their last and only other contact since then, just last May 4, begging them to find ways rescuing her.

Rep. Edgar Chatto's office is now coordinating with the Overseas Workers Welfare Administration (OWWA) and other agencies on Meya's case as well as Donellen's.

In her same letter, Meya's mother recounted, in specific details as narrated in the May 4 text message from her daughter, how the latter had been repeatedly "used" by her maniac boss right inside his house.

Meya told her parents about the pains and self-humiliation that she had to undergo.

She---with whatever is left of her degraded human person---thus now screams for swiftest rescue from the claws of her sex-starved Arab employer.

While Meya could no longer be contacted at her cellphone number, neither her hiring agency has been found in the Philippine Overseas Employment Administration (POEA) list of accredited recruiters.

In the case of Donellen, his father Elpidio Sendo of Catigbian reported to Chatto's office that his daughter has reportedly been in the safekeeping of the Philippine Embassy in Singapore since running away from her brutal male employer.

The Singaporean's wife would also easily harm their Boholana maid whenever she could slightly miss certain house chores because of overwork.

Donellen then could no longer bear the pains of physical and verbal maltreatment so that at one distress time she attempted to end her suffering---and very own life---by poisoning.

She confided in a November 2007 letter to her parents her drinking of a strong cleansing chemical.

Lucky for here, the potentially fatal substance was too strong that she vomited as soon as she took an amount of the chemical.

Immediately after the attempt of her male boss to stab her, Donellen sought refuge from fellow OFWs who helped her to the police.

But the migrant worker was instead wrongly accused and counter-charged with stealing by her employer couple.

Chatto's office is awaiting result of its inquiry on whether the OFW is still in the protective custody of the Philippine Embassy in Singapore.

The congressman maintains the OWF Action Line, a local broadcast program segment heard worldwide on Saturdays that assists migrant workers and links them to their families.

Meya and Donellen, both farmhand daughters, yearn to return home as soon as possible.

Donellen is an education graduate but who had not taken the board examinations until she found a chance to work abroad on hope of freeing her family from the stings of poverty.

Bohol Vice Gov. Julius Caesar Herrera yesterday refused to comment on his political plans in 2010 saying he has better things to do than prepare for the next election.

"It is too early for that," Herrera replied when interviewed over his mobile phone.

The vice-governor was in his native Calape in time for this year's observance of the annual fiesta. Before his election as vice-governor, Herrera served as Calape mayor for two terms.

Political pundits have been speculating that the vice-governor was ripe to assume the highest position in the province after serving the second highest position for three consecutive terms.

The speculations were fuelled even more when Herrera received a 61% satisfactory rating in a survey conducted by the Holy Name University last April 13-20.

This rating hiked by eight percentage points the 53% satisfactory rating he received in the same survey last year.

Herrera's eight-percent increase in his performance rating was the highest among Boholano officials named in the poll.

The vice-governor however did not directly answer questions on whether this would encourage him to reveal his political plans.

"I am humbled that our people are appreciating the job that we are doing. This will encourage me to work harder in the next two years," he added.

Police Gen. Thompson Lantion, chairman of the Land Transportation Franchising and Regulatory Board (LTFRB), has ordered the issuance of franchise to colurum vans for-hire (V-hires) and like units that service tourists in Bohol.

His order sounded a stern warning, too, against any LTFRB personnel found extorting their clients or in cahoots with fixers on same intent of making money.

Parallel to the legalization of the colurum units, transport vans that cannot pass the tourist transport service standard will be converted into GT express units. GT means garage to terminal.

Easily over 70% of the V-hires, shuttle vans and other tourist transport units in Bohol are colurum or operating without franchise.

The LTFRB chairman personally met with the leaders of concerned transport groups here on Wednesday in a forum facilitated by Rep. Edgar Chatto in coordination with the provincial government thru Board Member Alfonso Damalerio II.

The recent representation of the Bohol Poverty Reduction Management Office (BPRMO) to the international food festival in Canada netted an international market for Bohol food products.

BPRMO Head Antonieto Pernia and Arnold Labunog, owner of Jojie's Bakeshop and president of Bohol Processed Foods (ProFoods) arrived last week from a two-week trip to Canada to attend the international food festival where they negotiated with big-time importers who could open a North American market for Bohol exotic food products.

Among the local products that see a market in Canada are coconuts, marine products- -particularly galonggong or burot-burot, processed ubi products, and peanuts.

Pernia said the trade facilitation office of the Canadian government helped endorse Bohol products to big-time importers in Canada.

Pernia met with two of the big importers based in Canada, one of them was Prassad, a Guyanese who is considered second top importer in the entire North America and Caribbean.

According to Pernia, Henrique Sia, vice-president of the Philippine Chamber of Commerce, helped him out in the negotiations with the importers.

During the occasion, Pernia said he also introduced Bohol food products to one of the top importer of Filipino goods in North America, particularly Canada, after learning having observed that Bohol has the products that are in demand there.

One of it is grated coconut that the Prassad's import company have been importing in bulk.

Pernia assured that there will be no difficulty in selling Bohol products there. Boholano suppliers just need to "vacuum pack" the goods so they remain fresh when they reach Canada, he said.

The BPRMO head also said he got Prassad's assurance that unless Boholano producers would fail to come up with the required volume, he will exclusively import products from Bohol.

He was even willing to sign a MOA that Bohol will be his exclusive source of grated coconut and grated cassava which is also abundant in Bohol.

Prassad, according to Pernia, intends to regularly import a container of grated cassava every month.

The Canadian market reaches the Caribbean areas, but its supply could hardly meet the demand of coconut products at this time that it relies only on the Jamaican supply.

This is where Bohol, which has a considerable hectarage of coconut plantation, can come in, Pernia said.

Pernia also said he was able to negotiate with Allan Yao, a Filipino importer of burot-burot, other marine products, and coconut products.

Yao needs a container of galonggong or burot burot every week, for consumption in Canada and wants to open a market for all the marine products from Bohol, Pernia said.

With Sia's support, Yao automatically closed the deal and said Bohol producers can immediately deliver the initial stock as soon as pricing agreement and packing requirements will be in place.

Another local product that sees good market in Canada is the juice from young coconuts or locally known as butong.

Pernia said he was also able to observe a good market for coconut juice in Canada where the consumption reaches an average of at least two containers every 15 days.

The Department of Health (DOH) will send this week a team to look into the condition of the Gov. Celestino Gallares Memorial Hospital (GCGMH), which overcongestion against understaffing is affecting quality health care.

Not so much on pay and other returns, even fresh medical graduates lack interest in practicing there since the hospital's medical and anesthesiology departments are not accredited.

These and more have caused Rep. Edgar Chatto to worry about so that he called no less than Health Sec. Francisco Doque yesterday for appropriate policy guidance and prompt corrective measures.

The GCGMH, a government-run hospital of regional status, is Bohol's biggest.

In their phone conversation, Doque swiftly assured Chatto to send men from both central and regional offices of the DOH early this week.

GCGMH chief Dr. Nenita Moraga-Po was listening to the congressman talking to the health secretary.

The solon called to his residence and personally conferred with the hospital head yesterday on the whole situation of the GCGMH amid recent feedbacks from the public on varied concerns.

Among them are the death of a teenaged girl who allegedly did not get doctor's attention, improper security dealing with, if not manhandling of, a complaining mother of a patient, and arrogant refusal to issue a medical certificate to a cat bite victim.

Six key officials of the Department of Environment and Natural Resources (DENR) here in the province were reshuffled following reports of unabated illegal logging in towns declared as protected areas.

The order came directly from Environment Secretary Lito Atienza last Monday, giving DENR regional director Leonardo Sibaluca 72 hours to investigate the alleged cutting of trees in the towns of Batuan, Ubay, Catigbian and municipalities within the Rajah Sikatuna Protected Landscape and the Bayongan Dam watershed.

The revamp came as a surprise to DENR officials and staff here.

Less than a year ago, a reshuffling of the heads of the local DENR was made after then Sec. Angelo Reyes was informed of the environment officials' inaction to violations made by some resort owners in Panglao that are constructing buildings within the 20-meter salvage zone.

PENRO Eduardo Inting is being moved to the Cebu City office of the deputy regional director and replaced by Environmental Management Bureau (EMB) head Nestor Canda.

Meanwhile, CENRO-Tagbilaran head Samuel Racho is replaced by Eusalem Quiwag, a former land management officer of CENRO-Tagbilaran.

CENRO-Talibon officer-in-charge Protacio Orog was also replaced by forester Alejandro Estopa. Orog is assigned at the PENRO office.

In an interview with Canda, he confirmed that a team from the regional office is in the province to investigate the reports of illegal logging.

Canda said he accepts the challenge of his new assignment and vowed to implement the 20-meter public easement in coastal municipalities.

Bohol Gov. Erico Aumentado welcomed the request by some Manila-based Boholanos to have a dialogue on the pros and cons regarding the proposed Panglao Bohol International Airport (PBIA).

The dialogue sought by the Boholano group in Manila came barely two weeks before Pres. Arroyo is set to lay the time capsule to signal the start of the new airport in Panglao.

The governor said he is available for said dialogue in Manila before the month ends. However, Dr. Ernesto Pernia, a UP economic professor who is the group's leader will be out of the country until June.

He said that the survey, conducted by Holy Name University Research Center, showed majority of the Boholanos are in favor of the project in line with the shortness of the runway of the existing City Airport. The project is also a product of extensive studies for several years.

The governor was surprised to hear that lawyer Jun Sales, IBP president and lawyer Raul Barbarona disclaimed their knowledge on the inclusion of their names as signatories of a paid ad appearing in last Sunday's issue of this paper.

Speaking during his weekly "The Governor Reports," last Friday, Aumentado said the Panglao airport will be fully utilized and will not be a white elephant as anticipated by the UP economic professor who is a former lead economist of the Asian Development Bank.

Pernia's group said that a multi-sectoral consultation should be done to deliberate on the issues such as the economic, social, cultural and ecological impact of the undertaking.

According to the governor, the economic benefits of the airport is guaranteed and it will boost Tourism in Panglao.

Pres. Arroyo is scheduled to be here next week for the time capsule-laying of the airport project.

About 90 percent of the land area for the project is already acquired by the provincial government, Aumentado said.

Tagbilaran City Mayor Dan Lim will field middle this week a composite team to inspect the establishments which were earlier reported to have illegally tapped to the newly completed P45-million drainage project along Carlos P. Garcia Avenue, this city.

He said the inspection team will be led by the City Health Office under Dr. Antonio Porticos.

The inspection comes with the arrival here of Engr. Cecil Corloncito, an ISO-accredited environment officer who is based abroad. He is hired as consultant on environment by the city government in the wake of the clamor to put up a water treatment facility aimed to ensure the cleanliness of water to be released through the new drainage project. The new system is contained in a 1.5 x 2 meter box culvert which is a lot bigger than the old system which was only using a 36-inch pipe.

Lim warned whoever of these 39 establishments which do not have septic tanks will "suffer the consequence of the law."

The mayor's warning came after the city government has been blamed for the non-implementation of a basic requirement to disconnect these tapped sewerage outlets to the new drainage system.

Illegally connected to the new drainage system include Occidental Enterprises, Jojie Bakeshop (beside McDonalds), Kristin pharmacy, LTS Lodge, PMI Colleges, United Coconut Planters Bank, MetroCenter Hotel and JJs Dimsum.

Others included in the report are Lica Trading, YY Home Builders, City Savings Bank, College Assurance Plan (CAP), Lumayag building, Ramasola Original, Holy Name Funeral Homes, Atty. Cicilio Dangoy, Vicente Manalo, Fortune II building, Nemesio Lunghas, and Siglo Tubig, Ananias Pasok, George Lim, Mario Lloyd Guttierez, Dr. Morgia building, Fortunato Lim (in front of Wisdom School), Apolinario Apat, Pasajero Motor's Corp./Pamocor, City Machine Shop, Nutri Mart Enterprises, Samson Cia, Butalid Marketing, Quibir Trade Center building, Lucky Rose Eatery c/o Rosita Duhaylungsod, and BreadBasket c/o Bohol Quality Mall.

It maybe recalled the city's multi-million drainage system was added to the road concreting project of Gov. Erico Aumentado upon the insistence of the city mayor when the Bohol Circumferential Road Project reached the city's main highway last year.

When contacted for comments, Jimmy Chua, project manager of the drainage system who is working under the Philippine Japan Highway Project, in a long distance interview from Manila said it should be the local government unit to unplug the sewerage connections attached to the drainage system. He recalled that these establishments illegally tapped their connections while the project was in progress.
