Villalon noted that while monumental heritage, like churches, were damaged, and need restoration or repurposing, many non-monumental heritage structures were destroyed as well by the 7.2 intensity quake. However, there is little attention both from the public and government of non-monumental and private structures due to “lack of awareness of their importance.”

Monumental heritage structures or their ruins are enlivened by cultural heritage, such as lifestyle, crafts, music, dances, cuisine, farms and landscapes, etc. “We should pay attention to the entire setting,” Villalon concluded.

A field work in the towns of Loboc and Antequera gave participants the opportunity to view examples of elevations of heritage structures with adjacent modern structures (infill), and to identify the style and particular eras they were constructed.

They then presented heritage plans for Loboc, Antequera and Maribojoc towns in the form of a documentation of a townscape or a streetscape, and proposed interventions to both heritage and modern structures in sketches and drawings.

Villalon observed that Bohol is “an excellent choice to be a partner province for community-based heritage development.” Community participation, he said, makes conservation meaningful.

The organizers program states “Contrary to popular belief, it is not necessary for new structures to copy or mimic heritage architecture (bagong luma style) so that the distinction between the new and the old is clear to the viewers or tourists.

Mananghaya observed that the plaza complex gives the Bohol townscape its distinct unifying feature. It relates all the structures (of government and the church) around it, she noted.

The organizers said there’s need to study the original town plans for a possible revival. “Plazas will be restored as plazas again, where open spaces are re-landscaped, and trees along the roads are re-planted.”

“The overall look of the town will then be studied, understood, and maintained. All these are important in establishing the identity of towns, especially with the rising tourism in Bohol,” the organizers added.

Mananghaya, however, stressed the importance of making a “geologic technical study of the sub-strate” of damaged structures before making any intervention to determine the extent of structural damage.

On the question over how much restoration should be made of heritage structures, particularly the churches of Loboc, Maribojoc, and Loon, Villalon said, “Maintaining some as ruins may not be such a bad idea,” adding that many heritage ruins in Europe and Southeast Asia have become hits among tourists.

A Loboc official disclosed during the open forum that the town would most likely maintain the ruins of the Loboc church as monument to the October 15, 2013 earthquake. He said doing so will give the town an added tourism attraction.

Organizers of the training workshop which included the Bohol Tourism Office, Provincial Government, and the USAID, said aside from the training workshop lectures, they want to develop reconstruction guidelines.

Ma. Joycelyn Mananghaya, architect trustee of ICOMOS Philippines, clarified in her lecture that those involved in the rebuilding of affected places and their damaged structures must focus not only on old heritage structures.

Modern structures, she said, must be rebuilt in the same modern style, and not designed to appear like “pseudo-heritage structures.”

“Historical honesty asks that rebuilt structures are to be redesigned in an architectural style reflective of 2014, thus becoming a visual reminder of the rebuilding of Bohol after the earthquake,” she said.
#11305
Augusto Villalon, noted architect and cultural heritage planner and ICOMOS Philippine president, told participating LGU tourism officials, local architects, planners and heritage advocates, that instead of looking at damaged structures as “single independent units without any relation to the whole townscape or streetscape,” they should also see to it that “new and old structures must be seen in dialogue with each other.”

In his view, conserving heritage means “conserving all aspects: landscapes, townscapes, houses, public spaces, lifestyles, food, etc.” because the full heritage picture “represents our identity.”

Harmony can be achieved through certain height elevation of heritage and modern structures, bulk or proportion, materials and some design and color patterns.

Rebuilding structures damaged by the 7.2 intensity earthquake that struck Bohol October last year not only means restoring the pre-earthquake look of the island province, but also involves harmonizing them with existing structures that reflect its colonial and non-colonial heritage.

This was the gist of the training workshop “Design and Engineering Standards for Reconstruction of Heritage Places and Earthquake-Damaged Buildings in Bohol,” conducted in the capital city of Tagbilaran July 28-August 1, 2014 by architects of the International Committee for Monuments and Sites (ICOMOS).

Robin Williams's Hidden Pain Revealed by Longtime Friend
By Deborah Grau
Yahoo News

There didn't seem to be much that Robin Williams couldn't do. He spent a career entertaining us â€" making us laugh in "The Birdcage" … moving us in his Oscar-winning role in "Good Will Hunting."

Williams used humor to bring others happiness, which made it all the more heartbreaking when the world learned of his apparent suicide at age 63. His publicist issued a statement saying Williams "has been battling severe depression of late. This is a tragic and sudden loss."

Yahoo News and Finance anchor Bianna Golodryga talks with Jamie Masada, founder of the Laugh Factory and a long-time friend of Williams. Masada works with many legendary comedians and knows firsthand the troubles some face off-stage. "He's genuinely, genuinely one of those guys, such a high energy, we would never figure out anything. He would never let anybody get inside to know what was going on," says Masada. "They don't want to talk about their problems. They always want to make people laugh." In 2011, Masada, with the help of psychologist Ildiko Tabori, started providing onsite therapy for performers at the Laugh Factory to help them cope with the highs and lows that often come with being an entertainer.

Mental health expert Dr. Jeff Gardere explains that depression and substance abuse among performers is more common than one may think, and Williams was no exception. "He was a lifelong addict. It's a lifelong illness that you take a day at a time … this is a medical problem, and we have stop seeing people who have drug addiction as evil, bad, weak people," says Gardere.

Sheriff Reveals New Details of Robin Williams Suicide
By Suzy Byrne

Robin Williams hanged himself with a belt after his wife had gone to sleep Sunday night.

Those are among the graphic new details to emerge about the death of the 63-year-old entertainer at a press conference Tuesday.

Speaking from prepared notes, Marin Sheriff's Lt. Keith Boyd said that Williams's wife, Susan Schneider, went to bed at 10:30 p.m. on Sunday. Williams later retired in a different bedroom of their home in Tiburon, California, a small town in the San Francisco Bay area.

In the morning, Schneider left the home, thinking Williams was still sleeping. His assistant later came to the house and, concerned about the actor, went into the bedroom and discovered his lifeless body at about 11:45 a.m.

Williams died as a result of death by asphyxia, said Boyd. The actor was partially clothed and suspended from a belt that was wedged between a closet door and the door frame. The assistant told officials he was cold to the touch and rigor mortis had begun to set in. The iconic comedian was pronounced dead at 12:02 p.m. Monday.

Here are some facts about depression:

Although major depression can strike people of any age, the median age at onset is 32.5, according to Washington University School of Medicine in St. Louis.

Depression is more common in women than in men, according to Washington University.

Men with depression are more likely than depressed women to abuse alcohol and other substances, according to Jill Goldstein, director of research at the Connors Center for Women's Health and Gender Biology at Brigham and Women's Hospital in Boston.

Depressed men may also try to mask their sadness by turning to other outlets, such as watching TV, playing sports and working excessively, or engaging in risky behaviors, Goldsetein told Live Science in an interview earlier this year.

Men's symptoms of depression may be harder for other people to recognize, and the illness is missed more frequently in men, Goldstein said.

Men with depression are more likely than women with the condition to commit suicide, Goldstein said. Men with depression may go longer without being diagnosed or treated, and so men may develop a more devastating mental health problem.

Symptoms of depression extend far beyond feeling sad, and may include: loss of interest and pleasure in normal activities, irritability, agitation or restlessness, lower sex drive, decreased concentration, insomnia or excessive sleeping and chronic fatigue and lethargy, according to Mayo Clinic.

A representative for Williams told Entertainment Weekly, "Robin Williams passed away this morning. He has been battling severe depression of late. This is a tragic and sudden loss. The family respectfully asks for their privacy as they grieve during this very difficult time."

Major depression is one of the most common mental disorders in the United States, according to the National Institute of Mental Health. In 2012, an estimated 16 million U.S. adults had at least one major depressive episode, or bout of depressive symptoms, in the past year.

But despite how common the illness is, many people do not understand exactly what it means to have depression, and often think of it as being the same as sadness.

"Depression is one of the most tragically misunderstood words in the English language," writes Stephen Ilardi, an associate professor of clinical psychology at the University of Kansas, in a blog post on the Psychology Today website. "When people refer to depression in everyday conversation, they usually have something far less serious in mind," than what the disorder actually entails. "In fact, the term typically serves as a synonym for mere sadness."

In 2013, the summit was the first of its kind in the province, set immediately after a surge on rape cases was reported by police months ago.

In the province capital, Councilors Roderick Awingan and Estrella Adeban, as well as Vice Mayor Romeo Salda wrote an ordinance for the establishment of a Violence against Women and Children (VAWC) desk under the Municipal Social Welfare Development Office (MSWDO).

In the ordinance, functions of the VAWC desk were detailed with assisting victims of child abuse and violence against women in securing protection orders and access necessary services set at the top priority.

The VAWC desk also aims to develop and lead advocacy in the establishment of Violence Against Women and Children Desk in all barangays in the municipality, as well as the development of the municipal child and gender-sensitive plan in addressing child and gender-based violence, including support services, capacity building and referral systems.

Responding to child and gender-based violence cases brought to the office of the Municipal Social Welfare is also highlighted, and coordination with referral of cases to government agencies non-government organizations, institutions, and other service providers will also be a mandate of the VAWC desk if the law is passed.

The VAWC desk will address forms of abuse committed against children and women, especially senior citizens, women with disabilities and other marginalized groups, and will be the lead in the advocacy to eliminate violence against women and children in the Valley. LA TRINIDAD, Benguet -- Officials ring the alarm after rape cases here have escalated.

Police records reveal that from January to June this year, rape cases totaled 116, with Benguet logging in the highest at 28 cases, followed by Baguio with 21, Mountain Province with 20 cases, Ifugao with 19 and Apayao, Abra and Kalinga with 12 apiece.

Out of the 116 cases, Police Regional Office Cordillera information officer Davy Limmong said rape against children in Benguet reached 24 cases.

For the same period last year, there were a total of 109 cases, with Benguet still topping with 34, followed by Abra and Baguio each with 18, Mountain Province with 14, Kalinga with 10, Apayao with 7, and Ifugao with 6.

Out of the 109 cases, 16 were rape against children from Benguet alone.

Towns in the province are addressing the increase in crimes against women and children since the escalation started.

The Philippine National Police has strengthened the women's desk eyed to make officers more effective in dealing with victims flocking to the police desk.

For the Provincial Government, a summit on child welfare has been convened to address pressing issues on children in the province.

MANILA â€" Retired major general Jovito Palparan was nabbed by authorities early Tuesday after nearly three years of evading prosecution for kidnapping two missing University of the Philippines (UP) students.

Palparan, along with two others, was arrested by a composite team of the National Bureau of Investigation (NBI) Anti-Organized Crime Division and the Armed Forces' Naval Intelligence Group at 3:30 a.m. in his hideout in Sta. Mesa, Manila.

The National Union of People's Lawyers (NUPL) said in an email that Palparan's capture came as the defense for two other accused military officers prepares to wrap up on August 18.

After that, it will be Palparan's turn to refute before the Malolos Regional Trial Court allegations that he had a hand in the enforced disappearance of UP students Karen Empeño and Sherlyn Cadapan in Bulacan in June 2006.

"What happens thereafter will come under close scrutiny, here and abroad. Palparan must face the music and the full wrath of the furies for all the crimes credibly imputed to him - extrajudicial killings, enforced disappearances, torture, arbitrary arrests and other gross human rights violations," the NUPL said.

Lawyers of the families of Empeño and Cadapan welcomed the arrest.

"Although long in coming, it's never too late for justice to catch up," the NUPL said.

Kabataan party-list Representative Terry Ridon, however, said that Palparan’s arrest does not mean that he will be prosecuted accordingly, noting that the government has "played soft" on alleged pork barrel scam mastermind Janet Napoles and detained Senators Juan Ponce Enrile, Jose "Jinggoy" Estrada, and Ramon "Bong" Revilla Jr.

“We should also view Palparan’s case in the context of the long-drawn legal battle on the Maguindanao massacre. The Ampatuans have long been arrested. Palparan has been arrested. But the question is, when will they get convicted for their crimes?" Ridon said.

80 % of Saudis blame 'deliberate flirtatious behaviour' by women for sexual harassment
By ANI â€" Sat, Aug 9, 2014

Dubai, Aug 9 (ANI): A Saudi survey has revealed that around 80 percent of people blame the rising incidents of sexual harassment in the country on the "deliberate flirtatious behaviour" of women.

The judgment was however dismissed by feminist advocates in both countries as age-old reactions to changing social behaviour and a tendency in conservative cultures to accuse the victim of provoking her mistreatment, Gulf News reports.

The survey that was conducted in Saudi Arabia by the King Abdul Aziz Centre for National Dialogue in Riyadh has triggered a low-key reaction in the kingdom.

Activist Yara Wazir reportedly said the report reflected an ongoing cycle within the community that blames any negative connotation within the society on the weakness of one's religious beliefs, and on women.

She said that the Arab society is not built on mutual respect or accepting differences even when it comes to something as God-given as gender.

Earlier, Deputy Prime Minster of Turkey, Bulent Arinc, had made a bizzare comment by saying that women should not laugh out loud in public.

He said that chastity is an ornament for both women and men and that women will know what is haram and not haram, she will not laugh in public and will not be inviting in her attitudes and will protect her chasteness.

Following the comment, thousands of women posted pictures of themselves where they're 'laughing out loud', in order to highlight their rights in the country. (ANI)

well, if china can come up with a grim one-child policy, they could come up with a solution for their millions of "excess" men; let them marry each other.

if china wish to challenge the United States' power, they might as well go the way of monkey sees, monkey does, like legalizing same-sex marriage. ;D

Hmm, looks like they're considering that solution seriously...

"It was only in 1997 that homosexuality was decriminalized in China and a little more than a decade ago since it was removed from the list of mental illnesses. The dark years of complete stigmatization of homosexuality under Mao, the practice of which was punishable by prison time, had finally lifted, and China’s cosmopolitan cities like Beijing and Shanghai now boast robust LGBT communities, complete with support groups, bars and an array of gay meeting places. In 2009 a male couple held a symbolic wedding in public not far from Tiananmen Square, and China Daily splashed the photo of the two men in a passionate embrace across its pages. Other symbolic gay and lesbian weddings have been held across the country and have been covered positively by the Chinese media. Spectators have gathered to watch the “weddings,” applauding and wishing the couples well."

Happy Gunpowder Treason Day! Or Guy Fawkes Day, depending on your politics. Both are remembrances of the failed “Gunpowder Plot” of a group of Catholics to blow up the House of Lords in London in response to severe persecution against Catholics by the government. Tipped off by an anonymous letter, police discovered Guy Fawkes guarding the explosives just hours before the attack. Ever since, Guy Fawkes and his co-conspirators have been lionized and demonized, celebrated as martyrs and held up as an examples of why Catholics cannot be trusted. The 2005 movie V for Vendetta remade the Guy Fawkes legend for our own time, and groups like Anonymous have take up his image as a symbol of courageous, principled opposition to tyranny. But is he really a hero?

Such acts have alarmed members of mainstream Syrian opposition groups fighting to remove President Bashar Assad from power since 2011.

"These behaviors have nothing to do with the nature and mentality of Syrian society," said Abdelbaset Sieda, a senior member of the main Western-backed Syrian National Coalition. He said the group had no official confirmation of the stoning cases although he did not rule it out. "We expect such acts to be carried out by the Islamic State," he said.

The Hazm Movement, another rebel group active in northern Syria, said the stonings did take place. It added that such acts "contradict the principals of the revolution" and encourage the world to refrain from giving any support to the rebels.

"The world should know that every day they delay real support to active moderate groups is direct support to extremist factions," the group said in response to written questions from The Associated Press.

An activist based in the northern province of Idlib, who collects information from other activists in northern Syria, said Ahmad was a widow. A man who asked to be identified as Asad for fear of repercussions, said that in the other stoning, in Tabqa, residents also refused to take part, and that the act was carried out by Islamic State members.

The U.S. Embassy in Syria, in a statement posted on its Twitter account, condemned the "barbaric stoning" of a woman in Tabqa.

International human rights groups did not report the stoning, and Human Rights Watch said it had no independent confirmation.

"It is a very worrying trend if true," said Human Rights Watch researcher Lama Fakih.

The Islamic State group has "imposed incredibly restrictive rules on the civilian population which have served to make women and girls particularly vulnerable and to quite clearly discriminate against them," she said, adding that the reports of the stoning were the first the group had received out of Syria.

"This is just a more sort of extreme manifestation of those restrictive rules which are all in violation of international" human rights law, she said.

Abu Ibrahim Raqqawi, the activist who witnessed Ahmad's stoning, said locals where angry to see foreign fighters impose their will on the community.

"People were shocked and couldn't understand what was going on. Many were disturbed by the idea that Saudis and Tunisians were issuing (such) orders," he said in an interview via Skype. Ahmad, he said, appeared unconscious, and he had overheard that she was earlier taken to a hospital where she was given anesthesia.

The stoning took place after dark, he said, at about 11 p.m. He could not see blood on the body because of the black clothes she was wearing. Ahmad did not scream or shake, and died silently. "They then took the dead body in one of their cars and left," he said.

The two cases were first reported by the Britain-based Syrian Observatory for Human Rights, which collects information through a network of activists around the country. Bassam Al-Ahmad, a spokesman for the Violations Documentation Center, a Syrian group that tracks human rights violations, also confirmed the stoning.

On Friday, Kamil Amin, the spokesman for Iraq's Human Rights Ministry, said hundreds of Yazidi women under the age of 35 are being held by the Islamic State group in schools in Iraq's second largest city Mosul, which the militants captured in June.

The stonings in Syria last month were not widely publicized at the time, but in the following days three photographs appeared online which appeared to document the grisly spectacle and were consistent with other AP reporting.

The pictures posted on a newly-created Twitter account showed dozens of people gathered in a square, a cleric reading a verdict through a loudspeaker and several bearded men with automatic rifles either carrying or collecting stones.

"A married woman being stoned in the presence of some believers," read the caption of the photographs on the Twitter account, which has since been suspended.

The killings were the first of their kind in rebel-held northern Syria, where jihadis from the Islamic State group have seized large swaths of territory, terrorizing residents with their strict interpretation of Islamic law, including beheadings and cutting off the hands of thieves. The jihadis recently tied a 14-year-old boy to a cross-like structure and left him for several hours in the scorching summer sun before bringing him down -- punishment for not fasting during the Muslim holy month of Ramadan.

The group has also brutalized Shiite Muslims and others whom it views as apostates. In neighboring Iraq, Islamic State militants have driven members of the Yazidi religious minority out of a string of towns and villages. Thousands of the fleeing Yazidis have been stranded on a mountaintop for days, a humanitarian crisis that prompted the U.S. to airlift aid to them this week.

BEIRUT (AP) â€" A cleric read the verdict before the truck came and dumped a large pile of stones near the municipal garden. Jihadi fighters then brought in the woman, clad head to toe in black, and put her in a small hole in the ground. When residents gathered, the fighters told them to carry out the sentence: Stoning to death for the alleged adulteress.

None in the crowd stepped forward, said a witness to the event in a northern Syrian city. So the jihadi fighters, mostly foreign extremists, did it themselves, pelting Faddah Ahmad with stones until her body was dragged away.

"Even when she was hit with stones she did not scream or move," said an opposition activist who said he witnessed the stoning near the football stadium and the Bajaa garden in the city of Raqqa, the main Syrian stronghold of the Islamic State group.

The July 18 stoning was the second in a span of 24 hours. A day earlier, 26-year-old Shamseh Abdullah was killed in a similar way in the nearby town of Tabqa by Islamic State fighters. Both were accused of having sex outside marriage.

The researchers did not address this question directly. "But odour memory seems to be the most resistant to forgetting," says Gottfried. Previous work has shown that memories of images begin to fade days or even hours after viewing, whereas recall of smells remains unimpaired for as much as a year2.

Gottfried suspects that odour-linked memories may persist even after the hippocampus has given up its orchestrating role. Patients with damage to their hippocampus can have amnesia stretching back several years, but still recall smells from their childhood.

But experts still do not really know why our noses have such a hold on our memories. How exactly do our brains make close associations, such that the smell of an aunt’s cake can transport one back to childhood? "If you could answer that you'd be looking at a Nobel Prize," says Gottfried.
#11362
The participants were then shown the pictures again, this time without the smells and interspersed with novel pictures, while the researchers scanned their brain activity. Familiar pictures stimulated both the hippocampus and the piriform cortex, which deals with smell. New pictures had no such effect, the researchers report in the journal Neuron1.

The study shows that a visual stimulus can activate brain regions associated with a previously experienced smell. But does it work the other way around? After all, smell has long been hailed as the 'memory sense', the one most likely to provoke reminiscence.

This explains why a familiar song or the smell of a former lover's perfume has the power to conjure up a detailed picture of past times, says Jay Gottfried of University College London's Department of Imaging Neuroscience, who led a recent study of memory retrieval.

"That's the beauty of our memory system," he says. "Imagine a nice day on the beach. The smell of sun lotion, the friends you were with, the beer you were drinking; any of these could trigger memories of the whole thing."

Gottfried's team made the discovery by presenting subjects with a series of pictures, each paired with an unrelated smell. The subjects were asked to form a mental link between the two: if, for example, a picture of a duck was accompanied by the smell of roses, the volunteers may have imagined a duck walking into a rose garden.

Link proved between senses and memory
Brain scans show how sights and smells evoke the past.

Marcel Proust reflected that "the smell and taste of things remain poised a long time, ready to remind us... the immense edifice of memory". It's a familiar phenomenon: a single smell or sound has the power to conjure up entire scenes from the past. Now a British-led group of neuroscientists has come up with an explanation.

The key, the researchers claim, is that memories relating to an event are scattered across the brain's sensory centres but marshalled by a region called the hippocampus. If one of the senses is stimulated to evoke a memory, other memories featuring other senses are also triggered.

The mental health issues ripple through society. One study discovered that 14.7 percent of unmarried men admitted having paid for sex in 2000 - about double the rate for married men. More likely to engage in commercial and unprotected sex, these men are likely the drivers of a growing market for female trafficking. Women from the around the world - especially nearby countries, including Myanmar, Vietnam, Laos, Singapore, Mongolia and North Korea - are trafficked to China for commercial sex exploitation in growing numbers; in 2013, the U.S. State Department designated China as one of the world's worst offenders in combating human trafficking. "China has become the sex- and labor-trafficking capital of the world," said U.S. Representative Chris Smith, R-N.J., at the time.

It appears that the outraged cries from within and without have been heard. The Chinese government has spent millions of dollars in recent years to fund research into the implications of this radical skew in gender population numbers. Recently, China has also reshaped social policy. For example, it is setting up small old-age pensions; creating preferential admission to universities for families that have only girls; and making sex-selective abortions, which are illegal, even more difficult to obtain by cracking down on ultrasound procedures after 14 weeks of pregnancy, the time at which the genitals of a child can be discerned.

China's more relaxed family planning laws and re-imagined social policy will help, but a crippling gender imbalance will continue for many, many years. A true restoration of natural sex proportions may never happen. By virtue of China's large population (and the large population of India, which also skews male), gender imbalance is now a global concern. "The overall sex ratio of the world now is something like 101.4, so for the first time that we have records, there are actually more men on planet Earth than women," Hudson said.

A World of Bare Branches

China is a lineage-based society and "bare branches," evoking images of family trees, is the term the people use for these unmarried men who represent the end of the line for their families. These bare branches are poorly regarded by their communities; a recent Xi'an Jiaotong University survey found that 48 percent suffer discrimination, which often extends to their parents. All of this leads not only to deep feelings of shame, but very real health effects as well, including higher-than normal rates of stress and alcoholism.

For example, in a recent study, Hesketh and her co-authors discovered, after surveying a total of 1,059 never-married men and 1,066 married men, that the never-married men had higher depression scores, more thoughts of suicide, and higher aggression scores than married men. "From spending a lot of time there, there's a lot of underlying aggression in Chinese society and it doesn't take much to provoke it," Hesketh said.

In Bare Branches: The Security Implications of Asia's Surplus Male Population, Hudson and co-author Andrea den Boer argue that societies with high male-to-female ratios more readily become unstable, which could result in internal or external violence.
#11372
Over the next two decades it is expected that China will see steadily worsening sex ratios in the all-important reproductive age group, so much so that it is predicted there will continue to be millions of "excess" men - a full 12 to 15 percent of young adult men with no hopes of marrying.

No matter what change the state has made to its one-child policy, it will continue to haunt the country for years. The cruelest effects of this lopsided gender seesaw will be felt by the involuntary bachelors living in a culture in which marriage is expected. These surplus men are sometimes disabled (20 percent), often illiterate, and nearly always the ones who have been left behind to live in rural communities with limited financial prospects.
#11373
40 Million Too Many Men

Medical advancements and technology have played a key role in creating this surplus of boys. "The Chinese government contracted with GE to provide cart-mounted ultrasound that could be run on generators so that the most obscure village had access to fetal sex determination," said Hudson. Given the ability to know the sex of their unborn children, many parents aborted female fetuses. Sadly, such abortions do not account for all of the missing girls in China.

In Pearl S. Buck's The Good Earth, there is a scene where a Chinese father hears the first cry of his second daughter, followed by silence; sitting in another room unable to see what has happened, he nevertheless realizes his wife has killed their newborn girl. This may be fiction, but it is based on China's long history of infanticide. Terence H. Hull, a demographer and epidemiologist at the Australian National University, writes in his study, Recent Trends in Sex Ratios at Birth in China, "Two centuries ago the practice of exposing female infants to the elements was conducted openly, and Jesuit missionaries recorded that thousands of such infants were abandoned in the streets of Beijing to be collected regularly by carriers who placed them in a large common grave outside the city." Between 1851 and 1948, about 5 percent of female babies and 2.5 percent of male babies were killed in this way. Although female infanticide is rare these days, the intentional elimination of female offspring may still be occurring in a more insidious fashion: through slow starvation, ongoing neglect of sick girls or even complete abandonment.

In demography, sex ratio at birth (SRB) is defined as the number of boys born for every 100 pregnancies. Across cultures and geographical locations, SRB is "remarkably consistent," according to Hesketh, and is generally accepted to be roughly 103 to 107 male babies born for every 100 females. Mother nature has good reason for this imbalance: male babies are more vulnerable to disease, and as they grow a little older, they tend toward riskier behavior. By the time all of these babies have reached their reproductive years, the initial overabundance of boys has dwindled so that the gender split is roughly even in adulthood.

Yet, for China during the years of the one-child policy, SRB has become increasingly unbalanced, starting from a rather healthy 106 in 1979, rising to 111 in 1990, and peaking at 121 in 2005. In some rural areas, the SRB was thought to have been as high as 130. Current estimates suggest the ratio dropped down to 118 in 2010 - better, but still significantly too high. In China, there are currently 32 million more boys under the age of 20 than girls.

This pairing of "girl" and "disabled" is hardly an accident. Masculinity is the crux of Chinese society - sons not only carry on the family line, they also are expected to provide for their parents in old age. A daughter, once she marries, is obligated only to her husband's family. In other words, parents cannot rely on a daughter to help them in their old age. This dynamic combined with a one-child policy plus the kind of harsh economic realities often found in rural Chinese villages does not engender much love for daughters. The social message: Survival depends on sons, and daughters are only a burden.

"It's clear to me that having two x chromosomes is being processed in this culture as akin to having the most severe type of birth defect and you would be better off not carrying that pregnancy to term," Valerie M. Hudson, a principal investigator of the WomanStats Project, told Newsweek. She argues that a long-standing devaluation of the lives of females coupled with the one-child policy has helped to create an abnormal gender imbalance in China - a dystopian nightmare manufactured by the state.

One Child, Two Xs

At the birth of the People's Republic of China in 1949, officials counted 542 million total residents in a territory slightly larger than the U.S. (Americans then numbered about 149 million.) In 1979, just three years after Mao's death, the government instituted a one-child rule to curb China's population, which had ballooned to 975 million; official thinking was the country could not continue to provide for more people.

Enforcement of the one-child policy during the early 1980s was controversial not only in China but around the globe. Early stories emerging from the rural villages focused on coercive practices, including forced late-term abortions and involuntary sterilization, as well as the "neighborly" snitching on pregnant couples who dared to conceive a second child. Backlash in rural communities throughout China prompted the government to modify the rule in the mid-1980s, allowing a second child in families whose first child was either a girl or disabled.
#11377
The change won't lead to a massive population spike; in fact, "the latest change will probably amount to a very small blip," Dr. Therese Hesketh, a professor at Institute for Global Health at University College London, told Newsweek. Hesketh estimates that the bump in population will be about 1 million - a lot for, say, Lebanon or Costa Rica, but that number barely moves the needle for China.

"Many Chinese like this policy change as it gives them a choice," Hong Zhang, an anthropologist and professor of east Asian Studies at Colby College, told Newsweek in an email. Dealing with the profound and far-reaching devastation caused by the policy, however, will take many years to fix. If it can be fixed.

Yousheng is a Chinese word translated literally as "healthy birth." In the 35 years since China adopted its one-child policy, for many of the country's 1.4 billion citizens, the term has come to express the official government policy of having just one healthy child. Yet yousheng is also translated as "eugenics," and it is this less savory connotation that more clearly captures an unintended consequence of the highly controversial family planning program - gender imbalance - that now affects the entire world.

Late last year, China's National People's Congress eased the one-child policy. The government didn't exactly admit it was a mistake; according to Chinese officials, the guidelines helped avert 400 million births and in so doing, accelerated modernization. But they are making an amendment to the law, allowing couples to have two children if either parent is an only child (formerly, the law permitted two children only if both parents were singletons).

A girl walks with her grandmother at a market in Beijing November 25, 2013. China will eventually scrap family planning restrictions, a senior official said last year, days after the government announced it will allow millions of families to have two children. China, with nearly 1.4 billion people, is the world's most populous country. The government says the policy of limiting families to one child, which covers 63 per cent of the population, has averted 400 million births since 1980. Kim Kyung-Hoon/Reuters

‘Gagamboys’ target balikbayans
ANC â€" 10 hours ago

Heads up, motorists. You could be the next target of men who have been tagged as the “Gagamboys,” especially if you’re coming from the Ninoy Aquino International Airport.

While going through the MIA Road in Pasay City, the ABS-CBN News team saw two men clinging to a van that had its windows down. The men’s hands were inside the moving vehicle.

After a few moments, the men got off the van. They had money in their hands.

The van’s passenger, who was identified as a balikbayan, said they opened the van’s windows because it had no air-conditioning. The two men suddenly shoved their hands inside the van and asked for gifts.

When the passengers hesitated, the two men cursed at them and held on until they were given money.

The ABS-CBN News team noted that the men seemed fearless because there were no policemen along MIA Road.

Police are advising everyone to keep their vehicles locked and not to open the door or windows to strangers.
