An angry and frustrated Netherlands winger Arjen Robben says Spain defender Carles Puyol should have been sent off with 10 minutes from time, as the Oranje lost 1-0 in the final of the World Cup.

The Barcelona stopper made a last-gasp tackle on the Bayern Munich striker, but Robben believes a penalty should have been awarded, and the defender sent off for a second bookable offence.

"When I got my second chance, the referee should have given us a free kick and Puyol a [second] yellow card," Robben told Reuters." He gave the advantage, but there was none as I could hardly move and the goalkeeper [Iker Casillas] was too close already.

"As a player, you always want to go on and especially 10 minutes before time in a World Cup final when you are heading towards the goal.

"When I missed my first chance it was simply my error. I was not patient enough and should have gone around him instead of a poor finish."

The Oranje star was also highly critical of English referee Howard Webb.

"When you play in a World Cup final, you also need a world-class referee," he added. - goal.com

Cops raid Manila townhouse; seize P100M worth of shabu, nab five Chinese nationals
By Christopher Lloyd T. Caliwan

Anti-drug operatives of the National Capital Region Police Office (NCRPO) seized about P100 million worth of shabu and ectasy tablets during a raid of a townhouse in Sta. Ana, Manila before dawn Friday.

Five Chinese nationals, suspected to be belonging to a major drug syndicate, were arrested.

Apprehended by the NCRPO-Regional Anti-Illegal Drugs Special Operations Task Force (NCRPO-RAIDSOTF) were Ming Yuan Yuet, 40, a native of Hokien, China and a resident of 2522 E. Rodriguez Ave.,Balut, Tondo, Manila; Danny Lee, 30 of Sze Chuan, China, Aga Co, 33 of Fujian, China and Michelle Lee, 24.

All were nabbed inside Unit 63, Eurovilla Homes, 2100 New Panaderos St., Sta. Ana, Manila.

Another suspect, Eugene Go of 2882 Juan Luna St., Tondo, Manila was also apprehended in the operation conducted on the basis of a warrant issued by Manila Regional Trial Court Branch 21 Judge Amor Reyes.

NCRPO Director Roberto Rosales said the raid stemmed from interrogations of drug ring members arrested in past raids in Metro Manila.

He said they were coordinating with the Bureau of Immigration and Deportation to shed light on when the suspects entered the country.

The suspects have been renting the townhouse for nearly nine months, police said.

The European Parliament has voted to ban imports of illegal timber.

From 2012, companies importing timber will need to prove where it came from, and will face legal sanctions if they do not comply with the new law.

The vote follows several years of wrangling over how stringent the legislation should be.

Campaigners say they are pleased that the issue is to be addressed at last. About 20% of timber coming into the EU is thought to be illegal.

The illegal timber trade plays a significant part in the deforestation of some tropical countries.

It helped sustain the recent Liberian civil conflict as armed factions used the revenue for arms.

Britain's secret eavesdropping centre, GCHQ, has been criticised for failing to recruit enough ethnic minority staff to help fight terrorism.

An official report, leaked to the Sunday Times, also said black and Asian intelligence officers had complained of discrimination at the complex near Cheltenham, in Gloucestershire.

A GCHQ spokesman told the BBC policies and practices were now being improved.

Much of GCHQ's work involves monitoring calls and e-mails from terror suspects.

But The Capability Review, authorised by the head of the civil service, Sir Gus O'Donnell, and published in June 2009, says a lack of officers with specialist knowledge of languages like Urdu and Arabic is hampering efforts to spot codes and cultural nuances in intercepted conversations.

July 11, 2010, 12:37:42 PM
Gunman Raoul Moat died from gunshot wounds consistent with a weapon he was carrying, the BBC has learned.

Moat, 37, died after a stand-off with police in Rothbury, Northumberland, following a week-long manhunt.

He is suspected of shooting a police officer and his ex-girlfriend, and murdering her partner.

A relative of Moat who has seen post-mortem results told the BBC there was no mention of marks on his body from Taser stun guns police fired at him.

There were, however, marks consistent with "rough living", the family member revealed.

The family is now discussing whether to ask for a second independent post-mortem examination.- BBC

From a measly P7,000 starting capital in 2003, she was able to enhance and develop her agriculture-based endeavor into a multi-million business today.

Not only that Rebecca C. Tubongbanua, a 39-year old entrepreneur of San Isidro, Buenavista, Guimaras, was selected as a Magsasakang Siyentista (Farmer Scientist) in 2007 and became the national secretary general of the Farmer Scientists Association and included in the book written by former Agriculture Secretary Arthur Yap as among the 200 agri-entrepreneurs in the country.

A national nominee for Gawad Saka Award and president of the Guimaras Producers and Processors Association, Tubongbanua toiled for several years in experimenting and is finally able to perfect her processed products made of indigenous fruits of Guimaras, especially mango, calamansi, casuy nuts and pineapple.

She put up her firm, McNester, and soon became the byword of processed commodities fit not only for the local table but for national and international markets.

Guimaras mangoes are known as the sweetest mango in the world and command a better price in the markets.

Her processed commodities include mango jam, mango calamansi concentrate, dried mango, mango chutney, calamansi juice, mango calamansi juice, flavored polvoron, mango sauce, mango ketchup-regular, pineapple ketchup-hot and spicy, Indian mango pickles and pineapple marmalade.

Tubongbanua focused on high value commercial crop processing technology and her dried mangos are known for low sugar content and sulfite-free by using science and technology based farm experience.

Her S&T based farm village level processing in mango in San Isidro, Buenavista, is starting to become a tourist attraction in the municipality as many visitors come to see and want to know her secret in processing.

Trainings for her and her 10 employees are provided by the Philippine Center for Agriculture Resources Research and Development (PCARRD) of the Department of Science and Technology (DOST), Department of Agriculture, National Mango Research and Development Center and the Farmer Information and Technology Service (FITS), WESVARRDEC and the provincial agriculture office of Guimaras. Education Secretary Michael Gove says the government will "continue to invest in school buildings" despite cancelling Labour's £55bn redevelopment programme.

Writing in the Sunday Express, he also said ministers "hope to help people in all those areas who feel disappointed now" by the loss of rebuilding funds.

More than 700 school revamps which had been scheduled will not go ahead.

Shadow Education Secretary Ed Balls said the cuts were "madness", as he launched a "Save our Schools" campaign.

The Building Schools for the Future (BSF) programme was cancelled last week, but Mr Gove was forced to apologise in the Commons after admitting 25 mistakes were made in the announcement.

It meant that some schools thought they had escaped the axe, only to learn later that they would miss out. Mr Gove has also promised to visit each of those schools to apologise in person. - BBC Online

European Union EU / Srebrenica Massacre
July 11, 2010, 12:27:50 PM
The UK government will not rest until those responsible for the Srebrenica massacre are brought to justice, Prime Minister David Cameron has said.

Speaking on the 15th anniversary of the genocide, he said it was "a crime that shamed Europe".

More than 8,000 Muslim Bosnian men and boys were killed in the atrocity in July 1995.

Minister without portfolio Baroness Warsi will represent the UK at a ceremony in Srebrenica later.

The prime minister said: "We must never forget the act of genocide that happened at Srebrenica. It was a crime that shamed Europe.

"We owe it to the victims to learn the lesson of Srebrenica: that evil must be confronted if humanity is to be protected.

"We owe it to the victims to ensure that those indicted for this appalling crime are pursued relentlessly until they are brought to justice." - BBC

European Union EU / Battle of Britain
July 11, 2010, 12:26:26 PM
Veterans from RAF Fighter Command will take part in a ceremony later to mark 70 years since the Battle of Britain.

On 10 July 1940, the German Luftwaffe bombed London and south east England, but some 3,000 British airmen fought back and prevented a possible invasion.

In a famous speech, Winston Churchill later said of their actions: "Never was so much owed by so many to so few."

Prince Michael of Kent will attend the service at the Battle of Britain memorial at Capel-le-Ferne near Dover.

Churchill called the battle Britain's finest hour and it helped change the course of World War II.

Of "the few" that took part, it is thought that only about 100 veterans survive. For many in their 80s and 90s, this could be the last major anniversary they attend. - BBC

Philippine Provinces / Tokio Miyake
July 11, 2010, 01:21:57 AM
Police have filed murder charges against four people, including a woman, in connection with the killing of a Japanese national in this southern port city.

Chief Insp. Felixberto Martinez, Police Station 7 chief, said the charges of homicide with attempted robbery, were filed before the city prosecutor’s office last Monday.

Martinez identified the suspects as Analyn Abejero, the victim’s house helper, Darwin Francisco, Raymond Morales, and Mark Anthony Ramos.

Martinez said witnesses pointed to the four as those who killed Tokio Miyake, 71, in the victim's house in Barangay Pasonanca on May 14.

Miyake, who stayed in Pasonanca since 1991, died from a single stab wound in the chest.

Abejero had earlier told the police that she saw two people running away when she woke up and went to check Miyake on his bedroom after hearing the victim screaming for help.

Abejero, as the victim’s house helper, was sleeping in one of the two bedrooms of Miyake’s rented house.

Martinez, however, said that as investigation continued they discovered that Abejero has connived with the three suspects to rob Miyake of his valuables.

Martinez said the suspects stabbed Miyake with an ice pick after the victim resisted them.

“We will immediately arrest the suspects once warrants of arrest will be issued against them,” Martinez said.

All of the four suspects are at large, Martinez said. (PNA)

Negros Oriental State University (NORSU) president Dr. Henry Sojor said he is implementing the national law and a provincial ordinance against smoking in public places and public conveyances.

Sojor issued the statement in reminding NORSUNIANs a specific provision of the law, which prohibits smoking within 100 meters from the perimeter fence of schools, colleges and universities.

Definitely, implementation of the law will be met with objections, but this is a risk of being a leader, Sojor said.

He is advising student-smokers to quit smoking, because this will not do good for their health, and instead use their money for projects and other useful means.

On the other hand, the city government of Dumaguete is also implementing the no-smoking ordinance in the whole of city hall and in public places. (PNA)

Republic of the Philippines
SUPREME COURT
Manila

FIRST DIVISION

G.R. Nos. 72786-88 June 22, 1992

PEOPLE OF THE PHILIPPINES, plaintiff-appellee,
vs.
FLORENCIO TELIO, accused-appellant.

CRUZ, J.:

It was revolting enough that the accused-appellant forced his animal lust upon a girl who was only thirteen years old. What made his acts especially nauseating was that the victim of his lasciviousness was his own daughter.

And there was not only one attack. There were three. They became the subject of separate informations, which were tried jointly in the Regional Trial Court of Cavite. The cases resulted in the conviction of the accused-appellant, who was sentenced to reclusion perpetua for each of the three rapes and required to pay P50,000.00 moral damages to his victim. 1

As established by the testimony of Jenny Telio, the first rape was committed on May 12, 1984, at about 2 o' clock in the afternoon at their house. She was alone with her father. While she was washing dishes in the kitchen, he pulled her to the bedroom, forced her to remove her clothes and then deflowered her. She felt extreme pain. However, she told no one about the attack because her father threatened to kill her mother if she complained. 2

The second rape was committed on June 4, 1984, under practically the same circumstances as the first. Jenny again made no outcry or resistance because she was afraid of her father. Neither did she complain to mother because her father had repeated his earlier threat. 3

On June 11, 1984, the accused-appellant raped her again except that now he boxed her in the thigh when she refused to submit to him. He pointed a knife at her when he again threatened to kill her mother.

But this time the threat did not work because she could no longer contain her outrage. While her father slept, she went to their neighbor, Erlinda Morales, and revealed that her father had abused her. Erlinda advised her to tell her mother everything despite her father's threats. 4

Jenny returned to her house only after her brother fetched her. Erlinda Telio arrived home at about five o' clock in the afternoon and found her daughter crying. Upon being questioned, Jenny told her how the accused-appellant had raped her three times. The accused-appellant was in the bedroom while they were talking in the kitchen. The mother then took her daughter to Erlinda Morales's house, where Jenny gave further details of the three times she was violated.

That same evening, Jenny, accompanied by her mother and Erlinda Morales, reported the incidents to the police and made a sworn statement of her charges against her father. The accused-appellant was picked up from his house for investigation and subsequently signed a sworn confession. Jenny was subjected to a medical examination two days later at the PC Crime Laboratory and was found to be in a "non-virgin state." 5

Erlinda Telio and Erlinda Morales also testified for the prosecution as corroboration witnesses.

For his part, the accused-appellant challenged his alleged confession as coerced and pleaded the defense of alibi. He claimed that he was working on a fence in Marikina from 7 o' clock in the morning to 5 o' clock in the afternoon of May 12, 1984. On June 4, 1984, he was at the same hours painting a roof, also in Marikina. On June 11, 1984, he conceded he was in their house but added that only his son Jimmy was there with him. He admitted he was drunk when the police arrested him that night. 6

Judge Andres E. Matias was correct in finding the accused-appellant guilty as charged.

The alleged sworn confession should be disregarded because it was obtained, in violation of the accused-appellant's right to counsel. But the telling testimonial evidence against him, coupled with the weakness of his own defense, was sufficient to overcome the constitutional presumption of innocence in his favor.

This Court has repeatedly stressed its reliance on the trial court in assessing the credibility of the witnesses whom it has the opportunity to observe at close hand to ascertain from the manner they testify whether they are telling the truth or falsifying it. There being no showing that the findings of the trial court in the case at bar were reached arbitrarily, they are here affirmed. We particularly note with approval the following observations of Judge Matias on the testimony of Jenny Telio and her mother.

The manner in which they answered the questions propounded to them on their direct examination and cross examination, their obviously sincerity and readiness to disclose the facts inquired of them, of course characterized by noticeable timidity and hesitancy as to the delicate matters intimately linked to deflowering of the young child, Jenny Telio, their naturalness and candor â€" singly and collectively â€" impressed the Court with the truthfulness of their testimonies.

Alibi is an inherently weak defense, and it is not at all persuasive in the instant case. For one thing, the accused-appellant did not present any witness to corroborate him. For another, he has not shown the impossibility of his committing the rapes although he was allegedly working in Marikina at the time, given the distance of that place from his own house in Imus. No less importantly, the trial judge was also unimpressed by his manner on the stand which did not suggest that he was telling the truth.

His other submission, to wit, that the charges were concocted by his wife because he had a paramour, is ridiculous. It is not natural for a mother to punish a husband's infidelity by dishonoring her own daughter, or for the daughter to voluntarily expose herself to shame simply to gratify her mother's desire for vengeance.

The choice here was between the sincere and straightforward testimony of the victim as she related how she was repeatedly ravished by her own father and the lame excuses of her father who had the temerity to suggest that it was not credible that a father would rape her own daughter. The choice was obvious, and the trial court did not err in making it.

In one case, Justice Vicente Abad Santos remarked that there should be "a special place in hell for child molesters." 7 The accused-appellant deserves a deeper pit because the child he molested was his own daughter. More than any one else, it was he to whom the child would have looked up for the protection of her chastity. He cynically betrayed that faith with his unnatural lechery.

It is fitting to conclude this opinion with the following words of the Court in People v. Ramos: 8

Rape is a nauseating crime that deserves the condemnation of all decent persons who recognize that a woman's cherished chastity is hers alone to surrender of her own free will. Whoever violates that will descends to the level of the odious beast. The act becomes doubly repulsive where the outrage is perpetrated on one's own flesh and blood for the culprit is reduced to lower than the lowly animal. The latter yields only to biological impulses and is unfettered by social inhibitions when it mates with its own kin, but the man who rapes his own daughter violates not only her purity and her trust but also the mores of his society which he has scornfully defied. By inflicting his animal greed on her in a disgusting coercion of incestuous lust, he forfeits all respect as a human being and is justly spurned by all, not least of all by the fruit of his own loins whose progeny he has forever stained with his shameless lechery.

WHEREFORE, the appealed decision is AFFIRMED in toto and the appeal DISMISSED, with costs against the accused-appellant. It is so ordered.

Griño-Aquino, Medialdea and Bellosillo, JJ., concur.

Science and Research / Live Beyond 100 Years Old
July 02, 2010, 03:38:55 PM
By Victoria Gill
Science reporter, BBC News

US scientists have developed a way of predicting how likely a person is to live beyond the age of 100.

The breakthrough, described in the journal Science, is based on 150 genetic "signposts" found in exceptionally long-lived people.

The Boston team created a mathematical model, which takes information from these signposts to work out a person's chance of reaching 100.

It is based on the largest study of centenarians in the world.

This is a rare trait - only one in 6,000 people in industrialised countries reaches such a ripe old age. And 90% them are still disability free by the age of 93.

The researchers now think they have cracked the genetic secret of this longevity.

The team originally embarked on their study in 1995. Since then, they have scanned the genomes of 1,000 centenarians.

They identified genetic markers that are "most different" between centenarians and randomly selected individuals.

The research was led by Paola Sebastiani, a professor of biostatistics at Boston University, and Thomas Perls, associate professor of medicine, also at Boston University.

"We tested our model in an independent set of centenarians and achieved an accuracy of 77%," explained Professor Sebastiani.

"So out of 100 centenarians we could correctly predict the outcome of 77."

She said that the "23% error rate" indicated that, although "genetics is fundamental in exceptional longevity it's not the only thing".

"So there may be other factors like environment or other lifestyles that may help people live longer and healthier lives."

Hi-tech criminals are "escalating" attacks on an unpatched bug in the Windows XP help and support system.

Microsoft said it had seen more than 10,000 machines hit by the attack that, so far, it has not found a fix for.

Windows PCs falling victim will have control of that machine handed over to attackers.

Microsoft said the attacks had gone from theoretical to real very quickly and urged users to take steps to protect themselves. - BBC

Toyota has announced it will recall 270,000 cars worldwide because of an engine fault.

A Toyota spokesman said the recall included seven luxury Lexus models and the popular Toyota Crown.

The latest quality problem follows the recall of more than 8m vehicles which had problems with sticking accelerator pedals earlier this year.

The company was fined $16m (£10.6m) in the United States for its slow response to the accelerator fault.

The company is still facing more than 200 lawsuits tied to accelerator accidents. - BBC

Japan's Sony on Wednesday issued a warning to customers worldwide that a system glitch affecting more than half a million of its VAIO laptop computers may cause overheating and possible burns.

The electronics giant said a heat-monitoring chip in some of its VAIO F and C series models that were launched in January this year could be defective, leading to possible overheating, a company statement said.

Although the defect has not been known to cause personal injuries, the firm said it received a total of 39 complaints from overseas customers saying that the shape of their computers became distorted from overheating.

The glitch affects a total of 535,000 laptops worldwide, of which nearly half is in the United States and the remainder in Japan, Europe and China.

In Washington, the US Consumer Product Safety Commission announced a voluntary recall of the 233,000 computers in the United States. - afp

Despite the thousands of people that gathered at the Presidential and Vice Presidential inauguration on June 30 at the Quirino Grandstand in Luneta, celebrity watchers were acutely aware of something missing. It seemed that what’s more important than the ones that showed up were the ones that did not.

A glaring absence in the Kris Aquino contingent were her husband, cager James Yap, with whom she’s newly estranged; and her best friend and erstwhile co-host on “The Buzz,” Boy Abunda.

With the celebrity factor a little bit reduced by his absence, especially since there had been a great deal of interest in his decisions following that much talked-about non-offer of a supposed Cabinet position in the Aquino administration, Abunda surprised many when he opted skip the inauguration, but with good reason. Abunda attended the oath-taking of his sister, newly-elected Mayor Ma. Fe Abunda in Borongan, Samar.

Now, with Kris’s self-imposed shut down of her Twitter accountâ€"where she would famously make pronouncements and announcements about everything, including various personal mattersâ€"James’ non-appearance was unexpected since both he and President Noynoy already announced his attendance to the media earlier.

However, it was shortly after James’ assurance that he would show up at the inauguration that Kris announced on “The Buzz” that she and James were splitting up. “With finality I can say, ako sumuko na,” she told Boy.

At the inauguration, reporters noted, however, that Kris hardly showed any grief over the matter. When cornered by “TV Patrol,” Kris replied, albeit with a smile, “’Wag mo na akong tanungin niyan.”

In another interview, this time with “24 Oras,” she expounded that, “Hindi ko naman siya pinagbawalan. Hindi na kami nagko-communicate. I also think na siguro baka naman inisip din niya on his own na ‘wag nang makadagdag sa gulo and ibigay ang araw na ito kay Noy. Kasi siguro kahit hindi man maganda ang naging ending namin, masasabi naman siguro ni James na naging mabuting bayaw sa kanya si Noy.”

Followers of the “soap opera” featuring the now-shattered marriage of Kris Aquino and James Yap as main plot could have witnessed another memorable sequence had the basketball star attended the inauguration of President Noynoy Aquino last Wednesday. As expected he did not.

Kris, who recently announced that her marriage with James has ended, found her estranged husband’s move favorable enough with respect to the historic occasion.

“Hindi ko siya sinabihan na huwag pumunta,” she said in a TV interview, referring to James’s absence on her brother’s inaugural address. “Siguro naisip niya na huwag nang pumunta para di makagulo at ibigay itong araw na ito kay Noy.”

Obviously trying to shut off the distraction in her personal life, Kris was calmly within Noynoy’s reach at the Quirino Grandstand and inside the camera frame as the proclamation proper went on. Last Sunday on her farewell appearance on ABS-CBN’s “The Buzz,” Kris practically put a period on her teleserye-like relationship with the popular athlete who plays for the PBA’s B-Meg Derby Ace Llamados.

“Kahit hindi maganda ang naging ending namin, naging mabuting bayaw naman si Noy sa kanya,” she added.

It is reported that the youngest child of democracy icons Ninoy and Cory Aquino is already ironing out the papers that would officially nullify her matrimonial ties to James. The two are parents to a child famously known as Baby James.

In an ironic turn, Kris recently came out with her fifth inspirational album entitled “Blessings of Love.” The package contains 12 tracks each sung by popular recording acts, including Regine Velasquez’s “Hindi Ka Nag-iisa” which was P-Noy’s campaign theme.

In the liner notes, she acknowledged the MVP-level shooter by saying, “Thank you James for the past five years of learning, laughing, and loving.” It was obvious at the time she was filling up the album sleeve, her marriage-ender line “Ako, suko na” was yet unfathomable.

Two more songs in the album are related to Kris’s legendary family, namely, “Impossible Dreams” which Concert King Martin Nievera wrote and performed, and “I Have Fallen In Love With The Same Woman Three Times” by Jose Mari Chan who wrote it out of a poem penned by Ninoy (for Cory) in 1973. Christian Bautista did the version for this compilation.

Interesting covers are Gary Valenciano’s “Love Is The Answer,” Gail Blanco’s “Kung Tayo’y Magkakalayo,” and Nina’s “You Are Not Alone.”

Vina Morales admits she didn’t use to like John Lloyd Cruz for her younger sister, Shaina Magdayao.

“There were many issues kasi about him,” the singer-actress candidly admitted during a media event celebrating the 11th anniversary of Ystilo Salon, the beauty parlor that she and her sister, Sheila, and the latter’s husband, Federico Moreno, started.

Now that John Lloyd has owed up to his once-kept secret relationship with Shaina, Vina has thrown her full support to the blossoming love story. The Magdayao family has welcomed JL into the fold. The actor, in fact, visits them freely and is almost always a fixture in many a family event.

Vina says she didn’t imagine her baby sister was all that strong, considering the many trials she had to go through in the conduct of her relationship with the actor.

That is not to say that the singer-actress herself is made of lesser yarn. Vina’s own love story is just as challenging. A single parent, she has maintained a safe distance from her married boyfriend, claiming that her world presently revolves around her two-year-old daughter, Ceana.

Here’s another Filipino who surely has “got [the] talent”: Luigi Seno.

The 20-year-old Cebu native proved so when he performed on “America’s Got Talent” in Chicago on Sunday, June 30, for the talent search’s final leg of auditions. Looking like a “shy, young kid” when he walked on stage, Luigi transcended the impression with his laid-back but mesmerizing version of Maroon 5's "Sunday Morning" done ala-“American Idol” finalist Andrew Garcia.

“The ladies love him!” exclaimed show host Nick Cannon to Luigi’s proud yet nervous parents backstage.

Even the judges were all praises for the guitar-totting musician after his much-applauded performance.

“You are truly a great entertainer and if you had an album out right now I would be listening to you in my car,” said Howie Mandel.

Sharon Osbourne, on the other hand, commended Luigi’s “cool, relaxed style” -- "fantastic, she said-- while Piers Morgan believes the Pinoy's charm could be his ticket to a promising career ahead.

“It’s not just that you are a good guitar player, although you’re a very comfortable singer and a good singer. It’s the fact that you’ve got this charm about you, which I think is gonna go a long way,” Piers said.

As expected, each of the three judges gave him two thumbs up.

Oscar-winning actress Sandra Bullock and her estranged husband Jesse James have filed divorce papers in Texas, ending their nearly five-year marriage after he admitted to infidelity, according to reports on Monday.

People magazine said the divorce papers were filed under seal last week, and that a representative for Bullock confirmed the divorce is final.

Bullock seemed to be on top of the world several months ago when she won the best actress Oscar for playing a tough-talking Texan socialite in the football film “The Blind Side.” But only days later her marriage to James was rocked by reports of his cheating.

The two quickly separated and Bullock later revealed that she had adopted a baby boy, for whom she is now caring.

Showbiz & Celebrity / Park Yong-ha Ends His Life

By Associated Press

A popular South Korean actor and singer killed himself Wednesday in distress over career pressures while caring for his terminally ill father, police said, the latest in a string of high-profile suicides in the Asian country.

Park Yong-ha, 33, is believed to have "impulsively" hanged himself with the electric cord of his camcorder at his Seoul home hours after he came home intoxicated, Seoul's Gangnam Police Station said in a statement.

"We have determined that it's obvious he killed himself," the statement said.

No suicide note was found and Park didn't have medical problems such as depression or money troubles, it said. Police, however, said Park had been under stress because he had to juggle management of his entertainment company and his career while his father was fighting stomach cancer.

Romance rumors between Robin Padilla and Mariel Rodriguez continue to brew and the latest, which the latter denied, is that the action superstar spends his whole day at the condo of Zanjoe Marudo’s ex-girlfriend.

When confronted, Mariel hinted Robin is not the type who would do such a thing.

“You know what, you should ask him that. Sobrang gentleman ni Robin Padilla, sobra. Walang mali sa kanya. Sobra niyang gentleman so hindi siya ‘yung type na...,” Mariel said on “Showbiz News Ngayon,” June 29.

She also denied rumor that Robin would fetch her and see her off to “Wowowee” studio everyday.

“No,” was Mariel’s curt reply when asked about it.

Mariel shared that nothing has changed in her friendship with the action star.

“Ganon’n pa rin. I saw him in a birthday party. He’s really very nice.”

She stressed that she has not gone out on a date with the actor.

“Never kaming nag-date na kaming dalawa lang,” she said.

News “SNN” TV host Bianca Gonzales, who is a close friend of Mariel, backed her friend’s claim that she has not gone out with Robin on a date.

“What I have to say, ‘yung totoo, totoong hindi pa sila nagde-date. Totoo ‘yon. I really don’t know. Siguro may conflict sa schedule,” Bianca shared.

Bianca also disclosed that Robin has a special way of making a woman feel like a “queen.”

A new United Nations report on Tuesday called for the creation of a new global reserve currency to replace the U.S. dollar as the single major reserve currency.

"A new global reserve system could be created, one that no longer relies on the United States dollar as the single major reserve currency," said the report, titled World Economic and Social Survey 2010: Retooling Global Development.

"The dollar has proved not to be a stable store of value, which is a requisite for a stable reserve currency," it said.

The report pointed to "a trap inherent in the reserve and payment system, whereby reserve-creating countries are able to run payments deficits as long as other countries find it in their interest to keep building up their international reserves in the currencies of the reserve-creating countries."

"If this trap is not eliminated, all financial regulatory reform will come to nought," it warned.

A new system should allow for better pooling of reserves at the regional and international levels, it said.

"It must not be based on a single currency or even multiple national currencies but, instead, should permit the emission of international liquidity (such as SDRs) to create a more stable global financial system."

"A feasible evolutionary path towards a more stable system is one along which there is an increased use of SDRs, within a system of nationally supplied reserve assets, dominated by the dollar," it said.

The SDR, or Special Drawing Rights, is an international reserve asset, created by the International Monetary Fund (IMF) in 1969 to supplement its member countries' official reserves.

Business and Economy / US Stocks
July 01, 2010, 10:42:28 AM
U.S. stocks tumbled on Tuesday, with both the S&P and Nasdaq settling at their lowest levels in 2010, as downbeat economic news made investors worry that the global economic rebound was weakening.

The Dow Jones industrial average ended 268.22 points lower to 9,908.92, after once tumbling more than 300 points during the session.

The Standard & Poor's 500 index plummeted 33.33 points, or 3.10 percent, to 1,041.24 and the Nasdaq slumped 85.47 points, or 3.85 percent, to 2,135.18. Both indexes were at their lowest closing levels for the year.

Asian and European markets were broadly down, with the Shanghai Composite falling more than 4 percent to the lowest level in 14 months, after the Conference Board, a New York-based research group, revised its leading economic index for China to show the smallest gain in five months in April.

Industrial companies and natural-resource firms were among the hardest hit as investors worried a slowdown in China, one of the main drivers in global economic recovery, will result in the decrease in demand.

Business and Economy / Euro vs Dollar
July 01, 2010, 10:40:48 AM
The euro fell against the U.S. dollar Tuesday on concerns over the health of the global recovery.

The deep cuts in public spending and slowing economies in Europe have drawn investors' concerns.

On Tuesday, the Conference Board said its Consumer Confidence Index fell to 52.9 in June from 62.7 in May.

The economic research group also said that its leading economic index for China rose just 0.3 percent in April, the smallest gain since November, suggesting that growth could slow.

The euro dropped to 1.2209 dollars in late New York trading Tuesday from 1.2287 dollars late Monday.

The British pound declined to 1.5081 dollars from 1.5110 dollars, but the dollar slipped to 88.49 Japanese yen from 89.40 yen.

The dollar gained to 1.0550 Canadian dollars from 1.0344 Canadian dollars while dropped to 1.0807 Swiss francs from 1.0875 francs. - source: PNA

The World Bank on Wednesday approved a grant designed to enable targeted rural communities to cope with the impact of climate change.

In a statement, the Washington-based lender said the $ 4.97 million grant for Climate Change Adaptation Project aims to develop and demonstrate cost-effective adaptation strategies in agriculture and natural resources management and strengthen the country’s institutional framework for climate change adaptation.

Bert Hofman, World Bank country director, said the project will enhance rural communities’ capacity to adapt to climate change by improving farm management capability under conditions of climate risk, enhancing access to information on weather forecasting and climate patterns, and improving access to risk management options such as weather index insurance, among others.

“The primary beneficiaries of this grant include poor farmers who often suffer climate-related losses, and other vulnerable groups that depend on natural resources for their livelihoods,” Hofman said.

The grant for the CCAP will come from the Global Environment Facility (GEF) Trust Fund being implemented by the World Bank.

The project will also be supported with $ 40.45 million co-financing from the Participatory Irrigation Development Project (PIDP) and another $ 10 million from the Environment and Natural Resources Management Project (ENRMP), two ongoing government projects which are also financed by the World Bank.

The Philippines has one of the highest exposures to climate change risks â€" including typhoons, floods, landslides, and droughtsâ€"of any country in the world.

In late September and early October 2009, tropical storm Ondoy, followed closely by typhoon Pepeng, caused massive flooding, landslides, damage to infrastructure, loss of crops, and loss of human life in an area reaching from metropolitan Manila to northern Luzon.

These two weather disturbances â€" the worst on record â€" disrupted the lives of an estimated 7 million people, caused hundreds of deaths, and damaged crops and infrastructure.

The country is also periodically affected by the El Niño phenomenon, which creates strains on water resources due to low water inflows into major watersheds and reservoirs.

During severe El Niño-driven drought, water for agriculture has, at times, been totally cut in favor of domestic and industrial water supply, causing severe losses in agriculture and more hardships for the rural poor.

“This project is consistent with the government’s priorities with respect to poverty reduction and sustainable development, particularly given that the poorest segments of the Philippines’ population depend on agriculture and natural resources for their livelihoods,” Hofman said.

LGU Philippines / Goodbye Prospero Nograles
July 01, 2010, 08:20:21 AM
By Lilybeth G. Ison

PNA: Speaker Prospero Nograles on Wednesday bade farewell to the 14th Congress, urging the next batch of lawmakers to continue to respond to the challenges facing the country.

"Our time has come to an end. I think we did our part in the task of nation-building. I have no personal regrets. But all good things must come to pass," said Nograles in a text message.

"The 15th Congress will build from where we left off and our hope is that the new House (of Representatives) members will respond to the challenges facing the nation and the new administration. I wish them all and the new Speaker of the House all the best and I pray they will have a successful House of the people," he said.

Nograles cited the accomplishments of the 14th Congress including the improvements in the physical structure of the Lower Chamber, which according to him, "have restored the dignity of the House."

He also cited the construction of a new building, which he said was the "most extensive rehabilitation of the complex in 33 years," provision of new facilities, scholarship grants to deserving House staff, and additional compensation and benefits to employees.

"(The) most extensive upgrading and rehabilitation of buildings and facilities in 33 years, (the) highest record in legislative performance both in quantity and quality, brought the House closer to the people," said Nograles.

Despite receiving negative comments from some of his colleagues and various groups after the House of Representatives failed to ratify the Freedom of Information bill, the outgoing House Speaker said the Lower Chamber has made headway in passing bills to empower women, improve the banking system, and exempting minimum wage earners from paying income tax.

He also took pride in the passage of the cheaper medicines bill, the extended rent control bill, additional retirement benefits to members of the judiciary and prosecutors, and the senior citizens bill.
