The account of the beheading of Holofernes by Judith is given in the deuterocanonical Book of Judith, and is the subject of more than 114 paintings and sculptures. In the story, Judith, a beautiful widow, is able to enter the tent of Holofernes because of his desire for her. Holofernes was an Assyrian general who was about to destroy Judith's home, the city of Bethulia, though the story is emphatic that no "defilement" takes place. Overcome with drink, he passes out and is decapitated by Judith; his head is taken away in a basket (often depicted as carried by an elderly female servant).

Artists have mainly chosen one of two possible scenes (with or without the servant): the decapitation, with Holofernes prone on the bed, or the heroine holding or carrying the head. An exception is an early sixteenth-century stained glass window with two scenes. The central scene, by far the larger of the two, features Judith and Holofernes seated at a banquet. The smaller background scene has Judith and her servant stick Holofernes' head in a sack, the headless body standing behind with his arm waving helplessly.

In European art, Judith is very often accompanied by her maid at her shoulder, which helps to distinguish her from Salome, who also carries her victim's head on a silver charger (plate). However, a Northern tradition developed whereby Judith had both a maid and a charger, famously taken by Erwin Panofsky as an example of the knowledge needed in the study of iconography. For many artists and scholars, Judith's sexualized femininity interestingly and sometimes contradictorily combined with her masculine aggression. Judith was one of the virtuous women whom Van Beverwijck mentioned in his published apology (1639) for the superiority of women to men, and a common example of the Power of Women iconographic theme in the Northern Renaissance.

“Nognog is a long-time character in a comic strip. He's supposed to be small and dark-skinned. If you ask any Liberal Party operative, when they speak of the Vice President, they refer to him under the code 'Nognog.’ That’s what they call him, derisively," Bautista said in an interview aired on ANC.

'Don’t drag Roxas into mess'

Meanwhile, Iloilo City Rep. Jerry Treñas â€" LP’s whip for Visayas â€" said Bautista should just convince Binay to answer the allegations of corruption against him instead of attacking the ruling party.

“I think that the camp of VP Binay should stop the finger-pointing and stop diverting the issue.  Dragging the name of Secretary Roxas into his mess will not help him explain the allegations of massive corruption being thrown against him,” he said.

Treñas said UNA should stop dragging Roxas into the feud between Binay and Mercado because he is not involved in the issue.

“[C]learly, the allegations against Binay were made by an angry and disgruntled former political sidekick who obviously knows a lot of his secrets and now wants to get even,” he said. â€" JDS, GMA News

No Oplan SN16

Sarmiento dismissed “Oplan Stop Nognog in 2016” as a product of Bautista’s imagination.

“Attorney Bautista must be seeing hearing and seeing things that are outside the realm of reality,” he said.

Sarmiento noted that former Makati City Vice Mayor Ernesto Mercado, Binay’s former ally who has accused the Vice President of benefiting from the allegedly overpriced construction of the Makati City Hall Building II, is not affiliated with the Liberal Party.

Senators Alan Peter Cayetano and Antonio Trillanes IV, who have been at the forefront of the Senate probe on the issue are not LP members, he added.

“Mercado, Trillanes and Cayetano all belong to the same political party. When Mercado ran in 2010, he ran under NP (Nacionalista Party),” he said, referring to Bautista's claim that the three are involved in Oplan SN16.

The Nacionalista Party is part of the administration coalition.

The plot is reportedly called “Operation Stop Nognog in 2016”.

Bautista said he does not know if President Benigno Aquino III, party chairman, knows about the smear campaign against Binay but he said he is certain “the conspiracy goes all the way up only until Mar Roxas.”

Roxas is on leave as Liberal Party president but is the ruling party’s presumptive presidential candidate for 2016.

Binay has been vocal about his plans to run for president under UNA.

The opposition must be dreaming.

Two Liberal Party (LP) stalwarts on Monday disputed allegations made by the United Nationalist Alliance (UNA) that Interior Secretary Manuel “Mar” Roxas II is behind a smear campaign called “Oplan Stop Nognog 2016” (Oplan SN16) against Vice President Jejomar Binay.

Western Samar Rep. Mel Senen Sarmiento, LP secretary general, said Roxas has no time to be involved in the supposed demolition jobs against the Vice President because he is preoccupied with his tasks as a Cabinet secretary.

“Secretary Roxas would never be involved in such so-called demolition job because for one, he doesn’t need it and two, he is too busy with his job as  DILG Secretary and has no time for such nonsense,” he said in a statement.

Earlier in the day, UNA Secretary General JV Bautista claimed in a television interview that Roxas was the brains behind a “well-funded, well-financed, and well-organized conspiracy” to discredit Binay and diminish his chances of winning in the next national elections.

Asia | Middle East / China’s Dangerous Game

In the tranquil harbors that dot the coastline of Palawan, a sword-shaped island in the western Philippines, the ferry boats are crowded with commuters traveling back and forth between sleepy townships, and with vendors bearing fresh produce. On Sundays, they fill with people dressed up for church. From nearby berths, fishermen set out to sea for days at a time aboard their bancas, the simple, low-slung catamarans they have favored for generations.

The shore-hugging seas of this part of the world, from the southern tip of the Korean peninsula to the Indonesian archipelago, have always served as a kind of open freeway for culture, trade, and ceaseless migration. In past times, historians of the region went so far as to call the long waterway that encompasses both the East China Sea and the South China Sea the Mediterranean of East Asia. But more recently, it has begun to earn more-ominous comparisons to another part of Europe, a fragmented region that was the famous trigger for the First World War: the Balkans.

A mere 25 miles off the shore of Palawan sits the frontier of an increasingly dangerous and unpredictable struggle. Its origin lies in China’s intensifying efforts to remake the maritime borders of this region, just as surely as Russia is remaking Europe’s political map in places like Crimea and Ukraineâ€"only here the scale is vastly larger, the players more numerous, and the complexity greater.

North Korea's Kim Jong-Un reappears with walking stick
By Park Chan-Kyong

North Korean leader Kim Jong-Un has finally resurfaced with the help of a walking stick after a prolonged, unexplained absence that fuelled rampant speculation about his health and even rumours of a coup in the nuclear-armed state.

The front page of the ruling party newspaper Rodong Sinmun was mostly taken up with a large close-up portrait of a smiling Kim, photographed from the waist upwards.

The daily carried smaller, full-length photos showing Kim leaning on a black walking stick in his left hand as he toured the residential complex built for scientists working on North Korea's satellite programme.

The visit was also reported by state TV, but using the same pictures and without any video footage, making it impossible to judge just how mobile Kim was.

"Looking over the exterior of the apartment houses and public buildings, decorated with diverse coloured tiles, (Kim) expressed great satisfaction, saying they looked very beautiful," the official KCNA news agency said.

KCNA did not specify the date of the visit, but the agency usually reports such events the day after.

The US military brass know all this. There have been numerous incidents over the decades when US military bases operated on Philippine soil. The last incident occurred in 2005 when a Filipina claimed she was raped by an American soldier, then changed her story after she was allowed to fly to the US. All American military personnel participating in future joint exercises must be thoroughly briefed before coming over.

It is imperative that Philippine and American armed forces work closely together especially now that China has made clear it's hegemonic ambitions. But a close and harmonious working relation means keeping US military personnel away from the locals. Unsupervised fraternization with Filipinos by American soldiers will likely cause continuing friction between both countries and distract from their common objectives. Published 10/14/2014
#10657

US Navy officials have not released the name of any suspect, but in an unprecedented action, US Pacific Commander Samuel Locklear ordered all US military vessels in the Philippines to remain in port pending an investigation into this killing.

It is unfortunate that such an incident had to happen, especially at this time when the Philippines needs the US military to shore up it's stand against Chinese encroachment of the West Philippine Sea. It is doubly unfortunate because this tragic event was completely preventable. American sailors and marines should have never been allowed to fraternize with the locals as the vast majority of those locals who frequent the "honky-tonk" establishments surrounding former military bases like Subic Naval Base and Clark Air Force Base are mostly predators out to take advantage of the naïveté of US servicemenâ€"young G.I.'s who assume that the Filipinos they meet are all nice, friendly people.

The tragic event that happened on Saturday, October 11 is being investigated by US and Philippine authorities who have so far not released any details. However, Mark Clarence Gelviro, 32, who says he was a good friend of Laude, and goes by the nickname “Barbie,” told reporters that he and Laude met the American at the Disco bar located on Magsaysay Drive. He then accompanied the couple to the Celzone Lodge, a motel where the couple checked into a room at 10:30 pm. Gelviro said Laude then asked him to leave because he did not want the American to find out he was gay.

An hour later, "Jennifer's" American friend was seen leaving the motel by himself. Elias Galamos a Celzone employee found Laude's lifeless body in the bathroom, partially wrapped in a blanket with his headresting against the toilet seat. According to Olongapo City Police Senior Superintendent Pedrito delos Reyes,  there were visible signs of trauma on the victim's neck and his hair was disheveled.

The evening for the young US Marine and his Filipino date "Jennifer" began at the Ambyanz Disco Bar in Subic Bay,Olongapo and ended shortly before midnight at the Celzone Lodge where "Jennifer's" lifeless body was found leaning against the toilet  bowl. Jennifer, it turns out was actually not originally a "she" but a "he." A Filipino transgender, Jeffrey Laude, 26, began calling himself "Jennifer" after medical procedures made him look more female than male.

“There was a visible mark of injuries on the victim’s neck, his tongue was protruding and his hair was in disarray,” a report prepared by the Olongapo City Police led by Senior Superintendent Pedrito delos Reyes stated.

Investigators said the suspect was about 25 to 30 years old, blond with short military haircut, and approximately 5’8” to 5’10” tall.

The man was wearing a white and blue striped T-shirt and black short pants.

Police said the room was noticeably in order with the victim’s personal belongings intact.

The victim’s body was taken to the St. Martin Funeral Homes in Olongapo City for autopsy.

Armed Forces of the Philippines Maj. Gen. Domingo Tutaan said the matter is best addressed by the Visiting Forces Agreement Commission and not by the military. â€" With Cecille Suerte Felipe, Ric Sapnu

A certain Mark Clarence Gelviro, 32, alias “Barbie,” said he and Laude met the soldier at Ambyanz Disco bar on Magsaysay Drive.

On Laude’s request, Gelviro said he accompanied them to Celzone Lodge where the two checked in at around 10:55 p.m.

Gelviro said Laude later asked him to leave as the suspect might discover they were gays.

Celzone personnel said they later saw the suspect leaving the hotel at around 11:30 p.m.

Hotel cashier Elias Galamos said the door of the room was left ajar when he came to check after the suspect had left. He said he discovered the dead Laude naked inside the toilet, partly wrapped in a blanket and with his head resting on the rim of the toilet bowl.

Investigators said Laude bore strangulation marks.
#10663
The case has brought back memories of a rape case also in Subic in 2005 involving US Marines. In the course of their celebrated trial for rape, the four accused Marines led by Lance Corporal Daniel Smith stayed at the US embassy in Manila despite efforts by local authorities to have them detained in local jails.

An article in the Marine Corps Times said the suspect â€" who is being held on board the USS Peleliu â€" belonged to the 2nd Battalion, 9th Marines based at Camp Lejeune in North Carolina.

The Peleliu was one of the US navy ships that took part in the recent PHIBLEX joint Amphibious Landing Exercises.

The Marine Corps Times said corps officials at the Pentagon and in Hawaii declined to comment on the case. Attempts to reach the US embassy in Manila were not immediately successful, the newspaper said.

When sought for comment, Philippine defense spokesman Peter Paul Galvez said they were “still checking for more details.” But he said they acknowledged efforts by US authorities to cooperate with investigators.

The Marines Corps Times reported that three potential witnesses from the same unit as the suspect were also being held on the Peleliu while investigation by the Naval Criminal Investigative Service (NCIS) and local authorities was ongoing.

MANILA, Philippines - The tall, blond American met buxom, long-haired “Jennifer” in a disco in Subic last Saturday night, and they quickly hit it off.

They checked into a motel before 11 p.m. Half an hour later, the American was seen leaving the motel. His date was found naked in the bathroom, with the head resting on the rim of the toilet bowl. Jennifer â€" actually transgender Jeffrey Laude, 26 â€" lay dead with marks of being beaten and strangled.

The suspect, a US Marine whose identity was withheld by authorities until last night, was taken into custody by his superiors aboard an amphibious assault ship docked in Subic Bay.

The soldier was on furlough after taking part in a naval drill between Filipino and US forces in Zambales, when he allegedly killed Laude in Room 1 of Celzone Lodge on Magsaysay Boulevard.

Laude’s address was listed as 5th Street, Drapper West Tapinac, Olongapo City.

Taarof is the Iranian practice of performing a gesture of respect and deference, although it is generally understood that such a gesture should be refused. For example, in some establishments, it is considered polite for the shopkeeper to refuse payment from a customer of a higher social rank. The customer understands, however, that the proper response is to insist upon paying. The shopkeeper may refuse payment several times before allowing the customer to convince him to accept. This practice can be very confusing to hapless foreign shoppers.

Taarof may also extend to social invitations. It is understood in Iranian culture that an invitation to one’s home, no matter how enthusiastic, is a mere formality. Should the invitee accept, they may inadvertently put their host (who may not have wanted them in their house at all) in a very awkward position. -- http://listverse.com/

How To Tips / How to drink in Russia
October 12, 2014, 01:16:25 PM

Although stereotypes can be harmful, it is true that Russia is one of the highest-ranked countries in the world in alcohol consumption. The country’s love of vodka is also its leading cause of death, from liver disease and alcohol poisoning to fatal accidents and crimes.

Since it’s such an integral part of their culture, there are many rules of etiquette surrounding drinking in Russia. For instance, you can’t place a glass of alcohol back on the table after a toastâ€"it should be bottom’s up and empty. Arriving late for dinner means that you have to drink a full glass of vodka, no questions asked, as you’ll have to catch up with the rest. Between the first and second shots, there must be no interruptions whatsoever. Lastly, you should never make the mistake of offering a toast with an empty glass. If you do, you’ll have to drink the entire bottle. -- http://listverse.com/

The big drawback of this approach is that, as in UN security challenges, it tries “to surround the problem” with a lot of bodies and personages, and it ends up not accomplishing anything. Witness what has happened in Syria, where the situation has turned into a full-blown civil war, and the casualties now total over 200 thousand.

In February 2010, the National Disaster Coordinating Council (NDCC) was renamed, reorganized, and expanded.

The council membership includes nearly every factotum in the Aquino administration and every member of the Cabinet.

The council is chaired by the Secretary of National Defense, who under the current administration is Voltaire Gazmin.

Also taking high positions in the disaster management hierarchy are Secretary of Interior and Local Government Mar Roxas; Secretary of Department of Social Welfare and Development Dinky Soliman; and NEDA Director-General Arsenio Balisacan.

It’s proof of the unwieldiness of the institutional design that also included as council members are the Chairman of the Commission on Higher Education; the presidents of the GSIS and the SSS; and the President of the Liga ng Mga Barangay. It’s as if Congress decided to include any official who looked like a disaster.

Design courtesy of UN cluster approach

The institutional and system design of NDRRMC is so bad and unwieldy, it seems as though what they were creating was not even a camel, but Frankenstein.

Under the law, the council has such a lengthy membership, naming them would exhaust the word count allotted for this column. I will lose readers and my editor for wasting their time.

This camel, believe or not, was created by Congress through Republic Act 10121 in 2009. Yet not a single congressman or senator noticed how unpronounceable was their creation.

The new council was originally the National Disaster Coordinating Council (NDCC), which was established on October 19, 1970, during the time of President Marcos, when disasters were relatively smaller and easier to manage.

The new setup envisioned a working group of various government, non-government, civil sector and private sector organizations of the country. It is administered by the Office of Civil Defense under the Department of National Defense. The Council is responsible for ensuring the protection and welfare of the people during disasters or emergencies.

The NDRRMC is the product of utilizing the UN Cluster Approach in disaster management.

As Victor Hugo said, this may be “an idea whose time has come.”

To replace and retire the unpronounceable and tongue-twisting NDRRMC (National Disaster Risk Reduction Management Council), I earnestly propose that Congress create by law the Disaster relief and Management Agency â€" or DRAMA, for short.

It’s a word that can easily be remembered by citizens of every age, whether disaster victim or not. It’s a change of name that will spare our hapless broadcasters from running out of breath. It will be a memory aid for government officials who forget their membership in multiple corporations and councils.

In the United States, they call their disaster agency FEMA (Federal Emergency Management Agency). In most countries, they simply term as agencies their government mechanisms for coping with disasters and catastrophes. They don’t employ councils and commissions to deal with an emergency, probably because of the maxim that a camel is “a horse designed by committee.” (The maxim has been attributed to Vogue magazine).

With an earnest push in both houses of Congress, we could have a law creating a new disaster management agency by January, perhaps even in time for the visit of Pope Francis. For a change, the Congress railroad could be put to good use. We should be able to tell the world by then that our country has made significant adjustments in the wake of Haiyan/Yolanda, and that we are not mere gluttons for punishment from Mother Nature’s occasional tantrums.

The formula could be the repeal of the law creating the NDRRMC, which is outdated, or the passage of a completely new legislation. I am pleased to note that Sen. Teofisto Guingona has filed a bill that’s roughly along this line. It will be a pleasure on my part to compare and blend ideas with what the Senator has in mind.

The joint declaration:

As we mark the 12th World Day against the Death Penalty, we jointly call for a world which respects human dignity. The death penalty, one of the most complex and divisive issues of our time, continues to question the fundamental values of our societies and to challenge our understanding of criminal justice.

We respect the views of those who still support the use of the death penalty, and we believe that everyone has a right to be protected from violent crime. However, we consider that state executions should not be taking place in the 21st century. Modern justice systems must aspire to more than retribution.

The main objections to the death penalty are well known. Despite popular belief, there is no evidence supporting the claim that executions deter or prevent crime. No justice system can ever be guaranteed free from error, meaning that death sentences may cause the innocent to be put to death. Often, capital sentences are disproportionately imposed on poor, vulnerable and marginalised persons, aggravating discrimination against the weakest in society.

Finally, the capital sentence provides victims of crime and their families neither with commensurate compensation nor with spiritual relief. On the contrary, state killing results in more hatred and violence - the exact opposite of what modern justice systems should be trying to achieve.

This joint call, which we address to the world at large, is the first ever launched by Foreign Ministers of both abolitionist and non-abolitionist States.

We recognize that exchange and cooperation are needed to move together towards more effective and more humane justice systems.

Together, our countries have the experience and the drive to turn the death penalty into a sentence of the past. A vast majority of countries already supports worldwide death penalty abolition; we hope that all countries will soon join this trend.

Citing the Charter's Section 11, Article 11, it said the State "values the dignity of every human person and guarantees full respect for human rights.”

Section 19 provides that “Excessive fines shall not be imposed.. Neither shall the death penalty be imposed.”

Also, the Philippines enacted Republic Act 9346 or An Act Prohibiting the Imposition of the Death Penalty in the Philippines on June 24, 2006.

"The Philippines believes that imposing the death penalty cannot fully deter crime, and that the deterrence to criminality is a combination of several factors, such as an empowered citizenry, a skilled and  trusted law enforcement sector, an effective prosecutorial service, and an independent judiciary," it said.

Signing the declaration were:

Héctor Marcos Timerman (Argentina)
Julie Bishop (Australia)
Nassirou Bako Arifari (Benin)
Djibrill Yipènè Bassolé (Burkina Faso)
Duly Brutus (Haiti)
José Antonio Meade Kuribreña (Mexico)
Luvsanvandan Bold (Mongolia)
Børge Brende (Norway)
Albert del Rosario (Philippines)
Didier Burkhalter (Switzerland)
Mevlüt Çavu?o?lu (Turkey)
Philip Hammond (United Kingdom)

As part of World Day against the Death Penalty, the Philippines on Friday joined an international joint declaration calling for the abolition of the death penalty.

Philippine foreign affairs secretary Albert del Rosario joined 11 counterparts in issuing the declaration in favor of the abolition of death penalty, the Department of Foreign Affairs said.

"For the first time, countries still seeking to achieve abolition are joining their voices to those of abolitionist countries. The Declaration contains one central message: The growing awareness about the numerous risks and failures of capital punishment is adding strength and dynamism to the worldwide trend towards universal abolition," the DFA said.

It added informed discussions on the death penalty’s shortcomings and myths are "more than ever needed."

The DFA noted the number of countries still with the death penalty continues to steadily decrease - while only 14 countries abolished capital punishment in 1974, "that number now stands at about 100 and is set to increase further."

"If we add those countries that have not carried out executions for at least 10 years, there are now nearly 160 death penalty-free countries," it said.

On the other hand, the DFA said the "risks and failures" of the death penalty are becoming clear with innocents being wrongly sentenced to death.

Also, it lamented convicts spend years in legal battles while sitting on death row, amid discrimination against the poor and the marginalized.

In the case of the Philippines, the DFA noted the 1987 Constitution and laws underline its policy against the death penalty.

A Filipina registered as a Singapore permanent resident now awaits sentencing for six charges stemming from her alleged recruitment of sex workers for bars owned by her Singaporean husband.

According to a report on The New Paper, a Singaporean print and online publication, Ylarde Anne Asuncion, 31, and her husband, Ang Boon Seng, pleaded guilty in August to charges related to vice activities, including the provision of sexual services in their establishments.

A separate report on Straits Times said Asuncion helped her husband by recruiting women to work as "performing artists" in the pubs whenever she returned home to the Philippines.

She would allegedly tell the women that they must pay off a "debt" by providing sexual services in the pubs. If they accept the clause, these women will be flown out to Singapore.

At least 55 women were brought to Singapore through this method, which brought at least $60,000 "on good months," according to The New Paper.

Described as a "highly organised" operation by Singaporean e-newspaper My Paper, the women earned points for servicing clients.

Each point was worth $4, and by offering clients sexual services worth $22 to $55, they may earn three to four points.

These points were reportedly used to pay off their debts.

Ang allegedly monitors the clubs through cameras feeding to his office and through four local nightclub managers, who would arrange the women's entry to Singapore and their living accommodations.

Straits Times reported that Ang's first pub, Tokyo Drift, was established in 2009 in the popular Orchard Road area. He eventually built six others in the area and two more in Cuppage Plaza by August 2013.

The Singaporean faces more charges than his Filipino wife, with 232 charges for "procure women for the purpose of prostitution, abetting with others to harbour the women, and living off their immoral earnings and managing brothels."

Asia One reported that Asuncion was Ang's second wife, bearing him three more children in addition to Ang's six children with his previous wife.

English Dictionary / Hey, dude!
October 10, 2014, 04:03:17 PM
Dude
[dood, dyood]

Dudes, believe it or not, have been around since 1883. An 1883 article from the New-York Mirror describes dudes, or doods, as “tight-trousered, brief-coated, eye-glassed, fancy-vested, sharp-toes shod” fops of New York City. To dude up means to dress in one fanciest, best, or most stylish clothes, and has been used since the late 1800s. The term dude ranch came to English just before 1920 and refers to a ranch operated primarily as a vacation resort. This evokes the image of a city dandy trying to experience rural life for novelty’s sake. Back in the 1883, the female counterpart of the dude was known as the dudine, however, over time dude has come to apply to most any person, both male and female, perhaps most famously to the character of “the Dude” in The Big Lebowski.

Bong Revilla closed 20 bank accounts after ‘pork’ scandal broke out â€"AMLC
GMA News Online
Kaufman, Karl 9 hrs ago

Sen. Ramon Bong Revilla Jr. closed some 20 bank accounts containing millions of pesos shortly after the pork barrel scam issue hit the headlines last year, a  representative of the Anti-Money Laundering Council (AMLC) told the Sandiganbayan First Division Thursday.

“Revilla terminated his investments and bank accounts immediately before and after the PDAF (Priority Development Assistance Fund) scandal circulated in the media,” said AMLC bank investigator Leigh Vhon Santos, presenting a 63-page report on the findings of their investigation on Revilla's bank assets during the senator's bail hearing.

“We identified around 20 bank accounts and investments which were terminated in June to September 2013, which was around the time the scandal spread in the media,” he added.

Revilla, who was charged with graft and plunder in connection with the alleged scam, was accused of  siphoning off millions in his PDAF allocations and channelling these to bogus non-government organizations owned by alleged scam mastermind Janet Lim-Napoles.

In his testimony, Santos, citing the AMLC report. also said that their investigation points to the likelihood that Revilla engineered a money laundering scam using kickbacks from Napoles.

“Considering the foregoing, there are  indications of money laundering scheme,” the AMLC report said.
