The crew of the Saudi supertanker Sirius Star will soon be on their way home after Somali pirates freed the hijacked vessel, the ship's owners say.

The statement comes a day after a negotiator for the pirates said a $3m (£1.95m) ransom had been paid.

A plane was seen apparently dropping money by parachute onto the ship, which is carrying two million barrels of oil.

The owners expressed relief that the 25-strong crew, including two Britons, was safe after their two-month ordeal. - BBC

After reviewing the discussion here, I found that there absolutely was nothing offensive, rude or derogatory or insulting when a site admin or anyone posts an open reminder regarding our simple and easy guidelines.

Posting a TubagBohol reminder in public, so long as it is not a personal attack, is encouraged so that those who are not yet aware of a particular guideline would learn from it.

I don't think we should go this far in the discussion when the friendly shortcut of it was just to say "Sorry, I did not know it. Cheers" or "Thanks for the reminder; I was not aware about it. Cheers".

The local National Bureau of Investigation (NBI) bagged a suspected illegal recruiter in an entrapment operations conducted Friday morning in a coffee shop inside the Island City Mall, this city.

According to lawyer Ramil Cortez, assistant NBI-Bohol head, he headed a five-man team to capture the illegal recruiter who duped at least three unsuspecting victims.

Caught in the act of accepting bribe money from NBI agents was a certain Christopher “Sonny’ Villanueva of Cortes town although he hails from Mindanao.

According to the NBI team leader, the suspect who was reported to have pocketed at least P500,000 from his victims is facing a case of large scale estafa before the city prosecutor’s office. The case will be filed tomorrow. The marked money amounted to $800. Since the marked money was denominated in dollars, it was presumed that the promised jobs is in the land of milk and honey.

Interviewed after the entrapment operations, the suspect bared that he remitted the money to a contact in Manila whom he did not identify.

Married to a woman from Cortes, Villanueva was said to have victimized his supposed customers identified as Socorro Lasmarias and Lolita Ramos. The third victim was not identified in the complaint.

Vendetta or revenge is one possible angle investigators are looking into as the slay attempt against two municipal officials of Pilar town entered its two-week period.

This sleepy municipality was jolted from its pre-New Year revelry when a  bonnet-wearing man tried to kill with an unknown handgun Municipal Local Government Officer Joseph Malabusa, age unknown, and Calixta Orapa, 49, a widow and both residing in barangay Malinao, Pilar.

The two cheated death after the gun of the bungled assassin jammed causing the would-be victims to scamper for safety. But unknown to the supposed victims, the assailant was also armed with a grenade and exploded the same in the direction of his targets.

It was to the good fortune of the victims that they were able to hide from the concrete stairway of the house reportedly owned by Orapa. Her companion, Malabusa and three others escaped unhurt. The grenade explosion shattered however, part of the house’s walling. Trees located nearby were also affected by the explosion.

Fearing for their life that they were out to be liquidated as evidenced from the gunman’s determination (being armed with a gun and grenade) to wipe them out, the two sought protective custody from Camp Dagohoy authorities.

This was confirmed by Police Inspector John Vasalo, chief of the Camp Dagohoy police investigation section, the lead agency of the on-going investigation.

The vendetta motive cropped up after investigators learned that the two supposed victims were the complainants of a query they made before the Ombudsnman-Visayas. The query concerns the supposed cash discrepancies   by Fermina Margatinez, Pilar municipal treasurer.

But in a check with Mayor Wilson Pajo of Pilar, it was gathered that the local officials only sent a query to the Office of the Ombudsman-Visayas

regarding the alleged cash shortfall. But the police report detailing the incident mentioned about a complaint filed by the two before the Ombudsman. The money shortage was said to be in the millions of pesos. As a consequence, Margatinez was placed in a floating status at the provincial treasurer's office while investigation is going regarding his cash problem.

In the same interview with Mayor Pajo, he revealed that as soon as he received a text message regarding the murder attempt, he lost no time in sending policemen to the crime scene. He also personally supervised the investigation of the Pilar police.

The same police report indicated that Orapa and Malabusa and their three other companions had just been attending the Pilar beauty pageant at the town center the night of December 28. It was past midnight that they went home from the town activity.

Unknown to them, the alleged gunman was waiting in ambush at the vicinity of the Orapa residence.

Pilar and PNP investigators are also looking into the description provided by eyewitnesses of the alleged suspect.

His medium built and 5’6” height bore similar features with the same gun man who also attempted the life of Rizal barangay captain. The barangay captain survived another slay try a month ago where the assailant also used a grenade to finish off the barangay captain of Rizal.

Curious of the connection of the two Pilar incidents, the Post sought the reaction of Police Senior Supt. Edgardo Ingking. The PNP provincial director said that investigators are indeed looking into the possibility that the same person could be responsible on the attempt of the barangay captain’s life.

This led to police suspicion that the perpetrator on the liquidation attempt of Orapa and Malabusa could be a “hired gun.”

The author, her brother and her father were also interviewed by ABS-CBN News.

The World Has Gone Crazy

So, I just had the worst day of my life.

At around 1:30 PM today, at Valley Golf and Country Club, Antipolo City, Mayor Nasser Pangandaman, Jr., Mayor of Masiu City, Lanao del Sur, his father, Secretary Nasser Pangandaman of the Department of Agrarian Reform, and company, beat my defenseless 56-year-old dad and my 14-year-old brother to a pulp because of some stupid misunderstanding on the golf course.

This is a golf course. I have been a golfer all my life, and I have never seen anything like this. NOTHING. This is hard to comprehend. And it happened to my own father and my own brother too. Right in front of my eyes.

My brother and I were playing golf at the South Course of Valley. We were on the 3rd hole, and we seetwo golf carts going past us, overtaking our flight, and setting up to tee off on the next hole. My dad goes up to them and asks them why they would do that, why they would overtake us without even asking for our permission. Golf etiquette 101. One of the guys says that they're with the flight in front of us. (So what? That doesn't give them the right to just pass us WITHOUT asking.) So, we go to the 5th hole. The flight behind us catches up with us, and asks us what caused the hold up. We said that this flight just slipped in front of our flight. So we complained to the marshall. We play the 5th hole and walk towards the next hole, where there is a teehouse, and both the flights in front of us were there, talking with the marshall. The mayor of Masiu City, Lanao del Sur talks with my dad. Things get heated up. Voices were raised. But never, in my wildest dreams, did I ever imagine that someone would pull out a punch. Apparently not. He attacks my father. His flightmates, maybe 2 or 3 of them, rush to his aid and beat up my father. My 56-year-old father. My younger brother and I could not just watch. We rushed to break the fight. My younger brother pleads to the mayor to please stop it. To not hurt my dad. To just stop. His words still ring through my head..."Sorry na po, sorry na po...tama na...tama na po..." With his hands in front of his chest in a praying position. PLEADING. The mayor socks him in the face. My brother defended himself. My dad is still on the ground getting clobbered. My brother is the same way. I try to stop the fight, but all I can do is stop one person. There were 4 or 5 of them attacking now.

Someone breaks up the fight. I thought it was all over. The mayor shouts to his caddy: "Hindi nila kami kilala! Sabihin mo nga sa kanila kung sino ako!" And believe me, I had no idea who this person was. But now I know. He's the person who, with 4 other men, beat up my 56-year-old father and my 14-year-old brother. He's the person who sacks a pleading 14-year-old kid in the face. He's a person who, I am sure, is gonna rot in hell.

I lash out, but my dad held me back. I was screaming my lungs out, shouting to this mayor, telling him about what he had done. I said: "Nakakahiya kayo. Singkwenta'y sais anyos ang tatay ko. And kapatid ko kakatorse anyos. Anong ilalaban nila sayo?"

The mayor looks at my brother, point to his face, and says, "Tatandaan kita!" And he tells me that my brother has a bad attitude and that I need to watch him. WHAT THE HELL?! So, my brother's bad for defending his father?!

We leave. We walk to the clubhouse to file a complaint. My brother asks for a doctor. My dad could barely walk. Their group comes to the clubhouse, sees my brother. Once again my brother pleads, says sorry, and is crying. He was CRYING, for crissakes. But no. The relentless mayor still punches him in the face, and then sees my dad and goes after my dad again. Him and his friend pull my dad to the ground, pulls at his feet, and steps on him like he's dirt. I run to him and try to hold him back, holding him back by his shirt, while this other guy and this girl tries to stop me. She tells me to just stop it. I scream in her face "they're beating my father up and you want me to stop?!" I pull at his shirt--I don't let go. All I can see was my dad being trampled on. I didn't even see my brother getting beat up.

People pull them away. I get my dad, and I saw my brother. His right ear was bleeding. I freaked out. I told the receptionists to bring my brother to the clinic. I pull my dad away. People were separating us.

My mom and my older brother come. I tell her Bino's right ear is bleeding. They both look like they could kill. My dad holds my brother off, I hold off my mom. When I finally got my mom under control, my older brother gets away and I hold him off. Two of the mayor's bodyguards pull out guns. I embraced my brother from the back, just holding him back, crying. The receptionists came to us, crying, hugging me, my dad, and my mom, whispering to us to just leave. "Maam, umalis na po kayo, may mga baril sila...Maam...umalis na po kayo please..."

I am pretty sure the Secretary of DAR did not take part in the fight, but he just watched all this happen. He watched two of his sons, as we figured out, the other guy was his son, too, beat up my father and my 14-year-old brother. He didn't do anything to stop it. And this person is what now? A cabinet member. A politician.

Sounds like something out of a movie, doesn't it? But this is what happened. TODAY. The day after Christmas. To my family. And all I ask for is JUSTICE. The people at Valley Golf did not seem to want to help us. None of the security guards even tried to stop the fight. Right in the clubhouse. I came back after the fight was over and talked to the receptionists. They say they did not see anything. The general manager of Valley Golf would not give us the names of the men who made my brother's ear bleed. It took him an hour. Maybe even more than that. He seemed to not want to help us. Because, we were against the SECRETARY OF THE DEPARTMENT OF AGRARIAN REFORM and the MAYOR OF MASIU CITY, LANAO DEL SUR. They were all scared.

The world has gone crazy. Two politicians beat up a defenseless 56-year-old father and his 14-year-old son. At a golf course. I swear to God, I thought golfers were decent people. You would think politicians were decent people. I guess not. I guess they gang up on 56-year-old men and beat up pleading 14-year-old kids.

Please pray for my dad, my brother and for my whole family. Please pray that we get JUSTICE. Oh God, please, give these people what they deserve.

Bohol Latest News / Pletehan Sa Bohol Labihang Mahala
January 04, 2009, 04:17:41 AM

P.S. Utro pud ning mga fastcrafts, ang Cebu to Tagbilaran one way karon P500 na.

There should be no speculation in the on-going investigation involving the death of a retired police captain.

This was the emphatic reaction of Police Supt. Julius Ceasar Gornez when asked for an update regarding the murder of retired police captain Bernardo Magaro.

The  city police chief’s comment came five day’s after the brutal murder of Magaro along the highway of San Isidro district, this city. The victim was 64 years old and a native  of Canhayupon, Dimiao town.

According to Supt.Gornez, five days since the gruesome killing, police investigators are still looking into possible angles for them to pursue that may lead to the identity of the suspects or solution of the crime.

Supt.Gornez said by speculation what he meant was that he should not be prodded into making any statement that may derail the progress of the investigation.

This explained the city police chief’s refusal to make any comment of the murder as the handiwork of hired killers adding that all possible angles are looked into by investigators. By all indications, the murder has all the trappings of a professional hit job.

Pressed if police are facing a blank wall in the investigation, the police chief appeared slighted with this line of questioning.

He only  retorted that as a police officer “he did not understand the phrase “facing a blank wall”.

When police beats are covered by news  reporters,  investigators  facing a blank wall is a common denominator of both policemen and newsmen if no progress is in sight while the probe is going on.

Outside of police sources,  speculations abound regarding Magaro’s killing.

One of them involved his complicity in a murder of a city policeman about five years ago.

Although he was acquitted of the murder charge in a decision penned three years ago, there were speculations that his own killing could be attributed to the case where he was implicated as one of the key players.

The late police captain was charged with the murder along with the wife of SPO4 Paulino Alipe of the city police department in 2003. The late Alipe’s wife, Delfina, was also implicated in her husband’s killing. A certain  Jessie Paluga was also charged along with the two  but a regional trial court found them not guilty of the crime.

When Magaro was detained at the Bohol Detention and Rehabilitation Center (BDRC), he was accorded VIP treatment apparently because he was a ranking police officer before he was incarcerated.

It was gathered that upon his retirement as chief of police from  at least five Bohol towns, he was employed as BDRC guard. Then a reversal of roles befell him when he was indicted for the murder of a city cop placing him behind bars in the very same jail facility where he served as prison guard.

In fact, because of his apparent clout in the political hierarchy, he was hired as BDRC prison guard right after the acquittal of his murder case.

He was a BDRC prison guard when killed.

The grisly murder happened Tuesday while Magaro was doing his routine of going out of the prison premises on board a motorcycle enroute to this city.

The pattern of his early morning movements must be the giveaway of his killers.

Tailed by his alleged assailants, the end came for the checkered career of the police officer in a dimly lit highway of San Isidro district, this city, Tuesday dawn.

Two motorcycle-riding men followed him on his way out of the BDRC vicinity. When the triggermen were  behind their target, two men armed with 45 cal.  and  99 mm pistols pumped bullets into the back of his head causing his instant death.

When responding policemen answered the alarm, what they saw was the lifeless body of Magaro bathed in his own pool of blood.

Spent shells of 45 cal. and 99 mm handguns were found near the crime scene.

Philippine Business News / Buhawi Hits Clarin, Bohol
January 04, 2009, 01:45:49 AM
By June Blanco
Sunday Post

The eve of New Year’s Day in Bohol was a disaster to the Ramos family in Clarin town after their grand old man was killed as a result of a waterspout locally known as buhawi. It also triggered flashfloods with its rampaging waters destroying several houses in its wake. The twister also believed to have claimed the life of the old man’s grand son said to be a polio victim. He was still considered as missing as up yesterday and was feared dead.

Left to pick up the pieces of what remains of their personal belongings as a result of the calamity was Maria Theresa Ramos of Poblacion Centro, Clarin town. She lost her father, her son and their home.

Ramos, a single mother, left her hometown for Manila to find the proverbial greener pasture in order to better take care of her father Evaristo Sr.’s, and her son Harold’s needs, especially that the latter had a crippled foot although he can walk.

To say that hers was a tearful homecoming is an understatement.

Not even a cyclone or a twister but just a freak waterspout that spawned a flash flood at dawn last December 31 had washed out their home beside a river in Sitio Caugay â€" with her 76-year-old father and five-year-old son in it.

Neighbors’ accounts said the grandfather had clasped his grandson but the flood’s strong current apparently separated them eventually. The neighbors managed to retrieve the grandfather’s body and had it embalmed so that his daughter can still view his remains for the last time.

Homeless now, his remains are displayed at the barangay chapel instead.

As of this writing, Harold remains missing. Considering his physically weak condition, Gov. Erico Aumentado said for purposes of giving him maximum financial assistance from the provincial government, he can be presumed dead.

Aumentado had asked Clarin Mayor Hermogenes Diezon to shepherd Ma. Theresa who was expected to be back in Bohol yesterday, and Serapiano Miano Sr. also of Poblacion Centro, and Narciso Cabigon and Jose Gonzales, both of Barangay Candajec, to the Capitol tomorrow for the distribution of cash assistance after the flag raising ceremony.

The governor said the provincial government will give P10,000 in burial assistance for Evaristo Sr. and another P10,000 for Harold. Ma. Theresa will receive still another P10,000 to help reconstruct her house. Miano, Cabigon and Gonzales will receive P10,000 each to help rebuild their houses totally damaged by the flashflood.

Aumentado expressed gratitude that the waterspout did not hit the high risk landslide prone area in Barangay Buangan otherwise the damage could have been bigger. A hazard map of Bohol prepared by the Philippine Institute of Volcanology and Seismology (Phivolcs) indicates the areas of high, moderate and lesser risk to landslides.

At the same time, the thanked Diezon for implementing massive reforestation in the uplands and in the mangrove areas â€" and preserving them â€" as these buffered the effects of the heavy rains, the waterspout and the flashflood.

He lauded his Quick Response Team comprised of retired Lt. Col. Raul Mendez, executive officer of the Provincial Disaster Coordinating Council (PDCC); Provincial Social Welfare and Development Officer Constancia Tuñacao and her disbursing officer Colette Barimbao for a job well done.

The team had immediately motored to Clarin to assess the damage, at the same time bringing with them relief goods for distribution to the victims. The goodies included rice, noodles and sardines as well as Oishi products donated by Ambassador Carlos Chan, the Philippines’ Special Envoy to China.

On returning to Tagbilaran City on New Year’s Eve, the team briefed Aumentado on the relief operations, assistance for Evaristo and efforts to locate Harold. He also presented the hazard map to the governor.

Earlier that day, the governor also personally inspected the worst hit barangays in Tubigon, Clarin, Buenavista and Inabanga towns, among others, as these have big rivers that could also overflow.

Water levels of Inabanga River that neighboring Cebu province used to eye as a drinking water source some years back, and of the Cambuhat River in Buenavista rose but did not overflow, he noted. As expected, the current was strong, he said.

Provincial Engr. Edwin Vallejos also motored to Clarin to inspect the two Bonbon bridges. Water had overflowed to the bridge along a barangay road, rising to around four feet inside nearby houses, although when he and Aumentado arrived in the area, the water had subsided. The flood waters had swept away the Ramos house.

Both approaches however were damaged, prompting Vallejos to order its closure to four-wheeled vehicles. He estimated the damage to the approaches at P300,000.

The other Bonbon Bridge along the national highway only gathered debris at its base, but was passable.

Aumentado also inspected the Battery River in Tubigon. He said the water overflowed due to the damming effect of an uprooted huge acacia tree. It took a backhoe to remove the trunk after workers used chainsaws to remove the branches. The bridge is still passable.

  MISSING CHILD FOUND?

Meanwhile, Diezon sent his staff to Talisay, Cebu City â€" a favorite fish landing port even of fishermen from Bohol â€" to determine if the male child washed ashore there is Harold.

If positive, he said the child needs to be embalmed and then brought to the Halay-Halay Chapel in Poblacion Centro, to be together with his grandfather â€" today at the earliest.

The mayor said he will convene today the Municipal Disaster Coordinating Council (MDCC) for an emergency meeting for them to come up with recommendations like the amount of cash and other assistance to be given to the Ramos family and the other victims.

While only four families suffered total damage of their houses, the heavy rains drowned some rice fields and damaged other crops, thereby affecting over a thousand families in barangays Bonbon, Tangaran, Candajec and Bacani.

The MDCC will submit its recommendation to the Municipal Council that in turn will convene tomorrow for a special session to declare the town under a state of calamity. The declaration will serve as basis for the release of the required amount from its mandatory five percent Calamity Reserve Fund.

Bible Study / The Invisible Man
December 26, 2008, 01:46:38 PM
As a boy, I was fascinated by the book The Invisible Man. The main character played an elaborate game of hide-and-seek, staying just out of reach of mere mortals “cursed” with a visible nature. To have a physical presence, he wore clothes and wrapped his face in bandages. When it was time to escape, he simply removed everything and disappeared.

I wonder if we have similar thoughts about our unseen God. We feel He is beyond our reach and express it in song with one of my favorite hymns:

Immortal, invisible, God only wise,
In light inaccessible
Hid from our eyes.

Yet, while declaring the wonder of God, the hymn speaks of a God who is not just invisible:

All praise we would renderâ€"O help us to see
’Tis only the splendor of light hideth Thee!

We perceive that God is distant, far off, inaccessible, and hidden. But we need a God who is accessible, and we wonder how to have a meaningful relationship with Him.

We will never fully comprehend what God is like. Yet He Himself is accessible to us. In part, that is why Jesus cameâ€"to “show us the Father” (John 14:8-11) and to bring us close to Him, because “He is the image of the invisible God, the firstborn over all creation” (Col. 1:15).

Our God is an invisible God, beyond our limited comprehension. Thankfully, Jesus came to show us how near to us He really is.  â€" Bill Crowder, Our Daily Bread

Bible Study / Christmas in Tokyo, Japan
December 26, 2008, 01:44:29 PM
On Christmas Eve 2003, noted painter Makoto Fujimura gathered with other artists for a party at Sato Museum in Tokyo. Many had donated their works for a benefit exhibit to raise money for children in Afghanistan. After the meal, Mr. Fujimura, an ardent Christian who lives in New York, shared some words about the true meaning of Christmas and their opportunity as artists to create works that help bring hope into the world.

Reflecting on that event, Fujimura wrote: “I was convinced, that evening in Tokyo, that Jesus invited Himself to be among artists who may not even know His name. Some of these artists, I suspect, have already sensed His presence in their studios as they labored to create peace via their paintings. All gifts of creativity, like the Magi’s [star], point straight to a stable in Bethlehem.”

Paul said that God is at work among people of all nations “so that they should seek the Lord, in the hope that they might grope for Him and find Him, though He is not far from each one of us; for in Him we live and move and have our being” (Acts 17:27-28).

We should be alert for the Lord’s presence where we least expect to see Him. Jesus may invite Himself to any Christmas party. After all, it’s His birthday.  â€" David C. McCasland, Our Daily Bread

Bible Study / The Humility of the Lord Jesus Christ
December 26, 2008, 01:43:49 PM
I have a piece of old plaster on my desk that comes from the ancient site of the Herodium in the land of Israel. It reminds me of the humility of our Lord Jesus.

Herodium was a lavish residence that served as King Herod’s summer palace, a sumptuous villa with opulent apartments furnished for the royal family and their guests. It boasted a Roman bath with hot and cold pools, surrounded by colonnaded gardens.

It’s said that Herod built his palace to commemorate a victory in battle, but knowing Herod’s selfish ambition it’s possible he had another purpose in mind. Some have conjectured that Herod, despite inquiring of the scribes (Matt. 2:4-6), knew about Micah’s prediction that Israel’s Messiah would be born in Bethlehem. He may have wanted Israel’s King to be born in his palace.

The Father’s plan, however, was for our Lord to be born not in a castle but in a cave. It was in a lowly manger that the little Lord Jesus was born.

This is the grace of our Lord Jesus Christ, “Though He was rich, yet for your sakes He became poor, that you through His poverty might become rich” (2 Cor. 8:9). This is the gift of lavish salvationâ€"of all gifts, the greatest gift that you and I will ever receive.  â€" David H. Roper, Our Daily Bread

The Japanese electronic giant Toshiba Corporation announced plans to spend 77 million USD on building a new manufacturing and sales base in Vietnam to meet growing demand for high-efficiency, environmental friendly motors in the global market.

The new company, Toshiba Industrial Products Asia Co. Ltd., will be located in Amata Industrial Park of Dong Nai province, and will manufacture high-efficiency industrial motors rated at under 100 horsepower, plus their parts, local media reported.

The start of construction is scheduled for April 2009, and the plant will come on line in September 2010, the company said.

When the new facility reaches full capacity in 2015, it will be able to manufacture up to 1.2 million high-efficiency industrial motors a year, including key components, as required by the market.

The initial product line will include parts for export to North America, later expanding to China, Southeast Asia and Japan, the company said. - PNA

December 26, 2008, 08:58:59 AM
A Chinese court has accepted a bankruptcy petition for Sanlu Group which was at the center of a tainted milk scandal and is facing huge debts, an official said Thursday.

Wang Jianguo, spokesman for the city government of Hebei provincial capital Shijiazhuang, said the Intermediate People's Court of Shijiazhuang City has accepted the petition made by the Heipingxi Road branch of Shijiazhuang City Commercial Bank - a creditor of Sanlu.

Sanlu Group faces 1.1 billion yuan (160 million U.S. dollars) of net debts, Xiang said at a press conference.

As of Oct. 31, financial auditing and assets appraisal showed the group's total assets were worth 1.56 billion yuan while its total debts were 1.76 billion yuan, the spokesman said.

On Dec. 19, Sanlu Group borrowed 902 million yuan to pay the medical fees of children sickened by its melamine-tainted baby formula and to compensate the victims. - PNA

Education Secretary Jesli Lapus said on Wednesday that the government will have to spend some P30 billion with the proposals to add two more years to the current 10-year basic education curriculum in the country.

“That amount, which is the conservative estimate, especially if we take into consideration the growing number of students, both in the elementary and secondary level every year, will be on top of the regular budgetary allocation given to the Department of Education (DepEd),” Lapus said.

He added that adding two years to the basic education curriculum would mean four million additional students in the elementary and secondary level.

“The amount would go to the construction of additional classrooms, textbooks, teachers manuals and other facilities as well as the additional salaries and bonuses of our teachers,” he said.

At present, DepEd has a P142 billion budget while next year it was allocated P167.9 billion with about 85 percent of the said amount to be spent on salaries and bonuses of some 522,885 teachers and non-teaching staff of DepEd.

Lapus also disclosed that the proposals discussed and evaluated by the Presidential Task Force on Education (PTFD) includes adding two years after secondary level or what he called the “pre-university level.” - PNA

More than 126,230 families living in almost subhuman environment, especially those along esteros, dump sites and other danger zones in Metro Manila, may soon finally enjoy the amenities of "decent, humane and safe" living conditions.

House Speaker Prospero Nograles said he has strongly endorsed the plenary approval of a substitute bill (to the original House Bill 2596), approved by the Committee on Housing and Urban Development chaired by Rep. Rodolfo Valencia, providing for the setting up of not less than P3 billion in funds to ensure a humane living environment for the urban poor.

"This multibillion-peso program, which could not be less than P3 billion in three years and collectively initiated by Metro Manila lawmakers led by Manila Rep. Amado Bagatsing, has become more imperative in wake of the perennial problems and tragedies that lurk every rainy season made worse by the economic crisis," he said.

Nograles said the Oriental Mindoro lawmaker's judicious act mirrors the House leadership’s determination to "put in place long-term programs and permanent solutions to alleviate the sad plight of our people in depressed areas."

The approved substitute bill is entitled "An Act providing for the resettlement, aid and rehabilitation services for the underprivileged and homeless citizens affected in the demolition or houses/dwellings along danger areas such as esteros, garbage dumps, riverbanks, shorelines, waterways, and other places like sidewalks, roads, parks and playgrounds as well as the victims of disasters and calamities and those affected by government infrastructure projects in Metro Manila and for other purposes."  - PNA

The Philippine Coast Guard (PCG) has kicked off its evaluation process on the qualifications of the new salvage firm being considered to undertake the removal and/or retrieval of the capsized M/V Princess of the Stars wreck in Romblon.

CV Gaspar Salvage and Lighterage Corporation filed on December 16 its application to secure a permit and salvage operations of the ill-fated vessel.

However, Commander Allan dela Vega, PCG Maritime Safety Services Officer (MSSO), said the PCG has to conduct a review on the qualifications of the salvaging firm before it would be allowed to undertake the third - and final phase- which is the removal of the M/V Princess of the Stars which capsized and sank near the Sibuyan Island in Romblon on June 21, 2008 after it was buffeted by waves and strong winds.

It could be recalled that Sulpicio Lines Inc. (SLI) sold the wreck of the MV Princess of the Stars to Royal Jessan Petromin Resources Inc (RJPRI).

The ship-breaking RJPRI eventually hired CV Gaspar to undertake the last and third phase.

SLI earlier tapped the salvage firm Harbor Star to undertake the first and second phase - removal of the toxic chemicals, bunker fuel and dead bodies inside the capsized vessel. - source: PNA

General Topic / Christmas Tragedy in Los Angeles
December 26, 2008, 08:49:30 AM
A man who killed three people and wounded two others on a Christmas party overnight was found dead on Thursday from self-inflicted gunshot wounds, Los Angeles police said.

The 45-year-old man committed suicide around 3:30 a.m. on Christmas at his home in Sylmar, a suburb about 50 kilometers north of downtown Los Angeles, after his shooting spree at the Christmas Eve gathering.

Bruce Jeffery Pardo was in a Santa Claus suit when he showed up at the Christmas party and began shooting, before torching the house in Covina of east Los Angeles, according to police spokesman Pat Buchanan.

Police did not release information about the three people killed at the party, but said that an 8-year-old girl and a woman in her 20s wounded in the attack are expected to survive.

Pardo, who was reportedly estranged from his wife and in a messy divorce, used cocktails to set the house on fire, according to local television reports.

Describing the incident as "extremely unusual and very shocking, " Buchanan said that the killings were just not something people saw at any time of the year, especially during Christmas. - PNA

British Nobel Prize-winning playwright Harold Pinter died of liver cancer on Christmas Eve. He was 78.

Pinter, who wrote more than 30 plays including "The Caretaker' and "The Birthday Party," had been due to pick up an honorary degree earlier this month from the Central School of Speech and Drama in London but was forced to withdraw due to illness.

His second wife, Lady Antonia Fraser, said that "he was a great, and it was a privilege to live with him for over 33 years."

Michael Billington, Pinter's friend and biographer, said the writer was a great man as well as a great playwright, according to Sky News on Thursday.

Pinter, also an actor, poet, screenwriter and director, was known for his left-wing political views and was an outspoken critic of the U.S. and British foreign policies.

Pinter won the Nobel Prize for Literature in 2005 and the citation said "in his plays he uncovers the precipice in everyday prattle and forces entry into oppression's closed rooms." - PNA

Mr Madoff is accused of running a $50bn (£34bn) Ponzi scheme that wiped out investors around the world.

General Topic / How to Reuse Christmas Wrapping Paper
December 20, 2008, 01:27:16 PM
1. Cut out Christmas or snowflake shapes.  Stick the shapes on card.  Add a tie and hang it on the Christmas tree.

2.  Fold wrapping paper lengthwise.  Cut out the shape of a Christmas tree, where the edges are touching the folds.  Unfold the paper to reveal a chain of Christmas trees.

3.  Give children a piece of paper.  Ask them to create a Christmas design using wrapping paper, glue and scissors.  Laminate it and use it as a placemat.

4.  Cut wrapping paper into strips.  Make them into links and create a link chain.

5.  Cut small pieces of card.  Use wrapping paper to cover the back and create a frame on the front.  Write a bible verse inside the frame.  Attach a tie and hang it from the tree.

6.  Use pieces of wrapping paper to make a nice bookmark.  Keep it yourself or give it to someone.

7.  Use pieces of wrapping paper to make a nice bow to place on top of a present.

8.  Make a party hat for dolls or teddy bears.

9.  Using used cards and wrapping paper, create some Christmas crackers.

10.  Wrap small lollies or sweets.  Attach a number (1 to 24) and use them as next year's advent calender.

Tubigon, under Mayor Luna Piezas, jumps from its last classification as 3rd to first class town, an achievement that would probably go in local history as rare.

Tubigon shares with Ubay barging into becoming Bohol’s first class towns, a position then solely occupied by Talibon.

Then earning a little less than P44 million four to five years ago, the town’s income leaped astronomically in the past three years to an average of P55 million, reported town treasurer Servanda Salomon.

Records bare that Tubigon has earned an average of P63.361 in the past 3 years, catapulting it to the top position.

On the development, local tax observers see that the dynamic local leadership and its improvement of the town market is instrumental in the increase of income.

While many Tubigon residents speculate about increased taxes to maintain the status, Salomon said that aside from the real property taxes, which they do not have any control, municipal taxes remain the same, or until a new tax ordinance is passed.

“There is no upgrading yet of local taxes, except the real property tax, which is revised every three years, she said.

We are expecting a revision of municipal tax ordinances in 2010, as mandated by the local government code, she added.

Wanting to downplay the fear of tax rate jumps, the town bagman said the biggest impact of the re-classification is increase in paychecks for local employees.

“The reclassification basically affects the salaries of local employees; the salary standardization would now be using the first class bracket following salary standardization,” she bared.

The Bureau of Local Government and Finance (BLGF) in its memorandum of circular no 01-M (15)-08 dated November 20, 2008 has issued the re-classification of Bohol municipalities, effective July 29, 2008.

According to BLGF, class brackets are based on average annual income in three years.

First class towns should have an average of P55M or more, 2nd class towns earning P45M to P54M average.

Third class towns earn P35M to P44M; fourth class: P25M to P34M; fifth class P15M to P24M and sixth class towns earn below P15M.

General Topic / Thirst Will Eliminate Humanity?
December 19, 2008, 08:30:39 AM
By Andrei Kislyakov

According to a UN estimate, by 2025 more than half of the world's nations may be seriously short of fresh water. By the middle of this century, this figure may rise to three-quarters

Even today, one of six people, or more than a billion people worldwide, are short of fresh water to some extent.

This sad forecast rests on several factors. First of all, the world population is rapidly growing, creating more blessings of civilization that, in turn, require enormous amounts of water. The current global climate change is turning fertile lands into deserts and making agricultural production increasingly water-intensive.

In the most recent estimate, every man on Earth needs 1,000 cubic meters of water on the average for drinking, washing, and producing food. Provision with water depends on the region, since the distribution of water resources is very uneven.

It is especially difficult to provide enough water in the arid regions of the Third World, which has a highly dense and rapidly growing population. However, such dynamically developing countries with huge populations, like India and China, are already suffering from a tangible fresh water shortage. Their powerful rivers, the Gang and the Yangtze, stay shallow for quite long periods every year. The fast growth of such cities as Delhi and Beijing is causing ground waters to drop.

The United States is not fully water sufficient, either. Recent draughts have caused a water shortage in many cities in northern Georgia and large areas in the Southwest.

Experts from the International Water Management Institute (IWMI) believe that if the current dynamics of economic and population growth persist, the demand for water will more than triple by the middle of the century, and the world will be short of drinking water in 20 years.

What is the way out? It is possible to deliver food products to desert or semi-desert areas to help local people do without water-intensive agriculture. Advanced European countries and the United States have large natural water resources but should focus on modernizing their water supply infrastructure. Lack of proper repairs is causing considerable and irretrievable water losses.

The United States and Canada, for instance, will have to spend a total of $ 36 trillion in the next 25 years on the modernization of their water supply systems, but life is worth it.

Business and Economy / Collapse of US Car Companies
December 19, 2008, 06:36:30 AM
President Bush will not allow a "disorderly collapse" of the US car industry, the White House has said.

Spokeswoman Dana Perino said the president was nearing a conclusion on how to provide the carmakers with financial assistance.

She said a disorderly collapse of the Big Three was "not an option", though she ruled out any bail-out on Thursday.

A $14bn (£9.4bn) rescue failed in the Senate last week, raising fears of job cuts and a possible industry collapse.

In a statement to reporters, Ms Perino said: "We're nearing a conclusion, we're narrowing options, I just don't have anything for you today."

The Big Three US carmakers are waiting for the US government to find a way to help the struggling car industry.

Inspiration & Hope / Re: Why God allows suffering?
December 18, 2008, 02:53:32 AM
God has no obligation to answer any questions from us mere mortals. He is God after all. The moment we recognize the absolute sovereignty of God and His absolute perfection and goodness, we will be awed by the fact that God had no obligation to create us humans. If He chooses to destroy the world and humanity in a second, who can question Him? And who can stop Him?

Time magazine has given its annual Person of the Year award to US President-elect Barack Obama.

Mr Obama was awarded the title "for having the confidence to sketch an ambitious future in a gloomy hour," said the US-based magazine.

It said he showed "the competence that makes Americans hopeful he might pull it off".

Recent winners have included Russian Prime Minister Vladimir Putin, the American soldier and the online public.

Time told readers it was "unlikely that you were surprised to see Mr Obama's face on the cover".

A New Zealand national was found dead inside his room at Travel Lodge Hotel located on Magsaysay Ave. in Olongapo City on Monday, according to a belated report received at this camp.

In his report, Sr. Supt. Avelardo Villacorta, Olongapo City police director, identified the victim as Rex Norman Frazer, 61, who was billeted at Room 9 of the hotel.

Villacorta said the victim appeared to be just visiting Olongapo as he was actually residing temporarily at Sitios Subivision in Butuan City, Agusan del Norte.

He said that a room boy of the hotel saw Frazer lying face down on his bed and was already on a state of decomposition.

Investigation showed that the room boy decided to open Frazer's room after smelling foul odor emanating from it.

According to one report, the victim was last seen alive on Dec. 13 by the hotel employees and he had stayed in his room since then.

The victim's car, a Toyota Vios with plate No. ZFR-698, was seen parked near the hotel since Saturday.

Family & Parenting / A Pinoy Seaman's Wife and a Judge
December 17, 2008, 05:55:48 PM
A Makati Metropolitan Trial Court (MTC) judge was charged with eight counts of adultery for allegedly carrying an illicit affair with a seaman's wife.

Wilfredo Tuvillo, 43, an overseas contract worker, filed the case before the Makati Prosecutor's Office against Judge Henry Laron of MTC Branch 65 as respondent.

Also charged was his wife of 17 years Rochelle (not her real name) 37, of Pasong Tamo st. Makati City.

The couple married on September 9, 1991 and has two sons.

According to Tuvillo's lawsuit, his wife had her first illicit sexual relationship with Laron on November 28, 2005 inside the latter's court office.

Tuvillo said he considered Laron a close family friend because he would always ask to look for his wife whenever he was abroad.

The complaint did not state when and how Tuvillo learned of the affair, only that the sexual tryst was repeated on the judge's office on December 3 and 15, 2005, then continued to October 2007 at the Silver Place hotel beside the Makati City hall.

Laron, according to the suit, would also sometimes sleep at their house in Antipolo City and "almost daily" at their condominium unit in Makati from August 2007 to January 2008.

Meanwhile, Prosecutor Lody Tantioco said that Tuvillo’s case was scheduled for second hearing on Tuesday morning but none of the parties appeared.

He reset the preliminary investigation to January 6, 2009.

"Since nobody attended from either party, I've reset the preliminary investigation on January 6, 2009. If nobody attends by then, I would have to pen a resolution based on the available documents," Tantioco told reporters, denying that he had been railroading the case in favor of Laron.

Laron refused to face the media but one of his staff assured that the judge would answer the charges in the proper forum.

Rochelle, for her part, claimed the judge allegedly seduced her into having sex in his office in November 2005.

She claimed she was introduced to Laron in October 2005 by her godfather, because she was in need of someone to help in her pending cases at the MTC.

On July 31, Rochelle has filed an administrative complaint of anti-graft laws and disgraceful immoral conduct against the Makati judge before the Supreme Court's Office of the Court Administrator.

Malabon’s Brgy. Acacia is planning to extract fibers from the water lily plants abounding the nearby Tullahan and Tinejeros rivers and turned it into decorative fruit baskets.

Flor Austria, a recycling expert assigned to the city’s solid waste management office (SWMO), said the officials of the barangay have expressed their willingness to acquire their own drying and water lily fiber extracting machines after attending a seminar conducted by the Las Piñas Water Lily Weaving Center (LPWLWC) wherein the commercial value of the water lily (scientific name: Nymphaeaceae) was expounded.

”They (barangay officials) were thrilled to learn that the fibers extracted from the water lily plants could be used to craft baskets, bags and even native paper. We are encouraging to go ahead with this endeavor as this could proved to be an alternative source of livelihood for marginalized residents living in Brgy. Acacia,” she further stated.

Over a 100 Malabon residents earlier participated in the LPWLWC seminars late November.

The LPWLWC also loaned the city some of its portable drying and extractor equipments to provide trainees with “hands-on” training with such device and give participants a first-hand glimpse on what dried water lily fibers looks like.

She added that some Brgy. Acacia “kagawads” are presently undergoing advance training at the LPWLWC to make them more knowledgeable in the art of water lily fiber extraction and weaving.

Aside from its economic potential, Austria said, removing the water lilies from the river and extracting their fiber could help a lot in the city’s anti-flooding efforts as the aquatic plants could clog up drainage pipes of flood pumping stations and damaging them. source: PNA

Inspiration & Hope / Reasons Why God Allows Problems
December 17, 2008, 05:24:15 PM
This message was forwarded by a friend.

The problems you face will either defeat you or develop you - depending on how you respond to them. Unfortunately, most people fail to see how God wants to use problems for good in their lives. They react foolishly and resent their problems rather than pausing to consider what benefit they might bring.

Here are five ways God wants to use the problems in your life:

1. God Uses Problems To DIRECT U

Sometimes God must light a fire under you to get you moving. Problems often point us in a new direction and motivate us to change. Is God trying to get your attention? "Sometimes it takes a painful situation to make us change our ways."

2. God Uses Problems To INSPECT U

People are like tea bags...if you want to know what's inside them, just drop them into hot ever water! Has God tested your faith with a problem What do problems reveal about you? "When you have many kinds of troubles, you should be full of joy, because you know that these troubles test your faith, and this will give you patience."

3. God Uses Problems To CORRECT U

Some lessons we learn only through pain and failure. It's likely that as a child your parents told you not to touch a hot stove. But you probably learned by being burned. Sometimes we only learn the value of something... health, money, a relationship. .. by losing it. "It was the best thing that could have happened to me, for it taught me to pay attention to your laws."

4. God Uses Problems To PROTECT U

A problem can be a blessing in disguise if it prevents you from being harmed by something more serious.

5. God Uses Problems To PERFECT U

Problems, when responded to correctly, are character builders. God is far more interested in your character than your comfort. Your relationship to God and your character are the only two things you're going to take with you into eternity. "We can rejoice when we run into problems... they help us learn to be patient. And patience develops strength of character in us and helps us trust God more each time we use it until finally our hope and faith are strong and steady."

Here's the point: God is at work in your life - even when you do not recognize it or understand it. But it's much easier and profitable when you cooperate with Him.

"IF YOU CANNOT UNDERSTAND GODS SILENCE, YOU WILL NEVER UNDERSTAND HIS WORDS!"

General Topic / Effects of Madoff Scandal
December 17, 2008, 05:13:38 PM
Wall Street fell moderately on Monday as investors continued to be concerned about the U.S. auto industry rescue and more firms turned out to be victims of the largest Ponzi Scheme in history. A trader watches his screen on the floor of the New York Stock Exchange, December 15, 2008. U.S. stocks retreated on Monday with the Nasdaq falling more than 1 percent as shares of big-cap tech companies declined, while uncertainty over the fate of a possible rescue plan for struggling automakers remained.

The market sentiment was somewhat lifted in the earlier trading after U.S. President George W. Bush said on Monday morning that his administration is "now in the process of working with the stakeholders on a way forward" to rescue the country's crippled auto industry.

A 14-billion-dollar loan package to the three leading U.S. automakers -- General Motors Corp., Chrysler LLC and Ford Motor Co.-- was rejected by the U.S. Senate last week, delivering a blow to the market as investors were worried that any collapse of the three would result in thousands of job losses, another hit to the already battered economy.

Wall Street became more concerned on Monday as the victim list of the legendary investment manager Bernard Madoff continued to grow. Banks and financial institutions including HSBC, BNP Paribas, Royal Bank of Scotland Group PLC and hedge fund Man Group PLC are revealed to have exposure to Madoff's fund. Madoff was arrested last Thursday for a giant Ponzi Scheme that could amount to 50 billion dollars.

General Topic / Consumer Prices in the United States Drop
December 17, 2008, 02:57:18 PM
Consumer prices in the United States fell by 1.7 percent in November, the largest one-month decline dating to February 1947, as energy costs dropped sharply, the Labor Department reported Tuesday.

The November drop in consumer prices surpassed the previous record decrease of one percent set in October and was larger than the 1.2 percent drop that analysts had been expecting.

The report showed that energy prices plunged 17 percent last month, nearly double the 8.6 percent decline in October. Both declines represented record drops.

The 17-percent drop was the fourth straight monthly decline in energy costs. The back-to-back retreat came after energy costs recorded big advances in May, June and July.

Gasoline costs fell by a record 29.5 percent in November, while home heating oil costs were down 14.6 percent and natural gas prices were off 5.2 percent. source: PNA

General Topic / Serial Child Killer in Florida
December 17, 2008, 01:26:55 PM

Adam Walsh murdered and decapitated 27 years ago.

A serial killer who died in prison in 1996 was guilty of the murder and decapitation of a six-year-old boy 27 years ago, say Florida police.

The naming of Ottis Toole as Adam Walsh's killer brings an end to one of America's best-known unsolved cases.

Police said the discovery was made after a thorough review of records.

The case radically affected police procedures over missing children and inspired the TV show "America's Most Wanted", presented by Adam's father.

Adam went missing from a shop in Hollwood in 1981. His head was recovered from a canal two weeks later but his body was never found.

Toole, a convicted killer and paedophile, had long been suspected of involvement in the murder and had admitted guilt at least twice, but later recanted.

At a news conference, Hollywood Police Chief Chad Wagner said that as Toole was dead, further legal action was not possible and the Walsh family were not seeking it.

"However, in the interest in justice, the Hollywood Police Department is announcing today that it is our determination and conclusion that Ottis Toole was the abductor and murderer of Adam Walsh," said Mr Wagner.

Journey over

John Walsh, Adam's father told the news conference: "For 27 years we've been asking, 'Who could take a six-year-old boy and murder him and decapitate him?'.

"We needed to know and today we know. The not knowing, it's been a torture, but that journey is over."

General Topic / First Face Transplant in America
December 17, 2008, 10:52:35 AM
Surgeons at a clinic in a Cleveland, Ohio, have performed America's first almost-total face transplant.

The reconstructive surgeon in charge of the operation - Dr Maria Siemionow - replaced 80% of a woman's face with that of a dead female donor.

The patient's name and age have not been released.

The Cleveland transplant is only the fourth to be carried out. Two operations have been conducted in France and one in China.

The world's first face transplant took place in France three years ago, on Isabelle Dinoire, a woman who had been mauled by her dog.

Surgeons used donor tissue to replace her nose, mouth, lips and chin.

Two other such operations have been carried out since then - one on a Chinese farmer who was mauled by a bear while trying to protect his sheep, and the other on a French man who had become disfigured by a genetic condition.

Technology / World Warns Use of Internet Explorer (IE)
December 16, 2008, 02:15:59 PM
Users of the world's most common web browser have been advised to switch to another browser until a serious security flaw has been fixed.

The flaw in Microsoft's Internet Explorer could allow criminals to take control of people's computers and steal their passwords, internet experts say.

Microsoft is investigating the problem and preparing an emergency software patch to resolve it, it says.

Internet Explorer is used by the vast majority of the world's computer users.

"Microsoft is continuing its investigation of public reports of attacks against a new vulnerability in Internet Explorer," said the firm in a security advisory alert about the flaw.

Microsoft says it has detected attacks against version seven of the browser - its most widely used edition.

But the company warned that other versions were also potentially vulnerable.

Taxpayers will have to shoulder billions of pesos worth of deposit insurance payments should a set of rural banks across the country--controlled by one man--close due to insolvency.

According to bank regulators, the total bill that the state-owned Philippine Deposit Insurance Corp. (PDIC) will have to foot should these rural banks cease to do business is "over P12 billion" as of the latest data available.

This insured amount represents more than a fourth of PDIC's capital base and will almost certainly cause the deposit insurer to seek the support of taxpayers' money from the Bangko Sentral ng Pilipinas (the Philippine central bank).

Court documents obtained by the Philippine Daily Inquirer identified these firms as Rural Bank of Parañaque Inc.; Rural Bank of San Jose (Batangas) Inc.; Rural Bank of Carmen (Cebu) Inc.; Pilipino Rural Bank Inc.; Philippine Countryside Rural Bank Inc.; Rural Bank of Calatagan (Batangas) Inc. (now Dynamic Rural Bank); Rural Bank of DARBCI Inc.; Rural Bank of Kananga (Leyte) Inc. (now First Interstate Rural Bank); Rural Bank of Bisayas Minglanilla (now Bank of East Asia); and San Pablo City Development Bank Inc.

Except for San Pablo City Development Bank, all were found by central bank examiners to be undercapitalized during their latest audit done on July 31, 2007. They were found to have a capital deficiency of P2.5 billion, ranging from P1.4 million for Dynamic Bank to P983.5 million for Rural Bank of Parañaque.

On Saturday, however, the Legacy group sent a statement saying that as of last June, its 10 affiliate banks have raised their combined capital to P1.95 billion from P250 million.

Legacy Consolidated Plans Inc. president Carol Hinola said the combined assets of the banks stood at P17.8 billion, consisting of P2.8 billion in cash and near-cash equivalent, P7.5 billion in loan receivables and P7.5 billion in acquired and other assets. She said the total liabilities of the banks, on the other hand, stood at P16 billion.

LEGACY GROUP
Who is Celso G. de los Angeles Jr.

At the center of the issue is businessman Celso G. de los Angeles Jr., who was barred by regulators from the banking industry in the mid-1980s for his alleged involvement in "unsound banking practices" that contributed to the failure of three rural banks.

De Los Angeles, now the mayor of Sto. Domingo, Albay, was the former chairman of the Legacy group, a financial services firm engaged in the pre-need business.

According to the company's lawyer, Binky Noel, De Los Angeles is a shareholder of Legacy and all 10 banks involved in the case. De Los Angeles' spokesperson, Mel Amado, insisted on Saturday that his client had divested from Legacy and the rural banks upon becoming a town mayor.

Most cases against De Los Angeles were dismissed after witnesses failed to appear in court and the central bank was left with little choice but to take him off its blacklist in 2003.

Last February 2007, BSP officials recommended that the undercapitalized rural banks be placed under receivership "to prevent the further dissipation of their assets," but this was set aside by the Monetary Board.

Soon after this, the banks, working as one, succeeded in obtaining a TRO from Judge Nina G. Antonio-Valenzuela of Branch 28 of the Manila Regional Trial Court. This prevented the BSP from acting on the findings of its examiners or even submitting reports to the Monetary Board--in effect, preventing the regulator from closing the insolvent banks.

The BSP then countered with a petition to the Court of Appeals, arguing that Judge Antonio-Valenzuela's TRO violated the banking regulator's "Close Now, Hear Later" doctrine, which is meant to protect the interests of the public through a speedy closure process, preventing bank owners and officials from dissipating the remaining assets.

BSP's petition is being heard by the Court of Appeals' 8th Division under Justice Bienvenido L. Reyes, with Justices Vicente Q. Roxas as senior member and Justice Apolinario D. Bruselas as ponente.

According to PDIC president Jose C. Nograles, the insurer is mandated to pay legitimate clients of closed banks from its deposit insurance fund regardless of the aggregate amount involved, as long as the individual accounts fall within the cap.

"PDIC is prepared to pay valid deposit claims up [to] P250,000 [per depositor] of banks that are closed by the BSP," he said.

In this case, however, the rural banks' insured deposit liabilities of P12 billion already amount to 27 percent of PDIC's P44.5-billion reserve. As in the past, it is likely that the BSP--and ultimately all taxpayers--will have to advance the cash to PDIC to fund these pay outs should these rural banks require help.(PDI)

Typhoon “Ulysses” (international codename: Dolphin) will pummel the Bicol region by Wednesday night according to a forecast by the Navy Operational Global Atmospheric Prediction System (NOGAPS), the head of the state-run weather bureau.

Out of the eight prediction models used by the Philippine Atmospheric Geophysical Astronomical Services Administration (PAGASA), only the NOGAPS predicted that “Ulysses” would hit Bicol on Wednesday and cross Palawan the following day, said PAGASA director Prisco Nilo in a press briefing Monday at the National Disaster Coordinating Council office at Camp Aguinaldo.

Although this is unlikely to happen, the cold front will determine Bicol’s fate, said Nilo.

“If the cold front moves slow, it will influence the tropical storm and pull it up to the north. But if it moves very vast, it will not influence the direction of the storm” he explained. source: Philippine Daiy Inquirer

December 15, 2008, 03:48:58 PM
A South Korean court has fined the parents of a teenage rapist more than $60,000 (£40,000) for failing to supervise their son.

The 18-year-old, who has attention deficit hyperactivity disorder, raped a local seven-year-old girl in 2006.

The court said the boy had grown up watching pornography and had imitated a film he had seen, during the attack.

It said his parents could have prevented the crime with appropriate education, but neglected their duty.

The teenager is serving a 10-year sentence for the rape, but a court in Seoul ruled that his parents were also liable for his crime.

A court statement said: "The parents could have prevented the crime with appropriate education but failed to show enough attention to their child.

"They neglected their duty to raise their child so that he can properly adjust to society." source: BBC News

Business and Economy / Hedge Funds Scandal
December 15, 2008, 03:46:13 PM
Two major European banks said they have exposure worth billions of dollars to a US broker accused of a $50bn (£33bn) Wall Street fraud scheme.

Spain's largest bank, Santander, which also owns three UK banks, said one of its funds had $3.1bn invested in the firm run by Bernard Madoff.

France's BNP Paribas estimated its exposure to be more than $460m.

Mr Madoff has been charged with fraud, in what is being described as one of the biggest-ever such cases.

Correspondents say the case is likely to fuel uncertainty about the entire hedge fund industry.

'Systemic failures'

Mr Madoff is alleged to have used money from new investors to pay off existing investors in the fund.

Investors are assessing their exposure to the alleged fraud Mr Madoff is said by prosecutors to have confessed to.

US Prosecutors say Mr Madoff, a former head of the Nasdaq stock market, masterminded a fraud of massive proportions through his hedge fund and investment advisory business.

Qatar will invest at least $1bn in the Philippines, said Peter Favila, Philippine Secretary of Trade and Industry, who accompanied Philippine President Gloria Macapagal Arroyo during her three-day visit here.

Favila also disclosed that the Emir H H Sheikh Hamad bin Khalifa Al Thani plans to visit the Philippines. According to Favila, the Emir accepted President Arroyo’s invitation during their meeting.

“The Philippines can expect at least $1bn investment from Qatar in the coming years, Qatar Telecom (Qtel) Chairman Sheikh Abdullah bin Mohammed bin Saud Al Thani told Ramon Ang, president of San Miguel Corp (SMC), during the QTEL-SMC agreement signing ceremony,” said Favila, in an interview with The Peninsula at the Doha Sheraton Hotel yesterday.

“Qtel will be investing $250m in 2008. This will lead, presumably, to a $1bn investment not only in telecommunications but also in other industries,” he said.

What is claimed to be the world’s third-largest shopping centre was created over the weekend in the Philippines, a country where almost half the people earn less than $2 a day. SM Prime Holdings, the operator, opened an annexe to its SM North EDSA shopping mall in Manila, the country’s first giant shopping complex built in 1985.

The mall, with 425,000 square metres of gross space, beat another of the company’s shopping centres in the capital - the Mall of Asia, which has an area of a mere 407,000 square metres - into fourth place.

SM, which is owned by Henry Sy, 83, whom Forbes magazine listed as the Philippines’ richest man, said the world’s third, fourth, seventh and eleventh biggest malls by floor area were now to be found in the Philippines, where per capita gross national product is $910. It added that more than 95 percent of the retail space in the malls was occupied.

The opening of the wing amid the worst global recession since the 1930s underscores the SM Group’s philosophy of focusing on the long view to the point of almost ignoring short-term cycles.

World Daily News / New Thailand Prime Minister
December 15, 2008, 02:58:44 PM
Thailand's opposition leader, Abhisit Vejjajiva, has been confirmed as the country's new prime minister after winning a special vote in parliament.

The speaker of the lower house, Chai Chidchob, said the Democrat Party leader had beaten ex-police chief Pracha Promnok by 235 votes to 198.

Mr Abhisit will become Thailand's fifth leader in a little over two years.

The previous Prime Minister, Somchai Wongsawat, was forced to resign after a court ruling earlier this month.

The constitutional court found his governing People Power Party (PPP) guilty of fraud during the last election a year ago, and banned it and two other parties in the governing coalition. Mr Somchai and several other PPP leaders were also barred from politics.

However, lawmakers from the three parties who escaped the politics ban quickly formed new "shell" party - Puea Thai (For Thailand) - or joined other parties.

On Sunday, Mr Somchai's brother-in-law, exiled former PM Thaksin Shinawatra, accused the army of using the courts to undermine the government and warned them not to interfere in politics. - source: BBC
