Eyeball / Re: Tubag Bohol T-shirt
October 09, 2009, 10:18:00 PM
To all:

Anyone can come up with their own t-shirt design and have it printed on a t-shirt. If you wish to sell this t-shirt here or anywhere else, feel free to do so. It's a free enterprise.

I plan to buy white t-shirts from Thailand and have these printed with just www.tubagbohol.com.

Tropical Storm “Ondoy” (international codename: Ketsana) exposed the flaws in the government’s disaster management system and amplified the need for a separate agency with the power and resources to direct disaster response efforts, Defense Secretary Gilbert Teodoro Jr. said Thursday.

In an interview with the Philippine Daily Inquirer, Teodoro said the National Disaster Coordinating Council (NDCC), which he chairs, had “no budget for operations.”

“[And] since it is not an operating agency, line government agencies are used to respond to disasters using their own budgets,” he said.

Teodoro also said the disaster caused by Ondoy proved that completely devolving disaster management to local government units, even the affluent ones, could not be part of the solution just yet.

But in the same breath, he said local officials must keep handy leisure craft such as jet skis and airboats other than the rubber boats that were used to rescue tens of thousands of people trapped on their rooftops by rising floodwaters.

Science and Research / Penny-sized "nuclear battery"
October 09, 2009, 05:49:25 AM
Researchers have demonstrated a penny-sized "nuclear battery" that produces energy from the decay of radioisotopes.

As radioactive substances decay, they release charged particles that when properly harvested can create an electrical current.

Nuclear batteries have been in use for military and aerospace applications, but are typically far larger.

The University of Missouri team says that the batteries hold a million times as much charge as standard batteries.

They have developed it in an attempt to scale down power sources for the tiny devices that fall under the category of micro- and nano-electromechanical systems (Mems and Nems).

The means to power such devices has been a subject of study as vigorous as the development of the devices themselves. - BBC

A New York court has convicted the 85-year-old son of late US socialite and philanthropist Brooke Astor of looting his mother's estate in her final years.

Anthony Marshall was found to have given himself an unauthorised pay rise of $1m for managing her finances.

Prosecutors had argued that there was no way his mother could have consented to the payment because she had advanced Alzheimer's disease at the time.

Brooke Astor left a fortune put at $180m (£112m) when she died in 2007.

Marshall, her only son, faces a mandatory jail sentence of between one and 25 years.

The jury also convicted one of the lawyers for Mrs Astor's estate, Francis X Morrissey Jr, on forgery charges. - BBC News

Puro Gawas, Walay Sulod
by Mike Ligalig
published by the Bohol Standard

Dihay akong silingan nga bag-o ra namatyan ug bana.

Mao man niy sayop natong mga Pinoy.

Pahimangno kini.

Ang pagpamalit ug maayong pagkaon maayo ba nga investment? Of course. Investment ang “good food.” Investment ang “good education.” Mga priority ni. Big house, shiny cars, investment ba?

Reports have also emerged of acts of heroism by members of the public during the floods, including Muelmar Magallanes, who rescued more than 30 people, but ended up sacrificing his own life.

With the help of his older brother, the 18-year-old construction worker tied rope around his waist and took his siblings to safety before going back to the house for his parents, according to the AFP news agency.

Later, he decided go back to save neighbours trapped on rooftops. He then dived back in again when he saw a mother and her six-month-old baby daughter in the water.

"I didn't know that the current was so strong. In an instant, I was under water. We were going to die," the mother Menchie Penalosa told AFP.

"Then this man came from nowhere and grabbed us. He took us to where the other neighbours were, and then he was gone," she added.

Witnesses said an exhausted Mr Megallanes was simply swept away by the water.

His father Samuel said: "He always had a good heart. We had already been saved. But he decided to go back one last time for the girl."

The Philippines chief weather forecaster, Nathaniel Cruz, said more than 40cm (16in) of rain fell on Manila within 12 hours on Saturday, exceeding the 39cm average for the whole month of September.

The previous record of just over 33cm in a 24-hour period was set in June 1967, Mr Cruz added. He had earlier blamed climate change for the mass downpours.

Ketsana, with winds of up to 100km/h (62mph), hit the Philippines early on Saturday, crossing the main northern Luzon island before heading out toward the South China Sea.

Canada will fasttrack the immigration of Filipinos "directly and significantly" affected by tropical storm Ondoy (international codename: Ketsana) seeking to relocate here, Immigration Minister Jason Kenney announced Thursday.

"Effective immediately immigration officials will begin expediting applications from individuals directly and significantly affected by the typhoon," Kenney said.

The measures include "priority processing" of claims to reunite individuals with their families already living in Canada as well as temporary resident applications, he said.

Ondoy has brought devastation across Southeast Asia since killing 277 people in the Philippines last weekend.

Some 330,000 Canadians trace their roots to the Philippines, representing Canada's third largest ethnic minority, according to a 2001 census. - Agence France-Presse

MANILA, Philippines
â€" President Gloria Macapagal-Arroyo on Friday expanded her declaration of a state of calamity over Metro Manila and several provinces last week to cover the entire country to keep the prices of goods at their current levels.

Defense Secretary Gilbert Teodoro and Trade Secretary Peter Favila announced this on Friday over a government-run TV station after emerging from an executive session following a National Disaster Coordinating Council meeting in Cainta.

"For the reasons that we can't estimate the effects of Typhoon Pepeng but which is expected to bring rains to many areas, and for the reasons that nobody would take advantage of prices, I've been authorized by the President to announce that the declaration of the state of calamity is being extended to the whole country,'' Teodoro said over RPN 9.

Favila confirmed also over the same TV network that they recommended the expansion of the state of calamity proclamation to the rest of the country to keep a ceiling on the prices of commodities.

Pipila sa mga maayong butang nga ikadulot sa paglakaw mao ang mga mosunod: lowers low-density lipoprotein (LDL) cholesterol (the "bad" cholesterol); raises high-density lipoprotein (HDL) cholesterol (the "good" cholesterol); lowers your blood pressure; reduces your risk of or manage type 2 diabetes; manages your weight; improves your mood; and stays strong and fit.(mayoclinic.com)

Dose kilometro tanan.

Time flies so fast. I was still in Thailand when Aya left us a year ago, less than a week before my birthday. I still remember that day how I wept like a child in my room for an hour, missing a loving friend who had spent so much time with me through YM and phone calls long before tubagbohol.com was born. I was still grieving over the death of my father, and then Aya's death came and it was another tsunami of pain in my life.

On the eve of her first death anniversary, finally nagkakita mi ni LanggamTamsi (Ate Sol) who came all the way from Australia. She stayed in Flower Beach Resort in Virgen, Anda, with Lorie, another intimate friend of Aya. Adto pa ko kabalo na Aya and Ate Sol nagkahimamat sa Internet, and their friendship was nurtured through tubagbohol and andabohol.org. I thought na they grew up together. It was amazing to have such kind of closeness between Aya and Ate Sol, two total strangers who had never met before until they met in Cebu in 2008.

The next day, nagkita napud mi ni Ate Sol and Lorie didto sa balay ni Beding Amplayo, probably the oldest woman in Anda today. She is 96 years old. Close relative ni Ate Sol. Then we proceeded to Candabong sa balay ni Aya where she grew up. A day before, Ate Sol and Lorie facilitated the gift-giving for the elderly of the barangay. It was Aya's dream to reach out the elderly of her barangay.

Meeting Ate Sol for the first time was such a blessing. Dili ka mataha niya despite the fact na she has been living in Australia for decades. I thought she's 40 plus. Dili diay. She's ___ years old na diay. Definitely a humble woman possessing a bit of shyness in her soul, Ate Sol carries the kind of calm, generous, welcoming and friendly personality nga mao poy personality ni Aya.

Pictures will be posted soon sa among panagkita diri. Let's thank God for giving us the opportunity to honor the memory of our beloved friend Aya whose gift of friendship that she generously shared with us will remain in our hearts forever.

The request for a visit came from Teodoro Macalandag himself who has executed an affidavit admitting he has been hired to kill Dr. Dumaluan.

Ingking has fired two police officers for allowing Dumaluan to get into the prison and talk to Macalandag. That was before he knew of the second visit of Dumaluan.

The problem with Ingking is that he even offered a lawyer for Macalandag. How special is this man that Ingking is giving him a special attention? We could only hope Ingking would be this "generous" to all other inmates.

How To Tips / The Niagara Syndrome
September 21, 2009, 09:28:01 AM
from Awaken The Giant Within by Anthony Robbins

Most people live what I call “The Niagara Syndrome”. I believe that life is like a river, and that most people jump on the river of life without ever really deciding where they want to end up. So, in a short period of time, they get caught up in the current: current events, current fears, current challenges. When they come to forks in the river, they don’t consciously decide where they want to go, or which is the right direction for them. They merely “go with the flow”. They become a part of the mass of people who are directed by the environment instead of by their own values. As a result, they feel out of control. They remain in this unconscious state until one day the sound of raging water awakens them, and they discover that they’re five feet from Niagara Falls in a boat with no oars. At this point, they say “Oh, shoot!” But by then it’s too late. They’re going to take a fall. Sometimes it’s an emotional fall. Sometimes it’s a physical fall. Sometimes it’s a financial fall. It’s likely that whatever challenges you have in your life currently could have been avoided by some better decisions upstream.

By the Bohol Chronicle

Former Panglao mayor Dr. Doloreich Dumaluan filed a complaint on Friday at the National Police Commission (Napolcom) against the provincial police commander for gross misconduct and grave abuse of authority.

Bohol PNP Prov'l Director Edgardo Ingking and Dumaluan clashed last week when the police chief barred the former mayor from seeing a detainee at Camp Dagohoy who is the suspect in shooting Dumaluan last August 25 near his resort in Bolod, Panglao.

In his complaint, the former mayor said Ingking is "using his office to advance his own personal interest and the interest of other people" with regards to the investigation of the shooting incident and handling the suspect, Teodulo Macalandag, who is detained at the police camp.

Dumaluan also alleged that the provincial police commander offered to provide a lawyer to Macalandag when the latter has already expressed willingness to tell the truth and reveal what he knows of the shooting incident and the people who are involved in it during the clarificatory hearing conducted by the Office of the Provincial Prosecutor last September 9.

"His (Ingking) act of preventing me to see Macalandag at Camp Dagohoy without any reasons, and his act of publicly declaring on during an interview over the airlanes that I could no longer enter the camp and I will be arrested, should I insist, constitute gross misconduct and grave abuse of authority," Dumaluan said.

It may be recalled that the former mayor has filed charges of frustrated murder and attempted murder against Macalandag at the Office of the Provincial Prosecutor.

According to Dumaluan, even when he was still confined at the Chong Hua Hospital in Cebu City to extract a bullet embedded on his left shoulder following the shootout, he already received information that Macalandag already revealed the whole story behind the shooting and has mentioned the people behind it.

It was during his visit at the Camp Dagohoy detention cell on September 8 that Dumaluan talked personally to Macalandag where the latter purportedly "narrated voluntarily the whole story and the people responsible".

On the following day, Dumaluan and Macalandag met again at the latter's detention cell "to clarify statements made by the suspect".

According to Dumaluan, it was during his second visit at the camp that Ingking learned of his meetings with Macalandag.

The former mayor alleged that after he left Macalandag's detention cell, Ingking also went to see the suspect "offering to provide him a lawyer for his defense".

"This information shocked and surprised me since instead of helping me, as the victim of the shooting incident, investigate and find out who else were responsible, Ingking wanted to help the defense of the very person who shot me by offering him a lawyer," Dumaluan said.

On their second meeting at Camp Dagohoy, Macalandag allegedly asked Dumaluan to see a priest which was the reason the latter returned the next day together with Fr. Lemuel Cañizares and Fr. Jojo Lagoros.

However, as the three of them entered the camp's gate, they were informed by the guards that Dumaluan could no longer visit Macalandag upon orders of the provincial commander.

"Again, I was shocked and surprised that Ingking would prevent me from seeing Macalandag when I was allowed to do so in my prior visits, besides this particular visit was upon request of the detainee," Dumaluan pointed out.

Dumaluan asked the Napolcom to dismiss Ingking from service as he also challenged the provincial police director to voluntarily resign from his post.

Sunday Post

The wife of the victim, a gun-for-hire and the contact man were indicted for murder involving the owner of the Via-Bohol Hotel in an information filed by the Philippine National Police Bohol Command Wednesday at the City Prosecutor’s Office.

Handling the inquest investigation is Asst. City Prosecutor Alberto Rara.

Named respondents in a murder case filed by the Criminal Investigation and Detection Group (CIDG) of the PNP Camp Dagohoy were Aurelia Taray y Lusica alias Au-au of Basak Taloto, this city; Arnaldo Sarto alias Bogs of Achila, Ubay town, the alleged gunman; and Renato Sabalande alias Rene of Poblacion, Dagohoy town, reportedly the contact man for the slay job.

The three were accused in the murder of Victorino Taray, 49, owner of Via-Bohol, a hotel located along Graham Avenue, this city. He was killed in the early morning of March 12, 2009 after attending mass at the Monastery of the Holy Spirit in Ubujan district, this city. A lone gunman carried out the killing allegedly on orders of the wife tagging her as the mastermind of the attack.

The Post tried yesterday to get the side of the wife regarding her alleged involvement in the crime but was told by her secretary that she would get in touch with the newspaper publisher. The paper waited until deadline last night but no call from the victim’s wife came.

3 AFFIDAVITS

As the criminal complaint was filed Wednesday, all three accused were still at large.

The CIDG has supported at least 11 affidavits to buttress its case against the three suspects including the statements of the policemen investigating the incident.

However, only three affidavits mentioned the alleged participation of the lady Taray.

They were the affidavits of Elmer Reyes y Copillas of barangay San Pascual, Ubay town. In his statement, he said he was in the company of Constancio Olarita alias Tikyano, Sarto and Jose Ronel Patricio, Jr. at a gathering in San Miguel, Dagohoy, Bohol on October 18, 2008.

In that affair, Reyes said, he was informed by Tikyano that a certain Rene Sabalande who is a friend of the former was “looking for a person fit for the job he was offering".

The witness narrated that in the afternoon of the same day, all of them accompanied by a certain Junior Camaego went to an eatery in barangay Mahayag, San Miguel town. A few minutes later, Sabalande arrived with a certain Galo Nobung, a cousin of Rene’s wife.

While at the eatery and after the usual introduction of the names of Reyes’ friends, Sabalande offered them alcoholic drinks.

Then Sabalandre showed them three colored pictures, to which one of them was later identified as the owner of Via-Bohol Hotel.

In showing the picture who turned out to be the target of the liquidation (Taray), Sabalande said that the man in the picture was maintaining an illicit love affair with another woman and that a big amount of reward money would be given to whoever would kill him.

Further conversation of the group showed that Sabalande then suggested that one of them would accompany him to Tagbilaran City to conduct what he called as “mapping” which meant familiarizing the place and the victim. Subsequent reports indicated that it was Sarto alias Bogs who conducted the mapping while Sabalande provided the firearm to be used in the murder. A witness in the crime scene provided the description of Bogs as the alleged gunman in that fateful morning of March 12, 2009.

The same witness implicated the wife in the murder plan hatched sometime in the last week of October.

According to the Reyes affidavit, the wife of the victim was mentioned when Tikyano received a cell phone call from Rene that they cannot meet in a place they chose as their rendezvous because the driver of the wife of the supposed victim did not report for work on that given day.

According to Reyes, had Sabalande and the wife showed up as arranged, he would report the murder plan to the police. He said he would report the plan to the police after he shall have received the partial payment of the reward money.

In the same affidavit, Reyes narrated that it was only on August 2, 2009 that he learned that the murder plot was a success.

Asked by the CIDG investigator what was the motive of the killing, the witness said on the basis of the information provided by Sabalande at the Camargo  eatery in San Miguel, he was killed on orders of the wife because he was maintaining an illicit affair with another woman.

Another witness identified as Jose Ronel Patricio, Jr. of Achila, Ubay said that he was with the group that met at a Mahayag eatery. He also heard what Sabalande told the group. The witness also confirmed that he saw the picture of the liquidation target who turned out to be the male Taray.

The other witness whose statements collaborated that of the two others (Reyes and Patricio, Jr.) was identified as Constancio Olarita y Tinampay alias Tikyano of barangay San Miguel, Dagohoy.

This witness provided additional investigation to CIDG agents that Sabalande told him about other circumstances of the victim’s wife.

He said that Taray’s wife is a sister of Abi Lusica, the incumbent barangay captain of Bagumbayan, Pilar town.

The same witness also said that it was Sabalande who said that it was Taray’s wife who provided the picture and the contract price of P150,000 if Mr. Taray would be executed before or after Christmas day of 2008.

‘Paraiso Sa Akong Mga Damgo’
by Mike Ligalig
(as it appeared in the Bohol Standard's Tumoy Sa Bangaw column)

Dalagang Pilipinhon
ni Carlos P. Garcia

Mga mata mo maoy naghatag
mga bulak, sa akong kitara,
ug sa kasingkasing ko awit sa gugma;
ug kong ang mga mata mong maluming
pagataoban man ugaling sa mga luha
ako intawon Inday sa Birhen manimasin
nga didto dili unta mangatundag
ang akong paglaom ug akong himaya.

Baba mo pula-pula sama sa putot
sa rosas nga maoy pagbuklad,
ug kon ikaw mopahiyom
akong makita ang tinagoang bahandi
sa imong baba;
ang duha ka lumbay sa mga mutya
nga daw ganghaan ngadto sa himaya,
ug kong ikaw mokatawa ug motalidhay
daw among madungog ang buhagay

alang kanimo akong awiton
ang labing matam-is kong kansiyon

sa mangitngit nga dalan sa akong kalag;
ug kong si Adlaw sa kasadpan molundag
ug si Bulan magdumili pagsanag,
kita ko gihapon ang nindot mong larawan
sa bughawng langit sa akong dalindaman...!

Dalagang Pilipinhon,
may lawas kang nindot, bigot ug tigson,
Pagkatam-is ug katahom mo, Babayeng Pilipina...!

Babayeng Pilipinhon, anak sa damdaman ug kahayag,
way batan-on ug bayani di maibog ug mabihag,
ug malipayon nangatagas sa imong tumbanan;
aron lamang pagpamarayeg sa imong kaanyag;
pati ang hinuyohoy, miturok hubog sa gugma,
ug nahisarasay midondon ning mga pulonga:
Pagkatam-is ug katahom mo, Babayeng Pilipina!...

Ug kong ako usa pa ka batong wagas brilyante,
buot kong dugmokon ang akong kaugalingon
sa usa ka libong peraso,
aron tuhogon ug mahimong pendante

“It is not impossible to integrate sustainability into early stages of design. Cradle-to-grave environmental impact analysis methods are rarely used as a metric during product development. In early stages of a project, companies measure feasibility according to money, performance and time metrics. Sustainability is commonly measured at a design cycle’s end on finished products when design features cannot be easily modified for sustainability measures. It is ineffective to apply new design metrics to finished products. Evaluating the 'green-ness' of products is typically done to market the 'greenest' product in a line. This does not address the need to create sustainable products at project onset; thus,
products remain ‘un-green’ and unsustainable.” - Green Design with Life Cycle in Mind, Kimi Ceridon

Folks at the C-level make broad reaching decisions that direct people and departments across the entire organization, while those of us below C-level often have to focus on the few places within the organization where we do have impact, influence and some level of control. Adyos, Mga Kahoy Sa Guindulman
as it appeared in Tumoy Sa Bangaw column
in the Bohol Standard

Hangtud kanus-a.

Senator Benigno “Noynoy” Aquino III finally broke his silence and announced he would join the 2010 presidential race to continue the work of his famed mother, who played a crucial role in overthrowing dictator Ferdinand Marcos.

The announcement came following a highly-publicized spiritual retreat and made on the 40th day of former president Corazon Aquino’s death Wednesday, as the family ended the traditional period of mourning.

“I accept the plea of the people. I accept the advice of my parents. I accept the responsibility to continue the fight for the people. I accept the challenge to lead in this fight. I will run in the coming elections,” Aquino, 49, told a crowd of cheering supporters.

Vowing to fight against corruption that pervades the nation, Senator Aquino said he would be a leader for all sectors of society and not just the rich.

Sponsored golf games and seminars in posh resorts here and abroad for doctors are no longer allowed among drug companies belonging to the Pharmaceutical Healthcare Association of the Philippines as it tried to police its ranks against unethical promotional activities.

PHAP executive director Reiner Gloor said since 2005, three of their more than 50 member-companies have been fined between P100,000 to P300,000 for violation of their self-imposed code of ethical pharmaceutical marketing activities.

Their code of ethics, which came about due to excessive promotional activities by drug companies to get doctors to prescribe their brands, has been revised several times since it was first issued in 1993.

“As of January 2007, there is totally no more (sponsored) golf games,” Gloor said in a roundtable discussion with reporters Monday.

Gloor said they have not expelled any member-company since erring officials readily admit to the infraction and heed the warning or pay the fine.

An ethics committee made up mostly of non-PHAP member officials investigate all complaints and decide on the sanctions which range from fines, notification to their headquarters, publication in newspapers and expulsion as the maximum penalty.

PHAP president Oscar Aragon said their member-companies report on each other if their medical representatives or agents see excesses among their counterparts.

Their code of ethics, however, is not binding on non-PHAP members. There are about 400 pharmaceutical companies in the country and only about 50 belong to PHAP.

Gloor admitted that some unethical promotional activities by drug companies among doctors persist, but he said these may not be PHAP members.

According to Gloor, in 2005 one member was fined P200,000 while the ethics committee investigated 37 complaints.

The following year, another member was fined P100,000 while 13 complaints were investigated. In 2007, eight complaints including one drawn-out investigation that resulted in the maximum fine of P300,000 slapped on a member the next year.

The ethics committee received 21 complaints in 2008, and so far four complaints this year but no fines have been imposed.

Under the PHAP code of ethics, member drug companies are barred from sponsoring seminars and conventions in resort locations such as Boracay, Palawan and Bohol and other leisure locations abroad. Side trips and tours during medical seminars are also not allowed.

Sponsorship of any sports activities such as golf, badminton and bowling is also not allowed under the code.

“One or two cases investigated in 2007 were related to golf,” Gloor admitted.

Under the code of ethics, drug companies can not put doctors under obligation to prescribe their brand in exchange for sponsoring their continuing medical education.

Keko,

You will certainly be noticed because the color of your skin, the color of your hair, the color of your eyes may be different from most of the Filipinos'.

They may stare at you and smile at you but this would mean no harm to you.

In the Philippines, all whites are Americans. So, if you are in a village, people would be waving their hands and saying to you "Hey Joe, Hi Joe, Hello Joe." No surprise. But this won't happen if you live in one of our cities.

Former Panglao Mayor Doloreich Dumaluan has confirmed he is now more convinced that last Tuesday’s attempt on his life was a premeditated murder, adding his assailant could not have acted it without a mastermind.

Dumaluan, surviving what he called an “assassination attempt,” said Teodulo Macalandag, an ex-convict and who is now facing charges of attempted and frustrated murder before the court, had confided with Dumaluan’s wife that someone had ordered him to shoot the former mayor, owner of the Dumaluan Beach Resort in Panglao Island.

Macalandag, however, has not executed an affidavit so he could name names and be more elaborative with his disclosure.

The primary murder suspect made the revelation while he was lying in bed alongside with Dumaluan for treatment of gunshot wound at the Governo Celestino Memorial Hospital last Tuesday.
In an exclusive interview at a Cebu hospital where Dumaluan was treated for a gunshot wound on his left front shoulder, the ex-mayor said he could not think of other reason for Macalandag to shoot him but that the suspect must have been following an order. Based on police records, Macalandag has been convicted of homicide and several cases of robbery.

This statement was further strengthened in Dumaluan’s sworn statement for his complaints of attempted and frustrated murder against Macalandag, Frank Toston, Larry Opada, couple Satish and Jacinta Nair (owner of Grand Luis Lodge in Dauis town), and two John Does.

“Frank Toston, Teodulo Macalandag, Larry Opada, and the two men are all hired and working for Mr. and Mrs. Satash Nair,” said Dumaluan in his affidavit prepared by his counsel, Atty. Aleck Francis “Koykoy” Lim, “noting that they were all armed and strategically stationed and who took action all together on cue from Frank Toston when my back was already turned, are clear indications that they actually planned, conspired, and cooperated to kill me knowing that I would object to what Mr. Nair wanted them to do.”

Last Tuesday’s shooting incident that left Dumaluan wounded and Macalandag too was an offshoot to a confrontation over the suspects’ attempt to erect electrical post in front of the Dumaluan Beach Resort. But according to the former mayor, Macalandag was in no way part of the group of men who were confronted for “pretending to be men from Boheco.”

“Without being provoked”, Dumaluan recalled, “Macalandag shot me as I was about to leave the scene.” Two security guards of Dumaluan’s resort returned fire after Macalandag and Toston continued firing at Dumaluan and his men after the first almost fatal shot.

“While I was already on the ground,” said Dumaluan in his affidavit, “I saw that Mr. Macalandag and Mr. Toston were still firing several shots at my direction and also at Yoyong Dejan and my companions.”

In the same interview, Dumaluan said he is not harboring ill feelings toward his assailant though he said he wanted them to come out in the open and testify against those who planned for his death.
Meanwhile, the mayor had secured a certification from the Bohol Electric Cooperative I (Boheco I) stating that the suspects were not dispatched by Boheco, as alleged by the latter, to erect electrical posts in front of his resort.

The couple Nair had denied involvement in the murder attempt. They are currently on travel abroad but they are expected to appear in court during the preliminary hearing after their names have been implicated in the murder charge.

Nearly four in 10 women buy shoes knowing they do not fit, a poll of 2,000 reveals.

The Society of Chiropodists and Podiatrists found 37% would wear uncomfortable shoes as long as they were fashionable.

And 17% of men admit buying shoes in the wrong size.

Although 80% of the women said they suffered foot problems like corns or ingrowing nails, only four in ten of the men and women surveyed sought help.

Lorraine Jones, from the Society of Chiropodists and Podiatrists, said: "Many of us find it hard to resist a bargain and the latest fashion must-have, but it's important to remember that by buying ill-fitting shoes, you're not only going to end up in discomfort, but you are also putting your health at risk." - BBC

Philippine Daily News / No Suspension for Chavit Singson
September 07, 2009, 05:11:55 PM
By Tess Bedico
People's Journal

Malacañang does not see the need to suspend or ask Deputy National Security Adviser Luis “Chavit” Singson to take a leave of absence amid the charges he is facing.

Deputy Presidential Spokesman Anthony Golez said it is up to Singson to voluntarily offer to take a leave of absence or his immediate superior, National Security Adviser Norberto Gonzales, to decide on his fate.

“This is a domestic problem at may mga investigation na nangyari, may mga report nang na-i-submit ang pinaka importante po sa lahat ay maging cooperative si former governor Chavit Singson at  mukhang cooperative naman po siya,” Golez said.

Singson’s common-law wife Rachel “Che” Tiongson filed a case against the NSA official for beating her up. Singson admitted to the beating because he allegedly found her with her lover in an apartment he is renting for her.

Malacañang had since asked Singson to behave and submit himself to due process of law.  Press Secretary Cerge Remonde earlier said it will depend on the outcome of the investigation if Singson will retain his post in the Cabinet.

Golez meanwhile allayed fears that Singson might use his position in government to or influence the outcome of the investigation.

He also took exception to allegations that President Macapagal-Arroyo cannot afford to lose Singson considering that he was the principal witness in the plunder case against former president Joseph Estrada. He maintained that the case against Singson is a domestic issue and is not in any way connected with Estrada’s conviction for plunder.

Two lawmakers however said Singson should be suspended.

“Dapat isuspinde nila, kasuhan siya administratively at suportahan si Tiongson,” said Akbayan Rep. Ana Theresia Baraquel-Hontiveros.

Gabriela Rep. Luzviminda Ilagan said President Macapagal-Arroyo should not take the issue sitting down.

“Kaalyado nila si Chavit at patriarchial na pag-iisip iyan. Siyempre hindi sila gender sensitive,” she said. With Ryan Ponce Pacpaco

Philippine Provinces / Boat Sinks Off Eastern Samar
September 07, 2009, 04:53:59 PM
The Philippine Coast Guard (PCG) announced Monday the rescue of 15 Filipinos and four Koreans from a Panamanian vessel that sank off Eastern Samar.

The vessel, MV Hera, skippered by Korean Captain Gu Jauk is Panama-registered. It came from Papua Guinea and was en route to Jangiagang, China when it encountered trouble.

Admiral Wilfredo Tamayo, PCG commandant, said the 19 crews composed of 15 Filipinos and four Koreans are all safe and in good condition.

Aboard a lifeboat, the 19 were towed about 8:50 a.m. Monday by F/B Pilano-3 with PCG personnel at the vicinity of barangay Sta Monica, Tubabao Island.

Lieutenant Commander Armand Balilo, PCG spokesman, said the Coast Guard Action Center (CGAC) received at about 8:15 p.m. Sunday a report from the Hong Kong Maritime Coordinating Center requesting for assistance to conduct search and rescue operations to a reported distressed vessel 11 nautical miles east of Hilaban Island, Samar.

Per initial report received, one of the crews was able to call their office in Manila, stating that all of them were able to board a lifeboat.

Immediately, the CGAC directed Coast Guard District Central Eastern Visayas, Coast Guard Station Catbalogan, PCG-BFAR MCS 3003 and PCG-BFAR MCS 3008 to verify veracity of the reported incident.

The PCG issued Notice of Mariners to vessels transiting the area to be on the lookout for said vessel and lifeboat, and to render necessary assistance if sighted.

Coordination was also made with the Philippine Navy and Philippine Air Force units in the area. (PNA)

Philippine Provinces / Pinoy Soldier Kills Fellow Soldiers
September 07, 2009, 04:49:24 PM
The Armed Forces Eastern Mindanao Command (EastMincom) on Sunday ordered its field unit commanders to conduct a thorough investigation on the killing of two Army soldiers and wounding of five other soldiers, including 2 senior officers, by a fellow soldier inside a military camp in Central Mindanao last Friday.

EastMincom chief Lt. Gen. Raymundo Ferrer also ordered Central Mindanao 6th Infantry (Kampilan) Division commander Maj. Gen. Alfredo Cayton to submit a special written report of the 603rd Infantry Brigade about the incident.

Initial investigation said T/Sgt. Policarpio de la Cruz of the 603rd Brigade, while inside Camp Iranum, the Brigade's headquarters in Maguindanao province, suddenly fired his M16 rifle indiscriminately towards the victims at about 4:30 p.m. Friday.

The two fatalities were identified as Sgt. Bernardo de Guzman and Pfc. Christopher Pagatpatan and the wounded as Lt. Col. Aniceto Vicente, Maj. Fe Rea, 2nd Lt. Grace Sumlabang, Sgt. Ronaldo Sarazza and Cpl. Dennis Bergante, all under of 603rd Brigade.

Initial report said the victims were caught by surprise.

Col. Jonathan Ponce, 6th Division spokesman, quoting some statement of other soldiers in the 603rd Brigade command post, said that they noticed T/Sgt. Dela Cruz showing abnormal behavior before the incident took place.

It was not clear how Dela Cruz was subdued by responding fellow soldiers but reports had it that the suspect was placed under medical treatment at nearby hospital of the Brigade.-RMA/MUC/jsd

The city’s anti-smoking ordinance has impressed the members of the Thailand’s Action on Smoking and Health Foundation during their recent visit in the city.

The group led by its executive secretary, Professor Prakit Vathesogkit, had a dialogue with the Anti-Smoking Task Force of Davao City to see if there are gaps in the implementation of the ordinance against smoking.

“We wanted to observe how Davao City government acts on the smoke-free campaign,” Vathesogkit said, saying that Thailand passed the smoke-free law in 1992.

“We hope we could gain a lesson after the study,” Vathesogkit said.

Thailand is the second country to visit the city to study its implementation of the smoking ordinance, Vietnam was the first.

In the meeting with local officials with co-chair of the task force, Dr. Domilyn C. Villareiz, told the visitors that the police had apprehended 690 violators from January until July this year and 1,800 violators last year.

The task force, chaired by Mayor Rodrigo Duterte, was created by Executive Order 26 after the Comprehensive Anti-Smoking Ordinance of Davao City took effect in 2002.

“As of two weeks ago, the police had recently apprehended more than 50 violators and most of them pleaded guilty. However, we would not do physical apprehension as we would not embarrass the offenders,” said Marvin Melodias, a member of the task force.

“We just book them and file them directly to the Regional Trial Court,” he said.

He said authorities conduct periodic and random inspections and another 300 traffic enforcers will be deputized in order to help enforce the ordinance.

The official also noticed a shift in the manner businesses follow the ordinance as more smoke-free establishments have emerged from the previous smoke-regulated ones.

However, he admitted the tobacco industries are still devising strategies to sell more cigarettes by recruiting beautiful women.

After the presentations, the visitors were impressed by the efficiency of implementation of the ordinance.

“I see that the enforcers here are stronger than the enforcers in Thailand,” Vathesogkit said. (PNA)

Love Talk / A Woman's Interest in Theology
September 07, 2009, 02:05:56 PM
Our Daily Bread

When looking for a new car, potential buyers look at more than the exterior styling. They check out the inner workings that make it run smoothly and efficiently.

When choosing a spouse, however, some are not so careful. They discover too late that a beautiful body is camouflaging a defective mind and soul. Men and women both make this mistake, but author Carolyn Custis James was specifically concerned about men when she wrote: “[A] woman’s interest in theology ought to be the first thing to catch a man’s eye. . . . [Her] theology suddenly matters when a man is facing a crisis and she is the only one around to offer encouragement.”

Solomon should have known this. He was, after all, the wisest man who ever lived (1 Kings 3:12; 4:29-34). But Solomon followed his own desires rather than God’s command and married women whose allegiance was not to God (11:1-2). The results were disastrous. Solomon’s wives turned his heart toward other gods (vv.3-4), and God became angry with him (v.9). The kingdom of Israel was eventually divided and defeated (vv.11-13).

Good theology is important for everyone. And it is difficult to make good decisions if our allegiance is to someone who does not know and love God.  â€" Julie Ackerman Link

Obituary / Grieving For a Friend
September 07, 2009, 01:57:21 PM
Our Daily Bread

As a pastor, I was often asked to lead funeral services. Typically, the funeral director would give me a 3 x 5 index card with all the particulars about the deceased so I would be informed about him or her. I never got used to that, however. As practical and necessary as it may have been, it seemed a bit trite to take a person’s earthly sojourn and reduce it to an index card. Life is too big for that.

After David received news of Jonathan’s death, he spent time recalling the life of his friendâ€"even writing a lament that others could sing as a way to respect Jonathan (2 Sam. 1:17-27). David recalled his friend’s courage and skill, and he spoke of the grief that caused him to lament deeply. He honored a rich, pleasant, heroic life. For David, it was an intense time of mourning and remembrance.

When we grieve for a loved one, it is vital to recall the cherished details and shared experiences of our lives together. Those memories flood our hearts with far more thoughts than an index card can hold. The day that grief visits our hearts is not a time for short summaries and quick snapshots of our loved one’s life. It is a time to remember deeply, giving God thanks for the details, the stories, and the impact of an entire life. It’s time to pause, reflect, and honor.  â€" Bill Crowder

Inspiration & Hope / Why Did Jesus Fold the Napkin?
September 07, 2009, 01:27:37 PM
(a forwarded email)
Why Did Jesus Fold the Napkin?

John 20:7 reads v. 6: Then Simon Peter came, following him, and went into the tomb; and he saw the linen cloths lying there, v.7 and the cloth that had been around His head, not lying with the linen cloths, but folded together in a place by itself."

This is one I can honestly say I have never seen circulating in the emails so; I'll start it, if it touches you and you may wish to forward it.

Why did Jesus fold the linen burial cloth after His resurrection? I never noticed this....

The Gospel of John (20:7) tells us that the napkin, which was placed over the face of Jesus, was not just thrown aside like the grave clothes.

The Bible takes an entire verse to tell us that the napkin was neatly folded, and was placed at the head of that stony coffin.

Early Sunday morning, while it was still dark, Mary Magdalene came to the tomb and found that the stone had been rolled away from the entrance.

She ran and found Simon Peter and the other disciple, the one whom Jesus loved. She said, 'They have taken the Lord's body out of the tomb, and I don't know where they have put him!'

Peter and the other disciple ran to the tomb to see. The other disciple outran Peter and got there first. He stooped and looked in and saw the linen cloth lying there, but he didn't go in.

Then Simon Peter arrived and went inside. He also noticed the linen wrappings lying there, while the cloth that had covered Jesus' head was folded up and lying to the side.

Was that important? Absolutely!

Is it really significant? Yes!

In order to understand the significance of the folded napkin, you have to understand a little bit about Hebrew tradition of that day. The folded napkin had to do with the Master and Servant, and every
Jewish boy knew this tradition.

When the servant set the dinner table for the master, he made sure that it was exactly the way the master wanted it.

The table was furnished perfectly, and then the servant would wait, just out of sight, until the master had finished eating, and the servant would not dare touch that table, until the master was finished.

Now if the master were done eating, he would rise from the table, wipe his fingers, his mouth, and clean his beard, and would wad up that napkin and toss it onto the table.

The servant would then know to clear the table. For in those days, the wadded napkin meant, 'I'm done'.

But if the master got up from the table, and folded his napkin, and laid it beside his plate, the servant would not dare touch the table,
because...

The folded napkin meant,   'I'm coming back!'

Our Lord Jesus is Coming Back SOON!! Be watchful;  be READY! blessed is the servant who is waiting when the Lord returns,  for His reward is with Him...

A new species of giant rat has been discovered deep in the jungle of Papua New Guinea.

The rat, which has no fear of humans, measures 82cm long, placing it among the largest species of rat known anywhere in the world.

The creature, which has not yet been formally described, was discovered by an expedition team filming the BBC programme Lost Land of the Volcano.

It is one of a number of exotic animals found by the expedition team.

Like the other exotic species, the rat is believed to live within the Mount Bosavi crater, and nowhere else.

"This is one of the world's largest rats. It is a true rat, the same kind you find in the city sewers," says Dr Kristofer Helgen, a mammalogist based at the Smithsonian National Museum of Natural History who accompanied the BBC expedition team. - bbc

An organizational consultant in New York says that his graduate students typically recall only 5 percent of the main ideas in a presentation of graphs and charts, while they generally remember half of the stories told in the same presentation. There is a growing consensus among communication experts about the power of the personal touch in relating an experience. While facts and figures often put listeners to sleep, an illustration from real life can motivate them to action. Author Annette Simmons says, “The missing ingredient in most failed communication is humanity.”

Mark 5:1-20 gives the dramatic account of Jesus setting a violent, self-destructive man free from the powerful demons that possessed him. When the restored man begged to stay with Jesus as He traveled, the Lord told him, “?‘Go home to your friends, and tell them what great things the Lord has done for you, and how He has had compassion on you.’ And he departed and began to proclaim in Decapolis all that Jesus had done for him; and all marveled” (vv.19-20).

Knowledge and eloquence are often overrated in the process of communicating the good news of Jesus Christ. Never underestimate the power of what God has done for you, and don’t be afraid to tell your story to others.  â€" David C. McCasland, Our Daily Bread

Move over electric cars, bamboo cars are the next eco-friendly transport.

A farming town has started to assemble cars using bamboo and other indigenous materials in pursuit of the green agenda. It has also fabricated equipment for waste recycling.

Tabontabon, a fifth-class municipality of over 10,000 people and situated 30 kilometers south of Tacloban City, began the environment-friendly projects on the initiative of its mayor, Dr. Rustico Balderian.

Balderian, 53, a physician serving his first term as mayor, recalls that the car assembly venture arose from the town’s need for an alternative means of transportation.

Jeepneys seldom ply the route because it takes hours for the vehicles to fill up with passengers. The main mode of transport is the motorcycle, locally known as habal-habal which, according to the mayor, is prone to accidents.

To solve the problem, Balderian says he looked around for a form of transport that can compete with the habal-habal, jeepney and multicab in terms of cost and efficiency. With the help of residents and out-of-school youths, he experimented with a three-wheeler and a car with a one-cylinder engine.

The mangoes in Guimaras province can still be saved from the ill-effect of climate change, the Bureau of Agricultural Statistics of the Department of Agriculture (BAS-DA)said.

Dr. Romeo Recide, BAS-DA director, said the Guimaras mangoes could still be saved in cooperation with experts, the Guimaras provincial government and the stakeholders involved in the mango production.

The National Mango Research and Development Center (NMRDC) based in Guimaras Island, in an earlier report, said that the climate change, or the erratic weather pattern, caused the decline of mango production in the island province.

Recide said that producers should be sensitive in weather forecasting so as to mitigate the climate change in Guimaras.

He said that producers could control the time for spraying to induce flowering to make mango production more productive.

Producers could also adopt some innovations on how to protect mango trees from the impact of strong winds and other adverse weather conditions, he said.

"The foundation of the mango tree unfortunately is weak. Some of the stakeholders in the mango production in Guimaras have already adapted some innovations to withstand strong winds sometimes being felt in the island province," he said.

The Guimaras mango is being considered as the sweetest mango in the world. (PNA) RMA/ajp/JNAguirre/vlo

The Malaysian capital, ranked fourth last year, finished behind Hong Kong which remained the top city for business, followed by Singapore, while Bangkok, the "City of Angels", dropped one rung to fourth.

SmartTravelAsia.com, the region's dedicated online travel magazine with over one million readers worldwide, said the category took in perceptions and actual experiences of business travelers in dealing with a range of factors like efficiency of transport and general services, signposting, hotels, airport and so on.

Malaysia's low cost carrier AirAsia was voted the Best Budget Airline in Asia for the fourth consecutive year, polling 38 percent of the votes while Jetstar Asia and Singapore-based Tiger Airways came in second and third, respectively.

The 12-category poll ran for three key months, May to July, said SmartTravelAsia.com, adding that on the average, voters took 12.84 air trips over the past 12 months, and earned US$ 170,401 in household income.

About 60 percent were based in Asia, largely in Singapore, Australia, Hong Kong, India, China, Japan, Malaysia, Thailand, the Philippines and the Middle East, while 20 percent in Europe and the rest in United States and North America.

In the Best Airlines Worldwide 2009 category, Singapore Airlines grabbed the top spot, as well as topping the Best Business Class and Best Cabin Service categories.

Cathay Pacific Airways and Thai Airways International came in second and third, respectively, while Malaysia Airlines came in eighth.

Eighty-eight passengers and crew members remain missing after a passenger ship carrying more than 800 people on its way to General Santos City sank off the seas of Sirawai in Zamboanga Del Norte early Sunday.

The captain of the ill-fated passenger cargo ship SuperFerry 9, Jose Yap, has been rescued, Defense Secretary Gilberto Teodoro, Jr. said during a press briefing at the National Disaster Coordinating Council headquarters Sunday.

Teodoro said three fatalities have been confirmed when SuperFerry 9 six miles off the coast of Siocon, Zamboanga City.

Earlier, from Zamboanga City, Western Mindanao Command chief Major General Ben Dolorfino said that as of 10:15 a.m. Sunday, four dead bodies have been recovered and a total of 759 have been rescued. He said SuperFerry 9 sank at around 9 a.m.

SuperFerry 9, which was bound for Iloilo, left the port of General Santos at 8:45 a.m. Saturday. Between 3 a.m. and 4 a.m. Sunday, a distress signal was received from Yap saying that their vessel was listing on the starboard (right) side, Teodoro said.

A total of 847 passengers and 112 crew members were on board the ship, the defense chief said.

He said the Coast Guard, the Navy, local government agencies in Zamboanga, and even local fishermen are helping in the search and rescue operations.

In the same press briefing, Coast Guard Vice Commander for Operations Vice Admiral Ramon Liwag said Coast Guard Commandant Admiral Wilfredo Tamayo has ordered the reconstitution of the Board of Marine Inquiry, a standard action in such accidents.

The board is tasked to investigate and determine the cause of maritime accidents and give appropriate recommendations to prevent similar incidents.

Asked what caused the ship to sink, Teodoro said authorities have no idea yet.

"We don't have any. We cannot say with any certainty until the BMI has come out with its findings as to the proximate and probable cause of the accident," the defense chief said.

No hazardous material content has been declared to be onboard the vessel, he added.
In an earlier interview over the radio, Teodoro, who is also the civil defense chief of the country, said authorities have reports of two fatalities, including one child.

Tropical storm Dujuan, off the Philippines' northeast coast, has heightened the seasonal southwest monsoon winds, bringing rough weather across the country, according to the weather bureau here.

Yes, Bed, kadtong mga bantugang akasya nga probably more than 70 years old na to.

I don't know unsay nakaon sa mga opisyal sa lungsod nga gipamutol man.

You remember those ancient lofty trees? Hulat pa ta ug 100 years before makakita ug ing-adto nga kahoy.

According to an interview, his coach Freddie Roach is already annoyed with Manny's apparent lack of interest in preparing for the fight.

Basin pud ba kaha kining pagdugaydugay ni Manny nga mo-train part sa gimmick aron kung mapildi siya, he has something to blame.

The piece, in Sydney's Daily Telegraph, was headlined "smokes and fatty foods the fitness regime for Rusty".

The Gladiator star then called the paper to challenge Annette Sharp to a 12-mile (19.3km) race through the city.

Video of the early morning duel showed Crowe speeding along with Ms Sharp struggling to keep up.

Showbiz & Celebrity / Michael Jackson's Funeral
September 04, 2009, 08:26:58 PM
Friends and family of Michael Jackson have paid their last respects to the singer known as the King of Pop at a funeral ceremony outside Los Angeles.

Dame Elizabeth Taylor, actor Macaulay Culkin and music producer Quincy Jones were among the 200 invited guests.

Gladys Knight sang at the service while civil rights campaigner the Reverend Al Sharpton was one of the speakers.

The ceremony was due to begin at 0200 GMT at Glendale's Forest Lawn Memorial Park but began more than an hour late.

The delay was caused by the late arrival of the singer's family, who eventually arrived in a motorcade of 31 vehicles.

Jackson's brothers - Randy, Jackie, Tito, Jermaine and Marlon - acted as pallbearers as his gold-plated coffin was removed from a hearse.

All were dressed identically in black suits, with each wearing a solitary white glove - a fashion statement made famous by their legendary sibling. - bbc news

Arctic temperatures are now higher than at any time in the last 2,000 years, research reveals.

Changes to the Earth's orbit drove centuries of cooling, but temperatures rose fast in the last 100 years as human greenhouse gas emissions rose.

Scientists took evidence from ice cores, tree rings and lake sediments.

Writing in the journal Science, they say this confirms that the Arctic is very sensitive both to changes in solar heating and to greenhouse warming.

The 23 sites sampled were good enough to provide a decade-by-decade picture of temperatures across the region. - bbc news

I'd like to clarify with the quoted statement. To be shot and killed has nothing to do with a person's character. Many good men had been murdered. Ninoy Aquino Jr. was one. Abraham Lincoln and John F. Kennedy Jr. were assassinated, and the two leaders have been considered the greatest presidents America ever has.

This event will negate to the  efforts by all sector in promoting Panglao as a tourist haven, now that the first blood has been drawn, just hope that there will be none anymore but the natural tendency of "vengeance" is not a distant possibility. A sad episode to all Panglaonons and of Bohol.

Other tourist spots saw worse incidents like this news (yet, millions of tourists flock to Thailand):

PHUKET, Thailand (8 May 2009) â€" A Swiss woman was found dead on a beach in Krabi where she may have been strangled and robbed.

Edith Jungen, believed to be in her 30s, was found in shallow water on Noppharat Beach in Tambon Ao Nang in Krabi's Muang district.

According to unconfirmed reports, Jungen was found with the strap of her handbag tied around her neck as if she had been strangled to death.

Police said the victim checked in to the Andaman Sunset Hotel on Tuesday and checked out a day later.

Her body was found near the hotel. - http://www.cdnn.info/news/travel/t090508b.html

Sunday Post

Reports of illegal cutting of mangroves in South-East Asia’s largest man-made plantation bordering Banacon Island in Getafe last week spurred investigation initiated by the Provincial Board, in coordination with the Provincial Environment and Natural Resources Office (PENRO)

Almost simultaneous to the burst of reports on illegal activities endangering the thick Banacon mangroves, a similar illegal activity reportedly started clearing the age-old mangroves along the swampy area of barangay Songculan, Dauis town.

Authorities are now investigating the incidents.

According to Vice-Governor Julius Caesar Herrera, the Provincial Board had already referred the reported mangrove harvesting in Banacon island to the PB Committee on Environmental Protection chaired by PB Member Alfonso Damalerio II.

This was upon the move of PB Member Ma. Fe. Camacho-Lejos, who is from Getafe.

“Sad to say that there is a lot of illegal cutting that has been done,” Lejos lamented.

Quoting the Cebu-based The Freeman Newspaper, the first to break the news, Lejos added that “if this problem could not be resolved, the mangroves will be gone by 2016 or seven years from now.”

As this developed, PENRO Canda said that initially, DENR has caught an alleged perpetrator- -a certain “Sewic” Torreon, on the act of cutting the mangroves.

He is now subjected to further investigation.

That was all that Canda stated in his report Governor Erico Aumentado, dated August 24, 2009.

Lejos, who chairs the peace and order committee, said there’s a need to look into this to prevent further destruction of this rich resource before they “will be totally gone.”

Among the actions taken by the DENR, Canda said, included site visit in Banacon Island on August 20 and holding a meeting with the Protected Area Management Board (PAMB) on August 19 at the municipal hall of Getafe.

On August 21, PENRO and the Community environment and natural resources office (CENRO) based in Talibon formed a task force of PAMB and subsequently conducted site investigation and dialogue with the barangay officials of Banacon, Canda said.

The People’s Organization in Banacon “committed to rehabilitate the damage area and agreed to reorganize the PO,” he said.

PENRO and CENRO initially conducted a preliminary hearing and invited Torreon to air his side. But the results have yet to be released to the media.

Canda said that the 380 families residing in Banacon islet, which has an area of 15 hectares (dry land), are dependent on mangroves “for firewood poles for repair and construction of dwellings and fish corals or “bunsod” and lately stakes as anchors for the monolines of seaweeds plantation.”

The islet was placed under the Community Tree Farm (CIF) program of the DENR before it became a component of the National Integrated Protected Area System (NIPAS).

“In 1991, Republic Act 7161 was enacted banning cutting of mangroves species regardless whether natural growth or plantations. With the passage of the said law, many of the farmers sold their plantations to Chinese businessmen from Cebu and few residents of the island. Other farmers did not sell their planted bacauans but rather cut it and utilize for family use. Selective cutting as among the silvi-cultural treatment is traditionally practiced by the farmers,” said Canda.

After that, and sometime in 2004, a PO was organized dubbed Banacon Fisherfolk and Mangrove Planters Association (BFMPA). The Community-based Forest Management Agreement (CBFMA) was awarded to the association “as tenurial instrument for their established mangrove plantations,” Canda said.

Meanwhile, barangay Songculan, Dauis town, was jolted when a report reaching the airlanes last week bared that big mangrove trees were cut by hand saw. Barangay kagawad Alan Mangmang reported it to the radio and immediately police officers and DENR officials, including Tagbilaran-based CENRO Eusalem Quiwag and company and media rushed to the scene.

They saw some mangroves trunks already cut by still unidentified perpetrators. The incident is now under investigation as to the motive of the illegal cutting. (RVO)

Korea Eximbank’s EDCF checks Cebu-Bohol bridge anchor sites
By Angeline Valencia

The Economic Development Cooperation Fund (EDCF) of the Korea Export-Import Bank (Eximbank) will be sending a technical team to further assess the anchor sites of the Bohol-Cebu Multi-access Friendship Bridge in prelude to the conduct of the feasibility study and advanced detailed engineering design that it will be funding.

EDCF Country Representative Man Hwan Park was here on Monday to personally check the Getafe point of the proposed “superbridge”. The next day, he went to Cordova to also check the Cebu side.

Based on the presentation by Engineer Gregorio Sayson of the Second Engineering District, the bridge will measure 17.25 kilometers and will reach 22 kilometers including the viaduct.

It will pass through the Olango and Hilutongan channels where international vessels pass en route to Cebu.

The technical team will be cruising through the length of seawaters from the Getafe side to Cordova side.

Having to pass the two channels, the project will involve the construction of suspension bridges.

In his initial estimate, Park said it will cost US$500 million.

In initial plans, it shall be implemented through a build-operate-transfer (BOT) scheme.

Project Manager Yung Qu Park of Hanjin Heavy Industries and Construction Co., Ltd escorted Man Hwan Park, together with the provincial government team.

Getafe Mayor Tessie Camacho assured the EDCF director that an area of 100 hectares is ready for future expansion of the anchor site in Poblacion pier zone. Then they checked the Corte Baud point.

From there, Vice-Mayor Cary Camacho toured Governor Erico Aumentado, Park of Hanjin and Park of EDCF, on board a speedboat, along the coast of the anchor site towards barangay Bagacay, in Talibon where the team of Mayor Juanario Item and Kagawad Gershon Dulang welcomed them.

The multi-access friendship bridge has been packaged with the multi-industrial cluster included in the bilateral agreement that President Gloria Macapagal-Arroyo signed with South Korea.

Aside from technically connecting Bohol and Cebu, the project has also been eyed to bridge all the opportunities of the two provinces and possibilities in all aspects of development.

It shall also be through the bridge that the planned power supply from the Visayas grid be coursed through from Cebu to Bohol and the possible water supply from Bohol to Cebu.

In Talibon, Aumentado and Item’s team showed to Park, the site of the eyed 100-hectare special economic zone where the US$100-million bio-ethanol plant of Korean government’s Biolsystems, Inc. will be constructed, occupying 60 hectares of it.

The municipal government of Talibon is now in the process of completing the paper works and the special economic zone has been eyed to be launched by end of this year.

From Talibon, they proceeded to Mabini, through Ubay, then to Candijay and Panglao, passing through the roads included in the eyed Bohol Circumferential Road Improvement Project Phase 3 (BCRIP 3).

In his trip to Seoul, Korea earlier, Aumentado continued negotiations with KOICA for the implementation of the Bohol Irrigation Project Stage 3 (BHIP 3) and BCRIP 3.

KOICA funded the feasibility study of BHIP 3 through a US$1-million grant from EDCF.

The governor now wants it implemented together with BCRIP 3 through Official Development Assistance (ODA).

BHIP 3 involves raising the height of Malinao Dam in Pilar by at least two meters to double its reservoir’s capacity, thereby increasing its service area.

BCRIP 3, on the other hand, covers concreting of 93.52 kilometers out of 125.4 kms. of road and the rehabilitation and improvement of seven out of 13 bridges totaling 75.7 lineal meters which would cost P1.4537 billion.

BCRIP 3 includes Panglao Island Coastal Circumferential Road broken down into the Dauis-Biking-Panglao Section of 22.9 kms. and the Dauis-Tangnan-Panglao Section of 14.2 kms. for a total of 37.1 kms.; the Guindulman-Anda-Candijay (GAC) Coastal Circumferential Road of 35 kms.; the Candijay-Mabini-Ubay (CMU) Coastal Circumferential Road of 39.9 kms.; the Tagbilaran City Diversion Road of 6.99 kms. average and the Baclayon Bypass Road of 6.25 kms.

LAMP-2 distributes land titles in Jagna
By Gregorio A. Tavera

A remarkably fine job for the newly-created Systematic Adjudication Field Office (SAFO)-2 here, the total of 131 land titles recently distributed to lot owners on August 28 at Jagna gymnasium already posted a considerable slash in the inventory of 9,000 untitled lots in the town.

The ceremonies were ushered in by a blessing of the SAFO at barangay Can-upao, followed by a motorcade from the office to the coastal barangays of Can-uba to Naatang and down to the gymnasium where a short program was held.

Vice-Mayor Teofisto Pagar Sr. welcomed all the guests and beneficiaries of the project.

PENRO and Forester Nestor Canda extolled the efforts of the LGU-Jagna for its keen interest on administration and management process.

“Now comes the day of the fulfillment of your dreams that we have distributed the peoples’ land titles. This commendable job of the LGU and LAMP helped lessen the 9,000 lots in Jagna which remained untitled,” Canda said.

Mayor Exuperio Lloren, for his part, emphasized the importance of the document as assurance of land tenure of the recipients.

“In my initial term of office, I first looked into the profile of the land ownership situation of the townspeople based on the comprehensive Municipal Development Plan (MDP). From there, we in the LGU have strived hard that this situation be improved. Thanks to the support of the Sangguniang Bayan headed by Vice-Mayor Pagar and to Governor Erico Aumentado that this town be in the priority list of LAMP, hence SAFO is now here,” Mayor Lloren said.

Vice Governor Julius Caesar Herrera, in his message, praised the advocacy of the town executive on land security of the people.

“With the land you have now legally owned, you must not only take good care of it but make use of it by planting something productive to help alleviate the food sustainability of your family. By so doing we are also greening our environment and likewise making Bohol green”, Vice Governor Herrera said.

Provincial Administrator Atty. Tomas Abapo who represented the governor explained in his message the difference between land owner and a land possessor as he congratulated the new land owners of Jagna.

Aside from the distribution of the land titles, the activity was also highlighted by the signing of the Memorandum of Partnership Agreement (MOPA) between the Local Government Unit of Jagna and LAMP-2 of the Department of the Environment and Natural Resources (DENR).

It can be recalled that the opening of the LAMP 2, SAFO was also opened with Engr. Eleonore Samson as Systematic Adjudicator (SA) team leader. This was the start of the preliminary activities.

With a time frame of 45-60 days to facilitate the pertinent papers, the SAFO was able to release approved land titles for the land owners of barangas Can-uba, Ipil, Nausok, Naatang and Tubod Mar.
