Theft, robbery top crimes in Bohol

March 31, 2013 10:41 am

TAGBILARAN CITY, Bohol, March 30 â€" Theft and robbery cases consistently topped the crime statistics in the city prompting the authorities to call for a multi-sectoral approach to maintain peace and order in the province.

In just a month, the Bohol Police Provincial Office (BPPO) recorded a crime volume of 177 of which 51.4 percent or 51 incidents were theft.

The higher incidence of theft and robbery compared to other crimes like in the nationwide trend had been linked to social problems (like poverty and drugs), which are now given attention by the different government agencies.

The total crime volume, however, was lower than the 272 recorded in the same period last year.

Theft, which also topped last year’s crime statistics, reached 139 in February last year; followed by robbery with 49 incidents but dropped to 36 incidents in the same period this year or 36.28 percent of the total volume.

Cases of physical injuries also dropped to 16 or 16.13 percent as against the 21 recorded in February last year.

Fourth on the list of crimes, carnapping increased to 10 cases this year from eight cases recorded last year of an appreciation of 10.8 percent to the total crime volume.

Homicide also increased from seven incidents in February last year to nine at the same period this year.

Murder, on the 6th spot, decreased from six incidents in February last year to five this time.

Index crimes decreased from 235 in February 2012 to 127 this year; while non-index crimes increased from 37 to 50 incidents.

In behalf of Police Provincial Director Constantino Barot Jr., Police Chief Inspector George Cañaâ€"operations division chief of BPPOâ€"reported this to the Provincial Peace and Order Council (PPOC) meeting on March 13 in the town of Trinidad.

Caña attributed the 35-percent reduction in the crime volume to the Comelec checkpoints jointly undertaken with the local police and increased police visibility in time of the upcoming elections.

However, Caña noted the consistent increase of non-index crimes from 29 cases in December last year to 34 in January and 50 in February.

Governor Edgar Chatto and Barot had earlier explained that increase of index crimes indicated more proactive accomplishment wherein the cops go out of the police station and pursue criminals before crimes happen.

In the drive against illegal drugs in February, the police conducted two operations which resulted to the arrest of two suspects and filing of two cases in court. During the operations, authorities confiscated a total of one gram of shabu and other illegal drug paraphernalia.

In the campaign against private armed groups and loose firearms, the BPPO reported 36 operations conducted last month resulting to the arrest of 11 persons and filing of nine cases in court. In the operations, authorities seized a total of 41 firearmsâ€"23 high-powered and 18 low-powered.

The accomplishment included the arrest of two armed men in Barangay Alegria, Catigbian who were among the six suspects in the bombing of the tower base of NGCP in the past year.

Also in the month of February, the police served 31 warrants of arrest where seven of them voluntarily surrendered.

The police also considered among the top accomplishment, the re-arrest of Exequiel Aniscalâ€"an escapee of Bohol District Jailâ€"in an operation in Misamis Oriental.(PNA)

Seares: Some popes whose ring you would not kiss

Sun.Star Network Online - Your Source of Philippine Community News
Atty. Pachico A. Seares

“Authoritative as a pope may be by his office, he is not impeccable as a man--he can sin, as can all humans.”

-- Garry Wills, “Papal Sin: Structures of Deceit”

MANY Catholics, mostly the young, have taken for granted that all popes were molded like John Paul II, Benedict XVI, or Francis.

John Paul (1978 to 2005) was “moral voice of our time.” Benedict (2005 to 2013) was “courageous prophet of peace.” And Pope Francis has embraced tenets of poverty and
simplicity.a

Not all past popes were poster guys of virtue and good deeds.

Pope Julius II had syphilis, threw orgies, and sired a child with his sister. Alex VI held a “Joust of the Whores” in which 50 women sat and naked at his dinner table. A number of popes were known for corruption, extravagance, child abuse, incest, rape, adultery, or homosexuality (one slept with a male ambassador to the Vatican).

Those were the times:

--When power and wealth of the church rested on one man, with no stiff rules to choose Christ’s vicar or how he’d govern.

--When church members had no means of redress and were cowed by threat of hell.

--When church power encroached on government, with no force outside Vatican to temper its might: intimidated press and awed lay groups; no leaks and no pesky social media to shake the pope.

Good fortune

Most young Catholics aren’t aware of past excesses. Catechism classes didn’t include Vatican scandals.

Reading about past papal sins, younger Catholics should appreciate their fortune and blessing in having Pope Francis as church leader.

Priests violating secrecy of confessions â€" Lagman

By Jess Diaz (The Philippine Star) | Updated March 18, 2013 -

MANILA, Philippines - Some Catholic priests are violating the secrecy of confessions if the claim of a Catholic Bishops’ Conference of the Philippines (CBCP) official is true, Albay Rep. Edcel Lagman said yesterday.

Lagman, one of the authors of the Reproductive Health (RH) Law, was commenting on the statement of CBCP executive secretary Fr. Melvin Castro that “many priests had noticed a general trend among young Catholics to seek forgiveness through confession for using artificial contraceptives.”

“Thanks, but no thanks for attributing to my RH advocacy the ‘general trend’ of young people confessing their ‘sin’ of using artificial contraceptives after they had been supposedly ‘reawakened’ by the Church hierarchy’s opposition to the RH bill,” the Albay congressman said.

He said if Castro’s statement is true, this means that some priests are “violating the sacramental seal of confession” to revive a “lost campaign” against the RH bill, which is now Republic Act No. 10354.

“This revelation of penitents’ confessions is a blatant violation of the centuries-old Church injunction for confessors not to betray or disclose both the subject of the confession and the identity of the penitents,” he said.

“Even the Rules of Court of the Philippines (Rule 130 Section 24, paragraph D) considers the penitent’s confession as an absolute privileged communication,” he said.
Headlines ( Article MRec ), pagematch: 1, sectionmatch: 1

“The sacramental seal is inviolable. The maximum penalty for its violation is excommunication according to Canon Law,” Lagman said.

He pointed out that if the unnamed priests quoted by Castro deny his statement, then the CBCP executive secretary “is again engaging in malevolent propaganda to further demonize the RH Law.”

“It must be underscored that the overwhelming majority of Catholics, as documented in repeated national surveys, favored the enactment of the RH Law, which includes contraception by choice,” he said.

Some Church leaders have used the ongoing election campaign to attack RH Law authors among senatorial candidates from both the administration and the opposition.

Pope: Gay choices destroy human 'essence,' threaten world peace

VATICAN CITY â€" The pope pressed his opposition to gay marriage Friday, denouncing what he described as people manipulating their God-given identities to suit their sexual choices â€" and destroying the very "essence of the human creature" in the process.

Benedict XVI made the comments in his annual Christmas address to the Vatican bureaucracy, one of his most important speeches of the year. He dedicated it this year to promoting traditional family values in the face of vocal campaigns in France, the United States, Britain and elsewhere to legalize same-sex marriage.

In his remarks, Benedict quoted the chief rabbi of France Gilles Bernheim, in saying the campaign for granting gays the right to marry and adopt children was an "attack" on the traditional family made up of a father, mother and children.

"People dispute the idea that they have a nature, given to them by their bodily identity, that serves as a defining element of the human being," he said. "They deny their nature and decide that it is not something previously given to them, but that they make it for themselves.

"The manipulation of nature, which we deplore today where our environment is concerned, now becomes man's fundamental choice where he himself is concerned," he said.

It was the second time in a week that Benedict has taken on the question of gay marriage, which is dividing France and scored big electoral wins in the United States last month. In his recently released annual peace message, Benedict said gay marriage, like abortion and euthanasia, was a threat to world peace.

After the peace message was released last week, gay activists staged a small protest in St. Peter's Square.

Church teaching holds that homosexual acts are "intrinsically disordered," though it stresses that gays should be treated with compassion and dignity. As pope and as head of the Vatican's orthodoxy watchdog before that, Benedict has been a strong enforcer of that teaching. One of the first major documents released during his pontificate said men with "deep-seated" homosexual tendencies shouldn't be ordained priests.

For the Vatican, though, the gay marriage issue goes beyond questions of homosexuality, threatening what the church considers to be the bedrock of society: a family based on a man, woman and their children.

In his speech, the pope cited Bernheim as lamenting how a new "philosophy of sexuality" has taken hold, whereby sex and gender are "no longer a given element of nature that man has to accept and personally make sense of: it is a social role that we choose for ourselves, while in the past it was chosen for us by society."

He said God had created man and woman as a specific "duality" â€" "an essential aspect of what being human is all about."

Now, though, "man and woman as created realities, as the nature of the human being, no longer exist. Man calls his own nature into question. From now on he is merely spirit and will."

The Vatican's opposition to gay marriage has been falling largely on deaf ears. The largely Roman Catholic Spain legalized same-sex marriage under then-Socialist leader Jose Luis Rodriguez Zapatero. Three U.S. states approved same-sex marriage by popular vote in November elections. Earlier this month, the British government announced it will introduce a bill next year legalizing gay marriage, though it would ban the Church of England from conducting same-sex ceremonies.

In France, President Francois Hollande has said he would enact his "marriage for everyone" plan within a year of taking office last May. The text will go to Parliament next month. But the country has been divided by vocal opposition from religious leaders, Bernheim prime among them, as well as some politicians and parts of rural France.

The Socialist government's plan also envisions legalizing same-sex adoptions. Benedict quoted Bernheim as denouncing the plan, saying that it would mean a child would essentially be considered an object people have a right to obtain.

"When freedom to be creative becomes the freedom to create oneself, then necessarily the Maker himself is denied and ultimately man too is stripped of his dignity as a creature of God," Benedict said.
