Lack of resources takes its toll on Philippine maritime protection, officials admitted, after a Chinese vessel got stuck on Tubbataha Reef late Monday.

Both the rangers of the Tubbataha Management Office (TMO) and maritime law enforcement agencies were unable to detect the Chinese vessel before it ran aground the protected marine park.

The TMO radar was turned off when the fishing vessel hit Tubbataha barely a mile away from the rangers' station, its head Angelique Songco said.

"We switch on our radar every three hours... Sometimes it's between those three hours that our rangers are blind," state-run Philippine News Agency quoted Songco as saying.

"We do not have the resources to keep the radar equipment on 24/7," Songco said further.

Related story: Chinese vessel runs aground Tubbataha

The Philippine Navy for its, part admitted that it "cannot guard every nook and cranny of our maritime domain."

Ships do not stay on guard in one area all the time, said Col. Edgard Arevalo, Navy spokesman for West Philippine Sea issues.

"
  • ur borders are porous, and our coastline vast," he said, adding that "we have only a number of ships and aircraft to patrol our territorial waters."

The latest grounding on Tubbataha Reef comes barely two weeks after the wreckage of a U.S. warship that hit the protected marine park had been removed.

The Philippines is asking the U.S. to pay P58 million ($1.4 million) in compensation for at least 2,345 square meters of the reef damaged by its minesweeper USS Guardian.

The incident also happened while the Philippines and China are embroiled in a dispute over territories in the West Philippine Sea.

Also read: What Aquino will do after a China vessel ran aground Tubbataha

The unnamed 48-meter Chinese vessel is still stuck in Tubbataha as of press time, but the 12 suspected poachers aboard it have been escorted to Puerto Princesa where they will face charges.

The fishing boat is the seventh Chinese fishing vessel caught inside the Tubbataha Reef since 2002, the TMO said in its website.

No marine life was found in the vessel, but Songco had said the entry of foreign fishing vessels is "prima facie evidence they are engaged in fishing".

The Tubbataha Reef is no-take area in the middle of the Sulu Sea, which has been declared a UNESCO World Heritage Site.

In addition to poaching, unauthorized entry, and damage to the reefs, corruption of public officials will also be filed against the Chinese nationals, TMO said.

This, as it noted how rangers reported that the foreign fishermen attempted to bribe them with $2,400.

London, Mar 5 (ANI): A 12-year-old Indian girl has stunned everyone after she was revealed to have an IQ higher than Albert Einstein and Stephen Hawking.
Neha Ramu achieved a score of 162 on a Mensa IQ test - the highest score possible, the Telegraph reported.

Despite her young age, the score puts her in the top one percent of brightest people in the UK, which means she is more intelligent than Hawking, Bill Gates and even Einstein, who are all thought to have an IQ of 160.
Ramu's doctor parents, who lived in India before moving to Britain when their daughter was seven, had no idea their daughter was so gifted.
Although she had always performed well at school, it was only when she took an entrance exam for Tiffin Girls', a high-achieving grammar school, and achieved a perfect score of 280/280 that they realised her capabilities.
Two years later, she took the test for Mensa, a society for people with high IQs, and achieved the maximum possible score for someone aged under 18.
"I am so proud of her. Although she's being doing well at these kind of tests for sometime now this is just marvellous. I can't express the feeling," Neha's mother Jayashree said.
The score would be sufficient to get her into any Ivy League university. (ANI)

Kana ra ang akong nahibaw-an at this time.

Di ba palig-unan man ang haligi inay gub-on ang balay? Mao sab na sa kaminyuon. Kon dunay usa ka haligi nga huyang na, ayuhon kini aron malig-on og balik.

Busa, talk to your husband sa imong nahibaw-an labot niya. Women are good communicators baya kay namong mga lalake.

Communication pa ang imong gikinahanglan at this time aron ma-fix ang problema. Pagpatabang usab sa imong in-laws aron matambagan ba. But at the same time, ipa-monitor sa imong mga anak ang imong bana aron di masikwati ang imong kinitaan nga ipadala diri.
Pangitaig paagi.

“Ka-ka-on k-ko, Ma-ma.”
“Ka-ka-on k-ko, Ma-ma.”
“Hilom diha!

SUPERBRANDS, a prestigious international branding and polling outfit, has named Representative Karlo B. Nograles (first district, Davao City) as one of the 20 Most Outstanding Congressmen in the 15th Congress.

He is one of the two elected congressmen from Mindanao who made it to the elite circle. The other lawmaker who made it to the list is Representative Rufus Rodriguez of Cagayan de Oro City. Nograles and Rodriguez are both lawyers.

Also in the list are House Deputy Speaker Lorenzo Tañada III, House Majority Leader Neptali Gonzales and party-list representative Arnel Ty.

Nograles and the other awardees will be formally honored in a luncheon on February 6 at the Mandarin Oriental Manila Hotel in Makati City.

Superbrands, founded by advertising executive Marcel Knobil in London in 1994, will publish a coffee table book that will feature Nograles and the other outstanding congressmen based on an independent polling made.

In each country that Superbrands operates in, it elects a Superbrands Council usually comprised of industry experts and practitioners that selects the top brands and personalities under various categories.

Only in his first term as congressman, Nograles was elected in the 15th Congress as House assistant majority leader. He is the son of former Speaker Prospero Nograles, the first and only Mindanao congressman who became House chief (2008-2010) and House majority leader (2004 to 2007).

In a tribute article, Superbrands has noted that the young Nograles authored several measures approved on Third Reading, such as House Bill (HB) 4512, creating 3 additional branches of the Regional Trial Court in Davao City; HB 5977, creating the Philippine Trade Representative Office; and HB 6052, strengthening the Juvenile Justice System in the Philippines. He is also one of the co-authors of Republic Act 10168 or the Terrorism Financing and Suppression Act of 2012 and HB 4575, encouraging corporate social responsibility.

Superbrands also said that "as a first term congressman, Karlo has focused on five priority areas of development namely Education, Health, Livelihood, Barangay Electrification and Infrastructure."

Superbrands also took note that foremost on this development agenda of Nograles is education.

"His program Oplan Kaalam currently supports full tuition and fees of 4,538 students enrolled at the state-owned University of Southeastern Philippines and 373 students of the University of the Philippines-Mindanao. It also provides tuition fee assistance to 2,200 students enrolled in various private colleges and universities of Davao City," the prestigious group wrote.

Philippine Provinces / Cash gifts sa Senado
January 30, 2013, 12:04:45 AM
Tuesday, January 29, 2013

Tuesday, January 29, 2013

DI TINUOD ang report nga adunay babaye ug lalake nga wa mag-ukang samtang naghilawas hinungdan nga namatay ang babaye.

Kini maoy giklaro sa pangulo sa Investigation and Detection Management Branch (IDMB) sa Mandaue City Police Office, Chief Insp. Michael Anthony Bastes.

Senator Miriam Defensor-Santiago has suffered another hypertension attack after talking about Senate President Juan Ponce Enrile in a TV interview Wednesday.

Related story: After fund issue, Trillanes, Cayetano staff recalled
Quoting the senator’s ophthalmologist Dr. Rodolfo Chuanico, Santiago’s staff confirmed Santiago suffered hypertension, which led to blood clots around her pupil.
They claimed Santiago’s blood pressure shot up to 190/115 after discussing in a TV interview Enrile’s “unconstitutional and unethical” Christmas gifts, worth P2-million in public funds, to every senator.

“After the TV show, Santiago stayed for photos with the TV staff, her right eye noticeably red, and with red blood clots around the pupil,” the statement added.
In other News: PhilHealth president and CEO resigns
After missing the first four days of the impeachment trial due to hypertension, Santiago saw to it that she arrived …
“Apparently, Santiago developed hypertension… At this writing the nurse is contacting Dr. Esperanza Cabral, a cardiologist, who is Santiago’s personal physician,” it added.

During the interview, Santiago became agitated as she accused Enrile of personally attacking her about her frequent illness, which she said is “not allowed in decent society.”

During the impeachment trial last year, Santiago skipped several sessions due to hypothyroidism and hypertension.

She has been advised to rest her eye and continue with her hypertensive medication, the staff said.

Love Talk / Uyab sakpang nakig-sex sa lain
January 15, 2013, 04:37:59 PM
Dear Heartline,

Naa koy uyab 4 years na me. Unsa akong buhaton? Please tambagi ko.

Gemini

Hello dear,

I'm very sorry sa sakit nga kasinatian nimo sa imong hinigugma. Maka-ingon kitang life is unfair, but, actually it's not.

Sa kaso nimo with your ex, I know for sure old na siya to know unsay sayop sa dili, pero gibuhat gihapon niya ang dili maayo.

Bisan pa siguro og mosulti siyang fling lang ang iyang gihimo, but that fling thing caused so much pain sa imoha, not once but twice pa gyud.

I just don't get it why ana ilang drama.

Ang pangutana, are you that willing to close your eyes, and dili na huna-hunaon tong nahitabo o ang imong nakita?

Gemini, sa four years nga inyong panag-uban, you can say unsa ang imong nahatag, unsa ang imong pagkukulang. And with that, makasulti ka sa posibleng rason why nabuhat kana sa imong ex.

This time, do and decide nga motabang sa imong kaugalingon.

Sobra kalami sa feeling ang ma-inlove, apan super pakyas sab kung didto nato nahatag ang atong atensiyon sa mga tawong will just leave us, hurt us.

Matag tawong miabot sa atong kinabuhi, mopabilin man sila o mobiya, mohatag kanato og learnings in life, reflections on our existence.

Basta ang ako lang gyung ikabilin alang nimo, DON'T FORGET TO LOVE YOURSELF.

Talk of the Town / Anti-discrimination ordinance approved
December 14, 2012, 10:07:38 PM
Anti-discrimination ordinance approved

MULTI sectoral groups gathered inside the Davao City session hall Wednesday gave a thunderous applause when members of the City Council passed on third and final reading the anti-discrimination ordinance.

Davao City Vice Mayor Rodrigo Duterte presided the session for the approval of the ordinance, his brainchild.

Duterte had tasked City Councilor Melchor Quitain to craft the ordinance, which will give people of Davao City equal treatment regardless of sex/gender, identity, sexual orientation, race, color, descent, nationality or ethnic origin and religious affiliations of beliefs.

"To those of you who feel having been discriminated against, especially the members of the gay community and the lumads, let me say this: While the city will provide you with the legal tool in your struggle for equality and acceptance, it is you and you alone who can earn for yourselves the respect and the dignity that you fight for," Dutrete said in his speech before the ordinance got the nod of the SP members.

"If you want to be treated with dignity, then act dignified. If you abhor the abuses which you perceive are heaped upon you, then do not be abusive yourself. Respect and dignity cannot be legislated. They are earned," the vice mayor added.

Duterte also reminded the people of Davao City not to take the ordinance for granted.

"It's just a mere piece of paper but if you violate this law, you will suffer imprisonment," he said.

Under the ordinance, any person liable shall be punished by admonition and a fine of P1,000 for the first conviction. For a second conviction, there will be a penalty of P2,000 and 10 days imprisonment for the guilty party at the discretion of the court.

For the third conviction, or any conviction after two previous convictions the guilty party will be fined P5,000 and imprisonment of 15 days.

"Social integration, that is what this proposed anti-discrimination ordinance seeks and hopes to achieve," Duterte said before the measure was presented to the floor for third reading.

He ended his speech by saying, "I hate discrimination and I loathe bigotry."

In an interview, Datu Carlito A. Guinto Sr., Matigsalog tribal deputy mayor, said the ordinance will be very helpful especially to their tribe who has been discriminated.

He said many claimed they should not be included among the tribes recognized by the City Government since they are not natives of the city as their tribe came from Bukidnon and Talaingod, Davao del Norte.

That's one form of discrimination for us that's why I'm one of those who support this ordinance)," Guinto said, adding that they feel so blessed and thankful for the passage of the ordinance.

The Muslim community also welcomed the approval of the policy.

Ismael Nakan, Al-haj, deputy mayor for Maguindanao tribe, said this will minimize the wrong connotation of stereotyping them as terrorists which has made the gap between the Christians and Muslims.

He said the ordinance will serve as a deterrent to some businessmen who reject their applications for properties and other matters.

"Dili tanan Muslim maot ug kinaiya (Not all Muslims are bad)," he said.

Along with the lumad and Muslim tribes, associations protecting the rights of lesbians, gays, bisexuals and transgenders also applauded the ordinance.

Bamba Bacalla, president of Agdao District gay organization, said apart from having the law to protect them, they would also consider the challenge to act with dignity in order to gain respect from the people.

The vice mayor was right, respect must come first from ourselves)," Bacalla said.

Eddie M. Batoon, co-coordinator of Ladlad, said in as much as possible, they also want to correct the label made by the society that homosexuals are the source of HIV-AIDS.

"It is unfair on the part of the homosexuals kasi actually it's men having sex with men (MSMs) and not homosexuals alone," he said.

He said the approval of the ordinance is an early Christmas gift for them.

Marivic Desquitado, executive director of Link Davao Organization, said they have waited for a long time for the policy to be passed in the city.

Link Davao is an organization of urban poor lesbians in the city.

Desquitado said the ordinance prohibits not only the discrimination lesbians get from people but also the human rights violation they have long been suffering.

The ordinance will change the lives of many lesbians. They will be confident to face people," she said.

Quitain earlier said the persons with disabilities (PWDs) and senior citizens (SC) are not covered with the ordinance since there are already national laws protecting them and their rights.

(Sun.Star SuperBalita Davao/Sunnex)

Philippine Provinces / MINDANAO INSIGHT
October 17, 2012, 06:35:33 PM
SULTAN KUDARAT, Philippines (Reuters) - At a nondescript two-storey building in the town of Sultan Kudarat, the future of the Philippines' strife-torn southern region of Mindanao is taking shape, one accountancy class at a time.
Dozens of former fighters in Mindanao's decades-old Islamic insurgency are learning new skills - from book-keeping, to computer literacy and law - that are crucial to the long-term success of a landmark peace deal signed in Manila on Monday.
"Every student comes out of this institute as a new person," said Zamin Unti, a 55-year-old former Moro Islamic Liberation Front (MILF) rebel who teaches three-day crash courses at the Bangsamoro Leadership and Management Institute.
Turning fighters into laptop-wielding administrators of the new autonomous Bangsamoro region is one of the challenges facing Mindanao as it moves beyond euphoria over the deal, which ends a four-decade Muslim insurgency that killed 120,000 people in Asia's biggest Catholic nation.
Investors will also need to be convinced that governance will improve in an area scarred by corruption and poverty.
Ravaged by conflict, the southernmost of the main Philippine islands has never been able to capitalise on an estimated $312 billion in mineral wealth or develop abundant agricultural land that already supplies two-fifths of the country's food. It lies near Malaysia and Indonesia and is flanked by the rich fishing grounds of the Sulu Sea and the Celebes Sea, with the Pacific Ocean to its east.
Businesses are eager to enter Mindanao as the Philippines savours its biggest investment boom since the 1997 Asian financial crisis with President Benigno Aquino riding a strong economy and lofty popularity ratings. But many are holding back until prospects for a sustainable peace become clearer.
What also makes investors cautious is a series of past agreements between the government in Manila and rebels from the Moro tribes that rapidly fell apart, including a 2008 deal struck down by the Supreme Court and which led to a surge in violence. A peace deal in 1996 looked good on paper but failed due to weak implementation.
"I don't think they are going to rush in," said Gregory Edwards, managing director of Australia's RED 5 Limited , which operates the Siana gold mine in Mindanao's Surigao del Norte province.
"The security angle alone is not going to do it, there's going to be other elements, but it certainly helps," he said, adding investors would look at issues such as regulation and corruption before committing to projects in Mindanao.
LESSONS FROM NORTHERN IRELAND
Aside from a lack of competent administrators, the transition to a new autonomous government is likely to be threatened by "spoilers" ranging from reluctant politicians in Manila to breakaway groups of radical Islamic fighters.
Both sides must also overcome decades of mistrust that have built up in the region between Muslims and minority Christians and the likely unwillingness of rebels to give up their weapons while peace remains fragile.
"Until all interested parties have time to digest the Mindanao settlement issue, it is hard to assess its long term consequences," said Scott Harrison, managing director of Pacific Strategies and Assessments.
Government negotiators say the peace process in Northern Ireland was a model for ending the Mindanao conflict. If so, they will know that persuading the Irish Republican Army to lay down its guns was one of the thorniest barriers to peace.
It could be an even harder proposition in Mindanao, which is saturated with guns held by breakaway Islamic factions, feuding clans and Communist rebels waging their own insurgency.
"We are not ready yet to surrender our guns because there are too many weapons out there in the hands of even ordinary farmers," Commander Abdul, a 50-year-old guerrilla, told Reuters while manning a checkpoint leading to a rebel base.
While a "transition commission" has until 2015 to present a final law to Congress, the two sides only have until December to iron out details such as the new administration's fiscal and legal powers, and the decommissioning of the MILF's weapons.
Much rests on Aquino's ability to control Congress, where his allies now dominate both houses, but mid-term elections next May could upset the favourable political balance.
ETHNIC TENSIONS
Posters and placards supporting the peace deal have sprouted all over Cotabato City, the region's economic hub where nearly half of the residents are non-Muslims, including ethnic Chinese Filipinos. Even sceptics here say they want to give the MILF a chance, but some are nervous.
"Maybe in the beginning we will not have any trouble with them, but some could become unreasonable later," a canteen operator who only gave his name as Ernesto said, saying he had heard rumours of Muslims trying to take back farmland they claim belonged to their ancestors.
"Some of my ethnic Chinese-Filipino friends have actually left town," he added.
The current Autonomous Region in Muslim Mindanao (ARMM) - with a population of about 4 million -- is a glaring example of how the region's hopes for peace have been dashed in the past.
Put in place in 1989, the autonomous government never lived up to its promise. Graft flourished, development stagnated and its leaders complained of a lack of resources and political backing from Manila as the MILF kept up its separatist fight.
Around two-fifths of Mindanao's population lives on about a dollar a day and the ARMM is home to several of the country's poorest provinces.
"We have learned enough lessons from the old ARMM government," said Ghadzali Jaafar, MILF vice chairman for political affairs.
"We are determined to change that by putting in leaders who are dedicated to serve the people and accountable to Allah."
A potential security risk comes from a 500-strong rogue MILF faction that opposed the deal and vowed to continue fighting for a separate Islamic state. Its guerrillas attacked army positions in August, taking over a key highway to Cotabato City.
Jaafar said the MILF is not worried about the group, the Bangsamoro Islamic Freedom Movement, and may persuade them to join the peace process once the agreement is implemented.
Some leaders of the divided Moro National Liberation Front (MNLF), which signed the 1996 peace pact with the government, have rejected the new deal.
The MNLF never gave up its weapons and could lure disaffected fighters from the MILF and return to war.
The MILF is "signing its death sentence," MNLF founder Nur Misuari told radio this week.
TENTATIVE INVESTOR INTEREST
Mindanao has no lack of economic potential. Besides farmland, its mineral reserves account for about two-fifths of total reserves in the Philippines, and includes gold, copper, nickel, iron, chromite and manganese.
Companies with operations there such as miners and food processor Del Monte Pacific Limited say they are considering expanding after the peace deal.
Del Monte's 700,000-tonne, 85-year-old pineapple processing facility in Bukidnon province supplies about a fifth of the world's processed pineapple. The company also owns a port and a nearby 23,000-hectare (56,800 acres) plantation.
Global miner Xstrata Plc plans to develop Southeast Asia's largest gold and copper prospect at the $5.9 billion Tampakan project in South Cotabato. But its investment plans are held up by a local government ban on open-pit mining.
Perth-based RED 5 wants to more than double its $120 million investment in the Siana gold mine, which started commercial operations in April after about a decade of exploration and development work, said Edwards.
At an auction earlier this year for state contracts to explore oil and gas in the south, only a handful of investors submitted bids for the Sulu Sea and Cotabato Basin service area, both within the conflict zone. Officials said the poor response was mainly due to security concerns.
The two areas have combined reserves of 411 million barrels of crude oil, equivalent to more than three times the country's annual consumption, and 2.3 billion cubic feet of gas.
France's Total is exploring for oil and gas in the Sulu Sea off Mindanao and has entered into a 75:25 venture with Malaysia's Mitra Energy Ltd in the offshore block covering around 4,300 sq km (1,660 sq miles).
The world's largest crude palm oil producer, Malaysia's Felda Global Ventures , has said it is interested in investing in at least 10,000 hectares for palm oil, just a speck of the 1 million hectares of grasslands on Mindanao.
Mujiv Hataman, acting governor of the existing autonomous region, said Malaysian conglomerate Berjaya Corp also wants to invest in palm oil and develop 10,000 hectares within the ARMM. Berjaya did not respond to requests for comment.
Trade Secretary Gregory Domingo has identified several industries for Mindanao -- from information-technology to outsourcing, utilities, mining and agriculture. He declined to name possible companies or whether deals were in the works.
The Bangsamoro Leadership and Management Institute, set up in 2006, provides a reason for hope, teaching rebels the skills to become civil servants or run small busineses.
But it also shows the scale of the task ahead. Until March, it was housed in a rented building in Cotabato City before Japanese aid money financed its new center in Sultan Kudarat, not far from the MILF's main base. The new building boasts broadband Internet, computers and projectors, but only has a single training room and remains reliant on foreign aid money.
"We're here not only to teach but brainwash them to change their old mind-set," said Unti, the rebel-turned-lecturer.

History / Mindanao Pata Massacre
October 11, 2012, 10:58:21 PM
“A Mindanao Story â€" Troubled Decades in the Eye of the Storm”
by: MGEN DELFIN CASTRO (Ret), former Commander of SOUTHCOM AFP from 1980 to 1986.
Chapter 4: The Reward of Persuasion: Bloodbath in Pata
Even as the NPA was being checked along the Davao-Agusan boundary incident was shaping up in Sulu, one of that had echoes of the Patikul massacre of 10 October 1977 and that would characterize the duplicity and ferocity of the conflict in the southern islands in those years. In time, it came to be known as the Pata Massacre. The 3rd Brigade of the 1st Infantry Division had launched an operation in Pata Island on February 9, 1981 in the wake of reported landings of an undetermined number of MNLF forces somewhere at Barangay Pata Likud. The 31st Infantry Battalion was at the forefront while two other battalions were screening on the mainland side. The Brigade set up its Advance Command Post in Patian Island, the next island away from Pata. As a result, Mayor Burahan of Pata called a meeting of island leaders in Barangay Saimbangon on February 10 to assess the situation. Among those who attended were Vice-Mayor Ombra Tagid-gid, Omar Ali, Faisal, Issa, Kadaffy, Salahuddin, Moharam and CHDF Commander Unad Masillam of Pata Likud. Barangay leaders denied presence of MNLF elements in the in their barangays. Assured that no MNLF forces had landed, the 31st IB began to pull out on February 12, leaving only the Headquarters Service Company of the battalion Commander Lt. Col. Jacinto Sardual still planned to call on Commander Unad Masillam before leaving. Earlier that morning, Unad had a meeting in his residence with Omar Ali, Faisal, Issa, Kadaffy, Salahuddin, Moharam and his son Dindiong Masillam on rumored information that their fire-arms would be confiscated by the 31st IB before it left the island. This however, looked like a calculated provocateur’s move by Unad as most of the troops had already left the island. The meeting was going on when Sardual arrived to call on Unad before leaving with the rest of his battalion. He was accompanied by just a few men. Unad and his group accompanied Lt. Col. Sardual back to where the Headquarters Service Company was encamped. Unad then told Sardual to have the company formed and their arms stacked so they could shake hands and bid each other farewell. Why Sardual, going against all norms and tenets of combat common sense, gave the orders for such and why the company officers in turn passed the order to the men can hardly be imagined. But the order went out and the men complied, except for a few who did not join the formation. While the company stood in formation, their arms neatly stacked, over 400 armed men of Unad and his allies quietly ringed them and then let loose searing volleys of automatic fire. With comrades shredded and falling like bowling pins around them, soldiers attempted to get to their stacked firearms, to no avail. Only the few that did not join the formation were able to return effective fire. But they were badly outnumbered and the outcome was inevitable. When the smoked cleared and the guns fell silent, 119 officers and men lay lifeless; Sardual’s body sprawled among those of his men. The headquarters service company of 31st IB had ceased to exist in a matter of minutes. Some bodies were mutilated and burned. They had been looted of uniforms, shoes, wallets, watches and other valuables. Over 120 firearms and over a million rounds of assorted ammunition fell into Unad’s hands. The Pata massacre was classic execution of one of Misuaris’s stratagems - for certain MNLF elements to join the government and at a given opportunity, to sabotage the returnee program of the government from within. Later, Commander Unad and his son Dindiong slipped away from the island- and their reward for what they had done: important positions in the military hierarchy of the Misuari faction. A damning silence That fateful morning, I arrived in Jolo to check on the 1st Division accompanied by Lanao Sur Governor Ali Dimaporo who was scheduled to visit Sulu Governor Mus Izquierdo. After the amenities, Division Commander Brig. Gen. Emilio Luga proposed that we visit the Advance Command post of Col. Rodolfo Canieso at Patian Island. Canieso reported an ongoing operation in Pata Island, but nothing of the tragedy that had befallen the ill-fated 31st commander and his HQ Company. I wanted to go to Pata to look things over but he dissuaded us from proceeding, saying it might interfere with operations. Instead, he proposed that we accompany him to Juambal Island, some three islands away to the west, where he was supposed to accept the surrender of a rebel group. We went, using three UH1H Huey helicopters. I asked where the rebels were and what security arrangements had been prepared for their coming out. It turned out there were none! Only a handful of Special Forces personnel had arranged the surrender and it was to be in a swamp clearing about 100 meters from where we landed. We were supposed to enter this swamp area to accept the surrender. I took Brig. Gen. Luga aside, whispering that we were not to enter the swamp and to prepare to leave the area as quickly and as quietly as possible. I then spoke to the lead helicopter pilot, telling him that I would cross a small water channel and once I started crossing back, to get the huey’s blades whirling and ready for immediate take-off. We did just that. I told Col. Canieso and the surrender coordinator we would come back later as the ceremonies might take some time and that Governors Izquierdo and Dimaporo were expecting us at a coordination meeting. We left Jumabal Island quickly behind and returned to Patian Island to drop off Col. Canieso who insisted on our having lunch there. Up to this time, Canieso kept a tight lip on events at Pata. I even accepted the surrender of some 60 rebels with Sulu Gov. Izquierdo, Lanao Sur Gov. Dimaporo, Sulu Vice-Governor Tupay Loong 1st Division Commander Brig. Gen. Emilio Luga, Jr. witnessing the ceremony. Later, Brig. Gen Luga brought me to Taglibi to see the progress of the BLISS housing project of the Ministry of Human Settlements. From Jolo, we proceeded to Manila where that evening, while attending an Airforce function, an urgent call from President Marcos about the incident in Pata took all the luster of my evening away. I had to tell the President I was near Pata that morning but had been kept in the dark about the gravity of the situation. The President informed me he had directed the Flag Officer in Command of the Philippine Navy to send available ships to cruise the waters around Pata and neighboring islands and to support the landing of additional troops.

DAVAO City Mayor Sara Duterte-Carpio said on Thursday that Dabawenyos will finally know about her plans in the 2013 elections as the filing of certificate of candidacy (COC) for the 2013 mid-term elections ends at 5 p.m. Friday.

As of 3 p.m. Thursday, Duterte-Carpio said she has yet to finalize her decision.

"Everything is still up in the air. We will see tomorrow (October 5)," she told Sun.Star Davao in a text message.

Being the highest elected official in Davao City, Duterte-Carpio is the leader of Hugpong sa Tawong Lungsod, the newly accredited local political party, along with her father.

The mayor's father, Vice Mayor Rodrigo Duterte and her older brother Association of Barangay Captain (ABC) president Paolo Duterte have remained indecisive on what position they will be seeking.

But during Hugpong's general assembly on September 28 at SMX Convention Center at SM Lanang Prenier, the party endorsed Paolo as its bet for the vice mayoralty race, but left the mayoralty post and first district congress seat open as it is still waiting for the decision of Mayor Sara and Vice Mayor Rodrigo.

Duterte-Carpio said she hasn't talked to her party mates regarding their plans.

"Wala ko kahibalo sa ilahang sked, ako, wala ko sked (I do not know about their schedule. I do not have my own schedule)," Duterte-Carpio said when asked if she will file her COC along with her party mates.

During the Hugpong convention, the vice mayor said they will announce their official and final line up on the last day of the submission of COC.

The elder Duterte said he really has no idea about his daughter's plans. The mayor was in bed rest during the party's convention due to her delicate pregnancy.

"She has the choice, naa gyud, klarohon lang sa gyud ni namo sa among mga sarili (She really has, we will just make this decision clear among ourselves)," the vice mayor earlier said.

A massive 8.8-magnitude earthquake shook Japan on Friday, unleashing a powerful tsunami that sent ships crashing into the shore and carried cars through the streets of coastal towns.

Multiple injuries, but no immediate deaths, were reported from the Pacific coastal area of Miyagi on the main Honshu island, police said according to media, and TV footage showed widespread flooding in the area.

The quake hit in the early afternoon, also strongly shaking buildings in greater Tokyo, the world's largest urban area with 30 million people.

At least six fires were reported in Tokyo, where the subway system stopped, sirens wailed and people streamed out of buildings.

The first quake struck about 382 kilometres (237 miles) northeast of Tokyo, the US Geological Survey said, revising the magnitude from an earlier 7.9.

Japan, is located on the "Pacific Ring of Fire" and dotted with volcanoes, and Tokyo is situated in one of its most dangerous areas.

A tsunami warning was issued for Japan, Taiwan, Russia and the Mariana Islands, the Pacific Tsunami Warning Center said.

"An earthquake of this size has the potential to generate a destructive tsunami that can strike coastlines near the epicentre within minutes and more distant coastlines within hours," the centre said in a statement.

It also put the territories of Guam, the Philippines, the Marshall Islands, Indonesia, Papua New Guinea, Nauru, Micronesia and Hawaii under a lower tsunami watch.

The yen fell to 83.30 against the dollar from 82.81 before the quake struck.

The mega-city of Tokyo sits on the intersection of three continental plates -- the Eurasian, Pacific and Philippine Sea plates -- which are slowly grinding against each other, building up enormous seismic pressure.

The government's Earthquake Research Committee warns of a 70 percent chance that a great, magnitude-eight quake will strike within the next 30 years in the Kanto plains, home to Tokyo's vast urban sprawl.

The last time a "Big One" hit Tokyo was in 1923, when the Great Kanto Earthquake claimed more than 140,000 lives, many of them in fires. In 1855, the Ansei Edo quake also devastated the city.

More recently, the 1995 Kobe earthquake killed more then 6,400 people.

More than 220,000 people were killed when a 9.1-magnitude quake hit off Indonesia in 2004, unleashing a massive tsunami that devastated coastlines in countries around the Indian Ocean as far away as Africa.

Small quakes are felt every day somewhere in Japan and people take part in regular drills at schools and workplaces to prepare for a calamity.

Nuclear power plants and bullet trains are designed to automatically shut down when the earth rumbles and many buildings have been quake-proofed with steel and ferro-concrete at great cost in recent decades.

AFP got P179-B surplus for salaries from 2002-2010

MANILA, Philippines - Bayan Muna party-list Representative Atty. Neri Colmenares claims that the Armed Forces of the Philippines (AFP) received at least 100% budget surplus for soldiers' salaries from 2002-2010.

He gave the year 2010 as an example when the AFP received a total of P41 billion for the salaries of more than 134,000 soldiers of the Armed Forces. But the actual budget for salaries, based on the books of the AFP, Colmenares said, was just more or less P19 billion, a difference of 112% between the actual fund needed and the agency's request.

This has always been the case starting from 2002 to 2010, based on the computations made by Colmenares.

Another questionable data for Colmenares are the records of the years 2002 and 2003.

In 2002, Colmenares said, the AFP received P50 billion for salaries of soldiers, but the actual amount needed was just P26 billion based on the books of AFP. But if one compares 2002 with the following year, 2003, the AFP had the same number of soldiers at 134,000, but the budget they received from the General Appropriations Act (GAA) was pegged at P32 billion, and the actual amount need was just P12 billion.

Surplus funds: P179 billion

All in all, based on Colmenares' computation, the AFP received P179 billion in surplus funds. "Unless they can explain the discrepancy between the budget and actual staffing, pwedeng maghinala na ito ay ang source ng pabaon at pasalubong," he said.

Colmenares added that the discrepancies probably went unnoticed in the eyes of the senators and congressmen who deliberate on the AFP budget annually because the voluminous financial books do not actually contain the actual total amount needed for salary. The total amount can only be seen in the summary, which could be mistaken as the total amount needed.

Colmenares admitted that congressmen and senators do not manually calculate the record books, and this is where the government agencies take advantage of the situation.

These surpluses are what is now known as the funds used for conversion, where the money intended for salary is used for other purposes.

Ghost deliveries

But what's worse, according to Senate Finance Committee Chair Sen. Franklin Drilon, apart from the conversion of surplus funds for purposes not indicated in the budget, there were actually no deliveries made on the supplies.

However, the documents show otherwise since the money was used for untraceable goods such as bullets, food and gasoline.

Colmenares is calling on President Aquino to create a special team of auditors to audit intelligence funds, which, according to him, reached P2.3 billion during the Arroyo administration. These funds were not included in the list to be audited by the resident auditor.

"Ang Pangulo Aquino, dapat bumuo siya ng special team, pwedeng led by Heidi Mendoza, na i-audit ang intelligence funds from 2002 to 2010," Colmenares said. Stricter punishment needed

According to public finance expert Prof. Leonor Briones of UP National College of Public Administration and Governance, the solution lies on how President Aquino will respond to all these controversial allegations.

"Lahat ng conversion of funds is happening in his territory…ang anti-corruption strategy na umuubra starts with the leader, sya lang ang may kayang magsabi na tigil na yan," Briones said.

Briones added that a stricter and heavier punishment must be created for corruption cases from the lower ranks up to the highest official. This, she said, might deter corruption in ways that authorities and public finance mangers will think twice about the penalty to be incurred when caught stealing from public coffers.

But according to the Armed Forces of the Philippines, it's impossible the fund for personnel services would be doubled since this is strictly monitored by the Department of Budget and Management (DBM).

"That's not true. That is being monitored by DBM. Palagay ko naman tinitingan ng DBM yan. Examine the data first before making any allegations," said AFP spokesman Gen. Jose Mabanta.

November 10, 2010, 05:39:35 PM
Dear Dra. Holmes: (even shorter Oct. 29 letter)

57yrs.old aq at 45yrs.old naman ang asawa q. Ang mrs q isang ofw for 14 yrs.
