How To Tips / How to save money in 2013
January 24, 2013, 08:39:26 AM
Finally, a piece of financial advice that does not involve the phrases "cutting back", "giving up", or "substitute all fun activities." New research from University of Toronto's Rotman School of Management found that the key to saving up money is to focus on one specific goal.

You would think (as do many financial advisers) that squirreling away cash for two things would be better than one, but according to one of the co-authors, that's not the case. "If you have only one goal, it puts you in a more action-oriented mindset and helps you save more," Min Zhao, assistant professor of marketing at the University of Toronto, told ScienceDaily.com. "Too much thinking about which goal is more important keeps people from acting."

Related: Top 7 money saving motivations

And the more hard up you are for money and the harder it is to save, the better this technique works, say the researchers.

This could really change the way money experts advise clients. As ScienceDaily.com points out, "The findings suggest that financial or savings advisors may want to take a different tack. Banks sometimes advertise a list of reasons to save, but such a message could 'backfire' says the study, because that introduces multiple goals, leading to eventual failure in clients' savings plans."

So what do you do if you're like most people and are saving up for multiple things? Zhao recommends finding a way to narrow it down to the most important and lumping those together into one general goal. For example, let's say you're hoping to buy a new oven, and you'd like to spring for a new blender too. Instead of trying to save for each individually, make your goal something like "Kitchen Essentials" and you'll be more successful. It may sound too easy to really work, but the experts insist that focusing on just one goal as opposed to several is what does the trick. Why not try it and see?

Fox’s Book of Martyrs
By John Fox
Chapter 8

An Account of the Persecutions in Bohemia Under the Papacy

The Roman pontiffs having usurped a power over several churches were particularly severe on the Bohemians, which occasioned them to send two ministers and four lay-brothers to Rome, in the year 977, to obtain redress of the pope. After some delay, their request was granted, and their grievances redressed. Two things in particular they were permitted to do, viz., to have divine service performed in their own language, and to give the cup to the laity in the Sacrament.
The disputes, however, soon broke out again, the succeeding popes exerting their whole power to impose on the minds of the Bohemians; and the latter, with great spirit, aiming to preserve their religious liberties.

In A.D. 1375, some zealous friends of the Gospel applied to Charles, king of Bohemia, to call an ecumenical Council, for an inquiry into the abuses that had crept into the Church, and to make a full and thorough reformation. The king, not knowing how to proceed, sent to the pope for directions how to act; but the pontiff was so incensed at this affair that his only reply was, "Severely punish those rash and profane heretics." The monarch, accordingly banished every one who had been concerned in the application, and, to oblige the pope, laid a great number of additional restraints upon the religious liberties of the people.

The victims of persecution, however, were not so numerous in Bohemia, until after the burning of John Huss and Jerome of Prague. These two eminent reformers were condemned and executed at the instigation of the pope and his emissaries, as the reader will perceive by the following short sketches of their lives.

Speeches: Global Entrepreneurship Summit

Global Entrepreneurship Summit
RemarksThomas NidesDeputy Secretary for Management and Resources
As Prepared for Delivery
Washington, DC
November 15, 2012

Thank you, Karen, for that introduction, and for your partnership with the State Department. And thank you to Secretary Albright for her exceptional leadership, both in government and now with Partners for a New Beginning, which is a really important effort. And to Ben Rhodes, whose leadership on all things related to entrepreneurship has made today happen. And of course, thanks to all of you who are here today. As someone whose career has included both business and government, let me say: it’s great to see my old and new lives collide in the same room.
We all understand that diplomacy keeps America safe and strong â€" and if you didn’t before hearing from Madeleine Albright, you do now. And we all recognize that entrepreneurs keep America vital and resilient. It’s part of our national story â€" an immigrant might start a small business; his daughter might transform the Internet.
But why are we â€" diplomats and entrepreneurs â€" here together today? I thought I’d use my brief remarks to explore why we belong together.
Let me start with why President Obama, Secretary Clinton and I all care about entrepreneurship. The short answer is that entrepreneurship is at the heart of what we call Economic Statecraft, the idea that economic tools can advance our foreign policy, and that our foreign policy can accelerate economic renewal. Let me explain.
First, we can’t have stable societies without economic opportunity, and nothing creates opportunity like entrepreneurship. Consider this: just to maintain current rates of unemployment, which are already too high, the Middle East needs to create 50 to 100 million jobs by 2020. We can’t get there without unleashing entrepreneurship. Focusing young people on what they can build together â€" peacefullyâ€"is in everyone’s interest.
Second, promoting entrepreneurship plays to America’s strengths. Our entrepreneurship is admired around the world, even by people who dislike our politics. In my travels, I get asked all the time: how do we create the next Silicon Valley in our country? Bringing innovative people together helps us bridge divides and build richer, stronger ties across borders.
Third, many of our biggest global problems can only be solved through massive, distributed innovation - think climate change, hunger and public health.
Finally, our focus reflects shared values. Entrepreneurship thrives where what you know matters more than who you know. Entrepreneurs are natural champions of these ideals; they crave space for creativity and possibility. These aren’t just economic ideals. They are political ideals too. Not just American ideals, but universal ones, and entrepreneurs are among their strongest advocates.
So our foreign policy is focusing on entrepreneursâ€"through Secretary Clinton’s Economic Statecraft, President Obama’s Global Engagement agenda and many other efforts. But why should entrepreneurs care what diplomats have to say? What’s in it for them?
A few thoughts. First, entrepreneurs can’t always go it alone. Whether they know it or not, they need open, free, and fair regulatory systems and policy environments that favor risk-taking. They need a business climate that makes it easy to start a business and get financing; where legal certainty increases investor confidence; and where failure is just part of the experience, not the end of a career.
We promote these conditions around the world every day in our work with foreign governments. We support entrepreneurship when we fight to prevent favoritism for state-owned companies, when we prevent piracy of intellectual property, and when we fight corruption. Hundreds of economic officers stationed at American Embassies and consulates around the world wake up every day asking themselves how they can help people like you.
Second, believe it or not, we are innovating in how we do diplomacy, using new tools to promote entrepreneurship around the world. We’ve sponsored countless delegations of entrepreneurs, technologists, and venture capitalists to connect investors with projects, launch business competitions that will spark creativity, and shine a light on people who are making a difference. This is not traditional diplomacyâ€"and I think that’s a good thing.
Finally, we are bringing entrepreneurs together at conferences like this one to exchange ideas, make contacts, and send a simple message: entrepreneurship is important and we are here to help.
This week is a chance to call attention to what you’ve been doing and to get people excited about the Global Entrepreneurship Summit next month in Dubai. Over one thousand entrepreneurs, investors, mentors, academics, NGOs, foundations, corporations and, yes, diplomats - will gather to accelerate our work together. I want to thank the government of the UAE for their leadership on this event.
As Secretary Clinton has said, “Talent is universal; but unfortunately, opportunity is not.” Entrepreneurship is one of our best tools to create opportunity for everyone.
And on that point, I’d like to introduce UAE Minister Gergawi, who has been a prime mover in fostering entrepreneurship in Dubai, supervising the launch of many innovative projects including Dubai Internet City, Dubai Media City, Knowledge Village and the Dubai Press Club. It is a great honor and pleasure to welcome you to Washington, Mohammed.

Speeches: Why Should Customs Focus on Strategic Trade Controls Enforcement?

Why Should Customs Focus on Strategic Trade Controls Enforcement?
RemarksSimon LimageDeputy Assistant Secretary for Nonproliferation Programs , Bureau of International Security and Nonproliferation
World Customs Organization
Brussels, Belgium
November 15, 2012

(As Prepared)
Ladies and Gentlemen:

Good afternoon! I am privileged to discuss the evolving role of Customs in strategic trade enforcement with such a diverse and distinguished audience! I would like to extend my thanks to the World Customs Organization (WCO) for hosting this important, first-of-its-kind, conference. The United States enjoys a fruitful partnership with the WCO in enhancing global customs enforcement and trade facilitation capabilities. This conference offers a unique opportunity to develop an enhanced understanding of the risks to international trade and global security posed by the proliferation of advanced technologies and materials used in developing weapons of mass destruction -- or WMD. We also hope this conference serves as a first step toward developing universal strategic trade enforcement standards.
Today, I will describe the challenges we face in combating the abuse of legitimate trade channels for proliferation of WMD-related materials and technologies, the critical role of Customs services in addressing these challenges, and the possible role of the WCO for your consideration.
Challenges
First, what are some of the challenges associated with preventing the proliferation of weapons of mass destruction (WMD), including their means of delivery?
WMD proliferation is among the gravest threats to global security and regional stability. Proliferant states and terrorist networks continue to seek to acquire mankind’s most deadly and destructive weapons. We have complicated their efforts by growing numbers of potential supplier countries adopting international best practices in regulating trade in such strategic commodities. These best practices include implementing national legislation that requires authorization process for export or transit of strategic items, as well as compliance with the United Nations Security Council Resolutions, including UNSCR 1540, requiring states to control and prevent various proliferation-related transfers.
The proliferators and their support networks, however, are responding in increasingly creative ways, exploiting the vulnerability of the interconnected global trading system. They obscure the actual destination of their illicit shipments by using circuitous shipping routes and multiple intermediate transshipments. They cover up the true end-users of strategic goods on shipping declarations by providing false names of companies or agents, some of which exist only on paper. They state false end-uses for controlled good – such as listing chemical weapons precursors as goods “for production of pesticides.” They seek out liberal trading environments and unsuspecting suppliers to circumvent existing trade restrictions. In short, they exploit well-intentioned trade facilitation efforts as a vehicle to undermine the international nonproliferation regime.
These challenges are compounded by ever-increasing pressure to expedite trade transactions and lower trade barriers to spur economic development. Yet supply chains must be made secure in the face of WMD proliferation, illicit trade, terrorism, and other forms of transnational crime. These competing interests necessitate finding the proper balance between strategic trade control and trade facilitation.
It is hard to overestimate the contribution of national Customs services to the fight against WMD proliferation. I also would suggest that implementing international strategic trade control best practices provides Customs services an effective means of bridging these demanding and sometimes competing responsibilities: to secure the global supply chain against proliferation threats while contributing to greater trade efficiency and economic development.
Strategic trade controls best practices include establishing a comprehensive strategic trade control system resting on several key principles. One is the establishment of a transparent and comprehensive legal framework consistent with the guidelines and control lists of the four multilateral regimes and relevant Security Council Resolutions. This framework identifies proliferation-sensitive dual-use and munitions items and enables regulation of their export, re-export, transit and transshipment.
Another key principle is effective enforcement. This includes harmonized customs clearance procedures; effective means to detect, identify, interdict, seize, and dispose of proliferation sensitive cargo; and the capacity to investigate customs and border security violations and prosecute offenders.
The third principle of comprehensive strategic trade controls is government-industry partnership, including government efforts to educate the industry about its obligations and encourage compliance.
Finally, the fourth principle of effective strategic trade control system is cooperation and information exchange with domestic and international partners, including mutual assistance on customs and border security issues.
These strategic trade control principles are fully consistent with the two pillars and the core elements of the WCO’s own Framework of Standards to Secure and Facilitate Global Trade (SAFE Framework) and draw directly on existing WCO security and facilitation measures and initiatives developed by national Customs administrations.
Specifically, within the Customs-to-Customs pillar, the SAFE Framework calls for a risk management approach to address safety and security. It relies on the sharing of advance electronic information prior to export and import for optimal use of inspection resources and improved revenue collection. Likewise, effective strategic trade enforcement relies on the employment of proliferation risk profiles to detect consignments of proliferation concern through targeted examination of outbound cargo based on advance information sharing. Accordingly, automation of customs functions serves both traditional customs enforcement objectives and Customs’ growing role in strategic trade management.
The improved cooperation between Customs and the private sector called for under the second pillar of the SAFE Framework also is central to strategic trade enforcement. After all, industry – including manufacturers, exporters, freight-forwarders and shippers – bears critical responsibility in the fight against proliferators and is a key source of intelligence on WMD acquisition efforts. Customs services can play a major role in enhancing industry’s awareness of transaction risks associated with strategic goods and provide industry with the tools to detect suspicious orders and customers. For example, in 2001, Homeland Security Investigations launched Project Shield America designed to prevent illicit export of WMD technologies from the United States. Since then, U.S. agents have conducted over 21,000 outreach events with U.S. technology suppliers in order to improve their awareness of proliferation risks, reduce the risk of unintentional transfers, and solicit their cooperation in combating proliferation threats.
Customs also can play a role in providing incentives for industry compliance with enforcement regulations. The SAFE Framework calls for establishment and mutual recognition of authorized economic operator (AEO) programs to achieve end-to-end supply chain security and reward responsible traders. In the United States, our program is called Customs-Trade Partnership against Terrorism (C-TPAT). C-TPAT was launched in 2002 and is available to freight carriers, brokers, manufacturers, and traders, who import goods into the United States. The United States also has already signed Mutual Recognition arrangements with several countries and the EU, which means that the AEO validation of a company in one country is recognized in the other.
While not explicitly set forth in the SAFE Framework, Customs cooperation with other national, regional, and international organizations that have trade and border security responsibilities has been emphasized by WCO leaders. To ensure a timely, coordinated response to transnational security threats, the WCO has engaged many international organizations. In strategic trade enforcement, Customs’ capacity to classify strategic commodities and assess the risks associated with their import, export, or transit of these goods also depends on interagency coordination and information exchange between law enforcement and licensing agencies. Such coordination also facilitates analysis of traders involved in transactions with controlled commodities as well as their potential end-users.
Customs administrations have important powers that exist nowhere else in government - the authority to inspect cargo and goods shipped into, through, and out of a country, and to refuse or expedite entry or exit of goods. Given these unique authorities and expertise, Customs can and should play a central role in strategic trade enforcement. Full implementation of the SAFE Framework will strengthen a Customs service’s ability to detect, identify and interdict illicit shipments of proliferation concern; however, officers must be aware that proliferation trade is distinct from other forms of smuggling. For example:

Controlled dual-use goods have legitimate commercial applications, which make it easier to hide them in the flow of legitimate commercial traffic.

Denying export of such technical items may have a seriously detrimental economic impact on the originating country.

Outside technical assistance may be needed to determine if an item has WMD-related applications and should be interdicted.

Officers should be alert to questionable end-users for a product.

For effective targeting of proliferant shipments, Customs services may require more information than broad consignment descriptions and product specifications.

Given the transnational nature of WMD procurement, investigating these violations may require special investigative powers and close coordination between Customs, industry, and their interagency counterparts at home and abroad.·

Thus, controlling dual-use goods is more challenging and requires development of comprehensive, layered strategic trade control standards and the establishment of dedicated, interagency-based Customs enforcement units for WMD targeting, detection, and interdiction.
The WCO’s Role
This leads me back to the WCO as the appropriate vehicle for developing universal strategic trade enforcement standards.
First, the WCO has the membership and thus the participation of 178 Customs administrations, representing 99 percent of global trade and most major suppliers of proliferation technologies.[1] As such, it offers the best platform for legal and institutional reform necessary to develop and implement these standards.
Second, as an international capacity-building organization, the WCO has a mandate to assist its member states in satisfying their obligations under UN Security Council Resolution 1540.
Third, Full implementation of the SAFE Framework by WCO members will create institutional basis and capabilities that may be applied to strategic trade enforcement.
Fourth, the revised Kyoto Convention includes a non-binding annex on Free Trade Zones (FTZs), which are recognized by the WCO as posing a risk of exploitation by proliferators, terrorists, and organized crime organizations. Annex D identifies best practices concerning management of Free Trade Zones that could provide a good baseline for the adoption of binding international standards related to effective regulation of strategic trade in these environments.
Fifth, WCO’s unifying standards and capacity building assistance would help mitigate the risk of proliferators seeking to exploit WCO members who are not party to multilateral export control regimes and have no explicit controls on trade in strategic commodities for illicit trafficking in these items.
Sixth, the WCO is the only organization with a clear international mandate to pursue integration of strategic trade controls with other customs control functions. This holistic approach is essential in order to facilitate global trade while strengthening the nonproliferation regime.
Benefits
I recognize that calling for Customs services to assume additional responsibilities for strategic trade enforcement while Customs administrations are already under pressure to meet so many threats may seem difficult. Yet I would stress that strategic trade enforcement is complementary to the economic development, trade facilitation, and traditional enforcement objectives already embraced by the WCO. Some have already embraced these responsibilities. For instance, the European Union adopted a security amendment to its Customs Code in 2011, introducing mandatory submission of advanced electronic cargo declarations. This development was beneficial for both strategic trade enforcement and trade facilitation as it resulted in better risk analysis and expedited process and release times for legitimate shipments.
The Netherlands established a specialized customs enforcement team responsible for ensuring compliance with international sanctions, embargoes, and UN resolutions and violations involving dual-use and defense goods. Maltese Customs has adopted a memorandum of understanding with the Malta Free Port in order to facilitate coordinated approach to combating illicit trade. In 2009, Homeland Security Investigations collaborated with Royal Canadian Mounted Police in preventing the export of twenty pressure transducers, which can be used in the gas centrifuge process used in uranium enrichment. Their joint investigation and interdiction was a result of a tip received during a Project Shield America presentation to industry. Earlier this year, an East Asian partner interdicted 70kg of vanadium, a controlled material that can be used to make jet engines, missile casings, and superconducting magnets, concealed among a shipment of fruits. There are many other examples of Customs services taking a proactive role in strategic trade enforcement and working with industry and international counterparts to secure international supply chains against proliferator networks.
The security benefits of these enforcement efforts are evident. But implementation of effective strategic trade controls also produces tangible economic benefits. For example, the harmonization of regulatory framework with respect to strategic goods promotes exports by leveling the playing field for domestic exporters of high technologies. A more coordinated interagency export process is a step towards development of single window systems that cut the time and bureaucratic requirements of doing business and increase economic competitiveness. In addition, greater transparency and efficiency of Customs operations reduce operational losses associated with diversion and theft of legitimate consignments, while enhanced detection and interdiction capacities enable Customs to combat illicit smuggling efforts. Moreover, our experience shows that implementing stringent national strategic trade enforcement measures increases the confidence of trading partners, foreign investors, and domestic industry by creating a safe and transparent trading environment.
Resources
One of the central tenets of President Obama’s “Prague Agenda,” unveiled in 2009, is denying non-state networks and proliferant states access to WMD-related materials and technologies.
The United States government is prepared to provide technical assistance in support of the WCO’s strategic trade control initiatives, particularly development of universal strategic trade enforcement standards. The U.S. Department of State’s Export Control and Related Border Security Program – known as EXBS – works with partner governments and international agencies to establish, strengthen, and enforce responsible strategic trade management systems consistent with international norms. Tomorrow you will hear a presentation about EXBS’s efforts to build enforcement capacity, foster international cooperation, and develop partnerships that create what we call the “network of nonproliferators.”
This afternoon, you will hear about the U.S. Department of Energy’s International Nonproliferation Export Control Program that aims to increase border security officials’ capabilities to detect and identify and interdict trafficking in strategic commodities. U.S. Customs and Border Protection (CBP) and Homeland Security Investigations have long-term cooperation agreements and technical assistance programs with a number of foreign partners. We hope to share our experience in managing strategic trade with the World Customs organization in this important effort.
I’m confident we can forge closer partnerships to prevent the spread of weapons of mass destruction while enjoying the benefits of liberalized trade. We look forward to cooperating with you as our countries continue the important work of strengthening strategic trade control enforcement. Thank you. I look forward to your questions and ideas.

Remarks at the State Department's Annual Award Ceremony
RemarksWilliam J. BurnsDeputy Secretary
Ben Franklin Room
Washington, DC
November 14, 2012

Thank you. It is truly an honor for me to be here, surrounded by so many outstanding colleagues.
Let me start by recognizing the donors who are here today—the Cobbs, Frank Loy, and Gwenn Gebhard—whose generosity allows us to truly reward our honorees for their outstanding work—as well as the families of Ambassador Robert Frasure and Barbara Watson, in whose names we are presenting awards. I would also like to offer a special thanks to Mrs. Rita Salzman and her family, who so kindly doubled their support this year for the Award for Excellence in International Economic Performance.
I also want to take a moment to recognize all the families that are here today. My wife Lisa and I met in A-100 three decades ago. We have lived our lives together in the Foreign Service and have raised two wonderful daughters, so I am keenly aware of the sacrifices that you and other Foreign Service families make. We work long hours, we serve far from our homes and our friends, and at times, we put our lives at risk. It’s a demanding lifestyle—not just for us, but for our families. And without your support, patience, and understanding, no one of us would be here.
I feel humbled to be standing here amongst 32 of our very best in the Foreign Service, Civil Service, and Foreign Service National corps. You represent diplomacy at its finest and demonstrate that great diplomats can do much more than hold their own at the negotiating table. Great diplomats are innovative, they’re intrepid, and they’re endlessly dedicated. They work beyond embassy walls. They help create jobs and promote trade. And they venture out to the most war-torn corners of the world to act as enduring forces for peace.
I wish I had the time to tell each of your stories, but in order to keep this brief and so that you can move on to the more important work at hand—receiving your awards—I’ll share just three examples that I think illustrate what great diplomats like you are capable of.
Recent events have provided a tragic reminder to us that our highest priority is the safety of our men and women serving overseas. No one knows this better than Gail Cooper, the Office Management Specialist for the Regional Security Office at our Mission in Sarajevo. Last October, as our Embassy in Sarajevo suffered a brief attack, Gail sprung into action and served as a one-person ops center for the post. She worked with Washington and others involved to give regular updates on the situation, coordinated outreach to make sure embassy personnel were safe and accounted for, and eased the fears of understandably concerned family members. In a chaotic and frightening time, Gail was an island of calm. So today, we’re recognizing Gail as the office Management Specialist of the Year, not only for her superior office management abilities, but also for her leadership in the midst of a crisis.
Joshua Glazeroff, Consul General New Delhi, is compassionate and perceptive -- a combination of qualities that make him a consular officer of the highest caliber. A few months ago, when a gunman shot and killed six people at a Sikh temple in Wisconsin, Josh took charge to help the friends and relatives of those who were slain travel to the U.S. to grieve for their loved ones. Josh was put in an extremely difficult position—he had to strike the balance between helping make a tragic situation a little less painful without making the visa process any less rigorous—and he pulled it off. Today we recognize Josh’s outstanding contributions with the Barbara M. Watson Award for Consular Excellence.
Farah Naz joined Embassy Islamabad more than 25 years ago as an administrative assistant in the Health Unit. Today, she supervises a staff of 56 at the Embassy’s Warehouse—and she’s the first woman to ever serve in that role. Last year, Farah was at the helm of a massive transition that involved moving warehouse operations from one facility on the compound to two separate facilities, off-campus. To make it happen, Farah coordinated with local police, crane and moving vendors, the Regional Security Office, a local guard force, and other agencies to move fifty 20-foot shipping containers filled with goods worth over $53 million from one side of town to the other. And she did it efficiently, cost-effectively, and with a calm, confident smile. Today, we are recognizing Farah’s decades of hard work and dedication as FSN of the year for the Bureau of South and Central Asia.
Our posts around the world have a larger than life mission. They work every day to help transform societies, promote stability, and bring democracy and prosperity to the far reaches of the world. The degree to which we’re able to deliver on this promise is only as good as our people. And the stories of every awardee in this room today prove that we’re making that promise a reality, because our people are exceptional.
So on behalf of the President, the Secretary, and all your colleagues and admirers here in Washington and around the world, I thank you for a job extraordinarily well done. The contributions of the Department have never been more vital to the well-being of the United States and to hopes for peace and prosperity around the world. And you continue to make us proud every day.
Thank you.

Speeches: U.S. Policy Toward the Balkans

U.S. Policy Toward the Balkans
RemarksPhilip H. GordonAssistant Secretary, Bureau of European and Eurasian Affairs
Atlantic Council
Washington, DC
November 13, 2012

Thanks, Damon. It really is a pleasure to be here. Thanks also to Fran for inviting me and giving me this opportunity to address what I know will be a valuable workshop over the next day or two.
As Damon mentioned, it’s not something -- it’s not just something I would have wanted to address anyway, but it’s particularly timely given the trip that Secretary Clinton just took to the region accompanied in part by EU High Representative Ashton.

I’d like to begin with a point that Damon also stressed in his introduction which is putting this in some global context. I think it goes without saying that the United States at this moment is facing a world full of tremendous global challenges. The conflict in Syria, the transition in Afghanistan, the economic slowdown in Europe, the challenges in North Africa, and we’ve been obviously responding to those challenges on a day-to-day basis -- but the point I want to begin with, that again Damon you alluded to, is even as we face these tremendous challenges all over the world, we have never lost sight of the fact that we maintain a deep and historic interest in the Western Balkans, which is a part of the world where the United States has invested so much and where we have so many friends and interests, and I think the Secretary’s most recent visit to the region just a couple of weeks ago reaffirmed that abiding American commitment to supporting democracy and stability and prosperity in that region.
Just as the United States and the European Union are working hand in hand on these global challenges, as some of you have heard me address our partnership and cooperation with Europe globally here and elsewhere, we’re doing so in the Balkans, and I can’t stress that point enough.
It’s not a competition. Indeed, on the contrary, we know, we in the United States know, we cannot succeed in the region without Europe and Europe cannot succeed without us.
The prospect of EU membership has provided a strong incentive for countries to reform their economies, to advance their democracies, and to make peace with their neighbors, and we in the United States have strongly supported that process in Central and Eastern Europe, where it’s been an enormous success, and we strongly support it in the Balkans.
Again, I think this very close cooperation was most visibly demonstrated by the joint trip that Secretary Clinton and High Representative Ashton took. Secretary Clinton hasn’t done other joint trips with foreign ministers, but here we thought it was important for them to show up in some of these countries together. They went together to Bosnia, to Serbia and to Kosovo, with exactly the same message for the peoples and leaders in the region.
Their joint visit reaffirmed our continued commitment to integrating all of the Balkan region into Europe and into the West, and we’ve said many times that in our view Europe will never be complete until all of the Western Balkans are fully integrated.
At the same time they were able to make clear that progress depends on political leaders’ willingness to overcome the divisions and the narrow nationalism and the inflexible economies that have no place in the 21st century.
So let me say a few words about how the United States sees the current situation in the region, and I’ll do so by addressing the countries in the order in which the Secretary visited them, starting with Bosnia and Herzegovina.
Earlier this year after a 16-month political stalemate, Bosnia appeared to be getting back on track with the formation of a government and the adoption of laws needed to advance its Euro-Atlantic integration. However, this progress stalled several months ago over narrow personal and political agendas as well as attempts to stoke ethnic fears.
Ongoing efforts to reshuffle the state and federation governments are an unwelcome distraction from the economic and political priorities, including EU-NATO membership, that the main parties profess to support.
The priorities are clear: a functional and sustainable government, respect for state institutions and the Dayton Framework, and completion of the steps required for advancing the EU and NATO membership processes.
Now that Bosnia has successfully held local elections, Secretary Clinton and High Representative Ashton called on political leaders to complete immediately the requirements needed in order to submit a credible EU candidacy application and to activate NATO’s Membership Action Plan this year.
While we have no illusions about the difficulty of this process, we know that it is the only path to a prosperous and stable future for the country.
In order for Bosnia and Herzegovina to keep pace with positive developments elsewhere in the region it must also be able to function as a state that can deliver results for all its citizens. Rhetoric challenging Bosnia’s sovereignty and territorial integrity continues to raise doubts about whether politicians in Republika Srpska are truly committed to the Dayton Framework and EU integration. Secretary Clinton made clear in Sarajevo that the United States strongly supports the Dayton Framework -- one state, two entities and three constituent peoples. Republika Srpska is and must remain a constituent part of Bosnia and Herzegovina.
Let me say a few words about Kosovo and Serbia, both of whose Euro-Atlantic aspirations the United States strongly supports.
As you know over the last 18 months the United States has backed an EU-facilitated dialogue that seeks to normalize relations between these neighbors in order to provide stability in the region as well as the lives of people in both countries.
We agree with our European allies that a country can’t join the European Union when it lacks normalized relations with its neighbors. The dialogue, this EU-facilitated dialogue, achieved some practical results including agreements on freedom of movement, common recognition of diplomas, of land records, Integrated Border Management, and Kosovo’s participation in regional forums. While there were initially delays in the implementation of these last two agreements, we are very pleased that the new Serbian government that was elected last spring has taken the necessary steps towards resolving differences, and expressed its commitment to EU integration -- signing the implementation protocols on Integrated Border Management, and allowing the agreement on Kosovo’s regional participation to move forward -- these are both encouraging steps.
On October 19th the Prime Ministers of Serbia and Kosovo met together with High Representative Ashton in Brussels. At this first meeting in a new phase of the dialogue at that level, Prime Minister Dacic and Prime Minister Thaci both showed a commitment to the process and agreed to further meetings.
Secretary Clinton and High Representative Ashton’s visits to Belgrade and Pristina underscored the unity of the U.S.-EU position as they encouraged both governments to fully implement the agreement which was reached already and to take concrete steps towards solving the impasse over Kosovo’s north.
Ashton again hosted Prime Ministers Dacic and Thaci in Brussels on November 7th, further demonstrating their mutual desire to find a comprehensive solution to normalize relations between Kosovo and Serbia.
Let me be clear. The United States strongly supports Kosovo’s sovereignty and territorial integrity, as do more than 90 other countries around the world, including the vast majority of European Union members. Neither we nor the EU expect Serbia to recognize Kosovo at this point, but Serbia will have to normalize its relations with a democratic sovereign independent multi-ethnic Kosovo within its current borders -- partition is not an option.
To move forward, Belgrade should end its support for the parallel security, governing and judicial structures in northern Kosovo and work with the international community to ensure freedom of movement for all. This in no way means abandoning Serbs, as some have alleged -- on the contrary, rather than asserting territorial claims Belgrade could support in a transparent manner the welfare of Kosovo’s Serbs who would benefit enormously from normalization. Belgrade could work to find solutions that will give people there a normal life for the first time in 13 years. The status quo of isolation, wide-spread corruption and insecurity serves no one’s interests.
At the same time Kosovo must continue to develop multi-ethnic democratic institutions and extend decentralization in order to allow local communities in the north as well as in the south to make more of their own decisions. We also expect Kosovo to respect the rights of all communities including Kosovo Serbs, and to preserve and protect their cultural and religious heritage.
On Serbia specifically, the United States continues to work with Belgrade to strengthen economic and business opportunities, enhance our military cooperation, and counter organized crime. Serbia has the ability to become a leading force for stability in the region. It is in our mutual interest to see Serbia prosper and achieve its European aspirations.
Turning to Kosovo, the country has considerably strengthened its political institutions over the last four years. The decision by the International Steering Group to end supervised independence in September validated this progress. However, work remains to be done on strengthening the rule of law, fighting corruption and organized crime, and tackling unemployment. The EU has clearly laid out the reforms necessary for Kosovo to continue its progress towards European integration, including the benchmarks for visa liberalization identified earlier this year, and the feasibility study released in October that identified no legal barriers to establishing a Stabilization and Association Agreement.
Kosovo’s serious engagement with Serbia and active reform efforts demonstrate its desire to be a constructive partner with a clear European perspective.
Following these joint stops with High Representative Ashton, Secretary Clinton continued on to Croatia and Albania.
Croatia has proven to be a true leader in the region as its rapid reform progress led to NATO membership in 2009 and will lead to EU membership this coming July. Croatia’s successful integration into Euro-Atlantic institutions should demonstrate to other candidate countries that despite talk of so-called enlargement fatigue, the EU’s door really is open to countries that fulfill their responsibilities and meet the criteria -- reform your economies, reconcile with your neighbors, meet democracy and human rights standards, and you will ultimately join the European Union.
Momentum resulting from Croatia’s transition should be cultivated as a model throughout the region.
Notwithstanding Croatia’s considerable progress to date, more work remains to be done. In Zagreb, Secretary Clinton called on the government to continue efforts to improve public administration in the justice system, fight organized crime and corruption, and implement structural economic reforms.
The Secretary completed her trip in Albania. Her visit to Tirana came at a historic moment as she helped mark the 100th Anniversary of the country’s independence in a speech to the parliament. For many years Albania was Europe’s most isolated country under an oppressive dictatorship. Over the last two decades it has worked to strengthen its democracy and reform its economy. Albania joined NATO in 2009 and has become a valued member of the Alliance.
The European Commission’s most recent progress report recommended EU candidacy status for the country pending passage of key pieces of legislation. Secretary Clinton made clear that Albania now stands at a critical juncture and she highlighted the need for free, fair, and transparent elections in 2013.
She also called on members of the parliament to work across party lines and move quickly on passing EU-mandated reforms. In particular, Albania’s leaders must choose to leverage the progress achieved thus far by passing judicial and public administration reforms and revising parliamentary rules of procedure. The government also needs to make a concerted effort in fighting corruption and organized crime.
Finally, although the Secretary was unable to visit Montenegro and Macedonia on this trip, she underscored her commitment to the Euro-Atlantic aspirations of both countries in phone calls with their leaders after her visit to the region.
Montenegro has made solid progress towards NATO membership and opened EU accession negotiations earlier this year. In addition to holding successful elections last month, the country has also made important improvements in the areas of democratic governance, rule of law and media freedom. However, Podgorica must continue to address corruption and organized crime at all levels of society.
On Macedonia, the United States remains invested in the country’s success. We continue to support the growth of civil society and strong democratic institutions as well as efforts to institutionalize principles of diversity and inclusion throughout government and society.
Although Macedonia has made progress in inter-ethnic relations, we are concerned about tension between communities and political divisions. We also remain troubled by continued reports of government interference with the independence of the judiciary and the media.
As you all know, Macedonia’s name dispute with Greece continues to thwart its aspirations for NATO membership and the start of EU accession talks. We’ve been very clear that we were disappointed last spring that NATO was unable to welcome Macedonia at the Chicago Summit as we had hoped. But as NATO is a consensus organization, Macedonia and Greece must first resolve their bilateral disagreement before the Alliance can fulfill the membership offer that was offered at the Bucharest Summit.
Recently the Greek and Macedonian Foreign Ministers have exchanged letters reaffirming each side’s commitment to resolving the name issue and we strongly support the ongoing UN process on this issue and we will embrace any mutually acceptable solution that emerges.
It is clearly in the United States’ -- as in the interests of Europe and the entire Balkan region -- that Macedonia plays its full role in both NATO and the EU.
In closing, let me just say a few words about the overarching challenge of economic recovery. The United States has a profound interest in Europe’s stability and growth, so I’m pleased to see that this workshop will also discuss the impact of economic issues on regional integration.
The political challenges that I have focused on today have undoubtedly been exacerbated by Europe’s economic difficulties. The economic slowdown in Europe could have been an opportunity for Balkan leaders to focus on pressing domestic challenges including the need for rule of law reforms in the promotion of a stable investment climate. Instead, it has led to a worrying increase in nationalist rhetoric and the reemergence of chauvinism as a political rallying point.
Foreign investors will continue to bypass countries plagued by corruption, cronyism, weak state structures and political instability. By strengthening their economies as well as their political institutions, Western Balkan countries can become democratic, prosperous and capable allies that can contribute to Euro-Atlantic efforts to address global challenges.
The United States, working in close partnership with the European Union, remains committed to completing the unfinished business of Europe. However, as Secretary Clinton and High Representative Ashton also made clear, local political leaders must move past ethnic divisions and personal interests and focus on delivering the genuine reforms demanded by their citizens. If they do, they can count on the continued Trans-Atlantic support until Europe’s democratic process is fulfilled.
Thank you all very much for your attention, and Fran, I look forward to continuing the discussion with you on stage.

Canada made the prevention and treatment of HIV/AIDS a key component of its international development assistance because we recognize the seriousness of the HIV/AIDS epidemic and its impact on families around the world. As part of CIDA?s health programs, and through the G8 Muskoka Initiative on Maternal, Newborn and Child Health,  we help partner countries deliver integrated and comprehensive health services to women and children, including HIV testing and counselling, and prevent mother-to-child transmission of HIV.
